The GTB Cultural Department put on another amazing PowWow this year. Dancers and vendors from all over the U.S and Canada were present for the celebration. The weather managed to hold out and a warm vivid day greeted the dancers upon Grand Entry. Great performances by the dancers, drum groups and event staff alike.

Greetings from the Grand Traverse Band, we are a proud nation, surrounded by beautiful lands and pristine shorelines.

We also must recognize who we are in the region. With over 1,000 employees and not including their families, we are a regional economic force. Clearly, we have many opportunities yet to be fulfilled as we move in a positive manner towards a bright future.

Currently the Tribal Council has taken an approach to make the GTB Economic Development Corporation (EDC), that manages all enterprises, our focus. We are actively and thoughtfully looking for a Chief Executive Officer and Chief Financial Officer for EDC. Although this is a time of transition it is a good place to be. We are addressing the issues and problems with management staff and making appropriate changes and solutions.

The EDC must have checks and balances in all spending and investments, the Revenue Allocation Ordinance (RAO)requires it: o § 1604. Use of Net Revenues; Tribal Economic Development (b) The Tribal Council shall have the authority to appropriate and expend net revenues allocated to Tribal economic development to supplement funding for ongoing Tribal economic enterprises... (c) …All enterprises and businesses are to be treated as “stand-alone entities” in the accounting and audit statements. (d) The GTB Economic Development Plan shall be… o (1) Criteria for business plans; o (2) A mission statement; o (3) The Tribal Council or its appointed agent shall review developments on a monthly basis; and o (4) Establish a minimum internal rate of return • Our plans are to establish a solid business plan with benchmarks and goals established for each of our businesses; • We will secure a protocol for business developments to ensure that we are maximizing Tribal funds but securing outside funds for purposes of vetting business plans and financing; • We will address and eliminate the losses within the 4-walls of the Casinos and the 8 Tribal businesses losing money;

• We are addressing class 2 gaming and other business development potentials: at all of our properties such as Charlevoix, Benzie, and Traverse City to create jobs and develop business on a broader scale throughout our GTB Service area, with the input of membership; • We recently approved EDC to secure a broker to lease out the restaurant spaces within the Casinos and other areas based on the highest bid to restauranteurs/franchises.

• Our plans are to increase the economy on our trust

• Minor Trust Funds, we are currently having an assessment completed by Tribal Court and the Legal department on the minor trust fund accounts that have been accessed for expenses incurred as a minor in the court systems. We will report the findings.

These are just a few of the goals that I envision for our Tribe and they are attainable and achievable with support!

I have recently been appointed to the Traverse City Chamber of Commerce. I have learned that we need to engage our local partners. The Downtown Development Authority of Traverse City has made over a $1 billion in sales over the last couple of years, Traverse City is one of the top growing small cities in the Nation. We have a stark opportunity to be apart of property throughout our six-county area, we need to this growth and prosperity. I believe we can do it! seek out options based on solid research and market studies;

The Tribal manager is working with the Tribal Council and management to review services to Tribal members, accountability of staff, coordination of services, standardization of doing business, customer service, and managing a budget that currently budgeted to be $3 million overspent; • Intimately develop Elder’s services that are based on needs with the Elder’s health, welfare, and safety; • Increase access to housing in Grand Traverse County that includes low-income, market rentals, trailer Home Park, and home ownership beyond the Herkner property, looking at the M-72 corridor and other Tribal trust properties;

• If you have not already signed up for direct deposit of your per capita checks, Friday, November 2nd is the deadline to sign up for a direct deposit of your December 2018 per capita and all future per capita checks. The form must be received in our office by November 2nd.

• This deadline (November 2nd) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

• Please Note: If you do not have a valid address on file with the membership office, your per capita direct deposit will be suspended until a valid address is received in the Membership Office.

• If you need to change the information for your direct deposit, please submit a new Direct Deposit Agreement form. To request one, you may contact Christina Loucks at (231)534-7131. This form is also available on www.gtbindians.org.

• Once completed, the Direct Deposit Agreement form must be mailed in or dropped off at the Government Accounting building.

