The Project / De Opgave

B30, Bezuidenhoutseweg 30 in The Hague, is the address where the independent planning bureaus (CPB, SCP, PBL), the Council for the Environment and Infrastructure (Rli) and the Dutch Data Protection Authority (the Dutch DPA) are housed under one roof. The architectural commission was planned as a DBFMO (design, build, finance, maintenance and operate) job and was won by Facilicom and KAAN Architecten on the basis of a design competition.

The five unique users required a building that would be both stimulating and comfortable, one that inspires curiosity and invites research and debate. A building that would take its occupants seriously and could guarantee the safety of confidential information. A building with a clear layout and architecture that is compatible with the desire to be open and transparent. Such a building can attract talented young researchers and continue to motivate renowned researchers.

The structure would therefore need to be much more than merely accommodation for these organisations. It was to be a spatial expression of a shared vision.

The existing building that needed to be renovated to achieve this is a Grade 1 listed building, built in 1914 by then chief government architect Knuttel and rigorously renovated in 1994 by professor Ruijssenaars. In its previous state the building with a closed ground floor façade appeared rather inaccessible.

B30, Bezuidenhoutseweg 30 in Den Haag is de locatie van het gebouw waar de onafhankelijke Planbureau’s (CPB, SCP, PBL), de Raad voor de leefomgeving en infrastructuur (Rli) en de Autoriteit Persoonsgegevens (AP) voor het eerst samenkomen onder 1 dak. De opdracht is georganiseerd als een DBFMO (design, built, finance, maintenance and operate) en wordt na het winnen van een ontwerpwedstrijd gegund.

De vijf unieke gebruikers vragen om een gebouw dat zowel prikkelend als comfortabel is. Een gebouw dat nieuwsgierig maakt, dat uitnodigt tot debat en tot onderzoek. Een gebouw dat zijn gebruikers serieus neemt en de veiligheid voor vertrouwelijke informatie borgt. Een gebouw met een heldere plattegrond en architectuur die aansluit op de wens om open en transparant te zijn. Want zó’n gebouw kan getalenteerde jonge wetenschappers aantrekken en gerenommeerde wetenschappers blijven boeien. Het gebouw is dus veel meer dan de huisvesting van deze organisaties, het is de ruimtelijke weergave van een gemeenschappelijke visie.

Het bestaande gebouw dat hiervoor moet worden verbouwd is een Rijksmonument uit 1914, gebouwd door rijksbouwmeester Knuttel en in 1994 ingrijpend verbouwd door professor Ruijssenaars. Het gebouw oogt weerbarstig en ontoegankelijk.

Introduction / Inleiding

The design process for the renovation and expansion of a historic building, undertaken to give it a new use, always involves a moment in which the precise relationship between the newbuild and the historic part must be determined.

By coming to grips with the design essence of the older building, finding and respecting its qualities and using these as a source of inspiration and basic design principles, we have been able to create an integrated design in which old and new work in harmony and fit together seamlessly.

The historic building is therefore not a dead museum piece, but a vital and sustainable part of the total design, and one that has earned respect because only quality survives that many years.

The spatial execution of the vision was rooted in the idea that the new building would need to have a large, accessible and transparent ground-floor communal area with four private office levels above for the occupants.

All of the programmed public space, including the entrance areas, restaurant, cafÊ, library, meeting spaces and seminar rooms have been combined with work foyers in the new public reception area. This meant a new layout, which was heavily inspired by architect Knuttel’s own ground-floor studies, made before he was forced to reduce the size of his design.

With this new ground floor, the building is anchored in its urban setting, broader landscape and historic environment through its transparent façades, which furthermore make for an open street-foyer-woods axis through the length of the building and an open garden-atrium-garden axis perpendicularly.

A raised roof has been introduced as unifying architectural element, with a series of light shafts that borrow from the ubiquitous coffered ceilings found throughout the historic building, and which controls how daylight is admitted.

The dome-like roof has been linked with the existing roof over the new levels. In this way, a clear and penetrating space has been created in which old and new can merge.

By restoring the historic parts where possible, and returning the focus to the restored monumental main staircase and the historic rooms dispersed around it, the old building has been respectfully integrated and contributes to a well-balanced overall design, one that is suitable for its five unique users: anchored in the past, standing firmly in the present and having its eyes on the future.

De verbouwing en uitbreiding van een monument ten behoeve van de huisvesting van nieuwe gebruikers en/ of functies heeft altijd tot gevolg dat op enig moment in het ontwerpproces de verhouding van de nieuwbouw tot de bestaande situatie bepaald moet worden.

Door de essentie van het oude ontwerp te begrijpen, haar kwaliteit te vinden en te respecteren en als inspiratie en uitgangspunt te gebruiken is hier tot één integraal ontwerp gekomen waarbij oud en nieuw harmonieus en naadloos in elkaar overgaan. Het monument wordt daarbij niet als dood museumstuk gezien maar als vitaal en duurzaam onderdeel van het totaalontwerp dat respect verdiend omdat alleen kwaliteit sterk genoeg is om te overleven.

De ruimtelijke weergave van de visie ligt in het idee dat het nieuwe gebouw een grote toegankelijke en transparante gezamenlijke begane grond heeft met daarboven de vier privé-kantoorverdiepingen van de gebruikers. Alle openbare programma onderdelen, het entreegebied, restaurant, café, bibliotheek, vergader en seminarruimte zijn samen met werkfoyers gecombineerd in de nieuwe openbare ruimte. Dit leidt tot een nieuwe plattegrond die sterk geïnspireerd is op de studies die bouwmeester Knuttel al gemaakt had voordat hij de omvang van zijn ontwerp voor het gebouw moest verkleinen.

Met deze nieuwe begane grond wordt het gebouw stedenbouwkundig, landschappelijk en historisch verankerd in haar context door transparantie te maken in de gevels en daarmee in de langs richting de relatie straat-foyer-bos en in de dwarsrichting tuin-atrium-tuin te benadrukken.

Als bindend architectonisch element wordt een koepel, met de plattegrond ontleend aan het thema van het overal in het monument aanwezige cassette plafond die de lichtinval kan richten, geïntroduceerd. Deze is gekoppeld toegepast in het dakvlak voor alle nieuw toegevoegde vloeren. Zo is een indringende heldere ruimte gecreëerd waarbij nieuw en oud als het ware in elkaar overvloeien.

Door het monument overal waar mogelijk te herstellen, en de focus terug te brengen op het gerestaureerde monumentale hoofdtrappenhuis en de daaromheen liggende monumentale vertrekken, is met respect voor het oude gebouw een evenwichtig integraal totaalontwerp gecreëerd dat past bij het beeld van de vijf unieke gebruikers: met een blik op de toekomst, standvastig in het heden, verankerd in het verleden.

The location / De locatie

Analysis of the historic location The Hague has its origins in a country estate bought by Floris IV, Count of Holland in 1229, which was probably at the core of what is now the parliamentary Binnenhof. His son William II is considered the real founder of The Hague.

William II was elected German anti-king in 1248 and after his coronation returned to his county of rule to build a royal palace: Het Binnenhof. The son of William II, Floris V, finished the ‘palace’, which included a manorial hall, now known as the Ridderzaal (Hall of Knights). From 1284 onwards Count Floris signed almost all of his documents with ‘in die Haghe’, so he must have resided there.

