PUBLIC NOTICES NOTICE OF PUBLIC HEARING

We need your input!

The Grand Traverse Band’s LIHEAP Program held a public hearing at the June 29, 2016 Tribal Council Special Session for the purpose of reviewing the past year’s LIHEAP program and receiving any comment on that program and/or recommendations for next year’s LIHEAP Program! We want to continue this gathering of comments from you with application review by the following method.

Last year’s application will be available for review at the following sites: GTB Tribal Administration Building in Peshawbestown, GTB satellite office in Charlevoix, GTB satellite office in Benzie, GTB satellite office in Traverse City, and at the LIHEAP program office at the Medicine Lodge. We need your comments by the end of July.

Your comments will be critical in developing next year’s LIHEAP program! LIHEAP provides funding assistance to low-income households, targeting those who are truly vulnerable: the disabled, elderly, and families with preschool-age children.

LIHEAP offers one-time financial assistance to qualifying low-income households who require support in paying their home heating or cooling bills. Applicants must have an income less than 150% of federal poverty level or 60% of state median poverty level to be eligible, however some states/tribes have expanded their programs to include more households.

The Low-Income Home Energy Assistance Act of 1981 (Title XXVI of the Omnibus Budget Reconciliation Act of 1981, Public Law 97-35, as amended, authorized a number of block grants including the Low-Income Home Energy Assistance Program (LIHEAP). LIHEAP, administered by the U.S. Department of Health and Human Services, authorized grants since 1982 to states, tribes, and territories to assist low-income households with the costs of home energy.

For a direct grant to a tribe, an amount is reserved from the state’s allotment. GTB currently has a negotiated agreement between the state and the tribe on the number of households to be served. If a tribal grantee chooses to run a direct-funded tribal LIHEAP program, tribal programs must include a heating assistance program and/or a cooling assistance program and include a way to handle crisis situations, usually through a crisis intervention component. LIHEAP grantees may also choose to provide a low-cost weatherization program or other energy-related home repair. The allotments are based upon available federal funding, and it is important to continue this much needed program!

SORNA: Who needs to register with GTB? The GTB Code pertaining to Sex Offender Registration has designated who must register with the Grand Traverse Band Tribal Police Department. The following individuals are required to register with GTB Tribal Police:  A sex offender who has been convicted by GTB Tribal Court, regardless of whether or not that person is or will be residing on Tribal Lands.  A sex offender who is incarcerated by the Tribe while completing any sentence for a covered sex offense, regardless of their location.  A sex offender who resides within Tribal Lands, is homeless within Tribal Lands, or is transient within Tribal Lands.  A sex offender who is employed by the Tribe in any capacity or otherwise employed within Tribal Lands.  A sex offender who is a student in any capacity within Tribal Lands.  A sex offender who is visiting Tribal Lands.

Registration requirements pertain to ALL convicted sex offenders, regardless of the court or location they were convicted in.

Registered sex offenders who are visiting Tribal Lands are now required to register their presence with Tribal Police PRIOR to entry onto Tribal Lands, and may register up to 72 hours prior to their visit. This includes entering onto Tribal Lands for ANY PURPOSE with the exclusion of patronizing gaming establishments or Eagletown Market, and visiting Tribal Court for a valid purpose. You are strongly encouraged to contact the Tribal Police Department at 231-534-7777 prior to arriving in order to ensure that someone is available to assist you with registration.

If you are unsure if you are required to register with GTB Police Department, please contact Denise Johnson in the SORNA Office at 231-534-7370. You can also contact GTB Tribal Police Department: 231534-7777.

Important Membership Announcement The Compensation Committee currently has six (6) committee vacancies: • • •

one (1) appointment to be filled by the Tribal Chair for a 4-year term; three (3) appointments to be filled by Tribal Council for a 2-year term; and two (2) appointments to be filled by the Compensation Committee for a 3-year term.

Interested registered voters of the GTB membership who are not currently employed by the GTB government, EDC gaming enterprises, or the Grand Traverse Resort are encouraged to submit a letter of interest to the Tribal Chairman’s office.

Please note: you must reside in GTB’s six-county service area to serve on this committee.

The Tribal Councilors’ Salary Ordinance states that the establishment of the Compensation Committee is to address the questions of compensation, allowances and benefits for Tribal Council positions.

The open committee positions will be filled according to 1 GTBC § 404(d) of the GTB Code: The Compensation Committee shall be composed of seven registered voters of the Tribe.

