GTB became 17th Self-Governance Tribe. As I mentioned in last month’s article, on October 1, 1992 GTB became the 17th Self-Governance Tribe in both the BIA and IHS federal agencies. GTB has been a self-governance Tribe since then, and negotiates with the federal government on an annual basis for contract support funding. I would also like to note that on October 25, 1994 self-governance was made permanent in the U.S. Department of the Interior through Public Law 103-413. Self-governance of tribes supports tribal selfdetermination of funds in the provision of governmental services to tribal members.

COVID Updates. We continue to meet on a weekly basis with government as we watch local, state, national and world news closely and take the necessary cautions as recommended. Please refer to the Health Care updates in this issue for further information.

To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines and wear a mask if inside a GTB government building, an EDC facility, and/or any tribally owned facility. This is for the protection and safety of our employees and the entire community. Please get your vaccinations, encourage others to receive their vaccinations, assist others that may need help in getting their vaccinations, and please follow and practice established safety guidelines.

Councilors’ Update

Ah-Boozhoo, Aanii This Month I turned 70. If you had asked me when I was 17, I’d have guessed there was not much point in even living to be that old. In fact, for most of my youth, I had doubts that I’d live to be that old, but no anticipated regrets about not making it that far, because who really wants to be old? Well, turns out it’s not that bad. Here are a few things I did in the last week, transitioning from my formerly youthful 60s to being a septuagenarian: I took a three-mile hike on my 70th birthday. I almost changed my mind because of high humidity, but I decided to tough it out, just to prove I’m still in the game. I finished my walk and decided no more exercise and played a round of golf. I decided to do one article next day for the GTB newsletter or maybe take a break from writing in our newsletter.

In the aftermath of celebrating our 41st Anniversary of Federal Recognition, what’s next for the next 40 years? We have a great history on celebrating our 41st Anniversary and honoring the many past and current leaders who contributed to the journey of reestablishing our formal government-to-government with the federal government back in 1980 (as discussed in)in my last article & in Mem-Ka-Weh book by George Weeks. We must say a special thank you to our past & present leaders who made it happen through their efforts to get to where are today. We all can look forward to when we can gather in person again.

To establish a foundation for the next 7 generations requires consistency of vision, organization, and commitment to the goals. A Tribe’s vision is a collection of hopes and dreams, and the challenge is to blend them into one that has many components to it. To say the obvious, as we become more successful the expectations and desires are always greater than the Tribe’s capacity to meet them. That fact is why we must exercise patience.

These desired programs, services and projects just don’t happen overnight. But if we remain disciplined and patiently focused on the many tracks that allow them to unfold, the vison(s) will become a reality. Like all communities, we have many values that drive our decisions on how to meet or improve these desires for our future programs and/or services. Some examples for our future leaders(in no particular value order) include: (1) better care for our Elders, (2) housing options, (3) family assistance, (4) education assistance, (5) child care services, (6) culture & traditional practices, (7) children and youth, (8) healthcare, (9)natural resource protection and restoration, (10) justice and public safety, (11) Governmental, Administrative and Maintenance, (12) restoration of homeland base Peshawbestown, and last, but not least (12) an Economic Development base that generates the unrestricted revenue to meet these goals and objectives of our community.

Yes, that vision is complex, and underlying that umbrella of goals are a lot of details, steps, and actions that will put those pieces of our vision puzzle together. That is why we must continue the next 40 years of our journey with purpose and focus. We will experience many successes, yet we will also encounter setbacks, obstacles, and challenges, including disappointments. But with patience and determination, we will not be discouraged.

The last 41 years are a testimony to our resilient character as a strong, independent Grand Traverse Band community. The Tribal Council believe that our organizational growth, maturity, and sophistication as a Tribal government will protect our rights and foundation within the political environment and society that surrounds us. Are we making a difference for our people and the community around us? The answer is yes! And we have much more to do to realize our dream.

Many of us today will pass on this duty to our rising younger generations, reminding them of what our past generations have done to get GTB to our current standing.

With that knowledge, they will take us to the next level of Self-Governance and Self-Reliance as a unique Tribal government. This 41 Anniversary is a great reminder that we will revisit at the 45th, 50th and beyond.

