he newly acquired ferry vessel from Greece, renamed MV Konawaruk 1899, sailed its inaugural voyage in Guyana on Friday evening, marking the commencement of its service on the Parika to Supenaam route, which is expected to bolster trade and connectivity between the two locations.

The vessel, then named the MV ARIS IV, was acquired at just under US$5 million. It is Guyana’s first double-ended ferry and can accommodate 81 cars or 19 European-type trucks (large

Delivering the feature address at the commissioning ceremony held onboard the vessel on its inaugural trip, Prime Minister (PM) Brigadier (Ret’d) Mark Phillips noted that the acquisition of this new vessel is a clear recognition by the Guyana Government that the complete physical integration of the country must involve land, sea/river and air.

He stressed that to neglect one is to leave a large section of the Guyanese population and country isolated and disconnected, especially given that countless persons live where the road ends and the river begins.

Developing transport infrastructure

It is for this reason, the PM stated, that almost $10 billion was allocated this year for the development of the country’s river transport infrastructure, which has seen increasing demand as Guyana undergoes unprecedented development countrywide.

“Look at the growing lines that you see on a daily basis at Supenaam and at

Parika. More trucks, more cars, more people. That line

is not a problem; it is a portrait of a nation on the move.

It is proof of commerce stirring, of families connecting, of an economy growing rapidly. We see that portrait, and we are acting to enlarge the frame…”

According to PM Phillips, the new ferry will serve as an ‘economic momentum’ by slashing congestion and wait times, thus injecting a direct shot of adrenaline into local commerce.

Setting new standard with care facilities initiative

T

he proposal to establish community-based facilities for children with special needs is a potentially transformative moment in social policy, one that places inclusion, economic participation and shared responsibility at the centre of national development.

At its core, the initiative signals a recognition that care for children with disabilities cannot remain peripheral to mainstream planning, nor can it be treated solely as a charitable or ad hoc undertaking.

Instead, it is being framed as a structured partnership between the state, families and local communities.

The emphasis on decentralised facilities rooted in neighbourhoods is a notable shift from traditional models that concentrate services in urban centres or rely heavily on large, state-run institutions. By anchoring facilities within Neighbourhood Democratic Councils, the approach seeks to reduce geographic and financial barriers that often prevent families from accessing specialised support. Proximity matters, particularly in rural and hinterland communities where travel costs and time away from work can be prohibitive. Locally based services have the potential to normalise inclusion, embedding children with special needs within the daily rhythms of community life rather than isolating them on the margins.

Equally significant is the decision to involve parents directly in governance and management. Co-management introduces accountability at the most immediate level, ensuring that facilities are responsive to the real and evolving needs of the children they serve. Parents, as primary carers, possess insights that no central authority can replicate. Their participation can strengthen oversight, promote transparency and foster a sense of collective ownership. However, this model also demands careful structuring.

Clear standards, training and support mechanisms will be essential to prevent uneven quality or governance fatigue, particularly in communities where parents already face economic and emotional strain.

From a fiscal and administrative perspective, the model reflects a pragmatic balancing act. By sharing management responsibilities with communities, the state reduces the long-term burden of staffing and operational oversight while still providing financial backing through monthly subventions. This hybrid approach aligns with broader trends in social policy that favour partnerships over wholly centralised systems. Yet, cost efficiency must never eclipse the primary objective: delivering consistent, high-quality care and educational support for vulnerable children. Robust regulatory frameworks and regular monitoring will be critical to safeguard against gaps in service delivery.

The proposed tax incentives and co-investment opportunities for childcare and elderly care facilities further broaden the scope of the initiative. These measures recognise care work as both a social necessity and an economic activity deserving of structured support.

Encouraging small-scale, community-based entrepreneurs to enter the care sector can stimulate local economies while addressing pressing social needs. The removal of income tax on earnings from such facilities, coupled with regulatory oversight and reasonable fee requirements, reflects an attempt to balance affordability with sustainability.

A central pillar of the programme is its focus on enabling greater workforce participation, particularly among women. The absence of reliable, affordable care services remains one of the most significant barriers to employment for working mothers. By expanding access to childcare and special needs support, the initiative has the potential to unlock productive capacity that has long been constrained by caregiving responsibilities. This is not merely a social welfare issue; it is an economic imperative. Labour force participation, household income stability and national productivity are all influenced by the availability of dependable care infrastructure.

As populations age and family structures evolve, traditional caregiving arrangements are increasingly under pressure.

Community-based elderly care can provide dignity and support for older citizens while relieving families of unsustainable burdens.

Integrating both childcare and elderly care within a unified policy framework reflects an understanding of care as a continuum, spanning generations and life stages.

The success of these initiatives will hinge on clear standards, adequate training, equitable distribution of resources and sustained political commitment beyond budgetary announcements. Care facilities, particularly those serving children with special needs, require specialised knowledge, adaptive learning tools and emotional sensitivity. Without these elements, infrastructure alone will fall short of meaningful impact.

If implemented with rigour, the proposed programme could redefine community engagement in social care, blending inclusion with entrepreneurship and shared responsibility. It offers an opportunity to embed care as a foundational pillar of development.

The trouble with AI? It keeps making things up

T

here is no hierarchy of rights; all are to be treated with equal respect.” What an unobjectionable phrase that is.

So reasonable-sounding, so plausible, that the eye simply glides over it. Which is precisely what should make the eye suspicious.

Just two months ago, the Courts and Tribunals Judiciary issued new guidance on how to stop AIgenerated guff sneaking into legal documents. Now, the already fraught and prolonged tribunal case between NHS Fife and Sandie Peggie (the nurse who complained after having to share a changing room with a transgender doctor) has been thrown into disarray by the discovery of “false and non-existent quotes” in the judge’s 300-page ruling.

Two passages, both presented as quotations from previous tribunal rulings, have so far been identified as fabrications. The most likely explanation seems to be that someone used AI to help put together the judge’s briefings. As a result, the entire ruling may be withdrawn or over-

turned on appeal. All that effort, expertise, commitment and stress, made redundant by the hyperactive imaginings of a robot.

It used to be thought that LLMs (large language models) would never be a match for human writers because algorithms don’t have an imagination. If only! Turns out, AI is brilliant at making things up.

That’s literally what it does, word by word. LLMs use statistical probability, based on analysis of all the billions of sentences on the internet, to work out which word should come next.

This produces the kind of smooth forward propulsion, with one word inexorably leading to another, that most writers can only dream of.

But it also produces reams of fiction where facts are required. And its nonsense is hard to spot, because the mathematically calculated placing of each word makes it frictionless. There is nothing for the eye to snag on. This makes it doubly dangerous as a research tool. It’s good at lying and good at disguising its lies.

My children have, reluctantly, given up on ask-

ing ChatGPT to do their homework for them. It wasn’t worth the risk or bother in the end. By the time you’ve meticulously combed through its silky prose, picking out the inaccuracies like particularly evasive nits, and then roughing up whatever remains so that it reads like something a 21st-century teenager might actually write – well, what’s the point? It would be quicker to do the assignment from scratch.

I had hoped to use AI to do much of the drudge work of translation and transcription for a book I am working on. (A history of reviving the dead, which requires a lot of archival research as well as recorded interviews.) But it keeps serving me dollops of pure fantasy. It made up, out of nowhere, a mediaeval miracle that I ardently wish had been true, in which a non-existent Welsh saint succeeded in re-attaching the head of a decapitated boy. Being unable to cope with regional accents, it transcribes all northern or Scottish interviews into a series of childlike, disembodied exclamations.

Recently, I asked it to

transcribe a document for me, using a photograph of a slightly dog-eared sheet of paper. It produced what appeared to be a fluent stream of prose but was stuffed full of invented quotations. On closer inspection I realised that, every time the robot had encountered a shadowy patch of crumpled paper, it had simply made up what it couldn’t read.

It was, to be fair, very apologetic – and honest about its failings. “I cannot, with my current capabilities, give you a mathematically guaranteed zero-hallucination transcription,” it confessed, “I’m biased to fill a gap rather than leave it blank.”

I couldn’t help feeling a small, pathetically enjoyable rush of vindication. All writers love to see AI mess up, because it’s going to wipe out much of our profession. We’re like 18th-century weavers, bitching about the poor-quality yarn produced by the spinning jenny.

AI will win because everything frictionless is irresistible to consumers.

But we can already see how the truth will be lost.

GMSA backs Govt’s vision for 5-year economic, social progress plan F

ollowing the announcement of President Dr Irfaan Ali’s five-year policy agenda, the Guyana Manufacturing and Services Association (GMSA) has expressed strong support, highlighting its focus on economic diversification, industrial growth, and fostering prosperity for all Guyanese.

