North Grenville continues to get good value for its money, the South Nation Conservation Authority informed council during a March 9 presentation. Following remarks from SNCA Chair Doug Thompson during which he took time “to acknowledge the fine staff you have here,” Bill Smirle, past chair, explained it is important to form partnerships with municipalities and work with them, for the betterment of watersheds. “We always strive to work with municipalities, not tell them what to do, in order to resolve issues,” said Smirle. “We are focused on developing trust.” He explained the SNCA was started in 1947 and is the only conservation authority, out of 36, to be increasing its service area. “People believe our programs are worthwhile,” said Smirle. For the last three or four years, every department within the SNCA has been setting up work plans and budgets. “Our budget for 2015 is $7,613,714,” said Smirle. “Our revenue (from municipal levy), which is 42 per cent of our budget, is $3,193,650.
The other 58 per cent of our revenue, a total of $4,420,063, comes from self generated revenue and grants.” He explained the SNCA is constantly looking for grant money and private donations, to provide more worthwhile programming to the municipalities it serves. “We own 11,400 acres of land and 15 day-use parks for public recreation and river access,” said Smirle. The SNCA has many key program deliverables for forestry in 2015, including planting 120,000 trees for 40 landowners, delivering woodlot management advice to 80 landowners and the sustainable management of 13,000 hectares (32,500 acres) of county forests. In terms of water, the SNCA will monitor water levels for flood forecasting and drought programs, work with volunteers to restore 50 kilometers of streams, deliver $225,000 in grants for clean water projects and produce the Adapting to Extreme Weather Events, Subwatershed Report Cards. This year will also be busy for fisheries, with the SNCA planning to monitor fisheries at
60 sites, implement fish habitat compensation projects, floodplain mapping for the City of Ottawa and eel and turtle habitat enhancement projects. “We also plan on adding 10 kilometers of recreational trails,” said Smirle. “We also issue about 150 hunting and trapping permits annually.” He said the SNCA maintains seven dams, grooms between 12 and 15 kilometers of recreational trail and conducts environmental planning and approvals. “We also hold a number of educational events and are the largest employer of summer students. Currently, we are interviewing for 15 summer positions.” He explained 80 per cent the SNCA 2015 levy budget comes from the City of Ottawa. The remaining 20 per cent of the levy budget comes from the 15 other municipalities served by the SNCA. “The municipal levy for the City of Ottawa is $2,809,441,” said Smirle. “The levy for North Grenville is $39,944.” Four members of the SNCA are residents of North Grenville.
