H

aving recorded yet another successful year of helping the vulnerable and enhancing the lives of hundreds of citizens, the Men on Mission (MoM) initiative will be expanded in the new year to focus on priority areas such as women’s empowerment and addressing societal ills.

This is according to President Dr Irfaan Ali, who founded the MoM initiative back in 2022.

MoM is a national programme focused on empowering men to become positive role models and support a progressive society by tackling issues like violence against women and children.

Additionally, MoM will also focus on the empowerment of women in communities in 2026 with the launch of a programme that will see backyard gardens and shade houses being developed.

President Ali explained that these women will grow seasoning crops like celery and pepper and then prepare them for retail through prep kitchens that will be set up in various communities across the country.

“Men are sometimes at the heart of these problems. And we have to use men to resolve this and to reduce the burden we put on society and the burden we put on families and our children because of our behaviour, because of the way we approach life. And this is a big part of what Men on Mission is about. You know, preparing and demonstrating a different way of doing things,” the Head of State emphasised.

Looking ahead to 2026

A

s a new year beckons, it is important that we appreciate the context created in the last year that created the platform from which we will enter that new year.

Actions sundered from their contexts are meaningless and allow demagogues to create nihilistic narratives. The most important event that shaped our present context is the September 1 General and Regional Elections, where the PPP/C won a clear majority of 36 seats in our 65-seat National Assembly and eight out of ten Regional Councils. The former was a solid increase from their previous 33 seats in the 2020 elections and was a performative acclamation of their announced strategy to court African Guyanese voters that had traditionally shied away.

By now, all of the external election observers have issued their reports, and even though the major theme of the then major opposition parties was that procedural and technical aspects of the electoral process lent themselves to the PPP/C manipulating the results to their advantage, not a single report mentioned this occurring. This, then, gives the Government solid legitimacy for implementing the programme detailed in their manifesto in the next five years. We cannot stress this fact enough.

Having lost their major test for questioning the Government’s legitimacy, the Opposition has now jumped on a new limb created by the EU Observer Mission that claimed the Government’s incumbency offered it unfair advantages. This charge, however, seeks an ideal that no Government in the real world has ever achieved. By definition, Governments have to continue performing their tasks until and including Election Day, and if this, for instance, gives them greater visibility and even credit, this is unavoidable. To address this charge, only one Government in the world – Madagascar, which is not in Europe – has mandated that the incumbent President must resign 60 days before an election.

The elections saw the PNC/APNU – the second party in our traditional two-party parliamentary system – decimated from the 31 seats it had secured in 2020 in coalition with the AFC to a mere 12 seats. The AFC ran separately and was completely blanked, while an ex-PNC leader who ran separately secured one seat. The surprise was a new party, WIN, that was able to secure 16 seats – drawn almost completely from disaffected voters from the PNC’s traditional camp. Their victory, therefore, is due more to dissatisfaction with the PNC’s leadership’s track record and vision than with any inherent alternative programme.

Their victory is also due to the PPP/C’s studied programme and performance to change the ethnic/racial narrative that has shaped Guyanese political behaviour for the past six decades.

This was achieved through their disavowal of negative messaging on the issue and their cross-ethnic developmental programmes. WIN’s support did come also from substantial Amerindian votes along with a smattering from the Indian constituency. We can therefore expect that the programmes and initiatives by the PPP/C that produced the non-ethnic/ racial voting behaviour in 2025 will not only continue in 2026 and beyond but will be accelerated.

At the moment, the unfortunate manoeuvres by the leader of WIN to avoid being extradited to the US to face the 11 criminal indictments he and his father face have created a distraction from matters of national import. Seeing that he has insisted he is innocent, the WIN leader should have appointed an interim leader of his party forthwith and let justice take its course from the ruling by Magistrate Judy Latchman that will be delivered on January 6. It is unfortunate that – anticipating a ruling that the extradition request complies with all legal requirements – the WIN leader has pre-emptively challenged the law on which our extradition proceedings in the High Court are based.

By placing his personal desire to avoid possible extradition over his new responsibilities to our national interests that will be debated in the National Assembly, the WIN leader displays a profound lack of patriotism. But it is said, “Time is longer than wine,” and we expect that our country’s development will not suffer from this unseemly distraction too far into 2026.

n 2024, the New York Times published a cartoon – Elite Space Club.

The picture was telling. It showed a poor Indian man with a cow knocking at the door of an “Elite Space Club”. Fast forward to December 24, 2025: India’s successful LVM3-M6 launch placed one of the heaviest known space craft – BlueBird Block-2 – in its intended orbit. History was made. The New York Times kept quiet. There was no article, and there was no deriding cartoon. Silence spoke a thousand words.

No. It is not about the invisible divide. It is not about the haves and have-nots. It is about sharing and soaring together. This is not about contempt; it is about collaboration and cooperation. The fact that the United States chose an Indian launch vehicle to place its heaviest communication satellite shows the trust and recognition of the Indian space sector’s proven record. Since 2014, the Indian Space Research Organisation (ISRO) has launched over 360 foreign satellites for 34 countries – with a whopping 232 from the United States and 83 from the UK, the most competitive and risk-averse space markets.

From Austria to Australia and from Singapore to Spain, dozens of developed countries have chosen Indian space vehicles to launch their satellites. This deep trust comes from doing hard things repeatedly with precision. In

2017, the ISRO set a record by launching 104 satellites at once – the highest ever – showcasing exceptional scale, accuracy, and dependability. The BlueBird fitted into a clear continuum.

For commercial launches, Earth observation, and human spaceflight cooperation, global powers are increasingly choosing ISRO, not as a low-cost option, but as a dependable partner at the core of the space ecosystem.

India has always believed in cooperation and collaboration. ISRO collaborates with countries across the globe to enable space technology to bring a change into people’s lives across the seven seas. For ISRO, only the sky is the limit. From agriculture to disaster management, resource mapping to communications, ISRO works with partner agencies to make space technology accessible and affordable. Earlier this year, during the G20 Summit in Johannesburg, South Africa, Prime Minister Narendra Modi offered the Open Satellite Data Partnership initiative. This partnership will make satellite data and analysis from G20 space agencies more accessible, interoperable and useful for countries in the Global South.

Imagine the plight of a farmer in a developing country dealing with the vagaries of changing weather patterns. Untimely and heavy rains resulting in floods endanger the crops in South Asia, Southeast Asia, SubSaharan Africa and even South America. Satellite data could provide early warnings and help farmers make smarter decisions.

Unfortunately, the ‘digital divide’ doesn’t allow many developing countries to use such satellite data. Many developed countries possess rich Earth observation capabilities, and yet most of the developing countries struggle without them.

Even though global open-data efforts have been in place for many years, such as the European Union’s Copernicus Programme that allows a full, free and open data policy and shares Earth observation data, India’s proposal stands apart in scope and intent. The Open Satellite Data Partnership focuses on creating a unified, accessible and interoperable framework across G20 space agencies, designed particularly to empower the Global South with crucial, life-saving geospatial information.

Such a joint initiative to capture detailed large-scale changes offers an essential foundation for international cooperation in the space sector.

India is planning an ambitious roadmap to deploy 119 Earth Observation (EO), Satellite Navigation (SATNAV) and Satellite Communication (SATCOM) satellites by 2040 that would allow access to crucial satellite data in multiple sectors.

Interestingly, private enterprises are playing increasingly critical roles: from building and launching satellite constellations to developing analytics platforms that turn raw imagery into actionable insights for agriculture, urban planning, resource management and disaster response.

India has developed a new model where the Government provides the vi-

sion and framework, while private companies drive the actual innovation and scale.

Educational institutions, especially leading universities, contribute to the research.

Such synergy is at the heart of the global supply chain for EO data and satellite analytics. ISRO, as a leading global agency in the space sector, works closely with our international partners in making technology accessible and dependable to breach the digital divide.

In July 2025, ISRO displayed its capability during the Global Biodiversity Summit in Georgetown, Guyana. At a side event, ISRO interacted with representatives from the CARICOM member states on issues related to the application of space technology in areas of mutual interest.

CARICOM, and especially Guyana, with its rapidly expanding economy and the President Irfaan Aliled Government’s emphasis on innovation and diversification, provides a unique opportunity for expanding cooperation in the space sector. It fits Prime Minister Modi’s vision of One Earth, One Family, One Future.

The LVM3-M6 launch has shattered another invisible glass ceiling. It has reinforced our shared belief that collaboration and cooperation for global good is no longer a dream. It is a reality that we must continue to strive for. As members of the Global South, we must reckon with this untapped potential that can change our world. Our cooperation for global good should never face any limit. May such partnership soar where no sky is a limit.

Budget 2026 to introduce direct financial support for home construction, upgrades – Croal conduct their own assessments of individuals who are unable to complete construction due to financial constraints. The Minister also highlighted that the direct financial assistance initiative is not the only housing measure planned for 2026.

