Marwood plays the long game K ent-based streetlighting specialist Marwood Electrical Company has taken delivery of an extra-long wheelbase 18-tonne New Actros that marks the first Euro 6 vehicle to join the fleet.

The New Actros 1824L arrived via Sittingbourne dealer Sparshatts of Kent and has an aerodynamic StreamSpace sleeper cab and rear air suspension. It is powered by a 240 bhp engine driving through an eightspeed PowerShift automated transmission.

Operators looking to buy an 18-tonne New Actros can choose from 11 wheelbase lengths – and Marwood specified its latest truck with the longest of these – 6700 mm – to allow fitment of a 29 ft box by Kira (UK), of Chelmsford, Essex.

Marwood Electrical’s chassis have previously required extension to accommodate these high-volume bodies because the longest wheelbase option available on either the outgoing Actros or Axor 18-tonners was 6300 mm.

“The new, longer wheelbase suits us admirably,” said Tony Walker, warehouse & distribution manager at Marwood Electrical, which has a second, identical vehicle on order as well as a 7.5-tonne Atego. “We can now fit our big box body without having to extend the chassis, as we’ve done in the past.”

Founded in 1958, the company carries street lighting systems and consumables, as well as offering distribution, design, advertising and recycling solutions. Its boxbodied trucks make multi-drop deliveries to local authorities and contractors nationwide.

Skip firm MD disqualified over safety

he director of a Sheffield skip hire firm has been disqualified from operating vehicles after his business was reported for serious safety failings.

Traffic commissioner Kevin Rooney said Stephen Curran’s company, Rother Skip Hire Ltd, had lacked even the most basic vehicle maintenance procedures at the conclusion of a public inquiry in Leeds.

The Northeast haulage industry regulator also revoked a licence held in the name of Rother Skip Hire Ltd with immediate effect.

During the inquiry, which Curran failed to attend, Rooney heard a vehicle was found with a safety critical defect, routine safety inspections had not been done on time and drivers were not carrying out daily defect checks on vehicles.

A vehicle examiner from the Driver and Vehicle Standards Agency (DVSA) said the person responsible for vehicle maintenance had no understanding of how to run a transport company’s maintenance system.

When one of the firm’s vehicles was stopped in July 2013, a DVSA officer found

three out of 10 wheel nuts were loose, along with other defects. He reported the washers and nuts could be turned by hand and that the wheel nut markers fitted were splayed, clearly indicating the nuts were loose.

After interviewing the driver, the examiner concluded the company had no procedures in place for drivers to check vehicles before using them and employees had not been told how to do this. In addition, the firm had a 100 per cent annual test failure rate in the last two years, with one vehicle failing on three brake items in December 2012.

“Given the condition in which vehicles were operated and the lack of even the most basic maintenance systems, and without contrary evidence from Mr Curran, I am forced to find that he is not fit to hold a goods vehicle’s operators licence.

“I am further concerned that he may seek to re-enter the industry without having reestablished that fitness, so I am disqualifying him from applying for or holding an operator’s licence in any traffic area until he has appeared before a traffic commissioner.”

enrith Truckstop is celebrating its 10th year of business under the ownership of Allan Jenkinson, which has seen the establishment enjoy a new lease of life after a generous investment aimed at improving its facilities.

The truck stop was first built approximately 33 years ago, and over time it has been owned

by Shell, BP and Nightowl. But in 2004, the establishment was taken over by Jenkinson (owner of AW Jenkinson Forest Products) and, according to the truck stop’s manager, Dorothy Blyth, they have never looked back.

“Allan had the whole of the building renovated and we’re now in great shape,” Blyth said. “Our showers are now notorious, but in a good way – unfortunately, once the drivers go in to them, they are reluctant to come out!”

Penrith Truckstop marked its 10th anniversary of Jenkinson ownership on February 8 – and the staff decided to celebrate in style.

the building, and our local stationers provided us with a huge card which every member of staff was able to sign,” Blyth said. “I then had the problem of getting Allan here, as he is extremely busy – but his PA arranged it for us. It was a total surprise to him and he was almost speechless!

“We then presented him with his card and a giant cake with a picture of the truck stop on the top – which was made by our chef.”

CILT EXAMINES FUTURE OF UK FREIGHT

oods vehicle taxation in the UK should be replaced by a lorry-user charging system based on road occupancy, according to a major new report from the Chartered Institute of Logistics and Transport (CILT).

Billed as the first of a series of reports examining the future of the UK’s transport infrastructure, CILT’s UK Freight Planning to 2035 publication was commissioned to examine the challenges facing the future growth of Britain’s logistics capability.

The report was drawn up by a team of senior transport and supply chain professionals, and makes the case that the importance of the UK’s freight infrastructure is of such magnitude that it requires strategic national direction.

Alongside the suggestion that truck taxation should be scrapped in favour of an alternative charging system, the report proposed that planning for urban hubs should be made a priority under the national guidelines, and local authorities should be given powers to purchase land and determine its use

for such schemes. This, said CILT, would provide necessary consolidation and relieve congestion in UK cities and major towns.

