Aanii Boozhoo! And hello to Binaakwe-giizis (October), the tenth month of the year Niizhing mdaaswaak-shiniizhtana-shi-niizh nsabiboongad (2022). I hope everyone’s safely enjoying the fall weather!

Upcoming 2022 Annual Membership Meeting

The Tribal Council will be resuming the in-person annual Membership meeting this year. It’s scheduled for Saturday, October 29th at the Grand Traverse Resort and Spa. A block of rooms has been reserved at the Resort have been reserved for Tribal Members at a special rate – a Save-the-Date postcard will be sent to all Heads of Household soon with more details. We hope to see you there!

GTB became 17th Self-Governance Tribe. As I mentioned in last month’s article on October 1, 1992, GTB became the

17th Self-Governance Tribe in both the BIA and IHS federal agencies. GTB has been a self-governance Tribe since then, and negotiates with the federal government on an annual basis for contract support funding. I would also like to note that on October 25, 1994 self-governance was made permanent in the U.S. Department of the Interior through Public Law 103-413. Selfgovernance of tribes supports tribal self-determination of funds in the provision of governmental services to tribal members.

COVID. To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines if inside a GTB government building, an EDC facility, and/or any tribally owned facility – as determined by those entities. This is for the protection and safety of our employees and the entire community. Please follow and practice established safety guidelines, and please refer to the Health Care updates in this issue for further information.

PER CAPITA DIRECT DEPOSIT

If you have not already signed up for direct deposit of your per capita checks, Friday, November 4th is the deadline to sign up for a direct deposit of your December 2022 per capita and all future per capita checks. The form must be received in our office by November 4th.

This deadline (November 4th) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

If you need to change the information for your direct deposit, please submit a new Direct Deposit Agreement form. To request one, you may contact Christina Loucks at (231) 534-7131. Form is also available at: https://bit.ly/GTB_Forms

Cancel Direct Deposit

If you wish to cancel your direct deposit, you need to submit this request in writing to the Per Capita Office or fill out the Direct Deposit Cancellation form. If not using the form, please write that you wish to cancel your per capita direct deposit, sign, date, and include tribal id number and/or social security number. The deadline to cancel your current direct deposit is Wednesday, November 16th.

“Fifteen men on the dead man’s chest—Yo-hoho and a bottle of rum,” so the raucous song and tale goes in the play “Treasure Island!” Youth Services’ attended the play of Jim Hawkins, Long John Silver, Black Dog and Captain Jim… as they searched for buried treasure.

The spirited play was performed by the theater department at Interlochen…and was an exciting adaptation full of adventure and buccaneers…a wonderful evening!

RIVERSIDE CANOES

AUGUST 4, 2022

No one had a birchbark canoe, once the popular means of transportation of indigenous people of the Great Lakes and that played a key role in opening up the Michigan wilderness. Yet, that connective spirit with nature was present in the over one hundred GTB members of all ages. The sky and water were both blue and the temperature was warm but not too hot. It was perfect for canoeing, kayaking, tubing and floating down the river. Everyone had a great time being outside and being together!

Ryan Memberto, Youth Services, provided set up and cooking –hotdogs and hamburgers- and TaShena Sams and Jamie Kahush (always managing the details!) provided the extraordinary planning of the event!

Suttons Bay Indigenous Education Program meets the last Thursday of each month beginning in September and continuing though May. Here our parent committee creates a program to work towards building cultural identity within our families, creates cultural awareness for our district community, and encourages academic achievement by supporting students until graduation.

If you are a parent or guardian of a Native American student of Suttons Bay K-12 Public schools, please join us to open the school year 22/23! Our program serves any federally recognized tribal members, first and second generation descendants.

This novel takes place in a near future, where evolution has rolled backward and every fetus is undergoing a startling evolutionary shift. At the beginning of her pregnancy, before the government started rounding up pregnant women, Cedar began a journal directed towards her unborn child. In it, she relates visiting her Ojibwe family for the first time, before she was forced to hide in her house so no one would discover her pregnancy, as well as the joys and anxieties of being pregnant. As it becomes more and more unsafe to be a pregnant woman, she chronicles the U.S.’s harrowing spiral into dystopia. Erdrich narrates the audiobook, and I loved it. Erdrich is a member of the Turtle Mountain Band of Chippewa.

