Biden tells Americans he quit race to ‘unify his party’

US President Joe Biden on Wednesday told Americans in an Oval Office address that he ended his re-election campaign to “unify my party” with the larger goal of protecting American democracy and that goal is larger than “personal ambition”.

He found it a good time to “pass the torch to a new generation”.

Biden, who had just recovered from Covid-19 infection and returned to the White House from self-isolation in his Delaware home on Tuesday, started haltingly but he settled down to his natural tone and tenor midway and went on to lay out his reasons for stepping aside and forging the path for his party and the country to protect and continue the democratic system handed down by the founders.

He spoke for nearly 11 minutes from behind the Resolute Desk in the Oval Office, wearing a blue tie, the color used by Democrats to assert party affiliation.

“In recent weeks it’s become clear to me that I need to unite my party in this critical endeavour,” Biden said, of protecting American democracy.

“I believe my record as President, my leadership of the world, my vision of America’s future, all merited a second term but nothing, nothing can come in the way of saving our democracy, that includes personal ambition.” Biden, 81, announced his exit from the 2024 race for the White House past Sunday under mounting pressure from his party to make way for a different candidate after a disastrous performance in the first presidential debate against his Republican rival, former President Donald Trump.

He had said then he would explain his reasons in an address later, which took place Wednesday in a widely anticipated prime time address. The President detailed his presidency’s achievements — from extricating the country from the clutches of Covid-19 to passing the largest infrastructure and Climate Change Bill, naming an African-American woman to the Supreme Court to lowering prices of diabetes drugs and leading a stronger NATO to prevent Russian President Vladimir Putin’s invasion of Ukraine to suggesting a framework for resolving the Israel-Hamas conflict. This was the first time in 100 years that the US was not in a war. But, in conclusion, he said it was time for him to hand it over to the next generation.

“I have decided the best way forward is to pass the torch to a new generation. That is the best way to unite our nation.” Biden said he had made his choice clear by endorsing Kamala Harris, his VicePresident, for President. “History is in your hands. The power is in your hands. The idea of America – lies in your hands.”

UK Foreign Secretary David Lammy called on Prime Minister Narendra Modi in New Delhi on Wednesday as both countries continue to unlock the full potential of their growing partnership in diverse fields.

“A pleasure to meet UK FS David Lammy. Appreciate the priority accorded by PM Keir Starmer to broaden and deepen the Comprehensive Strategic Partnership. Remain committed to elevating the ties. Welcome the bilateral Technology Security Initiative and the desire to conclude a mutually beneficial FTA,” PM Modi posted on X after the meeting.

Visiting India in his very first month as Foreign Secretary, Lammy called India as the “emerging superpower of the 21st century”, the largest country in the world with 1.4 billion people and one of the fastest growing economies in the world.

Barack Obama has officially endorsed Vice President Kamala Harris as the Democratic presidential nominee, putting an end to speculation about his support. In a joint statement with former First Lady Michelle Obama, the couple expressed their confidence in Harris, praising her “vision, character, and strength” as essential for the current political climate.

Obama had previously been in discussions with over 100 prominent Democrats after President Joe Biden announced his withdrawal from the race last week. Although Obama praised Biden’s decision, he did not immediately endorse Harris at that time.

Respect for LAC essential for normalcy in relations, EAM Jaishankar tells Chinese FM

Harris has already garnered the backing of a majority of Democratic delegates, positioning her to secure the official nomination at the party convention in August. In today’s statement, the Obamas expressed their excitement about supporting Harris and pledged to do everything they can to help elect her. They commended her extensive experience, including her roles as California Attorney General, U.S. Senator, and Vice President.

The Obamas emphasized Harris’s qualifications and her ability to lead effectively. Their statement included a video of Harris reacting to their endorsement, where she expressed her gratitude.

xternal Affairs Minister (EAM) S. Jaishankar once again stressed the importance of the three mutuals - mutual respect, mutual interest, and mutual sensitivity - to India-China ties during his meeting with Chinese Foreign Minister Wang Yi on the sidelines of the ASEAN-related Foreign Ministers’ meetings in Laos’ capital Vientiane on Thursday.

