Paulina Hrebacka/Torstar Good news came for North Grenville on July 17 when the provincial government announced its nomination for the County Road 43 expansion project, which will see the four-laning of the roadway with construction slated to begin in 2020. From left: Merrickville-Wolford Mayor Doug Struthers, Elizabethtown-Kitley Mayor Brant Burrow, United Counties of Leeds and Grenville Warden Pat Sayeau, MPP Steve Clark, MP Michael Barrett, Mayor Nancy Peckford, Augusta Township Mayor Doug Malanka, and Leeds and the Thousand Islands Mayor Corinna Smith-Gatcke.

structure Program. Clark said more than 18,500 vehicles use County Road 43 daily, and that as one of the fastest-growing municipalities in the region, North Grenville's infrastructure needs to be upgraded to accommodate its growth. The road expansion has been identified as a top priority by the municipality and the united counties for more than five years, but the request for funding has always been turned down. "The congestion just got worse as North Grenville grew," said Clark. "It was more than an inconvenience; it was a barrier to growth and it put public safety at risk." He thanked local residents, frustrated with the road conditions, for sign-

"The United Counties have long recognized the four-laning of County Road 43 through the Town of Kemptville as our number one infrastructure project," he said, "and county council has devoted a significant contribution of dollars and staff time to defining the scope and cost of the project." North Grenville Mayor Nancy Peckford noted that the subject section of 43 has been long overdue for crucial upgrades, which will make a safer road and improve driving, cycling and the pedestrian experience for everyone.

Local MP Michael Barrett vowed his confidence that the project will receive full funding at the federal level. "That $4.9 million of funding that this project requires should be delivered in short order," he said. "It should be delivered this summer so that we can see construction begin as soon as possible." The municipality has stated that construction is expected to begin in 2020.

STORY BEHIND THE STORY

County Road 43 traveling through Kemptville is long overdue for four-lane expansion and other improvements. Residents and advocates at the municipal, county, provincial and federal levels have identified the need for upgrades for more than five years and this newspaper has followed that journey each step of the way.

pality combined. Clark said local residents and businesses who rely on the county road as a vital connecting link to Highway 416 have waited long enough for the expansion. "With more growth knocking on our door, those four lanes are the cornerstone on which the economic future of the municipality and the riding will be built," he said. "I think we all agree that we want to give this nomination the early green light it needs, because we really want to have shovels in the ground as soon as possible." United Counties of Leeds and Grenville Warden Pat Sayeau said he is extremely pleased to learn that the long-standing priority road project has been nominated for federal funding.

"Rather than simply expanding County Road 43 to a four-lane highway, we hope to provide a boulevard-style experience that will include lighting, trees, sidewalks, and a multi-use pathway - a 'wow' factor, if you will."

AMATEUR ASTRONOMER TALKS ABOUT CANADIAN CONNECTION TO MOON LANDING ASHLEY KULP akulp@metroland.com July 20, 1969 is a date many, including Frank Hitchens, won't ever forget. The Perth-area amateur astronomer was 12

brary July 20. Hitchens took guests through the development of NASA in 1958 and its Mercury and Gemini programs. The United States was at a constant battle with the Russians over who would end up on the moon first and the Americans got serious when late President John F. Kennedy gave them a deadline (and a blank chequebook) in 1961. Kennedy said he wanted to see a man on the moon before the decade was through. NASA began assembling a team of the best engineers, and Canada's cancelled Avro Arrow program proved to be America's gain, Hitchens said. He highlighted the efforts of two engineers, James Chamberlain and Owen Maynard, who played an integral role in getting Armstrong, Michael Collins and Buzz Aldrin to the moon. Armstrong and Aldrin were the only ones to touch down on the moon; Collins awaited them in orbit in the command module. "Within two months of the program being shut down, officials from NASA were up here recruiting," he explained. Chamberlain designed the two-man Gemini spacecraft that led to the evolution of and Maynard served as chief designer for the lunar module, "which was responsible for taking the astronauts down to the moon." "These people didn't just go down there and play bit parts," Hitchens

