We are very fortunate to have as our guest speaker Sir Gordon Tietjens. Over the past 20 years he has brought at least 38 All Blacks into the limelight - including Christian Cullen and Jonah Lomu - and taught many more the hard-earned values of discipline. This year has seen significant change in the make-up of our major hire companies. The merger of Hirepool and Hirequip and McEntee Hire sold to Kennards. These companies are very good operators utilising thoroughly tested and documented procedures, a well maintained and modern hire fleet all of which help raise the bar and awareness of hire in New Zealand. These are core attachments that many hire customers are unaware of and can give hire centres a unique point of difference and incremental hire opportunity. For tougher applications that requiring vacuuming including building and construction sites, look no further than Kärcher’s professional range of vacuum cleaners. Kubota hire fleet meets demands of professionals and DIYers With its fleet of Kubota diggers, tractors, and skid steers, Hire Centre Te Awamutu has the equipment to meet the diverse needs of its customers in the Waikato heartland. Hire Centre Te Awamutu owner Zane Beckett is himself a builder. He used to lease a lot of gear, so when the hire business came up for sale in 2011, he saw it as a good opportunity. After he bought the business, he purchased a range of new hire equipment, much of it Kubota. “We did extensive research into the reliability, performance and service requirements for different brands, and Kubota ticked all the boxes,” Zane says. “Kubota had the best sales worldwide for the compact machinery we were after and they were the best for service, parts and build-quality.”

Hire gear has to be user-friendly, bulletproof, and low maintenance. Zane says his Kubota equipment occasionally comes back with a scratch but that’s usually it. “They just need greasing and cleaning, and they’re out again.” The Kubota machines Hire Centre Te Awamutu offers include compact tractors, two 1.7-tonne U17-3 mini excavators, an 8.0-tonne KX080-3

He says the two Kubota U17 excavators are great for small to medium sized jobs for professional contractors or homeowners. “Kubota machines have the right mix of ease of use and reliability so that DIYer can use one of the diggers over the weekend and then a professional contractor can use the same machine during the week. “They’re brilliant for putting in house foundations and you can attach an auger to drill holes. They’re also good for smaller landscaping jobs. “The U17s have been getting a lot of use laying optic cables and the other new services that are going in around

The tracks can retract to get through narrow gaps, and then spread out again for stability. It is a simple operation that the operator does with a lever. It has front-end loader and can be fitted with a range of attachments: a trenching machine, grader blade, fertiliser spreaders, rotary hoe and trailed mower. A feature that makes the STV40

an ideal tractor for hiring out is its hydrostatic transmission. “The transmission makes it safer for people without experience. Anyone can jump on and use any of the attachments. It’s used by farmers, landscapers, electricians, builders and DIYers.” The SVL75 skid steer and KX080-3 excavator are the latest additions to the hire fleet. They are more specialised tools that are mainly used in Zane’s construction business but do get hired out to people with the appropriate experience. The SVL75 loader has a large 4n1bucket and is fast and very accurate. It gets used for preparing house pads, putting in driveways, landscaping, loading trucks and other jobs. “The efficient and friendly service we experience from our local after sales dealer and our Kubota territory manager, Keil Davies, really makes our job easy. “If we get gear back from being on hire and something is broken or needs servicing, they accept it straight away and get it back to us quickly so it can go out to the next customer. Kubota provide a good warranty and they stand by it.” Zane says he is happy with the price, service, lack of maintenance, and the brilliant back-up service he has received with his Kubota machines. Height safety: Your frequently asked questions The Preventing Falls from Height project is not just about taking enforcement action against unsafe work practices. Last year health and safety inspectors spent a lot of time engaging with the industry to ensure construction workers and business owners understand the guidance in the Best Practice Guidelines for Working at Height. Last year, inspectors conducted 1,700 information delivery visits and seminars directly to workplaces and in partnership with trade suppliers. These events are the perfect opportunity for participants to ask their local health and safety inspectors about safety guidance and practices. The Ministry has collated the frequently asked questions and a selection of these is presented below. The full set of FAQs and other guidance is available on the project website.