In its press release, the GMSA noted with particular importance the suite of measures directly supporting manufacturing, agro-processing, and non-oil industrial development, including new tax regimes, expanded access to finance, and capital market reforms.

The Association further acknowledged that several of the initiatives closely reflect long-standing policy recommendations and advocacy advanced by the GMSA

on behalf of its members.

As the country continues to build out its infrastructure to support a new industrial era, there is a parallel effort to strengthen Guyana’s governance and administrative framework, supported by modern digital infrastructure and more robust legal and regulatory systems, it stated.

The rollout of Government digital platforms and expanded digital service delivery is expected to make public services more efficient, accessible, and people-friendly.

This approach will further improve the ease of doing business and enhance Guyana’s attractiveness to international partners seeking to engage with local enterprises, the GMSA added.

The Association noted key initiatives of signifi-

cance to the manufacturing and industrial sector, such as Special Development Zones: zones operating under tax-free incentive regimes that will support both export-orientated and im-

port-substitution manufacturing activities.

Junior Stock Exchange: The establishment of a Junior Stock Exchange will provide new pathways for small and medium-sized en-

terprises (SMEs) to access equity financing, scale operations, strengthen corporate governance, and usher in a new era of business practices; and the Guyana Development Bank: Capitalised at US$200 million, the proposed bank will offer zero-interest, zero-collateral financing and represents a critical step toward improving access to affordable capital for SMEs in the manufacturing and agro-processing sectors.

The GMSA release said that it views the measures as a strong signal of the Government’s commitment to building a competitive, diversified, and resilient manufacturing base while deepening private sector participation in national development. This roadmap provides businesses with the assurance and clarity need-

ed to confidently plan for the next five years and beyond.

The Association encouraged its members and the wider business community to actively use this policy framework as a strategic guide. Businesses are urged to begin preparing by formalising their operations, strengthening financial records, developing bankable business opportunities to leverage the forthcoming Special Development Zones, and positioning for capital market participation and export growth.

The GMSA, it said, stands ready to work closely with the Government, financial institutions, and development partners to ensure these initiatives translate into tangible outcomes for manufacturers, agro-processors, and service providers across Guyana.

Berbice top amateur boxer, one other remanded on rape charge

T

wo men, including a well-known boxer in Berbice, have been charged in connection with the alleged sexual assault of a 14-year-old girl.

19-year-old Terron Wintz, who was scheduled to represent Berbice at the National Boxing Championship which opened on Friday at the National Sports Hall, was remanded to prison on the same day, along with 20-year-old Keson Kesney.

They appeared before the Albion Magistrates’ Court on Friday to answer a charge of engaging in sexual activity of a girl under the

age of 15-years.

The duo appeared unrepresented before Magistrate Michelle Mathias, with Kesney appearing via Zoom.

He had been remanded on an unrelated matter.

It is alleged that the offence was committed a few weeks ago, at a house in Region Six (East BerbiceCorentyne).

After listening to the details of the case, Magistrate Mathias refused bail.

The matter has been transferred to the New Amsterdam Magistrates’ Court, and the case is scheduled to continue on January 5, 2026.

Meanwhile, reports are that on the day in question, the 14-year-old victim was taken to Wintz’s residence by a 16-year-old female schoolmate.

There were eight males imbibing, and the two accused allegedly forced the victim into a room where a handcuff was placed at her ankles and her hands tied behind her back before she was assaulted.

onths after the devastating impact of Hurricane Melissa on Jamaica, Banks DIH Limited has donated 500 cases of Rainforest Water and 500 boxes of Triskits Crackers to support the immediate relief efforts in collaboration with the Civil Defence Commission (CDC).

Hurricane Melissa caused significant destruction across Jamaica, leaving many residents without access to basic necessities.

In this critical time, Banks DIH Limited’s donation hopes to provide essential food and water supplies to those most affected by the disaster.

The distribution of the donated items will be managed by the CDC in partnership with local relief agencies to ensure that the aid reaches the most vulnerable populations quickly and

efficiently. The crackers, chosen for their nutritional value and long shelf life, will be distributed to shel-

Following an investigation, the two suspects were arrested and charged.

APNU’s Terrence Campbell admits new PSA fiscal terms vastly improved

P

arliamentary lead for the A Partnership for National Unity (APNU), Terrence Campbell, on Friday admitted that the fiscal features of the new People’s Progressive Party’s (PPP) Production Sharing Agreement (PSA) template are a vast improvement over the widely criticised 2016 PSA, which was crafted by the APNU and coalition partner the Alliance for Change (AFC) for the signing with Exxon Mobil and its co-ventures, Hess and CNOOC, for oil and gas production in the lucrative Stabroek Block.

Campbell made the commendation during the party’s weekly virtual press conference, as he was asked his thoughts about the document.

“I have glanced at the new PSA. It is an improvement of what existed previously in terms of royalties, in terms of cooperation tax, and in terms of cost recovery. The PSA is an improvement on what was there before, but it would’ve benefited from wider con-

sultation,” said Campbell, who previously served as the Opposition’s representative on the Natural Resource Fund’s Investment Committee.

The Government is currently in the process of signing PSAs with a number of incoming oil and gas exploration companies that have won blocks offshore Guyana and is using a uniform, standard PSA to sign with each company. Key fiscal terms included in the PSA include a 10 per cent royalty, up from two per cent in the 2016 agreement, a 10 per cent corporate tax, a 50/50 profit-oil split, and a 65 per cent cap on cost-oil recovery. These provisions represent significant improvements over the widely criticised 2016 Stabroek Block PSA signed by APNU, as it strengthens national revenue safeguards and includes stricter relinquishment, decommissioning, and training fee requirements.

In contrast, the 2016 PSA sees a 75 per cent cost recovery, meaning up to 75

per cent of production may go to the companies to recover operational and capital costs; of the remaining 25 per cent, half goes to Guyana in a 50/50 profit-sharing agreement. The 2016 PSA also sets the royalty at two per cent; however, the contract included zero-rated corporate tax for the oil companies, meaning Guyana did not receive a direct tax on company profits during early production years.

Following the 2015 oil

discovery offshore Guyana, the then APNU+AFC Government signed Guyana’s first PSA in June 2016. However, the contract has continuously been described as “lopsided”, as it is believed that the Government bent to the pressures from Exxon for a quick agreement, particularly given that the agreement was signed just days before Exxon made the announcement of its second major discovery. Following the signing, the APNU/AFC Government vehemently fought to keep the PSA contract a secret, as well as keeping it secretive that the agreement included US$18 million. The contract also included a “bridging deed” that made costs recoverable retroactively to 1999.

The 2016 PSA received widespread criticism.

Nonetheless, over the years APNU and AFC executives have continuously defended the document.

The 2016 Agreement also includes a “stability clause” that prevents unilateral amendment or rene-

gotiation without contractor consent, limiting future bargaining power. This has made it impossible for the new People’s Progressive Party/Civic (PPP/C) to negotiate the contract since taking over the helm of Government in 2020.

New agreements

However, the Government has sought to extract more benefit out of the arrangement through the utilisation of the natural gas offshore, with the construction of a Gas-ToEnergy (GTE) power plant that will be able to generate some 300 megawatts of power and reduce electricity costs to Guyanese by more than half.

As the Government sought to enter new agreements with other companies following a 2022 Oil Blocks Auction, in 2023 it released the draft model petroleum agreements for shallow and deep-water blocks that were placed on auction. The Government has since begun signing new PSAs with the companies that won

blocks during the auction.

The Government most recently signed with Ghanabased, women-led oil and gas company Cybele Energy Limited earlier this month.

Cybele Energy, which was awarded shallow-water Block S7, will be operating in partnership with Elemental Energies to explore the almost 1500-square-kilometre block located offshore Guyana.

Cybele was among the successful bidders emerging from Guyana’s 2022 Licensing Round, which drew interest from numerous international oil and gas players. Out of 14 blocks offered, including shallowand deep-water blocks, eight were awarded in October 2023. Cybele was one of six companies that bid on eight out of the 14 blocks.

Cybele’s signing followed closely on the heels of a mid-November signing for shallow-water Block S4 with a consortium consisting of QatarEnergy (35 per cent), TotalEnergies (40 per cent, operator), and PETRONAS (25 per cent).

“It means the farmers’ produce from Region Two reaches the markets of Region Three with its freshness intact and its value undiminished. It means business moves at the speed of opportunity, not the speed of an outdated schedule… The MV Konawaruk 1899 is our answer. The PM went on to note, however, that the investment in MV Konowaruk 1899 is not a stand-alone or isolated gesture but rather a single star in a constellation of progress that the People’s Progressive Party/Civic regime is painting across the country.

