More exciting news has come for the Kemptville Campus Education and Community Hub. During his visit to town on Aug. 9, MPP Steve Clark announced on the college grounds that the provincial government is contributing $36,000 through their Rural Economic Development (RED) program to see the completion of the campus master plan.

"We're so very proud of the history of this facility, and all of the things that were accomplished here," said Clark.

The RED program helps rural communities identify economic strengths, develop strategies to attract business investment, and sup-

ports projects that create new jobs.

Clark thanked both the previous and current North Grenville councils for their work to revitalize the campus, but said it is Peckford's vision that he shares.

"We really need to unlock the potential that we have here at the Kemptville campus," he said.

Peckford said that work has only just begun.

"With almost 500 kids on campus, and many organizations and emerging opportunities in the agricultural field, we're just so pleased that we can continue strengthening that vision," said Peckford.

She committed to ensuring that the campus' previous 100 years of education continue to inspire its next 100 years.

This map points out the most vulnerable areas, previous DNAPL extents, and the source protection area.

Businesses that are more likely to carry DNAPL products are automotive shops, retail stores selling organic solvents, and salons/spas (nail polish remover typically contains DNAPLs).

What about businesses that carry more than 25 litres of DNAPL products?

The prohibition policy will continue to apply for businesses that handle or store above 25 litres of products containing DNAPLs - or - if they're within 100 metres of the well.

Are any businesses exempt from the prohibition policy?

Yes - a clause in the policy exempts retail establishments from requirements under the act, should they store unopened DNAPL products only.

Have DNAPLs ever been found in North Grenville waters?

Luckily, no. However, extensive testing for hazardous chemicals is conducted by the municipality only once annually. So - it could take up to one full year for DNAPLs in local waters to be detected.

Will there be public consultation about this issue?

Yes - once the resolution has been passed by North Grenville council in favour of the amendments, a public consultation period will follow.

Background: A two-phase study was conducted in 2017 which saw source protection staff visit local businesses to see where DNAPLs could be found. In 2018-2019, they identified the businesses that would be required to manage the risks of carrying DNAPL products.

This matter and the proposed amendments to the Clean Water Act were presented to North Grenville council at their Aug. 6 committee of the whole meeting, along with a request for a fourth well in North Grenville, built in 2015, to be included in the Mississippi-Rideau Source Protection Plan.

Proposed changes to the Clean Water Act could impact businesses located near wells in North Grenville and surrounding communities as the province has identified a certain type of chemical as a potential significant drinking water threat.

Notices were sent out on July 18 to seek council endorsement from municipalities affected by the amendments, including North Grenville, Merrickville-Wolford, Montague, and others. It's a bit of a complicated issue, so we've broken it down for you.

What are DNAPLs? Dense non-aqueous phase liquids are chemicals that are denser than water, so they sink to the bottom of the aquifer, polluting water sources. A number of different chemicals have been deemed as DNAPLs they are found in organic solvents (liquids made from oil) used to dissolve other substances, such as paint removers. DNAPLs are also found in common automotive products such as chlorinated brake cleaners.

How does contamination occur?

Contamination takes place if the chemicals make their way into the water system, in such ways as being poured down a drain, for example.

What communities are at risk?

The DNAPLs policy is currently being circulated to the following municipalities for approval: Montague, Carleton Place, Perth, Smiths Falls, Westport, Merrickville-Wolford, North Grenville, Rideau Lakes, Mississippi Mills, and Ottawa.

How will local businesses be affected?

Currently, the Clean Water Act prohibits the establishment of new businesses that store or handle products containing DNAPLs in any quantity, located anywhere within the wellhead protection area.

Since there are already existing businesses carrying the chemicals where the threat is considered significant, changes to the act have been proposed to subject these businesses to a 25-litre limit on products containing DNAPLs. This limit would be complemented by an educational risk management plan for business owners to become informed on the risks associated with DNAPLs and how to mitigate them.

In other words, the amendments offer a risk management plan as a friendly strategy to protect both the water from pollution and the businesses from prohibition.

Local youth service providers are teaming up with the Municipality of North Grenville and the Leeds, Grenville and Lanark District Health Unit to develop a youth engagement strategy.

