[F]ears of termination via the self-determination/selfgovernance process…were heightened when DOI, through then-Commissioner of Indian Affairs Ross Swimmer, came out with its proposal for the self-governance program in December 1987: Section 209 of the Self-Determination Act Amendments. Section 209 provided for the direct transfer of funds currently contracted by tribes, with a waiver of the trust responsibility of the United States for any programs assumed by the tribes…The less than straightforward approach adopted by the DOI when it proposed Section 209 was met with unanimous opposition by tribal leaders nationwide. (Amending the Self-Determination and Education Assistance Act to Provide For Further Self-Governance by Indian Tribes, and For Other Purposes, Senate Committee on Indian Affairs Report, Nov. 9, 1999, page 72)
Rosetta Toulouse She held Children’s Workshops, and in one workshop participants made a bracelet using pony beads. CHAIRMAN ARROYO UPDATE
Public Law 100-472 and the Self-Governance Demonstration Project On September 15, 1988 (a little over six months after GTB’s Tribal Constitution was approved by the BIA) Congress signed amendments to the Indian Self-Determination and Education Assistance Act of 1975/Public Law 93-638 ( ISDEAA). These amendments to the Act allowed for the Self-Governance Demonstration Project. In 1987 a challenge to this Project was proposed, with no consultation with tribes, which would have provided a waiver of the federal trust relationship for participating tribes – luckily this proposal was defeated, although it created fears that tribes would be terminated. According to a 1999 report by the Senate Committee on Indian Affairs:
George Martin George Martin demonstrated his famous Peyote stitching, and in his other workshop he talked about traditional teachings and his recent work at the DC.

Meetings are open to Tribal Members.
When we travel back in the early days, I will never forget how John packed a suitcase full of salad & vegetables to fight his diabetes and cut his weight down and kept it down by following a vigorous exercise program during those early years. He would power walk on break, evening hour and was always planning the next strategy. He would eat a huge bag of carrots for lunch and our attorney at the time was impressed by his self-discipline and asked him how he mustered up the strength to do all the power walking & John in his distinctively deep voice replied “Doctor’s orders.”

I hope that their passing reminds each of us to enjoy the moments with our Elders who are still with us. Many are called home sooner than others and that is not in our control, but we can enjoy the time with those still with us and capture the many memories. It is those memories that heal the loss as they have made a difference in our
John was one of our Tribal employees who always stayed involved with the Tribal programs and regularly attended the Council meetings, because he just wanted to stay informed on the programs and activities of the Tribe. Mr. Bussey was very proud of the Tribe’s journey to Self-Governance and Self-Reliance and loved hearing about our progress towards those goals. John was one our early pioneers in the Self-governance movement.
COVID
To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines if inside a GTB government building, an EDC facility, and/or any tribally owned facility – as determined by those entities. This is for the protection and safety of our employees and the entire community. Please follow and practice established safety guidelines, and please refer to the Health Care updates in this issue for further information.
In response to the DOI’s Section 209 proposal tribes across the nation provided their own proposal, and after related negotiations resulted in the tribes’ Self-Governance Demonstration Project.

Fall Begins Dagwaagin, or early fall, officially begins on Niizhtanashi-niizhgwon-gizi (the 22nd) of this month. Traditionally, this is the time for harvesting manoomin (wild rice), gathering of wild berries, such as chokecherries and early cranberries, hunting and fishing; preparation of foods for storage was vital for the long winter months ahead. The beautiful colors of fall are something to behold as Mother Earth – and time – moves ever forward.
Theylives.
From the Office of Tribal Vice Chairman Bob Kewaygoshum
In May we lost John Bussey, a Community Elder who dearly loved our Tribe, community and who we are as indigenous peoples. We all have many memories of our Elders as some are just closer to each of us. I have fond memories of Mr. Bussey as he was one of the original employees of our first Tribal government and loved working for the Tribe in the early years, including opening of the Bingo hall.
But John would be a regular speaker from the floor microphone, his deep and full-throated voice questioning the feds and holding them to account the law and procedures. As I was listening to the Self-Governance conference this week, it brought back many good memories and to be part of them.