“It is a crucial floating component of our master plan to modernise all of Guyana’s transport infrastructure. It aligns with our work to transform the Parika Ferry Stelling from a simple dock into a modern integrated port hub. A true gateway to our riverine world and to the Caribbean and further afield. With economic activity igniting in every region, from the mining corridors of the hinterland to the agricultural heartlands of the coastline, expanded ferry capacity is no longer a convenience. It is an absolute necessity. It is the key to a balanced development…a new chapter of riverine prosperity,” PM

Phillips stated.

Large capacity vessel

Meanwhile, similar sentiments were echoed by Public Works Minister Juan Edghill, who posited that while this may be viewed as just a new boat, for the people of the Essequibo Coast, it is a new hope and the major development that will come as a result of the vessel.

Edghill recalled that President Dr Irfaan Ali first saw the need to improve the ferry service to and from the Essequibo Coast. An additional trip was added to the route, and later on another vessel as well as a tugboat to move cargo, but these efforts still proved inadequate.

“With rice being expanded…in the Essequibo Coast and in the islands, there was need for us to be able to be moving more trucks with paddy and rice. And the vessels that we had, they were unable… The President continued to listen to the needs, the dreams, and the aspirations of the people of the Essequibo Coast and said, ‘We have to get another boat.’ Ladies and gentlemen, that vision is what we are standing in this afternoon, making its main official voyage between Parika and Supenaam.”

Given its large capacity, MV Konawaruk 1899 will be able to carry almost double the load of the MV Kanawan and Sabanto fer-

ries that previously serviced that route.

This was welcomed by the Region Three Chairman, Sheikh Ayube, who noted that the new vessel is a demonstration that the Government clearly understands the needs of the people in the country and, more particularly, Regions Two and Three.

He said the vessel will bring prosperity to citizens there by increasing trade between these two regions.

“By now everybody is aware that Region Three is growing at a rapid rate, and it’s providing a lot of goods and services that need to be transported to the Essequibo Coast. And vice versa, a lot of goods comes from Essequibo that service Region Three and other regions. This vessel will indeed enhance trading across this country. It will provide more goods to come, more vehicles to travel,” the Regional Chair stated.

Ayube added that MV Konawaruk 1899 will also enhance the Transport and Harbour Department’s (TH&D) ability to lend better support to Wakenaam and Leguan by easing the pressure from other vessels, thus allowing for improved ferry services in these two islands.

Second vessel to arrive, also from Greece

disclosed that the TH&D will be further strengthened with a second vessel to traverse the Northwest District route – which is already being serviced by the threeyear-old Indian vessel, MV MA Lisha.

“Good news! In another month, a new vessel will also be arriving from Greece to travel from Georgetown to Region One, adding to the MV MA Lisha,” the public works Minister revealed.

Meanwhile, Director General at the Maritime Administration (MARAD), Stephen Thomas, went on to say, “The commissioning of this vessel sends a clear and unequivocal signal that the Government of Guyana is serious about its commitment to building a modern, stable and internationally compliant maritime

transport vessel. This vessel symbolises progress, institutional maturity and a forward-looking approach to national development.”

The MV Konawaruk 1899, which arrived earlier this month on local shores after travelling over 5000 nautical miles from Greece, is 73 metres in length and it has a design draft of two metres, which adequately caters for the depths in the Essequibo River.

he Full Court on Thursday ruled that the Special Organised Crime Unit (SOCU) has sufficient legal capacity to institute and maintain legal proceedings under the AntiMoney Laundering and Countering the Financing of Terrorism Act (AMLCFT Act), Cap. 10:11.

In a unanimous judgement, Justices Nigel Niles and Zamilla Ally-Seepaul set aside a High Court ruling that had found SOCU lacked the legal standing to bring proceedings in its own name.

The decision arose from an appeal filed by SOCU on June 17, 2025 against a ruling by High Court Judge Peter Hugh, delivered on May 27, 2025.

In that ruling, Justice Hugh struck out SOCU’s application to restrain and detain a quantity of gold, foreign currency and Guyanese dollars alleged to be the proceeds of money laundering.

The properties are linked to Sebastiao Moura and Gago Gold Inc. Moura, a Brazilian national with gold mining operations in Guyana, is charged with five counts of money laundering under section 3(1)(c) of the AMLCFT Act. The related criminal proceedings are ongoing in the Georgetown Magistrates’ Court.

Justice Hugh had ruled, among other things, that SOCU had no legal capacity to institute or maintain legal proceedings because it is not a body corporate within the meaning of the Companies Act, and that the AMLCFT Act did not expressly confer such status on the unit.

That ruling was challenged by the Attorney General, who argued before the Full Court that the issue of SOCU’s legal capacity was of substantial public importance. He submitted that the High Court decision effectively disabled SOCU from performing statutory functions expressly conferred on it

by Parliament under the AMLCFT Act, including civil restraint and confiscation proceedings.

The Attorney General further argued that corporate legal capacity under the Companies Act was irrelevant to SOCU and that the AMLCFT Act itself expressly empowered the unit to institute and maintain legal proceedings. He cited several provisions of the Act in support of this position.

In its judgement, the Full Court agreed, holding that the question of SOCU’s legal standing bears directly on the effective administration of the country’s anti-money laundering regime and could recur in future proceedings if left unresolved.

The judges examined sections 2, 38, 39 and 109A of the AMLCFT Act, along with relevant case law, and concluded that the Act assigns SOCU functions that cannot be exercised without recourse to the courts. These include the restraining, seizing, detaining and forfeiting of property suspected to be

tainted by criminal conduct.

The Court also held that sections 38 and 109A integrate SOCU directly into the framework for civil restraint and confiscation proceedings, and that it would be illogical to conclude that Parliament intended SOCU to have those powers while denying it the procedural means to exercise them.

Based on its analysis, the Full Court concluded that SOCU does possess sufficient legal capacity under the AMLCFT Act to institute and maintain proceedings for the civil restraint and confiscation of property, and that there is no requirement for the unit to have corporate personality to do so.

SOCU was represented in the appeal by Attorney General Mohabir Anil Nandlall SC MP, along with Shoshanna Lall, David Brathwaite, Thalia Thompson and Mohanie Sudama. The respondents were represented by Latchmie Rahamat and Naresh Poonai.

4 Essequibians slapped with unlawful wounding charges

wo separate unlawful wounding cases were heard this week at the Anna Regina Magistrate’s Court, Essequibo Coast, Region Two (Pomeroon– Supenaam), resulting in one defendant being remanded and mixed bail outcomes for three others.

In the first matter, 23-year-old Trisa Campbell, an unemployed resident of Onderneeming Sand Pit on the Essequibo Coast, was charged with unlawful wounding committed against Davahan Campbell, a 26-year-old miner of the same community. The of-

fence allegedly occurred on Friday, December 13, 2025, at Onderneeming Sand Pit. The charge was laid under Section 30(b) of the Summary Jurisdiction Offences Act, Chapter 8:02.

Campbell appeared before Magistrate Ravindra Mohabir on Tuesday, December 16, 2025, when the charge was read to her.

She pleaded not guilty. Bail was objected to by the prosecution, and the defendant was remanded to prison.

The matter was adjourned to February 13, 2026, for disclosure of statements.

In a separate case, three

men were jointly charged with unlawful wounding arising from an incident that allegedly occurred on Sunday, December 14, 2025, at Old Market Road, Anna Regina, Essequibo Coast. The alleged victim was identified as Devonte Pearson.

Those charged are Beshan Bhowan, a 29-yearold self-employed resident of Aberdeen; Beshaun Bhowan, also a 29-year-old self-employed resident of Aberdeen; and Mahindra Chanderdeo, a 36-year-old welder of Affiance Back Street. All charges were

brought under Section 30(b) of the Summary Jurisdiction Offences Act, Chapter 8:02.

The defendants appeared before Magistrate Ravindra Mohabir on Wednesday, December 17, 2025. Each pleaded not guilty to the charge. Beshaun Bhowan and Mahindra Chanderdeo were granted bail in the sum of $300,000 each, while Beshan Bhowan was remanded to prison.

That matter was adjourned to January 14, 2026, at the Anna Regina Magistrate’s Court for disclosure of statements.

ven as some are still sulking that they didn’t get a cash grant before Christmas – it doesn’t seem to your Eyewitness that this has dampened the traditional last-minute Christmas shopping in Georgetown that literally brings the town to a stop!! Listening to the Opposition politicians carrying on, you’d think that Pressie violated the most sacrosanct and venerable Christmas tradition when he announced the cash grant won’t be coming till the New Year!!