Eligibility for Rental Subsidy Assistance

A. To be eligible for rental assistance, applicants must meet all of the below conditions:

1. Be an enrolled Tribal member of the Grand Traverse Band;

2. Be eighteen (18) years of age or older;

3. Reside in one (1) of the following counties: Leelanau, Grand Traverse, Antrim, Charlevoix, Benzie, or Manistee;

4. Qualify as a low-income family, defined as a family whose income does not exceed 80% of the median income, as published annually by Office of Housing and Urban Development (HUD);

5. Live in a space that requires rental payment. For example; apartment, mobile home park, town house, etc. Rental assistance will not be offered for assistance with mortgage payments, lot rent (of participant owned/mortgaged home) or when renting an individual room;

6. Not be delinquent on their rent at the time assistance is offered;

B. The applicant is eligible to receive up to $250.00 per month for rental assistance.

C. Rental assistance may be provided for a maximum of six months in a two-year period.

D. Applicants who receive benefits and become ineligible due to receiving the maximum six months of benefits are eligible to re-apply two (2) years after date of initial application.

E. An applicant may not receive rental assistance while receiving the benefit of any other form of housing subsidy for the same dwelling unit. (with the exception of the ARP supplemental assistance)

F. Applicants that owe monies to the Grand Traverse Band Housing Department are not eligible for Rental Subsidy Assistance until the balance is paid in full.

Grand Traverse Band Tornado Shelters Closing for the 2022 Season

The GTB Tornado shelters will be locked October 1, 2021 for the winter season by the GTB Fire Department. Although the tornado shelters are locked in the winter season, every household should have an emergency plan on sheltering during storms or inclement weather conditions, which can occur at any time. The GTB Fire Department will inspect each of the GTB Tornado shelters prior to locking.

FALL SEASON PREPAREDNESS

Every household should have an emergency preparedness kit due to changing weather increases as we near fall and winter seasons.

Fall officially starts Thursday, September 22, 2022, at 9:04 p.m. EDT.

NOAA seasonal temperature outlook for September-OctoberNovember 2022 is predicting possibly a warmer and drier than normal fall for September and October with snow expected late November or December.

Whether it will be drier than normal or cold and rainy, to welcome the fall season, now is the time to be prepared to meet the changing weather conditions in our area of Michigan.

Welcome fall season with an emergency preparedness plan.

1. Make an emergency plan.

2. Create communication plan for your family.

3. Prepare emergency kit.

4. Keep informed on alerts and warnings, weather conditions and evacuations.

5. Practice your emergency plans.

6. Know how to shut off utilities, water, appliances, etc. and have list of contacts for recovery after disaster.

7. Check your insurance and other important documents to ensure your family, home and property will be prepared.

What you do know will help you recover sooner if you have an emergency plan on what to do and where to go to keep you and your family safe. Get started on your EMERGENCY KIT – flashlight, batteries left out, non-perishable food (for you and your pets), a radio, minor medical kit, fresh drinking water for all family members and pets and phone chargers.

What Does Renter’s Insurance Cover for Fire Damage

Fires can easily start for several reasons -- a cooking mishap, an electrical appliance gone awry, an errant candle. Even if a fire doesn’t start in your home, your home could still be affected by smoke damage. Renters insurance helps if your personal belongings are destroyed or damaged.

Basic renters insurance covers several perils, and fire is one of them.

Halloween Safety Tips

Halloween can be a fun and exciting time for kids. These safety tips for parents, children and homeowners will help keep everyone safe and happy this Halloween.

• Do not use masks. Masks make it hard for children to see what’s around them, including cars. Try a hypoallergenic (less likely to cause an allergic reaction), non-toxic make-up kit instead.

• Make or buy costumes in light-colored material.

• Place strips of reflective tape on the back and front of costumes, so that drivers can better see your child.

• Costumes should fit properly to prevent trips and falls. Avoid items such as oversized shoes, high heels, long dresses and long capes.

• Dress your child for the weather. Add layers if needed.

• Put your child’s name, address and phone number on their costume.

• Children under 10 should be accompanied by an adult for trick or treating. By the age of 10, some children are ready to go trick-or-treating with a group of friends.

• Keep in mind that gum and hard candy can pose a choking risk for young children.

• Remove make-up before bedtime to prevent possible skin and eye irritation.

If your child is going out without an adult:

• Make sure your child is in a group of at least 3 people.

• Give them a flashlight. A cell phone is also a good idea.

• Discuss in advance the route they should follow.

• Tell your children not to eat anything until they get home.

For children and youth:

• Carry a white bag or pillowcase for your candy, and add some reflective tape.

• Dress for the weather.

• Bring a cell phone.

• Always travel in groups. Be sure there are at least 3 of you.

• Let your parents know where you’re going to be at all times.

• Don’t visit houses that are not well lit. Never go inside a stranger’s house.

• Use the sidewalk whenever possible. If there’s no sidewalk, walk on the side of the road facing traffic.

• Don’t criss-cross back and forth across the street. Work your way up one side of the street, and then start on the other.

• Don’t eat any of your treats before you get home. Once home, ask your parents to look through your treats with you to make sure everything is okay.

Do You Have Questions About Monkeypox?

What is monkeypox?

