Veterans Day. Veterans Day is on November 11th and, as a national holiday, our governmental offices will be closed. Veterans Day recognizes the service of all American veterans, and I want to express my gratitude and say Chi Miigwetch to all veterans for their service.

Thanksgiving Day. The national Thanksgiving holiday begins on 11/25/21, and governmental offices will be closed on the 25th and on the 26th. If you need emergency assistance from our tribal departments please refer to the GTB website for more information at www.gtbindians.org. The emergency contact information will also be posted on the doors of every tribal building for every holiday that the government offices are closed.

Aanii Boozhoo! And hello to Baashkaakodin-giizis (November), the eleventh month of the year Niizhing mdaaswaak-shi-niizhtana-shibezhig nsa-biboongad (2021). I hope everyone’s safely enjoying the fall weather!

I would like to take a moment and acknowledge the Native American Languages Act of 1990 which was enacted on October 30, 1990, thirty-one years ago. It was an act of Congress that was historical in that it created an official, national policy of Native Americans being entitled to use of their own languages. The Act stated that the United States “declares to preserve, protect and promote the rights and freedom of Native Americans to use practice and develop Native American Languages…[and to]…fully recognize the right of Indian Tribes and other Native American governing bodies, States, territories, and possessions of the United States to take action on, and give official status to their Native American languages for the purpose of conducting their own business.” It’s important to note that this also includes the right to use our Native languages in public schools, which some local schools have done – including our very own Benodjenh Child Center. I encourage everyone of all ages to learn and practice our beautiful Anishinaabemowin language, and for more information about our language classes please visit: http://www.gtbindians.org/ anishinaabemowin.asp Jiibiye-Giizhigat (All Soul’s Day). Jiibiye-Giizhigat is on November 2nd, directly following follows All Saints Day. For Native Americans it’s a way to honor our loved ones who have walked on to their everlasting spiritual journey.It’s a traditional governmental holiday for our tribe, and it’s a time for reflections on all our ancestors and loved ones as we express our gratitude for their strength and courage and teachings that make us who we are today.

Indian Child Welfare Act. The Indian Child Welfare Act (ICWA) was enacted on November 8, 1978, forty-three years ago. The Act ensured that tribes would be able to take control over their tribal member children, although the Act has seen challenges at varying levels of government to this very day. GTB’s Gaming Compact. The Gaming Compact between GTB and the state of Michigan was approved by U.S. Department of the Interior in November of 1993 after many months of meetings and negotiations. At that time there were seven federally recognized Indian tribes in Michigan, and each tribe represented their sovereign nation’s interests and individual gaming enterprises. The seven tribes at the table were the Grand Traverse Band of Ottawa and Chippewa Indians, Keweenaw Bay Indian Community, Bay Mills Indian Community, Hannahville Indian Community, Sault Ste. Marie Tribe of Chippewa Indians, Lac Vieux Desert Band of Lake Superior Chippewa Indians, and the Saginaw Chippewa Indian Tribe. The GTB leadership during the negotiations included Joseph (Buddy) Raphael, Chairman, and George Bennett, Joan Cotter, Joyce Duford, Eva Petoskey, Rhonda Sands, and Jean Warren, along with our General Counsel, John F. Petoskey. Needless to say, the planning and logistics of these meetings between the tribal leaders and state officials was a daunting task, but it was also an exciting time to have state officials come to Indian Country and work with tribes in order to hammer out these gaming compact agreements.

COVID Updates. We continue to meet on a weekly basis with government as we watch local, state, national and world news closely and take the necessary cautions as recommended. Please refer to the Health Care updates in this issue for further information.

To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines and wear a mask if inside a GTB government building, an EDC facility, and/or any tribally owned facility. This is for the protection and safety of our employees and the entire community. Please get your vaccinations, encourage others to receive their vaccinations, assist others that may need help in getting their vaccinations, and please follow and practice established safety guidelines.

Grand Traverse Economic Development

Grand Traverse Engineering & Construction (GTEC) is in its busy season for construction. GTEC has two road projects at Turtle Creek Casino with four more road projects planned for completion before the end of the calendar year. Two road projects are underway with the Little River Band of Ottawa Indians as well as an office renovation project and a housing development.