Around this time, the village of Haga Comitis originated around the castle, following the line of the old beach ridge that ran through to the forest Haagse Bos. These woods, called ’t ’s Gravens Hout’, were part of the last remains of the primeval forest that once extended from ’s Gravenzande to past Alkmaar in North Holland. South of this forest were the peatlands Bezuidenhout, that ran up to the next beach ridge near Voorburg. The Counts of Holland turned the woods into hunting grounds and closed off the southern edge of the woods bordering the peatlands with an earthen wall, a fence and a moat. Next to the ‘forest moat’ was a sandy path, which later became the road Bezuidenhoutseweg.

Historische analyse van de locatie Den Haag is ontstaan vanuit een landgoed, dat graaf Floris in 1229 aankocht en dat vermoedelijk de voorloper van het Binnenhof was. Zijn zoon Willem II geldt als de echte stichter van Den Haag. Willem II werd in 1248 gekroond tot koning van het Duitse Rijk en keerde daarna terug naar zijn graafschap om er een koninklijk paleis te bouwen: het Binnenhof. De zoon van Willem II, Floris V heeft het ‘paleis’ verder afgebouwd met onder meer de Hoge Zaal, nu bekend als de Ridderzaal. Vanaf 1284 tekent graaf Floris bijna al zijn oorkonden met ‘in die Haghe’ en móet hij daar dus residentie hebben gevoerd. Rond deze tijd ontstaat het dorp Haga Comitis om het kasteel heen, op de oude strandwal die doorloopt onder het Haagse Bos. Dit bos, ’t ’s Gravens Hout’ is één van de laatste overblijfselen van het grote oerbos dat vroeger van ’s Gravenzande tot voorbij Alkmaar liep. Ten zuiden van het bos ligt het veengebied Bezuidenhout, dat loopt tot aan de volgende oude strandwal bij Voorburg. De Graven van Holland vormden het bos om tot rustig jachtgebied en sloten het af van het Bezuidenhoutse veengebied door middel van een aarden wal, een hek en de sloten die langs het bos liepen. Naast de ‘Bossloot’ liep het zandpad, dat later zou uitgroeien tot de Bezuidenhoutseweg.

The oldest known map of the area dates from 1560. It shows three roads extending from the castle and village Haga Comitis: Benoordenhoutseweg was the road north of the woods, Koekamplaan was the road that turned into the path called ’s-Gravenhaagse Bos, which ran right through the woods to the royal court (which later became the palace Huis ten Bosch), and the third was the path ‘south of the woods’, the present Bezuidenhoutseweg.

It is clear on this map that the woods make a slight retreat from the ‘Besuijdenhout’ line (the current road Bezuidenhoutseweg) between Koekamp and Wervelaan. The old path was following the line through the woods, which meant that there was an outstretched parcel of land between moat and path here. This is peculiar because there is no such expanse anywhere else along the edge of the woods. With the exception of this point, the path aligns tightly with the border of the moat and woods. This is where the first manors, including Zandvliet and Carolinenburg, were built. At Zandvliet soil analysis has proven, as its name suggests, that this piece of land between moat and path was part of the beach ridge. The current address Bezuidenhoutseweg 30 lies on the old Zandvliet plot. Zandvliet was purchased in 1752 by Martinu Schwencke and used as a Hortus Medicus (medicinal garden).

De oudst bekende kaart van het gebied dateert uit 1560. Hierop zijn drie wegen vanuit het kasteel en dorp Haga Comitis te zien. De Benoordenhoutseweg: de weg ten noorden van het bos, het ‘hout’. De Koekamplaan die doorliep in het pad ’s-Gravenhaagse Bos, midden door het bos naar de hofstede, het latere paleis Huis ten Bosch. En als derde, ten zuiden van het bos, het pad ‘besuijden het hout’, de huidige Bezuidenhoutseweg. Duidelijk op deze kaart is dat het bos zich na de Koekamp én tot aan de Wervelaan in een lichte slinger terugtrekt ten opzichte van het pad Besuijdenhout. De Bossloot volgt hierin het bos, waardoor er een langwerpig stuk land tussen de sloot en het pad ligt.

Dit is opmerkelijk omdat een dergelijke situatie rond het bos verder niet voorkomt. Met uitzondering van dit punt, volgt het pad overal de grens van het bos en de Bossloot. Dit is de plaats waar de eerste hofsteden, waaronder het huis Zandvliet en Carolinenburg, gebouwd worden. Zoals de naam Zandvliet al doet vermoeden, blijkt dan ook uit bodemonderzoek dat dit stuk grond tussen de Bossloot en de Bezuidenhout deel is van de strandwal. Bezuidenhoutseweg 30 ligt ter plaatse van het perceel Zandvliet. Zandvliet werd in 1752 gekocht door Martinu Schwencke en gebruikt als Hortus Medicus.

On a map dating 1873, Zandvliet is clearly delineated as a stylized garden with some buildings. In 1875 the old buildings were replaced by new houses, including the new manor, Huis Zandvliet. Presumably the estate was by then already parcelled. In 1912 the houses were either bought up or expropriated, with the exception of Huis Zandvliet, in order to build a new Department of Agriculture, Industry and Trade. This was built by chief government architect Daniel Knuttel during a period of austerity at the beginning of the First World War (1914-1918).

Op een kaart daterend uit 1873 is Zandvliet dan ook duidelijk te vinden als een gestileerde tuin met daarin enkele gebouwen. In 1875 werden de toen nog aanwezige gebouwen vervangen door nieuwe huizen, waaronder een nieuw Huis Zandvliet. Vermoedelijk is het landgoed toen al in meerdere kavels gesplitst. In 1912 werden de panden, met uitzondering van het nieuwe Huis Zandvliet, aangekocht of onteigend, ten behoeve van de bouw van het Departement van Landbouw, Nijverheid en Handel. Het departement is door Rijksbouwmeester Knuttel gebouwd in een periode van schaarste aan het begin van de Eerste Wereldoorlog (1914-1918).

De Bezuidenhoutseweg Bezuidenhoutseweg therefore grew from a sandy path between peat and woods into a road on which various manors and farms were situated.

The first section of Bezuidenhoutseweg was of particular importance because it connected The Hague with Voorburg via Wervelaan (presently Laan van Nieuw Oost-Indië). After this turnoff at Wervelaan, the road was considered less important. In 1680 the first section of Bezuidenhoutseweg was paved; in 1700 the paving was extended up to Wervelaan and in 1748 up to the palace, when Stadholder William IV moved there. The whole Bezuidenhoutseweg was paved up to the end of the woods only in 1780.

Gradually more country manors and grand homes were built, but up until the beginning of the 20th century – when the Department of Agriculture, Industry and Trade was built, it remained quite rural here. The road was only asphalted just before or soon after the start of WWII, as historic photographs from 1941 reveal.

The relationship between Zandvliet and the woods Haagse Bos had always been purely visual: one could be seen from the other. With the exception of the crossing at Carolinenhof, bridges were only built over the moat at the end of the 19th century.

Near the end of Knuttel’s planning phases, the building of two bridges was discussed. The approach embankments were built, but only one bridge was realised, executed in wood and not stone as planned, and probably demolished during renovation works in 1994.