He said the Government will place increased focus on fully built, move-in-ready (turnkey) houses in response to growing demand. “And what we have now is a huge demand of persons who are coming through these doors and are seeking what they

ousing Minister Collin Croal has announced that Budget 2026 will introduce direct financial support for home construction and home upgrades, as the Government expands its housing programme to assist more Guyanese in completing and improving their homes. The Housing Minister made the announcement during a social media address in which he outlined the Government’s five-year plan for the housing sector. The initiative will build on existing measures, including the steel and cement programme, and is aimed particularly at supporting low-income households and first-time homeowners. “From the budget commencing from Budget 2026, [Guyana will see] another initiative or programme that speaks towards direct financial assistance for home construction and home upgrades,” Croal said. The Minister noted that the Government has already started laying the foundation for this type of assistance. Reflecting on previous initiatives, he pointed to the steel and cement programme, which was introduced to assist persons who were ready to begin construction but had not yet started building.

Drawing on that programme, Croal explained that applicants were required to meet specific criteria before qualifying for assistance. “No doubt one can continue to see much more on this initiative, but in addition to that, I want to say that on the steel and cement programme, for example, we have over the last two years, two to three years max, disbursed on the steel and cement initiative over $3.25 billion, and we’ve disbursed over $750 million,” he said.

Croal explained that the planned financial assistance for home construction and upgrades stems directly from repeated requests

made by residents during community outreaches. He said that during visits to housing areas, officials often encounter homeowners who have received land allocations or ownership documents but lack the financial resources to complete their homes. According to the Minister, many residents have requested limited assistance to complete essential aspects of their homes, including steps, windows, walls, or repairs to leaking roofs. He also mentioned that the programme will be supported by assessments to determine eligibility, with clear criteria guiding the process. Croal added that the initiative will be rolled out in an aggressive manner beginning with Budget 2026. Several requests, he noted, have also been channelled through community-based groups such as Men on Mission (MOM), which

normally call turnkey houses versus just the allocations.

And we want to respond to that because the demand, as I said, with persons preferring more homes, as a responsible Government, we have that mandate to respond to increasing requests or to revise our work programme in keeping with what the electorate are seeking,” Croal said. He added that construction of these houses is expected to commence in 2026, with areas already identified for development. “So in those hous-

es, one can expect in 2026, starting in 2026, we have identified some of the areas for the construction of those houses, so the engagement with the responses on the EOI (Expression of Interest) will commence,” he said.

Croal further disclosed that more than 268 responses were received through an EOI for the construction of houses, noting that the initiative will also provide eco-

nomic benefits. “And as I said, there are over 268 responses that came in from that expression of interest for the construction of houses. And in addition to responding, as I said, to a need, it’s also an economic benefit for everyone, for the country. Once you have construction, then you have various sectors and individuals and companies that benefit,” he added.

Where did South American wild canids come from?

D

id you know that a long time ago there was just one continent on Earth? Over time it began to split, which formed the separate continents. This shift meant that North America and South America had no land connection for a period of time. Then two tectonic plates under the ocean started to move toward each other. This formed the Panamanian Corridor – a strip of land that connects both continents. This was a big deal because it separated the Pacific and the Atlantic Oceans. It also allowed a lot of animals and plants to move between the two continents!

Today, there are 10 different species of wild canids in South America.

Some believe they came from North America via the Panamanian Corridor.

But there were a few things scientists still didn’t know. For example, when did they arrive, and how many different species were there? Did they come through the east or west side of the Andes (or both)?

We also wanted to find out when and how they separated into 10 different species.

Plus, two of those species have particularly unique adaptations. The bush dog only eats meat,

so it has special teeth with a single sharp cusp to slice meat efficiently and strong short feet to catch prey.

The maned wolf has really long feet that help it walk through tall grass, and fruit is a major part of

its diet. So, how did they evolve to be so different from the other canids?

To find out how the

South American canids evolved, scientists looked into their DNA. They extracted DNA from 18 canids, and then sequenced their genomes. This allowed them to "read'' all their genes. Scientists also downloaded the previously sequenced genomes of 13 other canids from other parts of the world, including Europe, Africa, Asia, and Australia.

Scientists made a family tree for the canids to see which species are related and used various software to identify which genes are responsible for the unique adaptations. Then a geographical distribution model was used to work out how the canids had moved through the continent.

To everyone’s surprise, all 10 wild canid species evolved from a single ancestor population!

They came from North America between 3.5 and 3.9 million years ago. The canids arrived east of the Andes and started spreading through the continent.

Then, about 3.1 million years ago, new species began to appear. The maned wolf and the bush dog were the first to split off from the rest. And about one million years ago, six different species diverged. These species could easily interbreed and exchange genes. This enhanced adaptation because it allowed new mutations to pass from one species to another.

We found out that today's 10 wild canid species form three genetic groups.

•One group consists of six fox-like canids of the genus Lycalopex.

•The second group contains the bush dog and the maned wolf.

•The third group consists of the crab-eating fox and the short-eared dog.

Analysing a lot of genes of the bush dog and the maned wolf, scientists found many mutations, including the genes responsible for the maned wolf’s leg growth and food digestion.

The ancestor of all 10 wild canid species came to South America around 3.5 million years ago. Two million years later there were 10 separate species! When we look at evolution timeframes, this is very quick.

Rapid evolution happened because the canids didn't have any real competition there.

At first, the canids were not very different genetically. This is because they could exchange genes more easily. But then they spread to different parts of the continent and started to change. They adapted to various environments and became more distinct.

The bush dog and the maned wolf are very different. The bush dog has short legs and eats only meat, while the maned wolf has tall legs and can eat fruit. Yet they are the most closely related among the wild canid species. It turns out that the maned wolf has a mutation that allows them to digest sugars from fruit.

There is also a mutation in the gene responsible for leg length. This is the reason behind their height difference. Perhaps they became so different to stop competing with each other for meat and adapt to different environments.

Unfortunately, Darwin’s fox is an endangered species. Scientists are helping them with breeding programmes. But there are many other endangered species throughout the world, and you can help protect them!

•Find out about endangered species in your area and learn how to protect their habitat. Animals need a safe place to eat, shelter, and raise their young.

•Volunteer at your local nature centre or wildlife refuge.

•Don’t waste water.

•Never use toxic chemicals or pesticides in your garden.

New Bharrat Jagdeo Demerara River Bridge exceeds 50,000 vehicles in daily traffic volume

T

he new Bharrat Jagdeo Demerara River Bridge is already reshaping transportation, commerce and daily life in Guyana, with average traffic volumes now exceeding 50,000 vehicles per day since its commissioning in October. The figures point to both pent-up demand and the transformational impact of modern infrastructure on national connectivity, according to Minister within the Ministry of Public Works Madanlall Ramraj.

Speaking on the Government’s broader infrastructure agenda, Minister Ramraj stressed that the programme goes far beyond concrete and steel, describing it as a people-centred vision aimed at inclusive national development.

“This agenda is not simply about roads, bridges, ports or airstrips,” Ramraj

said. “It is about connecting communities to markets, families to opportunities, farmers to buyers, and young people to a future filled with possibility. From the busiest urban corridors to the most remote inland villages, the President’s vision is anchored in one principle – no one must be left behind.”

He explained that infrastructure, under this vision, is meant to deliver visible and measurable improvements to everyday life. “Infrastructure in this vision is not abstract. It is tangible. It is progress you can see, touch, drive on, and rely on every single day,” the Minister said.

Highlighting the national impact, Ramraj noted that each project plays a specific role in strengthening social and economic links across the country. “Every kilome-

tre of road shortens travel time. Every bridge improves safety. Every port, stelling and airstrip expands access to healthcare, education and economic opportunity,” he stated.

As Minister within the Ministry of Public Works, Ramraj said his responsibility is not only to oversee construction but also to ensure that projects translate into real benefits for citizens. “Our success is not measured merely in projects completed, but in better lives, stronger communities and a more connected Guyana,” he said.

Nowhere, he noted, is that impact clearer than with the completion of the US$262M fixed, high-span cable-stayed Bharrat Jagdeo Demerara River Bridge, which replaced the ageing Demerara Harbour Bridge and fundamentally changed movement between Regions Three and Four.

“Congestion has eased.

Safety has improved.

Commerce now flows without interruption,” Ramraj said. “Since commissioning, average daily traffic volumes have exceeded 50,000 vehicles per day, reflecting both latent demand and improved network efficiency.”

According to the Minister, the bridge is already delivering measurable results, including reduced travel times, smoother logistics, and long-term resilience for national and regional commerce. He also pointed to the removal of tolls as a significant financial relief for commuters.

“During a recent visit

to Region Three, one resident shared something that stayed with me,” Ramraj recounted. “Since the bridge became toll-free, he calculated that he has saved over $84,000 in transportation costs in just the last three months. That is money now going back into his household – towards groceries, school expenses and daily living. That is what infrastructure does when it is people-centred.”

Beyond the river crossing, Ramraj outlined several major road projects that are further strengthening national connectivity. The 23.5-kilometre (km) East Bank Demerara Road project, he said, has delivered a modern transport corridor designed for all users.

“With sidewalks, cycle lanes, LED lighting and enhanced safety features, this is infrastructure that respects pedestrians, cyclists, motorists and businesses

alike, while supporting commercial growth along the corridor,” he explained.

In Region Six (East Berbice-Corentyne), the upgrade of the 80-km highway, coupled with the construction of 16 km of bypass roads, has significantly boosted agricultural productivity and regional trade. “Farmers are moving produce faster, spoilage has declined, and trade with Suriname continues to expand,” the Minister said.