(1) Two shall be selected by the Tribal Chair and have a term of offices for four (4) years. Three shall be selected by the Tribal Council by a majority vote and have a term of office for two (2) years. The other two committee members shall be selected by majority vote of the five selected members and have a term of office for three (3) ears.

(2) Vacancies shall be selected in the same manner as the position which was vacated by term of office, resignations or death.

Dr. Foelber Bio

I do appreciate this opportunity to introduce myself to the Grand Traverse Band of Ottawa and Chippewa Indians as the new Medical Director of the medicine lodge. I was born in the state of Indiana but have lived in California, Illinois, England, and Mozambique Africa. I did my studies at the University of Notre Dame as well as the Chicago College of Osteopathic Medicine.

I do have a Master’s degree in Biochemistry as I did laboratory and clinical research in Asthma and Sepsis.

My residency was completed at MacNeal Hospital in Chicago in Family Medicine as well as pediatrics rotations at the University of Chicago and Northwestern University. I love living in Northern Michigan and my family has always vacationed in this area. I have really enjoyed getting to know the members of the tribe and I look forward to serving the membership with high quality patient-centered care. When I’m not at work I enjoy playing my guitar, hiking, fishing, hunting and watching Notre Dame football.

True or False: People with diabetes can’t have sugar?

False: Sugar is another carbohydrate and can fit into a meal plan. However, sugary foods, do not have the same nutrition that grains or vegetables have and can often be high in fat and calories. It is important to limit sugar containing foods to small portions.

On the morning of October 1st, Mitchell Sullivan took this 380lb cow elk from north east of Atlanta, with his uncle Pat McDonald as his guide. After stalking several sets of elk tracks, Mitch heard a bull elk bugle in the distance. He followed the noise through some rainy hardwoods and remained relatively quite due to the damp underbrush. He found his way into a clearing where he spotted the cow. After watching the beast for some time Mitchell brought the animal down with a well placed shot.

Congratulations to Sandra Cranson (Cabinaw) for being the 2015 record holder for the largest bear taken with a gun by a female and second largest in the state overall, the record is 23”. The bear weighed 457 lbs. with a skull measurement of 20” and was taken in the Karlin area.

MEMBERSHIP MEETING 2016

Saturday October 22nd, marked this years

annual Membership Meeting in Michigan Hall of the Grand Traverse Resort. During the large buffet style breakfast which was provided, slide shows were present on the two large projection screens displaying members who had recently passed last year, and functions offered throughout the year by GTB Programs.

The opening ceremony began at 10 am.

Eagletown Post 120 honorably posted the colors.

This was followed by an introduction of the new Tribal Council by Meeting emcee Mary Pelcher.

This greeting was to familiarize the tribal members from outside the six county service area that had traveled great distances to attend.

The Tribal Chairman Thurlow McClellan then gave his State of the Tribe Address. This was an honest and genuine address. Chairman McClellan explained how the newly appointed council has some big plans to put into motion, which had been on the back burner for some time. He promised to do right by the voters and the membership.

Executive representatives from GTB, EDC, and GTRS gave their presentations on the revenue accumulation and future projections of tribally owned businesses such as; the Turtle Creek Casino and Hotel, the Leelanau Sands Casino, and The Grand Traverse Resort and Spa.

Open forum was then in motion. This allowed for GTB tribal members to voice their suggestions and concerns regarding tribal affairs. The floor was available to tribal elders first, then to anyone willing to share their suggestions or ask questions.

Open forum was recorded and the video will be available on the GTB website. These comments will also be present in the December Issue of the GTB Newsletter as well.

When open forum came to an end, Councilors Percy Bird, Jr. and Thomas Shomin informed the membership of the GTB’s Involvement with the Standing Rock Sioux Tribe protest of D.A.P.L. The Councilors explained how GTB’s support for Standing Rock could be returned, concerning our Line Five issue we currently face here in Michigan. A video of the recent delegation was then presented to the audience. The video is available to view on the GTB website. The final prize giveaways and raffles, which were presented throughout the meeting including a cash cube, were given shortly before the closing ceremony.

A special to acknowledgement to those that contributed to the Membership Meeting which were; Fifth-Third Bank, Huntington Bank, Merrill Lynch, PNC Bank, Stifel, GTB EDC, GTB GTRS and the GTB Government employees who ran booths for the membership outside of the meeting hall.

Most importantly miigwetch to the membership, By and all those who attended.