Mayor Nancy Peckford first identified strengthening the municipality's relationship with local youth as a priority during her campaign when she committed to creating a youth advisory committee. After the election, the health unit and a variety of other service providers met to discuss how the municipality could better understand the needs and perspectives of youth.

"My end goal is to create better, sustained engagement between the diversity of youth in the community and municipal government," Peckford said during a special committee of the whole meeting on Aug. 6. "This is really about harnessing the voices and perspectives of some of the youth in our community that wouldn't be connected to any level of government at this stage."

She said the initial meeting brought individuals and organizations together who want to offer their resources to the municipality to pursue a strategy more comprehensively.

Stakeholders in the development of the strategy include the Kemptville Youth Centre, Connect Youth, and the Kemptville Christian Reformed Church, among others.

The next meeting to discuss the strategy is set for Wednesday, Aug. 28 at 2:30 p.m. at the North Grenville Municipal Centre.

The health unit has also proposed a workshop be held in early October, which will show organizations how to better support youth and be more responsive to them. It will be a public workshop open to the community including all athletic, recreational, and school-driven entities working with youth.

"Sometimes we don't know about it unless a resident alerts us," she said.

She noted that the municipality will be holding a town hall meeting Aug. 28 regarding road safety, which will equip residents with a better understanding of the processes behind working with the municipality to address road safety concerns.

As municipal policies are evolving, Peckford said the frustration may be due to the fact that up until now, traffic calming measures may not have been triggered for situations such as Grant's.

"I can appreciate that as we come to terms with a high-growth municipality, some of those policies need to change, so that we can respond in a quicker and more expeditious fashion," she said.

Peckford then made arrangements with Coun.

John Barclay, the public works liaison, to do a site visit at Grant's home.

Ian Grant's home is next to a curve on River Road, where he and his wife are regularly alarmed by the speed at which drivers emerge around the curve to meet their driveway.

To make matters worse, vegetation on the roadside obstructs the view for the Grants to see oncoming traffic, and for drivers to see the driveway.

"All I know is that when we try to get out of our driveway, we're scared, because we can't get out fast enough," Grant told North Grenville council at their Aug. 6 meeting.

"If you can't enforce your rules, then don't have them."

Grant's home is located between Pioneer Drive and Colonel Drive along the river; a residential road with many homes.

He has previously stressed his concerns to municipal staff on two occasions, prompting three assessments of the area

which validated the danger, but did not recommend a speed reduction.

Grant explained that the 42-page report he received from staff only recommended 'passive' traffic calming measures, such as the removal of vegetation and the repainting of lines on the road.

The assessments confirmed that the 60 kilometre/hour zone is regularly misused by drivers travelling up to 77 kilometres in the eastbound direction and 84 kilometres westbound.

"All I know is that there's a severe lack of enforcement of speed on River Road and on (County Road) 44," continued Grant. "I want action this time."

He explained that other municipalities would install a stop sign, speed bump, or meridian in the road to avoid danger in these situations.

ACTIVE SCHOOL TRAVEL, WALKING SCHOOL BUS INITIATIVES MOVING FORWARD FOR NORTH GRENVILLE PAULINA HREBACKA phrebacka@metroland.com North Grenville council and staff are working with the health unit to create safer ways for kids to walk to school.

At the Aug. 6 committee of the whole meeting, director of parks, recreation and culture Mark Guy gave an update on the municipality's active school travel initiative; a joint effort with the Leeds - Grenville and Lanark District Health Unit.

"The project committee will work to promote active school travel to North Grenville schools and will work with school transpor-

tation consortiums to review and update hazards currently identified within walking zones," he said.

The project was initiated in response to a deputation made in July by a local mother who is concerned for her children's safety while they walk to school in Kemptville. Cynthia Davidson stressed that the Prescott Street/Concession Road intersection is unsafe, in addition to the County Road 43 intersection in front of St. Michael Catholic High School, and the Clothier/Prescott streets junction.

