Happy Autumn Equinox and Happy Harvest Time/Halloween!

I hope you are able to enjoy the gorgeous colors of the season. We are blessed to live in such a beautiful area that displays such pristine shorelines and vibrant colors this time of the year. As the season changes, our Tribe is also in a season of change.

I am excited to announce The Tribal Council will hold a meeting on October 27th, 2018 from 10 am to Noon in Council Chambers, providing updates for the Membership.

I am also very excited to announce that our Annual Membership Meeting will be held on March 23, 2019 at Grand Traverse Resort and Spa in the Governor’s Hall. At that time, The Governor’s Hall will be newly renovated so Membership will have the chance to enjoy it! Having two meetings per year with the Membership is our goal. I look forward to seeing you at one or both meetings as we come together to share and celebrate new beginnings.

Potential new campus – As many of you have heard, we are looking at some new property.

The Grand Traverse County GTB population is continually growing and now exceeds the population in Leelanau County.

In a recent walk-thru at the Traverse City office on Business Park Dr., that is the home of one of our GTB satellite offices, it was clear that we are growing and have exceeded the space available there: we need more space. I have been notified as Chairman that the 40,000 sq. foot, 8 acre campus on the corner of M-22 and Cherrybend road is for sale. The owner is eager to work with our Tribe and has shown a great interest in prioritizing GTB. This is just one opportunity we are exploring! We want to hear from you and take questions/ comments that you may have.

Responsibility as Indigenous people – We share in a responsibility to take care of our land, air and water.

We will be working towards a comprehensive plan to do better as a Tribe with our dedication to taking care of our natural resources. I encourage our Tribe to embrace our role as caretakers of this great land that we have the privilege of calling home. What will be our legacy be to our grandchildren’s children? It is my hope we will leave behind a legacy of responsibility of taking care of Mother Earth to the best of our abilities. We will be evaluating our current efforts while making plans to move forward in the direction of energy efficiency and reducing our carbon footprint.

Concern for our youth - I am concerned for our youth.

Our youth and community at large have experienced intergenerational trauma that surfaces in anger, sadness and other feelings that need to be addressed in a healthy way. Please let me know if you have any ideas on how we can engage our youth in healthy activities. Our youth deserve safe homes and schools where they are nurtured and encouraged to live up to their potential. I will be putting thoughts towards how we can improve our efforts when

Bn a ak wi i G i i z i s (Fal l i n g L eav es M oon) it comes to our youth because they deserve our best. Let’s lead by example and live our lives in a good way so youth can see that it’s possible to not only survive but THRIVE in this world.

Financial wellness - It has been my observation that there are many issues that need to be addressed in regards to our financial wellness. I will do everything in my power to address the losses and ensure the misguided actions will be redirected towards the best interest of GTB financial stability.

Economic Development – The Council is working to fill the EDC Chief Executive Officer and Chief Financial Officer positions. We have recently decided to work with talent consultants that are professionals who seek out the best of the best for these vital positions. We know that we need executives that are ready to address the issues we have but to also take our Tribe to the next level of business and economic development. The ultimate goal with these decisions is to increase revenues that will increase per capita.

Improving communication - We are in the process of expanding accessibility at our satellite offices. All camera / audio equipment has been installed in all satellite offices.

There are a few more things that need to happen before we can live stream but we are hoping to be set up and ready to go for the October Council session. Once set up completely, these installments will allow Members to watch Tribal Council sessions via television and interact in real time from GTB satellite offices. We are always striving to increase

TRIBAL COUNCIL UPDATE TO THE MEMBERSHIP MEETING ON OCTOBER 27TH!!!

We are excited to announce that it is the intention of Council to keep membership informed of the AFFAIRS of the Tribal Government, EDC, and other Tribal enterprises.

The Tribal Council will hold a meeting on October 27th, 2018 from 10 am to Noon in Council Chambers, providing updates for the membership. Having two meetings per year with the membership is our goal: GTB Constitution Article III - Tribal Council Section 7. Tribal Membership Meetings The Tribal Council shall hold an annual meeting of Band members for the purposes of informing the membership of the status of the affairs of the Band and transacting such other business as maybe deemed desirable by the Tribal Council.

Healthcare – Tribal Members need better access to excellent healthcare without having to worry about confidentiality and professionalism. We also need to improve when it comes to paying Membership medical bills. Please know the lack or hold up of bills getting paid through the Tribe is not just a GTB thing; other businesses experience this same problem. We will continue to work on correcting these issues.