DEDICATION CEREMONY

On October 25th, a Dedication Ceremony was held for the Traverse City community’s Native American people and their support of local governments. The gathering was held just outside at the Traverse City Civic Center.

An engraved stone plaque was put in place at an established Native American trail marker tree. This was dedicated in honor to the Grand Traverse Band of Ottawa and Chippewa Indians, for its tremendous community contributions. One example being the 2% allocations handed out twice a year to local governments.

The Ceremony was hosted by Grand Traverse County Parks and Recreation/Senior Center Network. The Parks and Recreation Director Kristine Erickson, Artist, Author, Marker Tree Expert Dennis M. Downes, and members of the Grand Traverse Band were all present.

Introductions and Historical Notes were given by experts and members of Grand Traverse County parks. This was followed by some drumming and singing by Grand Traverse Band Member Tom Peters. This marker is one of many recognitions the Grand Traverse Band receives for their active support of local communities.

On October 5th, The Grand Traverse Band was also invited to Goodwill Industries recognition ceremony for the Traverse City region. Representatives from Goodwill hosted the event at the Civic Center conference room in Traverse City. A catered lunch was provided for all of those who attended. Many representatives from local and even national governing bodies were there in support for those being awarded.

Goodwill held this celebration to honor members of the community who persevered through hardships and tribulations. Many success stories were shared with attendants through videos created about locals overcoming life obstacles such as being a single parent, addiction and domestic By violence.

The “Partner of the Year” award was given to the Grand Traverse Band for the continued support provided to not only Goodwill Industries but the region’s; medical clinics, schools, and youth programs. Tribal Council accepted the award on behalf of GTB. Chairman McClellan thanked Goodwill industries for the honor of being invited to receive such an award.

What is Coordinated Community Response (CCR)?

Coordinated Community Response (CCR) funded by the Office of Violence Against Women. The CCR Project Coordinator assists victims of Domestic Violence, Dating Violence, Stalking, and Sexual Assault. The CCR Project Coordinator’s office is located at Grand Traverse Band Tribal Court. The new CCR Project Coordinator is Yvette R. Weese. What Assistance can you get from CCR? The CCR Project Director provides client services such as attending court hearings with clients, limited financial assistance as the need arises, assistance with Petitioning for Personal Protection Orders, and helping clients with other needs.

Aanii GTB Tribal Community, The GTB Public Safety Department received new grants to start the new fiscal year.

LAW ENFORCEMENT

New Grant – Adam Walsh Act Implementation Grant The Public Safety Department applied for a twoyear FY2016 AWA Implementation Grant to enhance SORNA services and was awarded a 2-year new Adam Walsh Grant effective 10/01/16 to 9/30/2018.

The goal of GTB is to implement the requirements of the Adam Walsh Child Protection and Safety Act of 2006, specifically, Subtitle A of Title I, the Sex Offender Registration and Notification Act (SORNA) and developing a GTB Community Sex Offender Management Plan for sex offender management on the GTB reservation and trust lands. Objectives include review the Grand Traverse Band’s SORNA Code and revisions. Improve information-sharing infrastructure and collaborative relationships within the Grand Traverse Band, local law enforcement agencies and Federally Recognized Tribes and develop SORNA Strategic Plan for sustainability and provide training and technical assistance for staff overseeing offenders and to community members and maintain technology requirements to keep current with the surrounding jurisdictions. New Grant BIA Indian Highway Safety Child Passenger Safety Seat Program The Tribal Police Department received a new BIA Indian Highway Safety Child Passenger Safety Seat Program effective 10/01/16 to 9/30/17. The project goal will provide funds to reduce or eliminate the number of incidents involving substance abuse and drugs in the operation of a motor vehicle, as well as significantly reduce or eliminate the lack of proper child safety seat usage on the GTB reservation.

Objective 1: Establish a Traffic Enforcement Unit (TEU) to patrol in the six county service areas and to increase awareness of alcohol/drug use effects and usage of child safety seats. Objective 2: Target

OWI/D, illegal use of drugs and drug possession, and basic traffic enforcement by the TEU to reduce illegal activity on tribal lands with training for youth and adults. Objective 3: Evaluate outcome of traffic and drug enforcement activities to strengthen the law enforcement department’s ability to promote and sustain an enforcement system that protects tribal community members.

