We are certainly getting busy at the Club. In May, we held the inaugural Capital Company Steering the Course Women’s Sailing Festival. This was an event to embrace women and girl sailors, and it was remarkably successful. It was combined with other extremely well-attended events. One was the HHYC Scallywag Foundation Open Regatta, which saw over 300 young sailors taking part.

The following weekend saw another inaugural event—The Hong Kong Inter-club Women’s/Girls’ Championship Regatta, with 19 crews heading for the start line. In conjunction with HHYC, the HKODA held the HKODA Team Racing Nationals 2021 in late May, overlapping with events run by Sailability and Sail Training.

Looking ahead, we have the ever-popular Typhoon Series, already underway, throughout June and July, together with our enormously popular summer camp activities. And as I write, there is a team of four young sailors in Italy representing Hong Kong at the IODA Worlds. Regrettably, this coincided with the HKSF organised Festival of Sports, hosted by HHYC. It has been a frenetic period in unusual circumstances, and I can only express my gratitude to all the volunteers and staff who make these events come alive.

From my previous note, you will have seen that Rene Verhulst is retiring, and I thank him for his efforts since 2019. The General Committee (GenCom) is addressing his replacement by engaging a recruitment consultant.

Carol Biddell, who Chairs the Sustainability Committee on GenCom, has chosen to resign for personal reasons. She has been a hard-working and supportive member of GenCom, and I am sorry that she has resigned. Sean Bayliss, one of the founding members of the Sustainability Committee, will fill Carol’s position, and I look forward to working with him to make the Club’s future development even more sustainable.

On reading through the reports, there is a lot of ‘back office’ activity right now: updated and enhanced staff contracts and staff handbooks are being rolled out. Solar panels have been approved for installation on the clubhouse, as has a new crane to replace the 27-year-old blue Kobelco crane we currently use. The passenger lift and the refurbishment plans for the Garden Bar are effectively through the regulatory process, and we have also agreed to refurbish the club washrooms and toilets.

Much has been said in this issue about the impact of COVID-19. It is still with us, and I think you will agree that it is getting rather tiresome. I for one would like to see the end of it, but I fear that we will still be constrained for months to come. We are incredibly fortunate in Hong Kong that our lives have been largely untouched by the virus and that we can experience our leisure activities at HHYC. But we still have rolling constraints imposed by government regulations. As the Club is required to administer these regulations, we need your continued support and cooperation to help us do so. Based on what I see in other places, both with my family and with my employment, it is important that we be patient and understanding; and resist becoming complacent.

最近我們確實很忙。在5月，本會舉辦了首屆由Capital Company冠名贊助女子帆船節， 旨在鼓勵更多女性投入帆船運動，活動最後圓滿結束。期間，帆船節與本會的其他活 動聯同舉辦，例如新鴻基Scallywag慈善基金會公開小帆大賽，共超過300名年輕水手 參加。接著，我們又迎來了另一場盛事——聯會女子帆船比賽，19名隊員在起跑線上英 姿颯颯。另外，香港OP級帆船協會聯同本會於5月底舉辦了2021香港樂天型帆船公開 賽，同期還有不少航能香港的活動、航行訓練，活動十分豐富。 在即將到來的暑假，廣受歡迎的颱風盃帆船系列賽於6月和7月回歸，還有人氣極高的 夏令營活動。就在我落筆的時候，由四名年輕水手組成的意大利隊伍代表香港參加了 世界帆船賽。遺憾的是，賽期與本會、香港帆船運動總會舉辦的活動撞期，所以他們未 能參與本會的活動。 在這個非常時期，我謹此向所有義工和工作人員表達感謝，是他們使這些活動繽紛多 彩、活力四射。 在本期的內容提及本會總經理Rene Verhulst即將退休，非常感謝他自2019年以來加入 本會後所付出的努力，總務委員會正物色合適人選接替職務。 總務委員會的可持續發展委員會主席Carol

職守，很遺憾聽到這個消息。可持續發展委員會的創始成員之一Sean Bayliss將接替其 職，期待日後的合作，讓可持續發展委員會的宗旨傳承下去。 近期本會內部也有不少更新，例如更新、修訂員工合同和員工手冊；本會採購了一台新 的起重機來取代已使用達27載之久的藍色起重機；也在會所安裝太陽能板；升降機和 花園酒吧的翻新計劃已通過監管程序；本會也即將翻新淋浴間和洗手間。 關於疫情，相信大家都深受其影響，有時可能出現防疫疲憊。正如其他人所想，我希望 疫情盡快結束，但就目前而言，我們仍須緊守防疫指引。在香港，我們非常幸運，我們 的生活基本上沒有受到太致命的影響，在遵照社交距離、保持人員流通的原則下，我們 可以在遊艇會舉辦有限度的活動。希望大家繼續與本會攜手並肩，共同抗疫。無論是 辦公場所抑或家庭，我們仍須防疫，請大家給予更多耐心和理解，切勿鬆懈。

Hi Loads happening at the Club, both on and off the water right now.

