I. GENERALPOLICIES

A ATTENDANCEPOLICY

1. SenatorsareresponsibleforattendingallcommitteeandSenate meetings.Cabinetmembersareresponsibleforattendingcommittee meetings,Cabinet,andSenatemeetings.ExecutiveBoardmembersare responsibleforattendingaweeklyExecutiveBoardmeeting,Cabinet, andSenatemeeting MembersoftheStudentGovernmentJudicialPanel areresponsibleforattendingameetingonceamonth

2 AllmembersoftheStudentGovernmentAssociationwhocannotfully attendone(1)oftheirrequiredmeetingsshallinformtheEthicsand ConductChair

3 Senatorsareexpectedtodressinappropriateattirewhenattending SenatemeetingsorotherwiserepresentingtheStudentGovernment Association

B OFFICEHOURREQUIREMENTS

1 Allsenators,associates,andJudicialPanelmembersareresponsiblefor servingatleastone(1)officehourperweek Cabinetmembersshall servetwo(2)officehours,asdefinedinthissection Anofficehouris definedassixty(60)consecutiveminuteswhereasenatorisavailablein theStudentGovernmentAssociationoffice.

2. SenatorsmaycompleteofficehoursMondaythroughThursdaybetween thehoursof9:00AMand9:00PMandonFridaysbetweenthehoursof 9:00AMand5:00PM.

3. Senatorsmayelecttocomplete2ormoreclubelectionstosatisfytheir officehourrequirementfortheweek.Theelectionsformshallhavebeen submittedasproof.

4. Senatorsmayelecttoattendaclubevent(notaclubmeeting)tosatisfy theirofficehourrequirementforthatweek.Proofshallbesubmittedto theEthicsandConductChairinanemailbeforetheculminationofthe weekinquestion Proofofattendanceshallbephotosfromtheevent,an admissionticket,orcardswipedatafromOSLE Anyothermeansof providingproofmaybeapprovedatthediscretionoftheEthicsand ConductChair

F. STUDENTGOVERNMENTASSOCIATIONOFFICEPOLICY

1. MembersoftheStudentGovernmentAssociationmustregardthe StudentGovernmentAssociationofficewithrespect,obeyingtherulesas follows:

a. Allwastemustbedisposedofbeforeleavingtheoffice.

b. Allrecreationalactivitiesmustbeceasedwhenaconstituentof theStudentGovernmentAssociationseeksguidanceinthe office

c Nomemberispermittedtoresidein,sleepin,orutilizetheoffice spaceforpersonaluse

d Nomembershallbringfurnitureintotheoffice(eg desks, refrigerators,couches,orfilecabinets)withoutpriorapprovalby thePresidentandtheStudentGovernmentAssociationadvisor AnyfurnitureintheofficeisconsideredpropertyofHofstra Universityandapartoftheoffice

e Posters,flyers,andstickersmaybeattachedtotheofficedoors andwallsprovidedthattheydonotdamagethesurface Staples andthumbtacksarestrictlyforbidden.Theycannotblockany windows.

f. Thereisabsolutelynosmoking,alcohol,ordrugsallowedatany timeintheoffice,regardlessofthemember’sage.

g. Amembershallbeheldpersonallyresponsibleforanydamage theyinflicttotheoffice

h. Anyviolationandbehaviordeemedunethicalshallresultinan immediateremovalofpost.

