During North Grenville's July 9 committee of the whole meeting, director of planning and development Phil Gerrard spoke to an agenda item which calls for the enactment of a bylaw to lift part lot control for lands in the Colonnade Mall subdivision.

HOTEL FIRST ANNOUNCED IN JANUARY 2018 Continued from page 1

The process allows municipalities to designate lands within a registered subdivision plan and convey them without having to go through the severance process.

The subject lot is located on Ryan's Well Drive, to the right of Canadian Tire when entering the mall from Rideau River Road.

Gerrard said the size of the parcel outlined for the hotel by the developer is two acres.

The Comfort Inn & Suites hotel from Choice Hotels Canada, first announced for Kemptville in January 2018, was initially looking at the Rosewater subdivision, still slated for lands on the other side of the County Road 43 roundabout down the road.

Gerrard said he imagines that the advantage of the Colonnade location is that the roads are already in place and the

pipes are in the ground, when the Rosewater subdivision hasn't even been registered yet.

The opening of the Comfort Inn was originally announced for March of this year before the prospective location changed. The hotel will feature amenities such as an indoor pool, meeting rooms and fitness facilities.

Mayor Nancy Peckford confirmed with Gerrard that it will be during the site plan approval process when concerns regarding things like lighting and traffic mitigation will be addressed.

The Colonnade subdivision consists of eight blocks approved for commercial development.

Council voted unanimously to pass the motion to enact the bylaw.

The bylaw will be brought to the county level before it can be approved and return before council for final adoption at a future meeting. The site plan approval process will follow.

On July 9 at around 10 p.m., Grenville County OPP report that a vehicle was entered into while it was parked at the South Gower Ball Park in Kemptville. Cash, wallet and personal identification items were stolen. The culprit smashed the window of the vehicle while a ball game was in play.

Two similar incidents have occurred previously. The first one happened on June 30th at around 3 p.m. A van's back window was smashed in the parking lot of a local business located on County Road 43 in Kemptville. The second occurred on the same day a short time later at the Burritt's Rapids Lock Station on River Road in North Grenville. Two purses were stolen from the rear of the vehicle.

An investigation is ongoing.

The Grenville County OPP is encouraging citizens to "Lock It or Lose It" and to take precautions to protect their vehicle contents from theft. By taking simple preventative measures, such as confirming your vehicle is locked and by placing items of value out of sight or removing valuable items from your vehicle altogether, victimization can be avoided.

PURCHASE OF NEW FLAG POLES IGNITES DEBATE PAULINA HREBACKA phrebacka@metroland.com June was Pride Month in North Grenville, and as a historical first, council supported the local LGBTQ2+ community by agreeing to raise both the rainbow pride flag and the transgender pride flag in front of the municipal centre.

As the centre is only equipped with three flag poles, both the municipal and provincial flags were displaced for the entire month - a circumstance which has been met with significant outcry from the public.

Council members and municipal staff were on the receiving end of this response from the community, including several emails from a longtime resident, Harman Boersma, who appeared before council at the July 9 committee of the whole meeting to further highlight his concerns.

ing value sets - we hear you," she said. "What we might regard as inoffensive, you may regard as offensive. That's naturally going to happen from time to time."

Boersma reiterated that he believes the rainbow flag would not qualify to be on any flag post in the municipality based on the flag policy guidelines.

"I think in your opinion, that would be the case, but obviously different opinions prevailed on this council when it came time to review that policy," replied Peckford.

"That doesn't mean there was unanimous agreement in our community."

Boersma argued that council should act as a referee for all community groups and asked that they reconsider how they determine if a flag is appropriate to be flown.

Peckford said they have the opportunity every year to revisit the policy.

"We did consider it," added Barclay, "and it was a thoughtful and deliberate decision to do what we did.

I'm not interested in revisiting our decision."

"I think to have denied the request from the pride group would have been discriminatory," said Coun.

Doreen O'Sullivan. "I think

the pride flag was inclusive of other people's opinions and thoughts and positions in our community, so I'm very comfortable with the decision that we made to fly it."

Further discussion followed on which flags should be put on the new poles when a special occasion flag is raised to mark a designated month for a community group. The two new poles will cost approximately $680 plus taxes, with an annual flag replacement of about $320.