Sailing As I pen this; I’m just coming off the back of a brilliant weekend sailing in the UK Sailmakers Typhoon Series (Mirs Bay) races. The Saturday race was the Mirs Bay Passage Race with racing in different classes, and on Baby Beluga, in HKPN B with Hugo Wong at the helm, we got to go out to China and back in a six-hour adventure that day. We had consistent 20 – 24 knot winds, gusting to 36 knots at times, and glorious sunshine. We managed a provisional third place on what was a great day—despite having our spinnaker pole knocked out of action. Sunday was the Mirs Bay Pursuit Race with a staggered start, and all boats getting an HKPN result, I jumped ship back to Outrageous for this one, as we had finally had enough crew to race, and with Adam at the helm and Rob Q and Tom helping train up the new hands, I got my exercise for the week on main for the day.

Ashore Plenty of projects making good progress, as follows:

Lift and existing garden bar areas (Masterplan—short-term) Assuming no further complications and allowing an estimated waiting time at each step for government approval, the anticipated completion date for the access lift and enhancement of existing garden bar buildings is around the end of May 2022. The Authorised Person (AP) is currently verifying the level marking of the existing balcony to ensure it is consistent with the GBP amendment submission. The AP will then produce the structural calculations for the access lift and issue the tenders for the building works. The detailed design will also incorporate a flood protection mechanism for the lift to help mitigate flooding during typhoons. Aside from revising the General Building Plan (GBP), these works include preparing and submitting structural calculations to BD and WSD, obtaining the lift installation works permit from Electrical and Mechanical Services Department (EMSD), the actual building works, ancillary works—such as fire safety and drainage issues—on the lift and garden bar storage areas, and finally obtaining an Occupation Permit (OP) so we can use it.

Regatta Deck (Masterplan—long-term) On 27 May 2021, after significant preparation of required information from the Club, Knight Frank was able to submit the complete set of documentation required to the Town Planning Board (TPB) regarding the required lease modification and design work for the construction of a permanent concrete structure (the Regatta Deck) to replace the garden bar tent. We will now start work on the detailed design of the Regatta Deck in preparation while we wait for approval in principle from the TPB. HAB policy statement of support Following the Home Affairs Bureau’s (HAB) request for additional financial information to support the Club’s Masterplan to ensure we can afford to do it, the additional (rather weighty) set of documentation was delivered to the HAB on 25 May 2021.

Mini-movie night Helmuth Aberer and his daughter, Claire, have put together a brilliant little three-minute video clip to highlight some of the key areas for the Planning and Works Committee (PWC) projects over the past and coming few years; thanks so much to them and to David Lam and Herman Ng—who are currently translating the content so we can add Chinese subtitles too. We will send the link out as soon as the subtitles have been completed.

Seawall projects Seawall repairs update—we are currently working out the most cost-effective and least disruptive way of maintaining the sea wall. To this end, we will be conducting ground investigation (GI) works to determine if we can simply make short-term repairs to the seawall, which would be cheaper and less disruptive to the boatyard operations, or if we need to do a more extensive seawall rebuild.

Marina Projects Marina pile long-term replacement project—the draft GI tender docs have been prepared by AECOM, ready for the tender quotation exercise for the sub-marine GI works, which are scheduled to be sent out to contractors by 25 June 2021 Compliant disabled access to pontoons—the Club has now installed an alarm button and signage at the top and bottom of the marina ramp to the pontoons, so anyone requiring assistance in getting up and down the ramp can reach a member of staff for help. We submitted a letter explaining the use of this button to the relevant AP on 17 June 2021, who will combine this with their technical documentation of the same and submit this to the Buildings Department (BD) to help facilitate the regularisation of the marina ramp.

Boatrack safety walkways—the AP submitted the GBP to BD on 16 June 2021 in preparation for the building works of the safety walkways. There will be a section mock-up built first to ensure boatyard staff are satisfied it meets their needs before the actual build goes ahead. The AP will be issuing a quotation shortly for managing the tender process, site management and building works. We will also look into engaging a Quality Surveyor (QS) to help inspect this and similar PWC projects in the coming years.

Refurbishment of club changing rooms A government-style weighting system was adopted with 70% on design and technical merit and 30% on the costing to assess the tenders we received for the design and management works concerning this project. The most favourable tender will be put forward to GenCom for their approval in late June. Then the detailed design and renovation works will follow, which will take around six months. Temporary shower and toilet facilities will be provided (to be temporarily located in the children’s playground and part of the carpark) during the renovations, which should take around five months.

Mobile shower and toilet block for boatyard—we are planning to install three toilets, and three shower blocks for boatyard staff to use.

Solar panel project—we will be sending our vendor recommendation to GenCom for approval at the end of June, based on a comparison of design, costs (installation fee + annual maintenance fee), energy efficiency and payback period.