Major improvements have also been completed inland, including the reconstruction of the 72.43-km Linden–Soesdyke Highway into a modern, resilient transport corridor. Ramraj noted that proper drainage, lighting, roundabouts and pedestrian bridges have made travel safer and more predictable while accommodating growing traffic volumes.

The Head of State pointed out that there are already businesses lined up to take these finished products to put on their shelves and even distribute nationwide.

However, he added that these women will also be empowered to market their own homegrown produce.

“So, we have all these prep kitchens. But prep kitchens, also, that will create their own demand for the produce that you are producing in your backyard.

So, there is a lot of projects for Men on Mission that we are looking at,” President Ali stated.

The Guyanese leader made these remarks on Christmas morning as he joined MOM officials and volunteers to hand over a newly built home to James Hercules and his family at Enterprise along the East Coast of Demerara.

Hercules, 46, lives with an orthopaedic impairment,

a severe physical disability affecting his musculoskeletal system that hinders his movement. He has spent most of his life moving his family from one rental to another.

New home for Christmas

He wrote to President Ali requesting his assistance, and through the MoM initiative, this was fulfilled – something which Hercules was grateful for.

“I give God all the grace and thanks. And to the President, Irfaan Ali, I give him real respect. I’m thankful very much for this home [that] you could put some shelter for me and my family. I was renting a house.

I was living in my parents’ place, neighbours tormenting me and cussing me about my sickness, everything,” an emotional Hercules recalled.

According to the recipient, after he wrote the President for assistance, he received his house lot and subsequently got help from MoM to construct his home.

“I’m thankful for the government for what it’s doing for our Guyanese,” the man declared.

Ali pointed out that initiatives such as this would not happen without the effort and commitment from MoM members and volunteers who continue to deliver and help vulnerable Guyanese.

He said Guyana can only enjoy full prosperity when its people are willing to help uplift each other.

“And to do that with a fair conscience is exactly what we are seeing here today.

Outside of the hundreds of families who have benefited in a physical way from Men on Mission, there are thousands of families who have benefited under different circumstances. But the most important element of Men on Mission is the hundreds of thousands of manpower [hours] that is donated by volunteers, men across this country, to support families, to give a kind word, to talk to children, to go within communities… So, it is not only about the homes; it is about the hours and the dedication from the people that went in there,” the President noted.

He’s firmly convinced that the only reason we, in our Cooperative Republic of Guyana, keep observing the British holiday of “Boxing Day” is to give us an extra day to recover from our excesses of Christmas Day!! Never mind the received wisdom that the name came from the custom of our British overlords. We know for sure that ain’t no Guyanese goes around sharing “boxes” of leftovers to the needy!! While it may’ve been practised back in old Blighty when the nobility still enjoyed droit du seigneur (the right to take the virginity of lowerclass damsels), the lower-class planters didn’t practise it here! The sharing of boxes of leftovers, that is – NOT the bedding of damsels – which, as we can tell from the quite extensive “coloured” strata that emerged out of slavery, was practised lustily!!

Now your Eyewitness can understand folks being happy the Messiah was born on Christmas Day. It’s rumoured some folks attend church on Christmas Day… but they gotta be an endangered minority in Guyana! But we express our happiness with such licentiousness and drunkenness!!

Starting from Christmas Eve, the revelry continued through the night, so one woke up on Christmas Day with “stale booze”, like on J’ouvert morning! And then – under the philosophy of “fighting fire with fire” – we continued the spirituous merriment to wake up on Boxing Day as if we’d (barely) survived a boxing match with Mike Tyson!!

So Guyanese fervently observe the convention of “NO WORK ON BOXING DAY”!! The truth is we wouldn’t be in a condition to work even if someone had a whip in his hands to back up the order – as was the case even during slavery!!

We’re told the no-work convention started because of the number of accidents occurring if anyone was foolhardy enough to work on Boxing Day!! Most think it’s some kind of superstition. But have they considered the more prosaic reason that folks ain’t in NO condition to be operating any sort of machinery after the Christmas revelries – much less HEAVY machinery!!

So today (actually yesterday!) your bleary-eyed Eyewitness lifted nothing heavier than his (two) fingers over the keyboard of his (very light) laptop – that’s literally on his lap!! Quaffing beer doesn’t count!! That’s reviving!!

Over the decades his missus knows it’s useless to get him to help with even cleaning up the usual Christmas detritus!!

But because the Boxing Day no-work convention is staunchly observed by your friendly neighbourhood paper delivery man/woman – no newspaper was produced, and your Eyewitness had to scrounge around for grist for his laptop!!

Ain’t it wonderful?? …Mad Maduro Mad Maduro’s not one to lose ANY opportunity to turn the screws on the Opposition forces in Venezuela. Not surprising since by all impartial accounts – including the Carter Center – he had to massively rig last year’s elections – where the electronic versions of SOPs have never been released!! The Mad Maduro-controlled Venezuelan National Assembly just passed legislation that imposes a 20-year sentence on anyone who “promotes, instigates, requests, invokes, favours, facilitates, supports, finances or participates” in the US campaign to seize ships carrying Venezuela’s oil!! Whew!!

The question ain’t that such actions might be objectively considered “treasonous”. But that it encourages the regime’s paid henchmen – like the colectivos! – to “carry news” on anyone they have a grudge against and get them arrested. Life then becomes a Kafkaesque struggle to extricate oneself from a system that’s self-referentially designed to smother you!!

But we know that the action itself reveals the desperation of Mad Maduro and his inner circle to buy time as they search for a haven to flee to!!

…Sanction Man Another (predictable) act of desperation was Sanction Man’s move to the High Court – claiming the amendments to the Fugitive Offender’s Act under which he’s being processed for extradition – is unconstitutional!! He’s vainly banking on the CCJ to ill-delay his Florida “vacation”!!

Guyanese NY Consulate now processing passports in days ...biometrics clears some 4000 backlogged applications

E

ven with the announcement that a privately funded sugar refinery is imminent, the fundamental challenge to the viability of the industry – high production costs – stubbornly persists. While several reasons have been proffered, ranging from rainfall to outdated factories, as one who grew up and still lives on one of these plantations, I Ravi Dev remain surprised that one of the hurdles is rarely, if ever, raised: the social relations between workers and management.

The plantation has been described by some as a “total institution” that acted to socialise, through force and other coercive methods, the workers into an organised “machine” for production. Unquestionably, the planters had a clear picture of what the ideal plantation worker ought to be: docile, industrious, concerned about the plantation’s interests ahead of their own and willing to follow orders. That the workers would have resisted this dehumanisation was also not unexpected, and plantations’ social and industrial relations were structured to overcome this resistance.

Founded on slave labour, productivity was predicated on violence, backed by the always-available state coercive institutions.

The demands of the sugar plantations required comparatively large investments, which in turn demanded consistent and cheap production to deliver a high return. Violence and coercion were integral features of the plantation economy to discipline individuals into this new technology of production. The abolition of slavery, while a landmark change in the legal relations between planters and workers as owner and chattel, only forced changes in the methodology of applying the violence to extract production during the indentureship period and after.

Workers were organised into “gangs” under the direct supervision of “drivers” who were selected for the position by white overseers, recruited from the rural Scottish and Irish underclass.

They lived in exclusive “senior staff” gated, immaculately mowed compounds with servants who took care of their every whim. The drivers – locals most willing and capable of obtaining the greatest amount of labour for the least amount of money from their fellow workers – lived apart from the workers housed in logies.

Both senior and junior staff had their exclusive “clubs”, while the workers retreated to their rum shops.

The post-WWII reforms did little to alter social relations: while the workers were facilitated into “extra-nuclear” housing schemes, the senior staff facilities were upped to include swimming pools and refurbished tennis courts. Guyanisation, which started in the 1950s, saw some locals becoming overseers but were now called “superintendents”. A semantic genuflection to the social contradictions was the dubbing of plantations as “estates”, completely oblivious to the latter’s connection to the “estates” of the English gentry, complete with the “Great Houses” on which the manager’s house had been modelled since the 18th century.

Nationalisation of the industry by the “co-operative socialist” PNC in 1976 accelerated the Guyanisation process at all levels of management with the new criterion of possessing a “party card”.

Even though all were to be addressed as “comrades”, this did not mean increased camaraderie or any change in the social distance between managers, superintendents and workers. The life of the cane-cutter remained closest to the Hobbesian state of nature – “nasty, solitary, brutish and short”. He still enters the fields at 17 and leaves 20 years later, a broken man at the age of 37 who looks like he is 60. He still has to work six and sometimes seven days a week during the crop season and then at best live on the pittance he is given for the four days of “task work” offered during the “out of crop” season. He still can only drown his degradation in the rum shops and take out his frustrations on his family.

Corruption entered the sugar equation after nationalisation and has remained endemic since the local managers could now connive and collude to accumulate local wealth. When the white man was exploiting the workers socially and economically through their local drivers, the latter’s excesses might have been excused as “just doing their jobs”, but in the present dispensation, the “superintendents” and managers who literally lord it over the workers are greatly resented. Interestingly, while the white overseers used to be in the fields daily to ensure the various tasks were performed to standard, this is the exception with the locals.