And talking about traditions, while we all know about old Queen Victoria being there when slavery was abolished – we even named a village after her!! – Your Eyewitness thinks she ain’t given enough credit for so many of our Christmas traditions that make the occasion so special for us!! We see her as a rotund, dour old maid, but it was her great, romantic love for her husband, Prince Albert, that sparked several customs we now see as integral to a “beautiful Christmas”.

Albert – who was German royalty – married his cousin Victoria when both of them were 20 years old, but he died young at the age of forty-two after producing nine children.

He was so adored by Victoria that she wore black for the rest of her life – which was an astounding further forty years!!

Albert brought the traditional German Christmas-decorated fir tree to Victoria’s English palace, and an 1848 engraving of Victoria, Albert and their children decorating one was circulated in Britain and in her far-flung empire. It became the quintessential symbol of Christmas!!

And our Christmas Black Cake also has its English connection. Its roots are in the British plum pudding – a dense, steamed holiday dessert made with dried fruits, spices, and alcohol. When the British dragged us into their Caribbean colonies, enslaved Africans and later groups adapted those recipes using local ingredients and island spirits. Especially our signature spirit – rum!! So as we nostalgically enjoy all “our” Christmas traditions, let us spare a thought to Victoria!!

A statue of her had been erected in front of our law courts back at the end of the 19th century, but at independence, Burnham – trying to burnish his “anti-imperial” credentials – banished her to the back of the Botanic Gardens!! Maybe it was because he’d already planned to subvert the Britishbestowed Rule of Law in our affairs?? When Hoyte succeeded him, however, he enthusiastically gave permission for her to be brought and placed in front of City Hall!! Later the supposedly communist PPP returned her to her original spot. Unfortunately, during her enforced perambulations around GT, her nose was chipped off!!

Anyhow, the lesson is that whatever our means, we always had a jolly good time at Christmas. And this year, there are so many more reasons to keep up the (Victorian?) tradition!! …at Caribbean “friends” Now, it wasn’t just we in Guyana who imbibed British traditions – it was across the Empire on which the sun never set – and particularly in our West Indies!! In our case, since we all came out of slave plantations and were ruled and schooled by the same iron fist, we developed a strong bond of “West Indianness”. As independence loomed after WWII, the Brits lumped our colonies into a Federation of the West Indies.

Which eventually begat Caricom after the Federation collapsed. And we arrive at the present, where certain Caricom PMs are splitting all sorts of hairs when it comes to Venezuela – insisting we “keep the Caribbean as a Zone of Peace” – even in the face of Venezuelan threats to our sovereignty!!

There are said to be three types of friendship – usefulness and pleasure based on self-interest and “true friendship between good people similar in virtue”! Seems some are straying!

n what has been described as a major step towards convenience, efficiency, and modernisation, scores of citizens across Region Three (Essequibo Islands-West Demerara) are already benefiting from the fast-tracked processing of key services at the newly established Government Service Centre at the West Central Mall, Leonora, on the West Coast of Demerara.

This service centre houses several state agencies

with offices set up to provide citizens across with essential services. These include passport applications, birth and death certificate processing, marriage licences, and full services from the Guyana Revenue Authority (GRA), as well as registration for the national electronic identification (E-ID) card programme.

While the centre commenced operations earlier this week, President Dr Irfaan Ali officially opened the facility on Friday, during which he was informed that 35 applications were submitted as of Thursday to the General Register Office

the building and at every supermarket and other public areas. So, people can just scan the QR and get all the Government services. You fill up whatever form you have to full out so by the time you come here, all the paperwork is finished,” the Guyanese leader noted.

Additionally, some 20 persons have registered for the Government’s e-ID card initiative as of Friday morning, while over at the GRA’s office, they are collecting payments as well as issuing same-day provisional and conductor licence renewals.

“Can you imagine that?

35 applications in less than 24 hours… about 10 minutes [to process] each, and they’re already getting that certificate today [Friday].

This would’ve been days, sometimes weeks, of running [around]…,” the Head of State noted.

The same experience was had by persons seeking services from the Passport Office, whereby they were processed, in some instances, in five minutes.

According to President Ali, “We have to maintain this. And [persons] can also apply online, so when they come, they don’t have to fill out forms and all of that.”

In fact, persons are being encouraged to utilise the online portal to fill out their forms before going to the service centre in order to further fast-track the process.

“So, there will be [posters with a] QR code outside

licence, so that would take, maximum, three days…and eventually, same-day [renewal],” a GRA representative noted.

Since Tuesday, there have been four applications to renew driver licences, and there are plans to extend the services to income filings during the tax season next year.

The opening of this service centre at Leonora represents a key component of the Ali-led People’s Progressive Party/Civic (PPP/C) Administration’s national initiative to transform public service delivery through the establishment of integrated service centres that are accessible, efficient, and centred on the needs of the people.

For many residents of Region Three, accessing basic Government services previously required travel to Georgetown, resulting in additional costs and time away from home or work – something that will now be a thing of the past with the new service centre.

resident Irfaan Ali on Friday hailed the late Ron Robinson, AA, as a cultural icon whose voice helped shape Guyana’s golden age of radio, delivering a moving tribute at Robinson’s funeral and celebrating a life devoted to broadcasting, theatre, service, and the enrichment of the nation’s cultural memory.

It was a sombre moment as scores of mourners gathered to bid farewell to veteran Guyanese broadcaster and theatre actor Ronald “Ron” Robinson, who passed away at the age of 79 at his Hadfield Street, Georgetown, home.

For more than five decades, Robinson’s distinctive voice and creative vision helped shape Guyana’s me-

present on a nostalgic journey through the golden age of radio in Guyana, recalling a period from around 1959 into the 1970s. He described radio as more than a device or medium of communication, saying that it was a presence that accompanied listeners from dawn into the evening, bringing news, music, laughter, reflection, and social connection into homes and workplaces. Long before television became common and private stations multiplied, radio played a central role in Guyanese life.

Highlighting Robinson’s contribution, the President emphasised that he was a true musical connoisseur with a refined sense of beauty and craft. Robinson had a particular love for harmon-

dia and cultural landscape.

Recognising him as a cultural icon, President Ali said Robinson’s contributions left an indelible mark on the nation and will continue to resonate for generations.

“Today, we mark the passing of a life rich in meaning and generous in contribution.

Ron Robinson’s voice helped to shape our cultural memory. His work enriched our national soul. Though the microphone has been laid down and the curtain has fallen, what he gave to Guyana endures forever. His life was of worth, his legacy secure, and his echo will remain with us, soft, familiar, and unforgettable. I pray that God give your family faith and patience during this difficult time and grant his soul eternal rest.”

President Ali took those

He would linger over songs, revisit lines or verses, and draw attention to subtle nuances in the music, educating and refining his audience without ever lecturing. Through his dedication, Robinson cultivated an appreciation for music and artistic quality among listeners.

Ali also noted Robinson’s contributions to the Christmas season, bringing joy to homes across Guyana through iconic productions such as No Big Thing and Stretch Out Magazine, which he described as essential parts of a Guyanese Christmas tradition.

“He gave so much joy; a season he gave and contributed to so many charities, bringing happiness and laughter to

No Big Thing, Stretch Out Magazine, and others were woven into the very traditions of a Guyanese Christmas.

They belong to that sacred seasonal order, as essential and anticipated as pepper pot

and black cake. What would a Guyanese Christmas be without No Big Thing or Stretch Out Magazine? And what would those productions be without Ron?” The President also described Robinson as a man of many callings, highlighting his service to the church and involvement in youth-focused community movements, where he demonstrated a

strong commitment to shaping young lives.

“It is fair to say that without his persistence and faith, we might long ago have been offering very little in our local theatre. He stood against the odds and kept it breathing. Perhaps the most fitting tribute we can now offer is to renew and revitalise the local performing arts, especially theatre, and to en-

sure that what he sustained does not fade. Ron Robinson was a man of many callings.

He served his church and was part of his community, demonstrating a commitment to shaping young lives.”

Following the tributes at the National Cultural Centre, the funeral service was conducted at the St George’s Cathedral.

he Guyana Fire Service (GFS) in Berbice has recorded zero fire-related deaths for 2025, a significant achievement highlighted during an awards ceremony recognising the service and dedication of firefighters across the county.

The announcement was made by Divisional Fire Officer (DFO) Clive

McDonald, who acknowledged that while the division faced numerous challenges during the year, improved fire prevention messaging, professionalism among ranks and stronger public cooperation contributed to the life-saving outcome.

According to McDonald, the Berbice division responded to 418 fire and emergen-

cy calls for the year. Of that number, 227 incidents involved grass and rubbish fires, largely during a brief dry-spell period. Eighty-two fires involved buildings and houses, while the remaining incidents included vehicles, electrical poles and other structures.