We are proud of how much we have accomplished over the past 40 years, due to the vision and persistence of our past Grand Traverse Band Leaders, and we have become an influencer in our community. Grand Traverse Band has and is making a difference! Meanwhile, we trust you all are continuing to stay safe and healthy in this crazy time we are experiencing due to the pandemic.

We are all doing everything we can to get the virus under control, waiting patiently for everyone to get the vaccinate so that we can get back to normal lifeways.

We all can look forward to when we can meet in person again. To end this message with the same point as we started, vision and determination will enable our community to continue to strengthen our Self-Governing and Self-Reliant foundation.

It just looks a little different in the 21st Century than in past centuries. Our vision journey never ends – our Tribal Council have faith that consistent with our past generations, our current and future generations will Many will ask, “What’s next?” The Tribal Council view all pull together in our future as Grand Traverse Band is for us to continue our journey towards a stronger and more stable foundation to advance our Self-Governing and Members for a better tomorrow.

Self-Reliance agenda. It is the vision of our ancestors and it continues to unfold each day. We continue to strengthen I wish you well, Pama our governing political and legal infrastructure to guide our economic development arm, as well as the policies that guide our growing programs and services. We truly believe that what we have accomplished over the past 41 years is due to our vision, persistence, determination, and patience.

October 2021 Heritage Library Events

Nimaamaa-aki (Mother Earth) in our hemisphere has fully transitioned to Dagwaagi (It is Fall).

Come celebrate the beautiful Dagwaagi Fall Color Season with the GTB Heritage Library. Our librarian Francis Carew will host a series of events this month to honor the season.

Music Lessons: Tuesdays, Wednesdays, and Thursdays, 3-5 PM Guitar, Bass, Piano, and Vocals lessons by appointment only-Sign up for a weekly 30-minute time slot. Bring your own instrument-The Heritage Library has a piano for piano lessons.

Storytime: October 13, 6-7 PM Rabbit and Bear Paws Sacred 7 Series: Bravery-Aakodewin and Honesty-Gwekwaadiziwin Snacks Provided!

Music Instrument Petting Zoo October 20, 5:30-7:30 PM Come experience an opportunity to see, hear, touch, and play various musical instruments. Event is for children and adults.

Halloween Arts and Crafts October 27, 5:30-7:30 PM Halloween themed arts and crafts class. Create jack-o-lanterns, bats, spiders, witches, or anything Halloween related-Skies the limit. All art materials provided. Dress up in a Halloween costume if you like. Halloween goody bag provided!

All events are free, open to the public, and follow GTB Covid-19 protocols. They promote the Anishinaabe oral tradition, literacy in children, and the creative and musical arts. Events hosted by the GTB Heritage Library, GTB Lifelong Learning, and the Institute of Museums and Library Services. GTB Tornado Shelters Closing for 2021 Season The GTB Tornado shelters will be locked October 1, 2021 for the winter season by the GTB Fire Department. Although the tornado shelters are locked in the winter season, every household should have an emergency plan on sheltering during storms, which can occur at any time.

Definitions on what a WATCH or WARNING is: When a tornado watch is announced, it means that weather conditions are where severe storms could produce a tornado.

You should have an emergency kit prepared and accessible and remain alert for approaching storms. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio, television for information or weather forecast apps on your cell phone.

When a tornado warning is announced, it means that a tornado has been sited or has been indicated by weather radar. Take your emergency kit and immediately seek shelter.

Each household should have an emergency kit readily located within their home that they could take with them to the designated shelter area. The kit should be stocked with a flashlight (batteries left out), non-perishable food (for you and your pets), a radio (batteries left out), minor medical kit, and enough fresh drinking water for all family members and pets.

WWW.READY.GOV has resources on how build an emergency kit along with a checklist of essential items to include in your “Emergency Go Kit”. September 2021 has been designated as Emergency Preparedness Month, but everyone can start an emergency kit at any time. Visit the ready.gov website or FEMA websites to start your Emergency Kits.

Additional Items to Consider Adding to an Emergency Supply Kit: (www.ready.gov) The Fire Department will inspect each of the GTB Tornado shelters prior to locking. The GTB has three (3) storm shelters located on the reservation. The first unit is located behind the Elder’s complex, the second unit is located near the cul-de-sac in front of the Elder’s complex on Ki-Dah-Keh and the third unit is located on Peshawbestown Road near the Natural Resources weather monitoring station.