While the other proposed innovations, such as increased mechanisation, are necessary to turn around the sugar industry, they are not sufficient. There must be more equitable social relations engendered. This would be deepened if sugar workers were to be transformed into sugar farmers.

he introduction of Guyana’s biometric passport system has dramatically transformed passport processing at the Guyanese Consulate in New York, slashing wait times from months to just days and clearing a backlog of nearly 4000 applications, according to Guyana’s Consul General to New York, Ambassador Michael Brotherson.

Speaking recently on the impact of the new system, Ambassador Brotherson said the move toward digitisation is part of a wider national push to modernise public services and improve efficiency both at home and across Guyana’s overseas missions.

“Digitisation of our economy as a whole and aspects of our everyday life, including the public services that we provide for people, is critically important,” Brotherson said. “Information storage and retrieval is particularly important, especially in the public service, where we have all kinds of documents and records that are very crucial to the functioning of our society.”

He explained that the biometric passport system was introduced at the New York Consulate in early May and has already yielded significant results, particularly for Guyanese living abroad who previously faced long delays.

“I can say with certainty, based on our current trajectory and experience at the consulate, that it has really brought about greater efficiency. We’ve been able to meet the needs of our diaspora with alacrity,” the Consul General noted.

According to Brotherson, applicants can now receive their passports in near real time. “You can apply for a passport at my consulate on Monday of one week, and that passport is printed the very next day, Tuesday,” he said. “The longest time you may have to wait is really just for it to physically return from Georgetown, because we still use human couriers and diplomatic pouches to ensure secure transmission.”

He added, “My officers will send their list electronically this afternoon, and I can assure you that the passports sent today are printed tomorrow. That’s the level of efficiency this new biometric system has brought.”

The Consul General disclosed that once the system became fully operational, the consulate was able to tackle a long-standing backlog. “From May to the end of October, we cleared just under 4000 passports. Those were people who were waiting specifically for the introduction of the new biometric system,” he said. “All we are dealing with now are cur-

rent applications, and those are being processed in real time.”

Brotherson described the change as one of the clearest examples of how digitisation is reshaping public services.

“I don’t think there’s a more stark example of the overall electronic development of our public services than what we are seeing now with passports,” he stated.

Addressing the cost of the new biometric passports, the Consul General explained that applicants now have options. “Previously, the cost for a Guyana passport at my consulate was US$100,” he said. “With the biometric passport, you can now opt for a 10-year passport for an additional US$25. So, a 10year passport costs US$125, while the five-year passport remains US$100.”

He added that replacement fees apply in cases of

lost or severely damaged passports. “If a passport is lost or badly damaged, the replacement fee is US$175,” Brotherson said.

Clarifying the difference between the old machine-readable passport and the new biometric version, Brotherson explained that enhanced security is at the core of the upgrade.

“The biometric passport actually stores your biometrics – your fingerprints and thumbprints. The previous machine-readable passport did not have those features,” he said. “It stands to reason that these passports are more secure, and in today’s digitised world, that makes travel through international airports much easier for our nationals.”

He also addressed concerns about whether applicants need an electronic ID to apply for a passport. “No,

you do not need an electronic ID to apply for a biometric passport,” Brotherson clarified. “If you already had a machine-readable passport, all you need to do is bring that passport and your ID, fill out the application form, and submit your photos.”

Nevertheless, first-time applicants, he noted, must provide proof of Guyanese citizenship and have their application properly endorsed, while older green passport holders may, in some cases, be required to submit affidavits to verify identity.

The Consul General was firm in dispelling lingering perceptions of delays. “No embassy or consulate that has the equipment to do biometric passports has anyone waiting months anymore.

That is a thing of the past,” he said, adding that feedback from the diaspora has been overwhelmingly positive.

The New York Consulate serves the largest concentration of Guyanese nationals outside of Guyana, making the efficiency gains especially significant at a time when Guyana itself is experiencing labour shortages across multiple sectors and increased movement of its citizens.

As Guyana continues its push toward full digitisation, Brotherson said the passport transformation offers a glimpse of what is possible. “This is exactly what modern public service delivery should look like – efficient, secure, and responsive to the needs of the people,” he said.

resident Dr Irfaan Ali on Thursday continued the tradition of serving lunch on Christmas Day to the elderly citizens and vulnerable residents at the Dharm Shala in Albouystown, Georgetown, where he pledged the Government’s support for critical works needed to be done.

Addressing the management and residents of the Dharm Shala – Home of the Benevolence for all Races, the Head of State indicated that he would enlist the services of the Men on Mission (MoM) to carry out the upgrade works.

“Next year, we will sit with you, and we will see how far we can support some of the maintenance work that you have on the building here and in Berbice. We know how expensive it is, and… we have to get the material to you [through] the Men on Mission programme and work with you on some of that maintenance [work],” President Ali stated.

This is the sixth consecutive year that the President has visited the country’s oldest humanitarian charity on Christmas Day. He was joined by Minister within the Ministry of Housing, Vanessa Benn, for Thursday’s lunch with the residents of the Dharm Shala.

During his first term as President, President Ali made it a tradition to visit the Dharm Shala for the annual Christmas lunch.

Under his leadership, the Government has donated over $3 million in monetary aid to the charity, which, according to Pamela Ramsaroop, has helped run the organisation.

At 106 years in service, the Dharm Shala, founded by Pandit Ramsaroop Maharaj, consists of 11 buildings (six in Georgetown and five in Berbice), all solely devoted to charity and free of charge to all who seek shelter and home. Currently, there are approximately 60 residents at the various Dharm Shala locations, which also supply over 200 meals daily at both Georgetown and Berbice locations.

According to Pamela Ramsaroop, the Dharm Shala aims to shelter, to feed, to clothe, and to attend to the spiritual, social, and medical needs of the poor.

In ensuring the safety and comfort of residents, maintenance and repair works are continuous on buildings at both the Georgetown and Berbice locations.

She spoke about the challenges, including financial ones, they face in running the charity organisation but assured that they remain steadfast to the aim and objective of the Dharm Shala that was founded by

Pomeroon–Supenaam corridor lined up for major infrastructure upgrades in 2026 – “We are building for generations,” says Minister Ramraj, as Govt moves to boost agricultural connectivity

T

he Government of Guyana has outlined a slate of major infrastructural works for the Pomeroon–Supenaam corridor, aimed at easing congestion, improving road safety and significantly strengthening agricultural and commercial connectivity across Region Two. Minister within the Ministry of Public Works Madanlall Ramraj said the project forms part of the Administration’s wider push to modernise transport infrastructure in support of economic diversification, food security and inclusive growth, with several critical interventions prioritised for 2026.

At the centre of the plans is the Essequibo Coast Public Road, the primary transportation artery for Region Two, which provides continuous access from Supenaam to Charity. The corridor is the only major land route linking multiple villages and communities, facilitating the daily movement of people, agricultural produce, fishery products, goods and essential services across the region.

“The Essequibo Coast

Public Road is essential for connecting agricultural zones, fishing communities and commercial centres with regional and national markets,” Minister Ramraj said. “As traffic volumes increase, upgrading this corridor becomes critical to improving travel efficiency, enhancing safety and strengthening economic integration within Region Two.” According to the Minister, the existing twolane roadway is no longer adequate to meet current and future demands. He pointed out that the corridor lacks dedicated pedestrian walkways, bicycle lanes and proper parking facilities, creating unsafe interactions between vehicles, pedestrians and roadside vendors. These challenges have contributed to frequent traffic conflicts and accidents, particularly near schools, markets and densely populated areas.

To address these issues, the Government plans to convert the roadway into a four-lane dual carriageway, complemented by the construction of sidewalks, bus bays and designated park-

ing areas. Clear separation between pedestrian and vehicular traffic will form a key component of the upgrade, alongside improved traffic management measures aimed at reducing congestion and roadside encroachment.

“These improvements are designed not only to increase road capacity but also to significantly improve safety for all users – motorists, pedestrians, cyclists, students and vendors,” Ramraj explained.

Beyond traffic and safety concerns, the Minister emphasised the transformative impact the upgraded corridor will have on agriculture and livelihoods in the Pomeroon and wider Region Two. “Together, the modernised roadway and the enhanced river transport system create a seamless road-to-river network,” Ramraj said. “This integration brings hinterland and riverine communities more firmly into the national economy, expands access to commercial centres, and unlocks higher-value market opportunities for farmers, fishers and residents across Region Two.” Further, taken together with other ongoing and planned projects, the Pomeroon–Supenaam works form part of what the Minister described as a “continuous national

spine” of infrastructure development. He noted that improved corridors now stretch from Moleson Creek in Region Six, through central and coastal regions, to Lethem in Region Nine, and extend to Pomeroon in Region Two, strengthening trade links with Brazil and Suriname while binding Guyana’s regions more closely together.

“Infrastructure is not rhetoric. It is results,” Ramraj said. “It is kilometres completed, bridges commissioned, communities upgraded and opportunities unlocked.”

He stressed that the initiatives reflect the longterm vision articulated by President Dr Mohamed Irfaan Ali, with a focus on sustainable development rather than short-term gains.

“The Government is not building for headlines. We are building for generations,” Ramraj said, adding that future engagements will continue to outline the Administration’s five-year economic agenda and the role infrastructure plays in delivering shared prosperity across Guyana.