FAXES WILL NOT BE ACCEPTED.

• If you wish to cancel your direct deposit, you need to submit this request in writing to the Per Capita Office or fill out the Direct Deposit Cancellation form. If not using the form, please write that you wish to cancel your per capita direct deposit, sign, date, and include tribal id number and/or social security number. Francis Carew your new Librarian and I am honored to serve our community.

Education has been my life and throughout the years I have studied music, martial arts, philosophy, history, and much more. I bring to you a vast array of knowledge that will aide in assisting our community. As your librarian I will be assisting patrons with Library resources, upgrading the Library collection, setting up events: computer and internet literacy skills, story time for children to enhance their literacy skills, girls/women’s self-defense, guitar class for all levels, and more. The GTB Heritage Library’s mission is to provide a quality atmosphere that supports the interests of the community with audio, visual, and printed material, technology, and programming in a way that generates an interest in exploring new subjects and an enjoyment in learning and reading. No matter what, we must be professional. When GTB membership calls or stops in at any GTB government office, they should be greeted with a great attitude and response of helpfulness, as we are here to serve membership. Too many times I have heard complaints from the membership on how they felt ignored or slighted at GTB, but we will work on this, as it may be as minor as an adjustment in the tone or expression that the members are faced with. We want to avoid turning them away disgruntled. Little details like structured daily operations manuals, standardization and protocol for conducting daily business will assist us all in our work conduct and responsibility.

Ahnee Tribal members, I am so honored to be back in the position of Tribal Manager of our Tribal government. I will always do my best to serve you, our Council, and our employees. I have enjoyed working with Chairman McClellan and I appreciate all that I have learned under his leadership.

For programming, elders’ services, housing, health, and welfare are some of the priority areas I will be presenting to Council that we need to focus on this budget year. We have about 398 Elders that are 55 years and older in the 6-county area. This is a manageable number and I would like to continue to work with the health, human services, and elders’ staff to create a one-stop shop for all elders. This could entail a central phone number that is all things ELDER, including but not limited to a CONCIERGE type of service.

Here is a note to introduce some proposed GTB governmental priorities.

I have been working with GTB government management staff to gather data/information and assess their 2019 budgets and plans for programming in the upcoming fiscal year. By doing this we will work to determine exactly how much it is costing to provide the services and how many members are benefitting from those services. Whether it is a direct service, like a food order, or an indirect service, like protecting treaty rights, these important services must be evaluated for efficiencies and improvements. This information will help the Council and I, better understand the demands and needs of our membership to create and redevelop programs and activities that are important to the Tribal membership. As we work through this it is important that we give ourselves timelines to accomplish our tasks or nothing would get done and I often manage by directive.

This directive management process entails meeting with a manager, discussing goals and objectives then assigning agreeable timelines for completion of the goals or objectives.

This way I can report to the Council and membership the status of any given program, project or plan within government.

I expect that within the next few weeks and months, that I along with the staff, will present plans to phase in changes within government. Currently we are spending funds outside of the 25% Revenue Allocation Ordinance for government operations, and we have been doing so since about 2014.

In years past it was always a requirement per the GTB Appropriations Act, that the Tribal Manager’s Office with the Office of Management and Budget present a balanced budget for Council approval, allowing additional expenditures above the RAO only for emergencies, and not for non-emergency day-to-day operation expenses that we are budgeting now. This requirement was not followed, and we now face a 2019 budget that exceeds the RAO 25% allocation by approximately $3 million. The priorities during these changes will be sustaining and improving services to eligible membership and maintaining Tribal member employment.

I believe we need to continue to evolve and strive to do better for our Tribal membership and with that, I have been focusing on 1) being financially responsible, 2) looking at the service levels we currently provide to the membership, and 3) how are we promoting excellent customer service.

Affordable housing in Grand Traverse County is a dire need. We have a need for workforce housing, requests for a trailer park, and affordable housing that can include home ownership. As the Herkner Road housing is being developed, the Council and I recently met with a developer that would like to work with us to expedite this housing project and other housing developments. We are excited to pursue this.