The 1945 bombing left the Department building and Zandvliet unscathed, but caused great damage south of the site (the peatlands). After WWII the street was almost completely built up with structures of all different styles and scales. The density, however, has not led to a totally closed wall of buildings, particularly on the woods-side of Bezuidenhoutseweg where the street has a mixture of larger buildings with various heights. The original parcelling of land for free-standing country houses is therefore still somewhat legible, but the views onto the woods have virtually disappeared.

De Bezuidenhoutseweg De Bezuidenhoutseweg is dus van een zandpad tussen veen en bos uitgegroeid tot een weg waaraan hofsteden en boerderijen gelegen waren. Met name het eerste deel van de Bezuidenhoutseweg was van belang voor de verbinding van Den Haag met Voorburg over land via de Wervelaan (huidige Laan van Nieuw Oost-Indië). Na de Wervelaan werd het pad van minder belang geacht. In 1680 werd het eerste deel van de Bezuidenhoutseweg geplaveid, in 1700 werd dit doorgetrokken tot aan de Wervelaan, in 1748 tot aan het paleis, toen stadhouder Willem IV daar introk.

Pas in 1780 is de gehele Bezuidenhoutseweg bestraat tot aan het einde van het bos. Langzaam zijn er meer landhuizen en statige herenhuizen gebouwd maar tot begin 1900, ten tijde van de bouw van het Departement van Landbouw, Nijverheid en Handel, bleef het een landelijke omgeving. De weg is pas net voor of aan het begin van de Tweede Wereldoorlog geasfalteerd, getuige een foto uit 1941.

De relatie van Zandvliet tot het Haagse Bos is lange tijd beperkt gebleven tot een zichtrelatie. Behalve ter plaatse van het Carolinenhof zijn er pas eind 19e eeuw bruggen over de Bossloot gekomen. Pas ten tijde van de plannen van Knuttel is er sprake geweest van het bouwen van twee bruggen over de Bossloot. De aanlandingspunten zijn gebouwd, maar er is slechts één brug gerealiseerd. Uitgevoerd in hout en niet in steen zoals aanvankelijk het plan was en waarschijnlijk met de verbouwing in 1994 weer verwijderd.

Tijdens het bombardement van 1945 bleven het departementsgebouw en het huis Zandvliet behouden maar met name het zuiden (de veengrond) heeft grote schade ondervonden. Na de Tweede Wereldoorlog is de straat bijna volledig verdicht, waarbij gebouwen van geheel verschillende datum, architectuur en schaal geschakeld zijn. De dichte bebouwing aan met name de boszijde van de Bezuidenhoutseweg heeft echter nog steeds geen gesloten straatwand maar is opgebouwd uit grotere geschakelde panden. De oorspronkelijke opbouw van percelen met vrijstaande landhuizen is daardoor nog wel enigszins afleesbaar, maar het zicht op het Haagse bos is vrijwel geheel verloren gegaan.

Conclusion Symbolically and physically Bezuidenhoutseweg 30 is beautifully situated. However, the building as it was did nothing with this privilege. The location’s qualities would be better served, and seen, by strengthening the relationship with the woods as well as the road, and doing so by architectural means and landscaping. The relationship between the building’s façade and the functions behind the façade, as well as the design of the spaces around it play a huge role in the experience of the centre’s transparency, accessibility and distinguished character.

From a historical perspective the B30 location can be seen as part of a man-made landscape – the entire strip of sand between the moat the road. The plot size as a country estate has, however, been seriously reduced. Yet, by seeking to connect with the landscape element through the introduction of new landscaped gardens ‘through’ the building, it once again becomes anchored in its historic environment.

The grounds therefore really had to be designed with this in mind. Together the ground-floor and roof gardens provide an added quality, for both the building itself and the neighbouring ones.

The transparency benefits not only the groundfloor views onto the gardens, but also in the lengthwise axis of the building, the views onto the street and woods. This ensures that the centre is appropriately nestled in its surroundings.

Conclusie Bezuidenhoutseweg 30 heeft een symbolisch en functioneel prachtige locatie, die bij handhaving van de uitgangssituatie echter vooral theoretisch was. De kwaliteit van de locatie kon echter wel zichtbaar gemaakt worden door de relatie met zowel het bos als de weg te versterken door middel van stedenbouwkundige en architectonische middelen. De relatie tussen de gebouwgevel en programma achter de gevel en de inrichting van de stedenbouwkundige ruimte spelen een grote rol in de mate waarin het transparante, toegankelijke en representatieve karakter van het gebouw wordt ervaren.

De locatie van B30 is vanuit historisch oogpunt te zien als onderdeel van een kunstmatig ingericht landschap over de hele strook op het zand tussen de Bossloot en de Bezuidenhoutseweg in. De kavel die resteert van het oorspronkelijke landgoed is echter zeer beperkt.

Desondanks wordt het gebouw historisch beter verankerd door het gebruik van het landschappelijk element van de kunstmatig aangelegde tuin door het gebouw heen. Daarom is het van belang dat de tuinen ook echt als zodanig ingericht zijn. Tuinen en daklandschappen leveren samen een extra kwaliteit op, voor zowel het gebouw zelf als voor de aanpalende gebouwen. De transparantie levert de plattegrond niet alleen het zicht op de tuinen maar ook in de lengte as van het gebouw het zicht op zowel de straat als het bos. Hierdoor zijn gebouw en gebruikers beter verankerd in haar context.

The building / Het gebouw

B30 is an imposing structure with a strong, distinct architectural character. Like many 19thcentury and early 20th-century buildings, it is essentially a very clearly laid out building that is capable of absorbing many uses. Over the years, however, the expectations and demands of its users have changed and, as is often the case, it was those adaptive additions within the building (spatial changes, furnishing, technical updating) that made the building look and feel dated and ambiguous. In general, the solution in adapting buildings to new uses lies in understanding the essence of the original design. This is certainly true when dealing with a listed building, for which a clear assessment of architectural quality has been established. On this basis, quality must match quality, and harmony must be sought in a unified design.

The original design for the building by architect Knuttel dates from the beginning of the 20th century. This was a time when civil servants made their way to the office daily and worked at their desks. The hierarchy of the working environment, which in Knuttel’s time was strongly delineated, can be read clearly in his design – in the interior as well as the exterior façades. The rooms were allocated or shared based on the hierarchical position or salary one had. The lower the rank within the organisation, the further away one’s office was from the minister’s wing on the second floor. The hierarchy of a department, the ways of working and the ‘rules’ of those times were expressed (and are still visible) through the rhythm of the corridor doors, the quality of finish

in the rooms and the difference in finish on the different floors. The height of the windows also reveals the hierarchy to the outside world. The unapproachability of the ground floor speaks of a strong government and the minister’s chamber directly above the entrance impressed upon us the reassuring thought that the government keeps watch and maintains order.

The Knuttel building has a clear arrangement of rooms measuring 3.20 x 6.60 metres and 6.60 x 6.60 metres. The corridors outside the rooms, which run along the inner courtyard, are 2.80 metres wide. The edifice is symmetrical, clear and easily navigated. Disruptions in this order are only at points where the site did not allow a continuation of symmetry. The rhythm of the rooms, the period rooms and the façades are of historical significance because these have been left untouched over the years and they communicate about a certain style of bureaucratic accommodations worth remembering.

