









On behalf of the Board of Directors and Staff of Carolina Youth Development Center (CYDC), we are happy to report that 2022-23 was a fantastic year for our 1,100 children and families. Our team at CYDC launched an important new program, the Family Success Coach Program, with the help of Duke Endowment and developed a new intervention to preserve families with state partners. Our regional and local donors, supporters, and stakeholders continue to be at the heart of what we do to make our work possible.
Our family preservation work, coupled with the new reunification supports made possible through our Family Success Coach program, are two examples of how we bring our commitment of “prevention when we can, safety when we must, and support always” into action. We hope you enjoy learning more in the pages ahead about these programs and our continued efforts to push into the community and the homes of those we serve to keep our children safe and our families whole.
Providing the utmost care for our residents and families continues to be our passion. CYDC was honored to help restore normalcy to children across both campuses and grow and build relationships to increase stability and enhance familial bonds with 940 families in Dorchester, Berkeley, and Charleston Counties.
This year, we also embarked on a pathway to advance our 233-year legacy and ensure that our mission and philanthropy efforts continue into the next generation. In a world that continuously evolves, so too must our approach to supporting the well-being of children and families.
Our organization has evolved through remarkable chapters of resilience and transformation, and today, we stand ready to continue our mission of cultivating thriving children and families while establishing stronger family bonds, solidifying educational resources, and helping ensure children are always safe and supported within their homes. Founded in 1790, Carolina Youth Development Center (CYDC) is an important part of Charleston’s historic and cultural heritage, a direct descendant of the Charleston Orphan House, America’s first publicly-funded orphanage.
Today, CYDC provides programs reaching over 1,100 local children, youth and their families each year. We care for young people who are victims of physical and sexual abuse, neglect and abandonment, as well as providing resources and support to area families seeking guidance.
Accredited by the Council on Accreditation (COA) continuously since 1980, and the Teaching Family Association (TFA) since 2021, CYDC proudly meets or exceeds evidence-based and trauma-informed standards of care. CYDC is a member of Child Welfare League of America (CWLA), and the Palmetto Association for Children and Families (PAFCAF).
Known for its reputation as a leader in the state of South Carolina for providing comprehensive treatment for children and adolescents who have experienced emotional, physical, and sexual trauma, CYDC continues serving the community with various programs. CYDC’s programs include three residential care facilities which provide temporary and/or long-term care for children and youth suffering from the impact of emotional, physical, and/or sexual abuse.
CYDC provides a safe and healthy environment for children to live, as well as assessment, treatment, and support services designed to address each child’s individual educational, emotional, physical, and social needs. Since longterm relationships are crucial for children, CYDC works to create a pathway toward permanency for each child that crosses our threshold. The length of stay is dependent upon the needs of the child or family.
When children arrive at CYDC seeking residential care, they need a safe, stable place to call home. CYDC has become that home for thousands of children and youth who have experienced trauma, abuse, or neglect over its 230-plus-year history.
RESIDENTIAL DEMOGRAPHICS
REASONS FOR COMING INTO CARE
While at CYDC, children are provided with a safe and supportive environment that helps introduce normalcy and consistency in their daily lives and activities. They also receive important trauma-informed assessments and support services designed to address each child’s individual educational, emotional, physical, and social needs.
In all of our residential programs, we use the Teaching-Family model, an evidence-based and trauma-informed best practice treatment approach. The Teaching-Family Model (TFM) is a philosophy and practice of care and treatment that prioritizes therapeutic relationships with caregivers as the primary conduit of effective treatment in supportive family-style settings.
Family-style relationships are seen as essential to healthy development of social, relational, and interpersonal skills. The TFM is a strength-based, comprehensive, and trauma-informed model of care that builds positive change while remaining focused on the holistic development of the person served.
The model is rooted in cognitive behavioral theory and can be used with children, youth, and adults with a range of diagnoses and symptoms, as well as with those who have experienced significant trauma, maltreatment, and loss.
Jennifer, an independent 16-year-old, was accustomed to taking care of herself. She knew how to cook her own meals, wash her own clothes, and even get herself to and from school and extracurricular activities on her own. She lived with her mother and understood that her mother was struggling with issues related to substance abuse and addiction. Jennifer worked hard to protect herself from her mother’s issues. Overall, she was a normal teenager who made good grades, had nice friends, and was great at figuring out how to look after herself.