“Continued our ongoing discussions about our bilateral relationship. The state of the border will necessarily be reflected on the state of our ties. Agreed on the need to give strong guidance to complete the disengagement process,” EAM Jaishankar posted on X after the meeting with Wang Yi who is also a Member of the Communist Party of China (CPC) Politburo

“Must ensure full respect for the LAC and past agreements. It is in our mutual interest to stabilize our ties. We should approach the immediate issues with a sense of purpose and urgency,” he added.

Harris has been active on the campaign trail since Biden’s exit, recently addressing the American Federation of Teachers in Houston, where her speech resembled a campaign rally. She criticized “extremist” Republicans and “failed” policies, highlighting her support for banning assault weapons while condemning Republican efforts to ban books.

Meanwhile, Republican nominee Donald Trump has begun targeting Harris, calling her a “radical left Marxist” and questioning her legitimacy. Trump has also refused to commit to a debate with Harris until she is officially confirmed as the nominee, suggesting Democrats might seek another candidate.

In foreign policy, Harris has had “frank and constructive” discussions with Israeli Prime Minister Benjamin Netanyahu, urging an end to the Israel-Gaza conflict. She voiced concerns about casualties in Gaza and stressed the importance of a two-state solution. Netanyahu is also scheduled to meet with Trump following his visit to the White House.

In his opening remarks at the meeting, the Indian Minister recalled their meeting during the SCO Summit earlier this month as he said that Thursday’s meeting “provides another opportunity to take forward our ongoing discussions about our bilateral relationship”.

Ties between India and China, “the two most populous nations and among the two key economies of the world today”, have “an exceptional significance”, he said, adding that their “ability to ensure that they are stable and forward-looking is essential both for the prospects of Asia and that of the multipolar world. There are also issues on which our interests converge. In our previous meeting, we had both agreed in this regard. The challenge has been to proceed in that direction”.

Jaishankar told his Chinese counterpart that the “disturbance to peace and tranquillity in our border areas has cast a shadow on our ties for the last four years”.

“We have both made considerable efforts to resolve the related issues. Our endeavour is to complete that process and ensure that there is full respect for the Line of Actual Control and the agreements that we have signed in the past. I hope that today’s meeting will allow us to give stronger guidance to our officials in that regard.”

“Insofar as our bilateral ties are concerned, we also agreed that they are best handled through the approach of three mutualsmutual respect, mutual interest and mutual sensitivity. You will also appreciate that the state of the border will necessarily be reflected on the state of our ties,” he stressed.

He also noted that it was a “volatile and uncertain era” as the “consequences of the Covid pandemic are still in play” and the world is witnessing “conflicts, tensions and polarisations”.

“There have been disruptions to the global economy, both natural and manmade. At this time it is in our mutual interest to stabilise our ties and focus on growth and development that requires us to approach our immediate issues with a sense of purpose and urgency,” Jaishankar said. The meeting, the Ministry of External Affairs (MEA) said in a statement later, gave the two ministers an opportunity to review the situation since their last meeting at Astana in July, with their talks focusing on “finding an early resolution” of the remaining issues along the Line of Actual Control (LAC) to stabilise and rebuild bilateral relations.

“Both ministers agreed on the need to work with purpose and urgency to achieve complete disengagement at the earliest. Peace and tranquillity on the borders and respect for LAC are essential for normalcy in bilateral relations. Both sides must fully abide by relevant bilateral agreements, protocols, and understandings reached between the two Governments in the past,” read the MEA statement.

Both sides will also hold an early meeting of the Working Mechanism on Consultation and Coordination on India-China Border Affairs (WMCC) to take the discussions forward.

Sri Lanka rejects Canadian PM’s ‘genocide’ allegations

Sri Lanka has dismissed Canadian Prime Minister Justin Trudeau’s allegations of genocide related to the 1983 anti-Tamil violence, known as “Black July.” The Sri Lankan Foreign Ministry condemned Trudeau’s statement, which was made to mark the 41st anniversary of the violence. Foreign Minister Ali Sabry accused Trudeau of leveraging the issue for domestic political gain, asserting that the allegations undermine communal harmony.

Trudeau had referred to the violence as a dark chapter in Sri Lanka’s history and highlighted Canada’s recognition of May 18 as Tamil Genocide Remembrance Day. He reiterated Canada’s commitment to addressing human rights abuses in Sri Lanka.