It also suggested all major distribution parks should be planned with a presumption of rail connection and suitable sites identified nationally and facilitated by local authorities.

The purpose of this would be to bring down the high cost of development and make a more effective market where national need is balanced with local interests.

“The UK is already congested and we cannot rely on market-driven solutions alone – we need direct policy input to facilitate engagement,” said CILT chief executive, Steve Agg. “This is about giving industry the confidence to invest to serve supply chains and meet the needs of local communities and national interests.”

The report concluded by saying that adopting such measures will form an integrated policy that will in turn drive investment and growth and ensure the UK’s economy has the infrastructure it needs moving towards 2035 and beyond.

The new Mercedes-Benz Actros premium long-haul tractor unit range was the star attraction for some of the North-West’s leading road transport operators, at a launch event staged by leading dealer Enza.

Held at the Oulton Park race circuit in Cheshire, the event gave invited guests their first chance to put the vehicle through its paces on UK roads.

New Actros is the ultimate premium truck for longdistance transport. From the outset, designers and engineers were determined to provide the best possible comfort, driving dynamics, safety, productivity and operating economy, as well as a sweeping range of cab sizes, engine ratings and options, allowing customers to tailor vehicles perfectly for any application.

The current Actros holds the Guinness World Record for fuel economy at 40 tonnes gvw, but road tests have shown the new model is seven per cent more frugal when specified to meet Euro 5 emissions regulations, while the ultra-clean Euro 6 version shows a four per cent improvement.

The 81 guests took turns to head out on a 17-mile test drive, carefully chosen to simulate a variety of typical driving conditions. Each of the four demonstrator trucks provided for the event made 10 journeys - a total of almost 700 miles covered on the day.

On each trip, the mpg figure achieved was recorded and at the end of the day the winner was Craig Stewart, logistics manager at Widnes-based Ray Stewart Haulage, who averaged an impressive 11.4 mpg in the 510 bhp V8-powered Actros 2551, and 11.8 mpg in the 450 bhp Actros 2545 model. Between journeys, guests also enjoyed ‘hot laps’ of the Oulton Park circuit in two-seater racing cars piloted by professional drivers.

he Metropolitan Police Service has taken delivery of a new MAN TGX 26.480 6x2 tractor unit to spearhead its Exchanging Places cycle safety and awareness campaign.

At a series of events across London, the truck, conspicuous in its full Met Police livery, will be used to demonstrate to cyclists the unique challenges that face truck drivers operating in the capital.

“We are extremely grateful to MAN and Transport for London for helping us acquire this superb new vehicle,” said Exchanging Places campaign leader, Sergeant Simon Castle. “Its sole purpose is to help us promote safer cycling, particularly when sharing the road with trucks – it’s all about truck awareness!

“We hope the eye-catching Met Police livery will attract the attention of even more Londoners to our Exchanging Places event, and allow us to show precisely the difficulties truck drivers face from their elevated – and isolated – position in the cab.”

Trucks are implicated in the majority of fatalities and serious accidents involving cyclists in London. While just five per cent of all traffic in London is made up of heavy commercial vehicles, over 50 per cent of fatalities involve those same trucks.

The HSE investigation found Plasmor had failed to carry out a risk assessment for the work and should have made sure vehicles were kept a safe distance apart. The person who directed the drivers onto the site had also not received suitable training.

Plasmor (Halton) Ltd, of Wormersley Road in Knottingley, was fined £100,000 and ordered to pay prosecution costs of £28,634 after pleading guilty to a breach of the Health and Safety at Work etc Act 1974.

Speaking after the hearing, HSE inspector Jane Carroll said: “Mr Astley sadly lost his life because Plasmor hadn’t considered the risks facing drivers who arrived on the site.

“The company should have known there was a danger of tipper trucks overturning, and created exclusion zones to minimise the risk of anyone being injured. Instead, two drivers were allowed to empty their trailers next to each other.

“Plasmor has since changed its procedures so staff are properly trained and tipper trucks are kept at least 20 metres apart. If this system had been in place at the time of the incident then Mr Astley’s death could have been avoided.”

Ruttle reveals revamped FH

horley, Lancashire-based Ruttle Plant has updated the company’s livery to coincide with the arrival of a new Volvo FH tractor unit.

Supplied by Thomas Hardie Commercials, Preston, the new FH features a ‘high-visibility’ modern take on Ruttle Plant’s familiar and unique multi-colour paintwork.

“We designed the new livery to suit the lines of the new Volvo FH cab,” said Ruttle Plant director, Gareth Ruttle. “The company is working hard to build on the success of its heavy haulage business for operators outside the Ruttle Group of companies and the new livery helps raise the profile.”

The Globetrotter XL-cabbed 6x4 doubledrive FH is equipped with the D13C-540 engine and I-Shift automated transmission.

Although it usually operates at around 60 tonnes gcw, the truck is actually plated for CAT2 STGO operation at up to 80 tonnes GCW. “The higher plated weight allows for a degree of flexibility when transporting the wide variety of machines we move for outside customers,” Ruttle said.

