Consent Decree. On December 2nd Judge Maloney of the U.S. District Court for the Western District of Michigan (Northern Division) entered an order in Case No. 2:73-cv-00026-PLM approving GTB’s proposed tribal fishing zone, and ordered the parties to the proposed Consent Decree to incorporate GTB’s tribal fishing zone. This is quite a victory for GTB and our tribal sovereignty! The Order, after its analysis of GTB’s four outstanding issues, states that “the Court finds that GTB’s proposal promotes the Tribal right to fish, the protection of GTB fishermen from discrimination, the recognition that the resource is shared, access to the fishery, and granting more opportunities for GTB commercial fishers in light of the unpredictable fishery…[I]n accordance with the 1983 Treaty and the law of this case, the Court will adopt the entirety of GTB’s reasonable, least restrictive proposal.”
On December 9th GTB, along with three other Chippewa Ottawa Resource Authority tribes (Bay Mills Indian Community; Little Traverse Bay Band of Odawa Indians; and Little River Band of Ottawa Indians), has signed on to a proposed order replacing the 2000 Consent Decree that covers the regulation of state and tribal fisheries in the 1836 Treaty of Washington waters. The Consent Decree order will extend the current regulatory system, and will cover the next 24 years. Tribal/State Summit. Leaders from Michigan’s twelve federally recognized tribes attended the Tribal/State Summit with Michigan’s Governor Whitmer on Tuesday, December 6th, in Sault Ste. Marie, Michigan. Tribal leaders also had an opportunity to meet one-on-one with the Governor to discuss tribal priorities, and my meeting with Governor Whitmer went well.
Michigan Court of Appeals Appointment. On December 6th the Governor also announced that she has appointed Judge Allie Greenleaf Maldonado,
a citizen of the Little Traverse Bay Bands of Odawa Indians, to the Michigan Court of Appeals. Congratulations is extended to Judge Maldonado, the first tribal citizen ever appointed to the Michigan Court of Appeals. COVID. There is a current triple threat that has emerged regarding viral infections of the flu, COVID and RSV (respiratory syncytial virus); there are vaccines for flu and COVID. Please follow and practice established safety guidelines, and please refer to the Health Care updates in this issue for further information.
To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines if inside a GTB government building, an EDC facility, and/or any tribally owned facility – as determined by those entities. This is for the protection and safety of our employees and the entire community.

The Peter Olson Scholarship is available to any Native American living in the Diocese of Gaylord - Peshawbestown, Petoskey, and Manistee - who is in college or graduate school. Applications are available by contacting Sister Susan Gardner, Director of the Native American Apostolate and Director Parish Life of St. Kateri Parish.
The applications will be presented to the board in January. They decide the amount of money each applicant will receive. Checks take about two weeks to process. Applications need to be returned to Sister Susan by January 16, 2023

Glen McSawby- Glen is a friendly GTB member in the Charlevoix area. He is the oldest of five who celebrated his birthday recently. He was feeling the love of family and friends as they enjoyed a cook-out and bonfire in his honor. He reminisces about how many brothers and nephews also have October birthdays. Once while celebrating in Big Rapids, they divided themselves up into groups by birthday months. October had the way more people than any other month, other groups were small compared to his October group. We are happy to have Glenn as part of our community.
Ralph “Doc” Millerwas born at his home in Peshawbestown in 1935. Back at that time most children were not born at the hospital but were born at home. He was the son of Lucy and Charley Miller. He remembers spending a lot of time playing in the woods, fishing and swimming in the clear waters of Peshawbestown with family and friends. He graduated from Suttons Bay High School and soon after joined the Army where he served his country for 6 years. During those years he was stationed in Germany, France, England and Africa so he was able to see a lot of the world while in the service. After the service
Doc became involved in the trucking industry and that is where he retired from. Like in the service he was able to see all parts of the US while being employed.
Doc enjoys playing the guitar, he says Joe Schocko taught him how to play, watching sports and keeping busy with his dog while they ride on his golf cart. If you need to hear a good story Doc is the person to see.