Monkeypox is a disease that can occur in humans.

It is caused by infection with the monkeypox virus.1

In 2022, an outbreak of monkeypox was identified in several countries, including the United States.

What are the symptoms of monkeypox?

Monkeypox symptoms typically develop 6 days after coming in contact with the virus. In some cases, this ranges from 0 to 21 days. The illness typically lasts 2 to 4 weeks.

Most people with monkeypox will get a rash. This rash may look like pimples or blisters on the hands, chest, genitals, or other parts of the body. Some people develop flu like symptoms including fever, swollen lymph nodes, muscle aches, and exhaustion.

People who have a higher risk for severe illness include those2:

• with weakened immune systems

• under the age of 8

• with certain skin conditions such as eczema

• who are pregnant or breastfeeding.

It is rare for people with the monkeypox virus in this outbreak to die.

How does monkeypox spread? Monkeypox can spread to anyone. It spreads through person to person contact with someone who has monkeypox or an object that the person has touched including1:

• direct contact with the rash, scabs, or bodily fluids

• by breathing in particles (containing viruses) in the air that were spread when someone with monkeypox breathes, talks, sneezes, or coughs

• while kissing or during intimate sexual contact

• contact with clothing, bedding, toys, and other objects that were used by a person with monkeypox

• in pregnancy, when pregnant people can spread the virus to their baby through the placenta.

How can we prevent the spread of monkeypox in our communities?

Stay healthy by following these steps:

• Avoid skin to skin contact with people who have monkeypox or a rash that looks like monkeypox.

• Do not share eating utensils or cups with a person with monkeypox.

• Do not handle bedding, towels, or clothing that is not your own. If this is not possible, wear disposable medical gloves, use a well fitting mask, and wash your hands with soap and water when you are done.3

• Wash your hands often with soap and water.

• Contact your health care provider if you have any monkeypox symptoms or think you have monnkeypox.

October is National Dental Hygiene Month

Beauty. Confidence. Conversations. Enjoyable Meals. Excellent dental health makes every aspect of our lives better. The dental hygienist helps us achieve superior dental health.

Registered Dental Hygienists (RDH) teach us the “Daily 4.” This daily oral health regimen includes:

• Brushing teeth twice and flossing

• Vigorous rinsing with water after eating

• Chewing xylitol sugar-free gum after eating, when possible

• Rinsing with an anticavity rinse before bed

With tooth decay currently affecting 60-90% of schoolchildren, hygienists encourage parents to be outstanding oral care role models for their kids.

A Registered Dental Hygienist is a highly skilled professional who is integral to our oral health. Hygienists treat patients from age 6 months to over one hundred years old. The duties of an RDH include x-rays & diagnostic tests; preventative procedures include teeth cleaning, polishing, fluoride application and sealants; cleaning dental devices; mouth impressions; teeth whitening; treating gum disease; nutritional counseling, and patient

education. Often, the hygienist performs dental assisting duties for the dentist.

The education of an RDH requires 3-4 years of college. All states require RDH licenses.

An RDH can practice in clinics, Federally Qualified Health Centers, private dental offices, school-based programs, mobile vans, military, nursing home centers, teaching, and administrative positions. To be a successful RDH, continuing education and continuous improvement are required.

October 14 is World Cavity Free day. A healthy mouth is a very important contributor to overall health. If we follow the RDH’s advice, our bodies have a better chance to be strong, resilient, and healthy. We can achieve excellent dental health. Why not take control of your heathy mouth?

18TH NATURAL RESOURCES FAIR & FEAST

The Grand Traverse Band Natural Resources Department invited the community to the 18th Natural Resources Fair & Feast. The theme of the Fair revolves around the responsible use, management, and preservation of natural resources for future generations. September 17¬¬¬th was a day of laughter, fresh food, and fun activities to keep the parents and children entertained. FUN ACTIVITIES ALL DAY LONG: Trout Fishing Pond, Bow Shoot, Paintball Shoot, Door Prizes and Raffle, Kids games, and much more!

Staff brought out a wonderful platter featuring wild game, smoked whitefish, smoked trout, fruits & salads, frybread, and some delicious buffalo meat. Cast out your rod and reel in some rainbow trout as the fair housed hundreds of fish to catch and keep you busy for hours on end. As

The Natural Resources Department hosted this beautiful fair and feast that brought together the GTB community with laughs and stories to tell for a time at the Arthur Duhamel Marina. The fair was blessed to have our own farmer’s market, that brought fresh vegetables and produce that you can buy and take home to enjoy.

your waiting for a fish to bite listen intently as former council member Mark Wilson announces the lucky winners of the raffle all throughout the day. Everybody was able to test out their deadeye as archery and a slingshot was accommodated.