The purpose is to provide funding to GTB to be used to enhance the Tribe’s Child Passenger Safety (CPS) project aimed at reducing juvenile death and injuries on the reservation. The police department will conduct a minimum of 8 CPS fitting stations, distribute 22 car seats, to include infant, convertible and booster seats, and provide a minimum of 22 CPS trainings to Tribal community members (hands-on proper installation and use of seats). The GTB Tribal Police Dept will coordinate and collaborate with programs to implement car seat fitting stations, education and awareness programs for school occupant restraint awareness, education, and use. The stakeholders will include other law enforcement agencies, social services, GTB staff, and other related programs. The program director is the Captain of Police, David Crockett and he can be reached at (231) 534-7182.

New Grant FY16 OVW Grants to Tribal Governments to Exercise Special Domestic Violence Criminal Jurisdiction.

The new grant is effective 10/01/16 to 9/30/19. The Grand Traverse Band of Ottawa and Chippewa Indians (GTB) will research requirements of SDVCJ as part of the Tribe’s overall goal to implement and enhance the Tribe’s justice system responses to exercise jurisdiction and sentencing over non-natives and members of federally recognized tribes. The Grand Traverse Band of Ottawa and Chippewa Indians (GTB) will research the viability, sustainability and requirements of the Violence Against Women Act (VAWA) and the Tribal Law and Order Act (TLOA) as part of the Tribe’s overall goal to implement and enhance the Tribe’s justice system responses to prevent crime, address violent crimes, and enhance jurisdiction and sentencing over non-natives and members of federally recognized tribes.

The Tribal justice system includes the following Tribal Department and offices that will be on the VAWA/ TLOA Team: Tribal Court, Tribal Law Enforcement, Tribal Prosecutor’s Office, Victim’s Advocate, Community Coordinated Response (CCR) Case Manager, Tribal Council and Legal Department and the VAWA/TLOA Project Coordinator. Objective 1: Ensure compliance with and prioritization of victim rights and hold perpetrators accountable in the area of domestic violence, dating violence, and sexual

assault and stalking. Objective 2: The VAWA/TLOA Team will identify implementation requirements, considerations and the provisions of TLOA/VAWA within three (3) years. Objective 3: Evaluate impact of implementation of enhanced sentencing and improvements made to community members and beneficiaries.

In addition to the new grants the Public Safety Department reminds everyone to attend the monthly Community Policing/Neighborhood Watch (CPNW) Meetings These are held monthly in order to discuss problems and solutions in the community and share safety tips.

CTAS Tribal Victim Assistance Grant The TVA Director Jackie Barnowski (231) 534-7525 is in the process of completing the TVA Community Needs Assessment (C.N.A.). The C.N.A. victim service survey will gather data on effectiveness of TVA program services and determine if area agencies are aware of the GTB TVA victim service program.

The TVA Director met with victim service agencies, victims of crime, Tribal and State Courts and police departments to complete the survey to assess the TVA program and determine if services are effective or can be improved. The C.N.A. survey is scheduled to be completed during the first quarter of FY2017.

GRAND TRAVERSE BAND FIRE AND RESCUE DEPARTMENT Fire Prevention TIPS for November 2016

Hi everyone, as we wrap up fire prevention week we just want to remind everyone of the importance of fire safety and how it can directly affect you and your family’s lives. One of the most important tools in fire safety is having a smoke detector. Having one increases your odds of survival by 50% or better. Some things to remember about smoke detectors is that one with dead batteries is not going to help. You should change your batteries at least once every six months. You want to make sure your putting the smoke detectors in areas where they are going to sense the fire the earliest.

Some good examples of this are near furnaces, kitchens, and bedrooms.

Some other things to consider when thinking about fire safety are: Having a plan to evacuate the building Having working fire extinguishers where they are easily accessible Keeping your bedroom door shut while you sleep Keeping matches and other flammable products where kids can’t access them In case of a fire stay as low as you can and exit the build as quickly as possible and don’t go back in after pets or personal belongings

On Tuesday, November 15th, from 10 a.m. to 3 p.m. (with a noon to 1 p.m. lunch break), the Human Services Department will be holding a Weatherization Clinic. We will have supplies available for INCOME ELIGIBLE HOUSEHOLDS within the 6-county service area of Antrim, Benzie, Charlevoix, Grand Traverse, Leelanau and Manistee.

YOUR HOUSEHOLD MUST BE PRE-QUALIFIED FOR ISSUANCE OF ANY WEATHERIZATION SUPPLIES.