Other potential sites for club expansion—myself and CY attended a recent government consultation session regarding the development of a premier sports complex in the region in an ex-quarry in Shek O. The Government new Policy Innovation Coordination Office (PICO) team is looking for investors to turn the site into a massive Water Sports Centre (WSC) and enhance and create a sports culture in Hong Kong.

The Site • Location: Shek O, Southside, HK • Site area: 35 Hectares comprising 24 Hectares land + 11 Hectares water • Max GFA 55,000 sqm: sufficient for supporting facilities for different watersports activities, e.g. shower changing facilities, F&B outlets, retail & lodging facilities.

Non-sports related commercial facilities will be capped at no more than 20% of the total area.

• Water depth: 7 - 10 meters suitable for “different watersports activities”, including the berthing of pleasure boats and other racing boats.

The Craic • Any development project will have to undergo Town Planning procedures approval. The Government may consider some land sports as well—if these could tie in with the objective of the complex of hosting international sports events and promoting elite sports.

Dear Members You may have read or heard by now that I intend to retire later this year. I will be reaching the respectable age of 70 years soon, and although for some this means ‘the New 50’, I am taking a more conservative approach and I feel the time has come to start taking a few steps back later in the year. My hearing loss is also worsening, and despite the ever-increasing technical developments of hearing aids, it has become more testing at work and in daily communication.

These have been challenging times since I arrived in 2019, and there is still so much to be done. Hebe Haven is a unique place with a diversified and unique mix of staff and members alike. I have always felt privileged to work here and I have always enjoyed it very much—and will continue to do so—throughout my tenure. A special thanks to my Team for all their hard work and great support.

In the months ahead, I will relentlessly devote my time to ongoing matters and projects and ensure a smooth and professional transition period. Thank you all for making me feel at home at Hebe, and thank you for your kind support in many ways.

Importance of adhering to COVID-19 restrictions The pandemic is far from over, and I want to remind all members and their guests to ensure that all ongoing government guidelines and restrictions are strictly adhered to whenever you visit the Club. The Garden Bar and tented area cannot be used for big gatherings, but rather only for seating of up to four persons at each of the available tables and instruction of small-group sailing courses. In all cases, face masks must be worn at all times—except while food and drinks are being consumed—and at all times maintaining the minimum 1.5-meter social distancing in between tables or groups of four. If these rules are not being adhered to, we have no other option but to close the Garden Bar until further notice or until the Hong Kong Government relaxes the current restrictions. Your full cooperation is once again appreciated.

Open Dinghy Regatta 2021, Day 1 公開小帆大賽第一日賽況 The scale and extent of the HHYC Scallywag Foundation Open Dinghy Regatta 2021 became apparent at the race briefing early on Saturday, 22 May, when event manager, Rob Allen, told his team there were 172 boats entered. The number of sailors taking part would be near 300 and, to hold it all together, a team of some 100 volunteers would be involved in mark laying, confirming results, hearing protests, taking times and ensuring safety. Wow, quite an operation with everyone responsible keen to make it run smoothly.

At 1020, the D flag was raised ashore and a horn sounded. Shortly thereafter, the support fleet left the dock. Out on the water, the volunteers laid the courses and took readings – 9 to 11 knots of southerly wind. Not too much, not too little; in fact, just perfect for dinghy racing.

Over on Course 3, the AP flag appeared as the course was shifted closer to Kau Sai Chau to avoid overlapping. Beneath the University, 30 very young Optimist sailors showed what they were capable of in the Green Fleet while outside Port Shelter, with a large sampan hired from the Pak Sha Wan community as committee boat, racing commenced in earnest for the Waszps, 29ers and 420s.

So far so good ... and it was only to get better. Out in Port Shelter, race management had all four courses prepared in quick time and, very important, the wind held steady between 8 and 10 knots. Air clarity was even better than Day 1 and, from Hebe One, it was possible to see the sails of the Waszps, 29ers and 420s preparing for their start on Course 4, beyond Shelter Island. The Main and Intermediate Optimists arrived under tow in five groups – all 51 of them.

In the 2.4mRs fleet, Virgile Bertrand claimed 1st overall, followed by Sailability’s Yuen Wai Foo and Chi Yeung Puk.

A first for Hong Kong, all yachts and dinghies were to be helmed and crewed by women. In addition, as part of The Capital Company—Steering the Course—Women’s Sailing Festival, HHYC organised a Hong Kong Interclub Ladies/Girls Champs Regatta to be held on Saturday 29 May 2021.

ABC and RHKYC took up the challenge with 89 women and girls in 19 yachts and dinghies heading to the start line. At the registration desk in the Garden Bar, all the competitors signed in and received regatta caps, bought t-shirts and took photos of their teams.

The all-female Race Management Team included newcomers who had volunteered following an introductory course on the previous Wednesday. Led by Inge StrompfJepsen on Hebe One, the start was delayed by thirty minutes to give sailors a further half an hour practice out on the course. For most crews, it was the first time they had sailed together, and most boats were kindly loaned by owners for the event to be a part of history. Ricochet and Zinfandel were sailed by their owners, Julie Mackenzie and Shirley Cheung.