A typical job would involve moving a 50-tonne machine, including bucket and attachments, to anywhere in the UK. The new FH stays coupled to a four-axle Faymonville trailer which features two self-tracking axles to aid manoeuvrability.

Ruttle designed its new livery to match the lines of its new FH kg, and annual mileage is expected to be in the region of 90,000 km. The new FH is also equipped with Volvo’s fuel-saving construction software package.

More individual touches include polished chrome trim strips to the cab grille and a roofmounted Kelsa light bar. Colour keyed mirrors and sun visor complete the look.

The new truck is the third Volvo to join the Ruttle Plant fleet in recent years. The others,

both ‘Classic’ FHs, are 500 and 540 bhp 6x2 tag-axle tractor units on ’61 and ’62 plates.

According to Ruttle, the performance of the first two trucks helped persuade the firm to purchase the new FH: “We liked the I-Shift, the fuel economy and the build quality of the Classic FHs,” he said. ”We’re very impressed with the new FH. It gives a smooth ride and pulls well, fully-laden, from a standing start, even in the wet.”

Marston’s drinks up to new Ts

ndependent brewing and pub retailing business Marston’s PLC has taken delivery of two of the UK’s first Euro 6 Renault trucks.

Supplied by Allports Truck Centre, the two Range T 440.26 6x2 TML E6 tractor units are additions to the Marston’s 23-strong primary fleet based in Burton-on-Trent, reflecting growth in the brewery’s off-trade business.

The Range Ts, which went on the road in early December, operate 24/7, transporting Marston’s full range of premium cask and bottled ales to its depots and to supermarkets across the UK, pulling one of the company’s five bulk tankers, five double-deck trailers or 60 curtainside trailers.

“This is an exciting moment for Renault Trucks and we are delighted to see some of the UK’s first Range Ts in Marston’s striking livery,” said Renault Trucks UK managing

Marston’s new Range Ts were delivered in December 2013 director, Gino Costa. “I am sure the Range Ts will meet Marston’s highest expectations.”

As well as Marston’s own portfolio of beer brands, the Burton-on-Trent brewery also undertakes contract packaging and distribution for other breweries and the primary fleet carries out consolidated deliveries to supermarkets.

“Historically we have run Scania and Volvo, but took the decision to purchase a couple of Renault Premiums in 2011 – and they have proved a success compared to our other brands, not just in terms of mpg, but crucially, for our round-the-clock operation, they are reliable on the road with very little downtime,” said Chris Evans, Marston’s head of group logistics.

“The consistent performance of the Premiums gave us the confidence to make our first Euro 6 purchases the Renault Range Ts.” Driver acceptance is also important for the firm: “Positive feedback from our driver who attended the Renault ride and drive event in October 2013, plus the good relationship we have with our local dealer, Allports, also helped our purchase decision,” Evans concluded.

Crack down on illegal diesel

K and Ireland governments are set to bring in a new product to mark rebated fuels, including ‘red diesel’, in an effort to reduce illegal fuel laundering.

HM Revenue and Customs (HMRC) and the Irish Revenue Commissioners said the marker will help tackle the criminal market in off-road diesel, marked with a red dye in the UK and green in Ireland, and also kerosene primarily used for heating oil. Excise duty on rebated diesel is charged at a lower rate than standard fuel duty.

Launderers primarily target red or green diesel, filtering it through chemicals or acids to remove the government marker. The chemicals and acids remain in the fuel and damage fuel pumps in diesel vehicles.

“Using illicit fuel is not a victimless crime; it robs the government of tax revenue used to fund vital public services, and puts those businesses that follow the rules at a commercial disadvantage.

“It also has a severe environmental impact, with considerable clean-up costs for local councils,” Morgan added.

I’m a lady trucker and part of a group called Mothertruckers, which is a club for female truck drivers. At moment, there are 300 of us alone in this group and there are many more lady drivers out there – but we face a massive problem: there are very few showers for ladies. There are few communal ones we can share with the

men, and we often end up having to beg to use the men’s shower – but it’s about time we stand up to companies and get this sorted out.

We don’t just want it sorted for us, as we’d like to see better facilities in general for the men out on the roads.

All we’re asking for is clean toilets for

men and women, and make sure they have locks on them (many I’ve seen are broken), and also adding to our safety when we need a shower. We are not asking for special treatment; just at least one shower in the ladies’ or communal showers.

And no longer will the operator have to wait for the disc to arrive by post so they can put it in the vehicle before letting it go out on the road and then obtain and return or destroy the disc of vehicle they had taken off their licence. No doubt the VOSA saving can be ploughed back into more enforcement activity, which is a better use of resource.

If VOSA are to invest in a refresh of its Licence IT systems in the near future, it will also save on the time, effort and cost of trying to write a system for printing these discs. The headaches, heartache and cost which developers and testers suffered when trying to resolve these printing processes for the current system were something I think no one would want to encounter again, if they could avoid it.