Since 2005, GTEC has worked with Robert Kalbfleisch’s office, within the GTB legal department, and has generated over $52 million in Bureau of Indian Affairs federal highway dollars for the Tribe. GTEC has increased its construction bonding program, and is looking to further expand the program, allowing us to undertake larger projects including federal construction contracting opportunities using its Small Business Administration (SBA) 8(a) designation.

Bay Shore Steel Works (BSSW) is holding weekly SBA 8(a) pipeline (opportunities) meetings with an SBA 8(a) consultant, together with GTED staff, and is working avenues to leverage SBA 8(a) status for BSSW and other GTED subsidiaries. For an existing company, such as BSSW, that is at nearly full production capacity with its current manpower, the focus is to be awarded, and to successfully perform, on a small SBA 8(a) federal government contract and at the same time to leverage BSSW’s SBA 8(a) status with a larger steel fabricating manufacturing company in order to increase capacity and grow in profitability.

BSSW submitted a $551,000 grant proposal to the Michigan Economic Development Corporation (MEDC) tribal grant funding program to build a new 6,400 sq. ft. steel cold storage facility building that will be used to store raw materials and provide additional space for production activities.

GTB Engineering, Security and Technology (GTBEST) completed two electric charging stations for Kroger, in Knoxville, TN and Smyrna, GA. GTBEST is focused on new opportunities and has submitted a proposal for a Fiber Installation project at Buckley Air Force Base, in Colorado; a proposal for a Rail Fiber Project in Boston, MA; a proposal to construct a 240 ft. cell tower; and a proposal to build electric charging stations in Delray Beach, FL. If successful with one or more of these proposals, GTBEST will subcontract some of the work to GTEC, keeping more of the profits in house.

GTB Health Solutions (GTBHS) won a $7 million (approximately $1.3 million for each of the next 5 years) tribal small business set aside award from the Indian Health Service to provide behavioral health technical consulting and clinical response support services for the Indian Health Service and has received its first task order under the award, Suicide Crisis Response Team, Technical Assistance and Evaluation for IHS Healthcare System. This award is the start of building GTBHS into a health solutions company, initially partnering and subcontracting the work and then bringing more of the work in-house and using successful performance under the award to win additional work.

Wiingash Property Group received a $157,600 Michigan Economic Development Corporation (MEDC) tribal grant for water infrastructure improvements at the Pugsley (former prison) property. GTED is working with GTB’s Water Utility Director and a Civil Engineer, to discuss costs and timelines for water infrastructure development to either get the Pugsley water tank (pictured below) back on-line or to abandon the water tank for now and focus on in-ground water storage, at a smaller water capacity level, in order to quickly meet the needs of prospective tenants and to start generating revenue for the property.

Truancy Prevention Kaylie Hutcheon works in truancy prevention for the Grand Traverse Band of Ottawa and Chippewa Indians Life Long Learning Education Department.

She has lived and worked in Leelanau County for nearly ten years.

Kaylie is passionate about ensuring GTB students have an opportunity for education, and through her work in truancy prevention she is able to provide supplemental services and be an advocate for families that are struggling to attend school. When she’s not working you can find her spending time outside in the county with her six year old son, Logan.

Have you received your Child Tax Credit?

FAQ’s Yale admissions

1. What is the Child Tax Credit and who can claim it?

The Child Tax Credit is a benefit available to all parents with children who have Social Security Numbers and were under the age of 17 at the end of 2020 (born on or after January 1, 2004).

This year, the Child Tax Credit is available to more families, including those who have not previously filed income taxes.

2. Will I have to pay this money back?

There are some protections in place so you won’t have to pay this money back if your 2021 income is less than $40,000 ($60,000 for married couples and $50,000 for heads of households). Otherwise, if you receive payments for a child who is no longer your dependent or if your income has drastically changed, you may have to pay some or all of the money back.

