Kohati oli segadust kohalejõudmise kellaajaga. MHK tähendab: mitte hiljem kui … . See ei tähenda, et tuleb saabuda viimasel hetkel. Küll aga peaks olema 24tunnise etteteatamisega õppusel antud ajavahemik, millal tulla. Praegu oli võimalik tulla kohale üks päev varem (nii isegi juhtuski). Kahjuks ei lubanud Rõuge vallavalitsus võitlejatel pühapäeval püssist pauku teha. Põhjuseks vist liialt lühike etteteatamisaeg ja vallaelanike väidetav soov puhkepäeval puhata. Teeb sõnatuks. Laskma mindi siis Võru valda, tänud neile mõistliku suhtumise eest!

Lõpetuseks Kõik, kes õppusel osalesid, pidid millestki loobuma. Kes iseenda juubelipeost, kes tööpäevadest, kes võistlusest, kes puhkepäevast. Seda meeldivam oli näha, et peaminister leidis pühapäeval aega tulla Võrumaale metsa võitlejaid tervitama. Oma kõnes õppusel osalejatele vabandas Jüri Ratas kõigi võitlejate pereliikmete ees, et nende abikaasad pidid vabariigi valitsuse otsusel nii ootamatult õppustel olema. Kiidusõnu jagus kõigile meestele ja naistele. Uurisin peaministrilt, mis tunde ja mõttega ta pühapäevasel ajal nii pika teekonna ette võttis – vastutustundest. Kui ta peaministrina langetab haamri, siis ta peab ka vastutama nende otsuste eest, mis vastu võetakse. Sellepärast on ta ka siin. Küsimusele, millest tema pidi pühapäeval loobuma selleks, et tulla võitlejatega kohtuma, vastas peaminister: lapse sünnipäevast ja ühisest kelgupäevast perega. Teades peaministri ülitihedat ajakava, arvan, et seda lugedes paraneb kõigi õppusel osalenute enesetunne. Selline teadmine suurendab ühtehoidmist ja näitab, kui vajalikuks sellist õppust peetakse. Edukaid välkõppusi kõigile!

Into the Forest with 24 h Notice! The National Defence Act includes a concept of an additional reservist training (ART) which can be summoned by the Government of the Republic. What makes it different from the regular reservist trainings (RT)? Text by TOOMAS PIIRMANN Additional reservist trainings include a large and versatile set of problems. It is not possible to foresee everything. The first alert about such snap training was received in the beginning of the year and so things started moving. Back then nobody had a clear idea about the worries or the legal basis on which the persons coming to the training may rely upon. However, they did come. Within the next six months, knowledge regarding the additional reservist training became more organised. Additionally, we got answers to our frequently asked questions from the headquarters of the Estonian Defence League (EDL) and the Commander of EDL came to explain to the heads of the subunits the possible issues related to the training. Not every detail is stipulated in the law and there are still things that can be interpreted in different ways or instructions that are missing altogether. By August 2016 the district headquarters had clarified all their rights and obligations related to ART and given answers to different potential questions. The next task was to explain: why, for whom, how and when.
Why Conduct Such Training? To begin with, I have to say that many of the opinions herein are the personal views of the authors and may not coincide with the opinions of others. Such ART is necessary for the state for two reasons. Firstly, to control our capability to immediately react and form (by this I mean the members of the Defence League district because the ordinary reservists will be formed). Secondly, to give the government a possibility to summon the reserve army without declaring a
state of war in situations where there are signs of tension and there might be a need to...
To Whom? This is the way to summon reservists. They are subject to the respective legal obligation. Additionally, there is a possibility in the EDL that the Commanders of Districts can also summon members of the Defence League districts who are already marked down in combat units but who for some reason are not yet reservists. They are not subject to the legal obligation to make an appearance and participate in the training due to the fact that they are not reservists. For instance, they cannot be legally dismissed from work or penalised within the misdemeanour procedure, etc.
How? This is where the everyday problems of the fighters start. The district obtained quite a comprehensive overview of the life, activities, studies, hobbies, working positions, etc. of the members of the Defence League district. Also the current picture: where they were located at the moment, and why. With many of them we had personal conversations and discussions about the solutions. For instance, a person is currently working in Ida-Viru County but lives in Võru. Legally the person would be entitled to fuel compensation only from his official place of residence, i.e., Võru. This was the issue that needed to be clarified in many cases. A person may not have the sufficient amount of money (especially before the payday) to buy fuel for the car or a public transport ticket (obtaining