GPL takes legal action against contractors over damage to electricity network

he Guyana Power and Light Inc (GPL) has initiated legal proceedings against two contractors following separate incidents that caused significant damage to the electrical network and disrupted service to numerous customers. In the first incident, an excavator owned

by Mohamed Construction Services and operated by Avinash Sahid came into contact with the electrical magnetic field in Grove, resulting in extensive damage and service interruptions. A report was lodged at the Little Diamond Police Outpost, and Sahid was arrested and later released on bail.

hristmas Day 2025 brought double joy to families across Region Six, as six babies were born on December 25 at the New Amsterdam Hospital and the Number 75 Village Regional Hospital, turning the holiday into an unforgettable milestone for six mothers and their families.

Of the six births recorded, two occurred at the New Amsterdam Hospital, while four were delivered at the Number 75 Village Hospital, according to information gathered during interviews with the mothers and medical officials.

Health officials also confirmed that five babies were born on Christmas Day at the New Amsterdam Hospital in 2024, while 12 Christmas Day births were recorded there in 2023,

Felicia Narine, 19, of Corriverton, delivered her first child at 15:54h. She said her pregnancy had been mostly uneventful, and although she did not expect a Christmas birth, she was happy once her baby arrived.

“It feels good that the baby finally arrived,” Narine said, adding that the nurses and doctors treated her well throughout the process.

Another Christmas arrival was Kenesha Hally, 28, of Manchester Village, Corentyne, who delivered her first child at 18:36h.

Hally, a Police Corporal attached to the court department, said she did not anticipate giving birth on Christmas Day but described the experience as both shocking and exciting.

She explained that although the pregnancy had uncomfortable moments, she felt confident delivering at the facility after attending earlier med-

he Guyana Police Force (GPF) has issued a fresh wanted bulletin for Kevin Fredricks, who is believed to be behind a string of armed robberies and a brutal double murder last year.

According to the Police, the 21-year-old Fredricks is wanted for a series of armed robberies committed between December 4, 2023, and January 24, 2024, at Sand Hill Backdam, Cuyuni River, and at Windsor Castle on the Essequibo Coast.

Fredricks’ last known addresses are Onderneeming Sand Pit, Essequibo Coast, and Tuschen, East Bank Essequibo.

Anyone who has seen Fredricks or has information on his whereabouts is asked to contact the GPF or the nearest Police station.

Only earlier this year in April, the Police had reissued a wanted bulletin for Kevin and his twin brother, Kellon Fredricks, also known as “El Chapo”. The two brothers were being sought in connection with a series of violent

crimes committed across Regions Two (Pomeroon-Supenaam) and Seven between December 2023 and January 2024.

However, it was the March 2024 killing of 50-year-old businessman Zaheer Mohammed Sheriff and his 26-year-old employee Donovan Washington that remains the most heinous of the allegations. The two men were ambushed and executed as they transported over $37 million worth of raw gold from a mining camp in Arimu Backdam, Cuyuni River.

Sheriff, who operated a dredge in the interior, had left Bartica early on March 3, 2024, after offering prayers at the Masjid. He and Washington travelled to the backdam to retrieve gold that had been washed down earlier. They were on an ATV when the ambush took place. Minutes after leaving the site, gunshots rang out. Their bodies were later found on a trail with gunshot wounds, and both the gold and the sheriff’s two licensed firearms, a .32 pistol and

a 12-gauge shotgun, had been stolen.

According to investigators, the attack was carried out by two masked men on a red ATV. In the months that followed, four men were charged with the murder: 44-year-old taxi driver Teddy Thomas of Itaballi Landing; James Derrick, 20, a miner from Onderneeming; Travis Fredericks, 32, and Fernando

Fredericks, 28, both miners from Tuschen, East Bank Essequibo.

Police believe Travis and Fernando are related to the wanted twin brothers.

According to the GPF, Kellon was also wanted for that double murder. They believe the brothers – described as “armed and extremely dangerous – are central figures in the deadly robbery.

In February, a 34-year-old businesswoman, Sharmalenie Neeranjan, of Supenaam, Essequibo Coast, was charged for “harbouring” the notorious and wanted twin brothers between November 2024 and February 2025.

On April 23, 2025, however, the body of 23-year-old Kellon Fredericks was found at Onderneeming Sand Pit, Essequibo Coast, with suspected gunshot wounds to his head and back.

Fredericks’ body was seen lying motionless, head facing down, in an open area surrounded by vegetation. The man’s body was

clad in long black jeans and a longsleeved jersey. Also found next to the body were a pair of rubber slippers, a black ski mask, and a grey cap with suspected blood.

The body was examined, and a gaping wound was seen on the right side of the head of the deceased, along with suspected gunshot wounds to the right side of the upper back. Both areas were covered with blood.

Crime scene ranks who processed the scene also discovered a single mattress, several empty snack packs, one live 7.62 X 39 ammunition round, two cards of Panadol tablets, and several pieces of clothing a short distance away from the body.

The Fredrick brothers, along with several others, were wanted in connection with over 30 armed robberies in Regions Two, Three, and Seven during the years 2023, 2024, and 2025, as well as for the murders of the Bartica businessman and his worker and another businessman of Adventure, Essequibo Coast.

everal households in the Glasgow New Housing Scheme, Greater New Amsterdam, Region Six (East BerbiceCorentyne) were left waterlogged and distressed after flooding inundated yards and lower sections of homes, following what residents and city officials say was the careless disposal of construction waste into the community’s drainage system by a road-building contractor.

In some areas, stagnant water surrounds homes, partially submerging grass, household items, and outdoor structures, while muddy run-off collects along low-lying sections of the

One affected resident, Leroy Taylor, said the flooding persisted for days after drains became clogged with concrete residue washed from construction trucks.

“Every time they wash the truck, they throw the waste in the trench. That’s what block up the tubing.

It’s two days now we been in water. The whole block flood out,” Taylor explained.

Taylor said water entered the lower level of his home, forcing his family to move belongings upstairs in an effort to prevent further damage.

“Downstairs flat got wet.

We had to move the fridge and things. My son and daughter’s clothes get wet,

everything mess up,” he said.

In some instances, water stood inches deep near house foundations, with debris, grass, and construction residue visible beneath the surface. In one yard, floodwater stretches from the entrance gate straight into the living area, reflecting nearby buildings and highlighting how trapped the water became once drainage was blocked.

According to Taylor, the issue stems from repeated dumping of leftover cement and aggregate into nearby drains after construction work.

“When they finish throwing concrete, they wash out the truck and dump the rest in the trench. It hardens and seals the mouth of the pipe.

We warned them already, but they still do it,” he explained.

en persons living with disabilities received significant assistance toward financial independence when they were each presented with a cheque of $500,000 to either start or expand their small businesses through the Revolving Fund.

According to the Ministry of Human Services and Social Security, the initiative, totalling $5 million, was made possible through a collaborative effort between the Ministry through its Support Services for Persons Living with Disabilities Unit and the Small Business Bureau (SSB).

This partnership, it noted, reflects the Ministry’s ongoing commitment to creating inclusive opportunities and ensuring that persons living with disabilities are fully supported in building sustainable livelihoods.

Empowerment through economic opportunity remains a key mandate of the Ministry, as it continues to champion initiatives that promote self-reliance, dignity, and long-term stability for vulnerable groups, it

“I think this will benefit us, because financially we’re not able to work as normal people, and with this aid we will be able to provide for ourselves,” she told the Department of Public Information (DPI).

grow it.

The financing incentive was launched in 2023 and is designed to promote economic independence and long-term sustainability among PWDs. It provides interest-free loans with no collateral requirements, along with business and financial literacy training through the Ministry of Human Services and Social Security’s Disability Services Unit.

The Minister of Human Services and Social Security, Dr Vindhya Persaud, said the initiative goes beyond financing by equipping ben-

Commonwealth Observer Group suggests measures to strengthen electoral process T

he Commonwealth Observer Group (COG), in its elections report, has concluded that meaningful reform of campaign financing, electoral dispute resolution and campaign regulations is essential to strengthening Guyana’s democratic institutions.

The group called for legislative amendments to establish clear statutory time limits for resolving election disputes. While Article 163 of the Constitution gives the High Court exclusive jurisdiction to determine whether elections were lawfully conducted, the observers highlighted gaps in the legal framework that have allowed election petitions to remain unresolved for years.

Although the National Assembly (Validity of Elections) Act provides a 28day period for filing an election petition after the publication of results, it does not require that such disputes be resolved within a defined time frame.

The Group noted that this has resulted in cases extending beyond the term of the contested office, a concern previously raised by the 2020 Commonwealth Observer Group but still unaddressed.

“The Group notes that a balance needs to be maintained between the constitutional status of GECOM and judicial scrutiny of the lawfulness of elections,” the

report said, stressing the importance of timely resolution to preserve electoral credibility.

The observers urged Guyana to pursue legislative reform and to work closely with the Caribbean Community (CARICOM) toward the development of a regional charter on campaign financing.

