From the Office of Tribal Chairman David Arroyo Aanii Boozhoo! And hello to Baashkaakodin-giizis (November), the eleventh month of the year Niizhing mdaaswaak-shi-niizhtana-shiniizh nsa-biboongad (2022). I hope everyone’s safely enjoying the fall weather! I would like to take a moment and acknowledge the Native American Languages Act of 1990 which was enacted on October 30, 1990, thirtytwo years ago. It was an act of Congress that was historical in that it created an official, national policy of Native Americans being entitled to use of their own languages. The Act stated that the United States "declares to preserve, protect and promote the rights and freedom of Native Americans to use practice and develop Native American Languages…[and to]…fully recognize the right of Indian Tribes and other Native American governing bodies, States, territories, and possessions of the United States to take action on, and give official status to their Native American languages for the purpose of conducting their own business.” It’s important to note that this also includes the right to use our Native languages in public schools, which some local schools have done – including our very own Benodjenh Child Center. I encourage everyone of all ages to learn and practice our beautiful Anishinaabemowin language, and for more information about our language classes please visit: http://www.gtbindians.org/anishinaabemowin.asp Jiibiye-Giizhigat (All Soul’s Day). Jiibiye-Giizhigat is on November 2nd, directly following All Saints Day. For Native Americans it’s a way to honor our loved ones who have walked on to their spiritual journey. It’s a traditional governmental holiday for our tribe, and it’s a time for reflections on all our ancestors and loved ones as we express our gratitude for their strength and courage and teachings that make us who we are today. Indian Child Welfare Act. The Indian Child Welfare Act (ICWA) was enacted on November 8, 1978, forty-four years ago. The Act ensured that tribes would be able to take control over their tribal member children, although the Act has seen challenges at varying levels of government to this very day. For more information about the ICWA please see the National Indian Child Welfare Association at https://www.nicwa.org/about-icwa/ Veterans Day. Veterans Day is on November 11th and, as a national holiday, our governmental offices will be closed. Veterans Day recognizes the service of all American veterans, and I want to express my gratitude and say Chi Miigwetch to all veterans for their service. Thanksgiving Day. The national Thanksgiving holiday begins on 11/24/21, and governmental offices will be closed on the 24th and on the 25th. If you need emergency assistance from our tribal departments please refer to the GTB website for more information at www.gtbindians.org. The emergency contact information will also be posted on the doors of every tribal building for every holiday that the government offices are closed. GTB’s Gaming Compact. The Gaming Compact between GTB and the state of Michigan was approved by U.S. Department of the Interior in November of 1993 after many months of meetings and negotiations. At that time there were seven federally recognized Indian tribes in Michigan, and each tribe represented their sovereign nation’s interests and individual gaming enterprises. The seven tribes at the table were the Grand Traverse Band of Ottawa and Chippewa Indians, Keweenaw Bay GTB NEWS 2

Marie Tribe of Chippewa Indians, Lac Vieux Desert Band of Lake Superior Chippewa Indians, and the Saginaw Chippewa Indian Tribe. The GTB leadership during the negotiations included Joseph (Buddy) Raphael, Chairman, and George Bennett, Joan Cotter, Joyce Duford, Eva Petoskey, Rhonda Sands, and Jean Warren, along with our General Counsel, John F. Petoskey. Needless to say, the planning and logistics of these meetings between the tribal leaders and state officials was a daunting task, but it was also an exciting time to have state officials come to Indian Country and work with tribes in order to hammer out these gaming compact agreements. You can find copies of the 1993 gaming compacts (and other compacts since that time) at the Michigan Gaming Control Board’s website. COVID. To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines if inside a GTB government building, an EDC facility, and/or any tribally owned facility – as determined by those entities. This is for the protection and safety of our employees and the entire community. Please follow and practice established safety guidelines, and please refer to the Health Care updates in this issue for further information. PER CAPITA DISTRIBUTION If you have not already signed up for direct deposit of your per capita checks, Friday, November 4th is the deadline to sign up for a direct deposit of your December 2022 per capita and all future per capita checks. The form must be received in our office by November 4th.