3. How do I get the Child Tax Credit and what do I need to claim it?

If you have not filed taxes or received stimulus checks before, you can claim your Child Tax Credit at GetCTC.org, a simplified tax filing portal developed by Code for America in collaboration with the White House and U.S. Department of Treasury. It’s easy to use, mobilefriendly, and available in English and Spanish.

4. Is there a deadline to get the Child Tax Credit?

You can sign up to receive the monthly payments through GetCTC.org until November 15, 2021.

However, eligible families are encouraged to sign up as soon as possible. Signing up early will give the IRS more time to process your information and begin making monthly payments. You will need to file a tax return in 2022 to receive the rest of the payment.

5. Can I get the Child Tax Credit if I am not a U.S. citizen?

If your child has a Social Security Number (SSN), you are eligible for the Child Tax Credit payments. Parents are not required to have an SSN, but they must have an Individual Taxpayer Identification Number (ITIN) to claim the Child Tax Credit for their eligible children. You can sign up through the GetCTC.org portal with an Individual Taxpayer Identification Number (ITIN).

You can apply for an ITIN to receive the Child Tax Credit payments. But you cannot use the GetCTC.org non-filer form. Instead, you should fill out an application for an ITIN and a paper 2020 tax return and send them to the IRS together.

Emergency Preparedness Staying Safe During the Holidays

From Halloween to New Year’s, there’s a lot to celebrate in the fall and early winter, even as the days grow shorter. Ensure you and your family have happy holidays by keeping these safety tips in mind: • Rather than a candle, consider lighting up your jack-o’-lantern with a small, battery-operated flameless one. If you do illuminate it with a traditional candle, remember to blow it out before bed or before you leave home.

• Only use nonflammable decorations indoors.

• Whether you’re making holiday cookies or the Thanksgiving turkey, practice cooking safety to avoid fires at home. Stay alert in the kitchen and turn off the stove when you leave the kitchen.

• When you shop online for holiday gifts, be cautious, and shop with trusted retailers to avoid scams.

• Water your Christmas tree regularly. Dry branches are a fire hazard. Turn off the tree’s lights overnight or when you’re not home.

• Place your menorah on a sturdy, non-flammable surface out of reach of small children and pets. Never leave lit candles unattended.

• Follow the latest COVID-19 guidance from the Centers for Disease Control and Prevention (CDC) for safe holiday gatherings.

The CDC recommends delaying travel until you are fully vaccinated.

In general, you do not need to wear a mask in outdoor settings. In areas with high numbers of COVID-19 cases, consider wearing a mask in crowded outdoor settings and for activities with close contact with others who are not fully vaccinated. People who have a condition or are taking medications that weaken their immune system may not be fully protected even if they are fully vaccinated.

They should continue to take all precautions recommended for unvaccinated people, including wearing a well-fitted mask, until advised otherwise by their healthcare provider.

If you are fully vaccinated, to maximize protection from the Delta variant and prevent possibly spreading it to others, wear a mask indoors in public if you are in an area of substantial or high transmission.

You need to pay close attention to the situation at your international destination before traveling outside the United States. You still need to show a negative test result or documentation of recovery from COVID-19 before boarding an international flight to the United States. You should still get tested 3-5 days after international travel.

You do NOT need to get tested before leaving the United States unless your destination requires it. You do NOT need to selfquarantine after arriving in the United States.

If you’ve had close contact with someone who has COVID-19, you should get tested 3-5 days after your exposure, even if you don’t have symptoms.

You should also wear a mask indoors in public for 14 days following exposure or until your test result is negative.

You should isolate for 10 days if your test result is positive.

GTB Natural Hazard Mitigation Plan Community Survey

Networks Northwest Community Development staff planners are assisting the Grand Traverse Band of Ottawa and Chippewa Indians to update GTB Natural Hazard Mitigation Plan. Hazard mitigation planning reduces loss of life and property by minimizing the impact of natural disasters. Updated FEMA-approved hazard mitigation plans allow a community to remain eligible for various federallyfunded hazard mitigation grant opportunities for five years.

