GROWTH 2022 REPORT TO THE COMMUNITY
Looking Back on 2021 On behalf of King of Prussia District’s Board and staff, we’re pleased to present you with the 2022 Report to the Community. While last year was not normal by any means, we are once again reminded of the resilience and ingenuity of this community as we navigate this unprecedented time together. Despite the ongoing global pandemic, both King of Prussia and King of Prussia District fared extremely well in 2021. This performance is likely tied to three primary factors: Diversification of Industry Types: A rapid diversification of industries over the past ten years helped stave off steep declines in commercial occupancy throughout the township. Specifically, substantial growth in medical, life sciences, warehousing, manufacturing and technology firms brought a rapid rise in industries where remote work was much less likely than the traditional office sector. Housing Boom: Development of nearly 4,000 residential units during the past seven years, combined with a “work-from-home” environment, helped sustain restaurants and retailers. In fact, Forbes Magazine just recognized King of Prussia as the 5th fastest growing residential location in Pennsylvania. Delay in Leasing Renewals/Modifications: Companies remain current on their lease payments, despite a reduction in the number of employees working in the office. We have not yet experienced the full effects of what may happen regarding commercial office leasing decisions, and that helped maintain a relatively low vacancy rate during the past year. The development pipeline also remains strong with numerous projects in construction or late stages of the approvals process, including Topgolf and several large residential developments. The recent opening of the $298M Middleman Family Pavilion at Children's Hospital of Philadelphia's KOP campus was a particularly bright spot during the past year. Our organization made great progress in 2021, completing Phase One of the Linear Park on First Avenue and accepted bids for Phase Two. We completely redesigned VisitKOP.com, bringing the same vibrancy and excitement of this continually evolving community into the site. We continued our advocacy efforts for King of Prussia Rail, a project that saw incredible forward momentum in 2021. Finally, we were all thrilled for the return of some of our in-person events, including a record-breaking KOP Beerfest Royale in October and our long-delayed 10th Anniversary Gala & Awards in December. As always, we are grateful for your partnership and welcome your questions, comments and suggestions. We look forward to continuing to work with you in 2022 and wish you much success and prosperity!

King of Prussia King of Prussia District is a private, not-for-profit, 501(c)3 business improvement district that serves as a catalyst for economic development and job growth. King of Prussia District elevates property values in Upper Merion Township through its focused and strategic programs and services. Established in 2010 by Upper Merion Township (UMT) Ordinance, King of Prussia District partners with UMT and 437 commercial, industrial and multifamily residential properties within the established 1,935 acre boundary that defines the District. Funding King of Prussia District programs are funded through a special assessment fee made possible by commercial, industrial and multifamily residential properties within its boundary. The assessment fee is 0.00089 MILS, or 3.19% of the total real estate tax bill for property owners. The millage rate has remained the same since the District was founded in 2010. King of Prussia District’s $7.15M budget was paid for by private contributions, management fees, grants and sponsorships.

Advertising Highlights Let’s Go, KOP Launched in summer 2020 as part of recovery efforts, Let’s Go, KOP continued into 2021 with placements on bus shelters, digital billboards and social media. The goal of the campaign, which ended fall 2021, was to encourage visitors from key demographics to return to KOP to safely shop, play and stay.

Make the Move After a pause for the pandemic, the Make the Move advertising campaign, which targeted C-Suite executives and promoted the many benefits of owning and operating a business in King of Prussia, resumed fall 2021 and concluded at the end of the year. The campaign included placements on buses, LinkedIn and sponsored dedicated emails.

On December 16, 2021, after two years of rescheduling due to the pandemic, we were finally able to welcome our sponsors, partners and friends to celebrate a decade of working together to transform KOP. Following a cocktail hour complete with a champagne ice sculpture to toast the occasion, King of Prussia District President & CEO Eric Goldstein shared a walk down memory lane during a seated dinner. The presentation highlighted a decade of organizational accomplishments as well as KOP’s impressive growth. The evening concluded with an awards presentation, honoring a few of the companies and advocates that played an important role in KOP’s transformation over the years.