Heroux-Devtek Inc., a manufacturer of aerospace equipment based in Longueuil, Quebec, also designed and built the landing gear for the 1969 lunar landing. "It's still around and being used by all kinds of aircraft," Hitchens said. It's stereotypically Canadian to be modest about such contributions, Hitchens remarked. "Sometimes it kind of ticks me off that we Canadians don't thump our chests a little more about our accomplishments, in general, specifically about our contributions towards getting people on the moon," he said. "We don't know about this but if it was Americans, we'd all

know about it ... and it's too bad because we were on the cutting edge." To mark the 50th anniversary, Canada's efforts were recognized by Canada Post through two commemorative stamps. So why does space fascinate Hitchens so much? "Because it's the unknown," he noted. "There's endless fascination in the unknown and trying to discover what humanity is all about and what distinguishes us from others." Hitchens said the anniversary and NASA's plans to make another voyage to the moon by 2024, has renewed interest in the subject of space. "It holds more importance now than if they didn't have plans to return," he stated.

DIESEL'S STAMPEDE JULY 26 PAULINA HREBACKA phrebacka@metroland.com 'Diesel' is a nickname that was given to Ryan Forbes years ago when he worked at Tallman Truck Centre. It's been over a year since the North Grenville resident, husband, and father was diagnosed with stage four appendix cancer. Several fundraising events and initiatives have been held in Forbes' name through the #DieselsArmy campaign that's made waves as he's endured 20 rounds of chemotherapy with the community cheering him on. His wife, Julia, maintains a Facebook page where she updates Diesel's 'army' on his progress. "Ryan has now exhausted all first and second-

line treatment options for this cancer and continues to be deemed inoperable," she stated in a post. "But, we are excited to share that he has been accepted to a clinical trial overseas, which could be the beginning of the miracle he needs." The trial will take place in Australia, and Forbes is required to make payments in advance for hospital fees, in addition to travel costs and accommodations. He will depart this fall following his last round of chemo, around late September/early October. The goal is to raise a minimum of $30,000 at Diesel's Stampede, to be held this Friday, July 26 at the North Grenville Municipal Centre (Arena #1). The party begins at 7 p.m. Live music will be pro-

vided by pop country artist Dylan Holton, and there will also be a DJ. Guests are encouraged to dress up as cowgirls and cowboys. There will be some impressive items up for grabs in the silent auction, such as a Toronto Maple Leafs game package including two gold tickets for a Saturday night game, with a Via Rail trip to Toronto and back, $250 for dinner at the members-only Platinum Club, access between periods to the invite-only Molson Backstage Lounge, and a Leafs jersey, signed by any player of choice. Tickets to Diesel's Stampede are $10 each and can be purchased at the Long Reach Bar & Grill at 116 County Road 44 in Kemptville.

OPINION EDITORIAL

The choice to fly, wear, or otherwise associate oneself with a flag is, inherently, a bold statement. If you fly a Canadian flag on your front porch, for example, you are telling the world that you are Canadian and proud of it. In recent years, a number of municipalities in the Ottawa Valley area have chosen to raise the Pride flag as part of their local Pride parades and festivals. This, too, is a clear statement, proclaiming that everyone, regardless of sexual orientation and gender identification, is welcome in these communities. Flags, and people's reactions to them, can indeed reveal much about someone's character. Recently, North Grenville council heard a delegation from a citizen who put forth the curious opinion that the Pride flag is itself discriminatory. Harman Boersma argued that the municipal flag policy states that "at no time will any flag be flown that's inappropriate, offensive, discriminatory, prejudice, political, or religious ... and I've argued in my articles that the rainbow flag is all of those." Members of council explained to Boersma that, in their opinion, the Pride flag is none of these things - and in this case, it's council's opinion that counts. At the other end of the spectrum, there are those in this area who choose to fly the Confederate flag. Earlier this month, one appeared at a car show in Smiths Falls. Whether those who choose to use this flag as decoration want to admit it or not, people who associate themselves with it are aligning themselves with the Confederate States of America, which went to war against the U.S. in the 1860s to resist abolition and maintain their Black slaves. As such, the Confederate flag continues to be viewed by most people as a subtle (or not-so-subtle) endorsement of white supremacy. In Canada, people have the ability to fly whatever flag they want - this is freedom of speech; but freedom of speech also means that you recognize that in flying any given flag, people are going to judge you for it in one way or another, whether they judge you as a proud Canadian, a person who embraces inclusivity, or a bigot. The progression of society is a constant battle of pushand-pull. Flags, people's reactions to them, and indeed the reactions to the reactions, are often good ways of telling which side of history a person is on.