Tribal Council Regular Sessions occur at 9:30 a.m. on the third Wednesday of every month.
Tribal Council Special Sessions occur at 9:30 a.m. on the last Wednesday of every month
On Niizhtana-shi-nsogwon-gizi (the 23rd) of this month is National and State American Indian Day. The fourth Friday in September was designated as Michigan Indian Day in 1974 by the state of Michigan Legislature’s Public Act 30. It is not a state holiday, but it is a designated holiday at GTB to celebrate our heritage as Native peoples.
I was watching the Self-governance conference 2022 and it brought back memories of Mr. Bussey’s savvy and strategic negotiation skills during the early days of IHS & BIA Self-Governance negotiations. He made sure our teams shared an enthusiasm for making the feds follow the law and do their job the right way.

On October 1, 1992 (four years after the passage of P.L. 100-472) GTB became the 17th Self-Governance Tribe in both the BIA and IHS federal agencies. GTB has been a self-governance Tribe since then, and negotiates with the federal government on an annual basis for contract support funding.

TRIBALMEETINGSCOUNCIL
Taking care of and supporting our Elders is a high priority for all Indian cultures and GTB is no different. We’re proud of what we have accomplished and John, like many of our other Elders, was an active participant in our community. We all miss our Elders when they pass on and I will miss Mr. Bussey who had a heart of gold and loved our community. We can say that about other pioneers who also recently passed such as Phyllis, Jean, Dodie, George and many others, who we all can remember were always at our community events, dinners, and part of the history of our Tribe and always lent a helping hand, and who served on staff over the years.
2605 N. West Bay Shore Drive
Both sessions will be held in Council Chambers.
The COVID-19 pandemic has certainly caused a lot of frustration within our communities and way of life, yet life brings us back to reality as we lose loved ones due to natural causes; that is, the Creator just says it is time.

Patrick Wabanimkee was born on Beaver Island, Michigan many moons ago in a log home. He has many memories of the life he has chosen to live. Joining the Air Force, he learned about electronics. While in the service he traveled to New York, San Francisco, Quam, Hawaii, and others giving him a love for traveling. He was glad he didn’t have to go to colder climates. Raising his 5 children with his wife Virginia, he worked at American Motors and Chrysler. They traveled all over our country checking out cities and towns for what they had to offer. A lot has changed from the days long ago when he would have to hitch hike to get to town. He has now settled in East Jordan with his wife.

No one had a birchbark canoe, once the popular means of transportation of indigenous people of the Great Lakes and that played a key role in opening up the Michigan wilderness. Yet, that connective spirit with nature was present in the over one hundred GTB members of all ages. The sky and water were both blue and the temperature was warm but not too hot. It was perfect for canoeing, kayaking, tubing and floating down the river. Everyone had a great time being outside and being

When Louise Wolfe’s first real boyfriend mocks and disrespects Native people in front of her, she breaks things off and dumps him over e mail. It’s her senior year, anyway, and she’d rather spend her time with her family and friends and working on the school newspaper. The editors pair her up with Joey Kairouz, the ambitious new photojournalist As tensions mount at school, so does a romance between Lou and Joey but as she’s learned, “dating while Native” can be difficult. In trying to protect her own heart, will Lou break Joey’s?
Set in rural Oklahoma during the late 1980s, Where the Dead Sit Talking is a stunning and lyrical Native American coming of age story.

HEARTS UNBROKEN 2018 YA

With his single mother in jail, Sequoyah is a troubled, quiet kid who ends up in the home of a well meaning but largely naive white couple. When he meets Rosemary also Native (Ponca), he can’t figure out whether he loves her or wants to be her, culminating in the kind of climax that leaves you breathless.

For context, canine parvovirus is a highly contagious virus of dogs, commonly seen in Michigan. The virus can af fect any dog, but a highly effective vaccine is available to pro tect dogs against the disease. The disease is NOT contagious to people or other animals and is not a reportable disease to the state veterinarian’s office.
For dog owners, especially those living in or traveling with pets to the northern Lower Peninsula, MDARD strongly recommends keeping up with routine vaccinations by ensur ing dogs/puppies are vaccinated against parvovirus, rabies, canine distemper, adenovirus, parainfluenza, and leptospiro sis. Having dogs/puppies fully vaccinated before interacting with other animals will help to keep them healthy and safe.
GTB NEWS 12 September 2022 Waabagaa Giizis (Leaves Changing Moon)
Recently, the Michigan Department of Agriculture and Rural Development (MDARD) received a report from a veterinarian in northern Michigan who saw a dog that was vomiting and had diarrhea, which are common symptoms of canine parvovirus. Despite having these symptoms, the ani mal tested negative for the virus at the veterinary clinic, but later tested positive once the animal passed away and further testing was done.
PUBLIC SAFETY
If dogs or puppies are exhibiting signs of illness, it is best to keep them at home and away from other dogs and contact your veterinarian.

