Looking Back on 2022
On behalf of King of Prussia District’s Board and staff, we are pleased to present the 2023 Report to the Community.
2022 was a year of strong post-pandemic recovery for King of Prussia. Statistics show significant increases in daily trips by commuters and a dramatic uptick in total trips by residents, employees and visitors. Numerous large-scale development project approvals and construction starts advanced and a notable number of CRE transactions and leases confirmed continued investor and business confidence in the KOP community.
Employment trips increased to 67% of pre-pandemic levels, buoyed by an ever-increasing mix of business types that require work-from-work, such as manufacturing, retail, hospitality, life sciences, medical and warehousing. Total trips (resident/employee/visitor) returned to 90% of pre-pandemic levels, thanks to extremely strong brick-and-mortar retail sales, a continually expanding dining scene, and robust weekend sports, meeting and wedding traffic.
On the development side, large-scale projects continue to progress through various stages, including the recently completed Purolite manufacturing facility, Topgolf, a new 220K life-sciences building at 650 Park Avenue, Overlook at Town Center and Stonebrook at Upper Merion residential developments, repositioning of the old JCPenney and Lord & Taylor department stores at King of Prussia Mall, expansion of The Discovery Labs, and more.
King of Prussia District spent 2022 continuing to push physical improvement projects forward, including the recently completed First Avenue Linear Park Phase Two, the pedestrian connection between Renaissance Boulevard and Crooked Lane (Hughes Park Station), and new Renaissance gateway signs. On the marketing & communications front, we built upon our campaign to market KOP as a headquarters location and doubled down on our advertising campaign promoting the regional benefits of KOP Rail. We also managed an ever-growing list of exciting and wellattended events that attract a mix of consumers and employees, and continue to grow our web and social presence as we position King of Prussia as the premier location for work, life and fun!
We remain bullish on King of Prussia and confident that KOP will remain a community of choice for residents, companies, employees, investors and visitors for 2023 and the years ahead. 100% of King of Prussia District’s operating budget is paid for by private fees, event revenues and corporate sponsorships.
King of Prussia District programs are funded through a special assessment fee made possible by commercial, industrial and multifamily properties within its boundary. The assessment fee is 0.00089 MILS, or approximately 3.05% of the total real estate tax bill for property owners. The millage rate has remained the same since the District was founded in 2010.