style. Why would someone willingly deprive themselves of bread, after all? She was amazed by our extreme temperatures and impressed by our bags of milk, among other things. She won awards for her photography and became part of the drama club with her costuming skills. Our little Norwegian graduated at the top of her Canadian class and made a number of good friends she will have for a lifetime. One year later, Mina returned to Canada with her family. They stayed at the farm for a few days, and we really enjoyed getting to know them. The average Norwegian has a minimum five weeks' vacation every year, so Mina's family has plenty of time for international travel. They have been to Argentina, South Africa and all over Europe. We were proud to show them our little slice of Canada. They spent some time in Quebec City, Niagara Falls and New York in addition to their weekend on the farm. It wasn't warm enough for a swim while they were here but they enjoyed a day in Merrickville and a traditional Sunday dinner for 20 guests. And they forgave us sleeping in while they went for their morning run. I guess I should have warned them about the mosquitoes. It was lovely to meet you, Mina's family. Come back again someday. We have hosted nine international students over the last decade. Some of them have been here for a one-month "cultural experience." They didn't really have to settle in. Joni and Martin from Spain and Daniela from Colombia spent their four weeks making friends and doing all the social activities. They had a bit of school work to keep up with from home but didn't have to adjust to the curriculum here. On weekends they spent their time touring the region, from Parliament Hill to Niagara Falls, and everywhere in between. They barely had time to get homesick - and we barely got time to know them before it was time for them to return home. Marilia from Brazil was here for five months. A big personality, she made sure everyone she met got to know her in the short time she was here. How a vegetarian ended up on a beef cattle farm, I do not know, but we consider ourselves lucky for having made her acquaintance. And I think she enjoyed her time here, even if we did not agree to drive her to Stratford, where she might catch a glimpse of her future husband, Justin Bieber, who was home for Thanksgiving weekend. Victoria from Japan probably didn't want to be here in the first place. I suspect it was her parents' idea to send her to live on a farm in cold, practically uninhabitable Canada. She

barely left her room during her time here. I don't think she made it to the living room once. She left early deciding to move closer to her Japanese friend who was being hosted in the bustling metropolis of Merrickville. John and Jerry, best friends from Suzhou, China, talked their way into being here together. That isn't advisable, of course, because they aren't likely to learn English when they have each other to talk to. They made it through their first Canadian winter by stealing and devouring all the raw garlic in the kitchen. They were here for the school year, and by the end of it I don't think they had a dozen English phrases to share between the two of them. We have fond memories of our Chinese boys, however, and Jerry even returned to show us his Mercedes, and his girlfriend. Tega from Nigeria arrived in the middle of a particularly harsh winter season. She prayed for the sun and when it arrived, she emerged from her room to curl up like a cat in the sunbeam. Other than the occasional appearance at the dinner table, that pretty much sums up Tega's fivemonth stay on the farm. Then came Mina. Our Norwegian student arrived for Grade 12. She actually wanted to be in Canada, and she was very interested in becoming completely engrossed in the culture. You can take the girl out of Norway, however, but you may not take Norway out of the girl. Like most of her friends back home, she was accustomed to getting up before dawn to run or ski, depending on the season. Once she got over the shock of our rather sedentary lifestyle, we got along just fine. Mina loves bread in any form and looks extremely confused when you try to explain the gluten-free life-