Working together – It has been brought to my attention numerous times that there is unprofessionalism in certain departments and this will no longer be tolerated. We can no longer tolerate an attitude culture of being self-righteous and not helpful to others. It should always be our goal to treat one another respectfully at all times, including the Membership at large.

This event promotes type 2 diabetes prevention by encouraging children and their parents or guardians to read, be physically active, and eat healthy foods.

PUBLIC NOTICES PER CAPITA DIRECT DEPOSIT

• If you have not already signed up for direct deposit of your per capita checks, Friday, November 2nd is the deadline to sign up for a direct deposit of your December 2018 per capita and all future per capita checks. The form must be received in our office by November 2nd.

• This deadline (November 2nd) also applies to those that are currently signed up for direct deposit and wish to change the bank information.

• Please Note: If you do not have a valid address on file with the membership office, your per capita direct deposit will be suspended until a valid address is received in the Membership Office.

• If you need to change the information for your direct deposit, please submit a new Direct Deposit Agreement form. To request one, you may contact Christina Loucks at (231)534-7131. This form is also available on www.gtbindians.org.

• Once completed, the Direct Deposit Agreement form must be mailed in or dropped off at the Government Accounting building.

FAXES WILL NOT BE ACCEPTED.

• If you wish to cancel your direct deposit, you need to submit this request in writing to the Per Capita Office or fill out the Direct Deposit Cancellation form. If not using the form, please write that you wish to cancel your per capita direct deposit, sign, date, and include tribal id number and/or social security number. The deadline to cancel your current direct deposit is Wednesday, November 14th.

ELDERS OPEN FORUM Tuesday, Sep. 11th 2018 10:00 am- 12:00 pm, Traverse City Three Mile Office

Council Present: Chairman Thurlow “Sam” McClellan, Vice Chair Kimberly Vargo, Secretary Tina Frankenberger, Treasurer Jane Rohl Discussion began at approximately 10:15 a.m. with GTB Elder Ernie Gablow showing a picture of the Elders flag design for the MIEA that was discussed at the previous Elders Open Forum. He is looking for comments for improvement or suggestions. He mentioned that each one of the 22 Tribes in Michigan will have their own flag. The flag design is not yet complete and Ernie is hoping to get input from other Elders. Treasurer Rohl suggested that when the flag design is finalized it should be brought before Tribal Council for formal approval and adoption.

At this time, a moment of silence was taken in observance and memory of the events of September 11, 2001.

Issues with the dental clinic were discussed. GTB Elder Pat Castaneda stated that she had made a dentist appointment for August 23. She received a confirmation call from the clinic, but was later asked to reschedule. The next available date was in November. Pat questioned why she had to wait so long for the appointment to be rescheduled. Treasurer Rohl stated that there is only one hygienist on staff that does cleanings.

If the appointment was for a cleaning, that might explain why she has to wait so long.

GTB Elder Ruby Ogemagegedo also mentioned problems she is having with appointments at the dental clinic. She showed up for an appointment and was told by dental clinic staff she did not have an appointment scheduled. She suggested that employees responsible for scheduling appointments should receive more training. Ruby discussed the lengthy wait time she has experienced for her dental plates. Pat Castaneda also mentioned an incident where one of her appointments at the dental clinic was cancelled due to a snow day and was never rescheduled. Chairman McClellan stated that we have a new Tribal Manager who will be keeping track of issues raised at Elders Open Forum and elsewhere, and will ensure there is follow up and follow through.

The no-show rate at the dental clinic was discussed.

Secretary Frankenberger suggested that staff at the dental clinic could give two reminder calls for appointments; one call one week before the appointment and another call two days before the appointment. Charging patients for no-shows was discussed. Treasurer Rohl stated that you cannot charge for direct services, but there is a policy that if you miss three consecutive appointments without notice, you have to wait six months before rescheduling.

GTB Elder Leonard Corey spoke next. He discussed the newsletter. Many events posted in the newsletter have already taken place by the time the Elders read about them. He asked why a meeting that took place on Sunday did not make it into the newsletter.

Chairman McClellan discussed that meeting for several minutes. He was approached by the owner of the Cherry Bend property. The building on the corner of M-22 and Cherry Bend road is for sale. There will be another open house held to view this property on Sunday, September 23rd.

Chairman McClellan stated that the owner is eager to work with GTB and has shown preference in prioritizing Tribes.

The open house will provide a chance for GTB members to view the Cherry Bend site and give comments. The potential of contamination at the Cherry Bend site was discussed.