The weather was perfect for racing with a good breeze, 10 – 14 knots, moving the boats well across the Port Shelter waters. After a rain shower moved through, the weather looked gusty, ready to provide some challenging and exciting conditions for the competitors. The mark and safety boats were loaded for action; the boys with the buoys! With the course set, we were ready to race.

The J80s were crewed by competitive groups from the different yacht clubs keen for glory. The RHKYC had organised their teams and been practising with J80 National Champ Mark Thornburrow. Sailors included Tiffany Koo and Violette Fung on Alchemist.

Sytske Kimman and Jennifer Cheng were representing ABC on Jazz and Jelik 7. HHYC sailors Bridget Chan and Eliza Leung on Jazz were joined by Cynthia Law on Jelik 6.

As the afternoon progressed, the racing became closer. In the first race, LoTech was first followed by Getafix as three boats retired, and Zinfandel was dismasted.

Following the second and third race. LoTech was first on HKPN, followed by Arcturus and then Ricochet as Getafix was DSQ following the discovery of a man on board! In the J80s, Scotia Ryer, Baring Asia 2 was first followed by second Tiffany Koo Alchemist and third Cynthia Law Jelik 6. The Quest class was won

by Lily Reid and Katie Ngan Kee Q, second Gina Chen, Chloe Bischoff and Trinh Hoang Q.

With Hong Kong’s Optimist sailors competing at International Optimist Dinghy Association (IODA) events, it is important that our sailors enhance their understanding and experience in team racing which is an integral component in their events.

Consequently, over the weekend of Saturday and Sunday, 29 and 30 May 2021, the Hong Kong Optimist Dinghy Association (HKODA), in conjunction with HHYC, held the annual HKODA Team Racing Nationals 2021.

A total of eight teams, comprising 32 sailors, entered, with two teams representing Aberdeen Boat Club, two representing HHYC and four from the Royal Hong Kong Yacht Club.

At the conclusion of racing on Saturday, ABC A team topped the leader board, having won six of their seven races, losing only one to Hebe A team. Hebe A and RHKYC’s B team were tied for 2nd place on five points, each having lost two races.

Races 31 and 32 were between Hebe A and ABC B and RHKYC B and RHKYC D, respectively. These were won by Hebe A, and RHKYC B. RHKYC D won their last chance qualifier between the losers to progress, while ABC B was eliminated.

Reaching the first semi-final, Race 40, were RHKYC C and Hebe A, with Hebe A progressing to the finals. Race 41, the other semi-final, saw ABC A beat RHKYC B. The two losers then competed for 3rd and 4th overall, with RHKYC B taking 3rd and RHKYC C 4th.

Summing up, Bonnie Cheng commented that the youngsters, having a better understanding of the rules, were far more cautious on Sunday, resulting in fewer OCS infringements.

Elberti Uiterwaal was delighted to see the participation of all three clubs in the event. She thanked all the participants, officials, and volunteers for a fantastic event, saying she believed their experiences over the weekend would prove invaluable for further developing team racing in Hong Kong. Her greatest satisfaction, however, was seeing all the smiling faces during and after the event.

Steering the Course Women's Sailing Festival The Capital Company 冠名贊助女子帆船節

21–30 May 2021 For the first time, Hebe Haven Yacht Club (HHYC) with Sailability Hong Kong supported a World Sailing initiative to help dramatically increase participation by women and girls in the sport of sailing. This aligns with the goal of the Olympic Planning Committee that, by Paris 2024, there will be complete gender balance in the participants and national teams.

To support this initiative, a Festival named Steering the Course was held in yacht clubs worldwide. With naming rights in recognition of the title sponsor, The Capital Company Steering the Course Women's Sailing Festival ran from Friday 21 to Sunday 30 May 2021. HHYC hosted a series of events during the Festival, incorporating the Club's Sun Hung Kai Scallywag Foundation Open Dinghy Regatta. This was an extremely well-supported annual sailing regatta in the HHYC calendar, with 150 boats, 200 sailors and over 50 race management staff and volunteers supporting the high-profile event.

The opening ceremony of The Capital Company: Steering the Course Women’s Sailing Festival took place at the HHYC on Friday, 21 May 2021. It was attended by local dignitaries, sponsors, supporters and sailors, with welcoming speeches made by the organizer and various charities.

Chair of the event’s working group, Juliet Ashton said, "The Festival’s aim was to encourage more women to get out on the water and to realize their potential. The sport of sailing, the perfect course for character development and a healthy lifestyle." This was supported by Cheung Mei-han of the Hong Kong Sailing Federation who praised the initiative and reminded the audience that Stephanie Norton had recently become the first women’s dinghy sailor to represent the territory in the Olympics.