They will be positioned on an angle on the side of the municipal centre building.

One option, which Deputy Mayor Jim McManaman and O'Sullivan are in favour of, would see the national, provincial, and municipal flags permanently designated to the three standard poles in front of the municipal centre, with any special occasion flags placed on the building.

Barclay said that when a courtesy flag is raised for a community group, such as the Community Living flag during the month of May, it calls for a ceremony which typically sees the flag run-up the pole.

"I don't think there's much of a ceremony - climbing up on an A-frame ladder, and trying to attach it to an angle," he said. "The act of actually running it

up the flagpole is part of the ceremony, and part of the recognition of a special interest group in that case."

Coun. Kristin Strackerjan echoed Barclay's sentiment.

"My preference would be to continue to be able to raise and lower those flags for special interest groups in order to recognize, in the fullest way possible, something that wouldn't be done by having the angled poles and simply putting a flag on there," she said.

Mayor Peckford did not yet feel ready to make a final decision on the matter.

"I think it's great that we have permanence for our municipal, provincial, and national flags," she said. "I concur with councillors Barclay and Strackerjan in terms of placement and what that looks like."

Before voting to pass the motion, council amended it to allow for the purchase of the two additional flag poles, without the specification of which flags will be designated to them.

The matter will return for further discussion at a future committee of the whole meeting.

ning even more fundraising events, such as the craft and vendor fair taking place at the North Grenville Municipal Centre on Nov. 9, while the Neon Night will be held on Sept. 21, at Riverside Park.

The latter event will mark the second time her group has paired up with Neon Night.

"When Smiths Falls cancelled the Relay for Life, we wanted to have something that was local to Kemptville and to do with cancer," said Snook.

The Neon Night was a "fantastic" fit, she said.

She reckons that her 10member family-driven group has raised more

than $2,000 in donations, over their seven years of fundraising.

"We all have family members that either had it or are going through it," said Snook.

She will be cancer-free nine years this spring, and so she knows what a harrowing journey the cancer fight can be. The Neon Night drums up money for children's cancer, and for her, "it's so devastating when you hear of a child with cancer," said Snook. But she has noticed how resilient children can be, "sometimes more(so) than us adults," she said. "They have so much courage."

The fun never ends, and neither does the work, when you're busy fighting cancer.

"We'll probably have another one in October," said Carol Snook, surveying the scene in her nowcramped Kemptville driveway, as the Cancer Kicking Cousins' latest garage sale had only just begun on Saturday, July 13.

Already, she anticipates that there will be more items to be sold than can be sold on this busy summer morning, even as shoppers arrive on Clothier Street early to start checking out the goods, almost as soon as they have been placed on tables.

Our internet is pretty unreliable on the farm. It can't handle too many people using it at the same time and you never know when it's going to cut out on you. It doesn't react well to a heavy wind storm either.

I am on a first-name basis with our local technician.

He gets sent to the farm whenever an outage cannot be solved with a simple reset of the modem.

The last time the internet guy (IG) was out, he informed us that someone a few concessions over had been using the internet that was assigned to our land line number. Apparently, there is an otherwise useless line assigned to our house (there is no phone attached to it) and it acts as a "dry loop" for our internet.

I think I got that right. In any case, someone else was using it. I thought maybe that explained why we often had unexplained freezing, buffering and signal drops. At least we weren't paying for him to use it. Or were we?

The IG showed up after hours that time, even though our provider had ex-

lection. I watched the entire Mad Men series again.

The Farmer watched Gilligan's Island and Second World War documentaries.

At one point during our outage I picked up my phone and saw the "No Emergency Call" message. I had heard that many people in rural areas live without even basic LTE service.

They can't even call 911 without a land line. I don't like feeling dependent on unreliable telecommunications. But at least we managed to move past dial-up.

The first year I worked freelance from home, we decided we had better get high speed internet. Well, there truthfully was no such thing available on the farm, which is 200 acres on the very edge of the power grid. GPS doesn't even recognize us most of the time.

One service provider prescribed a "turbo hub" for our first internet hookup beyond dial-up. It was basically a glorified cellphone hot spot, and very expensive to use. When we finally got wireless in our area, we thought our troubles were over.