In addition to reducing speed, another component to keeping as safe as possible while driving is wearing seatbelts. While nobody wishes to get into an accident, seatbelts dramatically decrease the chance for injury when an automobile crash happens. Nationally, most of Americans do use seatbelts, however approximately 10% of the population is reported to not wear a seatbelt (National Highway Traffic Safety Administration). According to the NHTSA, 15,000 lives are saved every year by wearing a seat belt.

In your travels, you may see signs the Grand Traverse Band Public Safety Department have posted on N. West Bay Shore Dr. near the Eyaawing Museum & Cultural Center and Eagletown Market. These are gentle reminders to do your part in keeping the community safe by slowing down and travel safely with seatbelts. We would like to thank everyone in advance for your cooperation and remember to “Slow Your Drive and Stay Alive.”

PUBLIC SAFETY
GTB Traffic Safety Awareness Canine Parvovirus Awareness
As summer is ending and we head into the fall season, The Grand Traverse Band (GTB) Public Safety Department would like to remind all drivers to stay safe by always remembering to utilize seatbelts and keeping at or below all posted speed limits. According to the State of Michigan Office of Highway Safety Planning (OHSP) in 2021, 24,555 crashes occurred involving speeding, which accounted for 8.7% of all crashes in the state of Michigan. Excessive speed was a factor in 237 fatalities in a motor vehicle and a factor in 924 suspected serious injuries

As you prepare your plan tailor your plans and supplies to your specific daily living needs and responsibilities. Discuss your needs and responsibilities and how people in the network can assist each other with communication, care of children, business, pets or specific needs like operating medical equipment. Create your own personal network for specific areas where you need assistance.
Emergency Plan Management
• Local maps
• Pet food and extra water for your pet
• Important family documents such as copies of insurance policies, identification and bank account records saved electronically or in a waterproof, portable container
Step 2: Consider specific needs in your household.
• Complete change of clothing appropriate for your climate and sturdy shoes
A basic emergency supply kit could include the following recommended items:
• Food (at least a several-day supply of non-perishable food)
• Fire extinguisher
• Matches in a waterproof container
• Feminine supplies and personal hygiene items
Consider adding the following items to your emergency supply kit based on your individual needs:
• Mess kits, paper cups, plates, paper towels and plastic utensils
• What is my shelter plan?
• Manual can opener (for food)
GTB NEWS 13 September 2022 Waabagaa Giizis (Leaves Changing Moon)
Step 1: Put a plan together by discussing the questions below with your family, friends or household to start your emergency plan.
Basic Disaster Supplies Kit
• Paper and pencil
• Non-prescription medications such as pain relievers, antidiarrhea medication, antacids or laxatives
• Sleeping bag or warm blanket for each person
• Flashlight
FIRE RESCUE
• Whistle (to signal for help)
Keep in mind some these factors when developing your plan:
• Dust mask (to help filter contaminated air)
• Books, games, puzzles or other activities for children
• Moist towelettes, garbage bags and plastic ties (for personal sanitation)
• Extra batteries
• Infant formula, bottles, diapers, wipes and diaper rash cream
To assemble your kit store items in airtight plastic bags and put your entire disaster supplies kit in one or two easy-tocarry containers such as plastic bins or a duffel bag.
• Cash or traveler’s checks
• How will I receive emergency alerts and warnings?
• What is my evacuation route?
• Do I need to update my emergency preparedness kit?
• Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert
• First aid kit
Download and fill out a family emergency plan or use it as a guide to create your own by scanning the QR code or follow the link: https://bit.ly/EMRG_PLAN
• Plastic sheeting and duct tape (to shelter in place)
• Cell phone with chargers and a backup battery
Make a plan today. Your family may not be together if a disaster strikes, so it is important to know which types of disasters could affect your area. Know how you’ll contact one another and reconnect if separated. Establish a family meeting place that’s familiar and easy to find.

