Hierarchy of Controls Definitions

Elimination
Substitution
Isolation
This control measure involves eliminating or removing the risk in its entirety
This form of control involves substituting a safer process or material for the hazardous process/material found.
This control involves separating the hazard or hazardous work practice from employee’s other work areas. This may involve sectioning off the area by erecting barriers or by moving either the hazardous work practice or the „other‟ employees and their work practices.
Engineering
Admin
PPE
This method of control involves designing and/or adding physical safety features to plant or equipment.
This type of control is most effective when used in conjunction with measures mentioned above or as an interim control whilst more effective control measures are developed and implemented.
PPE is not a particularly effective control method and should only be used:
• When all other control measures are impractical; or
• In conjunction with other more effective, control measures.

2
Site establishment and security
• Site protocols

• Unauthorised entry to site
L3 C2 HR LR
• Discuss work arrangements with occupier in relation to use of household amenities, etc., by workers.
• Ensure that arrangements cover the presence of pets, children and visitors on the premises while work in being carried out.
• Establish safe storages for plant and materials if work will extend beyond one day.
• Place adequate barricades around work areas, and post warning signs at entrances.
• Ensure that all plant, tools and materials are located within barricaded area where practicable.
• Secure work site from unauthorised entry if hazardous and work area is to left unattended (e.g., overnight, weekend).
• Ensure that materials stored on site will not create a hazard for occupants.

Safety of other persons
First aid
• Personal injury L2 C2 HR LR
• Injury to workers
4
L2 C2 HR LR
• Provide safe access for persons past work area.
• Keep pedestrian paths clear of obstacles, trip or slip hazards.
• Provide an adequate first aid kit for the site, and ensure that a trained first aider is available at all times.
• Provide details of nearest emergency or medical centre and contact numbers for assistance in an emergency.

Electrical tools and equipment
• Electrocution
L2 C2 HR LR
• All electric tools and equipment will be inspected, tested and tagged every 3 months and before use on construction work.
• Keep electric leads off ground to protect from damage.
• Connect electrical equipment to a protected outlet. Inspect switchboard on premises before commencing to verify that RCD is fitted, and perform test to verify operation.
• Provide portable safety switches if RCD is not fitted to switchboard or is not operating correctly.
• Inspect tools and check operation of controls daily before use. Faulty electric tools will not be used.

Protection of persons and property
• Dust
• Noise
• Use of chemicals
• Slips, trips and falls
• Unattended work areas
L2 C2 HR LR
• Provide dust control where dust generated during work could spread to adjoining areas. Sweep up dust and vacuum area to remove dust. Wipe down wails and surfaces with damp cloth before vacating area.
• Limit use of noise generating tools where possible. Advice occupants of level of noise and estimated duration prior to commencing. Provide hearing protection to occupants and instruct in use if hazardous noise will be generated while premises are occupied.
• Use non-hazardous chemicals where practicable.
• Ensure good ventilation in areas where volatile chemicals are used. Minimise spread of vapours to adjoining areas.
• Eliminate ignition sources where flammable vapours may be present. Do not allow smoking or ignition sources while chemicals are being used.
• Ensure that any trip hazards are removed before allowing re-entry into work areas. Do not run power leads across floors, and tape down or place covers over leads if unavoidable.
• Do not leave tools, materials or equipment in areas where they could be accessed by persons at risk. Secure area where risks are present when area is unattended. Return all areas where occupation will occur to a safe condition at completion of work.

Hazardous chemicals
• Harmful exposure L3 C2 HR LR
Removal of old grout
12
• Noise, flying objects, dust L2 C2 HR LR
• A current Safety Data Sheet (SDS) must be available for all hazardous chemicals used on site.
• Ensure good ventilation in areas where volatile chemicals are used. Avoid contact with skin and eyes. Wear eye and hand protection recommended by SDS for product used.
• Wear hearing protection when using power tools in enclosed areas to remove grout from areas to be sealed. Restrict entry into area where harmful noise levels may be present
• Wear eye protection when chipping or scraping to remove old grout. Always were eye protection when using power tools to remove grout.
• Avoid inhalation of dust when removing grout and cleaning surfaces prior to application of waterproofing.

Preparation of surfaces
• Hazardous manual tasks L2 C2 HR LR
• Ensure that surfaces are clean, sound, and free of dry or loose material. Inspect for contaminants that may affect adhesion (waxes, mould release or bond-breaking agents, oils, etc.), and remove before applying primer.
• Wear hearing and eye protection and P1 particulate dust mask when sanding surfaces.

Application of waterproofing
• Hazardous manual tasks

• Hazardous exposure
L2 C2 HR LR
• Use trolley or similar aid to transport drums of sealant and rolls of membrane over distances. Ensure that travel path is clear and free from obstacles and slip hazards. Exercise care when carrying loads up or down stairs.
• Follow manufacturer’s instructions when applying primer. Avoid contact with skin and eyes. Wear eye and hand protection when using chemicals.
• Provide good ventilation in areas where chemicals are used. Respiratory protection must be worn where harmful atmospheric concentrations of chemical may be present in work areas.
Application of waterproofing membrane
• Hazardous exposure
15
L3 C2 HR LR
• Follow manufacturer’s application instructions when applying waterproofing. Ensure good ventilation in area when applying waterproofing.
• Measure and cut reinforcing mat before applying to waterproofing. Ensure that joints and corners are lapped to ensure sound coverage. Avoid standing on wet surfaces when applying reinforcing mat.
• Wear eye and hand protection when applying waterproofing.

Application of chemical membrane
• Hazardous exposure
L2 C2 HR LR
• Allow primer to dry until fully cured before applying chemical membrane.
• Follow manufacturer’s application instructions when applying waterproofing. Ensure good ventilation in area when applying waterproofing.
• Wear eye and hand protection when applying chemical membrane.
• Avoid walking on wet surfaces - always work from walls towards exit from area.
• Check that the recommended thickness of membrane has been achieved before applying screeds, tiles or other coverings.
17
Application of silicon sealants
• Use of chemicals L2 C2 HR LR

• Refer to SDS for precautions to follow during application of silicon sealants. Avoid contact with skin and eyes, and wash hands after use.
• Follow manufacturer’s application instructions and ensure good ventilation in work area when applying silicon sealants.
• Avoid spills and excess application. Wipe up spills or excess with absorbent material and dispose of as general waste.
18
Site clean-up and waste disposal
• Slips, trips and falls of persons
• Ensure that all scrap and waste material is removed and that area is clear of obstacles.