We also have one unit located near the playground equipment at the Charlevoix Satellite Office, one unit located near the Pow-Wow grounds at the Benzie Satellite Office and one unit located near the playground area at the Antrim location.

The shelters were designed and installed for the safety and protection of the residents without basements in their homes for sheltering during a tornado event. Each shelter will hold approximately 24 people. That number may be reduced, depending on pets and items carried.

Build A Kit In the event of an emergency, having a “grab-and-go” bag or a personalized emergency preparedness kit is an important tool to have ready when it comes to being prepared. Being prepared means having your own food, water and other supplies to last for several days after an emergency.

If you ever find yourself in an emergency or disaster situation that requires immediate evacuation, there won’t be time to run around the house to collect items. Plan ahead by assembling your emergency preparedness kit well in advance and put it in a place that’s quickly and easily accessible, Make sure everyone in your household knows where it is too!

To assemble your kit, store items in airtight plastic bags and put your entire disaster supplies kit in one or two easy-to-carry containers such as plastic bins or a duffel bag.

Fire Rescue

GTB Fire Department Engine 711 and Rescue 751 are undergoing annual pump testing and DOT Certification.

An annual pump test is a procedure to document that your fire pump can perform at its rated capacity. The drivetrain, pump, pump transmission and associated plumbing are run through a progressive series of tests that are designed to verify the system is in sound working condition.

Both apparatuses passed with no deficiencies.

Cross Training

GTB Firefighters had the opportunity to train with Leelanau (Northport) Township Emergency Services with our UTVs (side by side off road vehicles). These trainings are helpful to know the landscapes and limitations that we may meet with a difficult offroad rescue or fire. Today, we practiced a few medical, trauma and firefighting scenarios that could be common in our area. Special thank you to LTFD training officer Kevin Harmes for setting up training and inviting us to come along.

The departments SCBA also had yearly maintenance completed this week with no major issues. On September 30th we will be pressure testing all our fire hose and weight testing our ladders. These are just a few examples of the maintenance and testing we do to ensure our equipment and apparatus are in proper working condition.

Probationary Firefighters Andersen and Johns training with FF/EMT Link and FF/EMT Moore. They have been through CPR/AED and along with firefighters from Leelanau Twp. (Northport) Emergency Services, vehicle extrication techniques. Over the next 18 months, they will spend countless hours training to become Firefighter/ EMT’s. We are excited to have them as part of the GTB Fire team.

August was Suicide Prevention Month and with mental health being at the forefront of public safety training we must be there for each other. From Chief John Buckman III, ‘…the issue of behavioral health has affected firefighters for many years without much notice.

Acknowledging and accepting the mental and physical impact has only recently been recognized as having a short and long-term consequence on the mental wellness of our brothers and sisters, which we in the public safety community are now beginning to admit. It is a duty of ourselves to accept we cannot always deal with the stress that life and public safety brings to bear upon. The impact stress brings to our family, children, friends and colleagues can no longer be ignored. The use of drugs, alcohol and other stimulants to disguise the symptoms must be recognized and action taken. Mental wellness is a necessary attribute for all public safety response personnel. This report provides information for members of the response community on the signs, symptoms and actions necessary to protect ourselves from the stressors.’

Our Mutual Aid Partners in Benzonia are looking for help in their upcoming election, please support them as they cover Tribal Lands in Benzie County. On November 2nd, Benzonia Township will be voting on a millage to fund the construction of a new fire department/ emergency services building. The property where the building will be built, if approved by the voters, has already been purchased and is located directly across from the Consumer’s Energy building on Benzie Hwy (US 31). They have put up a banner so that everyone can see where the property is located. Stayed tuned to Facebook as more information about the millage request will be coming in the very near future.

• A continuous set of three loud beeps—beep, beep, beep—means smoke or fire. Get out, call 911, and stay out.

• A single chirp every 30 or 60 seconds means the battery is low and must be changed. All smoke alarms must be replaced after 10 years.

• Chirping that continues after the battery has been replaced means the alarm is at the end of its life and the unit must be replaced.