“The Group found campaign financing was a key issue impacting public trust in the democratic process,” the report stated, noting that addressing the issue is essential “to ensure the accountability and transparency of political parties and avoid any future conflict of interests between politicians and interest groups.”

declaration of campaign expenses, but the legally permitted limits – ranging from GY$25,000 to GY$50,000, or approximately US$125 to US$250 – were described as “evidently outdated.” The report further noted that these provisions have never been enforced.

While the Anti-Money Laundering Act of 2009 classifies political party officials as “politically exposed persons”, the Group concluded that this measure alone is not sufficient to guide or regulate political party finance and expenditure.

In response, the Observer Group recommended that Guyana consider collaborating with CARICOM to develop a regional charter on campaign financing, pointing out that other jurisdic-

While campaign activities were generally observed to have ceased on the streets before election day, the lack of legal provisions has created confusion, particularly regarding online and electronic media.

“In an increasingly digital-first environment, the absence of clearly stipulated election silence periods – whether physical or online – may lead to inconsistent interpretations and practices that can heighten tensions and undermine electoral fairness,” the report warned.

The observers also expressed concern over the prolonged absence of permanent appointments to Guyana’s highest judicial

offices. Under Article 127 of the Constitution, the appointment of the Chancellor and Chief Justice requires agreement between the President and the Leader of the Opposition. However, the lack of consensus for more than two decades has resulted in these positions being filled in an acting capacity since the departure of Chancellor Desiree Bernard in 2005.

The Group warned that this prolonged leadership vacuum stands in stark contrast to the executive and legislative branches, where leadership transitions occur through defined constitutional mechanisms. “Acting appointments are inherently more vulnerable to political pressure,” the report stated, adding that the absence of permanent judicial leadership raises “serious concerns about institutional stability, accountability and public confidence.”

Overall, the Commonwealth Observer Group concluded that meaningful reform of campaign financing, electoral dispute resolution and campaign regulations is essential to strengthening Guyana’s democratic institutions.

The recommendations, the Group noted, are aimed not at criticism but at safeguarding public confidence and ensuring that Guyana’s electoral system evolves in step with its economic and social transformation.

he lifeless body of two-year-old Zoria Seegobin of Friendship, East Bank Demerara (EBD), was pulled from a trench at her grandparents’ home at Grant Atlas, Lower Pomeroon River, Essequibo, in the wee hours of Christmas Day. Based on reports received, the child’s grandmother collected her from

her Friendship EBD home on Monday to spend the Christmas holiday at their home in Grant Atlas, Lower Pomeroon River.

Police stated that on Thursday, the child’s grandfather, Terrence Chase, went to take a bath at the canal located at the front of the house at about 02:00h after returning from a birthday party.

The grandmother also left the house to use the washroom. At that time, the child was still asleep.

However, about 15 minutes later, the grandparents returned home only to find Seegobin missing.

They immediately raised an alarm, and a search party was promptly established to look for the child, but she was not located.

A subsequent search led to the discovery of the child submerged in the trench in the yard.

At the time of the discovery, the body was moving slightly, but despite CPR, she did not regain consciousness.

She was taken to the Charity Cottage Hospital, where she was pronounced dead on arrival.

The body was examined by ranks, but no marks of violence were found. An investigation is ongoing.

75-year-old man, Athlone Goring, was found dead at his Stanleytown, West Bank Demerara (WBD), house with multiple stab wounds on Boxing Day. According to the Guyana Police Force (GPF), the discovery was made at about 05:40h.

Preliminary investigations revealed that Goring,

who had recently arrived in Guyana, was found lying in the upper flat of his residence with what appeared to be multiple stab wounds.

He was taken to the West Demerara Regional Hospital (WDRH), where he was pronounced dead on arrival by an on-duty doctor.

The body is at Ezekiel Funeral Home awaiting a

post-mortem examination.

Meanwhile, Police say several persons were questioned in relation to the matter, and two individuals – a 20-year-old male and a 22-year-old female – were arrested and are presently in custody assisting with the investigation.

CCTV footage is being reviewed as investigations continue.

English-, Portuguese- and Spanish-speaking males, dressed in camouflage and armed with firearms, arrived at the mining camp located at 68 Backdam, Cuyuni River, where they held the workers at gunpoint before escaping with an undisclosed quantity of raw gold.

Among the victims was a 58-year-old Brazilian national and gold miner, also

of 68 Backdam. During the ordeal, several persons, including the 58-year-old, received injuries.

A team of Police ranks was reportedly en route to the location to conduct further investigations at the time of the Police report, as efforts are ongoing to locate the suspects.

Investigations are continuing.

Armed bandits beat, rob miners at Cuyuni camp

On the international stage, CARICOM maintained a unified voice at high-level fora, including the United Nations General Assembly (UNGA), the G20 Leaders’ Summit, and the Community of Latin American and Caribbean States–European Union (CELAC–EU) Summit, strengthening foreign policy coordination and enabling proactive responses to crises.

Regional security concerns were addressed through mechanisms such as the Montego Bay Declaration on Transnational Organised Crime and Gangs.

On regional security and governance, Dr Holness reiterated CARICOM’s commitment to the Caribbean as a Zone of Peace, upholding sovereignty, territorial integrity and the peaceful settlement of disputes. He acknowledged the diversity of views among Member States as natural in a community of sovereign nations but stressed that such differences do not alter the strong institutional, economic and people-to-people ties binding the region.

Dr Holness concluded with a reflection on CARICOM’s credibility in navigating a complex global landscape. “In moments of uncertainty, our commitments to diplomacy, cooperation and mutual respect will remain essential to safeguarding the peace, development and independence of Member States,” he said.

In its press release, the organisation stated that through the generosity of local and international donors, the initiative reached some of the most marginalised individuals in the

region, many of whom are confined to their homes due to severe medical conditions, including stroke-related complications, amputations, blindness, and other chronic illnesses.

For some, daily survival depends entirely on caregivers, while others endure the painful reality of family abandonment and limited access to necessities.

Despite the difficulty of locating some homes in remote areas, the team remained committed.

Organisation of Southern Cooperation to close by June 2026 T

he General Assembly of the Organisation of Southern Cooperation (OSC) has announced in a statement that during its Fourth Extraordinary Session on December 26, 2025, having taken note of the Secretary-General’s resignation, it resolved to discontinue the programmatic activities and complete the administrative closure of the Organisation by June 30, 2026.

Having expressed its gratitude for the SecretaryGeneral’s service to the Organisation since its inception in January 2020, it further requested him to lead the process to its orderly conclusion.

The resolution follows the financial challenges faced by the OSC since January 2025 as a result of the delay in receiving the assessed contributions of Member States to the 2025 budget, the OSC statement noted.

The General Assembly, it added, accordingly urged all Member States to settle their 2025 arrears as soon as possible in order for the Organisation to settle its financial obligations, including all dues to staff, partners,

and service providers.

The Secretary-General has additionally been tasked with the archiving of all of the OSC’s achievements, legal and working documents, and lessons learned, to preserve institutional memory for the future of South-South cooperation.

It was on December 5, 2025, that the SecretaryGeneral of the OSC, Manssour Bin Mussallam, submitted his irrevocable resignation to OSC Member States.

According to his statement, his resignation follows a one-year period of reflection regarding the direction the OSC was taking since the last General Assembly in November 2024, when Member States had pledged to take more ownership of the OSC’s programmatic and operational activities.

This, he stated, had not taken place despite the multiple reassurances of Member States over the past year.

In his statement, the Secretary-General had offered two possible paths for Member States to guide the future direction of the Organisation.

Member States to commit to supporting the OSC’s budgetary and programmatic activities by immediately paying their membership dues as per their statutory obligation, or, second, to consider wrapping up the OSC, which, in any case, would still require them to pay for the dignified process of closure.

Secretary-General stressed that his decision aims to prevent the Organisation from continuing to operate under conditions that undermine its institutional integrity.

He also confirmed that he will remain only for the time strictly necessary to facilitate the implementation of the decisions to be taken

by Member States regarding the OSC’s future.

The Organisation of

Southern Cooperation (OSC) was established on January 29, 2020, by countries and organisations from across the Global South at the International Summit on Balanced and Inclusive Education – III (ForumBIE 2030) – held in the Republic of Djibouti.

As the first intergovernmental organisation of and by the Greater South, the OSC acted as an instrument of intellectual, technical, and financial cooperation and solidarity between its Member States as well as its Associate Members in the pursuit of a Third Way of Development – from the South, for Humanity.

As of July 2023, the OSC comprised Founding and Member States from Latin American and Caribbean, African, Asian, Middle Eastern, and Pacific Island countries: Afghanistan, Botswana, Burundi, Cambodia, Comoros, Republic of the Congo, Costa Rica, Côte d’Ivoire, Djibouti, Eswatini, Ethiopia, Guyana, Jordan, Lesotho, Mozambique, Nicaragua, Niger, Nigeria, Palau, State of Palestine, Somalia, The Gambia, Togolese Republic,

Tunisia, Türkiye, Uganda, Yemen, and Zimbabwe.

Thailand-Cambodia ceasefire begins after weeks of deadly clashes

ceasefire between Thailand and Cambodia has come into effect along the border, where almost three weeks of deadly clashes have forced nearly one million people from their homes. In a joint statement, the Defence Ministers of the two countries agreed to freeze the front lines where they are now, ban reinforcements and allow civilians living in border areas to return as soon as possible. The ceasefire took effect at noon local time (05:00h GMT) on Saturday.