Sri Lanka’s response follows similar criticism of Trudeau’s stance on other international issues, including allegations against Indian agents related to the killing of Khalistan separatist Hardeep Singh Nijjar. Both Sri Lanka and India have criticized Trudeau for what they perceive as politically motivated statements.

We are working together to accelerate climate action while creating opportunities for British and Indian businesses,” he wrote in his reply to PM Modi’s post on the social media platform Wednesday evening.

Lammy also called on External Affairs Minister S. Jaishankar as both held bilateral discussions on strengthening the Comprehensive Strategic Partnership and an early conclusion of a mutually beneficial India-UK Free Trade Agreement (FTA). This is the first high-profile visit from London after the formation of Labour Party government under the leadership of British

PM Keir Starmer, earlier this month.

“Our Free Trade Agreement negotiations is the floor not the ceiling of our ambitions to unlock our shared potential and deliver growth, from Bengaluru to Birmingham. We have shared interests on the green

transition, new technologies, economic security and global security,” the UK Foreign Secretary said before his arrival in the Indian capital.

He also underscored the importance of

the Living Bridge between the UK and India, highlighting that it represents the 1.7 million people with Indian heritage that have made their home in the UK and make an exceptional contribution to British life.

Earlier in the day, the UK Foreign Secretary met business leaders to emphasise how both countries are working together on shared ambitions such as cutting-edge science to encourage innovation, boost trade, and improve the livelihoods of working people in both countries.

The government led by Keir Starmer remains keen on harnessing and unlocking the true potential of the UK-India partnership, asserting that it will not only deliver prosperity for the people of India and the UK but also for the rest of the world.

India rises in global passport index, allows visa-free access to 58 nations

India has been ranked at 82nd spot on a global passport index, allowing Indians visa-free entry to 58 countries, including popular destinations like Indonesia, Malaysia and Thailand. According to the latest ranking by the UK-based Henley Passport Index, India’s passport now ranks at an improved 82nd spot. The ranking is based on data from the International Air Transport Association (IATA). The Henley Passport Index is a global ranking of countries according to the travel freedom allowed by those countries’ ordinary passports for their citizens. Singapore was ranked the leader on the passport index, reclaiming its title as the world’s most powerful passport in the latest ranking.

“The city-state also sets a new record score, with its citizens now enjoying access to 195 travel destinations out of 227 around the world visa-free. France, Germany, Italy, Japan, and Spain drop to joint-2nd place, each with visa-free access to 192 destinations,” according to the Index.

India highlights its flagship water and sanitation schemes at G20 meet

India on Tuesday highlighted its flagship schemes, including Swachh Bharat Abhiyan and Jal Jeevan Mission, at the G20 Development Ministers’ Meeting held in Brazil’s Rio de Janeiro.

The Indian delegation at the meeting was led by Dammu Ravi, Secretary of Economic Relations (ER) in the Ministry of External Affairs (MEA).

The focus of the ministerial meeting was on basic water and sanitation necessities and focused on enhancing drinking water facilities, sanitation, and hygiene services globally. The Secretary of Economic Relations also highlighted India’s development cooperation efforts for the Global South and the support extended to developing, less developed, and underdeveloped nations.

Brazil, which took over the G20 chair from India last year, has chosen ‘Building a Just World and a Sustainable Planet’ as its presidency theme.

The discussions at the meeting centred on addressing hunger, poverty, inequality, and climate change. Brazilian Minister of Foreign Affairs Mauro Vieira, Minister of Planning Simone Tebet, Minister of Cities Jader Barbalho Filho, and Minister of Racial Equality Anielle Franco co-chaired the event.

On Wednesday, Brazilian President Luiz Inacio Lula da Silva is scheduled to participate in the pre-launch of the Global Alliance against Hunger and Poverty, further underscoring the grouping’s commitment to tackling global developmental challenges.

“The US, on the other hand, continues its now decade-long slide down the index, dropping down to 8th spot, with access to just 186 destinations visa-free,” said the Index.

According to IATA, airlines will connect nearly 5 billion people over 22,000 routes on

39 million flights in 2024, and the air cargo transported will reach 62 million tonnes, facilitating an $8.3 trillion in trade.

