presented a petition and called on council to oppose the proposed pipeline project until a full assessment of the potential impacts on the municipality’s drinking water, air, and land, and Rideau River system was undertaken. The project would see the current natural gas pipeline that runs through the area converted into a pipeline carrying diluted bitumen and other crude oils. Chief Administrative Officer Brian J. Carré said council is aware of the approval process established by the National Energy Board, an independent federal agency that regulates international and interprovincial pipelines, as well as the Minister of Energy Bob Chiarelli’s Nov. 13 request that the Ontario Energy Board undertake public consultations and a compile a complete report on the project. “As a municipality, our

working relationship with TransCanada has been very, very transparent. Every piece of information that we request, we receive,” Carré said. According to TransCanada’s current proposal, 1.1 million barrels of crude oil would travel through North Grenville each day, en route from Alberta to refineries in eastern Canada. To get approval, TransCanada must first submit an application to the NEB, supplemented by a consultation program to communicate with all individuals, groups and agencies that might be affected by the project. Once TransCanada submits an application, the NEB will hold public hearings. According to recommendations approved Monday, council will provide substantive comments regarding the project when TransCanada can clearly demonstrate to the residents of North Grenville that

Carré said council will also keep informed on the status of the application. North Grenville resident Ian Angus, representing Sustainable North Grenville at Monday’s council meeting, praised members for their involvement in the NEB’s application process, but expressed concerns over the wording of the resolution. Angus said the advocacy group was surprised to see the resolution did not include a provision indicating the municipality would participate in upcoming provincial and National Energy Board hearings.