Advertising Highlights
HQ KOP
In early 2022, King of Prussia District launched HQ KOP, an advertising campaign targeting the C-Suite and site selection community. Supported by a landing page, HQKOP.com, the campaign highlights KOP’s incredible assets and positioning and showcases KOP as the ultimate destination for meeting, working, recruiting and living. The 2022 campaign included digital ads with the Philadelphia Business Journal and LinkedIn, and a partnership with KYW for their “Headquartered Here” series. Through that promotion, we featured soundbites with executives from companies headquartered in KOP including CSL Behring, Greenphire, Qlik, Eigen X and Center for Breakthrough Medicines. The HQ KOP campaign continues in 2023 with a combination of digital and out-of-home advertising.
KOP Wellness Week
To promote our inaugural KOP Wellness Week, we targeted people living and working in the KOP area with paid ads on Facebook, Instagram, LinkedIn and TikTok. The campaign resulted in 3.6M impressions with a reach of 1.6M people.
KOP Restaurant Week & KOP Shops for CHOP
We used digital and out-of-home advertising to promote the 8th annual KOP Restaurant Week and KOP Shops for CHOP. Facebook and Instagram ads ran for five weeks, yielding 1.3M impressions. Partnering with Carvertise, five cars were wrapped with Restaurant Week creative and drove a combined 7,032 miles throughout the region during our five-week run, yielding over 1M impressions. To reach a new audience, we targeted visitors of the Movie Tavern in Collegeville and the Regal UA in King of Prussia.
KOP Beerfest Royale
We kept it digital to promote our final KOP Beerfest Royale, placing ads with Facebook, Instagram and Google. The campaign resulted in 2.4M impressions with a reach of 314,870 people.
KOP Takes Out Hunger Food Drive & Igloo Garden on the Green
To promote our annual food drive and pop up dining installation, we invested in paid ads on Facebook and Instagram, resulting in 412,669 impressions. Through a partnership and gift card giveaway with B101, we reached an additional 497,600 people in the tri-state area.
The 12-week campaign with KYW for HQ KOP reached an estimated 2.2M people across the tri-state area.
ECONOMIC DEVELOPMENT
Since 2010, more than $4B was invested in economic development projects in King of Prussia. The incredible diversity of projects include office, medical, manufacturing, logistics, life sciences, pharma, retail, hospitality, dining, entertainment and residential. Children’s Hospital of Philadelphia (CHOP)
CHOP is now welcoming patients at its first inpatient hospital outside of Philadelphia. Located next to its existing King of Prussia Specialty Care & Surgery Center, the 250,000 SF, $298M inpatient hospital known as the Middleman Family Pavilion, includes a total of 108 single patient rooms, care for a broad range of pediatric specialties, a 24/7 20-bay emergency department specializing in pediatric care and an operating room suite. The hospital anticipates 500 new jobs by the third year of operation.
Valley Forge National Historical Park Visitor Center
Valley Forge National Historical Park officially reopened its Visitor Center following a $12M renovation, its first comprehensive overhaul since 1976. Features include new, immersive exhibits, a renovated theater, improved physical accessibility, upgraded security and fire protection, improved collections storage, an all-new HVAC system, windows, flooring, carpets, signage and a variety of energy efficiency improvements.
Upper Merion Area High School
Construction of the new Upper Merion Area High School began April 2020 and was completed and opened for the start of the 2022/2023 academic year. The $150M, 300,000 SF state-ofthe-art high school includes an indoor track, auditorium, fitness center and a pool. New turf fields are being installed on the site of the old high school and will be complete in July 2023.
Purolite Corporation
Purolite completed its $14M, 74,000 SF manufacturing facility at 3700 Horizon Blvd., just blocks from their global headquarters at 2201 Renaissance Blvd. This facility will increase the level of resin supply for the pharma industry and significantly shorten production lead times. Purolite invested $25M for fit out and installation of equipment and celebrated with a ribbon cutting in December 2022. Purolite reports annual sales of $400M, employs roughly 1,000 people in 30 countries.
1000 Continental
KBS, in partnership with CBRE and Avison Young, is investing in renovations at 1000 Continental. The teams recently enhanced the façade of the 205,424 SF building and its parking deck and garage. Interior enhancements planned include a renovation of the conference center to feature casual gathering spaces to accommodate anything from smaller board meetings up to larger training requirements; refreshing common area elevators, lobbies, and corridors; and completing a fitness center expansion and upgrade.
The Malvern School of Valley Forge
Construction is complete on the new two-story, 10,750 SF preschool and daycare serving children ages 6 weeks to 8 years.
The Village at Valley Forge Renaissance Park 1400 N. Outer Line Dr. 800 Mancill Mill Rd. 440 Crossfield Rd.The Village at Valley Forge Overlook at Town Center
Toll Brothers is constructing their third project in The Village at Valley Forge, a 142-unit townhome development in thirteen buildings located on seven acres facing Guthrie Road. The for-sale townhomes are priced from the upper $500,000s and feature modern open floor plans with optional basements and rooftop terraces.
Stonebrook at Upper Merion
Adding to their developments in KOP, Toll Brothers is building 65 singlefamily, detached houses and 206 attached townhouses on an 80-acre property known as the Glasgow Tract. The project includes significant improvements to the signalized Saulin Blvd. intersection as well as an extension of Prince Frederick Rd. The two-story open concept townhomes start in the mid-$500,000s, while the single-family homes start in the upper $700,000s.
650 Park
Brandywine Realty Trust received land use approvals for a new 220,000 SF Class A office building and 5-storyparking garage. The building was designed by Coscia Moos Architecture and will be constructed on 3.7 acres in the heart of Moore Park. The project will also seamlessly incorporate elements of the First Avenue Linear Park.
The Hudson
HBC Properties and Investments is redeveloping Lord & Taylor at King of Prussia Mall into a two-story, 120,354 SF project known as The Hudson. The interior of the building was demolished in 2022 and renovations call for the addition of energy-efficient windows and two semi-depressed truck wells. There is considerable interest in the marketplace for medical offices at The Hudson. In January 2023, HBC announced their first tenant, New York-based Convene, which operates coworking spaces. Convene will occupy approximately 30,000 SF.
Former JCPenney
Simon Property Group, Inc. is pursuing plans to redevelop the vacant JCPenney and surrounding surface parking lots. While no lease is fully executed, Simon is working with a major international online merchandiser on plans to fully renovate the old department store and add publicly-accessible amenity spaces including a possible rooftop bar/restaurant.
The Mancill Mill Road Company received approval for 119 townhomes on a 15-acre site off W. Valley Forge Rd.