I accept there may still be a need to continue with the disc for the PSV for the time being, but the complexity of production of these discs is far less.

So the sooner the better we rid the industry of this now obsolete way of showing that a goods vehicle is properly licensed.

NIGHT WORK If a driver opts out of the EU rules for night driving, why is it that these big logistics companies seem to think they can just opt back to the WTD? And why does VOSA allow them to get away with it?

I recently worked for a company via an agency. I worked four consecutive 12-hour shifts, and on my fifth shift I was asked to do the same shift, but start after only nine hours off. This practice is OK for day drivers, but not for night drivers.

I refused. I asked how I would average my 48-hour week, and I was told a review of my hours would be taken later on in the month and if necessary I would take up to four days of rest to bring me in line with the EU ruling.

That is like admitting you’re illegal for three weeks in the month, and your driver has been driving on our roads suffering from fatigue – but when he comes back he can do it all over again.

It’s my guess the EU doesn’t know VOSA allows this, or else why would they include it in its ruling?

The 24-hour period is very important and should not be confused with 10 hours’ night work per day. This prevents a worker starting slightly earlier on the following day, unless they did less than 10 hours’ work on the previous day.

A simple way to say this is: The number of hours over worked must be compensated at the next shift start time, bringing you back to 10 hours in any 24 hours.

It’s simple: these big logistic companies are breaking EU laws.

up to 15 hours per night. But I can’t do consecutive 12-hour shifts starting at the same start time. And to think they wanted me to start after only nine hours off!

I tried to tell the traffic clerk his company was breaking the law, but as usual they quoted the WTD, not the EU rules.

DIWALI DELIGHT Must admit I’m not a trucker, nor do I have anything to do with the haulage industry – but I took a photo recently of a lorry decorated for the Diwali celebrations in India.

How the driver could see out of the windscreen, I just don’t know!

The owner-driver of the truck came running over when he saw me taking the first picture, and is obviously very proud and protective of his lorry and was happy for me to take some shots of it.

Indian trucks are always hand-painted with the most amazing pictures of peacocks, flowers and birds etc, and often have tinsel and pompoms attached to the wing mirrors. Many have a chilli and/or lime dangling from the front bumper to ensure a safe journey (although the sight of overturned trucks on the highways is common).

The vast majority of lorries in India are in a dangerous and pitiful state, with bald tyres, and it’s not unusual to see radiators, bumpers and doors tied on with string. But this one is obviously quite new!

The Diwali festival is celebrated across India and is a cross between our bonfire night, Christmas and New Year, with presents and special sweets called ‘mithai’ being exchanged. It is also known as the Festival of Lights, as small lamps called ‘divas’ are put in windows and outside doors.

The lorry was parked outside a factory on the outskirts of a village called Wagholi, which is about 12 km from the city of Pune in the state of Maharashtra in India.

TRUCK MARKET BOOM IS ‘GROSS DISTORTION’

Italian manufacturer Iveco gained share of the tractor unit market in 2013

T

he number of trucks registered during 2013 has led to a gross distortion in the market, far outweighing even the predictions of the Society of Motor Manufacturers and Traders (SMMT), according to Iveco UK’s managing director Claudio Zanframundo.

Speaking at the Italian manufacturer’s annual State of the Nation press conference, Zanframundo described the market in 2013 as “extraordinary”, with a Q4 93 per cent boost in registrations across the industry

accounting for some 10,500 vehicles extra – including a staggering 1000 truck registrations in a single day (December 18, 2013).

But far from the spike in registrations being an indicator of economic prosperity or increased consumer demand, Zanframundo put the rise largely down to the impact of Euro 6 emissions legislation, meaning any Euro 5 vehicles built after October 1, 2013 had to be registered before year end, and were not eligible for derogation. Registrations in October

were up 32 per cent, November up 39 per cent and December leapt a massive 217 per cent.

“2013 commercial vehicle registrations are evidence of just how distorted demand can get when factors outside the norm come into play,” said Zanframundo. “This has to be something for legislators to take note of.

“The effects of legislation and the demand it inevitably creates can be bad for an industry.

It can lead to instability – and that’s bad for investment, bad for planning and the last thing you need in a recovering economy.”

Despite the distortion, Zanframundo described Iveco as having had “a good year overall”. The marque saw a significant 31.3 per cent increase at 7.5 tonnes, despite the market only rising 18.9 per cent – boosting Iveco share from 15.6 per cent to 17.2 per cent. Its share of the 10-12-tonne market rose 21.1 per cent in a sector up 6.4 per cent, boosting Iveco share to 13 per cent. At 13-15 tonnes, Iveco more than trebled volumes, attaining 18.5 per cent share.

And at 18 tonnes, where the market went up 17.2 per cent, Iveco went up 18.4 per cent.

Finally, in the important three-axle tractor market, Iveco saw a rise of 42 per cent, in a sector up 31.9 per cent overall.

Looking at the year ahead, Zanframundo’s outlook was cautious: “The volume of quarterfour registrations last year confirms a massive pull-forward of purchasing across the industry – unlike anything we have seen before,” he said.