He noted that deliberate and malicious fires topped the list of known causes, ac-

counting for 25 and 41 cases, respectively. As a result of fire incidents, 118 persons were left homeless, while two persons sustained injuries.

Importantly, McDonald clarified that no lives were lost to fire in Berbice for 2025, a marked improvement from the previous year when six fire-related deaths were recorded. He credited ongoing public education and fire-prevention outreach for the positive outcome.

McDonald said the division also handled a heavy emergency medical workload. In Region Six (East Berbice– Corentyne), the Fire Service responded to 435 ambulance calls, involving 350 adults, nine children and 75 persons of unknown age. The highest volume of calls occurred between midday and early evening hours.

He added that Region Five (Mahaica-Berbice) recorded 257 ambulance calls, including adults, children

and persons of unknown age, reflecting the growing demand for emergency medical services.

In strengthening prevention efforts, the division issued 1812 fire safety certificates, inspected 529 government and private buildings, hosted five fire safety camps reaching 245 children, and distributed over 300 fire extinguishers, primarily to government agencies.

According to President Ali, the aim was to expand this Government service centre across the country to all the other regions.

“So, by first quarter next year, this similar centre will be all over the country so that people can enjoy a better quality of life, a better quality of service,” the Head of State noted.

Only on Wednesday, during the presentation of his Government’s policy agenda for the economic and social transformation of Guyana and its people over the next five years, the Guyanese leader reiterated his commitment to building a modern state where technology makes public services faster, and more accessible, efficient, transparent and responsive; supports economic development and innovation; and empowers all Guyanese.

The establishment of this “one-stop” citizen service centre in every region will support this initiative.

“We are introducing a Citizen Centric Portal, a gateway to modern Government services that enables citizens to access all Government services online and I must say to

you, we have launched some components of that service, and already, many countries in the regions are reaching out to us to share this knowledge and help them deliver similar products to their citizens.”

“A modern Guyana will enable citizens to access all Government services online.

With just a click of a button, citizens will be able to apply for birth certificates, ID cards, passports, driver’s licences, business registration and other business permits and licences, file tax returns and pay their taxes, access payments from the Government (Old Age Pension, NIS pension, Public Assistance), apply for house lots, and pay utility bills.

This portal will also enable a national e-wallet, allowing citizens to receive money and make payments in the most seamless way possible. This is the future we are building,” President Ali declared on Wednesday.

The Government Service Centre at the West Central Mall will operate from Monday to Friday between 08:00h and 17:00h.

Govt to roll out parent-co-managed special needs facilities nationwide – VP

he Government will be developing facilities for special needs children across the country

that will be co-managed by their parents.

This was explained by Vice President (VP) Dr

Bharrat Jagdeo during his press conference on Thursday.

He said the idea is to

have every Neighbourhood Democratic Council (NDC) bring together all parents of children with disabilities to set up a board which the Government will work with to identify a building and other resources needed to develop the facility.

Each facility would be co-managed by the parents, with financial support from the Government through monthly subventions.

“So you involve the parents, the children get some help, it’s close by… frees up

some of the parents to work, and then the children get some access to learning… and the state don’t become too burden by having to look for staff… so that’s the model we’ve been coming up with,” Jagdeo explained.

Elderly and child care

The Government is prepared to offer special tax incentives and other forms of support to persons interested in establishing childcare and elderly care centres across the country.

“If you live in a village and you want to convert your bottom house into a day care facility, of course it would have to be regulated, you’re going to have to have standards and everything else, we can help you even co-invest in fixing the facility,” VP Dr Bharrat Jagdeo has explained.

He noted too that the Government will also “remove any tax on income you earn on that facility.”

In exchange, they would have to charge a reasonable rate.

The main objective of this programme, which will be included in Budget 2026, is to ensure working mothers have safe and affordable care facilities for their children.

Meanwhile, Jagdeo said the same offer will be made to persons interested in setting up facilities to care for the elderly.

US Government sues US Virgin 2 Essequibo Coast Islands, accuses officials of men face drug charges violating Second Amendment A

wo men from the Essequibo Coast, Region Two (Pomeroon–Supenaam), have appeared in court this week facing separate narcotics-related charges.

Aeon Patterson, 36, of Jib Housing Scheme, was charged with possession of smoking utensils and possession of narcotics for the purpose of trafficking. The offences occurred on Saturday, at his residence. Patterson, who is unemployed, appeared before Magistrate Ravindra Mohabir at Anna

Magistrate’s Court on Wednesday.

The charge of possession of a smoking utensil was laid under Section 12(1) (d)(i) of the Narcotic Drugs and Psychotropic Substances Control Act, Chapter 10:10.

The possession of narcotics for the purpose of trafficking charge was brought under Section 5(1)(a)(i) of the same Act. Patterson pleaded not guilty to both charges. Bail was objected to by the prosecution, and he was remanded to prison. The cases were adjourned to 4th February 2026 for disclosure of statements.

In a separate matter, Fernando Johnson, 20, a labourer of the Charity Extension Scheme, was charged with possession of narcotics. The offence occurred on Saturday, December 6, 2025, at Charity Backstreet.

Johnson appeared at Charity Magistrate’s Court on Monday, before Magistrate Mohabir. He pleaded guilty to the charge under Section 4(1) of the Narcotic Drugs and Psychotropic Substances Control Act, Chapter 10:10.

Johnson was fined $20,000 and sentenced to three months’ imprisonment.

Second Amendment clash has erupted between the federal Government and the US Virgin Islands.

The US Government sued the US territory, its Police department, and Police Commissioner Mario Brooks on Tuesday, accusing them of obstructing and systematically denying American citizens the right to possess and carry guns.

The US Virgin Islands requires that applicants demonstrate “good reason to fear death or great injury to his person or property” and have “two credible persons” to vouch for their need of a firearm. Local law also requires that someone have “good moral character” to obtain a gun permit, which is valid for up to three years and applies to a single weapon.

The lawsuit states that no specific standard has been set or defined for the requirement of character. It also claims that the defendants “regularly” refuse to issue permits to those who by law are “deemed to be an improper person” by the territory’s Police commissioner.

those in the US territory also must “submit to intrusive and warrantless home searches” as one condition to obtain a gun permit. If an applicant refuses a home inspection, which takes “several months to a year to schedule and complete”, the Government will not process their request, according to the lawsuit.

It also notes that the Police department “denies firearms licences to otherwise qualified applicants whenever it deems that the applicant has ‘too many’ firearms”.

In addition, the lawsuit accuses the US Virgin Islands of demanding that applicants “unnecessarily spend money to install a safe” and that it be bolted to the floor or wall of their home.

The lawsuit accuses the defendants of defying “binding Supreme Court precedent to frustrate the Second Amendment rights of law-abiding American citizens”.

It notes that those citizens “have a fundamental right to possess guns in their homes” and carry handguns publicly for the purpose of immediate self-defence.

The lawsuit was filed in

US District Court in the US Virgin Islands. It asks that a judge find that the defendants are violating the Second Amendment and seeks an injunction to prohibit them from implementing local laws tied to the issuance of firearms licences.

The US Virgin Islands Government said in a statement late Tuesday that it is reviewing the lawsuit and taking the allegations seriously.

It noted that the Administration of Gov Albert Bryan Jr and Lt Gov Tregenza A Roach “is committed to protecting constitutional rights while maintaining public safety”.

The statement said that the allegations would be addressed in court and that no further comment would be issued.

The lawsuit was filed as the Administration of US President Donald Trump pushes to expand gun rights.

Last year, Trump claimed that the Second Amendment was “under siege” and described himself as “the best friend gun owners have ever had in the White House”.

This alignment of biometric data systems will apply to all citizens of Antigua and Barbuda, including citizens by birth, descent, naturalisation, or investment.

Antigua and Barbuda, US reach agreement on visa issue

ntiguans and Barbudans who currently hold valid United States visas will continue to travel to the US without interruption, according to the country’s Ambassador to the United States, Sir Ronald Sanders.

Speaking to the stateowned media ABS, following high-level discussions in Washington, DC on Friday, Sir Ronald confirmed that there will be no revocation of existing visas and no disruption to travel for nationals who already possess valid documentation.

The assurance comes after urgent diplomatic engagements between Antigua and Barbuda and senior US officials, held just days after President Donald Trump issued a proclamation affecting several countries.

Sir Ronald said an agreement was reached within three days of the proclamation – well ahead of the 180day review period outlined by

the US Administration – underscoring what he described as the strength of Antigua and Barbuda’s diplomatic relations and the respect the country commands internationally.