Lucille Wong gave her encouragement and said that the Hebe Haven Yacht Club, through sailing, had done so much for the Children’s Cancer Foundation. Since 2002, she said, the Club had raised HK$8 million for her charity thanks, largely, to the efforts of The HHYC Community. Sailing, she added, had changed people’s lives.

Women's Sailing Festival 2021 Mid-Week Roundup 2021 女子帆船節半週總結

While the event was well underway, the Club issued the following update. The Capital Company Steering the Course Women’s Sailing Festival saw a succession of activities aimed at getting women more into sailing. Kicking off with an opening ceremony on Friday, 21 May, festival participants joined the Hebe Haven Yacht Club’s Open Dinghy Regatta over the weekend of the 22 and 23 May, showing the skills and abilities of women in dinghies from 7 to 14 feet with some very encouraging results.

Moving on to Monday, the 24th, there were fitness sessions, an art jam, cheese & wine spreads and Sailability HK entertained new faces in sailing both their trademark Hansa 303 and Liberty dinghies. Kay Rawbone who heads the charity stressed that her aim was to “make sailing accessible to everyone.” She also added that since the start of the Covid-19 restrictions Sailability had seen a 50% increase in participation! Kay and her late husband, Mike, started the Sailability programme for people with disabilities, back in 2011.

On Tuesday, the 25th, there were Watersports Taster Sessions, where those who had little experience of being out on the water, were provided with kayaks and canoes and accompanied around Hebe Haven by volunteers in club safety boats. There was dinghy sailing for selected women and girls and a talk was given in the Garden Bar to explain the basics of sailing and why sailing has proved so beneficial to young people, not just in physical development but also character formation.

On Wednesday, the 26th, there was an Introduction to Race Management talk—very important, given that race organisers always welcome more volunteers. First, the group listened to experienced sailor and Race Officer, Inge Strompf-Jepsen, as she explained the principles of race management in the Club’s dining room. Later, everyone went out on Hebe One to see and experience how it all worked in practice. Women have shown that this is an area in which they can excel as officials, time keepers and even jurists. That night, the Fun Quiz Evening Dinner showed that sailors are generally an intelligent lot who, not surprisingly, enjoy good wine and food as well. How does Shrimp and Goat Cheese Salad with mesclun greens, avocado and lemon honey dressing sound for starters? And for mains, barramundi fillet or roast chicken roulade with spinach and ricotta covered in mushroom cream sauce. Not to forget the chocolate fudge cake for dessert!

Thursday, the 27th, provided an opportunity to work off the excesses of the previous night with dinghy sailing, watersports taster sessions and Moments Adventure.

Moments is a 38-foot comfortable and stable catamaran and the course, run by Sytske Kimman, gives participants the chance to get involved in hoisting sails, grinding winches and helming, or just chilling out in the saloon and enjoying the beautiful eastern seaboard of Hong Kong.

Women's Sailing Festival 2021 Post-event feedback 賽後感言

“It was a wonderful event. We double-handed for this race, and unfortunately, our sailboat demasted in Race 1 while rounding up buoy C in 18 - 20 knots of wind! We almost got ourselves killed when the mast collapsed on us! Hebe Haven Volunteer team promptly came to our rescue, and at least three volunteers jumped to our boat to secure our masts and sails.

The situation could have been fatal without their help. We are forever grateful for their genuine help and that we made it back safely to our home port in RHKYC Shelter Cove.

It was my first EVER race! We have cruised extensively in Hong Kong but never raced before. The purpose of joining this women’s race was to show solidarity of women in sailing. There are simply too few women in sailing in general, let alone boat owners. I personally owned two cruising sailboats, and I hope to see more ladies sailing in the future. This event was a great icebreaker, and we all hope this event will return next year!”

“Thanks for putting on such a great day! Here is our little story from the day. As one of the teams from RHKYC, our boat (an RS QUEST) had Gina helming (very experienced) with Trinh and me as crew (little experience and our very first race).

In the first race, we had a double (Wo)MOB when our hiking strap came unhooked, comically throwing us both out of the boat, leaving Gina to successfully avoid capsizing and, importantly, confusing the other boats who thought perhaps the race had finished. So despite two out of the three of us being flung in the water, we managed to maintain our leading position and still come in first on the first race (2nd overall). A really thrilling adventure for our first ever dinghy race! We were honestly in stitches for most of the race.”

During the Festival, I participated in my first ever dinghy regatta as a competitor!

The sensation to be on the water during such a huge event, with so many boats on the water and my adrenaline pumping, was unbelievable. I must spare a few words for the instructors at HHYC who patiently followed us in preparation for the regatta, as it was the first experience for few members of the adult group.

As part of a World Sailing Initiative to increase participation by women and girls in sailing, HHYC joined forces with Sailability (HK) to run a tenday event. COVID restrictions made it a bit more complicated but still manageable. Everyone had to be pre-registered before attending, and this helped regulate the numbers of women who came from distant parts of Hong Kong to get out on the water.