“Trucks that would normally have been ordered this year have already been built and delivered, and that is going to result in reduced order entry in quarter one because operators have already taken Euro 5 vehicles instead.”

NEW SCHEME TO RAISE AGENCY STANDARDS

river recruitment agencies are helping to pioneer a new accreditation scheme to raise standards within the transport and distribution industry.

A total of 12 agencies worked in partnership with the Freight Transport Association (FTA) to help develop The Driver Agency Accreditation Scheme, which recognises excellence within the sector.

Each agency was presented with its own Certificate of Accreditation during a special launch ceremony held at the Institution of Civil Engineers in London on February 6, attended by transport minister Robert Goodwill MP. Drivers Direct, which has 17 centres across the UK, is among 12 agencies that helped set up the scheme – and is also one of the first to receive the accreditation mark.

“It is a huge honour to have worked with the FTA to help develop its first ever accreditation scheme for driver recruitment,” said Drivers Direct MD, Gethin Roberts. “The accreditation

has taken three years to create and sets out to recognise driver recruitment agencies that operate within the highest standards, giving welcome reassurance to transport companies and any businesses needing to engage drivers.”

The accreditation scheme is voluntary and open to all agencies wishing to apply for recognition. The scheme’s Governance Group, made up of the founding driver agencies, will consider applications on a range of areas

including insurance, data protection, service quality, driver training, compliance, health and safety, driver hours, customer feedback and complaints procedures.

The Governance Group is accountable to a Standards Committee made up of vehicle operators. The Standards Committee is the guardian of the accreditation standards and also acts as an appeals body for decisions made by the Governance Group in relation to membership or complaints.

Senior traffic commissioner Beverley Bell said: “Driver agencies provide a vital service to the commercial vehicle industry, but the standards of service currently provided vary tremendously.

“I am encouraged by the new FTA initiative to set up an accreditation scheme that will not only promote, but also monitor high standards of service, thereby enabling operators to ensure their operator licence compliance is not compromised in any way.”

overntry-based metal products manufacturer HTA Group has won a year’s free use of a 7.5-tonne FUSO Canter truck in a national prize draw staged

by Mercedes-Benz.

Hundreds of commercial vehicle operators taking Canter test drives at dealerships nationwide were automatically entered in the draw.

“This is great news,” said group finance director Mark Vale. “Neither I, nor our managing director Adam Thomas, has ever won anything before – apart from new business, of course.

“We were considering a Canter anyway, which is why we took the test drive. So to win the use of a brand-new vehicle for a full year

cottish family-run haulage firm Robert Burns Ltd has ordered six Vector 1950 MT (multi-temperature) systems from Carrier Transicold UK to help transport cargoes of fresh meat and perishables.

According to the manufacturer, the new Vector offers a four per cent increase in refrigeration capacity which results in faster pull-down times and the ability to haul larger loads over long distances. Its condenser is smaller and lighter than the previous model, providing improved efficiency.

“We considered our options carefully before placing this latest order,” said fleet engineer, Andrew Burns. “We didn’t want to simply replace like for like. We haven’t specified a Carrier Transicold refrigeration unit for more than a decade, but we’ve recently had a lot of experience with Carrier systems on trailers we’ve hired. This was enough to convince us of the Vector unit’s impressive performance and reliability.”

The latest Vector 1950 MT units use

a microchannel condenser coil that contributes to reducing fuel consumption by approximately 10 per cent per watt delivered.

These coils enable a compact design that results in a 17 per cent reduction in the unit’s refrigerant charge.

The new units are equipped with E-Drive all-electric technology, which removes mechanical transmissions found in conventional belt-driven systems and transforms engine power into electricity through a generator. This power method ensures precise temperature control to within +/- 0.3 degrees C of the set point for maximum load protection.

“Our vehicles travel thousands of miles every week transporting fresh and frozen meat all over the UK. Maintaining temperature integrity is at the forefront of our minds, and our recent experience with the Vectorequipped trailers has been first class. We’re confident these new Carrier units will do the job for us,” Burns said.

MERC REVELS IN RECORD SALES

ercedes-Benz UK has reported a record-breaking year of best-ever registrations, according to recently released official figures.

The company’s commercial vehicles division broke through 9000 registrations for the first time in 2013, as 8468 Mercedes-Benz trucks were registered along with 1000 FUSO Canters.

The German manufacturer said taking into account the commercial vehicles used exclusively in off-highway situations, such as airfields, the numbers actually sold and entering service in 2013 are 8525 trucks and 1012 FUSO Canter – totalling 9537 units overall.

Success was spread across the weight and axle configuration range. Atego registrations were up 42.8 per cent to 2870 units, while Actros was up 63.5 per cent with 3598 trucks registered.

Split by chassis type, the company registered 4308 two-axle rigids; 1136 threeaxle rigids; 205 four-axle rigids; 903 two-axle tractor units; and 3726 three-axle tractors.