G. CONSTITUTIONALBENCHMARK

1. ThisbenchmarkistobecreatedbytheClubResourcesChairwith approvalofcontentfromtheStudentGovernmentAssociationAdvisor. Thebenchmarkmayincludeinformationderivedfromboththe constitutionandthepolicyseries.

a. Theassessmentshallconsistoftwenty(20)tothirty(30) questions,theformatofwhichshallbeuptothediscretionofthe ClubResourcesChair

b MembersoftheStudentGovernmentAssociation,including Senators,Justices,MembersofCabinet,andtheExecutive Board,shallbeadministeredsaidbenchmark Associatesarenot requiredtotakethebenchmark Theassessmentshallbe proctoredbytheClubResourcesChair

c Membersshalltakethebenchmarkatthefourth(4th)Senate meeting Inthecasethatanymemberisunabletotakethe assessment,theyarerequiredtomeetwiththeClubResources Chairwithinone(1)weekoftheSenatemeetingtheymissed

d. DataCollection

1. Datawillbecollectedfromtheresultsofthebenchmark. TheseresultswillonlybesharedwiththeSGAAdvisor.

2. OncethedatahasbeencollectedtheClubResources Chairwillgiveapresentationone(1)weekfollowing whenthebenchmarkwasgiven.

II. APPROPRIATIONSCOMMITTEE A GENERALGUIDELINES

1 FinancialRecords:AllStudentGovernmentAssociationfunded organizationsarerequiredtomaintainfinancialrecords

a CheckRequisitionsandPurchaseOrders:CheckRequisitions andPurchaseOrdersareavailableonlineorfromtheOfficeof StudentLeadershipandEngagement

2 FundingForms:TheStudentGovernmentAssociationshallrequirethat allorganizationswhoarerequestingabudgetshallsubmittheirproposal ontheofficialAppropriationsforms Theyshallcontainthefollowing information:

a Organization’sname,dateofevent,totalamountrequested, quantity,unitprice,anddescriptionofeitherevent,service,or product.

b. Everyevent,service,orproductshallhavesupporting documentationofthemostrecentmarketvalue(i.e.email correspondencewithaprofessional,websitescreenshotwiththe webaddress,invoice,receipt,etc.).Ifproperdocumentationis notprovided,fundsshallnotbeallocatedtowardstherequest.

i. Allsupportingdocumentationshallbethemostrecent availableandshallnotbeolderthanone(1)yearsofthe requestdate.

ii. Three(3)bidsshallbeprovidedfromthree(3)different vendorsbeforeanyfundsmaybeallocatedtowardsitem requestsover$300

1 Exceptionsincludeguestspeakers,coaches, Hofstra-providedservices,Hofstraapproved vendors,anditemsexclusivelyprovidedbya singlevendor

iii Allocationsshallbemadebasedonthelowestquote provided

4 FrozenBudgets:Abudgetisfrozenifallfundsallocatedtotheclubor organizationareheldandnofinancialbusinessisallowed.

5. CashAdvancesorReimbursements:Aclub,organization,orindividual studentseekingreimbursementforanexpenditureshallsubmita receipt(s)totheircorrespondingAssociateDirectorintheOfficeof StudentLeadershipandEngagement.

a. Reimbursementsmustonlybeseenwithinthesamesemesterof theexpenditure.

B COMMITTEEGUIDELINES

1. GeneralPolicies:

a. TheAppropriationsCommitteeshallnotfundanyclubwitha discriminatoryattitudewithregardtomembershipasdefinedin theStudentGovernmentAssociationConstitution

b StudentGovernmentAssociationfundsmustonlybeusedfor undergraduatestudents

c PriorityOrder:Theorderinwhichitemsarelistedonthebudget eventcoversheetshallconstitutepriorityorder

i Requestsshallbeconsideredinpriorityorder Shouldan eventorbudgetitemnotbefundedduetobudgetary constraints,thecommitteeshallnotallocatefundsto lowerpriorityevents

d Allclubsandorganizationsseekingfundsshallusethe appropriatedocumentsprovidedbytheStudentGovernment Association.

i. AlldocumentsshallbeprovidedintheEnglishlanguage andintheUnitedStatesDollar.

e. Allfinancialbusinessdoesnotbecomeofficialuntilitpassesthe Senate.

f. Anyfull-timeundergraduatesenatororassociatemaybea memberoftheAppropriationsCommittee.