It's a good thing we are pretty low maintenance when it comes to usage. No one in the house plays video games and we are pretty patient when Netflix is continually stuck at 25 per cent buffering, for the most part. (The Farmer can lose his cool when he can't tune in to 12 O'Clock High after a long day of work.)

So if you come to the farm and you can't get a WiFi connection, do not fear.

We may not be cruising the World Wide Web with ease, but we have lots of other fun things to do, like sit on the porch with a guitar at sunset, or snuggle by the wood stove and read a book. We might just have to put our phones away and enjoy each other's company.

pressly told me that someone had to be available between 8 a.m. and 5 p.m. because they didn't have anyone working outside those hours. IG confirmed that was bunk. He often worked after hours. Then he gave us his card, so we could call him directly. I wasn't confident that was right, so I filed the card somewhere and promptly lost it.

When summer storm season hit, our internet went out again. This time the provider told us we had to be home all day to receive the IG. I wished I remembered where I had filed his card so I could call up and make my own appointment. Ain't no one got time to sit around all day, waiting for the IG. Alas, the card was lost. I asked if they could send the IG after hours. They said, "No, that is impossible." So I sat, a prisoner of telecommunications on the farm.

The provider hooked me up with a free hot spot on my phone in the meantime.

This is great in theory, but not so great in reality. The hot spot kept cutting out. I called back and told them they had better ensure no extra charges showed up on my phone as a result. All I wanted to do was connect to my work computer, but even that just wasn't happening. The remote can't handle a spotty connection.

It turns out I sat at home for nothing. IG did not show up. The problem was external, and "special services" would have to be sent out, whatever that means. And they weren't available any time soon.

When an AMBER Alert lit up cellphones around the province July 11 at 3 a.m., many called 911 not to report a sighting of two missing boys and their grandfather in York Region, but to complain about the early wakeup call.

This was the fifth such AMBER Alert to have been issued in 2019 since the Canadian Radio-television and Telecommunications Commission pushed for the distribution of emergency messages across wireless networks in April 2018.

All but one instance had a happy outcome. In this case, the boys and their grandfather were found safe an hour and a half later.

It's not something police services use lightly. Later that morning, Ontario Provincial Police (OPP) noted 911 is "not an appropriate venue to complain about AMBER Alerts."

"The OPP recognizes the inconvenience the alert may have caused, but will not apologize for using all of the tools available to help locate a missing child," the OPP stated in a press release.

It's not the first time it's happened and probably won't be the last. When an alert was issued in May, Niagara Regional Police took the step of releasing audio from a 911 caller's complaint to set an example.

It doesn't seem to have worked.

The flood of angry 911 calls has prompted people to muse whether those calling 911 calls for such inconveniences should be punished.

We think they should. The 911 system is for emergencies and using it to complain ties up the line in the event of actual emergencies. And missing a few hours of beauty sleep is not an emergency.

It's difficult to understand how the mild annoyance of being woken up in the middle of night is more important than a missing child.

The fact of the matter is, it isn't. Is the alarm jarring and annoying?

Sure. But it is for a reason. What if it was your child? Wouldn't you want the message to be spread far and wide to aid police in their search? In cases like these, the more time ticks away, the less likely it is a child will be found safe.

Some feel an opt-out method could improve the system, similar to what is done in the United States, where different levels of alerts are issued. People have the option of receiving all, or only certain ones.

The bottom line is, use your common sense. The 911 system is not for complaints about loss of sleep, to order beer or pizza or whatever else.

There is a solution if you want to avoid being awoken in the night - simply turn your phone off.

COUNCIL PONDERS SPEED REDUCTION PILOT FOR TWO NEIGHBOURHOODS PAULINA HREBACKA phrebacka@metroland.com Road safety improvements in North Grenville has been a hot council agenda item lately; particularly, traffic calming measures related to speed limits.

At the July 9 committee of the whole meeting, council passed a motion to adopt a 40 kilometre/hour pilot project for two busy Kemptville neighbourhoods.

Director of public works, Karen Dunlop, said the eQuinelle subdivision (Phase 1) and the Parkinson Street/Hagan Street/ Elliot Street areas were determined as the best pilot locations as there are some vehicles currently exceeding the 40 kilometre/hour speed limit.