“Put simply, 2013 was, by any measure, the best year in the long history of MercedesBenz in the UK”, said Marcus Breitschwerdt, president and CEO of Mercedes-Benz UK. “To achieve one of these full year records would have been a good result, but for every business division to break all previous records is a truly

HGV diesel thieves sentenced T hree prolific thieves who stole large quantities of diesel from articulated lorries across Knutsford, Lymm, Northwich and Sandbach have been sent to prison following a five-day trial at Liverpool Crown Court.

The court was told there had been a spike in such offences in early 2013, particularly around the A50 between Mere and Lymm, and on the A556 between Tabley and Bowden. The incidents involved the thefts of 200 to 600 litres of diesel at a time from lorries while their drivers slept in the cab in lay-bys and service station car parks.

At 10 pm on Monday April 1, 2013, police initially arrested

Mihalache Covasa and Costel Durbaca, both originally from Romania, on suspicion of attempting to steal diesel from two trucks parked in a lay-by on the A556 at Bowden Interchange.

Both were bailed pending forensic enquiries.

At 1:25 am on Friday June 14, 2013, a passing police patrol disturbed Costel Durbaca and Tudorel Durbaca stealing diesel from a lorry at Sandbach M6 motorway services. Both made off, but Costel Durbaca was found hiding in long grass nearby and Tudorel Durbaca was detained following a foot chase through adjacent fields.

On Monday June 17, 2013, police re-arrested and charged Mihalache Covasa in relation to conspiring to steal from lorries.

Mihalache Covasa, 45, previously of Oldham Road, Newton Heath, Manchester was found guilty of conspiring to steal from heavy goods vehicles. He was sentenced to two years and

six months imprisonment. Tudorel Durbaca, 49, also of Oldham Road, Newton Heath, Manchester, received a similar sentence, while Costel Durbaca, 44, also of Oldham Road, Newton Heath, Manchester was sentenced to two years’ imprisonment.

According to the FTA, a lack of information could have major consequences for freight and logistics operators, who now need information and more details to plan for the event and the changes to deliveries and servicing patterns to customers the Games will bring.

Name change rules eased for LGV tests

T

he Driver and Vehicle Standards Agency (DVSA) has made it easier for instructors to make short-notice changes to lorry practical driving tests.

Instructors who are registered to use DVSA’s Online Business Service can now change the candidate’s name on tests up until 4 pm, one clear working day before the test.

Instructors previously had to give three working days’ notice to rename tests.

The change gives instructors more time to offer tests to another learner if the original candidate isn’t ready in time, reducing the risk of having to cancel the test and losing the test fee.

“The freight and logistics industry will play a huge part in helping to deliver the Glasgow Commonwealth Games,” said FTA’s head of policy for Scotland, Chris MacRae. “Planning is key to delivering essential food, drink and supplies not only to the event, but also to the residents and businesses of the city.

“In order to do so, preparation is vital – and we are asking Glasgow 2014 for important information to help operators plan ahead of the event.”

FTA had previously called to the organisers for “the need for information as early as possible” in September 2013. At that time, MacRae said: “The information doesn’t need to be perfect – the logistics industry can manage change; that’s what we do. But we can’t plan if we don’t have anything.

Top-power Volvo to make spring debut

olvo has confirmed it will launch its flagship the FH16 in Euro 6 configuration during spring 2014.

“We are proud to have succeeded in meeting the Euro 6 requirements while at the same time retaining the best driveability and performance on the market,” said Kristin Signert, long-haul segment manager at Volvo Trucks, adding that fuel consumption also remains highly competitive.

The new Euro 6 engine range comprises three output levels: 750 bhp (offering 3550 Nm of torque), 650 bhp (3150 Nm) and 550 bhp (2900 Nm). All three engines are mated to Volvo’s automated I-Shift transmission.

The 550 bhp version is also available in a variant with 2800 Nm for a manual gearbox.

Sales of the Volvo FH16 with Euro 6 engine will get under way in March 2014, with production scheduled for early June.

Work begins on new A1 truckstop

Construction work has started on the A1’s new £4.2 million truck stop

W

ork has started on a new £4.2 million truck stop development on the A1, commissioned by Exelby Services Ltd. The project includes constructing the truck stop along with services and a refuelling station on the motorway to meet the needs of HGVs and their drivers. It will also include 150 secure parking spaces.

Work began at Leeming, North Yorkshire in January 2014. Once completed, the new facility will create 15 new jobs in the local community.

Michael Exelby, chief executive of Exelby Services, said: “We have been working for over 10 years on this project. It has been a long

journey, but we are delighted and excited to have finally broken soil on the site.

“The new facility is vital for this stretch of the A1 motorway because over five service areas and over 200 HGV parking spaces have been lost due to the motorway upgrade. Our new filling station and truck stop provides top-of-the range facilities for HGV drivers, as well other motorists, in a modern and secure environment,” Exelby added.

The facility will include retail facilities, a branded food outlet and Costa Coffee. It will also provide diesel, petrol, AdBlue and gas oil.

Once the facility is completed, which is planned to be in September 2014, it will also be open to the general public.