3 SISTER SOUP, GARDEN TOUR, & TRADITIONAL KNOWLEGE

The September workshops put on by agriculture and food sovereignty was a delicious way to spend a Sunday afternoon after the festivities of Saturdays Fair & Feast. Everyone participated in preparing the 3 sisters soup while Tera John taught everyone about the importance of the soup, as well as the crops that create the soup. A majority of the fresh Ingredients in the soup were harvested straight from the farm, which made the soup even more delicious.

While waiting for the soup to simmer, Will Derouin gave a tour of the garden and showed everyone what the farm has been busy doing this season, with incorporating fish waste from Carlson’s fish market, and from Cindy & Ed John. Once the tour was finished, everyone headed

back to the Strongheart to enjoy the 3 sisters soup and to make some cedar medicine from cedar oil Tera John had harvested prior to the workshop. Tera also informed everyone the process in which she carefully and lovingly nurtured the cedar oil she had made, by setting it in the sun and heat for 14 days while turning it everyday. Everyone incorporated coconut oil, cedar oil, as well as a cedar and lemon mix, creating a healing all-purpose skin balm, which is great for eczema and diabetic feet. While Tera shared teachings about the medicine, everyone enjoyed the delicious 3 sisters soup and creating their own medicine balms. This was a wonderful workshop and a big miigwech to Tera John and William Derouin!

FREE PUMPKINS!

The GTB Agriculture & Food Sovereignty Department will have free pumpkins for GTB members. A display of small and large pumpkins will be available at the Peshawbestown Gitigaan. Located just up the hill from the Strongheart Center. A selection of pumpkins will also be available at the Benzie, Traverse City, and Charlevoix Satellite Offices. The pumpkins will be available starting the week of October 10th at these locations. A sign in sheet helped the Agriculture & Food Sovereignty Department track the distribution of our produce items. We are happy the season has been bountiful, and we are able to offer this nice fall selection to the community.

Suttons Bay Elementary School Field Trip

On September 15th, 2022 a group of Suttons Bay 4th and 5th graders came to visit the Peshawbestown Gitigaan. The group included many tribal youths who got a tour of the farm, helped harvest potato, and picked some fresh organic apples! While

heathy soil is feeding it. All the kids got small pie pumpkins to take home. The teachers were very happy and all of them look forward to the next field trip to the Peshawbestown Gitigaan!

Water Innovation Lab: Great Lakes

Charlevoix Farm

The Charlevoix Farm has had its inaugural year and it has been very productive. Here you can see photos taken during spring and summer, to see just how much it has grown!

the kids stood around eating their apples, GTB Agriculture & Food Sovereignty Dept staff asked the kids “what do you think plants eat?” The kids thought about it for a moment, some said “air”, others said “sun”, very smart answers. Others said “dirt or soil!”, while yet another said “manure!” This was a great time for GTB staff to talk about the traditional soil building technique of putting fish and fish waste into the soil under plants. For hundreds or thousands of years, Native Americans used fish as a “food” for their crops. GTB staff then took the kids over to the fish waste compost pile, used a compost thermometer to show how the pile is reaching temperatures of 150+ degrees. While concluding the tour, the youth were asked “what did you learn?” Many of them said “they learned that plants need healthy soil”. A big part of maintaining

Grand Traverse Band of Ottawa and Chippewa Indians is being featured in a short-film series called Water Innovation Lab: Great Lakes. This short film series is conducted by non-profit, Waterlution. Water Innovation Lab: Great Lakes is developing water solutions across the largest freashwater ecosystem on the planet. A 5 minute video made about the GTB fish waste management project, which is a small effort that showcases the type of solutions needed in order to improve our water quality. Local, organic fertilizer production and organic waste capture.

The team met with Cindi John at the docks to film, loaded up fish and head to the farm, Jerry Lusky was asked for a prayer as we put the fish back in the ground.

The Water Innovation Lab, known as WIL, is a frontrunning, immersive leadership training designed to accelerate collaborative innovation, fasttrack global knowledge-sharing and devise new innovations

About WIL Great Lakes Waterlution, and our partners, are pleased to launch WIL-Great Lakes, a capacity building and innovation acceleration initiative involving young water leaders who work across the Great Lakes region from both Canada and the USA (Northern Turtle Island) who together develop new innovations and approaches across the Great Lakes’ region.

The program combines leadership and skills training with technical expertise from Northwestern Michigan College, coupled with community-led on-the-land knowledge sharing to stimulate and accelerate innovative solution-making, with partners in Sault St, Marie, Ontario.

Core Themes

Innovation teams will create entrepreneurial projects that tackle one of three core themes:

1. Water systems monitoring technologies

2. Fisheries and habitat monitoring technologies

3. High-Resolution Mapping including benthic and LIDAR mapping

4. Data management, applications, and dissemination