In order to be pre-qualified, you must submit an application, along with REQUIRED DOCUMENTATION, which includes: all adults (18+) driver’s license and 4 weeks proof of income, all household social security cards, and applicable tribal ID’s. Once all documentation is received, Human Services staff can process your application, and, if you are income qualified, you will be eligible to pick up supplies.

In the event that you are not qualified prior to this event, you may come in on any Friday between the hours of 9a.m. to 11:30 a.m. or 1:30 p.m. to 4:30 p.m.

BENODJENH CENTER’ S GREAT PUMPKIN PATCH

On Wednesday October 12th, The Benodjehn Center transported a group of children to Pauls Pumpkin Patch near Buckley Mi. These kids were split up into two groups,and both had a blast petting form animals. Friendly animals such as, pigs, goats, chickens and rabbits. They were also able to feed the animals which brought smiles to all their faces.

The most exciting activity, that these kids could not wait for, was the tractor train ride they took through the pumpkin patch. The train was

comprised of several linked trailer hitches with a drum barrel attached to it. This was then pulled by the old farming tractor and driven slowly through the pumpkin patch.

After the train ride doughnuts and cider were given to the children for a small snack, just before they hit the hay maze. They then wondered around bumping into each other within the maze. These kids were then allowed to then enter the patch and pick a pumpkin, filling a cart with some pretty nice selections.

For the donation to Standing Rock, some of the

youth in GTB’s after-school program made a sign to show support for the Standing Rock Sioux tribes ongoing protest against D.A.P.L. The sign was sent out to Ft. Yates and hung by the delegation next to the GTB flag along the road leading up to the protest camps.

The fence that these flags are hung on are lined with flags and signs from hundreds of sovereign nations that have shown support for Standing Rock. It is important for the community youth to remain aware of national events. Especially those concerning fellow Native American tribes.

The top photo depicts the youth involved with making he sign, which reads “GTB Youth #No DAPL”.

The second photo shows the Sign hanging to the left next to the GTB flag. It is fantastic that Youth Services are keeping the youth informed and that they are remaining aware. More so they are also getting involved with such an important and historic stand against tyranny.

Aanii, School has been underway for a little more than a month and our students and staff have started to settle back in after a gorgeous summer. Our Head Start Classrooms had their first field trip to Pahl’s Pumpkin Patch located in Buckley in October.

GTB GOV. STAFF MEETING

35 YEARS Ms. Phyllis Wanageshik The 2016 Government Staff Training Meeting was held October 7, 2016 at the Turtle Creek Ballroom.

Tribal Manager Mary Pelcher emceed the event which had a buffet breakfast. There were several short trainings consisting of; Police Officers Todd Bonter & Stephanie Homan’s Active Shooter Training, Benefits Case Management Training by Benefits Manager Kathy Andrews,Tribal Member Customer Service Training by Jim Topash, Human Resource’s Department Manager Raffles were held through out the event awarding prizes to those who attended. An employee appreciation ceremony was held acknowledging

the 1 year employees. Awards were given out to 5, 10, 15, 20, 25 and 35 year employees. These milestones were gratuitously accepted.

The 35 year employee was Ms. Phyllis Wanageshik from the Human Resources Department. A lengthy slide show was presented to the audience on her behalf depicting those special captured moments that have been archived. She was given a blanket , crown and a check for her 35 years of service to the Grand Traverse Band.

Congratulations Phyllis and to all of the GTB staff who were recognized!

The Medicine Lodge staff received an award from The Kirkhof College of Nursing for their support in establishing clinical education for nurse practitioner students at the Medicine Lodge. Ruth Bussey and Kathy Bowers RN, MSN, CDE accepted the award on behalf of the clinic staff from Mary Robinson MSN Nursing Program Coordinator Kirkhof College of Nursing -Northern Michigan.

Below is a copy of the letter that was read to the council for the presentation.

Mr. Bird and Honorable Council, I am so grateful for the collaboration established with your Health Services and the Kirkhof College of Nursing. This is an extraordinary opportunity for clinical education that expands the breadth of cultural experiences for our nursing students and allows them to learn from outstanding role models.

I regret that I am unable to join Mary Robinson as she shares our appreciation with you. The Kirkhof College of Nursing is hosting our site visitors this week as part of our 10-year national re-accreditation process, and as the Dean, I must be at the college. While I am not present physically, I am in spirit, and I hope the depth of my appreciation is felt.

I look forward to all that we will be sharing together, and meeting each of you in the near future.