COMPLETED ECONOMIC DEVELOPMENT PROJECTS
The Village at Valley Forge
Children’s Hospital of Philadelphia (CHOP) CHOP is now welcoming patients at its first inpatient hospital outside of Philadelphia. Located next to its existing King of Prussia Specialty Care & Surgery Center, the 250,000 SF, $298M inpatient hospital known as the Middleman Family Pavilion, includes a total of 108 single patient rooms, care for a broad range of pediatric specialties, a 24/7 20-bay emergency department specializing in pediatric care and an operating room suite. The hospital will create an additional 500 new jobs by the third year of operation.

Adjacent to their other KOP hotel, Sheraton Valley Forge, Wurzak Hotel Group opened the Element Valley Forge in June 2021. The 120-room eco-friendly hotel offers suites with kitchenettes designed for extended stay or short term stay options, as well as an all-natural indoor saline pool and 24-hour fitness room.
Construction is now complete on a 331,428 SF distribution center, developed by Novaya Foxfield Industrial on the 29-acre property which was formerly home to the Johnson Matthey Inc. chemical plant. The building is leased to Target Corp., which will utilize it to distribute to stores as well as e-commerce distribution directly to customers.
Chicago-based UDR Inc.’s $68M, 200unit multifamily development is now welcoming residents. KOP’s newest apartment community features studio, one and two-bedroom units with smart home technology and modern finishes. The community also features 7,000 SF of indoor amenity space and a 25,000+ SF outdoor courtyard.

Valley Forge National Historical Park Visitor Center In June 2021, Valley Forge National Historical Park began a phased reopening of its Visitor Center following a $12M renovation, its first comprehensive overhaul since 1976. Features include improved physical accessibility, upgraded security and fire protection, improved collections storage, an all-new HVAC system, windows, flooring, carpets, signage and a variety of energy efficiency improvements. In June 2021, Amazon purchased the two-story, 230,000 SF former offices of BNY Mellon at 760 Moore Rd. for $26.5M, a regional first for the company that typically leases in the Philadelphia area.
Hudson’s Bay Co. is redeveloping the Lord & Taylor at King of Prussia Mall into a two-story, 119,345 SF office space known as York Factory. Plans include the addition of windows and skylights, a spacious interior atrium and a rooftop lounge. Amenities will include a gym and yoga studio, concierge services, weekly events and the potential to include full-time licensed child care programs.

King of Prussia Mall Simon Property Group, Inc. is pursuing plans to redevelop the vacant JCPenney and surrounding surface parking lots. While no approvals have been obtained to date, Simon, like many other mall owners around the country, is studying the concept of adding other uses that include hotel, office, entertainment and residential.

Overlook at Town Center Toll Brothers is under construction on their third project in The Village at Valley Forge, a 142-unit townhome development located on seven acres along Guthrie Road. The for-sale homes are priced from the low $500,000s and feature modern open floor plans with optional basements and rooftop terraces.

Stonebrook at Upper Merion Toll Brothers is building 65 single-family, detached houses and 206 attached townhouses on 80-acres formerly known as the Glasgow Tract. The project includes significant improvements to the signalized Saulin Blvd. intersection as well as an extension of Price Frederick Rd. The two-story open concept townhomes start at $576,995.