• Make sure your smoke and CO alarms meet the needs of all your family members, including those with sensory or physical disabilities.

We continue to make significant progress on crossing the important 70% vaccinated threshold.

-The GTB Health Department has administered 3,928 doses as of September 15,2021.

• 59% of GTB Tribal members in the 6-county service area age 12 and over have received at least 1 shot; 57% are fully vaccinated.

• 41% of GTB Tribal members overall age 12 and over have received at least 1 shot; 39% are fully vaccinated.

• 82% of GTB Elders in the 6-county service area have received at least 1 shot; 80% are fully vaccinated.

• 57% of GTB Elders overall have received at least 1 shot; 56% are fully vaccinated.

• 86% of GTB employees have received at least 1 shot; nearly 86% are fully vaccinated.

• 56% of GTB Tribal members in the 6-county service area 12 to 17 years of age have received at least 1 shot; 52% are fully vaccinated.

• 41% of GTB Tribal members overall 12 to 17 years of age have received at least one shot with 37% fully vaccinated.

• On September 17, 2021, The FDA’S Vaccine and Related Biological Products Advisory Committee (VRBPAC) endorsed the Pfizer COVID-19 vaccine booster dose to be administered at least 6 months after completion of the primary series for individuals 65 years of age and older, individuals at high risk of severe COVID-19, & healthcare workers or others at high risk for occupational exposure. FDA will review the VRBPAC recommendations and determine whether to approve boosters in these specific groups.

The CDC’s Advisory Committee on Immunization Practices (ACIP) is scheduled to meet September 22-23rd to deliberate & consider booster shot recommendations. GTB Health Department is monitoring these developments. GTB Health Department will contact individuals to schedule their booster shots, following approval and clinical recommendations for use. Booster shots cannot be administered until FDA, ACIP, and CDC all provide approval.

Moderna submitted their booster data to the FDA but a date for formal review has not been set. Booster dose data has not been submitted by Johnson and Johnson for FDA review. Contact the GTB COVID-19 Vaccination Line (231-534-7475) with questions.

In addition to the flu vaccine, the COVID-19 vaccine can be given with other vaccines as well. If you haven’t gotten your currently recommended doses of COVID-19 vaccine, get a COVID-19 vaccine as soon as possible, ideally get a flu vaccine by the end of October. COVID-19 and flu vaccines have been shown to reduce illness, hospitalizations, and deaths. Patients with concerns about getting both vaccines at the same time should speak with a health care provider.

• I encourage you to continue to register for the GTB Health Department Lets Heal Telehealth platform. “Lets Heal” telehealth platform is a convenient way to get care from your GTB Health Department medical provider from the comfort and safety of your home. GTB Tribal Members living in the 6-county service area are able to access “Lets Heal” for 4 covered visits for common conditions at any time, 24 hours a day, 7 days per week, within minutes.

GTB Health Department is providing the Nonin ONYX Vantage 9590 Fingertip Pulse Oximeter free to GTB Tribal Members living in the 6-county service area, while supplies last. In our Human Services Department at GTB, the Anishinaabek Family Services (AFS) and Behavioral Health Services (BHS) work together and collaborate as necessary to provide emergency and on-going services for all tribal members and families in the sixcounty service area. AFS provides prevention, intervention, child protection, foster care and adoption services for our tribal members and their families. BHS offers counseling, case management, psychiatric, medication assisted treatment (MAT) and peer recovery support services (PRS) for your mental health and substance use needs. Our offices are open Monday through Fridays from 8am to 5pm with emergency on-call services available 7 days a week, 24 hours a day. Tele-health or zoom sessions are always available to ensure your access to services.

At Human Services, we want to know how you are doing or what you may need. We are here to support GTB membership, descendants and family wellbeing however we can. We care about each one of you and want to assist you in the best way possible.

Light therapy is a way to treat seasonal affective disorder (SAD)

and certain other conditions by exposure to artificial light. SAD is a type of depression that occurs at a certain time each year, usually in the fall or winter. During light therapy, you sit or work near a device called a light therapy box. The box gives off bright light that mimics natural outdoor light.

Light therapy is thought to affect brain chemicals linked to mood and sleep, easing SAD symptoms.