Davidson called for crossing guards at these intersections, but also high-

lighted the potential for a walking school bus program. She was accompanied by a health unit representative who announced that $60,000 recently came in from the Ontario Active School Travel Fund, now enabling staff and stakeholders to begin consultation for the project.

Staff have engaged GHD Engineering Consultants, who will prepare deliverables by December. The hope is to have the project completed by Dec. 19, with new bilingual walking maps and zones in place by spring 2020.

North Grenville Fire Chief John Okum presented the estimated costs to hire a crossing guard.

An hourly wage between $14 - $16.11 is anticipated for a part-time position, excluding any costs included for training or equipment.

Coun. Barclay pointed out that at minimum, for 10 months out of the year and four weeks per month, a crossing guard would be in the range of $6,000 to 9,000 annually.

Mayor Nancy Peckford reiterated that council and staff previously discussed the potential for a walking school bus program, as opposed to a school crossing guard, "which could be incredibly viable and very inexpensive."

The health unit has put funds aside for a walking school bus pilot as part of the active school travel project.

WHAT'S GOING ON HERE? YOGINIS AT PLAY IN ROTARY PARK

Wellness in the Park, a recurring event held in Rotary Park every Friday morning, sees fitness enthusiasts gather for exercise classes from 11 a.m. to 12 p.m., followed by a group lunch date.

Participants are encouraged to dress comfortably, and bring their own yoga mat and water. Wellness in the Park is open to the public and free to attend.

The program is a collaboration between downtown Kemptville businesses Bodhi Tree Yoga Centre and Get Cronk'd Fitness Studio.

"It's been such a successful event all summer long," said Melanie Charlebois

from Bodhi Tree Yoga. "We're already looking forward to next year!"

Each week, the focus of the event alternates between yoga and cardio-based fitness.

Agreeing to be interviewed by a reporter requires a leap of faith and a level of courage regardless the topic. For the opioid addict loss of trust is among the most insidious aspects of their reality. Anyone who is a slave to fentanyl or other narcotics is cloaked in distrust: dealers only want your money; other addicts only want your drugs. Paranoia, hostility, and alienation become standard.

Add to this the general public's stigma surrounding the recently proclaimed opioid crisis. (One study says 10 people die from illicit drug overdoses every day in Canada.) It is a moral failing, the logical extreme of hedonistic pursuit. Many look away rather than rudely express their belief: 'You have nobody to blame but yourself.'

I've produced a few stories on the topic lately, ever since OPP announced five Arnprior overdoses in a period. It shocked a few into action. A business owner kindly organized an overdose-prevention workshop.

A survivor bravely shared their story with me. Several shared their concerns about family members or simply their fellow residents. Most of those conversations couldn't be "used" in stories. The information was provided as deep background (meaning they pro-

vided facts that I would need to independently verify) or off record.

After two decades in journalism, my adherence to J-school training has diminished. Yes, off record only applies when the reporter agrees. And the reason for going off record must be compelling; I'm not on the punch-clock to engage in gossip. Still - a reporter (often a stranger to sources) is a sounding board or a cathartic outlet.

It helps them, but also helps to educate the reporter - a person uniquely positioned to reach large audiences.

I've learned and shared with our readers much about the opioid crisis. The vast majority of addicts, for instance, harbour some deep-seeded trauma. Sexual violence and abuse during childhood are common causes. There can be a genetic component to addiction. Hence the 'nobody to blame but yourself' is demonstrably wrong. Add in societal influences such as advertising, along with pain-killer addiction caused by hard manual work (a Marxist would have much to say about the brutalities of capitalism). In the Ford government's first budget, we announced an investment of $700 million more in education for next year than the previous government committed to for this school year.

Our government has increased funding to the Upper Canada District School Board this year, with over $342 million to be provided to help students get the crucial support they need

I am proud to stand with Minister of Municipal Affairs and Housing Steve Clark as the government more than doubled mental health funding, and has increased funding for our students with special needs to the highest levels for French-language programming and for transportation.

Our overall mission is student achievement - it must be the top priority for our school boards and communities. Students should not have to suffer because of poor administrative decisions by school boards.

While school boards make their own decisions on staffing, class offerings and resource allocation,

we do expect them to put the urgent needs of students first. That includes mental health supports in the classroom.