B30 is een imponerend pand met een uitgesproken, krachtige architectuur. Zoals vele gebouwen uit de 19e en begin 20e eeuw is het in essentie een bijzonder helder gebouw dat in staat is om veel programma op te nemen. In de loop van de jaren zijn de verwachtingen en eisen van de gebruikers echter veranderd en zoals zo vaak zijn het juist de toevoegingen in ruimte, aankleding en techniek die er de oorzaak van zijn dat het gebouw onduidelijk en gedateerd aanvoelt.

Het antwoord op de opgave van het herbestemmen van bestaande gebouwen ligt in algemene zin in het begrijpen van de essentie van het oorspronkelijke ontwerp. Met name als het hierbij gaat om een (rijks)monument is er meestal sprake van een hoge architectonische kwaliteit waarmee de strijd aangegaan kan worden of de harmonie gezocht.

Het oorspronkelijke ontwerp voor het gebouw van Rijksbouwmeester Knuttel dateert uit het begin van de 20e eeuw.

De tijd waarin een ambtenaar dagelijks de gang naar kantoor maakte en aldaar een vaste werkplek had.

De hiërarchie van een departement, die in de tijd van Knuttel heel sterk was, is letterlijk terug te lezen in zijn ontwerp; intern, maar bijvoorbeeld ook in de gevels. De kamer werd afhankelijk van de hiërarchische positie en salarisschaal met een of meer collega’s gedeeld. Hoe lager de rang in de organisatie, hoe groter de afstand tot de ministersvleugel op de 1e verdieping.

De hiërarchie van een departement, de manier van werken en de normen van die tijd komen vandaag nog steeds tot uitdrukking in het ritme van de deuren in de gangen, in de kwaliteit van afwerking van kamers en het onderscheid in de afwerking van verdiepingen. De hoogte van de ramen toont de

hiërarchie in het departement ook aan de buitenwereld.

De ongenaakbaarheid van de begane grond representeerde het beeld van een sterke overheid en de ministerskamer aan de gevel direct boven de ingang de geruststellende gedachte dat de overheid waakte en regelde.

Het Knuttel-gebouw bestaat uit een heldere opzet met kamers van 3,20 meter x 6,60 meter en 6,60 meter x 6,60 meter. Voorlangs de kamers ligt, altijd aan een binnenhofgevel, de verkeersruimte met een vrije maat van 2,80 meter.

Het gebouw is symmetrisch, helder en overzichtelijk. Er zijn alleen afwijkingen op punten waar de kavel verdere symmetrie niet toelaat. Het ritme van de verkamering, de stijlkamers en de gevels is van grote historische waarde omdat deze door jaren heen ongestoord zijn gebleven en die periode in de rijkshuisvesting heel goed weergeven.

In 1994 the building underwent an extensive renovation at the hands of professor Ruijssenaars.

His additions speak of his ‘democratisation‘ of office space and his fascination with technology and construction. Thanks to Ruijssenaars’s architectural views, his interventions in Knuttel’s building can be clearly distinguished as later additions.

Hierarchy made way for equality. In the building as Department, Knuttel positioned all the important spaces along a single symmetrical axis and put the hierarchical focus on the minister’s staircase and most presentable spaces on the second floor.

The stairs were set in a monumental stairwell that was situated outside of the main frame of the building – projecting into the inner courtyard. The atrium was merely a courtyard in Knuttel’s plans, designed to allow extra light into the area.

In 1994 heeft het gebouw een intensieve verbouwing door professor Ruijssenaars ondergaan. De toevoeging van Ruijssenaars vertegenwoordigde op overtuigende wijze zijn democratiserende ruimteopvatting en zijn fascinatie voor techniek en constructie. Het is aan de architectuuropvatting van Ruijssenaars te danken dat zijn ingrepen op het oorspronkelijke gebouw van Knuttel duidelijk als toevoeging herkenbaar zijn.

Hiërarchie maakte plaats voor gelijkwaardigheid. In het departements-gebouw heeft Knuttel alle ruimten van enig belang gepositioneerd op de symmetrie-as van het gebouw en lag het zwaartepunt qua hiërarchie en representatie op de minsterstrap en de 1e verdieping.

Deze trap lag in een monumentaal trappenhuis dat op haar beurt letterlijk als een ‘huis’ gepositioneerd was in de binnenhof. Het huidige atrium was in het Knuttelontwerp dus slechts een binnenhof, bedoeld om extra licht in het gebouw te krijgen.

The character of this space changed radically in 1994 when Ruijssenaars turned the outside courtyard into a covered atrium. He intended this to be the central intersection and also where big events and festivities could be hosted. The floor of the courtyard that was originally lower than the ground floor was levelled up to the corridors alongside it and the window openings were enlarged to become door openings. The roof of the main ‘nave’ was replaced by three floors of office space which altered the proportions of the courtyard considerably. The roof of the courtyard was raised up, keeping it separate from the offices, and fully closed off. This allowed only indirect light to penetrate through. All these interventions were executed with strong architectural devices in order to highlight the new importance of the atrium. However, the emphasis had now been shifted away from the ministerial staircase and floor to this new atrium. The minister’s staircase was no longer the most important ascent in the building – that was now the lifts which were placed at the head of the atrium opposite the monumental stairs.

In order to open the sightline and guide users from the entrance to the lifts, the monumental staircase was partially opened up at ground level.

This promoted the atrium – previously the least important space – to the most important space in the building and undermined the foundation that upheld the internal spatial hierarchy.

Het karakter van deze ruimte is radicaal gewijzigd toen het bij de verbouwing in1994 door Ruijssenaars van buitenruimte veranderde in een overdekt atrium. Dit werd bedoeld als centrale verkeersruimte waar tevens grote evenementen zoals lezingen en festiviteiten gepland werden. De vloer van het binnenhof die oorspronkelijk lager lag werd gelijk getrokken met de naastgelegen gangen en de raamopeningen werden vergroot tot poorten. De daken op de middenbeuk werden vervangen voor drie lagen kantoren wat de proporties van de binnenhof enorm wijzigde. De overkapping van de binnenhof werd dicht uitgevoerd en nog hoger gelegd om deze los te kunnen houden van de kantoren. Hierdoor werd er alleen indirect daglicht toegelaten. Alle ingrepen zijn met sterke architectonische middelen uitgevoerd om de importantie van het nieuwe atrium te onderstrepen.

In deze verbouwing werd echter het accent van de ministerstrap en verdieping verschoven naar dit nieuwe atrium. De ministertrap was hiermee niet langer het meest belangrijke stijgpunt, maar dit waren nu de liften die op de kop van het atrium tegenover het monumentale trappenhuis geplaatst werden. Om de loop en zichtlijnen vanuit de entree naar deze liften toe te leiden werd het monumentale trappenhuis op begane grondniveau opengebroken. Hiermee werd het atrium, voorheen de minst belangrijke ruimte, de belangrijkste ruimte in het gebouw en was het fundament onder de interne hiërarchische ordening van het gebouw weggehaald.

The high point of the original entrance area within Knuttel’s design was experienced only after the vestibule, in a monumental hall with robust staircase – called the minister’s stairs. This was a design tool, typical of the time, that doesn’t give away the building’s secrets right away, but leaves you to discover them only once you are properly inside the building. The entrance area was formed by a series of small spaces, from landing to stairs. It is the smallness of these spaces that are incompatible with today’s standards. As a result, the entrance has already undergone several largescale changes over the years.