T time for Seven Lincs

F

elixstowe-based container transport and logistics company Seven Lincs, part of Seven Group Ltd, has taken delivery of its first Renault trucks in what the French manufacturer is calling an important conquest deal.

Supplied by Renault Trucks Felixstowe, the three new Range T 460.25 6x2 TML E6 tractor units went on the road in early December, joining the Seven Lincs fleet of 50 DAF trucks.

Fuel economy is a key factor for Seven Lincs, and the company said it is taking advantage of Renault’s Fuel Eco package which includes Optifuel driver training.

“The new Range T is a real step up for Renault – a high-performance vehicle that’s very well equipped with the latest technology,” said Seven Lincs MD, Tim Forman. “It’s easy to drive with a gearbox that is a marked improvement on previous models. The ‘walk

round’ cab has been well received by our drivers who like its size, roominess and storage.

“As for fuel consumption, the trucks have turned in a pretty impressive performance in their first week, so we’re looking forward to seeing how low they can go once the drivers have had their Optifuel training and the trucks are fully run in.”

The three Range Ts operate out of Seven Lincs’ Felixstowe site on container haulage work across the UK, covering 1500 miles per week and are the first Euro 6 trucks to join the Seven Lincs fleet.

Volvo Trucks has lifted the lid on its all-new FH series of heavy trucks, designed with the driver in mind and a focus on fuel economy.

Details were scarce when we went to press ahead of the official launch on September 5, but the Swedish manufacturer told Truckstop News the new FHs will be available in both Euro 5 and 6 form, and pack a vast amount of upgrades and improvements.

Leading the charge for fuel efficiency is Volvoʼs new I-See function (Truckstop News, issue 301).

The system, which works alongside the I-Shift automated transmission, is claimed to cut consumption by five per cent by storing information about the route the truck drives along. “The next time the truck uses the same route, I-See operates the accelerator, gears and brakes to ensure progress is as economical as possible,” said Claes Nilsson, president, Volvo Truck Corporation.

An additional five per cent saving in fuel use is possible with Volvo Trucksʼ new Fuel Package. This package encompasses training and monthly assistance – Fuel Advice – and its aim is to cut fuel costs by changing driving styles and increasing knowledge of how to drive for maximum fuel-efficiency.

Also of benefit to drivers are improved seats and driving position, optimised to provide a better view of the road. This is aided by an increase in the cabʼs usable window area and an innovative slimmer rear-view mirror design.

Stalks and controls are arranged in priority so the most important ones are now closest to the driver, and the steering wheel now has a neck tilt function – another world-first in the truck world.

Safety is high on the agenda, An all-new cab structure features more upright A-pillars, which give the cab an additional 1 m3 of interior space.

This means an extra 300 litres (10.5 cu ft) of storage capacity, as well as greater comfort on board.“The cab is optimised both for work and leisure time,” Nilsson said. “A better bed, integrated parking cooler, new lighting and low noise levels among other features, all increase the chance of pleasant relaxation and a good nightʼs sleep, which in turn means drivers are less tired and more alert.”

Production of the Volvo FH will start in spring 2013 for the European market.

ichelin has selected the Commercial Vehicle Show 2014 to host an exclusive international preview of its new 385/65R22.5 X Multi T trailer tyre – which will be officially launched this summer.

The manufacturer said the 385/65 X Multi T, which is designed for national and regional operations, will offer improvements in longevity, grip and rolling resistance over the current XTE3 trailer tyre of the same size, which has been Michelin’s best-selling trailer fitment since its launch in 2007.

“Being able to display the new 385/65 X Multi T at the CV Show is a major coup as it’s the first time this tyre will have been exhibited anywhere in the world,” said Sharn Samra, Michelin’s head of truck marketing in the UK and Ireland. “It’s testament to the importance of the UK and Irish markets to Michelin.

Michelin said the 385/65 is the second most popular commercial vehicle tyre size sold domestically and accounts for approximately 16 per cent of the market.

“The XTE3 has been a strong performer for years, both as original equipment and as replacements; but the X Multi T will be a gamechanger in terms of trailer tyre performance,” Samra added.

Michelin’s presence at this year’s CV Show marks the first time the manufacturer has attended since 2011. It will have a comprehensive line-up of 10 different tyres

PILETEC PILES IN WITH FORWARD FLEET iletec, a specialist supplier of piling equipment to the construction industry, has taken delivery of its first ever Isuzu trucks as part plans to refresh its 7.5-tonne fleet.

The five new Isuzu Forward N75.190 rigids have been taken on a four-year contract-hire agreement.

Supplied by ITUK’s Warrington-based dealer, Warrington Vehicle Centre, all five new Isuzu vehicles are now in service with Piletec, operating out of the firm’s depots in Wigan, Milton Keynes and Harlow and all delivering piling equipment to numerous sites.

The company said it anticipates each vehicle will cover in excess of 40,000 miles per annum over the four-year period.

“During the fleet replacement programme, we were really impressed by the finished quality of the Isuzu trucks, the compact

overall footprint of the vehicles and the projected running costs,” said Piletec’s national operations manager, David O’Brien. “Isuzu certainly ticked all the right boxes for us and was the obvious choice.”