LOCKETT, April Amy Lynn April came to us after a long and bumpy road, and regretfully left us in the same. In the two years April was with us, she showed more resiliency, compassion, and unconditional love than most people can fathom in their entire lives. She was deeply treasured by her Mommy Kaitlyn and devoted to her brother Karter. She was Grandma Tammy and Grandpa Kevin’s little angel and bright ray of sunshine, wherever she went, she would light up the room, and the purest of souls would shine through her. Whenever her aunts; Samantha and Breanna (Dylan) or cousins; Brayden and Devon would come over, she would flash her giant, full tooth smile, and the day’s worries would be wiped away. A super tight hug from April could change your entire mood. Her great-grandparents Jack and Doreen Churchill and Virginia (late William) Lockett loved the way she laughed, her devious little laugh, accompanied by her sassy, no holds bar attitude. April was a curious, inquisitive little angel who loved playing at the park, on the swings, at the splash pad, and swimming in her pool. She loved to have her picture taken, loved to sing and dance and loved caring for her family. For everyone who knew her, there will be a place inside our hearts that will forever ache for April, including all her extended family, neighbours, family friends, and those who just saw her out and about in the community. A Sharing of Memories of April’s life was held at the Blair & Son Family Centre, 15 Gore St. West, Perth on Wednesday, July 24, 2019 from 6:00 to 8:00 p.m. In honour and in memory of April, contributions can be made to the Kingston General Hospital - N.I.C. POLK In memory of Nancy Charlotte Polk (nee Hutcheson) March 5, 1954 - July 28, 2002 After you were gone, they told us to honour you by speaking your name. But for us, there are no words to express how much we cherished you. After you were gone, they told us to remember you. But for us, you are truly unforgettable.

Our quiet veneration of you is in your honour and our precious memories of you are our greatest treasure. After you were gone, we had enough of your love and strength within us to keep going even as the unbearable pain and overwhelming grief took hold. Since you’ve been gone, the suffering we’ve endured has not diminished; surely it never will. Loving and missing you for 17 years, Rick, Ryan, Megan and Matthew

O’GRADY, Michael James July 21, 2005 In memory of a dear husband, father, father-in-law, grandfather, and great-grandfather. The years, they come and go so fast, The moments of time fade in flash. The tasks we do each working day, Add to the memories we store away. Our minds hold the thoughts so dear, Of loved ones far and loved ones near. A family we keep treasured in our hearts, And a family that age and time has made us part. Our lives are shaped by our father’s hand, His memory guides us on this land. We give thanks each and every day, For our father’s love that never goes away. Sadly missed by Etta, the O’Grady children, and their families

Lovingly remembered by Richard, Jane (Colin), Michelle, William, Alison and Lisa.

$100,000 REALLOCATED IN BUDGET FOR SANITARY PUMP REPLACEMENT PAULINA HREBACKA phrebacka@metroland.com

ment. Coun. John Barclay explained that costs have gone through the roof for some of the specialized equipment at the pump station over the past year and a half, maybe longer. "It exceeded our budget allocation for that particular piece of equipment," he said. Director of public works Karen Dunlop said the pumping station has a maximum capacity of 100 litres per second. "It does have a redundancy within the system, but we're not allowed to exceed 100 litres per second," she said. "If we have a wet weather event and only two pumps, and one should go down, the third pump is a redundancy to flip a switch and get it running again." Mayor Nancy Peckford asked how long it will take to have the new pump installed, to which Dunlop replied that there is a long lead time for order, as it can take anywhere from six to 18 months for pumps to get stocked.

North Grenville's 2019 budget has been adjusted by $100,000 to accommodate the replacement of a sanitary pump at the Bridge Street Sanitary Pump Station in Kemptville. Originally built in 1993, the facility is currently the largest sanitary pump station, with one storey above ground and three below. Last year's budget approved $100,000 for the project, of which a total of $29,977.82 was spent on engineering services to J.L. Richards for an investigation into the pump replacement requirements, and to create a tender for construction to start this year. The remaining $70,000 was carried forward to the current budget with an additional $100,000 coming from federal gas tax funding. Outstanding engineering costs such as contract administration and construction inspection in 2019 are $29,470.68, with the remaining approved

budget for construction of the project at $140,529.32. Eastern Welding was selected as the construction company for the pump replacement. The recommended tender amount of $231,001 (excluding taxes) leaves $90,471.68 unfunded for the project, and so a recommendation to adjust the capital budget came before council at their July 16 meeting. Engineering firm J.L. Richards initially completed a conditions assessment in 2011, which prompted a recommendation to replace one of three pumps, in addition to various other upgrades. The firm was retained again in 2012 for design and installation services for two pumps; one to replace an existing pump, and the second to be a brand-new, third pump at the station. One original pump remained in place, as it was rebuilt in 2010 and would ensure that the station would continue to function during construction. It is this original pump that is now due for replace-