✔Available to Tribal Members purchasing a home within 6-county area
✔ Pathways Home Classes
✔ Limited to a One Time Use (lifetime)
✔ Cannot access the Emergency Home Repair for 5 years
✔ Income Qualified applicants receive up to $10,000
✔Over-income applicants receive up to $5,000
✔Single wide trailers may receive up to 10% of the purchase price (Trailer must be 10 years old or newer)
4. Qualify as a low-income family, defined as a family whose income does not exceed 80% of the median income, as published annually by Office of Housing and Urban Development (HUD);
5. Live in a space that requires rental payment. For example; apartment, mobile home park, town house, etc. Rental assistance will not be offered for assistance with mortgage payments, lot rent (of participant owned/mortgaged home) or when renting an individual room;
6. Not be delinquent on their rent at the time assistance is offered;
B. The applicant is eligible to receive up to $250.00 per month for rental assistance.
C. Rental assistance may be provided for a maximum of six months in a two-year period.
D. Applicants who receive benefits and become ineligible due to receiving the maximum six months of benefits are eligible to re-apply two (2) years after date of initial application.
E. An applicant may not receive rental assistance while receiving the benefit of any other form of housing subsidy for the same dwelling unit. (with the exception of the ARP supplemental assistance)
F. Applicants that owe monies to the Grand Traverse Band Housing Department are not eligible for Rental Subsidy Assistance until the balance is paid in full.

Winter started on December 21, 2022 and will continue for the rest of the season. Be prepared by following some winter weather tips from MI.READY.GOV website for you and your family as your traveling over the holiday season and into the cold months of January and February. The air becomes very cold outside and extreme winter storm conditions can last several hours to days with potential for power outages lasting days or weeks. Resulting in injuries such as hypothermia or frostbite and potential loss of life.
Hypothermia is an unusually low body temperature. Signs can be shivering, exhaustion, confusion, fumbling hands, memory loss, slurred speech, or drowsiness. If you see signs of hypothermia in someone, get them to a warm room. Warm the center of the body first, such as the head, neck, and chest. Keep them dry and wrapped up in warm blankets, including the head and neck.
Frostbite causes a loss of feeling and color in the face, fingers, or toes. Frostbite can make skin numb and change color to white or grayish-yellow. Skin can also become firm or waxy. If you see signs of frostbite, go to a warm room. Soak in warm water. Do not massage or use a heating pad.
• Create a family communications plan for your home and when traveling.
• Keep rock salt, sand or kitty litter on sidewalks and walkways to reduce icy conditions for slips and falls.
• Keep extra blankets in the vehicle and dress warmly when outside.
• Remember your family pets as they need warmth too, so bring them inside.
• Be aware of the signs of hypothermia and frostbite.
• Wear warm layered clothing when outside shoveling or playing and cover all exposed skin to stay warm
• Wear mittens as they keep your fingers warmer than gloves
• Cover your head with a hat to trap heat and stay warm to protect from hypothermia and frostbit.
• If you can’t feel your fingers, toes, ears, or nose, or they appear white or grayish-yellow, tell a medical professional immediately. Frostbite is dangerous and you may need to see a doctor.
• If you can’t stop shivering, have trouble remembering things, feel tired or talk funny. You may have hypothermia, which can be very dangerous.
• If your family uses a generator, make sure to use it outside. Keep it away from the house to avoid carbon monoxide poisoning.
• If your home loses power, you and your family can go to a designated public shelter or warming center.
• Check your carbon monoxide and fire alarms at your home to ensure they are working properly.
• Practice evacuation plans and other emergency procedures with children on a regular basis.
• Teach kids when and how to call important phone numbers like 911.
• Keep extra batteries for flashlights, radios and other sources ready and accessible.
• Know your weather alert notifications to remain prepared during winter.
• Take a class in CPR and first aid.
• Keep and update emergency supplies and cash.
• Have back-up power sources available to charge devices in case of a power outage.

This is not a “Just Say No” conversation. This is “Just Say Know.” Most kids aren’t seeking fentanyl, they get it by accident. Just knowing that it is hidden in fake pills and other drugs empowers them and helps them stay safe & it opens the door to conversations about healthier ways to deal with stress.
• Fentanyl is a powerful, synthetic opioid. It’s killing young people — and many of them don’t even know it exists.
• Fentanyl is also up to 50 times stronger than heroin and 100 times stronger than morphine.
Fentanyl is very common — and deadly. It’s used to make fake prescription pills that look like Adderall, OxyContin, Percocet, Xanax, and other drugs, but are much more dangerous. Powdered drugs are also often laced with fentanyl. Fentanyl is usually hidden in other drugs, so people may not know they’re taking it. This raises their risk of an overdose.
Let your kids know that because fentanyl is so dangerous, the safest thing they can do is not use drugs. Even if your kids aren’t likely to use drugs, they could use this information to help a friend.
The most common signs that someone is overdosing are:
• Tiny pupils
• Limp body
• Unable to talk
• Pale, gray, or bluish skin, lips, or nails
• Cold or clammy skin
• Breathing is very slow or has stopped
• Extremely sleepy or passing out
• Snoring, choking, or gurgling sounds
If someone shows signs of an overdose, it’s important to take action right away.
• Call 911, and tell them someone is unresponsive.
• If you have naloxone, use it.
• Try to keep the person awake and breathing.
• If the person isn’t breathing, do rescue breathing or CPR if you know it.
• Lay the person on their side to prevent choking.
• Stay with them. When paramedics arrive, tell them what you know.
Help your child or family members find naloxone and learn how to use it, so they can carry it with them.