"The intent is to install signage to inform the public that they are entering a community speed zone of 40 kilometres per hour," Dunlop explained.

Signage will also be posted to indicate when drivers are leaving the 40 kilometre/hour zone.

If approved, six sets of signs will be required at an estimated cost of $1,800 (approximately $150 each), which will be funded through the public works department's operational street signage line item in the budget.

Currently, the typical speed limit in urban areas as set by the Highway Traf-

fic Act is 50 kilometres per hour.

The program will run for 90 days, with a speed assessment completed in each area once a month.

The results will be reported this fall, and a survey will be circulated to residents of the subject areas.

If successful, the program will be expanded to more neighbourhoods and rural hamlets.

The public works department originally discussed the pilot project in May, when staff assessed a number of areas before selecting which would be eligible.

Other areas considered were: the Forest Creek subdivision; the Ferguson Street/Fenton Street/ Holmes Street/Joseph Street area; Reuben Crescent; Dr. Gordon Crescent; and the Maley Street/ Liette Court area.

Staff noted that it may still be beneficial to install signage within the omitted areas, as they were disregarded for further assessment due to their existing 40 kilometre/hour (or lower) speed limits.

Mayor Nancy Peckford asked why rural hamlets were not considered in the assessment as potential pilot program locations.

"At this certain point in time, looking down the road, we're looking for a successful pilot project to offer or encourage other neighbourhoods within

John Barclay. "Because this is a relatively new program, we could look at maybe extending it to hamlets."

He asked Dunlop how many sings would be required in order to have the pilot program adopted by all neighbourhoods in the urban service core.

"It would require 47 sets," she replied. "All secondary roads off of county roads, requiring signs at each entrance and exit."

Barclay then spoke to the potential of talking to the United County of Leeds and Grenville about including sections of county flashing overhead light - a roundabout or traffic signals.

EVERETT LEARNED A HARD LESSON WHILE ABOARD KING HORSE MADE SURE BROTHER'S RIDE WAS A SHORT ONE, MARY COOK RECALLS MARY COOK Column

Playing jacks on the cement at the pump in the middle of the yard, I could see everything going on around me that hot summer day.

Our two horses, King and Queen, were standing in the shade of the barn, swishing their long tails, trying to keep the flies away, heads bent to the grass, giving off the odd snort of contentment.

A

Queen was as quiet as could be, but King was something else. Father said he had a mean streak in him a mile wide. Everyone stayed clear of him except Father, who would tolerate no nonsense, and King seemed to know it.

My three brothers often got on Queen's back and rode around the barnyard, but no one dared try it with King. That is, until that hot summer day. Everett, the oldest of the three boys, was sitting on the cement beside me, chewing on a blade of grass, never taking his eyes off the horses.

He grabbed a bunch of grass and very slowly made it to the barn, and came out with a halter, and still very slowly, inched over to King.

While he fed him the grass, Everett slipped the

halter over King's head and gave him a gentle pat on his back. I was pretty sure I could hear him softly whistling, too. Everett led him over to the stoop at the barn door, and it was then I realized he had every intention of climbing onto King's back and going for a ride!

I stopped playing jacks, and couldn't believe what my crazy brother had in mind. No one, and I mean no one, had ever dared to climb on King and ride!

Well, Everett made it onto King, and had a good firm hold of the reins, and then reached back and gave the horse a gentle tap on his haunches.

Well, that's all it took.

The horse suddenly realized what was going on, and it was obvious he wasn't going to let it happen. He raised his head in

the air, let out a few loud snorts, kicked up his back heels and took off !

Everett was practically lying on King's neck, hanging on for dear life.

King wasn't really running, he was prancing, and every step he took, Everett was closer to losing his grip. I could see he was half on and half off, and couldn't figure why he just didn't jump.

King was circling the barnyard, kicking up tufts of grass and dirt, and snorting, turning his head occasionally to take a look at what was straddling his back.

Then he started to run not a gentle trot, but a downright gallop. He circled the barnyard and headed for the front yard by the house, with Everett still hanging on for dear life. King missed the

pump stand by inches, and I was pretty sure we would be soon planning my brother's funeral, and started to cry.

King headed for the big apple tree in the middle of the yard, went under the branches, and Everett, in a final act to save his life, grabbed hold of a branch and was left dangling from the tree about 10 feet off the ground.