In addition to protecting current visa holders, the ambassador revealed that new arrangements will be introduced for future visa applicants from Antigua and Barbuda, as well as four other countries in the sub-region that operate Citizenship by Investment Programmes.

President Ali commissions $136M digital X-ray system at Leonora Hospital

resident Dr Irfaan Ali on Friday commissioned a $136 million digital X-ray system at the Leonora Hospital. As part of a two-day outreach in the region, President Ali, accompanied by Minister of Health Dr Frank Anthony, visited the facility on Friday to formally unveil the system.

According to the Ministry of Health, the digital x-ray unit, valued at $53M, is a high resolution GE generator FlashPad system. Supporting infrastructure, to facilitate its installation and operation, was constructed at about $83M, bringing the total investment to $136M, it added.

Addressing stakeholders,

healthcare professionals, and community members at the ceremony, Minister of Health Dr Frank Anthony emphasised that the newly installed system ranks among the best globally and is fully supported by critical infrastructure, including a reliable battery system, generator, stable power supply, and modern ancillary equipment.

“This is a very good machine,” Dr Anthony stated.

“We now have the battery system, the generator, the power, and the equipment in place to ensure consistent and reliable service delivery.”

The Minister noted that the introduction of in-house

digital X-ray services eliminates the financial and administrative challenges previously associated with outsourcing diagnostic imaging. As a result, costs have been reduced, and efficiency within the public healthcare system has been significantly improved.

Dr Anthony further highlighted the streamlined patient-care process enabled by the new system.

Authorised personnel can now grant approvals quickly, allowing patients to receive their diagnostic results promptly and proceed directly to physicians or referral hospitals for timely follow-up and treatment.

“This is the kind of science that we do,” the Minister said. “It represents a major step forward in how healthcare is delivered.”

Merl Parkinson, a pensioner, told the DPI that because he was “totally blind… to move from here to go to Georgetown, it’s… fatiguing.” For this reason, he said the new system is an asset that will provide great help to people like himself, his family members and the wider Region Three community.

“I think this is a great move that President Ali and the Government of this country have made to enhance the operations of this institution, which, over the years, I have been advocating for,” he said.

Lynette (only name given) noted that normally she had to pay $2500 in taxi fare to visit the West Demerara Hospital to access its X-ray services. Now, she will no longer have to pay this fee, since the services are being offered at the Leonora Hospital.

GDF reconstruction mission builds on initial relief efforts to Jamaica after Hurricane Melissa

T

he Guyana Defence Force (GDF) continues to make steady progress in Jamaica as part of Guyana’s disaster relief and reconstruction mission following the devastation caused by Hurricane Melissa.

In its social media post, the GDF noted that the mission underscores Guyana’s commitment to regional solidarity and cooperation within the Caribbean Community (CARICOM).

The initiative, led by the Government of Guyana in support of the Government

and people of Jamaica, has transitioned from immediate relief to a focused reconstruction phase, following a direct commitment by

President and Commanderin-Chief, His Excellency Dr Mohamed Irfaan Ali. Initial assistance began with the deployment of a three-member GDF team, led by Captain (Coast Guard) Vernon Burnett, MSM, which formally handed over critical emergency supplies to Jamaican authorities.

Building on this initial support, the GDF committed to longer-term recovery efforts, targeting the reconstruction of 200 residential roofs for vulnerable families in affected parishes, particularly Westmoreland.

The reconstruction phase commenced with the deployment of engineering specialists. An advance contingent

of 26 engineering ranks was deployed to receive materials, establish a forward operating base at Luana Base Camp, coordinate with and be supported by the Jamaica Defence Force, and prepare the first homes for reconstruction.

This contingent was later reinforced by a second group of 15 engineering ranks, bringing the total deployed engineering force to 41 ranks. The combined personnel possess specialised skills in carpentry, construction, and project management, allowing for simultaneous work on multiple homes.

The GDF will remain engaged in Jamaica until the completion of the assigned

reconstruction works.

As of December 19, the GDF has completed 26 residential roofs. Work continues daily and includes roof demolition, framing, zinc sheet installation, ridge cap installation, and the identification of additional houses for reconstruction.

Through disciplined execution, technical expertise, and close collaboration with the Jamaican Defence Force, the Office of Emergency Preparedness Management,

and other local communities, the GDF continues to play a pivotal role in the recovery effort.

This mission highlights the Force’s capacity to deploy rapidly, operate effectively in post-disaster environments, and deliver meaningful humanitarian assistance, while reinforcing regional resilience and Guyana’s commitment to CARICOM solidarity, the GDF said.

One dead, several injured Top Cop urges TSU ranks to lead after car crashes into bus by example in their communities shed on West Coast Berbice

ne man lost his life, while several others were injured following a motor vehicle accident on Friday, December 19, 2025, along the De Edward Public Road, West Coast Berbice.

According to a report from the Guyana Police Force, the accident occurred at about 12:17h and involved motor car PSS 4923, driven by 20-year-old Shemroy Hinds, and motor car PNN 7093, which was parked along the northern footpath of the roadway.

Police said motor car PSS 4923 was proceeding east along the northern side of the De Edward Public Road at a fast rate when the driver reportedly lost control of the vehicle. The car first struck a pedestrian who was standing at the roadside awaiting transportation before colliding with the parked vehicle, PNN 7093, owned by Imtiaz Mohid.

The impact caused the car to veer into a nearby bus shed and subsequently collide with a mesh fence on the northern side of the road.

The pedestrian, whose name and address have not yet been released, sustained severe injuries and was taken to the New Amsterdam Public Hospital along with the driver and occupants of motor car PSS 4923. The pedestrian later succumbed to his injuries while receiving medical treatment. The driver and occupants were treated and subsequently discharged.

The occupants of PSS 4923 were identified as Oniel Tyndall, a Police constable; Joshua Tyndall, aged 15; and Aliyah Jackman.

Speaking with this publication at the scene, the owner of the damaged parked vehicle, Imtiaz Mohid, 52, of Bath Settlement, said his car was parked near the entrance to an insurance company when it was struck.

Mohid claimed that the vehicle involved in the crash appeared to have been driven recklessly and alleged that alcohol consumption may have played a role.

“The car was parked in the corner here. When the incident happened, the next car swerved and ended up

in the car and hit the bus shed. When you come on the scene, there were a lot of bottles on the ground, beer bottles, rum bottles… everything was there,” Mohid claimed.

Mohid said his vehicle sustained extensive damage to both the front and rear right sides and believes it may be beyond repair.

During a visit to the scene by this publication, several empty alcohol bottles, including what appeared to be a rum bottle, were observed in the immediate vicinity of the crash site. However, Police have not yet confirmed whether alcohol was a contributing factor to the accident.

Residents in the area told this publication that the deceased pedestrian was believed to have been using the bus shed as a place to sleep at night, though this has not been officially confirmed by authorities.

Police said investigations are continuing as they work to determine the full circumstances surrounding the fatal accident.

He underscored the importance of professionalism, discipline and positive engagement with citizens, noting that the conduct of TSU ranks both in and out of uniform directly shapes public perception of the Force.

EPA launches community-led environmental assessments in North Rupununi Wetlands

he Environmental Protection Agency (EPA), through the Amazon Sustainable Landscapes (ASL) Guyana Project II, has launched a series of community-driven assessments aimed at strengthening environmental protection, conservation, and sustainable management in North Rupununi, one of Guyana’s most significant ecological and cultural landscapes.

The assessments, which focus on land use, livelihoods, and water quality, are designed to support smarter planning, greater community involvement, and long-term environmental protection across the re-

gion.

Local communities at the centre

Before fieldwork began, communities and key stakeholders were engaged to explain the activities, gather feedback, and ensure that local priorities and traditional knowledge guided the process.

In October 2025, community participants received hands-on training at the Bina Hill Institute in Annai, learning to use mobile devices and digital tools for land-use mapping. The skills gained will continue to support community planning long after the project

concludes.

In November 2025, additional training was conducted for community enumerators involved in the socio-economic assessment.

Participants learnt ethical survey methods, household and village data collection, and the documentation of traditional ecological knowledge. Survey tools were tested through pilot exercises in participating communities.

Water quality assessments begin

The first round of water-quality assessments in selected North Rupununi communities has been completed. The data will estab-

lish a baseline for tracking changes in rivers and wetlands and guide future conservation and management actions.

These activities mark a major step forward in a multi-stakeholder effort to strengthen local capacity and ensure effective conservation and sustainable management of biodiversity, culture, and livelihoods in the North Rupununi.

The EPA, in its release, noted that through the ASL Guyana Project II, it continues to work alongside communities to ensure that Guyana’s natural heritage is protected – not just for today, but for generations to come.