Cancel Direct Deposit If you wish to cancel your direct deposit, you need to submit this request in writing to the Per Capita Office or fill out the Direct Deposit Cancellation form. If not using the form, please write that you wish to cancel your per capita direct deposit, sign, date, and include tribal id number and/or social security number.

Elders Spotlight Pat (WaukazooSwanson) Putney- Aanii Pat! Pat is in our Elder Highlight this month. Pat (WaukazooSwanson) Putney was born in Peshawbestownthe daughter of John and Sylvia (Waukazoo) Swanson. She still resides in the TC area and is now retired. She is 4th of 9 children. Jim, Sylvia, Elaina, Pat, Johnny, Jack, Tom, Ella and LaRita. She had 4 children: Tangela, Earl Wiggins Jr. (ba), Kathy and Gene; and Angie and Val. Her grandkids are: Sean, Blain, Tiana, Vincent, Trisha, Debra Jo, and Macie. Three great-grandkids: Ella, Harrison and Clara. Pat graduated from Traverse City High School and attended Bay Mills Community GTB NEWS 6

College. She worked 31 years for the Grand Traverse Band in various positions including Education Manager, Elders Director, Department of Labor Programs. She has past hobbies of crochet and beadwork and her favorite was to read books. She doesn’t read anymore but still enjoys watching TV and doing puzzles. She used to love to skate and ski and swim in the bay! She had fun swimming and she always kept an eye on the “Big” Park Place Clock because she had to be home at 5. Pat’s advice to the youth: You can be whatever you want! Follow your dreams! Don’t let others tell you what to do! Have an elder for a friend- to talk to because they lived their lives and have lots to share and they will help you! Learn from your grandparents. Her grandma told her not to drink or do drugs! Wise words. To the Elder Department, she says: Stay in contact with your elders! Miigwetch Pat!

Elders Spotlight Linda Francisis a member of the GTB residing in Charlevoix county. She has many interests, especially with crafting. Her favorite hobby is tie dying. We will soon be approaching her favorite holiday which is Christmas. Linda states she loves the love shared between family and friends during christmas time. She loves to decorate her home, pop and string popcorn for the tree, and create Christmas crafts with her loved ones. She has a big heart for animals. As a child she loved to decorate a tree outside with popcorn and other edibles for the animals. We are happy to have Linda be an active participant with the GTB activities with her positive attitude.

PUBLIC SAFETY Be Prepared For A Power Outage Extended power outages may impact the whole community and the economy.

PREPARE NOW

Take an inventory now of the items you need that rely • on electricity.

Talk to your medical provider about a power outage plan for medical devices powered by electricity and refrigerated medicines. Find out how long medication can • be stored at higher temperatures and get specific guidance • for any medications that are critical for life.

Plan for batteries and other alternatives to meet your needs when the power goes out.

Sign up for local alerts and warning systems. Monitor • weather reports.

Install carbon monoxide detectors with battery backup Determine whether your home phone will work in a power outage and how long battery backup will last.

Review the supplies that are available in case of no power. Have flashlights with extra batteries for every household member. Have enough nonperishable food and

When lithium-ion batteries overheat, are used the wrong way, or are defective, they are prone to explosions which can result in injuries and fires. Use these safety tips to help avoid lithium-ion battery injuries:

Thanksgiving is the peak day for home cooking fires with more than three times the daily average for such incidents. Christmas Day and Christmas Eve ranked second and third, with both having nearly twice the daily average. Unattended cooking was by far the leading contributing factor in cooking fires and fire deaths. Cooking causes half (49%) of all reported home fires and more than two of every five (42%) home fire injuries, and it is the second leading cause of home fire deaths (20%).