The entrance originally consisted of a small round landing with a couple of steps. On both sides of the landing there were two doors that led to the basement and bicycle stalls. Atop these small stair openings were two leaded glass windows.

The main entrance on the landing had a double door to a small vestibule. Halfway into the vestibule there were a few more steps to bridge the difference with the next space. This was only accessed after opening a wooden door, but once it was opened, you stood before a monumental space and the stairwell. The stairwell was very much its own space, with its own stained glass roof, and it projected out into the inner courtyard.

Het hoogtepunt van de oorspronkelijke entree van het Knuttel lag pas na de vestibule in een monumentale hal en een echt trappenhuis met de zogenaamde ministerstrap. Het is een ontwerpmiddel, typisch voor zijn tijd, om niet meteen de schat van het gebouw prijs te geven, maar deze even te bewaren totdat je echt binnen bent. De opeenvolging van kleine ruimten, van bordes tot trap, vormden samen het entreegebied.

Het is de kleine maat van de ruimten die niet verenigbaar is met de veranderde eisen van onze tijd.

Als gevolg hiervan heeft de entree in de loop van de jaren al de nodige grote verbouwingen ondergaan.

De entree bestond origineel uit een klein rond bordes met een paar treden. Aan weerzijden van het bordes waren twee deuren die toegang gaven tot de fietsenkelder in het souterrain. Op de koppen van deze smalle trapgaten lag een glas in lood raampje.

De hoofdingang op het bordes had een toegang middels een dubbele deur tot een smalle vestibule.

Halverwege de vestibule lagen opnieuw een paar treden om het hoogte verschil naar de volgende ruimte te overbruggen. Deze betrad men na het openen van een dichte houten deur en pas dan stond men in een prachtig monumentale ruimte voor het trappenhuis.

Het trappenhuis was echt als een ‘huis’ met een eigen kap en glas in loodramen vormgegeven en stond uit de bouwmassa, geschoven in de binnenhof.

Over the course of several renovations, the doors to the basement were closed off and access was created via the vestibule. The closed wooden door was replaced first by one, then two revolving doors. The opening in the originally closed wall was enlarged and fitted with a double revolving door, made of glass and capped by a glazed halfdome. The leaded glass windows, originally above the stairs to the basement, were replaced by clear-glass windows that could be opened.

In een reeks verbouwingen zijn de toegangen tot de fietsenkelders verwijderd en bij de ruimte van de vestibule getrokken. De dichte houten deur is eerst door één en later door twee tourniquets vervangen.

De opening in de oorspronkelijk gesloten wand is vergroot en gevuld met een dubbele tourniquet met glazen deuren onder een halfronde glaspui. De glas in lood vensters, oorspronkelijk gelegen boven de trap naar de fietsenkelder, zijn vervangen door uitzetramen met helder glas.

The rooms to the right of the entrance were pulled into the entrance area in order to create a reception space and to improve accessibility.

Finally, the monumental staircase was opened up at ground level to connect the front hall with the atrium behind. These renovations have meant that not only has the building’s original vestibule structure been lost, the original wall between the vestibule and the staircase’s frontage and a large part of the staircase itself has been lost.

De kamers rechts van de ingang zijn bij de entreezone getrokken om een receptie te kunnen maken en om aan de toegankelijkheid te voldoen. Tenslotte is het monumentale trappenhuis op begane grond niveau opengebroken teneinde de voorhal met het atrium te kunnen verbinden. Met deze verbouwingen is niet alleen de originele gebouwstructuur ter plaatse van de vestibule verloren gegaan maar ook de wand tussen de vestibule en de voorruimte van het monumentale trappenhuis en een groot deel van het trappenhuis zelf.

The spatial and architectural potential became evident immediately by looking at the required renewal and Knuttel’s original design side by side.

During his working process, Knuttel submitted more than one design for the building. One of these was a nearly square layout for the groundfloor – which has much in common with the spatial concept required for the users.

Als we de opgave naast het oorspronkelijke ontwerp van Knuttel leggen, dan zijn de ruimtelijke en bouwkundige potenties direct duidelijk. Knuttel heeft in zijn ontwerptraject meerdere voorstellen voor het departement gemaakt. Eén van die voorstellen had op de begane grond een meer vierkante plattegrond dat grote overeenkomsten vertoont met het ruimtelijke concept voor de nieuwe gebruikers.

Looking at the renovation requirements (the spatial needs, sustainability ambitions and the desire for an open and stimulating work environment) and by using the original Knuttel building as our conceptual core, it has been possible to create an integral design (in collaboration with Olivier Graeven of Braaksma & Roos) in which the old and new flow seamlessly into each other. A logical consequence was to remove Ruijssenaars’ additions. This was also the purest approach, making it possible to retain the building’s inherent quality. It was not a decision taken lightly, but after detailed analysis it became apparent that this was the most respectful course of action.

Denkend vanuit de opgave, met de aangegeven ruimtebehoefte, de duurzame ambities van de overheid en de wens voor een open en prikkelende omgeving, was het mogelijk om vanuit de essentie van het oorspronkelijke gebouw van Knuttel tot één integraal ontwerp te komen, in samenwerking met Olivier Graeven van Braaksma & Roos, waarbij oud en nieuw harmonieus in elkaar overgaan. De logische consequentie was om de toevoeging van Ruijssenaars weg te halen. Dit was ook het meest zuiver, het maakte het mogelijk de oorspronkelijke kwaliteit van het gebouw te behouden. Het is geen beslissing die licht gemaakt is maar na het uitgebreid bestuderen van de situatie bleek dit de meest respectvolle keuze.

Government buildings at the beginning of the 20th century were viewed differently, in comparison to how they are seen and used today. This meant that a simple renovation/restoration of the old Knuttel building would not be sufficient to meet the needs of the new use, but the old building itself certainly could serve as the foundation of further design strategies.

De wijze waarop begin 20e eeuw naar overheidsgebouwen gekeken werd verschilt echter aanzienlijk met de wijze waarop dat nu gedaan wordt.

Dat betekent dat het voor een goed antwoord op de opgave niet voldoende was om het te laten bij het renoveren-restaureren van het oude Knuttel-gebouw, maar wel dat deze het leidende uitgangspunt vormt voor de ontwerpstrategie.

In the new plans the whole ground floor, including the atrium and the minister’s staircase, is a dynamic, communal and centralised space.

Transparency and equality are not the only important themes. Communication and sharing knowledge are also essential to the functioning of the user groups. Furthermore, it is important that employees should feel stimulated and challenged in their thinking. The ground floor is the beating heart and spatial expression of this vision.

In het nieuwe ontwerp is de gehele begane grond, inclusief het atrium en de ministerstrap, als één dynamisch gemeenschappelijk centrum. Niet alleen transparantie en gelijkwaardigheid zijn belangrijke thema’s, maar vooral communicatie en het delen van kennis zijn essentieel voor het goed functioneren van de gebruikersorganisaties. Daarnaast is het belangrijk dat medewerkers geprikkeld en uitgedaagd kunnen worden in hun denken. De begane grond vormt het hart en de ruimtelijke weergave van de visie.