When her mother was convicted of a crime and sentenced to prison, Jennifer continued to go about her life as best she could. After about a month, the rent fell behind and the landlord at her apartment complex discovered that her mom would not be returning for several years. She did have an older sister nearby who was a college student, but her sister was not in a position to be a caretaker for them both. Jennifer suddenly found herself in crisis. Without a stable place to live and no other caretakers in her life, Jennifer ended up in the custody of the South Carolina Department of Social Services.
Just before her 17th birthday, Jennifer’s caseworker brought her to CYDC. She had already reached out to several friends who were living in CYDC’s independent living cottage and knew that there were many opportunities here. On her first day, during the admission process, Jennifer told Mrs. Lindsay, her CYDC Care Manager, that she had goals and plans for her time here so she would be ready to check out of care the day she turned 18.
Mrs. Lindsay helped her create a pathway to achieve her goals and helped her to set up a timeline to keep her on track. Together, they made sure Jennifer could graduate high school, apply to local colleges, seek scholarships and financial assistance to cover extra costs like books and room and board, and continue working to build her savings account. It was important to Jennifer that she maintain weekly contact with her mom so her mom did not feel alone during her prison sentence. She also visited her older sister regularly to make sure their bond stayed strong in spite of different circumstances and some distance.
When Jennifer’s 18th birthday came around, she decided she needed a little more time at CYDC to complete her goals. She stayed through the summer so that she could prepare for college and save some extra money. When fall came, she was equipped and ready to head off to the dorm.
For a youth who didn’t think she needed anyone, Jennifer found guidance and support to help her reach her goals during her time at CYDC. In addition, she learned that trusting adults can have a lifelong impact on her life.
Some of our youth are here for long periods of time, while others, like Jennifer, are only with us for a season. No matter the circumstance, our team of skilled caretakers are here, at the exact moment that our teens’ paths cross ours, and equipped, to see the needs, then fill the needs of those in our care. We are thankful for this chance to be a small part of Jennifer’s story and grateful for your support in making it possible to give teens like Jennifer a chance to realize their possibilities and reach their goals.
From family education and preservation programs to residential care and family reunification supports, the CYDC continuum of care is designed to meet the family’s needs when and where they are. Through this continuum, CYDC, heals, strengthens, and empowers children and families with this promise: “Prevention if we can, safety when we must, and support always.”
The CYDC continum of care starts with parent education and support. Parenting classes, relationship-building workshops, support groups, family therapy, and summer literacy camps are among the programs CYDC offers to support and educate children and families. Family Preservation and Reunification services are also delivered in the home and are designed to keep families together and support them through transitions and times of struggle. Families can heal, become resilient, and thrive by strengthening family relationships, providing guidance, and establishing structures that ensure safety and connections.
CYDC is a proud partner and provider of the Strengthening Families Program (SFP) for families with children ages 6-11 and families with children ages 12-16. These groups, held in community centers, schools, and churches, are designed to help families:
• Develop positive discipline practices
• Stay resilient in tough times
• Reduce conflict
• Improve parenting skills
• Assist children with social skills, relationships, and school performance

After moving to the Lowcountry from Georgia, Bradley and Ashley Thomas were concerned for their family. The Thomas’ life had become hectic with new jobs, schools, and a new neighborhood. Times were stressful, and they found that quality time with their three children was harder and harder to find. With their busy schedules piling up, stress was inevitable, and arguments and breakdowns became the norm. Bradley and Ashley knew they needed to change, but being in a new town, they had no idea where to turn for help. Hope was on the horizon.
One day at the children’s school, Ashley was introduced to Ms. Marty, a CYDC facilitator leading the Strengthening Families program. Ms. Marty explained to Ashley that this program offered a chance for the family to slow down, reconnect with each other, and restore the family bond that the move had disrupted. With nothing to lose, Bradley and Ashley decided this was the opportunity they were searching for.