We are consistently making improvements to ensure student achievement is the priority and focus of all we do. Our government is building on our plan - Education that Works for You - by introducing new measures that will help our students be leaders in the modern economy and gain the skills they need to find good jobs right here in Ontario.

it's actually fascinating to see them unplugged and discovering fun on their own, completely unfettered by a screen. Outside of sports, it seems the only time we really see kids using their imagination to have fun is when they are somewhere that Wi-Fi may not be readily accessible.

I realize it isn't just young people who are seemingly preoccupied with screens these days. I stare at a screen all day at work, so I have to make a conscious effort to reduce my screen time when I get home. When I feel I have had my fill of social media for the day, I pick up a ball and throw it for the dog or sit down on the couch with a good book - the real kind, with actual paper pages.

A few weeks ago I left my phone at work and was without it all weekend at the cottage. I read books and floated around the lake, enjoying a kind of mental clarity that comes from meditation and being in nature. I wouldn't say that I am addicted to social media, but I do use it quite a bit. I think of it as my downtime, flipping through videos for entertainment, reading news articles to keep me up-to-date on current affairs. But I have learned to put my phone on 'Do Not Disturb' and log out of my social media accounts for the bulk of the day, to avoid falling into the rabbit hole.

Because sometimes living your best life involves living a low-tech life.

The other day I saw something that made me travel back in my mind to a simpler time. I was driving down a residential street in a quiet Ottawa neighbourhood when something caught my eye.

Just as I pulled up to a stoplight, two young girls sprang to action on their front lawn next to the intersection. They leaped like gazelles, twerked and twisted and tapped and jumped to the music that was blaring from a cordless speaker on their front step.

They were performing for passersby, and having the time of their lives. Their driving audience honked encouragement before continuing through traffic.

I was one of those girls, approximately 40 years ago.

My dance troupe was made up of my sister and the kids next door when we lived on George Street in Kemptville. We put on front yard 'shows' for passing cars back in the 1970s. We thought our choreography was pretty advanced, and I guess we convinced a few of our teachers too, because by Grade 6 we were leading the school through morning exercises to "Heart of Glass"

by Blondie. In the days before cable TV I remember working to choreograph even more intricate 'dancercise' routines at my friend Stephanie's house in Merrickville. That must have been in the days before boys as well. I don't recall ever

having an audience other than our parents, however; they were subjected to regular performances.

In elementary school, life was about ABBA and Elvis on vinyl ("Don't Cry Daddy" made my sister cry, so I played it often as I could), a well-used library card (I read all 64 Nancy Drew books before Grade 5) and games of Kick the Can as the sun set and the street lights came on. We didn't have video games or electronics, but I don't recall ever being bored. Today's parent has quite a challenge on their hands balancing the introduction to electronics that is essential to success in the modern world with controlling screen time so that it doesn't affect their child's vision, overstimulate their brain and stifle their blooming imagination.

When I was a stay-athome mom raising three kids of my own, I didn't have the money for electronics, but the girls didn't seem to be very interested in them anyway. After dinner most nights, I turned the music up and switched the lights on in the living room so my little trio of dancers could see their reflections in the big picture window. We boogied and waltzed to our eclectic CD collection, probably entertaining our own local traffic in the process.

I remember a neighbour saying that her son was addicted to video games. That same parent years later informed me that their son's penchant for video games had helped him to develop heightened reflexes, leading to a career as an air traffic controller.

Today's kids are so tuned in and switched on,

McLEISH, June It is with profound sadness that we announce the peaceful passing of our wife, mother, grandmother and friend, June McLeish, aged 66, on August 6, 2019, due to cancer. In her final days she was surrounded by family and music just as she wished.

She was born July 8, 1953 in St John, NB, and was lovingly chosen by Mary (D) and Omar Kumm (D) to be their child. She had a zest for life and welcomed everyone into her home regardless of race, monetary status, age or sexual preference. She believed in seeing the truth and beauty in all people. She is survived by her loving husband of 22 years, Ian McLeish, her daughters Lana Spicer (Craig), Valerie Beale (Fraser).

