n June, the 1st 2011 the European Commission completed the first part of the revision of the European standardisation system by providing the so-called “Standardisation Package”. The Package includes a Communication and a proposal for a Regulation: the European Commission’s Communication is addressed to both the Parliament and the Council and it is entitled “A strategic vision for European standards: moving forward to enhance and accelerate the sustainable growth of the European economy by 2020”: from a legal perspective, this Communication is a political statement of intent which presents the vision of the European Commission on this project. The legislative proposal is the draft of the Regulation “on European Standardisation and amending Council Directive 89/686/EEC and 93/15/EEC and Directives 94/9/EC, 94/25/EC, 95/16/EC, 97/23/EC, 98/34/EC, 2004/22/EC, 2007/23/EC, 2009/105/EC and 2009/23/ EC of the European Parliament and of the Council”. The standardisation is still a key tool in the framework of the international competition. For example, the spread of new technologies and newly designed products cannot be achieved if there is not any common European standard. Moreover, the “best practices” that express the so-called rule

o scorso 1 giugno la Commissione Europea ha completato la prima parte del lavoro per la revisione del sistema di normazione europeo, mettendo a disposizione il così detto “Standardisation Package”. Il Pacchetto include una Comunicazione e una proposta di Regolamento: la Comunicazione della Commissione Europea è rivolta a Parlamento e Consiglio e si intitola “A strategic vision for European standards: moving forward to enhance and accelerate the sustainable growth of the European economy by 2020”: dal punto di vista legale, la Comunicazione della Commissione è una dichiarazione politica di intenti che presenta la visione della Commissione Europea in merito a questo progetto. La proposta legislativa è invece costituita dalla bozza di Regolamento “on European Standardisation and amending Council Directive 89/686/EEC and 93/15/EEC and Directives 94/9/EC, 94/25/EC, 95/16/EC, 97/23/EC, 98/34/ EC, 2004/22/EC, 2007/23/EC, 2009/105/EC and 2009/23/ EC of the European Parliament and of the Council”. La standardizzazione è ancora oggi uno strumento decisivo nella competizione internazionale. Solo per fare un esempio, la diffusione di massa delle nuove tecnologie e dei prodotti di nuova concezione non può essere realizzata se non si dispone di norme tecniche europee comuni.