g. AnymemberoftheAppropriationsCommitteeneedstoabstain fromvotinganddebatingiftheyareamemberofaclubor organizationseekingfunds.

h TheStudentGovernmentAssociation,theComptroller,and HofstraUniversitycannotguaranteepaymentofanyfinancial transactionswherealldocumentsarenotfilledoutcompletely andcorrectlyatleasttwo(2)weeksinadvance

i Bi-AnnualBudget:

i Attheendofeachsemester,anyclubororganization seekingStudentGovernmentAssociationfundsmay submitabudgettotheAppropriationsCommitteeforthe followingsemester

ii Thisshallhenceforthbeknownas“Semesterly AllocationMeetings,”tobeheldinNovemberandApril respectivelyunlessotherwisespecifiedbythe AppropriationsCommittee.

iii. TheSenateshallreview,amend,andapprovethe bi-annualbudget,submittedbytheAppropriations Committee.

1. Avoteoftwo-thirds(⅔)maybeinstitutedto removeapersonorpersonsfromthegallery.

iv. Noclubcategoryshallbeallocatedgreaterthan twenty-eightpercent(28%)ofthebi-annualbudget.

j Moneymaybetransferredfromone(1)clubororganization’s budgettoanotherStudentGovernmentAssociation-recognized clubororganization’saccountwiththeapprovaloftheStudent GovernmentAssociationComptroller

k Incomeisdefinedasanymoneythatentersaclubor organization’sbudgetotherthanStudentGovernment Associationallocations

l UnconventionalBudgets:

i Ifaclubororganizationrequiresabudgetforanevent thatexceeds$50,000andcorrelatesdirectlytothe purposeofthatorganization,theymayrequesttosubmit anannualbudgettoensuretimelybidplacement,legal satisfaction,anduniversitypoliciesarefollowed.Said organizationmaybringtherequesttothePresident,Vice President,Comptroller,andAppropriationsChairofthe StudentGovernmentAssociationbeforetheannual budgetisseenbytheAppropriationsCommitteeforthe SemesterlyAllocationMeeting.Theaforementioned partiesneedtovoteunanimouslytohonorsaidrequest.

ii. Ifallocated,thefundsfortheeventwouldnotrollback attheconclusionofthesemesterprecedingtheevent.

1. Theclubororganizationmayonlyrequestmore fundsfortheeventatnomorethantwo(2) nonconsecutiveweeklymeetingsinthe semester

iii Foranyadditionalrequestsnotpertainingtotheone(1) event,theclubororganizationmaysubmitaseparate budgetduringthefallandspringSemesterlyAllocation Meetingsoratanyweeklymeetingstheywishtoattend

1 Anymoneyallocatedtorequestsotherthanthe specifiedeventwillfollowthebi-annual schedule,andallunusedfundswillrollbackinto theStudentGovernmentAssociationbudget

m. TheAppropriationsChairhasthediscretiontorequirea TreasurerTrainingonasemesterlybasis.

n. AtthediscretionoftheAppropriationsChair,anyorganization thatfailstoattendarequiredTreasurerTrainingcanbedeniedan allocationforasemesterlybudgetand/oraweeklyallocation.

i. Thedenialofanallocationbythechairmustbemadeon arequestbyrequestbasis,andmaynotoccurwhenan executiveboardmemberhasattendedatrainingsession withinthesemester.

2. Meetings:

a. TheAppropriationsCommitteeshallmeeteveryweek during 1 thefallandspringsemesters.

b Anyclubororganizationmayappearatnomorethantwo weeklymeetingspersemesterunlessotherwisespecifiedbythe AppropriationsChair

c TheAppropriationsChairshallcontactclubsandorganizations priortothecommencementoftheirmeetingsnotifyingtheday andtimeofsaidmeetings

i Inordertoattendameeting,theclubororganization shallsubmitaformontheGetInvolvedHUsign-up

ii Aclubororganizationmustalsosubmitadigitalcopyof theirbudgetrequesttotheAppropriationsChair

iii Therosterforanymeetingisbasedontheorderinwhich theclubsororganizationssubmittedtheirformsandwill capatthenumbersetbytheAppropriationsChair.