Chairman McClellan stated that environmental reports and studies have been done, with no contamination detected on the site. Pat Castaneda questioned why GTB would be interested in buying this property. Chairman McClellan stated

that the Elders have outgrown the Traverse City satellite office and more space is needed. He stated the open house was held to look over the building and site, and provide information for Tribal members. The Cherry Bend site would offer a larger location and more room for parking. Pat Castaneda stated the satellite office is supposed to be more centrally located. The Cherry Bend site is only 15 miles from Peshawbestown.

GTB Elder Tony Sineway discussed contamination at the site further. He added that the land that makes up the Cherry Bend site was originally donated to build a school. The property was supposed to go back to the original owners when the school closed. Pat Castaneda asked how much they are asking for the site. Chairman McClellan replied that they are asking $5.3 million. If the Membership is interested and wants to do this, all the services provided here at the 3 Mile office would go over to the Cherry Bend site; plus there may be room for more services. Secretary Frankenberger added that Tribal Council is not planning on buying the site for certain; they are just trying to get Membership involvement and input.

Leonard Corey spoke again to discuss the tax exempt policy.

If a GTB member passes away and their non-GTB member spouse inherits their belongings, the non-GTB spouse must pay taxes on what they inherited. Leonard asked if Tribal Council could provide an update on this. Treasurer Rohl replied that the Legal Department is looking into this. She added that Tribal Council will be having a Work Session soon to address this. Treasurer Rohl then stated that she has been working with the Tribal Manager to put a plan in place where the receptionist at each satellite office would become an advocate for the Elders, to help make them aware of services and programs that are available to them.

GTB Elder Jim Petoskey asked if this information could be put into a reference book. Leanne Alber replied that there is a resource directory in existence. It is 6-County specific and has information on resources for housing, food pantry, clothing, and more.

Treasurer Rohl stated that we need to change how we address the needs of GTB members. She was approached by a homeless Tribal member who needed help getting services for food. Secretary Frankenberger suggested that office managers should be trained on how to help people seek out services. GTB Elder Bonnie Inman mentioned that there is a book in the making for Elders in the 6- county service area that will cover legal aspects, recovery from disease, where to go to get an application for services, and more. Bonnie stated the book will go before Tribal Council for approval.

Leonard Corey spoke again at this time. At a recent Tribal Council meeting that he attended it was stated that if there is a large group of people wishing to speak on the same issue in Elders Open Forum, a spokesperson needs to be selected.

A Work Session was held to discuss this and Leonard asked if there was anything that Tribal Council could share. Chairman McClellan replied that other councils and boards handle their open forums in this way. This was done to help move business along and reduce the number of people speaking on the same issues.

Pat Castaneda spoke again to state that the women’s restroom at the 3 Mile office is out of hand soap. Before any new buildings are purchased, this should be addressed. Pat then discussed an incident where the Elders’ maintenance staff person was off all week during the week of Labor Day. No replacement worker was sent. Pat stated that in the winter when their maintenance staff person takes vacation,

the snow does not get shoveled. Chairman McClellan stated he will make sure these concerns get passed on. Secretary Frankenberger stated that Tribal Manager is working on an improved plan for Space Cost, to make sure everything gets done and nothing is neglected.

Leonard Corey asked when the Live Stream software will be activated. He asked if all equipment has to be in place at the Benzie satellite office before the whole system is up and running. Secretary Frankenberger stated she believes they are still doing installation. She stated she does not believe the system is live yet. Chairman McClellan stated there will be a dry run before the system goes live to make sure everything is running smoothly. The security of the Live Steam project was discussed. Secretary Frankenberger stated that there are a lot of security checks.

The RAO was discussed. Pat Putney asked if Council had ever considered taking a bit more than 25%. Chairman McClellan discussed the several open positions on the EDC side and stated that now is an opportunity to get new staff in, and turn around the departments that are in the red.

Treasurer Rohl stated that changing the RAO percentage has been considered. The percentage can be changed to help supplement the budget.

GTB Elder Anna Harwood stated she has not heard anything from Star Township regarding the 2%. Chairman McClellan stated he will look into this and see if he can find out any information.

GTB Elder Bill Wilson discussed the Elders emergency fund.

He stated it was never explained to him what the money could be used for. He asked for a bike for transportation and exercise and that request was approved. He then asked for his rent to be paid, but it did not get paid on time by the program and he was charged a late fee. Secretary Frankenberger stated she will ask the Tribal Manager to look into this matter.

GTB Elder Patricia Burfield stated that she was hired in June 2018 as the Benzie Youth Coordinator and has not yet been informed on when she is supposed to start work.

Her start date was pushed back twice. She has called the HR department asking what to do and has not received an answer. Chairman McClellan stated he would get with the Tribal Manager and find out an answer.