650 Park Brandywine Realty Trust is seeking tenants for a new fourstory 100,000 SF Class A office building designed by Coscia Moos Architecture on 3.7 acres in the heart of Moore Park. The building will include open-air amenity spaces, innovative work environments and a fourth-floor terrace designed for classes, lunch meetings and evening gatherings. MLP Ventures Multifamily Development
Purolite is building a $14M, 74,000 SF manufacturing facility at 3700 Horizon Blvd., just blocks from their global headquarters. Purolite plans to invest $25M for fit out and equipment. The project is slated for completion summer 2022. Purolite, which reports annual sales around $400M and employs roughly 1,000 people in 30 countries, was acquired in 2021 by Ecolab Inc. for $3.4B.
Construction will begin in April 2022 on the first multifamily housing development in the bustling Renaissance Park. MLP Ventures’ community at 2901 Renaissance Blvd. will feature 292 studio, one and twobedroom units as well as eight two-story townhouses. The community, which is adjacent to SEPTA’s Hughes Park station, will feature a premier fitness center, indoor and outdoor lounge areas and a demonstration kitchen. Construction is expected to take 22 months.

Upper Merion Area High School
The Pennsylvania Department of Transportation (PennDOT) broke ground in October 2020 on a new, $59M District 6 Regional Traffic Management Center and parking structure. The two-story, 43,000 SF facility will connect to PennDOT’s current Engineering District 6-0 Office at 7000 Geerdes Blvd., and is on schedule for a late 2022/early 2023 completion. The new parking structure opened in July 2021.

Construction of the new Upper Merion Area High School began April 2020 on the high school’s current property. The 300,000 SF high school is expected to open September 2022, and will include an indoor track, auditorium, fitness center and a greenhouse. Following the opening, the existing high school will be demolished and converted into athletic fields.

Wurzak Hotel Group’s Sheraton Valley Forge Hotel completed renovation of its 180 hotel rooms, with the restaurant, lobby and bar to undergo an overhaul later in 2022.

Topgolf Land development and site preparation is underway for a new Topgolf facility at 588 N. Gulph Rd., the former headquarters for the American Baptist Church. The 68,000 SF Topgolf will feature state-ofthe-art golf entertainment for all ages along with a restaurant and numerous bars. Following a 12-month build, Topgolf expects to open in spring 2023.

Significant renovations are underway at 800 River Rd., the former printing plant of The Philadelphia Inquirer. MLP Ventures purchased the 674,000 SF building on more than 45 acres in February 2021 for $37M.
Construction is nearly complete on a two-story, 10,750 SF preschool and daycare serving children ages 6 weeks to 8 years.
This new 6,730 SF building will feature an eight-bay tire and vehicle repair store and is estimated to open late July 2022.

KING OF PRUSSIA'S HOTEL SCENE The global pandemic had, arguably, the most significant impact on the hospitality industry. Sharp declines in room nights, revenue and meetings/conferences challenged hotel bottom lines around the world and led to substantial industry layoffs. King of Prussia was certainly no exception. Corporate travel shrank substantially as most in-person conferences and company meetings were postponed or canceled in the last two years. Leisure travel also declined as weddings, reunions and sports tournaments were canceled. Fortunately, 2021 resulted in better overall numbers than 2020, however, there is still a long way to go until we are back at pre-pandemic levels.

KOP District Initiative
First Avenue Linear Park – Phase One King of Prussia District introduced a new multimodal trail and open space along First Avenue in 2020/2021. The Linear Park lets employees, residents and visitors walk or bike this mixeduse corridor in Moore Park. New amenities include public outdoor seating areas interspersed between a rain garden, planting beds, trees and stone seating walls. These features span ten properties and create the perfect meeting points for employees, residents and visitors to relax and enjoy a respite in Moore Park. Following the success of Phase One, construction for Phase Two begins this spring on 6 additional parcels along First Avenue to create a continuous multimodal pathway between Allendale and N. Gulph Rd. In addition to 8-10 ft-wide pathways, the project includes new pedestrian lighting, improved bus stop facilities, a precast concrete boardwalk along Trout Creek and accessible curb ramps. Phase Three of this multimodal project is currently being designed.
Funding the Park The First Avenue Linear Park is made possible by the generous contributions of public easements from commercial properties owners in Moore Park. This new public amenity is managed by King of Prussia District and made possible by a $2.4M multimodal federal and state grant administered by PennDOT with a $100,000 grant from Montgomery County for new solar-powered bus shelters. Phase Two construction in 2022 is funded by King of Prussia District with $1M from the Commonwealth of Pennsylvania’s Redevelopment Assistance Capital Program (RACP), $422,000 from the PA Dept. of Community and Economic Development’s Multimodal Transportation Fund and $190,000 from Montgomery County’s 2040 Implementation Grant.