Do I have to use edge protection on a single-level dwelling?

Yes. Single-storey dwellings require the same level of protection as two-storey dwellings and the same process must be followed to establish

appropriate control measures. For example, where edge protection is the appropriate control measure required, it should be installed on a single-level dwelling in the same way that it should be installed on higher dwellings.

What training is required to erect my own scaffolding and to what height can l go?

Anyone erecting scaffolding should be competent (or in the case of trainees, supervised by a competent person) for the type of scaffolding work they are undertaking. They should have received appropriate training relevant to the type and form of scaffolding they are working on. If any part of the scaffold is five metres or more above the ground it must be erected, altered and dismantled by, or under the direct supervision of, a person with an appropriate Certificate of Competency. This work must be notified to the Ministry of Business, Innovation and Employment as hazardous work. A scaffold register should be kept on site as a record of regular inspection. Where work is performed using

mobile scaffolds, the scaffold should be erected by a competent person and used in accordance to the manufacturer’s specifications. There are courses available that will give you the skills and knowledge to work safely and erect non-notifiable prefabricated scaffolding up to five metres in height. Many manufacturers and suppliers provide training for the safe use of their scaffolding system. As a bare minimum you should at least have a good working knowledge of the manufacturer’s instructions. Refer also to regulations 22 and 53 of the Health and Safety in Employment Regulations 1995 and the Best Practice Guidelines for Scaffolding in New Zealand.

How often does scaffolding need to be inspected?

A scaffold should be inspected before it is used for the first time and then every seven days, until it is removed. It should also be inspected each time it is exposed to conditions likely to cause deterioration, e.g. following adverse weather conditions or following substantial alteration. NOTE: there are different

requirements for different scaffolds, for example suspended scaffolds. For more information see the Best Practice Guideline for Scaffolding in New Zealand.

Is it alright for me to use my saw horse as a working platform?

Generally saw horses or saw horses with planks are not recognised as suitable work platforms, as they have not been designed for this purpose. The exception to this rule would be if the equipment was purposely designed and manufactured for this use and meets a relevant Standard. There is a variety of access equipment on the market to make working at height safer. Your duty is to take all practicable steps to prevent any harm that would result from a fall. Working from a form of work platform with a guardrail will offer far better protection to prevent a fall than one without. Focusing your attention on work above your head increases the risk of stepping off the board or platform and falling if you do not employ a guardrail. Any work platform should be suitable for the purpose it is being used. There are two types of work platform:

a proprietary (engineered) work platform constructed and used in accordance with the manufacturer’s instructions • a constructed work platform using construction materials and built by a competent person. (This is only to be considered if no alternative forms of work platform are readily available.) Have a look around your local access equipment hirer or trade supplier for ideas for more appropriate equipment. Podium steps could be one option. Your hazard assessment must consider the site-specific factors and arrive at a decision that is justified by your assessment. From what height do I have to use fall protection?

Where the potential of a fall exists, the following simple hierarchy of controls shall be considered by duty holders: 1. Can the job be done without exposing persons to the hazard? (Eliminate) This can often be achieved at the design, construction planning and tendering stages.

2. If elimination is not practicable then steps should be taken to isolate people from the hazard. This can be achieved using safe working platforms, guardrail systems, edge protection, scaffolding, elevated work platforms, mobile scaffolds and barriers to restrict access. 3. If neither elimination nor isolation is practicable then steps should be taken to minimise the likelihood of any harm resulting. This means considering the use of work positioning systems or travel restraint systems, safety harnesses, industrial rope access systems and soft landing systems. The HSE Act requires that if there is a potential for a person at work to fall from any height, reasonable and practicable steps must be taken to prevent harm from resulting.