What Crimes Are Covered Under SDVCJ? • Domestic Violence

Violence committed by: (i) a current or former spouse or intimate partner of the victim, (ii) a person with whom the victim shares a child, (iii) a person who currently or has previously cohabitated with the victim as a spouse or intimate partner; or (iv) a person similarly situated to the spouse of the victim.

Domestic Violence is a pattern of abusive and threatening behaviors used to control a current or former intimate partner. These behaviors can include: • Physical abuse (punching, kicking, choking, grabbing, pushing, shaking, or other intentional injury) • Emotional abuse (name calling, making you think you’re crazy/worthless/useless, or otherwise causing you emotional pain) • Isolating you from family and friends, controlling who you talk to or where you go • Harassment or intimidation that causes fear • Economic abuse (preventing you from getting a job, controlling your access to money) • Sexual abuse (forcing sexual acts against your will, violating parts of your body) • Using children to manipulate, shame, or guilt you • Using children to send you messages, or using visitation as an opportunity to harass • Harming or threatening to harm your pets or property • Threatening to take the children, commit suicide, or “report” you

• Dating Violence

Violence committed by a person who is or has been in a social relationship of a romantic or intimate nature with the victim.

• Criminal Violations of Protection Orders

The protection order must be enforceable by the Tribe and protect against violent or threatening acts, harassment, sexual violence, contact, communication, or physical proximity to a Native person.

The Special Domestic Violence Criminal Jurisdiction (SDVCJ) program is a three-year grant funded by the USDOJ’s Office on Violence Against Women. The SDVCJ program seeks to enhance the Tribe’s justice system responses by implementing expanded jurisdiction and sentencing authority as enumerated in the 2013 reauthorization of the Violence Against Women Act (VAWA).

What is SDVCJ? The 2013 VAWA provisions recognize and reaffirm the inherent right of Tribal justice systems to prosecute crimes of domestic violence, dating violence, and certain violations of protection orders committed by all persons, including nonNatives, against Native individuals on Tribal land.

Grand Traverse Band Tornado Shelters Closing for Season

Each tornado shelter will be locked from October 1st until April 1st for the winter months. GTB Fire Department locks the shelters each year.

There are three (3) storm shelters located on the reservation.

The first unit is located behind the Elder’s complex, the second unit is located near the cul-de-sac in front of the Elder’s complex on Ki-Dah-Keh and the third unit is located on Peshawbestown Road near the Natural Resources weather monitoring station.

We also have one unit located near the playground equipment at the Charlevoix Satellite Office, one unit located near the Pow-Wow grounds at the Benzie Satellite Office and one unit located near the playground area at the Antrim location.

The shelters were designed and installed for the safety and protection of the residents without basements in their homes for sheltering during a tornado event. Each shelter will hold approximately 24 people. That number may be reduced, depending on pets and items carried.

Definitions on what a WATCH or WARNING is: When a tornado watch is announced, it means that weather conditions are where severe storms could produce a tornado.

At this time you should have the previously prepared kit accessible, remain alert for approaching storms. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio, or television for information. All Tribal Commercial Buildings received a NOAA Weather Radio.

When a tornado warning is announced, it means that a tornado has been sited or has been indicated by weather radar. At this time you should take your emergency kit and immediately seek shelter.

Each household should have an emergency kit readily located within their home that they could take with them to the designated shelter area. The kit should be stocked with a flashlight (batteries left out), non-perishable food (for you and your pets), a radio (batteries left out), minor medical kit, and enough fresh drinking water for all family members and pets. **

Ahnii, for those whom didn’t know Todd Brewer was deployed to the Davis fire in Yaak Montana, He was deployed with 9 other wildland firefighters. These B.I.A (Bureau of Indian affairs) firefighters were all from tribal communities, from Michigan Grand Traverse Band of Ottawa and Chippewa Indians, Saginaw Chippewa, Keweenaw Bay Indian Community and White Earth Minnesota. They drove the whole 1778 miles one way to Yaak. Along the way they all got closer together as a crew. They settled into fire camp on Sunday and hit the fire line on early Monday morning.

The crew did what we call “gridding” meaning everyone gets in a line and walks “looking” for smoke or hot spots. They did this for a couple of days on a piece of ground that was at about a 40% grade with at least 4” of ash to walk in. To say the least you’re black at the end of the day. Their day started at 5:30am every day for 2 weeks straight and ended at 9:00pm every night.