Construction is underway for Topgolf at 588 N. Gulph Rd., the former headquarters of the American Baptist Church. The 68,000 SF Topgolf will feature state-of-the-art golf entertainment for all ages along with a restaurant and numerous bars. Following a 12 month construction schedule, Topgolf will open in summer 2023.
The Discovery Labs is now marketing a new commercial lab building that will add 163,800 SF of life science space to Renaissance Park. This four-story building will feature state-of-the-art lab space with 20’ slab-to-slab height, 150 psf floor load and advanced mechanical systems to meet the demanding standards of premier life science tenants.
Park King of Prussia PennDOT
The Pennsylvania Department of Transportation (PennDOT) broke ground in October 2020 on a new, $59M District 6 Regional Traffic Management Center (RTMC) and parking structure. The new RTMC will expand existing capabilities by providing a larger, modern facility to actively manage PennDOT’s expanding Intelligent Transportation Systems. The two-story, 43,000 SF facility will connect to PennDOT’s current office at 7000 Geerdes Blvd., and is scheduled to open in February/March 2023.
MLP Ventures Multifamily Development
MLP has land use approvals for the first multifamily development in the bustling Renaissance Park. The community at 2901 Renaissance Blvd., which is directly adjacent to the SEPTA’s Hughes Park station, will feature 300 units and resort-style amenities including a premier fitness center, indoor and outdoor lounge areas and a demonstration kitchen.

Designed for life sciences, each building will have a rooftop mechanical penthouse for critical life sciences infrastructure as well as 20’ clear ceiling heights.

Industrial Investments is proposing a 144,040 SF distribution warehouse at 201 S. Gulph Rd. Formerly home to American Reading, the new building features excellent visibility from the Schuylkill Expressway, 33 tailgate doors, two drive-in bays and 36’ ceilings. The property will also include 29 trailer parking spaces and 150+ car parking spaces.
500 American Ave.
Built in 1965 and renovated in 2022, the former Amazon Distribution Center on 500 American Ave. is now available for lease. The 121,500 SF building sits on 8.3 acres and features 23’-24’ ceilings, three drive-in bays and 12 exterior dock doors.
Mediplex King of Prussia
Mediplex Property Group’s complete renovation of the existing 16,000 SF building will be home to a new reproductive medical center with a state-of-the-art surgical suite, laboratory and medical offices. The facility is scheduled to open in 2023.
Moore Park230 Mall Blvd. Lockheed Martin
Maryland-based Lockheed Martin plans to add to its 90-acre King of Prussia campus with a new two-story 55,000 SF research and testing building alongside its existing 784,000 SF building. Plans also call for extensive landscaping along Goddard Blvd., including heavily-landscaped stormwater basins.
555 Flint Hill Rd.
EQT Exeter’s proposed 112,500 SF building will be a modern warehouse space that features 36’ clear height with a solarready TPO roofing system and 16 dock positions.
Maurice Stephens House in Valley Forge National Historical Park
Valley Forge Park Alliance (VFPA) is working with the National Park Service to reposition this long-vacant building into the VFPA headquarters. The Maurice Stephens house is set in the Grand Parade, the location of the formation of the Continental Army during the American Revolution. When complete, the project will also house a public coffee shop with a deck overlooking the spectacular, and recently restored, meadow. The $1M project is expected to open in late 2023.
Vimco Inc.
Family owned and operated since 1960, Vimco Inc. a manufacturer and distributor of construction supplies and accessories, is building a new 24,000 SF manufacturing facility in 2023.

In the past five years, the number of employees that are residents of KOP increased by 5%. This is a reflection of the desirability of new housing constructed since 2015 and a welcomed stat as more people living and working in KOP reduces traffic and congestion and helps support the local retail and dining community.