Using a light therapy box may also help with other types of depression, sleep disorders and other conditions. Light therapy is also known as bright light therapy or phototherapy.

The Special Domestic Violence Criminal Jurisdiction (SDVCJ) program is a three-year grant funded by the USDOJ’s Office on Violence Against Women. The SDVCJ program seeks to enhance the Tribe’s justice system responses by implementing expanded jurisdiction and sentencing authority as enumerated in the 2013 reauthorization of the Violence Against Women Act (VAWA).

What is SDVCJ? The 2013 VAWA provisions recognize and reaffirm the inherent right of Tribal justice systems to prosecute crimes of domestic violence, dating violence, and certain violations of protection orders committed by all persons, including non-Natives, against Native individuals on Tribal land.

What Crimes Are Covered Under SDVCJ? Domestic Violence Violence committed by: (i) a current or former spouse or intimate partner of the victim, (ii) a person with whom the victim shares a child, (iii) a person who currently or has previously cohabitated with the victim as a spouse or intimate partner; or (iv) a person similarly situated to the spouse of the victim.

Dating Violence Violence committed by a person who is or has been in a social relationship of a romantic or intimate nature with the victim.

Criminal Violations of Protection Orders The protection order must be enforceable by the Tribe and protect against violent or threatening acts, harassment, sexual violence, contact, communication, or physical proximity to a Native person.

NATIVE AMERICAN DIRECT LOAN (NADL) WHAT IS A NATIVE AMERICAN DIRECT LOAN (NADL) VA offers eligible veterans who are tribal members a no money down first mortgage to purchase, refinance or construct a home on Federal Trust Land or to refinance a prior NADL to reduce the interest rate. The maximum loan for 2021 is currently $548,250, but could be higher in some counties. This loan can be used to pay off existing mortgages, consolidate debt, or purchase a home with minimal closing costs. Also, if the Veteran is receiving VA disability compensation, VA waives the funding fee. The current NADL interest rate is 2.75%.

Agricultural & Food Sovereignty

Corn Harvest In the fall of 2019 GTB Agriculture Department purchased corn seed from GTB member Virginia Fields.

This purchase was made as part of a Rotary Charity Grant to help promote farming on GTB lands. With the 2020 pandemic, these seeds were not planted until the spring of 2021. The corn did well in a back field of the Peshawbestown Gitigan, and is now ready for harvest.

Over the last week of Sept and first week of October Cheyenne Hopps (2021 GTB Farm Worker) began havesting this important crop. Cheyenne got to try her hand at braiding the corn. Once harvested, the corn will be dried and prepared for distribution. Once dried the corn can be used by “ashing” the corn in preparation for eating. This corn can also be saved for seed, to be planted in subsequent years. In these photos you can see Cheyenne trying her hand at braiding the corn, and preparing the harvest for drying. As Covid restrictions hopefully lift over the coming year, GTB Ag. Dept. hopes to provide programming to teach tribal members about the corn ashing process, and provide corn for GTB events.

Gete Okosomin Squash The Gete-Okosomin squash (which roughly translates to “big old squash”) can yield fruit that weigh more than 30 pounds. The seeds come from a lineage of plants carefully tended for millennia by Native Americans, writes Alysa Landry for Indian Country Today. The Miami Nation has grown Gete-Okosomin squash for 5,000 years, Landry reports. They were “careful stewards of the seed, taking care to hand-pollinate them and maintain their purity.”

In 1995, gardeners from the Miami Nation gave seeds to David Wrone, who is now an emeritus professor at the University of Wisconsin. Until recently believed to be extinct, the squash is making a comeback, thanks to ancient seed unearthed by archaeologists, and to the dedicated efforts of seed stewards around the country.

Seeds were found in 2008 during an archaeological dig on a Menominee reservation near Green Bay, Wisconsin. The dig was conducted by Canadian Mennonite University. A clay vessel, about the size of a tennis ball, was recovered; such devices were used in the region for seed storage.

Sure enough, the vessel was found to contain seeds—in this case, seed of what was to become known as ‘Geteokosimin’ squash. The artifact was carbon-dated to about 850 years ago, according to Susan Menzel of Chicago’s American Indian Center, in an article published by the Chicago Tribune.