Once it has been in place for 72 hours, 18 Cambodian soldiers held by Thailand since July will be released, the statement said.

The breakthrough came after days of talks between the two countries, with diplomatic encouragement from China and the United States (US).

The agreement prioritises getting the displaced back to their homes and also includes an agreement to remove landmines.

Thailand’s Defence Minister Natthaphon Narkphanit described the ceasefire as a test for the “other party’s sincerity”.

Former Jamaican ambassador Caricom/T&T tiff: Minister slams T&T, Caribbean leaders calls for closed-door meetings

ormer Jamaican ambassador Curtis A Ward has warned that Trinidad and Tobago (T&T) is now firmly “in the crosshairs” and is likely to face serious fallout for what he describes as its unreserved support of United States military actions against Venezuela, while sharply criticising Caribbean leaders for what he called weakness and fear in the face of Washington.

In a strongly worded post published on Boxing Day yesterday, Ward accused the Government of T&T of aligning itself with US efforts aimed at regime change in Venezuela, arguing that this decision has placed the country’s people, infrastructure and economy at grave risk.

“Persad-Bissessar has placed a military target on the backs of the country and the people,” Ward wrote, asserting that T&T now faces consequences far greater than any short-term benefits derived from closer ties with Washington. “It is a scenario in which more Trinidadian and Tobagonian than American citi-zens could be killed.”

Ward, a former ambassador and deputy permanent representative of Jamaica to the United Nations, claimed that T&T’s support for the US has elevated it from a traditional security partner to an active collaborator in

a military strategy against Venezuela. He warned that the installation of a US military radar system at the country’s international airport has transformed critical civilian infrastructure into a legitimate military target.

“The T&T Government made the airport perimeter a military target,” Ward said.

“It has put T&T’s in-ternational civilian airport, which is integral to the country’s economy, in jeopardy – a target on her back, T&T in the crosshairs.”

According to Ward, the radar system is not designed for civilian or maritime monitoring, as initially suggested, but is instead a war asset integrated into an anti-missile response network. In the event of escalation, he said, neutralising that system would be a priority for the Venezuelan military.

“What Venezuela has to offer is of far greater importance than what T&T has to

offer the United States in the long term,” Ward added, referring to Venezuela’s vast oil reserves and strategic location.

Beyond the risks to T&T, Ward also launched a critique of regional leadership, accusing Caribbean heads of Government of remaining silent out of fear of US retaliation.

“There is not even a discernible whisper of opposition or criticism from most Caribbean leaders,” he wrote. “Some cower in fear of retaliation by the Trump Administration. They lack courage. They com-promise the dignity and what is left of their countries’ sovereignty.”

Ward said the principle of non-interference was being used as a shield for inaction, while the region drifted closer to a broader military conflict that could destabilise the Caribbean basin.

While warning that the tipping point toward conflict may already have been crossed, Ward said Caribbean leaders still had a responsibility to speak out in favour of dialogue and peace.

“War is not the answer.

War is not the only option.

And war is not inevitable,” he said, urging both re-gional Governments and citizens of T&T, at home and in the diaspora, to oppose military escalation.

At least 15 dead, 19 injured in Guatemala bus accident

t least 15 persons were killed and 19 injured after a passenger bus plunged into a ravine on the Inter-American Highway in western Guatemala, authorities said on Saturday.

“Fifteen people have died in this traffic accident – 11 men, three women and a minor,” Leandro Amado, a spokesperson for local firefighters, told reporters, adding that around 19 injured people were taken to hospitals near the scene.

Worker killed in early-morning crane fall at Bahamas Container Port

rand Bahama Police are investigating a fatal industrial accident at the Freeport Container Port that claimed the life of Anderson Adderley early Friday morning.

Police said Adderley sustained severe injuries after falling from a crane shortly after 05:00h. He was later pronounced dead at the scene.

Police Superintendent Nicholas Johnson, officer in charge of the Criminal Investigation Department, said officers were alerted by port personnel that an adult male employee had been discovered in the stack trailer area with serious injuries.

A team of officers, along with Emergency Medical Services, was dispatched to the scene. Upon arriv-

al, they were directed to the stack trailer area, where the man was found lying on the ground.

EMS personnel rendered medical assistance, but the victim was unresponsive.

Supt Johnson said an investigation has been launched into the industrial accident to determine the cir-cumstances surrounding the man’s death.

senior Barbados Government minister is suggesting that Caribbean Community (Caricom) leaders meet “behind closed doors” to discuss “concerns on all sides” amidst fears of a widening split within the 15-member regional integration grouping.

Foreign Affairs and Foreign Trade Senior Minister Kerrie Symmonds said while he is aware of the “un-compromising voice which is perhaps unaccommodating” from the Trinidad and Tobago (T&T) Prime Minister Kamla Persad-Bissessar, he does not think, “I’m hearing genuine disharmony.”

“I think, though, that it is always helpful for leaders to have dialogue. And if I could risk saying some-thing to my

And interestingly, in all of this, the missing thing that has not hit the headlines is the basic fact that in Caricom’s charter… security is seen in Caricom as a regional undertaking. Brazil’s top court orders detention of ankle-monitored ex-head of highway Police after escape attempt

razil Supreme Court Justice Alexandre de Moraes on Friday ordered the preventive detention of the former head of the country’s federal highway Police, who was captured in Paraguay, according to a court document seen by Reuters and information from two people familiar with the matter.

Silvinei Vasques, who served under former President Jair Bolsonaro, was caught while trying to board a plane at Asuncion airport in neighbouring Paraguay, in an attempt to reach El Salvador, after breaking a court-ordered ankle monitor.

Vasques was recently sentenced to 24 years and six months in prison for his role in a 2023 attempted coup, the same incident for which Bolsonaro is now serving a 27-year sentence for orchestrating the plot.

ficial convicted over the 2023 coup attempt who has tried to flee Brazil. In November, the Supreme Court ordered the arrest of the former intelligence agency director Alexandre Ramagem, who left the country in September and has since been living in the United States.

That same month, Moraes ordered Bolsonaro to be detained after the former president tried to remove his court-ordered ankle monitor using a soldering iron.

J’ca security agents carry out SSLrelated search, seizure operations

embers of the security forces and the Financial Investigations Division on Saturday conducted searchand-seizure operations at the homes of senior figures linked to the collapsed investment firm Stocks & Securities Limited (SSL).

The Police are acting under warrants as part of a renewed push in the long-running investigation.

The coordinated operations targeted four premises – three in St Andrew and one in St James – as part of the ongoing probe into the multi-billion-dollar fraud at SSL. According to a state-

ment issued early Saturday, the operation is raids being carried out by the FID, the Constabulary Financial Unit and the Special Operations formation of the Jamaica Constabulary Force’s Counter-Terrorism & Organised Crime Investigation Branch, with support from the Major Organised Crime & AntiCorruption Agency.

The fraud scandal first came to public attention in January 2023.

Saturday’s actions mark the first major public law-enforcement development in the SSL case in more than a year.

The lone accused in the matter is former SSL employ-

ee Jean-Ann Panton, who was charged with multi-ple offences in February 2023.

In December 2023, the Financial Investigations Division submitted a case file to the Office of the Di-rector of Public Prosecutions, signalling the possibility of further charges.

n intense Russian attack on Kyiv overnight shows Moscow "doesn't want peace", Ukrainian President Volodymyr Zelenskyy said on Saturday as he prepared for a fresh round of peace talks.

Zelenskyy made the comments en route to Florida, where he will meet US President Donald Trump on Sunday to discuss a new 20-point peace plan agreed upon by American and Ukrainian envoys.

The 10-hour missile and drone barrage directed at Ukraine's capital killed two people and left 32 injured, local authorities said.

Damage to energy infrastructure left 40 per cent of residential buildings in Kyiv and nearby districts without heating, according to Ukraine's Minister for development, Oleksiy Kuleba.

magnitude 7.0 earthquake struck Taiwan’s north eastern coastal city, the island’s weather administration said, with no immediate reports of major damage.

The quake with a depth of 73 km was felt across Taiwan and shook buildings in the capital, Taipei, the Administration said on Saturday, assigning it an intensity-four category, meaning there could be minor damage.

Taipei City’s Government said there was no major damage reported in the immediate aftermath, with some isolated cases of damage, including gas and water leakage and minor damage to buildings.

against Islamic State militants in northwest Nigeria at the request of Nigeria's Government. He said the group had been targeting Christians in the region.

"A total of 16 GPS-guided precision munitions were deployed using MQ-9 Reaper unmanned aerial platforms, successfully neutralising the targeted ISIS elements attempting to penetrate Nigeria from the Sahel corridor," the Nigerian Government statement said.

Intelligence indicated the camps were being used by foreign ISIS elements working with local affiliates to plan large-scale attacks inside Nigeria, it added. No civilian casualties were report-

ed, although debris fell in two towns in Sokoto and Kwara states.

Trump described the operation as “numerous perfect strikes” and warned there would be “more to come”.