KOP District Initiative
Placemaking Partner Initiative King of Prussia District unveiled a new program in 2021 that partners with commercial and multifamily property owners to create amenities to promote a return-tooffice. The Placemaking Partner Initiative provides matching funds, up to $10,000, to design and construct physical improvements, placemaking features, active spaces and sustainable transportation enhancements. King of Prussia District will partially reimburse welldesigned improvements that enhance aesthetics in mixed-use districts and produce dynamic places for employees, residents and visitors to enjoy.

KOP District Initiative
Median Improvements King of Prussia District, in partnership with Renaissance Park, added nearly ½ acre of planted medians on Renaissance Blvd. in 2021 that will grow into a vibrant landscape for commuters to enjoy in the coming years. This project brings the total planted right-of-ways in King of Prussia to 6.9 acres across 42 beds, medians and verges. Since 2011, King of Prussia District planted and maintained 166 trees, 2,425 shrubs, 24,998 perennials, 15,000 bulbs and 6,758 ornamental grasses. This beautiful and sustainable vegetation includes bluestars, chokeberry, purple coneflower, sage, feather reed grass, fragrant sumac, red maple, honey locust and black-eyed susan to name a few of the varieties of perennials, ornamental grasses and trees. The plantings reduce stormwater runoff through increased permeability and enhance the aesthetic of the roadways.

Infrastructure Enhancements Route 422 Schuylkill River Crossing Project Major construction on this $100M segment between Trooper Rd. and First Ave. was completed in December 2020. The new roadway and replacement of five bridges around Valley Forge and King of Prussia will improve multimodal capacity and safety for 92,000 daily motorists, between the Route 363 and 23 interchanges. Overall, construction on the 24-mile improvement project along the 422 corridor in Montgomery and Chester counties, including multiple Schuylkill River crossings, enters into the seventh year with estimated completion in 2030.
Chester Valley Trail Extension Montgomery County started construction in 2020 on this 3.5-mile link between the Chester Valley and Schuylkill River Trails. Significant progress to date includes paving most of the trail base and partial realignment of the intersection at Route 202 and Saulin Blvd. to create a signalized crossing. The remaining work in 2022, including installation of two trail bridges over S. Gulph and Henderson Rds., will complete the connection through Upper Merion Township, Bridgeport and Norristown Borough to the 14-mile Chester Valley Trail from Exton to the Schuylkill River Trail that runs from Philadelphia to Reading.
Crow Creek Trail Project Upper Merion Township started construction on the multimodal trail along Crow Creek in 2020 and completed most of the work in fall 2021. The remaining connection will be completed with the high school complex in 2022. This new trail will ultimately connect Walker Field to Bob Case Park and the Schuylkill River West Trail. The trail design includes a continuous multi-use pathway with ADA-compliant crossings at roadway intersections. Upper Merion received a grant from the state to create this 2-mile corridor for bicyclists and pedestrians that will join residential, civic, retail centers and schools from King of Prussia Mall to West Beidler Rd. KOP District Initiative
Renaissance Park Pedestrian Gateway King of Prussia District, in partnership with Renaissance Park property owners, is improving the connection between the business park and SEPTA’s Hughes Park Station and creating a new pedestrian gateway for commuters, residents and visitors. The new multimodal path will address recommendations identified in the 2018 Safe Routes To Transit report by the Delaware Valley Regional Planning Commission, including trail enhancements between Crooked Ln. and Renaissance Blvd. Stuart & Associates, a KOP landscape architecture, planning and design firm, prepared drawings for this prominent gateway into Renaissance Park that include new hardscape, seating, planting beds and pedestrian lighting improvements. Construction is planned for 2022.