Formerly known as the King of Prussia Business Park, Moore Park is a progressive, thriving community where commercial, residential, retail, dining and industrial spaces work together to grow business, enhance lifestyle and seize opportunity. Located in the heart of KOP at the confluence of Routes 276, 76, 23 and 422, Moore Park is home to approximately 20,000 employees, 63,000+ SF of corporate meeting and event space, five hotels, 561 units of new luxury housing, Valley Forge Casino Resort, Topgolf (opening 2023), 3.6M+ SF of commercial and industrial space, and a number of notable companies including GeoBlue, Radial, Arkema, CSL Behring, PSI Pharma and more. Renaissance Park (Renaissance) is a 333 acre business park located on the east side of Upper Merion Township. Renaissance was constructed in the 1980s and 90s and includes nearly 2M SF of lab, manufacturing, office and industrial space. Renaissance Park's commercial and industrial buildings are home to a number of prominent tenants including Jefferson Health, Children’s Hospital of Philadelphia, Tosoh Biosciences, AmerisourceBergen/ World Courier, Proteovant, Vertex, Purolite and Recovery Centers of America. The Discovery Labs and GSK are immediately adjacent to Renaissance.

Or, hop on the Schuylkill River Trail at the Betzwood Trailhead, part of Valley Forge National Historical Park, and take the 24.5 mile multi-use path into Center City Philadelphia. The site of the 1777-78 winter encampment of the Continental Army features 3,500 acres of monuments, meadows and woodlands and over 35 miles of trails. Historical storytellers and incredible year-round events bring the past to life for the more than 1.9M people who visit the park each year.
In February 2022, Valley Forge National Historical Park opened a new museum exhibition about the 17771778 winter encampment featuring many Revolutionary War artifacts. Accompanying the artifacts are new accessible display panels, interactive videos, a toy log hut building activity and a complete audio walkthrough for visually impaired visitors. The new exhibition marks the end of an extensive renovation to the park’s Visitor Center.
King of Prussia District was proud to contribute $75,000 in November 2022 to Valley Forge Park Alliance for their $1M proposed adaptive reuse of the Maurice Stephens House at Valley Forge National Historical Park. RENAISSANCE PARK EXTERIOR SIGNS AND WAYFINDING
King of Prussia District engaged D2 Branding to develop an exterior wayfinding and signage master plan for Renaissance Park, culminating in new sign design guidelines and a comprehensive wayfinding system in 2022 for this burgeoning mixeduse district. With input from stakeholders, this placemaking effort includes the design and construction of new gateway and wayfinding signage throughout the business park. The first set of signs were installed at the beginning of the year at Renaissance Park entrances while the next set of directional signs inside the commercial district will be installed by year’s end.
MEDIAN IMPROVEMENTS
Since 2011, King of Prussia District planted and now maintains seven acres of vibrant landscapes in 43 locations. Landscaped projects now include 170 trees, 2,454 shrubs, 25,128 perennials, 15,100 bulbs and 6,818 ornamental grasses. This beautiful and sustainable vegetation includes bluestars, chokeberry, purple coneflower, Russian sage, feather reed grass, fragrant sumac, red maple, honey locust and black-eyed susan to name a few of the varieties of perennials, ornamental grasses and trees. The plantings reduce stormwater runoff through increased permeability and enhance the aesthetic of the roadways.
Over the past 12 years, King of Prussia District invested more than $7.2M in general operating revenue or grant monies to fund the design, construction and maintenance of these physical improvements and recreational amenities.
KOP District InitiativeKING OF PRUSSIA BEEHIVE
A new pilot project in Moore Park caused quite a buzz! King of Prussia District partnered with Alveole, a commercial beekeeping group, to install a new hive along the Linear Park at 935 First Ave. From May through December, the beehive and beekeepers were very active, reaching up to 50,000 inhabitants at the height of the season, all working to maintain the colony and harvest the extra honey. Over the summer and fall, King of Prussia District sponsored two free workshops and seven hiveside sessions for the public to get hands-on experience. In December we distributed the fruits of our honey bees’ labor at the Moore Park Pop-up Cafe, handing out 150 sample jars of honey harvested from the hive. King of Prussia District looks forward to next season for the Moore Park Beehive and the new Renaissance Park Beehive, coming in 2023.

In addition to constructing multimodal paths, King of Prussia District partners with property owners along the Linear Park to add public amenities. In 2022, we were thrilled to add the Linear Park’s first active amenity, an outdoor ping-pong table. This new recreational feature at 935 First Ave. was installed in October and debuted at the inaugural Moore Park PingPong Tournament and Pop-up Beer Garden. The event drew players and spectators for a fun night of free ‘pong, beer and pizza. The table is now open to the public with play sets distributed to Linear Park property owners and the Upper Merion Community Center.