“Our industry expects to record revenues of almost $1 trillion this year. Expenses, however, will also be at a record high of $936 billion. Net profit will be $30.5 billion,” said IATA Director General, Willie Walsh.

The UAE made it into the Top 10 for the first time, having added an impressive 152 destinations since the index’s inception in 2006 to achieve its current visa-free score of 185.

US arrests Mexican

drug lord ‘El Mayo’ and El Chapo’s son in Texas

On Thursday, U.S. authorities made a significant breakthrough in their fight against drug trafficking by arresting two major figures in the Mexican criminal world: Ismael “El Mayo” Zambada and Joaquin “El Chapo” Guzman Lopez. The arrests took place in El Paso, Texas, and could have substantial implications for both U.S. and Mexican drug trafficking dynamics.

Ismael Zambada, a key figure in the drug trade, co-founded the notorious Sinaloa Cartel with Joaquín “El Chapo” Guzmán. El Chapo, who was extradited to the United States in 2017, is currently serving a life sentence in a maximum-security prison. Zambada, who has long been one of Mexico’s most influential traffickers, and Guzman Lopez, the son of El Chapo, now face a series of serious charges in the U.S. These charges include orchestrating large-scale drug shipments to American cities, with a particular focus on fentanyl, a potent

synthetic opioid that has become the leading cause of death for Americans aged 18 to 45.

Guzman Lopez, one of El Chapo’s four sons collectively known as Los Chapitos (or Little Chapos), inherited a significant portion of his father’s faction within the Sinaloa Cartel. His brother, Ovidio Guzman, was arrested and extradited to the U.S. last year. The Sinaloa Cartel has increasingly been targeted by U.S. authorities due to its prominent role in fentanyl distribution.

According to U.S. Attorney General Merrick Garland, both Zambada and Guzman Lopez are charged with leading the cartel’s criminal operations, including its extensive fentanyl manufacturing and trafficking networks. The arrest of Guzman Lopez was initially reported by Reuters and later confirmed by the Justice Department. This development marks a pivotal moment in the ongoing efforts to combat drug trafficking and could significantly impact the Mexican criminal landscape.

US senator moves bill to help India take on China

US Republican senator Marco Rubio on Thursday said he has introduced a bill -- US-India Defense Cooperation Act -- to enhance the strategic diplomatic, economic, and military relationship with New Delhi to counter China.

“Communist China continues to aggressively expand its domain in the Indo-Pacific region, all while it seeks to impede the sovereignty and autonomy of our regional partners. It’s crucial for the US to continue its support in countering these malicious tactics. India, along with other nations in the region, is not alone,” Rubio said in a statement announcing his legislation.

The legislation would set a Statement of Policy that the US will support India in its response to growing threats to its territorial integrity, provide necessary security assistance to India to deter adversaries, and cooperate with India with respect to defence, civil space, technology, medicine, and economic investments;

When passed into law, it would provide a limited exemption for India from CAATSA (Countering America’s Adversaries Through Sanctions) sanctions for purchases of Russian equipment that are currently used by the Indian military and set a Sense of Congress that expeditious consideration of certifications of letters of offer to sell defence articles, defence services, design and construction services, and major defence equipment to India is consistent with US interests and it is in the interest of peace and stability of India to have the capabilities needed to deter threats.

The bill proposes to treat India as if it were of the same status as US allies such as Japan, Israel, Korea, and NATO allies regarding technology transfers; authorise the Secretary of State to enter into a memorandum of understanding with India to increase military cooperation; expedite excess defence articles to India for two years and grant India the same status as other allies and expand International Military Education and Training Cooperation with New Delhi.

It requires a report to Congress on Pakistan’s use of offensive force, including through terrorism and proxy groups, against India; and bar Pakistan from receiving security assistance if it is found to have sponsored terrorism against India.

He stated, “My very first decision as the party nominee in 2020 was to pick Kamala Harris as my Vice President. And it’s been the best decision I’ve made. Today I want to offer

my full support and endorsement for Kamala to be the nominee of our party this year. Democrats — it’s time to come together and beat Trump. Let’s do this.”

Harris’s campaign has quickly gained momentum, clinching the delegates needed and receiving endorsements from top-tier Democratic elites, including Joe Biden, Nancy Pelosi, Chuck Schumer and Hakeem Jefferies.. At a Delaware party campaign, Kamala Harris made a bold challenge to Donald Trump, stating that she knows his type and has faced such individuals in the past as a prosecutor and Attorney General. Her remarks energized the base, leading to record-breaking campaign donations and a surge of support.