KOP District Initiative
theconnector Shuttle This public shuttle provides a reliable service for commuters going to work every weekday from the Norristown Transportation Center and Wayne Station. This service complements SEPTA’s Regional Rail and Norristown High Speed Line routes and serves as a “last mile” service to 14 commercial office properties. theconnector started in June 2013 using a federal CMAQ grant with additional funding from Montgomery County, Upper Merion Township, commercial property owners, ticket sales, advertising and King of Prussia District. To date, theconnector provided over 79,000 rides, reduced single-occupied vehicles driven by 1.65M miles and saved 1.3M pounds of Carbon Dioxide. Due to stay-at-home orders, King of Prussia District suspended shuttle service in April 2020. We look forward to resuming theconnector shuttle service during the AM and PM rush-hour once a critical mass of commercial tenants return to offices.

King of Prussia Rail King of Prussia Rail (KOP Rail) is a proposed 4-mile extension of SEPTA’s existing Norristown High Speed Line into the heart of King of Prussia's most populated employment centers. Once complete, this transformative project will connect the three largest commercial centers in the Philadelphia Region - Center City, University City and King of Prussia. The project will serve as a catalyst for economic development and job growth for the entire region.

Project Updates • Pending Completion of 30% Design Work in April 2022: SEPTA and HNTB will release 30% design work in April 2022, which will refine the project design and address a range of issues, including rail alignment, station locations, property and environmental impacts, maintenance, rail operations and other details. These design refinements are a result of public input, coordination with affected property owners and engineering criteria, as well as existing land use and future economic development opportunities. • Entry into Federal CGI Program: In 2021, King of Prussia Rail was granted entry into the Project Development Phase under the Federal Transportation Administration’s (FTA) Capital Investment Grant (CIG) program. Acceptance into the Project Development Phase demonstrates SEPTA’s commitment to the project and serves as a critical milestone in seeking federal funding and continued coordination with the FTA. The CIG program appropriates funds for light, heavy and commuter rail projects, streetcar and bus rapid transit projects. New Starts provides approximately $2.3B per year in federal funding to transit projects across the US, including extensions to existing systems like KOP Rail. • Transit Oriented Development Grant: SEPTA continues to utilize a federal grant to work with Stantec to study transitoriented development opportunities in and around each of the proposed rail stations for the project.

Renaissance Park, GSK and Discovery Labs Stakeholder Engagement In 2020, King of Prussia District and Upper Merion Township expanded the District’s boundary to include Renaissance Park, Discovery Labs and the GlaxoSmithKline facility. King of Prussia District engaged Stantec, a multi-disciplinary consulting firm, to facilitate a series of meetings with commercial property owners, public agencies, business tenants and residents. The process also included a visioning exercise, interviews and surveys that culminated in an action plan for the business park. This generated Renaissance Park, GSK and Discovery Labs Stakeholder Engagement: Ideas and Actions for the Future. The plan is focused on early action items that include physical improvements and brand development. King of Prussia District hired Stuart & Associates, a landscape architecture and planning firm in King of Prussia to create landscape plans for the Renaissance Park island medians in partnership with the Renaissance Park condo association. These medians were planted in 2021. King of Prussia District also engaged D2 Groups to develop an exterior wayfinding and a signage master plan for Renaissance Park. The signage master plan will culminate with the design and construction of new gateway and wayfinding signage.

NEW UPPER MERION AREA HIGH SCHOOL Construction is nearly complete on UMASD’s new Upper Merion Area High School, which is situated next to the high school’s current property at 440 Crossfield Rd. The new 300,000 SF high school connects with the middle school and features a threestory academic wing, amphitheater, indoor track, fitness center and greenhouse. This new building will allow UMASD to provide collaboration spaces for students and staff and will reflect, in many ways, academics at a college setting. Following the opening in September 2022, the existing high school will be demolished and converted into artificial turf and grass athletic fields.

