After college, Robert served in the U.S. Army and was stationed at Fort Sill, Oklahoma. After completing his military service, he began a forty-year professional career as a college campus planner. His first position was at Oakland University in Michigan and continued on to Michigan State University, the University of Maryland, the State University of New York (SUNY), and finally SUNY Morrisville. Shortly after retirement, he received a distinguished service recognition from the New York chapter of the American Society of Landscape Architects.

Through the years, Robert did extensive volunteering for local zoning boards and historical societies. Robert was a talented sketch artist, but also a master craftsman who built clocks, cabinetry, and guns. He completely restored a pneumatic player piano that the family enjoyed for decades. The house served as the center of family gatherings for over a quarter century. He was a huge fan of swing-era big band music and a student of military history. An Open Letter to the Reisidents of Boston Township

Many people in the community are aware that the Boston Township Board has made the decision to no longer take on the responsibility of hosting the annual Memorial Day parade. Since that decision was made, I have had a significant number of residents, from the community, question why the decision was made. They have also asked if there will be Memorial Day parades in the future. As Township Supervisor, I feel I need to take the time to explain the reason for this decision.

It is important for a community to show their appreciation and respect for our veterans, both living and passed, who have sacrificed so much to protect our freedom. Not only does a Memorial Day parade show the community’s respect for our veterans~ it also brings people together and helps to remind us how thankful we should be for the freedoms we have.

In the past, when a small rural community organized a parade, a police car or fire units would be placed at the front and back of a parade. Traffic on the streets showed respect and the drivers were courteous to those in the parade and others standing along the parade route. Those days have passed. Now you hear about incidents where people have purposely driven into parades with vehicles. In recent years we have had issues with vehicles that have gotten onto the parade route. Rather than waiting for the parade to pass, they have attempted to drive down the side of the street, going in the opposite direction as the units in the parade and have driven through the parade.

Insurance companies that provide liability insurance for municipalities, consider a parade to be a special event. A municipality must pay for an insurance rider to have liability insurance for special events. Along with the rider, there are requirements the municipality is expected to follow, to limit liability, during the event.

During a parade, the municipality is required to block off any intersections where traffic could possibly enter or merge onto a street traveled by the parade. In the case of the Memorial Day parade in Saranac, there are 13 streets where traffic could merge onto the parade route during the parade. Boston Township does not have the personnel or equipment to safely control traffic at these intersections. The Township Board consists of 7 members and on Memorial Day, many of them are out of town, with family members or have other obligations.

Organizing the Memorial Day parade has also become more of a challenge. One of the units, you normally see in the Memorial Day parade, is the American Legion honor guard. This unit consists of veterans who have served their country. They march in uniform displaying a flag or carrying a

gun over their shoulder. During the program at the cemetery, this group will normally perform a 21gun salute in honor of their fallen comrades.

Through the years of working with the American Legion Post, I have learned that they have difficulty getting enough veterans to form an honor guard. Prior to the parade in 2022, I was notified that, due to a lack of numbers, the American Legion would not be able to supply an honor guard for the parade.

Also, prior to the parade I was notified that the local area was struggling getting the number of participants, and/or leaders, needed to continue the scouting programs at most levels. It was questionable as to how many scouts, if any, would be available to march in the parade.

After receiving this information, late in the planning stage, it appeared that the only units we had committed to take part in the 2022 Memorial Day parade would be one police car, the high school band, and two fire trucks.

The Township Board recognizes the importance of a Memorial Day parade and supports having a parade. However, due to liability concerns and the lack of resources to organize and safely conduct a parade, the Boston Township Board is no longer able to host the Memorial Day parade.

For many years, the Boston Township Board has committed to organizing a program, in the cemetery, on Memorial Day. This is to honor the veterans, both living and passed, who have served to protect our freedom. With our limited resources, we feel that we need to focus our efforts on the program in the cemetery.

Prior to Memorial Day, the Township also places military medallions on the graves of over 630 veterans in the Saranac cemetery so each can be marked with an American flag. The Boston Township Board has committed to continue:

• Placing medallions to mark the veteran’s grave sites in the Saranac cemetery.

• Organizing and hosting the Memorial Day program in the cemetery.

• Printing programs, with the names of all the veterans in the Saranac and South Boston Cemeteries, to be handed out during the program.

We have mailed this notice to various groups and organizations within the community to clarify the reason we have been forced to no longer host the Memorial Day parade. It is our hope that there might be others in the community who would have the resources necessary to organize and host the annual Memorial Day parade.

You may contact the Township Supervisor by phone at 616-6426636, extension 2 or by email at bostontwpsupervisor@gmail. com.