They installed sprinklers on the sides of hills as an anchor point for the main fire. The reason they sprinkled the hills is to have a safe place to anchor the fire from , which means that their job was to provide a safe spot for the fire line to tie into. They did various jobs from sprinklers to project work at 7500’ elevation at a scientific snow measurement spot just about 2 miles from the Canadian border. This wildland fire “jumped” the border in Canada while they were there. And before they left the total acreage was 6,239 acres burnt.

Caregiver Program WHO IS ELIGIBLE FOR FAMILY CARE GIVER SUPPORT SERVICES? • Informal, unpaid family Caregivers of older adults. An older adult is the age used on your Title VI Part A application that was determined by the tribe to be an elder. .

• Grandparents and relative caregivers, age 55 and older, who are the primary caregivers of a child not more than 18 years old because the biological or adaptive parents are unable or unwilling to serve as the primary caregiver of the child. They must be related to the child by blood, marriage, or adoption and live with the child.

The OAA requires that the Family Caregiver Support Program give priority to: • Caregivers who are older individuals with the greatest social need.

• Older individuals with the greatest economic need, particularly low income individuals.

• Older individuals providing care to individuals with severe disabilities, including children with severe disabilities.

EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. This program is for all elders living within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category and amounts: • 55-64 years $600 • 65-70 years $800 • 71-older $1000 The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you. NRD FALL FEAST

The 16th Natural Resources Fall Feast was held at the Arthur Duhamel Marina on Saturday Sep. 22nd.

Participants were treated to activities such as family Trout fishing, archery and paint ball slingshot. Kids were also treated to a coloring station. Door and raffle prizes were also awarded to those in attendance. The grand prize was a large yeti cooler which was won by Kwe’ John.

As always a fantastic feast was prepared consisting of smoked fish, venison stew, chilli, corn soup, frybread, fruits and salads. Over 360 people attended the event which continues to celebrate the joy of our natural resources. This event teaches the youth how to use it responsibly manage and utilize nature. Focusing on the Importance of preserving resources. for future generations.

POST #120 RECRUITMENT PICNIC

The Eagletown American Legion Post #120 Women’s Auxiliary Annual POW/MIA day Recruitment Picnic was held on Friday Sep. 14th. at the St.Kateri Parish Church in Peshawbestown. The Picnic was a held in order to honor those brave men and woman who have become Prisoners of war and those who went missing in action in service to our country.

Grilled foods and homemade pastries were served as the post took the time to take in new members. The group also collected donations for Christmas gifts for the Grand Rapids Veterans Home. Please be sure to thank a veteran and donate to provide a gift for those retired heros that long ago sacrificed it all to give us the gift of freedom.

You’ll get a new Medicare Number that’s unique to you, and it will only be used for your Medicare coverage. The new card won’t change your coverage or benefits. You’ll get more information from Medicare when your new card is mailed.

Here’s how you can get ready: ■ Make sure your mailing address is up to date. If your address needs to be corrected, contact Social Security at ssa.gov/myaccount or 1-800-772-1213.

TTY users can call 1-800-325-0778.

■ Beware of anyone who contacts you about your new Medicare card. We’ll never ask you to give us personal or private information to get your new Medicare Number and card.

■ Understand that mailing everyone a new card will take some time. Your card might arrive at a different time than your friend’s or neighbor’s.

The air is getting colder, and the leaves are changing colors, that of course means….School has began! KMTS students are back in the swing of things, and working hard in their classes.

September 17th was Constitution Day! We celebrated by discussing what the constitution means, and looking at the Constitution, Declaration of Independence, and the Bill of Rights documents. We also talked about voting, and the importance of these documents.

October is National POPCORN month!

Popped Corn was first referenced in John Russell Bartlett's 1848 Dictionary of Americanisms. Popcorn became very popular during the great depression because it was inexpensive at 5-10 cents a bag. While many businesses were failing, the popcorn business was thriving! Selling corn for popping became a source of income for many struggling farmers, including the Redenbacher Family. With sugar rations being so low during World War II, and thus candy productions being diminished, Americans compensated by eating 3 times as much popcorn as they did before.

It was around this time that popcorn also became popular in theaters.

Initially this displeased theater owners, as they felt the popcorn was a distraction from the films. Their minds were eventually changed, and popcorn at the movies became a well-known and popular staple spreading across America. There are 6 Midwestern cities that claim to be the “Popcorn Capital the World.”

A special kind of corn is used for popping, and is mainly grown in Nebraska, Indiana, and Texas.

The sculpture shown to the right was brought to the museum by a man who has had it for about seventy years. According to this man, it was gifted to him by a man from Peshawbestown who often sold his work around the Burwood Company. His carvings varied in subject, some similar to the one shown while others depicted popular media characters such as Mickey Mouse.