FIRST AVENUE LINEAR PARK
King of Prussia District introduced a new multimodal trail along First Avenue in 2020. The Linear Park allows employees, residents, and visitors to walk or bike this mixed-use corridor in Moore Park. Park amenities include a paved multimodal path, public seating areas, a ping-pong table, rain gardens, pedestrian lighting, trash receptacles and new bus shelters. These features span ten properties and create the perfect meeting points for employees, residents and visitors to relax and enjoy a respite in Moore Park.
Following the success of Phase One, construction for Phase Two was completed on six additional parcels in 2023. The goal of creating a contiguous path along First Avenue between Allendale and N. Gulph Rd. is beginning to take shape. The $2M Phase Two project includes a precast concrete boardwalk along Trout Creek near the intersection of American Ave. and First Ave. Phase Three is currently in the design and engineering phase and expected to be complete by the end of 2024.
The First Avenue Linear Park is made possible by the generous contributions of public bikeway easements from commercial property owners in Moore Park. This new public amenity is managed by the King of Prussia District with Phase One funding provided by a $2.4M multimodal federal and state grant administered by PennDOT with a $100,000 grant from Montgomery County. Phase Two was funded by King of Prussia District for design and construction grants totaling $1M from the Commonwealth of Pennsylvania’s Redevelopment Assistance Capital Program (RACP), $422,000 from the PA Dept. of Community and Economic Development’s Multimodal Transportation Fund and $190,000 from Montgomery County.

CHESTER VALLEY TRAIL EXTENSION
Montgomery County started construction in 2020 on this 3.5-mile link between the Chester Valley and Schuylkill River Trails. The paving and installation of two trail bridges over S. Gulph and Henderson Rds. were complete in 2022 and the project is expected to open in early 2023. This segment provides access through Upper Merion Township, Bridgeport and Norristown Borough and connects the 14-mile Chester Valley Trail from Exton to the Schuylkill River Trail that runs from Philadelphia to Reading.
CROW CREEK TRAIL
Upper Merion Township completed construction on the multimodal trail along Crow Creek in 2022. This new trail connects Walker Field to Bob Case Park and the Schuylkill River West Trail and features a continuous multi-use pathway with ADA-compliant crossings at roadway intersections. The trail joins residential, civic, retail centers and schools from King of Prussia Mall to W. Beidler Rd. Upper Merion received a grant from the state to create this two-mile multimodal corridor.
SCHUYLKILL RIVER WEST TRAIL
In 2022, Upper Merion Township completed the final section of a 2.2-mile section of trail that begins at Sullivan's Bridge and ends at Abrams Mill Rd. & W. Beidler Rd. in Bob Case Park. This wide paved trail roughly parallels the southern side of the Schuylkill River and provides residents, employees and visitors of Upper Merion Township/King of Prussia direct access to VFNHP via a paved connection underneath Route 422.
PLACEMAKING PARTNER INITIATIVE
King of Prussia District invites property owners to create amenities that promote a return-to-office. The Placemaking Partner Initiative provides matching funds, up to $10,000, to design and construct physical improvements, placemaking features, active spaces and sustainable transportation enhancements. King of Prussia District will reimburse well-designed improvements that develop pedestrian corridors, promote accessibility, generate investment in sustainable modes of transportation, enhance aesthetics in mixeduse districts and produce dynamic places for employees, residents and visitors to enjoy.
RENAISSANCE PARK PEDESTRIAN GATEWAY
In 2022, King of Prussia District, in partnership with Renaissance Park property owners, constructed a new pedestrian connection between the business park and SEPTA’s Hughes Park Station. The new pedestrian path addresses recommendations identified in the 2018 Safe Routes To Transit report by the Delaware Valley Regional Planning Commission, including trail enhancements between Crooked Ln. and Renaissance Blvd. Stuart & Associates, a KOP landscape architecture, planning and design firm, designed the $100,000 project. The project includes a new 10-foot wide paved path, seating areas, planting beds, trash receptacles and pedestrian lighting. The project will be complete in early 2023.