Eila McLeish, her sons, Christopher Gibson, Wyatt Boucher, and Wilson McLeish. She is also survived by her numerous grandchildren Amber (Dan), Samantha (Mike), Ayden, Maia, Ryan and Tyler and by her great grandchildren Benjamin and Riley. She was the matriarch of our family, a source of constant joy and light, gracing every room she entered with her beautiful and infectious smile. June was a person who gave back to the community and always tried to be the champion of those that were in the most need.

She loved animals with a passion, especially cats and her home was always a haven for them. Ulysses, Duffy, Alice and Gizmo will miss her deeply. PALMER, John Gray November 6, 1921 - August 7, 2019 After living a full, rich life Gray Palmer (son of the late Mabel and Jack Palmer) quietly slipped away at the GWM Hospital in Perth. His 97 years began and finished at his dearly loved Christie Lake. He had called Mont Jolie Quebec his home during WWII. Irene and Gray resided in Perth to raise their family until retirement led them once more back to Christie Lake.

Gray was predeceased by his wife Irene (Poole), his brother Elwood (in his 100th year) and his oldest son Robert. Left to carry on the Palmer tradition are; his daughter-in-law Dawn (late Bob), son Doug and his wife Judy, his grandsons: Shaun (Christine), Cory (Nicole) Derek (Laura) and his great-grandchildren, Amelia, Olivia and Ellie. Gray will also be dearly missed by his stepchildren: Lorna and Wayne and their families, many nieces, nephews and cherished friends. We will forever remember Gray’s quick wit, excellent memory, his carpentry skills and his ability to entertain others with colourful stories of “days gone by”. Gray enlightened many as he regaled tales and actions of early days at Christie Lake. Our family deeply appreciates the efforts of so many who helped Gray fulfill his last wish of living at the lake up until his last few days. As his challenges became greater many agencies offered love, support and compassion to Gray and his family.

McTAVISH, Dixie Lee 1957 - 2019 With heavy hearts and deep sorrow we announce the death of Dixie McTavish. She was the outstanding and loving mother of Andrew (Kelly) James and Leah (Shawn Kuruneru) James, wife of Kevin James (1978-2010), and proud grandmother of Lydia, Maren, Ruth, and Edison James. The cherished daughter of Ruth and Bob McTavish, and beloved sister of Art and Steve McTavish.

Dixie passed away peacefully on Wednesday, August 7, 2019 at Kingston General Hospital with her family by her side. She will be remembered for her generous heart, her kind, gentle spirit, and positive and cheery attitude. She taught us to enjoy the small things in life and to always see the best in every situation, person, and place. Her curious spirit lead her to earn a BA from Queens University and a Bachelor of Education from University of Ottawa. She held careers as a florist, a business owner and partner, and in recent years, an educational assistant with the Upper Canada District School Board. Dixie will be remembered as a creative and energetic soul. She was an avid drawer, gardener, and in her younger years, a painter. Her family will treasure the paintings and drawings that she has left with us from years past. She will also be remembered as a loving mother. Her commitment to her children was profound. It was certainly remembered over the past months when Dixie needed her children’s attention and care. This lesson in love will not be forgotten.

SPRUNT, James Ormer October 4, 1949 - August 7, 2019 The HMS “Jimmy” has made its final voyage and has arrived on Heaven’s shores on Wednesday, August 7, 2019 from the Rosamond Wing of the Almonte General Hospital. “Captain Jimmy” was born in Bryn Mawr, Pennsylvania on October 4, 1949 to Ernest B. and Anna (Young) Sprunt.