Bradley and Ashley were shocked at how casual and fun the program was. The children especially loved the home-cooked meals that began every session. The family was able to escape the hustle and bustle of their busy schedules and spend quality time together. After their first few sessions, the family was committed. The casual atmosphere coupled with the guided support made going to the program each week fun. It was also a great place to meet new friends, and the whole family looked forward to it each week.
This program had become Bradley and Ashley’s answer to rebuilding their family connection. Not only were they spending more time together, but they were learning how to have serious discussions without letting emotions distract them. One of their key takeaways was the importance of communicating expectations with their children and being specific about which chores needed to be done around the house without argument. These small discussions turned into family meetings where Bradley and Ashley sat the children down to discuss everything from their days, school and friends, conflicts, and general conversations. They ensured that there were no interruptions when others were speaking and that each child was heard, felt safe, and loved. Most importantly, the children experienced their parents prioritzing their family. As Ashley explained, “we commited as a family to finishing the program, and we showed our children that family comes first, and you don’t quit on family.”
Today, the Thomas family still practices all that they learned with their children, and they hope more families will take advantage of this program. Bradley and Ashley want every family that might be having a hard time to know that there is help out there and that they are not alone. All it takes is one day a week to strengthen your family, and open the door to a better life together.
CYDC’s Family Support Center, located in the George Williams building on CYDC’s North Charleston campus, is focused on providing Lowcountry families with the support and services they need to remain intact and thrive. Services include:
• Family-Centered Community Support Services that are delivered in-home to increase a family’s ability to parent and handle everyday stressors, help build a support system for the family, and build a parent’s confidence to care for and raise their children.
• Family Therapy as a way to address trauma as a family or open lines of communication in ways that benefit the family as a unit.
• Individual Therapy to address individual trauma, well-being, and mental health.
• Coordination of Care to ensure that wrap-around services are organized and integrated to best meet the needs of the children and families enrolled in programs.
Services are provided by Master’s level human services clinicians, therapists, and group facilitators.
CYDC’s Family Success Coach program provides post-permanency support that offers guidance, education, and enhanced case-management services to families who have experienced foster or kinship care. The Family Success Coach works with the family to problem-solve, improve relationships, advocate for resources, build resiliency, and keep families together. Children who have experienced foster or kinship care due to abuse or neglect often continue to have risks that negatively impact their well-being after they exit care. As a result, Success Coaches work with these children and families to provide them with tools proven to increase their protective factors and mitigate risk factors.

In November of 2022, CYDC hosted our 22nd Annual Golf Classic at Seabrook Island Club. We had a total of 23 teams on the course and raised over $73,000 to help cover the cost of operating expenses that make our work possible.
In March of 2023, CYDC hosted our 18th Annual A Night for The Children Gala. In total, we are happy to report that over $220,000 was raised in support of our children and families. Mr. Samuel Wright, our Dietary Services Coordinator, was our featured speaker and shared his long history with CYDC which impacted his life for years to come. We are excited to announce our 19th Annual Gala for 2024, that will be held on February 29th, where we will announce our biggest news in 50 years!
In May of 2023, CYDC hosted our 7th Annual Give Me Shelter Color 5K at the Moncks Corner Recreation Complex. We are happy to report that we raised over $52,000 with 363 participants. All proceeds raised from this event benefit all youth and families served in Berkeley County, as well as the Callen-Lacey Center for Children in Moncks Corner.

As part of a long-term strategy to position the organization for its next chapter of service, our board voted to embark on a rebrand of the organization in 2023. Landmarks for Families was selected as the fourth name in our organization’s history.
For the past 233 years, Landmarks for Families has been an open-door place for children and families. While our name may have changed, our mission to cultivate thriving families remains steadfast. Our calling is to provide holistic support, and we do this by creating solid foundations with safety nets and soft landing places for children and families. Founded in 1790 as the Charleson Orphan House, Landmarks for Families is the longest-operating nonprofit in South Carolina and the first municipal orphanage in the US.
Landmarks for Families offers programs and services, from family education and preservation programs to residential care and family reunification supports. Landmarks for Families’ continuum of care is designed to meet the family’s needs when and where they are. Through this continuum, Landmarks for Families teaches, heals, strengthens, and empowers children and families with this promise: “Prevention if we can, Safety when we must, and Support, always.”