Several local organizations are working on plans to design and build a multimodal trail connection on N. Gulph Rd. to connect The Village at Valley Forge with Valley Forge National Historical Park (VFNHP). The concept includes tying in the First Avenue Linear Park to provide seamless connections for pedestrians and cyclists between Moore Park, the Village and VFNHP. King of Prussia District will lead the initial planning efforts in 2023.
CONNECTIVITY STUDY IN RENAISSANCE PARK
The next phase of pedestrian improvements in Renaissance Park will be outlined in a new connectivity study in 2023. The study will engage property owners, businesses and stakeholders to outline pedestrian and bicycle infrastructure improvements that connect properties within the commercial district. This project stems from the 2020 Renaissance Park Stakeholder Engagement Study by King of Prussia District recommending multimodal and access improvements.
TRANSPORTATION ACTION PLAN
Beyond SEPTA’s King of Prussia Rail Extension, we are eager to explore more opportunities to advance important transportation improvements, including the proposed PA Turnpike slip ramps at Valley Forge Interchange and Henderson Rd. and the N. Gulph Rd. multimodal trail connecting VFNHP to The Village at Valley Forge, S. Warner Rd., Devon Park Dr. and the Chester Valley Trail. King of Prussia District is engaging a consultant to create a transportation action plan to outline and prioritize projects by identifying need, impact, funding sources and partners.
MOORE ROAD STUDY
With Phase One and Phase Two of the First Avenue Linear Park complete, King of Prussia District turns its attention to Moore Rd. with an eye towards extending the Linear Park down both sides of the road. The Moore Road study also addresses opportunities to connect the project to the recently completed Schuylkill River West Trail. Completing this segment will provide a direct connection into VFNHP. Simone Collins Landscape Architecture & Planning of Norristown, PA is the lead on this project. The final report was released by King of Prussia District in early 2023.

King of Prussia Rail (KOP Rail) is a proposed four-mile extension of SEPTA’s existing Norristown High Speed Line into the heart of King of Prussia's most populated employment centers. Once complete, this transformative project will connect the three largest employment centers in the Philadelphia Region – Center City, University City and King of Prussia. The project will serve as a catalyst for economic development and job growth for the entire region.

30% Design Work Completed in 2022
SEPTA and HNTB released 30% design work in 2022. This phase of the project refined the overall design and addressed a range of issues, including rail alignment, station locations, property and environmental impacts, maintenance, rail operations and other details. These design refinements are a result of public input, comments at the public hearings, coordination with affected property owners and engineering criteria, as well as existing land use and future economic development opportunities.

Entry into Federal CIG Program
In 2021, King of Prussia Rail was granted entry into the Project Development Phase under the Federal Transportation Administration’s (FTA) Capital Investment Grant (CIG) program. Acceptance into the Project Development Phase demonstrates SEPTA’s commitment to the project and serves as a critical milestone in seeking federal funding and continued coordination with the FTA. The CIG program appropriates funds for light, heavy and commuter rail projects, streetcar and bus rapid transit projects. New Starts provides approximately $2.3B per year in federal funding to transit projects across the US, including extensions to existing systems like KOP Rail.
• Transit Oriented Communities Planning Grant
SEPTA continues to utilize a Federal Transit Administration grant to analyze future land use and potential connections around KOP Rail’s five planned stations. The lead consultant, Stantec, conducted a series of community open houses to gather input on development opportunities around the rail extension.
• In 2022, SEPTA’s Board of Directors allocated $390M towards the project from its capital budget. This allocation of funds is intended to help with land and right-of-way acquisition in advance of the projected project start in 2025.