He leaves behind his sister, Mary Lou Chamberlain (Paul), Will Sprunt (Wendy), and Doug Sprunt (Linda) as well as his sister-in-law, Marlene Sprunt. Also, mourning his passing are his 10 nieces and nephews and their spouses as well as several great-nieces and nephews. Crew mates Bill Seabrooke, Rob Milne, Jeff Cameron, and the team at Jericho Road. As per Jimmy’s wishes, cremation has taken place. A family get-together to celebrate his life will take place at a later date. MOORE, Berneice Eleanor Berneice Eleanor Moore (nee Reed) passed away peacefully surrounded by family on Wednesday, August 14 at her home In South Elmsley, Ontario at the age of 87. She was born February 28, 1932 to Mary Ann and Alan (Bud) Reed and spent her early life on the family farm outside of Elrose, Saskatchewan. A survivor of polio in her youth she never let adversity get her down. Following a brief stint at secretarial school she joined the Canadian Air Force where she met and married the love of her life Cecil Moore. Together they spent 66 years of adventures together variously joined by their five children, dogs, cats, canaries and sundry other participants as they crisscrossed the country as part of their military life together. The pair eventually settled down in Yorkton Saskatchewan until retirement brought them east to their dream home outside of Lombardy Ontario where they spent another 25 happy years together.

Never shy to make her opinion known, Berneice loved her family, gardening, spending time exploring the land surrounding their property and in her later years she could be seen eagerly zipping about in her Gator on B6. Pre-deceased by Cecil in 2015, she now goes to join him for their next adventure together.

She will be missed by her family, daughters, Mary, Donna and Susan, sons Russell and David, as well as her 13 grandchildren and 11 greatgrandchildren. She is survived by her sister Frances Hanson and multiple nieces and nephews. A ceremony will be held at Lannin Funeral Home, 32 Main Street, Smith Falls Ontario at 11:00 a.m. Tuesday, August 20 followed by interment immediately after at Lombardy Cemetery located just off Highway 15 and Rideau Ferry Road. All are welcome to join the family for a reception to celebrate her life and legacy to be held at her home at 118 Otter Lake Road following the proceedings.

He was predeceased by his first wife Gaye “Raycroft” Wickware. He was predeceased by his parents Desmond and Aili, and his brother Dennis Michael of Timmins, ON. Barry worked in Human Resources, Brockville, then Southwestern Regional Centre before moving to Rideau Regional Centre. He retired from there and worked at Ongwanada, Kingston for several years. He was an active Mason, Shriner, and Keystone Cop as well as an active member of the Eastern Star. He was on several boards at Trinity United Church in Smiths Falls, he enjoyed golfing with his buddies.

He will be sadly missed by all his family and his many friends.

CATON, Richard James “Rick” December 2, 1951 - August 5, 2019 It is with much sadness that we announce the passing of Rick Caton in the Perth hospital. Rick passed away peacefully on August 5, 2019 after a courageous struggle with brain cancer.

Rick was the dearly loved husband of Pamela Grant and father to Kristina Russell (John Richard) and Janna Holmes (Andrew). Proud grandfather of Jack and Max Holmes. Loving brother of Lori McIntee (Gonzalo Bustos) and brother-in-law of Gordon Grant (the late Maryke McCarron). Loving uncle of Kate McIntee (Steve Cote) and Kerry McIntee (Amy). Fondly remembered by Gail Caton. Predeceased by his parents James Edgar Caton and Phyllis Marjorie Caton (nee Parkes). Born in Port Dalhousie, Ontario, Rick developed a love of all nature, and especially of birdlife, at a young age. He pursued this interest by working as a naturalist in his younger years, and eventually taking up bird carving. His personal knowledge of his subjects allowed him to capture the attitude and stature of each of the birds he carved. He was also a talented musician; Rick played the guitar and sang, in bands, in bars, and around the campfire. Witty and charming, he enjoyed life to the fullest. Family and friends will gather at the Blair & Son Funeral Home, 15 Gore St. W., Perth on Sunday, August 11, 2019 for a service to honour his life at 11:00 a.m. followed by a reception in the Blair & Son Family Centre. Following the reception, all are invited for a Celebration of His Life at the family home on Mary Street. The family extends thanks to all those who helped to brighten Rick’s days as he faced health challenges, including Bill Gibson, Bob Reid, PSW Mike Thomas, nurse Leslie Richmond, Dr. Taylor Ferrier, the nurses on the second floor of the PSFDH, and others. We are grateful for the wonderful compassionate support offered in our community, both on an individual level and through our healthcare system. She is also predeceased by her daughter Carmen, as well as her brother Lloyd.