Watersports sessions were well attended and included kayaking, stand up paddle boarding (SUPs) and dinghy sailing. A big thank you to the volunteers who came to support all these sessions and to the Sailing Centre staff. Moments catamaran trips were filled very quickly, and Sytske and Sharon were highly praised for making the adventure lots of fun and giving everyone a chance to ‘have a go’ on the comfortable Seawind 38 catamaran.

To complement the sailing other events were held to draw women to the HHYC experience. Dayle Haigh Smith from Outdoor Experience came to run a Box Fit session. This was followed, the same day, with an Art Jam in the Garden Bar, and to keep the artists happy, Claire Brownless—of Not Only Olives—provided delicious cheese and biscuits, while Corney and Barrow provided wine tasting from a special selection of women producers to keep with the theme.

Over the 10 days, in addition to the Sailability (HK) events, over 400 women attended events and activities at the Club. For the sailors, the jewel in the crown was the firstever HK Interclub Women’s/Girls’ Championship Regatta. (See page 32 for full report).

The details of the Regatta ‘after event’, which took the form of a regatta buffet dinner, are unprintable … suffice to say a very good time was had by all.

Wow, what an amazing 10 days we had! When I heard about this event in September/ October 2020, my first reaction was that we (Sailability & HHYC) needed to be part of this, and after speaking with Rob Allen, he too was up for the challenge. From there, Juliet Ashton took the event forward for the Club with Sailability as co-hosts to highlight the inclusivity of sailing in Hong Kong.

這10天的旅程讓人印象深刻啊！在上年約莫9月還是10 月的時候，我得知這個活動後，第一反應是覺得航能香 港和白沙灣遊艇會應該要參與其中。之後我聯絡上Rob Allen，他也同意我的想法，準備接受這個挑戰。最後，在 Juliet Ashton 的努力下，遊艇會與航能香港成功協辦是 次活動，彰顯香港帆船運動是一項包容度極高的運動。

Wanting to be independent financially for this event, we were fortunate to secure two sponsors, HFW (Holman, Fenwick Willan) and Mercedes-Benz. We also received additional support from an HHYC member (you know who you are and thank you!) who provided lunches for our volunteers and instructors, and Cramond Wong’s AMC company, who arranged the banners, flags and stickers for our boats.

Sailability’s objective at the event was to promote sailing as an inclusive sport whilst offering free sailing to everyone who joined our daily programmes and to support our entry into the HHYC Open Regatta over the weekend of 22 & 23 May. The support from our sponsors enabled us to realise this, and the number of Sailability participants was way above our expectations. A huge thank you to you all.

It was a brilliant start to what was going to be a ‘10-day Women’s Sailing Event’, never seen before in Hong Kong.

HHYC Open Regatta—We had our largest number of entries into this annual local regatta with 26 boats in the following classes: 9 x 2.4mRs, 14 x Hansa 303s and 3 x Hansa Liberty competing.

It was also a ranking regatta for our Hansa 303 and 2.4mR entries as we continue to work towards reinstatement of sailing into the Paralympics.

Sailors competing over the weekend were from Sailability Hong Kong’s Para Sailing Team, Tier 2 Para Sailors, new sailors with amputations, limb deformities, neurological disorders and volunteers who were joined by SEN sailors from our regular Saturday Sailing Sessions paired with competent volunteer sailors from different walks of life, regular volunteers, a female instructor and sailors representing four different schools/organisations who attend regular sailing with us. The schools’ representatives included teachers, social workers and volunteers paired with their SEN students. This amazing spectrum of sailors really demonstrates the inclusiveness of what we do and its versatility as a competitive sport.

Daily Sailing—With so many attendees from the under-represented within our community eager to have the opportunity to sail, we ran two sailing sessions per day to accommodate numbers of old and new sailors. Many of these new sailors are wishing to join future programmes.

Quiz Night—Sailability’s Quiz Team won the Best Team Name, ‘Passing Wind’. This caused a lot of laughter, and we are now on the lookout to see if anyone names their boat after us! We also came in 3rd place at the Quiz evening—thanks to our Team, Richard, Rosemary, Peter and me.

Saturday Sailing’s Ladies Helm—Whilst Sailability did not enter the Interclub Women’s/ Girls’ Regatta, our Saturday Sailors, together with young ladies from our Ethnic Community on Day 2 of their Scallywag Foundation programme, enjoyed being part of our own Ladies Helm Race. As previously mentioned, our Sailability participation figures during the event were beyond anything we could have imagined and really show the hard work and commitment of our Sailability Family (volunteers, instructors and sailors), as we worked together providing the opportunity to many new sailors of varying abilities and backgrounds within our community, to experience a sport they never thought would be available to them. 308 joined our activities over the 10 days comprising 176 women + 132 men. We had 65 new sailors (63 women + 2 men) join us from the following areas within the local community: Ethnic Community Disabled Women’s Association SLIX & Amputee Association Golden Age Sailors SEN/ASD Sailors

The Garden Bar was at a socially distanced capacity (following COVID restrictions) and buzzing with a wonderfully diverse group of people from across all areas of the community. How great it was to see COVID-19 restrictions lifted in February, after the suspension yet again of our programmes in early December 2020. We could get back on the water again. Everyone was so happy to be doing what we all enjoy; our instructors, sailors, volunteers, parents alike and of course me!