It took a while for King to realize he had lost his baggage, and then he came to an abrupt halt and began eating grass as if nothing had happened.

Everett dropped to the ground, brushed himself off, and said to no one in particular, "By gar, that was some ride."

The talk at the supper table that night was all about my brother finally getting to ride King. But

Everett wasn't to come out of it unscathed. His backside was so sore, when he went to settle on the bench behind the supper table, he took a cushion off the cretonne couch and, ever so slowly, sat down with a great sigh of relief. It would be the last time anyone was foolish enough to ride King bareback.

$3.6 MILLION IN BUDGETED PROJECTS ON TRACK FOR COMPLETION THIS YEAR PAULINA HREBACKA phrebacka@metroland.com North Grenville's budget has only been adopted for four months now, and $3.6 million in budgeted projects is already underway.

Director of finance Marcus Hewitt presented the municipal budget variance report at the July 9 committee of the whole meeting. The report provides expenses, revenues and capital expenditures as of June 30 of this year for general operations, water/ wastewater and the building division.

For general operations, Hewitt said the report shows that North Grenville has already met 84 per cent of its overall budgeted revenue.

"This might seem high considering where we are in the year, however, the key driver is the municipal tax levy," he explained.

"Since the budgeted tax bills have gone out, the entire amount is recognized as revenue, and that comprises about 70 per cent of the overall general operations budget."

The report also showed the municipality at 52 per cent of its budgeted revenue for water and wastewater and 26 per cent for the building department, due to below average numbers of new home starts and building permits.

New home starts are at approximately 45 per cent of what they were at this time last year, and building permits are at about 70 per cent.

Hewitt said he anticipates this number to rise in the fourth quarter, ahead of building code changes to come into effect Jan. 1, 2020.

On the operating expenses side, Hewitt reported that general operations are at 49 per cent of budget-

ed expenses, while water/ wastewater and the building department are each at 43 per cent.

Overall, for general operations, about $300,000 in budgeted projects has been started, but will carry over into 2020. So far, $370,000 in budgeted projects has been completed, and roughly $460,000 has not yet started but is expected to be completed by the end of the year.

Mayor Nancy Peckford asked for clarification on the municipal centre naming rights, which currently shows a revenue of $16,000 in the variance report.

SALES, Graham Louis It is with heavy hearts that his loved ones announce the sudden death of Graham Louis Sales on July 12, 2019 at Ottawa General Hospital, from cardiac arrest following a very recent diagnosis of a rare and extremely aggressive form of non-Hodgkin’s lymphoma. Graham was predeceased by his parents Harold and Lyn Sales. He will be greatly missed by his partner and best friend Pat Lovell and her family, including parents John and Theresa Miller, brothers Brian (Louise), Barry (Barb), Timmy, and Terry, sisters Pauline Stuart (Richard) and Penny Tracey (Gerald) as well as by Pat’s children Kirtus Evoy (Lisa), Janel (John Gonzales) and Markus (Mallory Gilbert). Graham will also be deeply missed by long time family friends Pam and Phil LaPalme, Keith Clarke (Yelitza) and Keith’s children Gregory and Catherine. At the time of his death, Graham had been retired for eight years following a successful career with Ontario Correctional Services, serving most recently as Operational Manager, St. Lawrence Valley Correctional & Treatment Centre. Graham’s service was distinguished by his unwavering commitment to the rehabilitation of inmates with whom his communications were characterized by respect and compassion. Graham brought these same qualities to all of his interactions with others. He was known for his kindness, generosity, loyalty, open-mindedness and genuine interest in the views of others; he listened deeply and without judgment. He was a true gentleman with a terrific sense of humour and the integrity that comes from the confidence to be true to himself at all times. He was a special uncle to nephew Reg Gibson and nieces Norma Forbes and the late Rae Hannah with whom he was raised. Bob was born and raised in Mississippi Station. He was a carpenter and builder who was well respected for his dedication and attention to detail. JANNEY, Lynda Mary (Firth) June 10, 1949 - July 5, 2019

Lynda Mary Janney was born in Ottawa on June 10, 1949. She was the daughter of Mary Anita Smith and Joseph Edward Firth, and the sister of Lorna Agnes Firth and Martin Joseph Firth. The Firth’s had a cottage on the Rideau River just past Manotick, Ontario which was adjacent to her grandfather and grandmother’s cottage. Lynda, Lorna and Martin spent many weekends and summers there and it was these experiences that shaped her love of the countryside and cottage country.