The design concept that internalises this vision involves four office floors and one large centre on the ground floor where all the public spaces and many meeting points merge. To make this centre possible, the entrance area has been renovated and the old Knuttel building has been expanded on both sides with foyers. By adapting existing openings in the façade, these spaces make immediate connection with the adjoined building parts. Changes were in keeping with the existing symmetry and orderly structure of the building. All passageways are in line with each other, creating long sightlines through the building. Contact with the street, woods or garden is also possible at every point, which simplifies orientation and way-finding. Architecturally, this area forms a new unit in which old and new flow into each other without strong contrasts. This is reinforced by a contemporary interpretation of the historical motifs and materials, which allows the new additions to embed themselves in the historic building. The result is a new integrated and harmonious whole at ground-floor level that expresses the shared vision of the users in architectural terms.

Het gebouwconcept waarin deze visie is verwerkt, bestaat uit vier kantoorverdiepingen en één groot centrum op de begane grond waarin alle publieke functies en veel ontmoetingspunten zijn verenigd.

Om dit centrum te kunnen maken, wordt het entreegebied verbouwd en het wordt het oude Knuttelgebouw aan weerskanten uitgebreid uit met een foyer.

Door het aanpassen van bestaande gevelopeningen worden deze ruimten direct gekoppeld aan alle aanpalende bestaande gebouwdelen. Hiervoor wordt gebruikt gemaakt van de bestaande symmetrische en overzichtelijke structuur van het oude gebouw.

Alle doorgangen liggen in elkaars verlengde en vormen directe zichtlijnen door het gebouw. Op elke locatie is hierdoor contact met straat, bos of tuin, wat de oriëntatie en wegvinding eenvoudig maakt.

Architectonisch vormt dit gebied een nieuwe eenheid, waarbij oud en nieuw zonder harde contrasten in elkaar overlopen. Dit wordt versterkt door een hedendaagse interpretatie van aanwezige motieven en materialen. Op de begane grond incorporeren de nieuwe gebouwdelen hiermee als het ware in het monument en ontstaat er een nieuw integraal harmonieus ontwerp, als ruimtelijke weergave van de gemeenschappelijke visie van de gebruikers.

In order to create a generous entrance that simultaneously respects the essence of the historic building, a passageway has been created that runs behind the recessed parts of the façade.

The series of portals that ensue mean that the structure of the building has remained legible.

The steps, columns and revolving doors into the original and monumental hall were removed. On the ground floor, an area of 3.60 metres behind the façade has been lowered to meet the level of the landing. In the remaining 3 metres on both sides there are the new steps to the foyers, balconies and lift, and directly opposite the entrance is the reception desk.

The windows have been lengthened to meet the baseline of the stone plinth in the façade, which gives the entrance area much more light and fluidity in its contact with the street. Knuttel’s façade communicated almost literally the rank of each office level, whereby the ground floor had been relegated to a position of representing no internal importance. Now that the ground floor has necessarily become the primary public space where people interact, the choice to make this legible in the façade is justified as it follows the same architectural approach as Knuttel.

Om een royale entree te verkrijgen die de essentie van het gebouw respecteert, wordt achter het terug liggende deel van de gevel een doorgaande ruimte gecreëerd. De reeks portalen die zo verschijnt zorgt ervoor dat de structuur van het gebouw leesbaar blijft.

De trappen, kolommen en de tourniquets naar de oorspronkelijke en monumentale entreehal worden verwijderd. Over een diepte van ca. 3,60 meter achter de gevel wordt de begane grond vloer verlaagd tot het niveau van het bordes. In de resterende 3 meter liggen aan weerskanten de nieuwe trappen naar de foyers, balkons, de lift en recht voor de ingang de receptiedesk.

De ramen zijn verlaagd tot aan de natuurstenen plint in de gevel, waardoor het entreegebied veel lichter en transparanter wordt en er een betere relatie met de straat komt. De gevel van Knuttel vertelde op een bijna letterlijke manier het verhaal over het belang van elke ruimte achter de gevel waarbij de begane grond in het ontwerp uit het begin van de twintigste eeuw in hiërarchie geen rol speelt. Nu de begane grond juist de uitnodigende publieke ruimte van het gebouw vormt is het vanuit de architectonische benadering van Knuttel verdedigbaar om dit in de gevel te laten zien.

There are three floors of pre-existing office space and one new floor that stretches into the roof. So two floors have been eliminated (from Ruijssenaars’ addition). The distance from the top floor to the roof has been reduced from 30 to 20 metres. This brings the scale and proportions of the inner courtyard more in line with the original situation. Most of the offices are located in the old rooms of the original Knuttel building, which provides a clear structure of spaces along a markedly wide corridor. This openness ensures a sustained connection between the floors and (through the atrium) the core of the building.

The original layout of rooms has been restored wherever possible and any additional new rooms follow the same pattern.

A new level of offices is situated over the ‘nave’ of the historic building and flows into the roof.

This floor now caps the building in a new way and is, architecturally and conceptually, the counterpart to the public ground floor and foyers below. The new roofs and ceilings of both the foyers and top floor have been designed using the same vocabulary and in doing so reference the patterns and decorative coffered ceilings of the historic building. Employing a similar architectural language also ensures that unity and tranquillity is achieved in the building as a whole: functionally, technically and in terms of spatial monumentality.

Er zijn drie kantoorverdiepingen in het bestaande gebouw en één nieuwe verdieping die doorloopt in de bestaande kappen. Dat zijn twee verdiepingen minder dan in de uitgangssituatie. De afstand van de hoogste vloer ten opzichte van de begane grond en van de atriumvloer tot het dak wordt hiermee van 30 naar 20 meter verkleind, waardoor de schaal en verhoudingen van het oorspronkelijke binnenhof worden benaderd.

De meeste werkplekken worden in de kamers op de verdiepingen van het oude Knuttel-gebouw gesitueerd.

Het originele gebouw is in een heldere opzet verkamerd langs brede gangen met een overmaat. Deze zorgen ervoor dat ook op de verdiepingen de relatie door het atrium naar het centrum wordt gelegd. De oude kamerstructuur wordt zoveel mogelijk hersteld en daar waar meer kamers nodig zijn, worden deze op hetzelfde gebouwstramien ingevuld.

De nieuwe kantoorverdieping ligt op de middenbeuk van het oude gebouw en loopt door in de vernieuwde vloer in de kappen. Deze werkvloer vormt de nieuwe beëindiging van het gebouw en is architectonisch en conceptueel een antwoord op de publieke begane grond en de nieuwe foyers beneden. De nieuwe daken en plafonds van zowel de foyers als de nieuwe werkvloer worden ontworpen in één taal en verwijzen daarmee naar de structuur en de decoratieve cassettes van het oude Knuttel-gebouw. Het gebruik van deze architectonische taal zorgt er mede voor dat er rust en eenheid ontstaat in het gebouw, zowel functioneel, bouwkundig als ruimtelijk-monumentaal.

The daylight shafts are all based on the same design principle: a square base topped by triangular glass. These elements have been positioned in such a way that there is an optimal dispersion of sun and light, but overheating by solar radiation is avoided. A sun analysis was undertaken to optimize the distribution. The results enabled a distribution of light over the offices – in the foyers as well as on the top floor – that is very stable, while allowing for a more varied infiltration of light, for example, over the ‘work foyer’ and its armchairs and espresso bar. Directly above the atrium the glass sections of the roof shafts have been incorporated more horizontally, giving the atrium maximum light.