2022 KOP Rail Coalition Advertising
King of Prussia District continues to manage the Coalition's marketing and advertising efforts. The 2022 campaign featured a new tagline, "Together We Ride", and included placements on digital billboards, bus shelters and ads in stations along SEPTA’s Norristown Regional Rail Line and within 320 rail cars in SEPTA’s Regional Rail fleet. Online, the Coalition targeted adults within a 20-mile radius through Google display ads.
LAND USE & ZONING
As part of King of Prussia District’s Land Use program, we worked with the Township in 2014 to create a mixed-use district (KPMU) in the former King of Prussia Business Park (Moore Park). The mixed-use district permits property owners to develop multifamily projects along with service, retail and professional services. In 2022, the Township added hospitals as a by-right use in the KPMU. Since the creation of the KPMU, two extremely successful residential projects were completed: Park Square and SKYE 750.
Upper Merion Township is working on several land use documents that the District supports and believes are critical to the future planned growth of the community. They include:
UPPER MERION 2040 COMPREHENSIVE PLAN
In 2019, Upper Merion Township contracted the Montgomery County Planning Commission to help them update their comprehensive plan. While the document has yet to be approved, it does outline critical infrastructure improvements and smart growth strategies to help the Township manage a growing residential and employment population.
TRANSIT-ORIENTED COMMUNITIES PLAN
SEPTA received a Federal grant to study land uses surrounding the proposed five KOP Rail stations in the Township. Stantec, a multidisciplinary firm based out of Canada, completed the study that included several open houses to gather public input.
MOORE PARK MASTER PLAN
Upper Merion Township hired the Montgomery County Planning Commission to complete a Master Plan for Moore Park. The Master Plan has recommendations for future development throughout Moore Park, planning around future KOP Rail stations and concepts for improving multimodal accessibility.
King of Prussia District will continue to advocate for these plans to be passed by the Township.
RENAISSANCE PARK, GSK, AND DISCOVERY LABS STAKEHOLDER ENGAGEMENT
In 2020, King of Prussia District and Upper Merion Township expanded the business improvement district to include Renaissance Park, Discovery Labs and the GlaxoSmithKline facility. King of Prussia District engaged Stantec, a multi-disciplinary consulting firm, to facilitate a series of meetings with commercial property owners, public agencies, business tenants and residents. The process also included a visioning exercise, interviews and surveys that culminated in an action plan for the business park. This generated Renaissance Park, GSK, and Discovery Labs Stakeholder Engagement: Ideas and Actions for the Future.
TAX POLICY
Every five years, King of Prussia District performs a location analysis of the largest commercial centers in the Philadelphia suburbs to measure our total tax burden on businesses of varying sizes and industries relative to competitive jurisdictions. The 2022 report showed that Upper Merion Township ranked third lowest in terms of total tax burden on business. This ranking is the culmination of more than a decade where Upper Merion has not raised real estate taxes thanks, in large part, to its substantial commercial tax base relative to neighboring jurisdictions.

The center features an indoor track, fitness rooms, multiple sport courts, meeting spaces and a cooking studio. Within the center, the 431 Art Gallery, features work members of the Montgomery County Guild of Professional Artists.
Merion Township Pool
Located on the same property as the Community Center, the pool is open from Memorial Day weekend through Labor Day, and is only open on the weekends while Upper Merion schools are still in session. Community Center passholders enjoy a discount on pool membership.

Founded in 2018, the community garden provides a collaborative and community garden space to share produce with those in need and provides education to reconnect residents with the process of sustainable, organic gardening. The garden features sixty 10’ by 10’ garden plots and is part of the non-profit Upper Merion Township Foundation.
Senior Service Center
Located within the Community Center, the Senior Service Center provides a multi-use environment for physical, educational and recreational activities for senior residents.
Nor-View Farm
Nor-View is a real working farm operated by the Township, complete with a plant nursery, mini farm, petting zoo and ice cream shop. Visitors are encouraged to observe the animals from spring to fall, shop for potted plants and flowers and take advantage of the well water available for purchase.

The Upper Merion Area Community Cupboard (UMACC) is open to anyone who lives within the bounds of the Upper Merion Area School District and is hungry or food insufficient. Located in the Valley Forge Presbyterian Church, UMACC is a collaborative and empathetic response of Township schools, municipalities, businesses, communities of faith and caring neighbors to strengthen the most vulnerable in the community.

A Smart Addition to Upper Merion Area School District
In August 2022, Upper Merion Area School District opened the doors to a 300,000 SF, $150M state-of-the-art high school, serving students from 6th through 12th grade. The award-winning building features a three-story academic wing with a STEAM based center and multiple project and team-based spaces. The facility also features an indoor track, indoor pool, fitness center, a 650-seat performing arts complex, and a two-story student commons which is utilized for multiple activities throughout the day. The District is in the process of demolishing the old high school, where they will install new turf fields.
SELECT UMASD 2022/2023 ACCOMPLISHMENTS
• Moody's upgraded Upper Merion Area School District’s Credit Rating to Aaa from Aa1. UMASD became one of seven Districts in Pennsylvania and one of 91 Districts in the Country to earn this top tier credit rating. The District saves millions of dollars in interest expense as a result of its strong credit rating.
• All seven UMASD schools implemented Positive Behavioral Interventions and Supports (PBIS) with fidelity. PBIS is an evidence-based, tiered framework for supporting students’ behavioral, academic, social, emotional and mental health. When implemented with fidelity, PBIS improves social emotional competence, academic success and school climate.

For one week only, six beautifully furnished igloos will take center stage in Town Center’s green space.