GTB is seeking input from community members and employees on past projects, natural hazard events in our community, and potential strategies that you would like to see considered in the plan. Please take a few minutes to answer a few questions and complete the Natural Hazard Community Survey. It only takes less than five minutes.

Fire Rescue

GTB Fire Department --Firefighter/EMT’s Scott Moore and Dale Link (pictured) have been teaching American Heart Association CPR/AED to Security Officer’s at Leelanau Sands and Turtle Creek Casinos. Early CPR and defibrillation is an important part of the Chain of Survival.

This is just one key component of the dedication to our guests and employees. Both Scott and Dale are AHA CPR Instructors and have a combined total of over 40 years in EMS. They bring that knowledge and experience to the classroom.

Welcome M’Konz John to GTB Fire Rescue

M’Konz was born and raised on the reservation. He has volunteered for many activities across the community such as Pow Wows, health fairs, along with others. He joined GTB Fire because of his late Uncle Tony who was a great inspiration to him.

Uncle Tony was also a firefighter.

M’Konz says that “helping my community is a major factor to start training with GTB Fire”.

Over the next 2 1/2 years M’Konz will learn not only to become a Firefighter/EMT, but will obtain the knowledge and skills to protect and serve the community he lives in. Over the 2 1/2 years, M’Konz will learn fire suppression, EMS, hazmat, search and rescue, public education, vehicle extrication, just to name a few.

GTB Fire Rescue would like to thank GTB Health Services for grant assistance for purchasing emergency medical equipment.

Part of the COVID vaccination process is being monitored for any potential reactions for either 15 or 30 minutes. GTB Fire has and continues to assist Health Services with the monitoring This equipment will allow for the licensing of a 2nd vehicle through the State of Michigan for Emergency Medical Response. In the event of a medical emergency elsewhere we will able to respond and leave a licensed vehicle and equipment in the observation area.

Every Child Matters & Breast Cancer Awareness Over the next few weeks you may see us wearing some different color duty shirts.

On September 30th, we will be wearing orange in support of our neighbors to the North. Orange Shirt Day is held annually on September 30th in Canada. September 30th falls during the time of year where Indigenous children were taken away to residential school.

Wearing orange shirt represents remembering the history and abuse suffered by Indigenous children who were sent away to residential schools in Canada and to symbolize that Every Child Matters, even if they are now an adult.

Also starting October 1st pink duty shirts can also be worn. This is in support of Breast Cancer Awareness Month. About 1 in 8 women will develop breast cancer. According to the World Health Organization, breast cancer is the most common cancer among women worldwide. All women need to be informed by their health care provider about the best screening options for them. Then an informed decision can be made on what screening option is right for you. Screening won’t prevent breast cancer, but it will help find it early, when it is easier to treat.

Equipment failure can result in catastrophic injury to responders, bystanders or both. Routine testing of fire hose is necessary to provide a reasonable level of safety for users and to increase the likelihood the equipment will perform as designed. Every year all of our fire hose is pressure tested and inspected.

Notes From Soumit Pendharkar We are continuing to make significant progress on crossing the important 70% vaccinated threshold. The GTB Health Department has administered 3,953 doses as of October 18, 2021.

Additionally: -59% of GTB Tribal members in the 6-county service area age 12 and over have received at least 1 shot; 57% are fully vaccinated.

-82% of GTB Elders in the 6-county service area have received at least 1 shot; 80% are fully vaccinated.

• The GTB Health Department is now administering booster shots and additional doses. The GTB Health Department has already administered 84 Pfizer boosters. Contact the GTB COVID-19 Vaccination Line (231-534-7475) with questions or for scheduling. The additional doses of both Moderna and Pfizer are for those who are moderately to severely immunocompromised and booster shots are for those who are eligible with Pfizer vaccine.

Additional doses must be given 28 days after the 2nd dose of Moderna or Pfizer. Booster shots of Pfizer must be at least 6 months after the 2nd dose was given.