The previous roofs looked like they were original, but they were not. In 1994 all the lower roofs were given an extra floor and the higher roofs were given two extra floors, along with roof windows and full fenestration around the circumference above the eaves. In this expansion the roof trusses at their point of contact with the new construction were halved. The extra floors in the roofs have now been removed and the original trusses reinstated. Where the reinstated truss construction transitions to the top floor roof, large beams have replaced the rafters so that the new roof elevation merges into one.

De daglichtkoepels zijn allemaal gebaseerd op hetzelfde principe, waarbij een vierkant grondvlak overgaat in een driehoekig glasvlak. Dit element is zo gericht dat er optimaal gebruik wordt gemaakt van zon en licht, zonder dat de opwarming door middel van zonnestraling wordt toegelaten. Hiervoor is een verdeling gemaakt op basis van een zonnestudie. Het resultaat is dat het licht boven de werkplekken, zowel in de foyers als op de 4e verdieping stabiel is, terwijl bijvoorbeeld boven de fauteuils in de werkfoyer nabij de espressobar meer lichtvariaties zijn. Direct boven het atrium wordt in hetzelfde dakelement het glasvlak meer horizontaal gelegd, waardoor maximaal licht in het atrium komt.

De kappen in de bestaande situatie lijken origineel maar zijn dat niet. In 1994 zijn er in alle lage kappen één en in de hoge kappen twee verdiepingen ingebracht en daarbij dakramen en een doorgaande glasstrook boven de goten aangebracht. In deze verbouwing zijn de kappen met hun spanten ter plaatse van aansluiting met de toen nieuwe opbouw bijna gehalveerd. In het nieuwe ontwerp worden alle later ingebrachte vloeren in de kappen verwijderd en de oorspronkelijke spanten hersteld. Ter plaatse van de overgangen van het nieuwe dak van de 4e verdieping naar de herstelde kappen vervangen grote liggers echter de spant-benen waardoor in het plafondaanzicht het nieuwe dak door kan lopen in de ‘nieuwe’ kap.

The atrium

Het atrium

Within the new design the atrium is no longer the functional centre, from which the building’s other spaces are accessed, but the quiet heart of a space dedicated to public interaction. The lifts have been moved and the hub of internal logistics moved away from the atrium to the periphery, as was intended for the original atrium. Routing and sightlines that guide users towards the atrium, though the monumental stairwell, was therefore no longer necessary. And so the monumental stairwell and minister’s stairs, including its closed nature, have been restored to the original state.

In het nieuwe ontwerp heeft het atrium niet langer de functie van centrale verkeersruimte van waaruit alle ruimten worden ontsloten, maar is deze ruimte het stille hart van het publieke deel geworden. De liften zijn verplaatst en het accent van de interne logistiek ligt niet langer in maar speelt zich af rondom het atrium zoals oorspronkelijk bedoeld. Daarom vervalt de noodzaak om de loop en zichtlijnen door het monumentale trappenhuis naar het atrium te versterken en is het monumentale trappenhuis met de voorruimte van de ministertrap gerestaureerd. Daartoe is het trappenhuis weer hersteld en gesloten net als in de oude situatie.

The three layers of offices over the nave of the old building have been replaced by only a single floor which reduced the total height of the building as it was previously and brought the building close to its original height. This has been a benefit to the proportions of the atrium. The windows of the lavatories which opened onto the atrium have been closed and the walls smoothed over.

Clear glass has replaced wire glass windows on the 3rd and 4th floors and on the 2nd floor the glass has been removed completely. The limited difference in the 2nd floor and the atrium floor makes contact between the levels possible. This strengthens the unity between the office floor and the publically accessible ground floor. Finally, in the new situation the atrium once again gets direct daylight from above. This makes for a clear, light-filled, restful space.

De drie lagen kantoren op de middenbeuk van het oude gebouw worden vervangen door slechts ĂŠĂŠn verdieping waardoor de totale hoogte van het gebouw lager wordt ten opzichte van de huidige situatie en de oorspronkelijke toestand benaderd wordt. Dit komt de verhoudingen van het atrium ten goede. De toiletramen die uitkwamen op het atrium worden dichtgezet, de wanden worden glad afgewerkt. Helder glas vervangt het draadglas in de kozijnen op de 2e en 3e verdieping en op de 1e verdieping wordt het glas geheel verwijderd. Het beperkte hoogteverschil tussen de 1e verdieping en de vloer van het atrium op de begane grond maakt het mogelijk om contact te leggen tussen deze verdiepingen. Dit versterkt de eenheid tussen de kantoorverdiepingen en de publieke ruimte. Tenslotte krijgt het atrium in het nieuwe ontwerp weer direct daglicht van boven. Hierdoor wordt het atrium een heldere, lichte en rustige ruimte.

The atrium now forms the visual link between the foyers, is dually oriented towards the woods and the gardens and is thereby the intermediary between the ground floor, the floors above and the new office floor whose wide bridges span over the atrium. The atrium is now more of a public square around which all the public programming can be logically organised.

Het atrium vormt zo een schakel in de visuele verbinding tussen de foyers en heeft een dubbele oriĂŤntatie naar het bos en de tuinen en vervult daarmee de rol van intermediair tussen de begane grond, de verdiepingen en de nieuwe werkvloer waarvan de brede bruggen over het atrium lopen. Het atrium is nu meer een plein waaromheen al het publieke programma logisch georganiseerd is.

Art Conceptually, the heart of the public area is a special spot, and in a vertical sense, too, this area is the heart and focus of the floors above.

Where you stand and the position you take largely determines what you see. Looking up, one has a very different perspective then looking down onto the public spaces, and the views from the various levels is also varied. Scale, perspective and light also determine your view and experience of the space. The new atrium can certainly be seen to represent the different viewpoints that look upon social issues – precisely the work of the five users of B30.

This is why this space has been allocated for art.

An invitation was extended to an artist to create a mosaic or floor pattern that visualises the magic of this space. Artist Rob Birza designed a pattern inspired by images from his travels, but which can be read as a garden abstraction. It has become the internal garden in a series of three gardens that traverse the building. The artwork has been beautifully executed by Van der Zande Terrazo & Mozaiek, in natural and precious stones, in combination with terrazzo concrete. The metal rings that contain the terrazzo are so well-made that they meet into a connection point of almost zero, an almost impossible feat. The scale of the imagery is elusive, but at the same time it manages to attune itself to the perspective of the beholder and the proportions of the space he/she occupies in that experience.

Kunst De plaats in het hart van de publieke ruimte, en in verticale zin ook van de kantoren, is ook conceptueel een bijzondere plaats. Immers het standpunt dat je inneemt bepaald ook voor een groot deel wat je ziet.

Zo levert het zicht van beneden naar boven een heel ander beeld op, dan wanneer je van boven naar het publieke centrum kijkt en ook tussen de vloeren is het zicht verschillend. Ook schaal en perspectief en licht bepalen je zicht en ervaring van de ruimte. Het nieuwe atrium symboliseert daarom eigenlijk de verschillende standpunten van waarop naar maatschappelijke zaken gekeken kan worden, precies dat wat de gebruikers van B30 doen.