It has always been a long-term plan for GTB to become our own third-party administrator, with the capacity to work directly with insurance providers/networks and develop relationships with local hospitals and health providers to deliver the very best holistic healthcare to the eligible membership. Although we have our long-standing GTB Clinic, finding a central location for a walk-in clinic that would be ran as a business to serve membership, employees, and the public is another goal.

As a Tribe we have to remember that we have a captured market of membership and employees and that number for the service area is about 2,500, this equates to a great opportunity to develop and create billable services and programs in a self-contained manner. All very exciting!

ELDERS OPEN FORUM

Tuesday, August 14th 2018 10:00 am- 12:00 pm, Traverse City Three Mile Office Council Present: Chairman Thurlow “Sam” McClellan, Vice Chair the Department managers to ensure we have services going out Kimberly Vargo, Secretary Tina Frankenberger, Treasurer Jane to all GTB members and that the services are being administered Rohl, Councilor Brian Napont properly.

Discussion began at approximately 10:15 a.m. GTB Elder Ernie Gablow stated that Elder employees who live within the 6-County service area would like to have more time off to attend the Elders Open Forum and Elders Advisory meetings. He also discussed additional time off to attend conferences; some days two days or more are required to travel to conferences.

Chairman McClellan replied that as employees the Elders receive vacation and PTO time that they can take to attend meetings.

Councilor Napont stated that during budget discussions, the CFO has indicated that we provide ample time off to our employees.

Tribal Manager Sonya Zotigh stated that the current policy is that Elder employees get 4 hours to attend Elders activities with supervisor approval. Anything beyond that, they need to use their own time. She stated that conference attendance could be looked at on a case-by-case basis, if it is a local conference. She stated the importance of making sure all job duties and functions are addressed. Treasurer Rohl discussed the policy further, stating that Elder employees get the four hours, plus 96 hours PTO and whatever vacation time they have accrued.

Councilor Napont asked Sonya Zotigh to explain the increase in the Elders emergency assistance. Sonya stated that it was doubled in the last 60 days. Elders used to receive $300, $400, or $500 according to the different age categories. They now receive $600, $800, or $1,000. She stated that the increase in funds is coming from the Ramah settlement, and will be nonRAO. Funds will be rolled over into the next fiscal year. Sonya stated that any further questions regarding the Elders emergency assistance may be directed to Bonnie Inman.

GTB Elder Sandra Waukazoo spoke to mention a benefit spaghetti dinner for the family of Suzanne McSawby. The benefit dinner took place Thursday, August 16th at 6:00 p.m. at St. Kateri Tekakwitha Church in Peshawbestown.

GTB Elder Pat Casteneda stated that she recently had her brakes done. She took both receipts into the office and they only paid one. Sonya stated she is following up on this currently. Pat then stated that she had tried to put $400 toward her propane bill, but she only got $360. GTB Elder Bonnie Inman mentioned a similar incident where Consumers Power wouldn’t take her money ahead of time. Chairman McClellan stated that Tribal Council will check into this issue. Tribal Manager Sonya Zotigh mentioned that something needs to be done with 0 balance bills and propane, so that we can prepay. She stated that she has emailed CFO Rebecca Woods regarding this. GTB Elder Bonnie Inman stated that Housing sometimes has the ability to go in and cut propane prices for everyone. She has not seen this happen within the last 3-4 years. Sonya stated that we can look into this again.

Chairman McClellan discussed discounted gas prices for GTB members. He is trying to work out gas discounts in Benzie and other satellite areas. He stated that Tribal Council/ EDC Board is working on this currently.

GTB Elder Leonard Corey spoke next. He discussed bills from 2014 and 2015 he received from Blue Cross Blue Shield. He called someone at BCBS who told him he still owes on the bills.

Chairman McClellan stated that the BCBS issue is still being worked on. TMO Sonya Zotigh added that there are at least 2 litigations occurring. The settlement was briefly discussed.

Ernie spoke again to discuss the MIEA Eagle Staff. GTB is taking care of the Eagle Staff until October.