F

oreign direct investment (FDI) in Argentina has fallen to negative levels for the first time in 22 years, amid a wave of international companies selling their operations to local businesses.

According to a report by consulting firm PxQ, based on information from the Central Bank, FDI reached negative US$1.52 billion between January and November 2025, the first year with a deficit since 2003.

A Central Bank source confirmed to the Herald that the deficit has been caused by the sale of foreign companies to local capital this year. The number remained negative even with Javier Milei’s Govern-ment attracting some foreign investments with a scheme of tax breaks and other facilities known by the acronym RIGI. The latest firm to confirm its exit from the country was Canadian fertilising company Nutrien, which completed the sale of its Argentina-based nitrogen producer, Profertil the country’s largest fertiliser producer to two local companies.

Nutrien announced that it would leave Argentina in September but completed the sale last week. The company, the second-largest fertiliser producer in the world, held 50 per cent of Profertil. The other 50 per cent was in the hands of state energy company YPF until Thursday, when its board confirmed it too would also sell its share of the business.

Adecoagro and Asociación de Cooperativas Argentinas are buying the operation via a joint acquisition.

Nutrien is the most recent of dozens of foreign companies that have decided to leave Argentina and sell their operations to local businesses since Milei took office in December 2023.

While some exits could be attributed to multinational companies shifting their global strategies, others seem to have been caused by the country’s macroeconomy.

Florencia Fiorentin, chief economist of the Epyca consulting firm, told the Herald that import liberalisa-tion, exchange rate appreciation, and a sharp drop in local demand mean that “people are buying less” and, at the same time, “are buying more imported goods.”

The trend has become evident in numerous sectors from French-based supermarket company Carre-four looking for buyers for its local operation (they have 700 branches in Argentina) to US entertain-ment giant Paramount selling the local television network Telefé to a local media holding.

According to Fernando Morra, economist and for-

mer vice economy Minister, the reasons for leaving are different for each sector.

For companies in the mass consumption segment, “the problem is that the economy has been stagnant for many years and there are no favourable prospects,” said Morra.

J’ca: Three family members hacked to death in family dispute, relative in custody

hree persons were hacked to death in a reported dispute among family members in the Frazersfield ar-ea of Rocky Point in Clarendon, Jamaica, on Thursday night.

The deceased have been identified as Lynval Henry, 32, a fisherman of Frazersfield, Rocky Point; An-nette Lindo, a domestic helper and vendor of the same address; and Ingrid Keisha Lindo, a vendor of West End, Rocky Point, Clarendon.

Preliminary reports indicate that at about 21:10h, the Police were alerted to an incident at a residence in the community. On their arrival, the three victims were found with chop wounds and were later pro-nounced dead at the scene.

Observer Online understands that a dispute developed between Henry and another family member at the home, during which Henry was chopped. Annette and her sister Ingrid were also chopped during their at-

tempt to intervene in the altercation.

A male relative was taken into custody shortly after the incident and is assisting investigators. No charges have been laid at this time.

35-year-old man died after he got into a struggle with four Police officers at the Fox Hill Police Sta-tion, The Bahamas, Thursday morning, Police said.

Assistant Commissioner of Police (ACP) Anton Rahming said the incident unfolded at around 10:00h.

“Sometime this morning, officers here at the Fox Hill Police Station went to the cell block to retrieve a male suspect who was being housed here at the station,” Rahming said.

“Upon doing so, the officers, with the intent to take him to court, took him from the cell, and as they did so, this individual began to resist the officers, stating

that he wished not to go to court.

“The officers attempted to handcuff him, [and] at this time he held onto one of the officers.”

Rahming said officers who were also present at the station came in to assist the transporting officers and defuse the situation.

“Eventually, as they subdued him, they realised that he became unresponsive,” Rahming said.

“At this point, the officers contacted the EMS personnel who came to this location.

“They examined the individual and determined that he had succumbed at the station here.”

Rahming said the man was being held for burglary, and he had been at the station for two days.

He added that the man showed signs of aggression earlier in the morning.

No officers were hurt during the altercation, and Rahming said that the officers involved used a “necessary” level of force to subdue the deceased.

The man had no illnesses or health issues on file by the Police, and there were no visible injuries to his body before he became unresponsive.

t least seven Colombian soldiers were killed and 30 wounded Thursday when a guerrilla group at-tacked an army base with drones and explosives, the military said.

The attack, which happened at Military Base 27 in the northern department of Cesar, was attributed to the National Liberation Army (ELN), a Colombian group designated a terrorist organisation by the US State Department and the European Union.

“In this terrorist act, the criminals used drones equipped with improvised explosive devices and carried out the indiscriminate

launching of unconventional explosive devices,” the army said in a statement.

According to reports, the soldiers were resting in hammocks after a day of training when they were at-tacked.

The wounded soldiers were evacuated to medical centres in the region, while army units carried out op-erations to secure the area, according to the military.

Defence Minister Pedro Sánchez Suárez condemned the attack and said the threat posed by the ELN must be dismantled. “Failure to do so puts the population at serious risk,” he said.

The Minister added that although the armed forces

have prevented “around 95 per cent of drone at-tacks, this threat has grown exponentially and at a very rapid pace, which seriously jeopardises national security.”

The attack happened after the ELN declared a nationwide “armed strike” in protest over what it called “threats of imperialist intervention” by the United States. The strike prevented civilians from travelling and paralysed daily activity in areas where the ELN has influence.

That put Brent and WTI down about one per cent this week after both crude benchmarks fell about four per cent last week.

In other energy markets, a recent drop in US gasoline futures to a four-year low cut 321- and gasoline crack spreads, which measure refining profit margins, to their lowest since February.

"The (oil) complex is posting small gains in holding above lows established earlier this week as it awaits further guidance regarding Ukraine/Russian peace talks as well as fresh headlines out of Venezuela as to the potential impact of the apparent Trump tanker blockade," analysts at energy advisory firm Ritterbusch and Associates said in a note.

The US embassy in Beirut said military participants offered “operational updates” and agreed on the need to strengthen the Lebanese

army as a guarantor of security south of the Litani River.

“Civilian participants, in parallel, focused on setting conditions for residents to return safely to their homes, advancing reconstruction, and addressing economic priorities,” the embassy said in a statement.

“They underscored that durable political and economic progress is essential to reinforcing security gains and sustaining lasting peace.”

The talks come as Israel has repeatedly violated the ceasefire with Hezbollah, carrying out near-daily attacks across Lebanon, most notably in the south.

he Trump Administration has indicated that it will fund a $1.6m study on hepatitis B vaccination of newborns in the West African country of Guinea-Bissau, where nearly one in five adults live with the virus – a move that researchers call “highly unethical” and “extremely risky”.

The news follows an official change in recommendations on hepatitis B vaccines at birth from the US Centers for Disease Control and Prevention (CDC), which called the shots an “individual” decision, despite decades of safe and effective vaccination and no evidence of harm.

It is part of sweeping changes to childhood immunisations by the US health secretary, Robert F Kennedy Jr, which have global repercussions – including cutting funding for programmes that bring vaccines to countries around the world.

“He has a fixed, immutable belief that vaccines cause harm,” said Paul Offit, director of the Vaccine Education Center and an attending phy-

sician at Children’s Hospital of Philadelphia. “He will do everything he can to try and prove that.”

In a marathon televised event lasting almost four and a half hours, he was asked by the BBC's Steve Rosenberg whether there would be new "special military operations" – Putin's term for the fullscale war.

"There won't be any operations if you treat us with respect, if you respect our interests just as we've always tried to respect yours," he asserted.

His remarks were in line with a recent comment in which he said Russia was not planning to go to war but was ready "right now" if Europe wanted to.

He also added the condition, "if you don't cheat us like you cheated us with NATO's eastward expan-

sion."

He has long accused the North Atlantic Treaty Organization (NATO) of going back on an alleged 1990 Western promise to then Soviet leader Mikhail Gorbachev before the fall of the Soviet Union. Gorbachev later denied the remark had been made.

Putin again claimed to be "ready and willing" to end the war in Ukraine "peacefully" but offered little sign of compromise.

He repeated his insistence on principles he had outlined in a June 2024 speech, when he demanded that Ukrainian forces leave four regions Russia partially occupies and that Kyiv give up its efforts to join NATO. 3 killed in knife attack in Taiwan; suspect falls to his death from department store

man with a knife and a smoke grenade attacked crowds indiscriminately in Taiwan's capital on Friday evening, killing at least three persons and injuring nine others, according to the national news agency and the city Government. The suspect

later fell to his death from a department store building.