The operation marks a rare joint action between Abuja and Washington and underscores growing security cooperation as Islamist violence spreads south from the Sahel.

or the first time in 19 matches and nearly 15 years, England's men experienced a Test victory in Australia as the MCG raced to the second two-day finish of the Ashes series. On a tough surface, which will continue to come under the spotlight in the aftermath, England's top order met their target of 175 with aggression, and they eventually got home with four wickets in hand.

It was only the fifth time in Test history that a series had included multiple two-day finishes, and before this summer, there had only been two in history in Australia. Although more than 186,000 had attended the match across two record-breaking days, it left

The night began with Gold is Money edging Kingston 2–3 in a closely contested encounter. Jamal Pedro opened the scoring early in the 10th minute from a free kick before Randolph Wagner doubled the advantage with another set-piece strike in the 30th.

Kingston responded with intent, as Simon Emanuel converted a penalty in the second minute and followed up with a free kick in the sixth, while Deadre Linton added a ninth-minute goal. Despite Kingston’s early surge, Gold is Money showed resilience to secure all three points.

The most lopsided result of the evening came as the Road Warriors dismantled Festival City with an em-

phatic 8–0 victory.

Matheus Henrique was the standout performer, netting an astonishing six goals (second, eighth, eighth, 21st, 22nd, and 24th minutes). he Super 16 tournament continued in emphatic fashion at the National Training Center on Boxing Day, with commanding victories from Guyana Defence Force (GDF) Football Club (FC) and Slingerz FC, as both teams secured their places in Monday’s semi-finals.

In the opening encounter, GDF FC delivered a ruthless performance, dismantling Mahaica Determinators FC 7–0.

Stephon McDonald opened the scoring in the 33rd minute, setting the tone for what would become a one-sided affair.

Shemar Scott followed up with goals in the 40th and 61st minutes, while Makhaya Jarvis added a brace of his own in the 64th and 82nd minutes. Further strikes from Jeffrey Pereira in the 75th minute and Jaden Harris in the 79th sealed a dominant victory for the military side.

The second match of the

evening saw Slingerz FC maintain their impressive form with a convincing 4–0 win over Monedderlust FC. Raushan Ritch struck early in the 10th minute to give Slingerz the lead, before

Kelsey Benjamin doubled the advantage just before halftime in the 44th minute.

Second-half goals from Kemar Beckford in the 75th minute and Cardel Benbow in the 85th minute ensured

a comfortable passage into the next round.

With these results, both GDF FC and Slingerz FC advance to the semi-final stage. On Monday, Western Tigers will face Guyana

Defence Force FC at 18:30h, while Guyana Police Force FC will clash with Slingerz FC in the nightcap at 21:00h, as the battle for Super 16 supremacy intensifies.

King among Wisden debutants for 2025

W

est Indies batter Brandon King was among the top debutants listed by Wisden for the year 2025. A total of 49 players made their Test debut in 2025, and King’s start to Test cricket was a promising one.

He began in the middle order and then moved to open the batting at the end of the year in New Zealand.

King was dismissed for 26 in the first Test innings he played at Bridgetown against Australia back in June.

In his second Test, King, batting at number four, struck a composed half-century of 75, top-scoring for the West Indies in that Test

with their score of 253.

In the third and final Test against New Zealand last week in Mount Maunganui, he made 63 off 104 balls while top-scoring with 67 for the Caribbean side in the second innings against the Black Caps.

King averaged 27.66 in six Tests and has played pivotal knocks against stronger teams since arriving on the scene. West Indies Head Coach Daren Sammy also tipped King to be a longterm investment as the permanent opener in Tests.

In addition to King, the other players who made the cut as debutants for the year 2025 are Jake Weatherald, Sai Sudarshan,

Lhuan-dre Pretorius, Josh Inglis, Dewald Brevis, Beau Webster, Jacob Duffy, Zak Foulkes, Brendan Doggett, and Asif Afridi.

Mapo Da Brasil pulls off victory in Boxing Day horse race classic to top gear and took the inside to win by the smallest of margins. Night Beacon ran third, while Morning Colours came in fourth.

It was another cracking finish in the two-year-old maidens. She’s a Dancer was in the lead, but All The Time took the top spot with

100 metres to go. Miracle Boy came third, followed

by Granite Storm. In that race, two jockeys were unseated, but no injuries were sustained by either man.

In the L & K Open race, which was the fourth race of the day, Country Rock finished first while

Republican finished second. Sakar ran third, and Secret Silence came fourth.

Milan emerged as the winner in the G & Lower, while the Jagdeo Racing Stables duo, Red Ruby and Theory of Colours, came second and third, respectively.

Country Rock, piloted by the leading jockey for the year, Yovin Kissoonchand, won the J and Lower. Top Gun finished second, followed by Sakar and Dr J in that order. The next race day will be on January 4, 2026, at Rising Sun Turf Club, West Coast Berbice.

S Racing Stables ended 2025 with a bang as Mapo Da Brasil claimed a stunning win at the Boxing Day horse race event.

The Kennard’s Memorial Turf Club produced some scintillating races despite the rain across the ancient county during the Christmas season, but the vocal crowd at Bush Lot Farm on the Corentyne witnessed high-quality racing.

Piloted by Guyanese jockey Ronaldo Appadu, Mapo Da Brasil edged out Loyal Company (second) and Anthem King (third) in the one-mile feature event.

Loyal Company of the Jagdeo Racing Stables led the race throughout un-

til the final takedown from Mapo Da Brasil, who sealed the G$2 million prize.

Anthem King, who was the favourite and fresh from a win earlier this month at Port Mourant, was equally impressive but had to settle for third. Order and Progress ran fourth in the feature race.

Race one started with the L Maiden and L NonEarner. In a packed field, Regal Surprise emerged as victor, while Doctor J displayed a spirited effort to finish second. Miss Simram ran third, and She’s a Monica came in fourth.

The Open Sprint was a classic that lived up to its name. Master Z’s horse, Stat, ran towards glory with a thrilling win, finishing ahead of Regal Man. Jockey Colin Ross switched

aradise Football Club (FC) delivered a dominant second-half display to secure a 4-1 victory over Ithaca on Friday night, powering into the semi-finals of the Candy Boss & Di Antics 8-A-Side Knockout Football Tournament at the Scott School Ground, New Amsterdam.

After a goalless first half, played on a wet but firm outfield following afternoon showers and intermittent rain between games, Paradise came alive in the closing stages, unleashing a flurry of goals that decided the contest in dramatic fashion.

Keywan Mingo broke the deadlock in the 41st minute to spark the late surge, before Aubrey Joseph struck twice in quick succession in the 45th and 51st minutes to put Paradise firmly in control. Deon Moriah added a fourth in the 48th minute as Ithaca struggled to contain the sustained pressure.

Geric Gittins pulled one back for Ithaca in the 56th minute, but the outcome was already beyond doubt as Paradise closed out the

encounter with confidence and composure.

Earlier that night, Golden Grove edged Genesis 2-1 in a tightly contested affair, while Buxton Stars advanced by walkover after Mahaicony failed to take the field.

With Friday's results confirmed, attention now turns to the next round of action, which was scheduled for Saturday night.

The evening was expected to open with Pele facing

Victoria Kings, a matchup featuring two attacking sides that both impressed in their opening outings. That encounter was expected to be followed by Buxton Stars against Golden Grove, with both teams eyeing a place in the semi-finals after progressing through contrasting routes.

The night's action was expected to see the last remaining Region Six team, Cougars, take on Trafalgar, the latter coming off a

ruthless 12-0 demolition of Young Strikers that announced them as serious title contenders.

The winners from Saturday's fixtures will advance to the semi-finals, scheduled for January 9, 2026, with the grand final set for January 10, as 16 teams continue their pursuit of over GY$2 million in cash and prizes in one of Berbice's most anticipated football competitions.

s the business end of the tournament continues with teams battling for places in the championship match contested on January 2, 2026, corporate Guyana continues to lend valuable support to the Third One Guyana / Kashif & Shanghai / President's Futsal Championship.

Coming on board recently were Environmental and Technical Solutions Inc (ETSI) and Survival Supermarket.

ETSI, Seema Ramsoondar, handed over her company's sponsorship cheque to Co-Director of the Kashif & Shanghai Organisation, Kashif Muhammad, which is coordinating the tournament in association with the Culture, Youth and Sport Ministry.

This year's championship has seen the addition of a 20-team schoolboys’ tournament to supplement the eight-team female and 48team male tournaments, which ETSI's Ramsoondar noted was quite commend-

able.

She noted that the youths are the future for any sport, and including schools now speaks to the vision that is on display for this aspect of the sport.

"We are very pleased to see young people being involved in this manner and given the opportunity to not only showcase their skills but to have a big platform to do so, which this tournament offers them. We trust that this is the beginning of bigger things to come, and thus our support for this championship."

Similarly, Senior Supervisor of Survival Supermarket, Ramjit, complimented the organisers for pulling the tournament off once again and taking it a step further by inviting schools to compete.

She noted that Survival Supermarket, which recently opened a new branch at Little Diamond on the East Bank of Demerara, has been a corporate supporter of this tournament and is pleased to continue this partnership.

"We are positive that the positive vibes that come with this year-end spectacle will continue as hundreds of Guyanese come back home for the holidays and look forward to attending these matches. With the addition of the schoolboys, it's an added incentive for them to come out and support, and even players who will go on to become national stars in this version of the game.