Let’s kick off the new year with “National Staying Healthy Month” with special healthfocus on holistic health. When we embrace a healthier lifestyle, others are inspired to stay healthy.
Avoid processed and fast food. Reduce sugary food; add fruits and veggies to every meal and for snacking. Choose more whole foods by shopping the perimeter of the store. That way, we avoid the middle aisles, where most of the processed foods reside.
Eating whole healthy foods requires a full dentition of strong and healthy teeth.
Includes care for our teeth. Brush twice a day for two minutes, floss once and use a mouthwash if advised. Cleanliness leads to better health and faster healing.
Because soda and energy drinks contain 8-19 teaspoons of white sugar per serving. The bacteria which cause cavities and gum disease love white sugar. These drinks are also damaging to our bodies. Why? The extra empty calories increase obesity. the kidneys have to work harder to filter the artificial ingredients from our bodies. Any huge dump of white sugar causes big spikes in blood sugar, which is very harmful to diabetics.
Carbonation in soda can result in high levels of carbonic acid in the blood; calcium neutralizes this acid in the blood. This calcium can come from our bones. According to research, you can reduce the chances of heart attack by 40% if you drink at least five glasses of water a day.
Is good medicine, and it increases blood flow by 20%, which is good for the human heart. A beautiful smile is the result of excellent dental health and helps the people around us.
Why is excellent dental health so important? The mouth is the gateway to our bodies, and all our body’s systems are intrinsically interconnected.
Oral infections have been shown to have drastic and life-altering effects on diseases in our bodies, including hypertension, cardiovascular disease, adverse pregnancies complications, diabetes, Alzheimer's disease, arthritis, pulmonary disease, kidney disease and more.
Harmful bacterial endotoxins from gum disease are known to enter the bloodstream and circulate throughout the body, causing chronic, low-grade inflammation that alters the body’s immune response and damages healthy tissues, particularly the cardiovascular system.
Plaque build-up in the arteries is increased by these effects from gum disease. The body’s immune response is elevated; in those patients with untreated gum disease twice the level of LDL cholesterol is found; increased permeability and harm to the arterial lining are associated with increased
levels of these inflammatory chemicals (cytokines, C-reactive proteins, necrosis factor α, interleukin 1β, and interleukin 6).
Atherosclerotic cerebrovascular disease plays a major role in the cause of strokes and transient ischemic heart attacks.
Patients with periodontal disease are also more likely to have uncontrolled diabetes. As the diabetes spins out of control, the gum disease worsens, resulting in the loss of many teeth.
The Center for Disease Control states that severe dental disease increases the risk of breathing distress. Airway diseases such as pneumonia, chronic obstructive lung diseases, and exacerbations of chronic bronchitis. These most often involve the aspiration of bacteria from the mouth into the airway. These patients have terrible difficulty breathing.
There is good evidence that dental disease can negatively impact pregnancy. Pregnancy complications include low birth weight, pre-term birth, stillbirth, and increased the incidence of preeclampsia. (Preeclampsia is dangerous for the mother and the baby; it includes high blood pressure, fluid retention, decreased kidney function, and more.)

The CHR Program is funded by Purchased Referred Care, and similar to PRC being the “payer of last resort”, so too, the CHR’s are the “transport of last resort”. This is very important for our membership to understand. Only when all other options for transportation have been exhausted by member should that member contact the program. We strongly encourage our members to ask, The GTB Transportation Dept, relatives, friends, neighbors, etc. for transports or medication pick-ups. This would allow the CHR’s to focus more of their attention on home care and community activities.
CHR’s offer weekly home visit, medication refill request, scheduling appointments, coordinate referrals, assisted with filling out forms, meal preparation, emotional support. January is Cervical Health Awareness Month! Cervical cancer is the 4th most common cancer among women. Approximately 99% of cervical cancer cases are linked to the human papilloma virus (HPV), which is a common sexually transmitted infection.
A great way to help prevent HPV infection and cervical cancer is through vaccination. Here at the GTB Family Health Clinic, we offer both HPV vaccination and screening for cervical cancer. Chronic Wasting Disease (CWD) is a deadly disease in cervids (deer, elk, moose, etc ) that affects the brain and nervous system, caused by a contagious, misshapen protein (prion)
CWD is similar to mad cow disease, scrapie in sheep, and CreutzfeldtJakob disease in humans.
It spreads from direct contact between deer, body fluids, tissue, and antler velvet. CWD can stay in the environment for years
It is unclear if people can get CWD, but currently it is NOT recommended to eat venison from sick or CWD positive deer