The YouGov poll found that more Americans believe Kamala Harris can win against former President Donald Trump than thought Biden could. Thirty-four percent believed Harris would prevail over Trump, compared to 29% who thought the same of Biden. Although the race has been close, recent polls had shown Biden trailing Trump in many battleground states.

The GOP’s Tension The GOP is showing significant tension over the switch at the top of the Democratic ticket. Harris’s entry into the race has sparked a new wave of enthusiasm among Democratic voters and has created a real contest against Trump.

No action against anti-India elements exposes Canada’s double standards: MEA

India on Thursday reiterated that it expects Canada to take action against anti-India elements otherwise “the rule of law and respect for pluralism” in the country will continue to be “severely undermined”.

“When a democracy adopts different yardsticks to measure or implement the rule of law and freedom of expression, it only exposes its double standards. We expect Canada to take action against anti-India elements who have repeatedly threatened Indian leaders, institutions, airlines, and diplomats with violence,” Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal said during the weekly media briefing on Thursday.

“We would like to see stronger action at the same level of seriousness on the threats posed to us as well,” he added.

With another Hindu temple in Alberta’s capital Edmonton vandalized with hateful graffiti on Tuesday, New Delhi has slammed Ottawa for its inability to rein in the extremists.

The MEA stated that it has “strongly” taken up the matter with the Canadian authorities, both in New Delhi and in the Canadian capital.

“We condemn the vandalization. We expect the local authorities to take swift and strong action against those responsible. These attacks against temples have become a recurring occurrence and are done with a purpose, which is not very difficult to fathom,” said Jaiswal.

Netanyahu meets Biden and Harris to discuss Gaza ceasefire

Israeli Prime Minister Benjamin Netanyahu met with U.S. President Joe Biden and Vice President Kamala Harris in Washington on Thursday to address remaining issues in the push for a Gaza ceasefire. This meeting followed Netanyahu’s address to Congress and large pro-Palestinian protests outside.

During the discussions, Biden and Netanyahu focused on resolving gaps in the ceasefire deal and addressing urgent issues such as the release of hostages, the potential for conflict spillover into Lebanon, and the threat of Iran. Vice President Harris expressed serious concerns about the humanitarian crisis in Gaza and called for an end to the war, though she reaffirmed support for Israel’s right to defend itself.

The meetings occurred amid heightened political tension in Washington, with significant protests and divisions within the U.S. political landscape regarding support for Israel.

“We have seen a number of such incidents in recent times in Canada. Lack of action against the perpetrators has further emboldened such criminal elements. Those advocating and responsible for extremism and violence need to be brought to justice, or else the rule of law and respect for pluralism in Canada will continue to be severely undermined,” he added.

Tuesday’s incident added to the series of attacks targeting Hindu establishments in Canada.

“During the last few years, Hindu temples in the Greater Toronto Area, British Columbia, and other places in Canada have been vandalised with hateful graffiti. Gurpatwant Singh Pannun of ‘Sikhs for Justice’ last year publicly called for Hindus to go back to India,” Canadian Member of Parliament Chandra Arya wrote on X on July 23.

The Indian government has repeatedly expressed its deep concern and strong protest at the disturbing actions being allowed to continue unchecked in Canada, saying it illustrates the political space that has been given in the country to separatism, extremism, and violence.

In May, External Affairs Minister S. Jaishankar targeted the Justin Trudeau government for giving refuge to pro-Khalistani elements, asserting that further deterioration in bilateral ties would eventually result in a big loss for Canada.

External Affairs Minister S. Jaishankar arrived in Laotian capital of Vientiane on Thursday afternoon to participate in the Foreign Ministers’ Meetings under the ASEAN framework in the format of ASEAN-India, East Asia Summit (EAS) and ASEAN Regional Forum (ARF), taking place from July 25-27.

From Vientiane, the EAM will travel to Tokyo to participate in the next meeting of the Quad Foreign Ministers’ on July 29 along with the Foreign Ministers of Australia, Japan and the United States.