Recipe for Preventing Turkey Fryer Fires Frying food is the greatest risk of cooking fires. Consider the dangers or risks before using a turkey fryer. •

Turkey fryers can easily tip over, spilling hot cooking oil over a large area.

An overfilled cooking pot will cause cooking oil to spill when the turkey is put in, and a partially frozen turkey will cause cooking oil to splatter when put in the pot.

Without thermostat controls, deep fryers can overheat oil to the point of starting a fire. The sides of the cooking pot, lid and pot handles can get dangerously hot.

November 1st- National Tooth Brush Day!

Is celebrated after the spooky (and candyfilled) holiday of Halloween as a reminder to clean your teeth after eating sweet and sugary foods. Be sure to practice good home oral hygiene by brushing your teeth with fluoridated toothpaste at least twice a day for two minutes. If possible, don’t rinse your mouth out immediately after brushing to allow the fluoride to strengthen your teeth. It is also a good idea to brush and floss after eating or drinking foods that have high sugar content, or sticky on your teeth, to prevent the formation of cavities.

The Right Toothbrush

Kids should use a soft toothbrush. The size and shape of the brush should allow them to reach all areas of their mouth. Replace toothbrushes every 3-4 months, sooner if the bristles are worn out or if your children have been sick.

Attack Plaque!

Plaque is a sticky film of germs that forms on teeth and gums after eating. Plaque that’s not removed by brushing twice a day and flossing once a day can lead to cavities.

November is American Diabetes Month Diabetes mellitus is a disease that affect how the body uses blood sugar (glucose). Glucose is an important source of energy for the cells that make up the muscles and tissues. It is also the brain's main source of fuel. Insulin is a hormone made by the pancreas that allows your body to use sugar (sucrose) and glucose from carbohydrates for immediate energy. Or, insulin allows the body to store glucose for future use. These metabolic activities keeps your blood sugar level from getting too high (hyperglycemia) or too low (hypoglycemia). In diabetics, the pancreas does not function. This leads to excess sugar in the blood. Too much sugar in the blood can lead to serious health problems. Diabetes can start at any age. Type 1 diabetes often starts during childhood or teen years. Type 2 diabetes is more common in people 40+ years. Potentially reversible diabetes conditions include prediabetes and gestational diabetes. Prediabetes happens when blood sugar levels are higher than normal but are not high enough to be called diabetes. Prediabetic's can take steps to prevent the disease. Gestational diabetes happens during pregnancy. Some of the symptoms of diabetes are thirst, urinating often, weight fluctuation, feeling tired, weak, or shaky, having mood changes,

Regular dental exams can help in the early detection of oral cancer and provide better treatment outcomes for the patient. Signs of irregular lesions may include masses, lumps, bumps, discolored tissue, or painful tissue.

All GTB Hunting, Fishing, Gathering & Trapping Licenses expire April 1st of EVERY year. Please call or email the Natural Resources Department for your new 2022/2023 license. Make sure your information is up to date with us at NRD, so you don’t miss out on any of your Treaty Rights information and opportunities. Note: We do not have a shared database with Membership so information will need to be changed with us as well.

GTB’s Natural Resources Department will be collecting deer heads for CWD testing. Individuals will receive a $30 Meijer Gift Card for each head (maximum of two gift cards per person). WHAT IS CWD?

CWD is similar to mad cow disease, scrapie in sheep, and CreutzfeldtJakob disease in humans. It spreads from direct contact between deer, body fluids, tissue, and antler velvet. CWD can stay in the environment for years.

ARE PEOPLE AT RISK FOR CWD?

It is unclear if people can get CWD, but currently it is NOT recommended to eat venison from sick or CWD positive deer. The riskiest parts of a deer include: Brain Spinal cord Spleen Lymph nodes

Suttons Bay and Northport School Farm Markets Working with Northwest Education Services with grant funding, Suttons Bay and Northport Public Schools put on a farm market for the kids in October.
