CAF & Internal Control in the Municipality of Anderlecht (Brussels) – Strengthening Governance and Service Delivery trough a multiframing approach

CAF stands for Common Assessment Framework and provides a system for better Quality and Change in Public Administrations. With the CAF Practitioners Network the CAF Centre of KDZ hosts a format to bring together CAF users from around the world to exchange professional experience and strengthening practical knowledge in implementing CAF projects.

Target Group
Public servants working in the field of public administration reform, change management, quality management, consultants, trainer and coaches etc. who want to boost their knowledge and hands-on approach in implementing CAF projects.
Objectives
• Setting the scene for international exchange of experts implementing CAF programs
• Providing hands-on knowledge in fast-lane online-sessions (all two months)
• Sharing experiences and good practices for effective change programs with the CAF
• Boosting and further development of common practices in implementing CAF programs and Professional External Feedback Procedures (PEF)
• Offering workshop designs and methodologies for CAF implementation
Content
In the upcoming meeting on 12th of June 2025, 2-3:30 p.m. (CET) the experiences and insights of the Municipality of Anderlecht (Brussels) in connecting CAF with internal control systems will be presented.
From the begin of internal control system implementation in Anderlecht (2019) until now, explanations will be given about how we frame, with the help of CAF, our journey to a better public service. During this session we will explores how the integration of CAF and internal control is being used to support the PDCA-logic of continuous improvement trough the municipality and to help every department to deliver better performance to citizens. The presentation will clarify how CAF (together with the INTOSAI-framework) has been used in Anderlecht to support the construction of our internal control system and gives some insights of the concrete every-day-life use of it within our administration.

• How CAF and internal control has been combined to create a framework that helps to improve local performance?
• What are the benefits of using a Total Quality Management Tool such as CAF in a local municipality within the internal control system implementation ?
• How we blend CAF approach (self-assessment / participant commitment based on choice / enablers and results) into our approach and make this combination support our goals (as strategic unit within the administration) ?
• In what ways does CAF contribute in Anderlecht to create an internal organizational culture that embraces a citizen-oriented way of working?