Education Upper Merion Area School District’s (UMASD) highly-rated academic and extracurricular public school programs are an asset for KOP’s resident and business communities alike.
Select UMASD 2020/2021 Achievements UMASD, like schools across the nation, continues to face tremendous challenges as a result of the COVID-19 pandemic. Despite these unprecedented times, UMASD remained dedicated to providing exceptional instruction while supporting the emotional needs of its students and parents. UMASD’s teachers, staff, administrators, students and families demonstrated incredible flexibility, transitioning from virtual to in-person learning during the course of the academic year.

A few of UMASD’s achievements, as shared by teachers, staff and administrators: UMASD’s elementary schools adapted the Positive Behaviour Intervention Support Framework (PBIS) for a virtual learning environment. PBIS is an evidence-based approach to the development of a positive school culture that is built on the premise that behavioral expectations must be positively stated, clearly defined, taught directly and systematically reinforced. Caley Elementary celebrated its 8th year as a No Place for Hate school, an initiative developed by the Anti-Defamation League that creates inclusive school environments that celebrate diversity, promote respect for differences and challenge bias and bullying. Upper Merion Area Middle School’s STEM department partnered with Team Flight Control to offer Drone Camp. Three camps were offered to middle school students and four camps were offered to traditionally underrepresented groups in STEM, including African American students, LGBTQ+, English learners and girls in STEM. The 8th Grade Basil Lemonade Student Entrepreneur project continued for its 5th year. Approximately 350 students participated in 12 student run companies, working in different departments including CEO/CFO, production, farming, traditional and social media marketing, media/documentary and legal. The 5-month project culminated with the production, marketing and sale of 12 original basil lemonade recipes. During UMAHS College and Career Readiness Day, students in grades 9, 10, and 12 took part in virtual college and career readiness presentations, virtual college visits and resume building. Eleventh grade students were given optimal conditions to take the PSAT in a safe and calming environment with the ability to be eligible for National Merit Scholarships. The Operations Department completed numerous projects during the pandemic while focusing on the legacy elementary schools. Projects included painting all classrooms in the Middle School, Bridgeport, Candlebrook and Roberts as well as painting most of the other spaces in those buildings including the hallways and cafeterias with festive accent colors. New cafeteria tables, window blinds and carpet were also installed in the legacy elementary schools. Funding completed for the High School Project with Moody's Aa1 Rating. UMASD families supported those in need through incredibly fruitful food drives benefitting Upper Merion Area Community Cupboard.

King of Prussia Restaurant Week & KOP Shops for CHOP KOP Restaurant Week and KOP Shops for CHOP are the region’s only dining and shopping events with a charitable twist. A portion of the proceeds benefit Children’s Hospital of Philadelphia’s King of Prussia Campus.
In 2021, participating businesses raised $68,484 for Children’s Hospital of Philadelphia, bringing our grand total to $220,984 in seven years!
KOP Restaurant Week features prix-fixe twocourse lunch menus and three-course dinner menus from KOP’s best restaurants. In addition, KOP’s fast casual restaurants offer deals and donation days, as do the generous retailers participating in KOP Shops for CHOP, held concurrently. Businesses can also pledge to support CHOP through the Community Champions program, making this campaign a true community-wide fundraising effort. In 2022, Restaurant Week kicks off with a Block Party for CHOP on April 3 from 1-4 PM at King of Prussia Town Center.

Takeout Under the Tents In response to the pandemic, King of Prussia District hosted an outdoor dining oasis in the King of Prussia Mall parking lot as part of Restaurant Week in 2021. The beautifully landscaped space featured dining tents and igloos that were available for takeout dining with a reservation and a $15/ pp donation to CHOP. We kept the space lively, hosting Family Fun Day on Saturday, April 17 and live music on Thursdays and Sundays.