d. TheAppropriationsChairreservestherighttolimitaclub’s appearanceatweeklyAppropriationsmeetingsforfailureto appear.

e. IfaclubreservesaspotontheAppropriationsrosterandfailsto appear,theabsentmeetingshallbeconsideredasoneofthetwo meetingsforthesemester,andtheclubwillnotbeableto reserveaspotontherosterforthefollowingweek,unless otherwisespecifiedbytheAppropriationsChair.

f. TheAppropriationsCommitteeChairreservestherighttolimit thenumberofclubsonitsagendaforanymeeting

g AppropriationsCommitteeProcedures:

i Whenrequestinganewbudget,additionalallocation requestsshallbepresentedattheAppropriations Committeemeetingbyanexecutiveboardmemberof theclub

1 AtthediscretionoftheComptroller,a reallocationrequestmaybebroughttothe AppropriationsCommitteeforapproval

ii AllfundsallocatedbytheAppropriationsCommittee mustbespentwithintheacademicsemester,unless otherwisespecified.

3. AllocationPolicies:

a. Amaximumoffivepercent(5%)ofthefundsthataretobe allocatedtoStudentGovernmentAssociationrecognizedclubs andorganizationseachsemestermaybeallocatedto undergraduatenon-StudentGovernmentAssociation organizationsiftheorganizationmeetsthefollowingcriteria:

1 A week shall be defined as an operational week for the Student Government Association if there are no days off

i. Thenon-StudentGovernmentAssociationorganization mustfollowallAppropriationspoliciesinorderto receivefunding

ii Fundingwillonlybeallocatedforcampus-wideevents, notforitemsorprogramsthatarespecifictothe organizationexclusively(ie:t-shirts,banners, conferences,travel,etc willnotbefunded)

iii Charitableeventsoritemsforsucheventsshallnotbe funded

iv Proposalsmaybesubmittedforreviewoverthe bi-annualSemesterlyAllocationMeetingsandweekly meetings

b StudentGovernmentAssociationwillnotfundanyclubor organizationthatisnotregisteredonGetInvolvedHU.Ifan organizationisdeemedinactiveforfailuretore-registeron GetInvolvedHUorforotherreasons,theywouldnolongerhave StudentGovernmentAssociationrecognitionandwouldhaveto reapplythroughtheregistrationcommittee.

i. TheAppropriationsCommitteeshallnotfundanyclub thatisdeemedinactivebythestandardssetforthinthis PolicySeries;and/or

ii. Bythedefinitionoftheclubcategorysetforthbythe OfficeofStudentLeadershipandEngagement(OSLE).

c. TheAppropriationsCommitteeshallnotallocatefundsfor inventoryexceedingthepriceof$100peritemunlesstheclub hasanappropriatelocationoncampustostoreit

d CostRestrictivePolicies:

i Formals:Formalsshallbedefinedasendofsemester gatheringsheldatHofUSA,HofstraUniversityClub, andanyoff-campuslocation TheAppropriations Committeereservestherighttodeterminewhetheror notaneventisaformal

1 Amaximumofthirty(30)members,upto $5000permember,maybefundedbythe StudentGovernmentAssociationforaretreat persemester.

ii. Retreats:Aretreatshallbedefinedasaninternally planned,overnightstayatanoff-campuslocationthatis exclusivetoonlythemembersofaclubororganization.

1. Amaximumofthirty(30)members,upto $50.00permember,maybefundedbythe StudentGovernmentAssociationforaretreat persemester.