Councilor Napont asked when budgets would be available for Tribal members to comment. Sonya replied that we have been through all the public hearings. Any Tribal member who wants to see the budgets can ask to see them. The budgets will be approved August 29th. Sonya stated she is working with OMB and

GTB Elder Leonard Corey spoke to discuss the newsletter. He stated the newsletter needs to be better utilized. He stated there was no information in the newsletter regarding the most recent election. Leonard spoke to the fact that some GTB members are not tech savvy and the newsletter is a resource we should be using more. Treasurer Rohl suggested that notifications regarding elections and days off could be added to Nixle notification system.

Communications Intern James Sullivan spoke at this time to discuss the live stream install. We have removed the Smart Boards and will be installing live stream software in Council Chambers. Members will be able to watch live Tribal Council sessions and interact at satellite offices. The project will be completed in September.

At this time, Chairman McClellan stated that Leanne Alber has been selected as his executive assistant.

GTB Elder Ruby Ogemagegedo spoke next and stated that something needs to be done in regards to suicide prevention and awareness and drug abuse prevention and awareness.

Something needs to be done to stop GTB members from going down those paths. She stated that we must not be scared to talk about these issues. Chairman McClellan agreed that we need help in this area and stated that we need to do the best we can for our younger people.

Ernie Gablow spoke again to ask if there have been any answers to the question brought up at the last Elders Open Forum regarding housing. He stated that there are a lot of empty houses. Chairman McClellan stated that he hopes to have answers soon. He stated that the new Tribal Manager will be looking over all the complaints, ideas, and concerns.

Sandra Waukazoo spoke again to discuss the GTB marina. She stated that she went to the site where they are building and everything looks nice. Sandra asked if the Fair and Feast will still be held there. Treasurer Rohl replied that the Fair and Feast will be held September 22nd at the marina.

Chairman McClellan discussed the Herkner Rd. project. He stated that it is coming along slowly but it is being worked on. Grand Traverse County is the largest membership area and we do not have adequate housing. Chairman McClellan reiterated that housing issues are being worked on.

Ruby Ogemagegedo spoke again to ask what can be done to get the word out to all Elders, particularly older Elders. She stated what may be an important issue for some GTB members may not be as important for everyone. If Elders don’t know what is going on in our country or state, they need to know. Chairman McClellan stated that Tribal Council will see what they can do to answer all of our Elders’ questions.

Ernie spoke again to ask what was happening with the 2% for the Elders Advisory. Chairman McClellan and Treasurer Rohl replied that the funds will go to Star Township first. Star Township will then write a check to the Elders.

Ernie then stated that he was asked to design a flag with the Michigan Indian Elders Association emblem/logo that could be taken to each of the MIEA meetings. Ernie has a meeting with Jared Sonderegger in Communications to go over the design Jared has put together. Ernie stated that he will bring this to the next Elders Open Forum meeting. Elders will have the opportunity to see the flag and offer suggestions for improvement.

GTB POWWOW & LANGUAGE CAMP

The Cultural Department hosted the 2018 GTB

Family Language camp which was held August 16th and 17th at the PowWow grounds in Peshawbestown.

Language Camp was host to many types of workshops from classes about plants used by indigenous people to learning Ojibwa Children songs. Many guest speakers were available giving classes, some traveled from Canada to assist GTB members in reclaiming traditional arts and language.

The Family Language Camp was punctuated by the Annual GTB Powwow on the 18th and 19th. Many vendors participated this year. Even though weather appeared to by challenging each morning the event cleared up in the afternoon allowing for a beautiful day with vigorous sunshine to highlight the vibrant colors of the each handcrafted regalia. Many were in attendance each day. The cultural Department always puts forth plenty of work into preparing organizing and hosting the event. As always it was a fantastic time full of beautiful traditional celebration.

COMMUNITY GARDEN OUTREACH PROJECT

The Community Garden Outreach project team, headed by Tribal Council Secretary Tina Frankenberger , hosted several community outreach meetings in the month of August in Benzie, Peshawbestown, and Kewadin. The team expressed the importance of growing and harvesting nutritional fruits and vegetables. They also gave out small gardening kits to those in attendance.