• Water (one gallon per person per day for several days, for drinking and sanitation)
Step 4: Practice Your Plan with your Family/Household
• Wrench or pliers (to turn off utilities)
GTB FIRE DEPARTMENT
• Masks (for everyone ages 2 and above), soap, hand sanitizer, disinfecting wipes to disinfect surfaces
• Prescription medications. About half of all Americans take a prescription medicine every day. An emergency can make it difficult for them to refill their prescription or to find an open pharmacy. Organize and protect your prescriptions, over-thecounter drugs, and vitamins to prepare for an emergency.
• What is my family/household communication plan?
Step 3: Fill out a Family Emergency Plan
• Prescription eyeglasses and contact lens solution

farm in 2019. Prior to this work Delora “Dee” Wilson volunteered her time to build community gardens and help build agricultural resources here at GTB. While Dept staff was laid off in 2020, Dee worked after-hours from her day job to help keep the farm going while staff were not available. Dee was hired in July and hit the ground running taking on the task of managing the Peshawbestown Farm. Dee enjoys farm work, from operating the tractor, to harvest and distribution of produce to her community, Dee has developed her skills to help build a more sustainable, and food sovereign future for her community. Dee is always open to help others who want to become involved on the farm. As we approach the heavy fall harvest season, Dee will be busy preserving food, harvesting pumpkins, and getting produce out to vendors, Elders Programs, and the Food Pantry. A BIG Chi-Miigwetch to Dee for all your hard work and dedication to this new and growing program.

In 2021, the Agriculture & Food Sovereignty Department applied for the Michigan EGLE Recycling and Organic Waste Infrustructure grant, and in spring of 2022 was awarded nearly $500,000 from the State of Michigan to begin diverting fish waste produced in Leelanau County from landfill. This grant was developed to meet the goal established by Govenor Gretchen Whitmer to “reduce landfill waste by 30% by 2030”. This grant will see a facility constructed at the Peshawbestown Gitigaan to produce a highly desirable and expensive liquid fish fertilizer. Similar fish fertilizer products retail for $30/gallon. Taking waste from the Authur Duhamel Marina, and also being paid by Carlson’s Fish Market to pick up waste every week, the Agriculture Dept is currently processing over 10,000 pounds of fish waste every month at the Peshawbestown Gitigaan. This project blends traditional practice (using fish as fertilizer) and modern technology to help build healthy soils and grow healthy food for the community.

The Farm site located just North of the Charlevoix Satellite Office has seen a flurry of activity this season. A cover crop was planted last fall, and this spring crops of cucumber, potato, beets, pumpkin, squash, sunflower, beans, radishes, and corn were planted. This site has had great community engagement. A big Miigwetch to Linda, Sandy, and Virginia for helping make this site success. Virginia Fields applied for a small grant for this site, which will fund the placement of a shed at the farm. The next projects that will demand our attention is addressing the issues facing a historic timber frame barn on site and establishing water access. A temporary rain-water collection system has been set up at the farm, and many of the crops are doing very well for not being irrigated. This is an exciting new project that has great potential to be a very productive agricultural site that serves the community.

Adam was an extraordinarily gifted Artist who was always sketching something, using whatever materials he had available. His passion for drawing started at an early age, watching his Mother paint and Father create art in various forms including bead & quillwork. He loved creating family portraits of his children & proudly displayed those pieces as his body art. He enjoyed the simple things in life like gathering with family, sharing a good meal while cheering on the hometeams of Detroit Lions, Pistons, & University of Michigan. He will be lovingly remembered by his Mother, Patricia Mashka Burfield; his children Skye Chivis, Ashton Chivis, Alijah Chivis, Averon Chivis, Auriah Hunter, Maleiya Saboo, Mia Saboo; Sisters; Jennifer Gann (Mike Marquart), Becky Gann Rinehart, Tana (Gean) Alber; Brothers; Donald (Becky) Gann, Aaron (Summer) Chivis; many nieces, nephews, relatives and friends.