Police said the suspect was declared dead at a hospital after jumping from the building's sixth floor, the Central News Agency reported.

The suspect, identified as a 27-year-old man

named Chang Wen, threw a smoke grenade near an underground exit of the Taipei Main subway station, close to the city's main train station, sending pedestrians running, according to local media reports.

He then headed north to a popular shopping district,

where he stabbed multiple persons on the first and fourth floors of the Eslite department store, primarily in the neck, the news agency said, citing police.

Friday's attack took place during the city's evening rush hour, BBC News reported, and videos shared

on social media show people fleeing the scene in panic.

Balls on a good length continued to misbehave. Jayden Seales, hitting more or less that area against Conway, batting on a double century, had the batter recoiling as one kicked up alarmingly.

The opening batter's wicket – for 227 – was the result of another ball nipping in and keeping low to trap him lbw. There is still help for the bowlers out there; it's just that their margin of error is small. When they focus outside the six metre length, the pitch speeding up has made hitting through the line easy.

Seales had roused himself to go one-on-one against Daryl Mitchell. Day three will bring different challenges. Chase's offbreaks were already getting grip and turn and bounce. GBA Secretary excited about National Championships S

ecretary of the Guyana Boxing Association (GBA), Stacy Correia, is enthused by the level of interest and enthusiasm shown by boxing gyms across Guyana, describing the response as a strong indicator of the sport's continued growth ahead of the association's national championships at the National Gymnasium.

"We are extremely excited about the feedback and enthusiasm shown by the gyms around Guyana. It tells us that the work being done throughout the year is paying off and that our boxers and coaches are eager to test themselves at the national level," Correia stated.

Guyana's premier amateur boxing talent will be on full display this weekend, promising three days of intense, high-quality competition among the country's leading gyms.

The championship, which serves as the GBA's final statutory competition

for the year, has generated significant excitement within the local boxing fraternity.

Boxers will feature in the weigh-in from today, setting the tone for fistic fury from Saturday evening.

Meanwhile, Correia also highlighted the return of Guyana's 3-star boxing coach, Sebert Blake, who has come back to the country specifically to prepare the Forgotten Youth Foundation Gym in Albouystown for the championships, which should boost the level of competition.

According to Correia, Blake's involvement underscores the importance of the tournament and the seriousness with which gyms are approaching the competition.

Correia noted that the Guyana Defence Force (GDF) will enter the championships as the most targeted gym, having already established itself as the

dominant force in local amateur boxing.

"The GDF are the reigning champions of the National Open, as well as the National Novice and National Intermediate competitions, which makes them the most targeted gym in this tournament," she said.

In addition to the GDF, several other well-established gyms are expected to compete, including the Guyana Police Force, the Andrew “Six-Head” Lewis Boxing Gym, the New Amsterdam Boxing Academy, Rose Hall Jammers, Pace and Power Gym, and Harpy Eagles.

According to the GBA Secretary, their participation is expected to add depth and competitiveness across multiple weight categories.

Correia further pointed out that the GBA has successfully covered all its statutory competitions for the year while also hosting a record number of under-16

Greaves confident of WI chances after fightback

est Indies all-rounder Justin Greaves is confident of the West Indies' chances heading into the third day of the final Test match in New Zealand.

Greaves, who stroked a double century in the opening Test, played a vital role with the ball on day two of this ongoing Test, where he claimed two crucial wickets.

"It was a pretty good day. To come and get eight wickets, it was a good day.

"We were a bit unfortunate on day one. We went past the bat a few times. We were a bit more consistent, and it's about being patient and bowling in the right areas," Greaves said.

"They took a page from New Zealand. It's a pretty good pitch, and the guys were positive going about their business."

The all-rounder added, "That's our team, being resilient. John (Campbell) is doing what he is doing.

Hopefully, he can continue from his start. We want to win Test matches. We have been close. It's about

backing it up. We need to be more consistent, and we will get there."

West Indies openers provided a strong opening stand. According to Greaves, playing each ball on merit is key to success.

"One ball at a time. We have been batting well in patches. Once we get a pretty good score, we can stay in the game."

"It has been difficult as a group regarding winning Test series and Test matches. We can't bring back the glory days, but we came pretty close in Christchurch," the Barbadian explained.

West Indies will resume the third day on 1100, with Brandon King on 55 and John Campbell on 45.

Agony for Guyana as Barbados prevail in super over decider

n the series decider at the Everest Cricket Club Ground on Friday in Georgetown, Guyana, Barbados hosted with everything on the line. Guyana won the toss and elected to field first, a decision that initially appeared to pay dividends.

Barbados lost an early wicket when Oliver King was bowled by Sahid Gajnabi for just four. Jon David Greene and Kymani Inniss then rebuilt the innings with a solid 55-run partnership. Inniss took on the role of aggressor, combining fluent stroke play with sharp running between

the wickets, while Greene played the anchor.

The stand was broken when Jaden Gapnat trapped Greene LBW for 14, triggering a dramatic collapse.

Barbados slipped from 61 for 2 to 67 for 5 inside four overs. Inniss was among the casualties, dismissed for a well-compiled 37 off 40 balls, which included five fours and a six.

Zdari Scantlebury fell for 8, while talisman Natarie Lavine was caught on the midwicket boundary by Afraz Ali for 20 off 46 balls. Guyana maintained the pressure and quickly

wrapped up the tail, bowling Barbados out for 103 in 36 overs.

Gajnabi led the bowling effort with impressive figures of 3 for 25, while Afraz Khan and Gapnat supported well with two wickets apiece.

Chasing a modest target, Guyana made a steady start before Kijani Inniss removed Deshawn Ramnauth for four. Liam Sookram then dismissed Khan for 12. At the drinks break, Guyana was 62 for 2 and firmly in control.

Tension crept in when Captain Gajnabi was dis-

missed for 22, and Daniel Johnson followed soon after, falling for a resolute 26 off 72 balls. At 85 for 4, Guyana needed just 19 more runs for victory with plenty of wickets in hand.

However, a late surge from Scantlebury and Lavine turned the match on its head. Three wickets fell in quick succession, and Guyana suddenly found themselves reeling at 95 for 7. A combination of moments of brilliance from Barbados and poor decision-making from the young

he Schoolboys Division of the Kashif & Shanghai Presidents' third Futsal Championship produced another thrilling round of action on Match Day Five as competition continued at the Cliff Anderson Sports Hall, with goals flowing freely and several schools making strong statements in their group campaigns.

Brickdam Secondary registered an impressive 3-1 victory over Cummings Lodge Secondary, powered by a brace from Jakeel Jackman, who struck early in the third and 14th minutes. Xavier Lawrence added a well-taken goal in the 24th minute to seal the win.

Lodge's lone response came through Brian Smith in the 19th minute, but Brickdam maintained control for most

of the encounter.

New Central Secondary were ruthless in attack as they dismantled West Demerara Secondary 6-1.

Caedon Whyte led the charge with a hat-trick in the 11th, 13th, and 21st minutes, while Trevor Gordon netted twice in the seventh and 20th minutes.

Ondell Gilhuys rounded off the scoring in the 24th minute. West Demerara's consolation goal came from Jehisarel Waldron in the 10th minute.

West Ruimveldt Secondary delivered the most emphatic result of the day, overwhelming North Ruimveldt Secondary 9-0 in a dominant display. Dovan Welcome was unstoppable, scoring four goals in the second, 13th, 20th, and 24th minutes. Jeremiah Griffith

also enjoyed a prolific outing with four goals of his own in the fifth, 10th, 14th, and 19th minutes, while Joel Griffith added another in the 17th minute to complete the rout.

Dolphin Secondary secured a solid 2-0 win over Annadale Secondary, with Seon Grant finding the net in the eighth and 18th minutes to ensure all three points for his side.

One of the most entertaining fixtures of the day saw Lodge Secondary and Saint Stanislaus College battling to an exciting 3-3 draw. For Lodge, goals came from Tyrese Jordan (seventh), Lowanye Stephen (13th), and Dane Vancooteen (19th). Saint Stanislaus responded through Satrius Taylor (seventh), Ayheen Seeanan (11th), and Clint

Bynoe (21st), as both teams shared the spoils after an evenly contested match.

Carmel Secondary continued their steady run with a 2-0 victory over St Joseph High, courtesy of goals from Jeremiah Leacock in the 6th minute and Daniel Joseph in the 10th minute.

Charlestown Secondary rounded off Match Day Five with a convincing 3-1 triumph over St John College.

Dangelo Dick opened the scoring in the fifth minute, followed by Calvin Ralph in the seventh, while Adion Marks added a late goal in the 23rd minute. St John's College's lone goal was scored by Jasiah Nedd in the 20th minute.