In 2020 GTB Agriculture and Food Sovereignty Department collaborated in a seed trade with Little Traverse Bay Band (LTBB). LTBB gifted Gete-Okosomin seed to GTB for use in our agricultural programming, and GTB in exchange gifted LTBB potato seed. LTBB and GTB had actively worked with Michigan State University to repatriate this native seed back to tribal nations. Now GTB is growing this ancient and important crop and sharing its benefits with the community. If you would like a Gete-Okosomin Squash this fall, please contact the GTB Agriculture & Food Sovereignty Department.

These squash will be share with Elders programs, Youth Programs, and those in need through the fall and early winter. Seed will be saved from this years squash for the 2022 growing season.

Geneva (Mikki) Pino Wendell Chino Award

Binaakwe-giizis (October) 2021 Bnaakqii Giizis (Falling Leaves Moon) Ms. Pino is also a veteran of the armed forces where she served as a military nurse; and she has held the position of the Post Commander for the Eagletown Post 120 for many years. Ms. Pino regularly attends military events, proudly carrying GTB’s own Eagle Staff, representing GTB and those who served in the military.

Her devotion to tending to the dearly departed military personnel by placing flags at their gravesites each year, is nothing less than honorable.

Ms. Pino is a familiar face at pow wows, and especially at GTB’s, which takes place in her hometown of Peshawbestown, Michigan. In reference to her participation in pow wows, in a 2010 article by the Traverse City Record Eagle, she was quoted as stating, “To me, it’s a gathering of all the natives, a chance to visit, a chance for family to come home and a time to dance. We don’t do this every day.” In her buckskin dress, she can be seen dancing in the arena with her head held high.

Ms. Pino also serves on the Peter Olsen Native American Scholarship Board for the Diocese of Gaylord. She is an example of integrity, commitment, and selflessness for her community. She exemplifies the Seven Grandfather Teachings and is a true tribal elder that one would want to aspire to. We are proud that she is a member of GTB, and grateful for her presence in the community. It is an honor in itself to submit this application to one so deserving of this recognition.

Honoring Our Elders

-Geneva (Mikki) Pino was presented her award at the National Indian Council on Aging (NICOA) 23rd annual conference that took place in August 2021 in Reno, Nevada.

Geneva (Mikki) Pino, an esteemed tribal member elder of the Grand Traverse Band of Ottawa and Chippewa Indians (GTB) for the National Indian Council on Aging, Inc.’s (NICOA) Honoring Our Elders Award, specifically, for the “Wendell Chino” category.

Mikki Pino is a long-standing LPN nurse who has worked in that capacity for GTB since November 28, 1984. For almost four decades, Ms. Pino has served the tribal membership through her tireless work at the Health Clinic; and although Ms. Pino attempted to retire two years ago, she still works part-time at the clinic.

During the pandemic, despite the enormous risks to healthcare professionals and elders, because of her commitment to the community that she loves, Ms. Pino worked as an essential worker, or as more eloquently described in our Anishinaabemowin language: as a Mshkiki-e-miikang Zhimaaganishii-kwe – Warrior Woman who works with medicine.

SERGEANT BAILEY RECOGNIZED FOR LIFE SAVING EFFORTS!

Ms. Pino is known for her kind compassion at the clinic and for her calm empathy. Many tribal members are very appreciative of her gentle nature and understanding of the difficult health issues they face. She will always say something to put a patient at ease, or even make them laugh, of which she has a generous and heartfelt laugh that helps lessen the tensions of a clinic visit. Ms. Pino graduated from nursing school in 1969, and she was honored and acknowledged by GTB on February 4, 2019, for her 50-year nursing career.

Tuesday; September 14, 2021, Sheriff Mike Borkovich recognized and presented Sergeant Chris Bailey with a Life Saving Award at the September session of the Leelanau County Board of Commissioners Executive Meeting. Present for the presentation were Chris’ parents Dick and Elaine Bailey.

The award states, “On August 27, 2021, with no regard for his own safety, Sgt. Bailey dragged a suicidal subject away from a burning vehicle. His actions exemplify the meaning of “Service Above Self” and show his true dedication to the citizens of Leelanau County and to the Leelanau County Sheriff’s Office.”