Daarom is deze ruimte gekozen voor het uitnodigen van een kunstenaar die met een mozaïek of een patroon op de vloer de magie van de ruimte zou kunnen verbeelden.

Rob Birza heeft een patroon ontworpen dat geïnspireerd is op beelden die hij heeft genoteerd op zijn reizen maar die als een abstractie van een tuin gelezen kan worden. De binnentuin in een reeks van drie tuinen in de dwarsrichting door het gebouw.

Het kunstwerk is prachtig in natuur en edelsteen in combinatie met terrazzo uitgevoerd door Van der Zande Terrazo & Mozaiek. De metalen ringen waarbinnen de terrazzo vlakken zijn ingevuld zijn zodanig knap gemaakt dat ze steeds tot een nulpunt snijden wat bijna onmogelijk lijkt. De schaal van het werk is ongrijpbaar maar lijkt zich tegelijkertijd voor de aanschouwer aan te passen aan de verhoudingen van de ruimte vanuit het perspectief van waaruit deze ervaren wordt.

Seminar foyer and work foyer The Knuttel building is practically symmetrical.

On either side of the atrium there are areas with their own theme: the foyer with working spaces and a lounge space (the work foyer) and the foyer with conference and seminar rooms (the seminar foyer). In the zones between the foyers and the atrium the old rooms have been restored to their original state. On the seminar foyer side these have been furnished as meeting rooms; on the work foyer side these are the espresso bar and library. The foyers get a lot of daylight from the roof and the garden façade. The seminar foyer has conference rooms, workrooms and lounging opportunities next to the auditorium.

The main conference room is central and sunken within the seminar foyer and runs ‘through’ the glazed foyer wall into the garden. The foyer partitions are large pivoted glass doors encased by high-gloss aluminium frames and when both sides are opened it is possible to walk through the foyer and the garden, circumventing the main conference room. The conference room’s courtyard façade extends from the inside to the outside and is built of a series of highly polished girders with glazing, which supports a 1-metre high concrete slab clad in the same stone as the floors. The glass is of the same quality inside and outside in order to prevent colour and reflective differences.

The façades of the new additions (the foyers and the top floor) consist of sandblasted concrete frames infilled with stone and a colouring agent.

The walls match the sandstone colours of the old building. The new sections differentiate themselves by way of their architecture, but also engage with the historic parts so that there is unity.

In 1994 a white silicate mineral paint on the nave itself was applied, which has visually detached these walls from the main fabric of the building.

It has not been possible to remove the paint without considerable damage to the brickwork.

It was decided to change the white to a colour in keeping with the original brick (while retaining the old paint layer) to reinstate a sense of unity. In the same 1994 renovation, the façade facing the woods was subject to a sizeable vertical incision.

This wall has been completely restored.

Seminar- en werkfoyers Het Knuttel-gebouw is nagenoeg symmetrisch. Aan weerszijden van het atrium zijn twee gebieden die elk hun thema hebben: de foyer met de werkplekken en loungeplekken (werkfoyer) en de foyer met het congresen seminarcentrum (seminarfoyer). In de zones gelegen tussen de foyers en het atrium zijn de kamers teruggebracht zoals in de originele situatie. Aan de seminarfoyer-zijde zijn deze ingericht als overlegruimten en vergaderzalen, aan de werkfoyer-zijde liggen de espressobar en de bibliotheek. De foyers hebben veel daglicht vanuit de dakkoepels en de gevels aan de tuin. De seminar foyer heeft naast het auditorium, vergaderkamers en werk en lounge plekken.

De seminarzaal ligt verdiept centraal in de seminarfoyer en loopt door de foyer-gevel heen door tot in de tuin. De foyer-gevels hebben grote taatsdeuren met hoogglans gepolijste aluminium kozijnen en als deze aan weerskanten van de seminarzaal geopend worden is het mogelijk door de foyer en de tuin om de zaal heen te lopen. De ‘gevel’ van de zaal loopt visueel van binnen naar buiten door en is opgebouwd uit een 1 meter hoge betonnen schijf bekleed met hetzelfde natuursteen als de vloer, boven een reeks hoogglans gepolijste constructieve kokers waar voorlangs het glasvlak loopt.

Het glas heeft binnen dezelfde kwaliteit als buiten om kleur- en reflectieverschil te voorkomen.

De gevels van de nieuwbouw, van de foyers en de vierde verdieping, ter plaatse van de middenbeuk worden begrenst door een betonnen kader met natuursteen en kleurtoeslag en met een patroon door een mat in de kist. De gevel past in kleur bij de zandsteen delen van de Knuttelgevel. De nieuwbouw onderscheidt zich wel in architectuur maar richt zich tegelijkertijd ook weer naar het monument zodat eenheid ontstaat.

Het witte keimwerk op de middenbeuk zelf is in 1994 aangebracht waardoor deze gevels zich als het ware los maken van de massa van het gebouw. Het bleek niet mogelijk om, zonder aanzienlijke schade aan het metselwerk, het keimwerk te verwijderen. Daarom is om de eenheid terug te krijgen het wit vervangen door keimwerk in de kleur van het oorspronkelijke metselwerk. De bosgevel heeft in dezelfde tijd een forse verticale snede gekregen. De gevel wordt hier weer in de oude staat hersteld.

Conclusion From the street, and in particular from the ground level, the Knuttel building had a very closed façade. The unapproachable building represented the stateliness and hierarchy of a government ministry in the early 20th century, which is completely incompatible with the openness and transparency that the transformation of B30 brings with it.

The change in hierarchical relations and the importance of the ground floor to its five unique users is expressed in the façade – in the tradition of Knuttel – by enlarging the ground floor windows

over the receded length of the façade. The openings have been taken down to the stone plinth of the building, moving the window sills down and lengthening the jambs. In this way the façade represents the increased importance of the ground floor within the new B30 context, and it also expresses the aspirations of openness, transparency and hospitality. The building has gained a feeling of accessibility by opening up the façade, so that the interior can have a relationship with the street. The frontage of the historic building now gives expression to contemporary ideas regarding government transparency, seen through the tradition of Knuttel.

Conclusie Vanuit de straat en vooral vanaf maaiveld gezien oogde het Knuttel-gebouw bijzonder gesloten.

Het ongenaakbare gebouw representeerde de voornaamheid en hiërarchie van een ministerie in de 20e eeuw, wat geheel in tegenstelling is met het verlangen naar openheid en transparantie die de transformatie naar het huidige B30 met zich meebrengt. De verschuiving in hiërarchie en het belang van de begane grond voor de unieke functies van de gebruikers wordt in de traditie van Knuttel tot uitdrukking gebracht in de gevel door de ramen ter plaatse van de begane grond te vergoten in het terug liggende deel van de voorgevel.

Hiervoor wordt de uitsnede verlengd tot op de natuurstenen plint. De onderdorpel verschuift mee en de dagkanten worden verlengd. De gevel representeert daarmee het toegenomen belang van de begane grond voor de nieuwe functie van B30 en de wens om open, transparant en gastvrij te zijn. Het gebouw heeft aan toegankelijkheid gewonnen door het openen van de gevel waardoor het interieur een relatie aangaat met de straat. Zo toont de gevel van het monument nu de hedendaagse opvattingen over transparantie van de overheid gezien vanuit de traditie van Knuttel.