2. NostudentGovernmentAssociationbudget shallbeallocatedforfoodfortheretreats.

iii. Scholarships:TheStudentGovernmentAssociationshall notallocatefundsforscholarships.

iv Alumni:TheStudentGovernmentAssociationshallnot allocatefundstowardsanygiftsoritemsforalumni

v Licensing/Certifications:TheStudentGovernment Associationshallnotallocatefundsforlicensingor certifications

vi Transportation:Transportationmaybefundeduptoa 300-mileradiusofHofstraUniversity,withthe exceptionoftheColonialAthleticAssociation tournamentbus(es)thatissponsoredbytheStudent GovernmentAssociation

1 AStudentGovernmentAssociationrecognized clubororganizationmaybefundeduptofive (5)carsperevent.

2. StudentGovernmentAssociationcannotfund gasexpenses.

3. StudentGovernmentAssociationcannotfund forcoachbus(es).

4. StudentGovernmentAssociationfundsmileage basedonthestandardInternalRevenueService (IRS)rateatthetimeofrequestedfunds.

vii. Clothing:Noapparelshallbefundedabove$40.00per memberpersemester.

1 Clothingshallbedefinedasanyapparelrelating toshirts,jackets,pants,etc brandedor otherwisecreatedformembersofa club/organization

viii Uniforms:Nouniformsshallbefundedabove$5000 permemberpersemester

1 AUniformshallbedefinedasadistinctiveitem orsetofclothingthatiscreatedexclusivelyfor membersofthesameorganizationorclub

ix. Prizes:TheStudentGovernmentAssociationshallnot fundprizes.

x. Tipping:OrganizationscannotuseStudentGovernment Associationallocatedfundsfortipping

xi DiscJockey:Organizationsshallnotbefundedmore than$1000forDiscJockeyspersemester

xii CoachingorInstructorFees:TheStudentGovernment Associationmayfundupto$1,500persemesterfor coachingorinstructorfees

xiii FashionShows:TheAppropriationsCommitteeshallnot allocatefundstorequestedfashionshowsunlessthey

fulfilltheexplicitpurposeoftheclubororganizationas statedintheirconstitution.

xiv SpeakerFees:TheStudentGovernmentAssociationmay fundspecificspeakerfees,butnotoptionalhonorariums ordonations

xv Donations:TheStudentGovernmentAssociationshall notallocatefundsforcashorin-kinddonations

xvi MemberGifts:TheStudentGovernmentAssociation shallnotallocatefundsforgiftstomembers

xvii SocialOutings:TheStudentGovernmentAssociation shallnotallocatefundsforsocialoutings

1 Asocialoutingshallbedefinedasanyeventthat isrestrictedtothemembersofaclubor organizationthatdoesnotspecificallyrelateto thepurposeofsaidclubororganization.

xviii. Hotels:Three(3)differentbidsshallbeprovidedbefore anyallocationsaretobedisbursedforhotelcosts.A StudentGovernmentAssociationrecognizedclubor organizationmaybefundedupto$200.00perroomper nightforhotels.

1. Onebidshallbeacceptedintheeventthataclub ororganizationismandatedtostayinthathotel bytheconferenceoreventtheyareattending. Shouldthisbethecase,theclubororganization mustprovidedocumentation

xix StudentGovernmentAssociationshallnotfundfor Airbnborindependenthomestayservice(rentals)

xx MembershipFees:TheStudentGovernmentAssociation shallnotfundmembershipfeesfortheindividual membersofanyclubororganization

e Conferences:Aconferenceshallbedefinedasanovernightstay atanoff-campuslocation,plannedbyathirdparty,andisopen toallstudents

i Amaximumofthirty(30)members,upto$10000per member,maybefundedbytheStudentGovernment Associationforregistrationtoattendaconferenceper semester.

ii. NoStudentGovernmentAssociationbudgetshallbe allocatedforfoodfortheconferences.

f. Competitions:

i. Whenrequestingfundsforacompetition,an organizationshallpresenttheAppropriationsCommittee withallnecessaryregistrationmaterialsandinformation regardingthecompetition.