Zoom introduction to Sailability, Margaret Trench Red Cross School 向航能香港介紹香港紅十字會瑪嘉烈戴麟趾學校

On 3 March, we had our first Zoom meeting with a new school, Margaret Trench Red Cross School. The webinar was joined by staff, students and parents as we talked about their students’ first visit/sail at HHYC in May. One of our Para Sailors said a few words of encouragement to the ‘newbie’ sailors, and we also had a demo of one of our boats and a PPP with interpretation by two teachers who came to HHYC for the Zoom meeting. Such enthusiasm followed, and 12 teachers joined the first day of an Introduction to Sailing course on 20 March, which they all really enjoyed. Their day on the water met their expectations, and they are so happy to have had the opportunity to try sailing as a new sport.

HKSB returned with 20 new sailors as all previous programmes had provided so much enjoyment to their clients. They will hope to return again on 2 May for another fun-packed day on the water.

What a busy month March turned out to be with the following schools and others coming along to sail: Tsui Tsin Tong, Morning Hope and Kai Oi schools, as part of their school curriculum and a taster day for nine young women and girls from our ethnic community who can’t wait to come back again. Other groups were returning for their ‘catch up sessions’ as COVID had caused suspension for many of them during 2020, and a graduation ceremony was held for 14 sailors from two groups of ASD sailors.

What is so inspiring is to see sailors, who have graduated through this programme, utilising their skills and confidence gained to volunteer for sessions running for our new groups sailing at the weekends. What an achievement.

最鼓舞人心的是看到那些圓滿完成課程的水 手們，利用他們獲得的技能和信心，自發參與 週末舉行的帆船活動，實屬讓人驕傲！

This increase in new groups definitely highlights the many benefits our programmes provide, which are now being recognised by many more within our community. Again, we would like to say a huge ‘thank you’ to the Sun Hung Kai Scallywag Foundation for their support in making this happen.

Sailing with the Dragons 與龍同行

Believe it or not, I wasn’t very comfortable when I started sailing with the Hebe Dragons. I probably just didn’t like it due to the fact that I wasn’t very good at sailing, and I was only eight years old. Sailing doesn’t have to be a competitive sport; it can just be a hobby as well. Being in the race team is a big commitment, and I didn’t think I could take it. Finally, I decided to look on the bright side, and something changed my mind.

The Hebe Dragons team isn’t just competitive but also fun to be with. Don’t get me wrong, they do take off rudders, push you into the water, spray you with a hose, stuff like that, but they are really the best team you could ask for. Coaches don’t just support you, they also give advice, help you with your weaknesses, and they even sometimes join in on the pranking. So thank you Hebe Dragons: Alfie, Clemont, Stan, plus the coaches that aren’t at Hebe anymore; including, Antonio. You’ve all taught me so much. I also can’t forget to thank the other Dragons who have already left, for everything they’ve taught me, which still sticks in my mind.

Biofouling is the unwanted attachment and growth of marine organisms, such as algae, tubeworms and barnacles on underwater surfaces. It is commonly seen in ship hulls, floating buoys and underwater ropes. Nowadays, this is combatted with biocidal coatings and frequent cleaning, creating a massive issue for the marine industry.

Or rather lack of cracks…PolyU has developed specially designed surfaces that can avoid biofouling without the need to use biocidal chemicals. This eco-friendly solution works by modifying the surface topography with the addition of nano- and micrometre-sized features, which decrease the adhesion of unwanted organisms. HHYC has supported PolyU’s research by letting the team use our club facilities to perform field tests of samples. The samples are submerged in seawater for prolonged periods, and then the number of organisms attached to the surface is measured. The images below, taken after a three-week test in waters adjacent to the Club, clearly show that the PolyU sample with the specially designed topography has 83% less biofouling than the untreated flat surface.

Hong Kong is arguably one of the busiest sailing scenes in the world. All of Hong Kong’s yacht clubs and government watersports centres are organising races every weekend. Getting started 從何入⼿

Contact the Hong Kong Sailing Federation (HKSF), HHYC or any sailing club in Hong Kong to volunteer so you can get allocated a position to participate in any of the events. A volunteer usually gets placed on a committee boat. Don’t worry; if you have no or limited Race Control experience, you would be rostered with experienced ROs and given tasks as a results officer or some of the other positions in the image above.

HKSF and the sailing clubs also provide various introductory race management seminars and class race management training sessions for those who want to learn more and gain theoretical experience before volunteering. Needless to point out that having raced and gained actual racing experience will be of benefit to understanding what is happening wind-wise and on the racecourse, but experience is not an essential requirement. Courses available are advertised on the HKSF and sailing club websites.