Wildfires continue raging across the western United States, prompting thousands to evacuate, together with the highways’ shutdown. The situation further worsened on Wednesday, reports Xinhua news agency.

The Durkee Fire in Oregon State shut down Interstate 84 in the eastern part of the state in both directions on Tuesday between Ontario and Baker City, the state’s Department of Transportation said, warning that “the fire is advancing rapidly towards the highway in multiple locations in the Farewell Bend area.”

Durkee, the current largest wildfire in Oregon, was sparked by lightning and discovered in the morning of July 17. It has burned through over 239,000 acres with zero per cent containment as of Wednesday.

Level three evacuations are in place in Baker and Malheur counties due to the Durkee and Cow Valley fires. There are currently 115 active fires in the state, according to its wildfire tracker.

Kerala student feared drowned in Latvia, embassy in touch with family

An Indian student from Kerala is feared to have drowned in the Jugla Canal in Riga, Latvia. The student, Albin Shinto, went missing while swimming with friends on the evening of July 18. Indian national charged with trafficking counterfeit cancer drugs in the US

AU.S. court on Thursday charged Sanjay Kumar, a 43-year-old from Bihar, with selling and shipping counterfeit oncology pharmaceuticals worth tens of thousands of dollars into the United States. Court documents reveal that Kumar, along with his co-conspirators, allegedly orchestrated the sale and distribution of counterfeit versions of oncology drugs, including Keytruda. The Central Government has extended the deadline for public feedback on new draft guidelines aimed at combating spam calls and unsolicited business messages. The new deadline is now August 5, an extension of 15 days from the previous deadline of July 21.

The Department of Consumer Affairs announced the extension in response to requests from various federations, associations, and stakeholders who needed more time to review and comment on the draft guidelines for the ‘Prevention and Regulation of Unsolicited and Unwarranted Business Communication, 2024’.

The Department has received numerous suggestions, which are currently under review. The extension aims to ensure that all stakeholders have ample opportunity to provide comprehensive feedback.

The extension comes amid rising concerns over unsolicited commercial communications (UCC), including spam calls and SMS. Industry players have urged the government

to create a level playing field in regulatory compliance for telecom service providers (TSPs) and other messaging platforms.

The Cellular Operators’ Association of India (COAI) notes that the issue involves a broad range of stakeholders, including TSPs, telemarketers, aggregators, and principal entities such as banks and real estate agencies.

The Department of Consumer Affairs is drafting new guidelines under the Consumer Protection Act, 2019, to safeguard consumers from unwanted commercial communications.

Delhi HC rejects PIL against June 25 declaration as ‘Samvidhan Hatya Diwas’

The Delhi High Court on Friday dismissed a public interest litigation (PIL) challenging the Indian government’s decision to designate June 25 as ‘Samvidhan Hatya Diwas,’ commemorating the day in 1975 when then-Prime Minister Indira Gandhi declared a national emergency.

Netherlands to deliver 14 tanks to Ukraine by end of summer

Considering the potential impact of global factors on our economy, how do you anticipate the dynamics playing out if China accelerates its economic growth, potentially causing a spike in commodity prices? Conversely, how might the anticipated slowdown in the European market, with its implications for global growth rates, affect our exports and overall economic stability?

Ans: Regardless of whether the global economy performs better or worse than expected in the past few months, both scenarios will have mixed implications for India. We need to assess whether the positive effects outweigh the negative ones or vice versa. Overall, I believe a global economic slowdown might be more beneficial for India than an unexpectedly strong global economy. While export growth will undoubtedly be affected by a slowdown, it’s important to note that India’s services sector, particularly IT services, tends to be recession-proof.

When advanced economies slow down, the demand for Indian IT services often increases as companies look to tighten backend operations and control costs. Global oil demand and prices would likely decrease, reducing our import costs. Developed world central banks might stop raising interest rates or even lower them, easing the pressure on the US dollar and providing relief to emerging economies, including India. This scenario would also make it easier for India to attract external financing as investors from slowing economies seek opportunities in countries with current account deficits like India.

While goods exports might suffer, the combination of reduced import costs, stabilized currency pressures, and increased foreign investment could result in overall positive effects for India.