The medium-wheelbase Isuzu Forward N75.190 4x2 rigids all feature Isuzu Easyshift transmission and have each been fitted with a 16 ft aluminium drop-side body, built to the Crossrail specification which includes side-scan systems, front and rear vigi lights, beacons, load working lights, fall protection and white noise reverse buzzers.

“During our initial discussions, it was clear Warrington Vehicle Centre has proven experience at handling Crossrail project trucks,” O’Brien said. “They were superb in guiding us through the detailed requirements so we achieved the correct vehicles to meet our needs.”

Parliament has recognised the inherent dangers caused by drivers of motor vehicles when using mobile telephones while driving and brought forward specific legislation. There has been an unacceptable increase in the number of vocational licence holders using mobile telephones without a hands free device while driving large goods and passenger carrying vehicles. This practice is unacceptable and presents an undue risk to road safety. Studies have indicated that even the use of hands-free devices can distract a driver to the extent that they may be prevented from applying the requisite care and attention.

A report for an offence received from an enforcement agency that a vocational driver has used their mobile telephone while driving without a hands free device in the last three years will result in that driver being called to a hearing before the traffic commissioner. Each case will be decided on its own facts and merits and the presiding traffic commissioner will be keen to ascertain the reason the driver is engaged in the telephone call.

In cases where drivers are speaking with their employers or their customers, the traffic commissioner may consider the effect this might have upon the operator’s repute”.

The guidelines which a traffic commissioner will be considering are to suspend vocational entitlement for 14 days, 21 days if driving a commercial vehicle, to commence with immediate effect. I recently received the following query from a representative for a large group of salaried drivers. It stated that after noticing this legal column, could an answer be kindly provided to an enquiry which had been put to the drivers’ representative by several of his colleagues.

The query itself related to how average hours are calculated for the purposes of compliance with the Working Time rules, or more specifically the Road Transport (Working Time) Regulations 2005.

This is a very interesting query and raises some important issues. A worker’s weekly average working time is calculated by adding up all working time (including overtime) over the reference period (usually 17 weeks), and dividing that figure by the number of weeks in the reference period.

In calculating this figure, an account is taken of days during the reference period when the worker was absent for certain specified reasons. These ‘excluded days’ are defined in regulation 4(7) of the Working Time Regulations 1998 (the WTR) as days when the

If it does, you may also face disqualification from driving on top of a maximum fine of £1000. If you were driving a PCV or heavy goods vehicle, you could face a maximum fine of £2500.

NWH MANs up for tipper tasks

WH Group has added nine new MAN TGS 32.400 8x4 tippers to its dedicated Construction Services fleet. The new sleeper-cabbed trucks join four existing MAN 8x4s and go straight into service on the company’s new contract with Bam Construction on the Borders Railway Project.

Work involves moving spoil from the Project site to NWH’s own quarry and returning stone back to the Project.

The decision to take MAN vehicles comes after existing multiaxle TGX tractor units had been operation and which managing director Mark Williams described as boasting excellent ‘workability’.

“MAN came to our attention in 2010,” Williams said. “We saw an increase in MAN’s market share

locally, and a number of high-profile Scottish operators started to take the product in numbers. Operating costs looked competitive. The whole product and service package offered what I like to call ‘workability’.

“We took six tractor units back then, and that good experience led us to take on four eight-wheelers for the tipper fleet. Again, good fuel and rugged reliability has meant that another nine are being introduced now.”

The muck-away specification MAN 8x4s come with steel outreach bodies, Edbro tipping gear, on-board weighing equipment and rollover Easy Sheets.

Sisu strikes out with off-road Polar

innish truck manufacturer Sisu Auto has extended its Polar range of commercial vehicles to offer improved off-road capability.

The company’s off-road Polar model features 14R20 single wheels and robust Sisu Axles equipped with in-built pneumatic channels to facilitate a central tyre inflation system (CTIS) for smooth adjustments of tyre pressures while driving. Besides this, the truck utilises the same technology as the rest of the Polar range, which places emphasis on economy and serviceability.

Sisu said the off-road Polar is available in 6x4 and 6x6 driveline configurations. For heavier loads, also 8x8 variant is supported.

kyline Roofing Centres has taken delivery of its first lowemission Euro 6 truck – which also happens to be its first to wear the three-pointed star of Mercedes-Benz.

The 26-tonne Antos 2530 is now delivering the operator’s comprehensive range of roofing and building products to customers in and around London.

Founded 40 years ago, Skyline Roofing Centres has headquarters in Hanwell, West London, and a further eight depots located within and around the M25 – the Antos is based at Lewisham, South London.

“We’ve tried various makes of vehicle over the years, but this is our first Mercedes-Benz,” said company director, Ryan Revell. “It was our bodybuilder, an established supplier, who suggested we take a look at the new Antos, so we visited Hatfield dealer S&B Commercials and were very impressed by all that we saw and heard.”