Club Race Officer 船會級賽事主任

The HKSF runs Level 1 Race Officer seminars from time to time. It is, however, the bigger sailing clubs in Hong Kong such as HHYC, RHKYC and ABC that offer seminars and courses for people with some RO experience. The Club Race Officer (CRO) course aims to educate interested parties in the basics of conducting consistent, fair and safe club racing events and covers topics including race documents, course selection and setting, starts, finishes, race monitoring and key RO decision making rationale. The seminars are conducted by National and International ROs, and information about these courses can be found on HKSF and sailing club websites.

While it falls predominately under the scope of the sailing clubs and watersports associations to get people started in race management and make them proficient Club Race Officers, it falls under the HKSF—as the national authority for the sport of sailing in Hong Kong—to provide National Race Officer (NRO) seminars locally.

In summary, the pathway to becoming an RO, although it might seem daunting, long and tedious, is filled with fun and friendships made along the way, making the effort worth it. Race Management has room for many types of people and skillsets, and in the end, without all the volunteers there would be no racing.

The seminars are intended for experienced Club Race Officers (CROs) who wish to become a National Race Officer (NRO).

These seminars aim to educate CROs in advanced principles of conducting consistent, fair and safe championship racing and other larger sailing events on a national and international scale. After attending the seminar and passing an exam, CROs then undergo three on-the-water assessments as an RO; if approved by HKSF, the NRO certificate will be issued.

Revalidation also needs to take place every 48 months.

The International Race Officer (IRO) seminars and accreditation are administered by World Sailing, the world governing body for the sport of sailing. As such, it is the highest level in the sport. It is not part of the HKSF Race Management Programme Scheme.

CLUB UPDATE

Writing my latest instalment for Hebe Jebes, the Club is bathed in glorious summer weather. The Typhoon Series kicked off the summer race season on the first weekend of June and the Summer Saturday series the following weekend.

These are the first races to use the new 2021-2024 Standard Sailing Instructions (SSI). There are a few subtle, but significant, changes contained in the new SSI, and competitive sailors are encouraged to review these changes, which are highlighted in the Introduction of the SSI. Aside from reformatting to align with World Sailing recommendations, all the geometric and island courses were reviewed. Several working groups were involved in the drafting of these changes. The scale of this task cannot be overstated, and the Sailing Committee is indebted to several individuals for their contribution to this project. Simon Jones, David Rule and Eric Tolmer concentrated on the body of the SSI, while Julie MacKenzie, Lesley Anderson, Bob Vart and Mark Thornborrow reviewed the island and geometric courses. Without their dedication and perseverance, we could not have completed this mammoth task.

ADAM GLENDINNING Rear Commodore—Sailing

Back to the on-water activities: the annual Mirs Bay Regatta, forming part of the Typhoon Series, will take place just before this issue goes to print. As with last year, due to sporting and social distancing restrictions related to COVID-19, the traditional format has been changed to a coastal race up the east coast of Sai Kung Country Park on Saturday, followed by a coastal race on Sunday. We are well over a year into the restrictions brought on by COVID-19. In many ways, we have altered what is normal and have learned to take the related restrictions in our stride. However, we must remain cognizant that they remain in place, and at the Club, we ask for your continued patience. Prize-givings are as much a part of racing as the race itself, but we remain unable to hold these cherished, postrace activities for the moment. Sponsors, recipients, as well as all race participants, are all affected by these restrictions. All we can ask for at the Club is your assistance in adhering to the latest government prescriptions—the General Manager publishes weekly updates about the latest status. Rest assured that prize-givings and post-race gatherings will resume as soon as we can safely run them again.

In the meantime, let’s all enjoy what is shaping up to be another fantastic summer on the water at the Club. Let’s get out there and enjoy this wonderful playground we have at our doorstep. Maybe staycations aren’t such a bad thing after all, during these turbulent times. See you out on the water.

In terms of maintenance, the club marine office is actively planning to conduct a comprehensive inspection of all the moorings before the start of the main typhoon season. In addition, we are also carrying out the regular, systematic inspection of the club CCTV, septic tanks and sewage drainage systems; we apologise for any inconvenience that may cause.

In terms of further enhancing management, to better manage car parking and shared pontoon usage, the Club has prepared car parking labels and boat labels to facilitate club security staff better identify members’ vehicles and boats. This move should help eliminate non-member use of club facilities and free up these resources for members. If you haven’t done so already, please remember to apply for and pick up your car and boat labels as soon as possible.

Regarding the management of flammable items, to ensure everyone’s safety, for those who bring fuel onto the club premises for refuelling, please do so safely and ensure you only store fuel in your vessel’s fuel tank and never allow fuel to be discharged into the environment.

Regarding change of boat requests, please submit your application before the first Thursday of each month so that the club marine office has sufficient time to process the application.