China is currently a significant variable in the global economic landscape due to its growth trajectory and its influence on globalization sentiment. The potential

for alternate supply chains and their realignment will directly affect India, particularly in manufacturing. Given that India’s manufacturing sector has remained stagnant at around 17-19 percent for decades, how do you foresee India’s role in these evolving supply chains? As the policy maker/ Adviser, how do you envision these global scenarios driving an increase in India’s manufacturing output?

The current global scenario presents a significant opportunity for India’s industrialization. I believe India’s industrial story isn’t one of missed chances but one that is still unfolding. We now have critical infrastructure in place, including roads, railways, ports, telecom networks, and digitalization, which collectively form the foundation for rapid manufacturing growth.

Moreover, the geopolitical environment is encouraging many companies to explore opportunities in India, even if they don’t openly state it. While countries like Vietnam, Bangladesh, and Mexico are also attractive, their smaller size limits their capacity for large-scale manufacturing. India, on the other hand, offers a vast domestic market and the potential for large-scale manufacturing, making it an appealing destination for foreign companies.

India aims to build local manufacturing capacity that can serve both domestic and international markets. The Production Linked Incentive (PLI) scheme is a key initiative supporting this goal. In addition to the PLI scheme, the National Logistics Policy and the PM Gati Shakti program are crucial elements in making India’s manufacturing sector a significant economic force.

With some of the key building blocks now in place, leading to reduced infrastructure costs and more stable power supply for companies, what kind of outlook do you foresee for the next 5 years in terms of economic growth and industrial development?

The next 5 years, we should start seeing the impact of the policy initiatives currently being implemented. However, we’ve faced several significant disruptions recently, including the pandemic, commodity price shocks, and coordinated monetary policy tightening. These factors have made investors more cautious, as they need to reassess risks in light of higher capital costs and commodity prices. For instance, disruptions like a ship being blocked in the Suez Canal for two weeks

highlight the kind of risks investors have to consider.

These external shocks from the past two years, and beyond, naturally contribute to a slower response from investors. While this can be frustrating and may cause concerns about the delayed results, we should begin to see the benefits of these policy measures once these exceptional circumstances subside. The focus on boosting India’s manufacturing sector will gradually become more apparent as these shocks are absorbed and the policies take effect.

As a corporate Jurist/ policymaker, do you believe the current policy framework is agile and responsive to changing conditions? Is it designed to adapt quickly to market demands and attract investment, rather than being rigid and unchangeable?

The intent is evident both in public statements and in actual policy decisions. India has complemented the Production Linked Incentive (PLI) scheme with the logistics policy, which aims to ensure timely and cost-effective implementation of government projects. Additionally, we’ve introduced tax policies that offer lower rates for new domestic manufacturing establishments and have extended these benefits to cooperatives.

The reduction in corporate tax rates in September 2019 onwards was another step to help companies rebuild their financial health. These measures are all part of a coordinated policy approach designed to achieve our aspirational goals. They align with our efforts to enhance public infrastructure while the private sector recovers.

The goal of becoming a $10 trillion economy is a significant aspiration for India. While we understand that achieving this target won’t happen overnight, do you share this aspiration? Do you believe it is attainable, and if so, what path do you envision for reaching it?

Personally, I don’t place much emphasis on specific GDP targets, as they can be more symbolic than practical. Achieving a certain GDP level involves numerous factors beyond just government policies and project implementations; external factors as well as such as ongoing wars between member countries of the United Nations Organisation in different parts of the world.

However, if we look at the current

situation, in March 2023-24, India’s GDP is projected to be around USD 3.5 trillion. To put this in perspective, in 1993, our GDP was about USD 300 billion, so we’ve seen a tenfold increase in 30 years. This reflects an average annual growth rate of about 9.1-9.2% in dollar terms, despite the depreciation of the rupee from around Rs 30-32 to Rs 83 per dollar. Given our past performance and potential future conditions—such as a weaker dollar due to low or negative real interest rates in the developed world—it is realistic to anticipate that if the rupee appreciates rather than depreciates, we could reach this target even sooner. Therefore, aiming for a $7 trillion economy by the end of the decade is not an outlandish goal.

What are your thoughts on the key government initiatives aimed at driving growth? How do you view the impact of upcoming free trade agreements and new strategies for exploring fresh growth opportunities? What areas do you see as potential inflection points for growth?

