Executive Summary The King of Prussia District recently expanded its boundary to include the Renaissance Park, Discovery Labs, and the GlaxoSmithKline (GSK) site. Renaissance Park, GSK and the Discovery Labs are somewhat disconnected from the larger King of Prussia District as a whole because of the separation created by the commuter rail tracks of the Norristown High Speed Line. However, it also has convenient access to the Hughes Park Station on that same rail line. This sub-district is primarily commercial and lighter industrial properties held by a limited number of property owners. Single family and multifamily residential properties border the area to the northwest along a two-lane road - Crooked Lane (SR3027). Heavy industrial properties to the east of the area were not included in the district’s expansion. Vehicular access is accommodated via Horizon Drive to Church Road from the North and Renaissance Boulevard’s connection south at Swedeland Road. The area is disconnected to the west, except for a newly constructed sidewalk beyond an existing cul-de-sac at the western extent of Renaissance Boulevard, giving pedestrians access to the Hughes Park Station.

A PowerPoint presentation was created and presented including topics such as existing zoning, land-use, and discussions of potential public realm and private property improvements addressing placemaking, increased connectivity, diversifying land-use mix, and increasing amenity. Two engagement sessions were conducted: one with public agencies and officials from Upper Merion Township, Montgomery County & SEPTA, and a second workshop with businesses and property owners.

Buildings in the area are mostly large-footprint, one-to-four-story, single-use structures with significant setbacks and large surface parking lots that include modest landscaping. Trees and landscaping areas are relatively mature given the age of the development, yet from the street there is still a lack of place and identity. Building addresses are identified on modest, nondescript monument signs with limited landscaping adding to the overall lack of identity.

Following the engagement workshop with property owners and business owners, a second survey instrument was created using SurveyMonkey to receive additional input from tenants and employees who work in Renaissance Park, GSK or the Discovery Labs. This survey focused on transportation access and amenities to better understand: travel routes to the area; use of public transportation; parking availability; walking or biking to work; desire for additional amenities such as parks and open space, daycare, and proximity to additional restaurants and convenience retail. Results from the survey are presented separately in Appendix B. Where appropriate, responses are included in the action plan matrix following this executive summary

The two-way roadway system consists of very wide streets, with large turning radii at intersections and access drives, giving the district a “car-centric” identity. A comprehensive pedestrian sidewalk system does not exist as sidewalks and marked crosswalks are relatively limited. Viewing aerial photography, the area seems over parked. However, upon touring the area, there are some places where cars now park in the street, indicating a spatial mismatch between parking and destination. The roadway system is wide enough to accommodate on street parking throughout. Renaissance Park, GSK and the Discovery Labs have not yet realized their fullest potential. Market forces are evolving. Property owners, as well as tenants and their workers, want more mobility options and access to restaurants, retail, recreation, and other conveniences. The King of Prussia District retained Stantec to lead the King of Prussia District through a stakeholder engagement effort with commercial and industrial property owners, business tenants, employees, public agencies and neighboring residents that have an interest in the future of this commercial district in King of Prussia.

Three Phases of Tasks Phase 1 - Opportunities and Issues Identification The project began with a work session of King of Prussia District staff closest to the day-to-day interactions with developers, property owners, and residents. Stantec facilitated a discussion of the current state of Renaissance Park, GSK, and the Discovery Labs, and what the future can potentially hold for the area moving forward. Stantec guided the group through an exercise highlighting what topics, policies, procedures, programs, and regulations could be explored, sustained, launched, and released.

Phase 2 - Visioning Process This phase of work began with a client check-in meeting with the King of Prussia District to go over the input in Phase 1 and to work together to develop initial visioning questions with the King of Prussia District. We then focused on engagement with three main audiences - (1) businesses and property owners, (2) public agencies and officials from Upper Merion Township, Montgomery County & SEPTA, and (3) immediate neighborhood groups who may have interest in the process.

A survey instrument was created for Stakeholder Input using SurveyMonkey. This was done to receive additional input on the ideas presented and determine support for future implementation of those ideas. The survey focused questions around responses from the survey are included in the action plan matrix following this executive summary, and results from the survey are presented separately in Appendix A.

An additional survey instrument was created to receive input from neighborhood groups who live near the sub-district to get their input on many of the ideas discussed during the engagement workshops with public agencies, property owners and business owners. Results from the survey are presented separately in Appendix C.

Phase 3 - Draft Vision: Ideas and Actions Stantec planners developed alternative ideas and actions for the future based on a synthesis of themes, strategies, and outcomes from Phase 2 feedback. Following this summary are pages of annotated graphics of the ideas and actions presented during Phase 1 and 2, treatment diagrams that illustrate those idea over a sub-district maps , and an action plan matrix describing possible interventions, next steps, collaborations to move forward, and budget level costs.

Existing Zoning and Land Use

As would be expected, land-use follows existing zoning. The Suburban Metropolitan Zoning district is quite permissive in terms of land-use, allowing uses from residential to commercial and light industrial. An overlay or zoning rewrite would not be needed to diversify the current land-use mix, and higher density residential developments have already been approved within the sub-district.