Even with the hot and dry summer we had this year, the Community Garden Outreach Project members have planted successful gardens in each of the six counties.

Members from the group shared their experiences with gardening, some tips and the challenges they have collided with along the way. They also mentioned the classes available from the Michigan State University Master Gardener Program. These classes are what prompted these community members to pursue growing these amazing gardens. Gardening is a crucial skill to survival and can be shared with many generations.

LAW ENFORCEMENT

PUBLIC SAFETY UPDATES - Submitted by Jolanda Murphy

Grand Traverse Band Tornado Shelters Closing for Season Each tornado shelter will be locked from October 1st until April 1st for the winter months. GTB Fire Department locks the shelters each year.

There are three (3) storm shelters located on the reservation.

The first unit is located behind the Elder’s complex, the second unit is located near the cul-de-sac in front of the Elder’s complex on Ki-Dah-Keh and the third unit is located on Peshawbestown Road near the Natural Resources weather monitoring station.

We also have one unit located near the playground equipment at the Charlevoix Satellite Office, one unit located near the Pow-Wow grounds at the Benzie Satellite Office and one unit located near the playground area at the Antrim location.

The shelters were designed and installed for the safety and protection of the residents without basements in their homes for sheltering during a tornado event. Each shelter will hold approximately 24 people. That number may be reduced, depending on pets and items carried.

Definitions on what a WATCH or WARNING is: When a tornado watch is announced, it means that weather conditions are where severe storms could produce a tornado.

At this time you should have the previously prepared kit accessible, remain alert for approaching storms. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio, or television for information. All Tribal Commercial Buildings received a NOAA Weather Radio.

When a tornado warning is announced, it means that a tornado has been sited or has been indicated by weather radar. At this time you should take your emergency kit and immediately seek shelter.

Each household should have an emergency kit readily located within their home that they could take with them to the designated shelter area. The kit should be stocked with a flashlight (batteries left out), non-perishable food (for you and your pets), a radio (batteries left out), minor medical kit, and enough fresh drinking water for all family members and pets. ****

Caregiver Program WHO IS ELIGIBLE FOR FAMILY CARE GIVER SUPPORT SERVICES? • Informal, unpaid family Caregivers of older adults. An older adult is the age used on your Title VI Part A application that was determined by the tribe to be an elder. .

• Grandparents and relative caregivers, age 55 and older, who are the primary caregivers of a child not more than 18 years old because the biological or adaptive parents are unable or unwilling to serve as the primary caregiver of the child. They must be related to the child by blood, marriage, or adoption and live with the child.

The OAA requires that the Family Caregiver Support Program give priority to: • Caregivers who are older individuals with the greatest social need.

• Older individuals with the greatest economic need, particularly low income individuals.

• Older individuals providing care to individuals with severe disabilities, including children with severe disabilities.

ELDER’S EMERGENCY ASSISTANCE - Effective July 25, 2018 -

The Tribal Council approved an increase to the Elder’s Emergency Assistance Program. Based upon the following sections, eligible elders residing in the six-county area are eligible to apply for the funding or if you’ve already applied and received funding since 10/1/2017, you can now apply for the new increase to the service. Grand Traverse Band of Ottawa and Chippewa Indians Elders Program – Elders Emergency Services Aanii GTB Tribal Elders: Tribal Council has approved another fiscal year of funding for the “Elders Emergency Service Component” for FY 18. This program is for all elders living within the six-county service area and there are no income requirement.

The guidelines for this service is categorized on your age ranging from $300 to $500.

The Elders Emergency Service program is to assist elder’s that may have an emergency, but is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, reimbursement or another emergency.

This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • • • • • •

Application must be filled out completely, signed and dated by the applicant.

Supporting documentation must be submitted with application Assistance request must be for primary residence.