Significant growth inflection points for India are likely to come from the revival of the credit and capital investment cycles, as well as advancements in digital technology and the digitization of the economy. Free trade agreements (FTAs) will also play a crucial role, particularly in enhancing our energy security and facilitating market access for exporters. Initially, these agreements might lead to a widening trade deficit because we may lower our duties more than our trade partners, especially if we start from a higher duty level. This could result in increased imports at first.

It’s important to remember that economic growth is not solely the government’s responsibility. The private sector and households also have crucial roles to play. Skilling and educating our youth are shared responsibilities between the government and individuals. Similarly, the private sector should focus on investing in research and development, maintaining social stability for business viability, and balancing labor and technology

What are your perspectives on the nine key areas of focus outlined in the budget, including productivity ,social justice, manufacturing support for MSMEs, urban development, energy security, infrastructure, and innovation?

The recent budget is a forward-looking initiative aiming to boost productivity through sectoral reforms in urban development, energy security, and innovation. It focuses on generating employment and enhancing social justice by creating one lakh new jobs per district, which will improve household incomes and address social inequities. The budget also prioritizes urban development, promoting balanced growth and better infrastructure to manage migration and improve living conditions. Energy security is emphasized with a push towards green energy to address climate change. Investments in infrastructure, including healthcare and transportation, are seen as essential for growth. Innovation is encouraged to make India a global leader. Additionally, the budget calls for continuous reforms to enhance governance, reduce bureaucracy, and improve judicial efficiency. This comprehensive approach aims to drive economic development and social progress effectively.

Personal Finance for Noncitizens

The US is a melting pot of immigrants. But the path to naturalized citizenship is long. In many families, one or more members may be noncitizens. Briefly outlined here are the situations where your immigration or domicile (or resident) status may matter.

BANKING

& CREDIT

For banking & credit, personal identification & financial history are more important than the immigration or domicile status.

Apply for a SOCIAL SECURITY Card as soon as possible. But keep the Social Security Number (SSN) confidential & provide it only to businesses & institutions that genuinely need it.

Get a DRIVER LICENSE or a STATE ID. Your foreign passport is good at immigration & custom at the airports but using it for routine identification will create an immediate hesitancy for a business to grant you credit.

STORE CARDS may be easier to get. Find a large store in your area & apply for its card. But store cards have lost their popularity now that regular credit cards are in wide use.

Apply for a regular CREDIT CARD from Visa (the biggest), MasterCard, American Express, or Discover. As the card companies require prior credit history, they may require a cosigner (who will have to pay if you don’t), or issue a secured or prepaid card, or set a low credit limit. Student may use campus promos for getting starter credit cards.

Open a CHECKING account at a credit union or bank. There may be an ATM/DEBIT or credit card associated with the account. There may be a credit union where you are studying or working & it may be easier to open a new account there. Beware that money comes out directly from your checking account when you use the ATM/debit card, but you pay the credit card bill only after you get the monthly statement. Credit cards also have better consumer protections than debit cards.

NONBANK APPS (financial) are becoming popular, but don’t rely on them exclusively. They don’t have tough regulations as for banks or credit unions & your app access can be turned off suddenly.

Unlike many countries, noncitizens may own PROPERTY in the US if their credit, income & assets are good.

JOBS

Most JOBS are open to noncitizens, but the visa status may be important. Some US government jobs (defense, national security) & related contractors require citizenship. Permanent Residents (Green Card holders) cannot vote, but pay regular taxes, & may serve in the military (or, may be required to serve in some cases).

ESTATE & GIFT RULES

A critical point for estate & gift rules is the DOMICILE or residency status. This domicile status has a different IRS definition than that used by Immigration (USCIS/DHS). The IRS domicile test is based upon substantial documentable presence in the US over 1 & 3 years. If you have permanentresident status (Green Card), then you are presumed to be noncitizendomicile. If you don’t meet these tests, you are noncitizen-nondomicile. To complicate matters, the IRS uses different criteria for residence for income taxes & the states may have additional criteria for residency for state affairs. So, the residency status depends on who is asking & why?

That creates 3 important statuses for estate & gift considerations: citizen, noncitizen-domicile & noncitizennondomicile. For couples, several combinations of these statuses are possible. The noncitizen-nondomicile status is the worst situation with very few breaks.