Loving mother to April Rebecca Desjardins (nee Janney) and Douglas Matthew Janney Jr. as well as grandmother to Kevin Desjardins, Bradley Desjardins, Kayla Janney and Alyssa Janney.

Lynda attended Immaculata High School in Ottawa and joined the Federal Public Service in 1967.

During the 1970s she studied Human Resource Management at Algonquin College and the University of Ottawa.

Following this, she entered the Human Resource Management field in the Public Service. She held various HR specialist positions and HR management positions in the Ministry Secretariat of the Ministry of the Solicitor General and in Health and Welfare Canada. She then moved to the Human Resources Branch of the Treasury Board Secretariat as an Executive where she dealt with organizational change at the most senior level and made recommendations to the Treasury Board.

In 1970, Lynda met Doug Janney Sr. and married him on January 6, 1973. She shared his enthusiasm for cottage and country living with Doug and her children on Spectacle Lake, in Madawaska, Ontario and became a fishing partner too.

There never was a dull moment as Lynda took on the role and responsibilities of not only a wife but also as a mother.

During the same time she encountered increasingly more challenging work including being a ‘hockey Mom’ around the hectic and busy hockey schedules of both April and Doug Jr. Lynda was elected President of the Ottawa Women’s Hockey League in approximately 1982. Having owned several antique automobiles, she and Doug were also members of the Historical Automobile Society of Canada (HASC).

MERAW, Louis Earl Of Otty Lake, passed away peacefully on Friday, July 12, 2019 at Kingston General Hospital in his 91st year.

Lou was the loving husband of the late Lorna Meraw. Cherished stepfather to Robert “Bud” (Joan) Harvey, and Teresa Hanna. Cherished grampa of Erin (Dave) Firlotte, Amber McFadden (Kevin), Jessica (Joe) Kilpatrick, and Megan (Craig) White.

Great-grampa of Alex and Samantha Firlotte, Ben, Rylin, and Laura Kilpatrick, and William, Cameron, and Jackson White. Cherished brother of Bert (Helen) Meraw, and Pat (Jane) Meraw. Lou is predeceased by his brothers Wilfred, Larry, Michael (Sylvia), and his sister Betty. He will also be lovingly remembered by his many nieces, nephews and friends. As per Lou’s wishes, cremation has taken place and no service will be held. Donations in memory of Lou may be made to a charity of your choice. In 1995 Lynda became involved with the Federal Science and Technology workforce and their HR issues. Lynda was instrumental in developing and implementing a framework and a process which resulted in improved human resources management of the Federal Science and Technology community. This framework and process became the norm for broader policy issues and was a model for other communities in the federal public sector such as the newly created Food Inspection Agency. As a result, in December 1999 Lynda received the “Head of the Public Service Award” presented by the Clerk of the Privy Council for valuing and supporting public service employees. After 35 years in the Public Service, Lynda retired in July 2002.

Following the introduction of Bill C-17 on Firearms Safety, Lynda was appointed by Justice Canada and the Chief Provincial Firearms Office of Ontario as an Instructor and Examiner.

Lynda and Doug moved to Renfrew in 2002. Shortly after they became members of the Eganville Baptist Church.

She was also an avid reader and was a member of Renfrew’s “For the Love of Reading Book Club” including being a Trustee on the Renfrew’s Library Board for approximately 7 years, eventually becoming Chairperson.

In March 2019, Lynda was diagnosed with stage IV lung cancer which she ultimately lost her battle on July 5, 2019 with her family by her side at the Renfrew Victoria Hospital. There will be a celebration of her life to be arranged shortly where friends and family are welcome.

Paul was an accomplished Sommelier, a member of the National Capital Sommelier Guild and an avid lover of food and wine. He was a certified Lawn Bowling Level 2 Umpire and Competitive Coach in both Canada and the U.S. Paul enjoyed his retirement beside the love of his life, Glenda, summering at Sauble Beach and wintering at Maple Leaf Golf and Country Club, Florida.