Utility vendors that give a lock in rate must be documented by the vendor Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency No income guidelines and is open to all elders living in the service area

2018 GTB HEALTH FAIR

The GTB Health Fair was held on Friday August 17th at the GTB Strongheart Center. Many vendors showed up this year and over 217 people attended the event which had an abundance of activities for participants. Many GTB Government departments and guest vendors had representative booths available to assist Tribal members with delivering information about program capabilities. Those who attended were given free tooth brushes, emergency medical kits, information on natural resource & agriculture projects, and sports physicals were also available.

The Michigan State Police, in conjunction with GTB Tribal

Police, held a childrens car seat check station to assist and even donated car seats to tribal members. This was well received by many as correct child seat installations can be difficult in a wide variety of vehicles. MI Blood was also on site and obtained 16 units of blood donations from those in attendance.

Tribal Councilor Mark Wilson emceed the event, highlighting each booths purpose and offerings, as well as announcing the prize drawings. The GTB Health fair is a conglomeration of many different assets who all come together with one common goal, to keep the GTB community healthy and happy.

FAMILY CANOE TRIP The annual GTB Summer

Family Canoe Trip was held on August 24th. The trip began at the Riverside Canoe Trip river launch in Honor and floated down the calm and soothing Platte River. Families were welcomed with a rental canoe, paddle,and life jackets.

Hole Tournament Event was held Saturday,August 25th at the Bear Course at the Grand Traverse Resort Clubhouse.

The day started out rainy and over cast. That did not stop the dedicated turnout for the tournament.

The attending Families then embarked on a several hour journey, coasted along by a steady current with a view of al the lush forested shoreline of the Platte River. This was a great last activity for the youth right before school begins and a great way to end the summer for the family, creating lasting memories along the way.

GTB Tribal Citizens, Government employees, Gaming and resort staff braved the light showers to compete in the annual event. The golf tournament had Mixed division and Senior Division events.

Specials consisted of closest to pin competitions and longest drive with cash prizes awarded to the winners.

The NMSAS Recovery Center is providing opportunities to learn about the science of recovery by offering the CCAR Recovery Coach Academy. Learn how to develop skills to help others sustain a life of recovery and build recovery capital in our communities. The 40 hour training session is free and opens the door for additional learning, networking and skill development. Opportunities await!

Training requirements are: six months of stable recovery, 18 years of age or older, undergo an interview process and be willing to help others. Sixteen hours of ethics are required for those willing to do face- to- face coaching. Certificates are awarded to those who complete the training.

Waterfront Walkway

The GTB Maintenance workers made a path down to the water.

It has been cleared just in time for the end of summer! The shrubs and poison ivy have been removed and replaced with a quaint little clearing complete with a bench where you can enjoy Eyaawing’s beautiful view of West Bay! Thank You Maintenance!!!

As summer comes to a close, the staff at Eyaawing look to revitalize their gallery. Being exposed to sunlight and the warm summer air can be hazardous to artifact preservation. In order to give current displays a chance to “rest” in a sunlight-free, temperature controlled environment. Curator Kirsten Bisson has drawn up a new gallery plan for the fall and winter months.

Several of the more permanent exhibits will be remaining in the gallery with potential upgrades. The Wigwam display will remain, but will gain several informational panels to accompany it. The 25 foot long birch bark canoe will remain as well, along with the 11 foot long dug-out canoe. However, the basket display, pageant dress, fishing display, and native bird collection will be going downstairs. Don’t worry however, as they will be replaced with more native Michigan wildlife and several other exhibits. Make sure to come see them before their locked away!

A FREE Community event designed to give HOPE to those individuals and families struggling with addiction, and for those who want to be part of the SOLUTION! Learn about the resources available and how you can help combat this growing epidemic.

The format will consist of testimonies from those directly affected by addiction and local guest speakers including Prosecuting Attorney Bob Cooney; Claire Scerbak, M.S. LLPC/Co-founder of St. Max’s Felllowship for Teens; and Tory Werth, NMSAS Recovery Support Counselor.

Also featuring Singer-Songwriter Miriam Pico Representatives from the following organizations will be in attendance to answer questions and provide information and resources:
