† HARLEY Robert Glen Harley went to be with his Lord and Savior Jesus Christ on Tuesday, July 25, 2023. He had just had his 75th birthday. Glen’s family was one of his greatest joys. He loved music, laughter and classic cars. He also served in the army during the Vietnam War.
He had great compassion for people with disabilities - much like his dear mother Ruby who was an advocate for his younger sister Martha “Tootie.” He would go out of his way for anyone that needed help or a friend. He loved Jesus and would share the Gospel with anyone who would listen.
Glen is survived by Kathy Harley and his two children Wendy (Andrew) Grant and Jason (Alicia) Harley. He will be dearly missed by his grandchildren Sebastian Grant, Isaac Harley, Jude Harley, Lucia Harley and Mirielle Harley. Glen has one remaining sister Carole (John) LaRue and many beloved nieces, nephews and grandnieces and grandnephews.
A visitation with Glen’s family will be at 10:00 am on Monday, August 7 with a memorial service at 11:00 am at Christ Church PCA, 2500 Breton Rd SE, Grand Rapids Michigan 49546.

† HATT Evangeline Hatt, age 84, of Ionia, passed away on Monday, July 31, 2023. She was born on January 15, 1939, the daughter of Elmer and Mamie (Deryermond) Booth in Ionia, MI. Evangeline loved spending time with her grandchildren and great grandchildren. She also loved quilting for retirees.
She is survived by her children, Sonya (Ronald) Patterson of Grand Rapids, Vicky Hendrick of Ann Arbor, Chanda Johnston of California, and Lisa Mathy of Arizona and grandchildren, Jason (Sierra) Mier and Marisa Mier.

Larry Allen Smith age 64 of Saranac passed away July 31, 2023. He was born October 4, 1958, in Ionia the son of Erwin S. and Shirley M. (Solomon) Smith.
Larry married Tara Lester November 24, 1995, in Ionia.
He was a 1976 graduate of Saranac High School. Larry was a member of the American Legion and the Operating Engineers Local 324. He worked in the excavating field all his life working for several companies in the Saranac area, Shaler’s, K & R, Risner and lastly CDS. Larry always enjoyed a good beer with a friend. He liked golfing, motorcycling, softball, bowling, fishing and going for a ride in his Camero.
Surviving is his wife, Tara J. Smith of Saranac. Son, Justin Ryan Smith of Saranac. Stepdaughters; Tina Taylor of Detroit and Tristen (Chris) Webb of Jenison. Grandchildren; Bentley Smith and Samantha Webb. Siblings; Chris (Bill) Simmons of Saranac, Rosie (Gary) Brownell of Muir, Brenda (Gary) Hubbard of Saranac and Jerry (Becky) Smith of Saranac. Mother and Father-in-law, Bruce and Carol Lester of Saranac. Sisters-in-law; Kim Nelson of Minnesota and Bev (David) Strange of Sunfield. Several Nieces and Nephews and Cousins. He was preceded in death by his parents and Mother-in-law Joyce Nead. On Tuesday, August 8, 2023, voters in the Saranac School district will be asked to consider the renewal of the 18 mill operating millage. This tax is levied only on “non-homestead property” which includes all taxable property other than principal residence, qualified agricultural property, and certain other property classifications. Most nonhomestead property taxes are levied on industrial, commercial, business and rental properties, as well as second homes. This tax does not affect the millage rate on owner-occupied primary residences. Voters approved a similar renewal in November 2014. The millage is again expiring and requires voter approval.
What is the impact?
The state expects the district to levy all 18 mills in order to receive the full foundation allowance. If the renewal is not approved, the state will not make up the difference in the revenue loss. Should voters approve the renewal, the revenue generated for Saranac Community Schools would equal approximately $ 768,456 in 2024.
What is an operating millage?
It is not a tax on primary residences. It is known as a “non-homestead operating tax” since primary residences are exempt from the tax. In general, most school districts must levy a local property tax of 18 mills on non-homestead property such as industrial, commercial, business, rental and second homes in order for the district to receive its full per-pupil funding from the State of Michigan. This operating millage helps fund the day-to-day functions of the school district.
Is this a new tax?
This proposal is a renewal of the expired non-homestead property tax last approved by the voters in November 2014. The new millage is at the same rate that expires with the 2023 tax levy.
Will property tax rates increase?
No. Your primary residence tax rate will remain the same. In fact, for both homeowners and businesses alike, nothing will change. Homeowners do not pay this tax and businesses will simply continue to pay a tax they have already been paying.
Do businesses in other districts pay this operating tax?
Yes. Regardless of which school district a business may be located within Michigan, in order for a school district to receive its full funding from the State of Michigan it must levy its operating millage.
Can the district use bond/sinking fund dollars to cover the loss in revenue if the millage does not pass?
No. Bond and sinking funds are restricted by law to building and site projects and cannot be used for general fund expenditures such as staffing, textbooks, classroom supplies, or to operate our school buildings.
Why do we need an election?
The operating millage is required by the state’s school funding structure in order for the district to receive its full per pupil foundation allowance. The law does not allow the 18 mills on non-homestead property to be levied unless it is approved by voters.
Who is eligible to vote?
Registered voters living in the Saranac Community Schools district boundaries are eligible to vote. You can register to vote at the Secretary of State’s office.