Currently Renaissance Park only has two entrances connecting its two major roadways – Renaissance Blvd. and Horizon Drive (shown in orange). There is a secondary network of minor connections through and behind properties that front Horizon Drive, at the northern end of the business park (shown in pink). These connections begin to set up a grid and give some entry/exit alternatives for tenants and visitors. Two potential major connection alternatives are illustrated on the diagram (shown in cyan). These new entry points would expand options for tenants and visitors to enter Renaissance Park and create new opportunities for branding and increasing identity and awareness of the sub-district.

A patchwork of sidewalks and trails (shown in light blue) offer some pedestrian connectivity and options for outdoor recreation. Increasing Connectivity

The existing roadways are wide enough to accommodate cyclists and pedestrians without any road widening. The sections on the right illustrate options for accommodating cyclists and pedestrians within the existing roadway, adding new sidewalk along the roadway, and include options for on street parking. Street lighting and pedestrian lighting (Action Item 4E) are also illustrated, but the sub-district would need to become more of a 24/7 live work destination before those alternatives would be feasible to implement. Extending Renaissance Blvd. to River Road (below) would both increase access options for the Discovery Labs site as well as tie Renaissance Park, Discovery Labs, and GSK together as a more cohesive district.

A new entry concept (left) connecting Renaissance Blvd. to Crooked Ln. was looked upon favorably by property owners during stakeholder engagement sessions yet residents are not in support of this action due to traffic and safety concerns. Previously approved plans for the site include access from Crooked Ln. This improvement would only be considered upon further analysis that takes all traffic routes surrounding Renaissance Park into consideration as part of the General Access and Circulation study outlined in the Action Plan Matrix item 2D. As part of that study, traffic calming, easing congestion, and other safety measures would be identified to further determine the feasibility of this concept. 4

Respondents to the survey(s) were additionally inconsistent - some stating there was adequate parking and other saying there wasn’t enough. A parking demand analysis (Action Item 3C) would help determine where additional parking is needed and where some parking areas might be freed up for redevelopment. During engagement session, the Stantec team was informed that access to the empty redevelopment site where the connection could exist has had past approval to have a curb cut on Crooked Lane. This proposal is unpopular with adjacent residents.

Increasing connectivity points into the Discovery Labs site is a longer term project as redevelopment plans for the existing facility are underway. Extending Renaissance Blvd. across Swedeland Rd. to the sites major interior connector has been discussed in the past and the Property owner is in negotiations with PECO for a land swap to accomplish this connection.

• Initial design and engineering for this project could be completed as part of the General Access and Circulation Study mentioned above. The work could include a conceptual site redevelopment study for the Discovery Labs site to make infrastructure and connectivity recommendations for phased development over time.

More on-site food is very likely to be utilized. My office doesn't have anything in our building, but we visit the café in the medical building across the street. My coworkers are not the biggest fans of the "popup" catering, but would feel more confident in permanent installations. Or if the restaurants had meeting rooms that you could rent out for client presentations, that might be nice. Even a sit-down/ordering situation could work for nice meetings. Or reps would choose "campus" restaurants for Lunch & Learn catering.

I can cover ~28 miles of my 32 mile commute in ~30-35 minutes via Business Route 30 and 202. Taking the right hand turn off of 202 North onto South Gulph Road to Church Road to Horizon Drive, or ~4 miles of my commute, takes approximately 20 minutes when it should be at least half that.

Many folks who work in Renaissance walk the park at lunch time. However, the lack of pedestrian connections makes portions of park unsafe for walking due to vehicular traffic. The park landscaping is very well kept and in general very scenic. However the addition of shaded picnic tables, park benches, etc. would be a great amenity for folks to enjoy the outdoor environment during lunch time, work breaks, etc.

I'm probably an atypical case - I commute to King of Prussia from Lancaster, PA, so regardless of transit options I'd never use them. In the event of car trouble, I'd just work from home. I do, however, enjoy the idea of improving walkability within Renaissance Park.

Traffic and speeding along Crooked Lane between Philadelphia and White Ave is an issue. The safety and improved quality of life to the local residents should be a priority. Personally, being within a school zone; speed bumps should be installed to establish safe traffic flow in that area. And/or deter increased traffic through the residential area. Local environmental concerns have also been closely monitored and challenged for years (development/environmental management in the Super Fund sites and Grinding Acres air quality so close to an elementary school). Work with the neighborhood to improve these areas of concern. Be an advocate and it would establish a trusting relationship where we all can help each other and prosper.

Traffic and safety would be top for me. Living on Crooked and it being a state owned road, the traffic can be very busy. Renaissance has wanted36 to open / 37from their development to Crooked for quite some time now. We definitely do no need more traffic. The landscaping business on Yerkes is horrible. Hits me with smells at home and at work. Windows needs to be closed. That I am sure is a constant complaint that you may not know about. All that being said, it is a great development back there, outdated a bit, and could be an amazing place with some help.

The traffic currently traveling on Crooked Lane is a crazy combination of tractor trailers, which make no sense on the road way - called Crooked Lane for a reason and oftentimes speeding vehicles - both autos and trucks. Because of that, it is already an unsafe roadway. It has no speed bumps or stop signs at intervals to discourage speeders and the lives of the children, dog-walkers and other residents is endangered as a result. I have witnessed drivers who were unhappy the vehicle in front of them were not going fast enough to pass on the double line. As I said a crazy combination and a potentially very dangerous one.