Below is a list of those eligible for an additional dose (due to being moderately to severely immunocompromised): o Receiving active cancer treatment for tumors/cancers of the blood o Received an organ transplant and are taking medicine to suppress the immune system o Received a stem cell transplant with the last 2 years or are taking medicine to suppress the immune system o Moderate or severe primary immunodeficiency (such as DiGeorge syndrome, Wiskott-Aldrich syndrome) o Advanced or untreated HIV infection o Active treatment with high-dose corticosteriods or other drugs that may suppress your immune response o Health care provider feels you should have an additional dose Below is a list of those eligible for a booster dose: o People aged 65 years and older and adults 50-64 years with underlying medical conditions; o Residents aged 18 years and older of long-term care settings; o People aged 18-49 years with underlying medical conditions based on their individual benefits and risks; o People aged 18-64 years at increased risk for COVID-19 exposure and transmission because of occupational or institutional setting.

Examples of workers who may receive booster shots includes first responders (e.g. healthcare workers, firefighters, police, congregate care staff), education staff (e.g. teachers, support staff, daycare workers), food and agriculture workers, manufacturing workers, corrections workers, U.S. Postal Service workers, public transit workers, grocery store workers.

Never shoot at sound or movement. Assume it is another hunter until you can clearly see the animal.

Stay aware of other hunters.

Be sure of your target and what lies beyond it.

Make sure your equipment is in good working condition and your firearm is properly sighted in.

If you hunt on private land, know where the boundaries, houses, roads, fences and livestock are located on the property.

Report observed violations of the law to a conservation agent or local sheriff.

Know and obey all wildlife laws and gun safety.

When using a camouflage blind, other hunters cannot see you even if you are wearing hunter orange. Tie hunter orange on each side of the blind so it can be seen from all sides.

If you are an inexperienced hunter, seek out experienced hunters that you can learn from.

If you are involved in a firearms-related hunting incident, identify yourself and render assistance.

Failure to do so is a Class A misdemeanor.

Planting, Growing, and Harvesting Garlic Garlic, planted in autumn, is ready to harvest in mid- to late summer when the leaves turn yellow. Beyond its intense flavor and culinary uses, “the stinking rose” is also good in the garden as an insect repellent and has been used for centuries as a home remedy. See our Growing Guide to Garlic for planting, growing, and harvesting tips.

PLANTING

WHEN TO PLANT GARLIC Garlic is most often planted in the fall (between September and November). Garlic roots develop during the fall and winter—before the ground freezes—and by early spring, they start producing foliage. Then, you’ll harvest in the summer. Garlic needs a cold period of at least 40˚F for about 4 to 8 weeks.

However, you can also plant garlic in the spring, especially if you have a long growing season. The cloves won’t be as large, but you’ll enjoy the garlic scapes which are delicious shoots with a mild garlic flavor. Enjoy on eggs, in salads, as a pizza topping, or in stir-fries.

If you live in the South or Southwest, plant the cloves anytime from the fall through early spring (March). Plant early because garlic doesn’t do well once the weather gets hot.

CHOOSING AND PREPARING A PLANTING SITE Select a gardening area that receives 6 to 8 hours of sunlight per day.

Prepare soil by removing weeds and mixing in healthy additions of compost.

If you plant in the spring, wait until the soil has thawed and drained. Once soil crumbles apart easily, it’s time to plant.

For an easy and large harvest, garlic grower Robin Jarry of Hope, Maine, suggests using heavily mulched raised beds, especially in heavy soil. “I plant in raised beds for good drainage, and then mulch with about 6 inches of old hay after the ground freezes. I never water my garlic—I like low-maintenance vegetables!” Raised beds should be 2 to 3 feet wide and at least 10 to 12 inches tall.

Before planting cloves, work a couple tablespoons of 5-10-10 complete fertilizer, bone meal or fish meal into the soil several inches below where the base of the garlic will rest.

HOW TO PLANT GARLIC Get cloves from a mail order seed company or a local nursery.

Do not use cloves from the grocery store for planting. They may be unsuitable varieties for your area, and most are treated to make their shelf life longer, making them harder to grow.

Select large, healthy cloves, free of disease. The larger the clove, the bigger and healthier the bulb you will get the following summer.

Break apart cloves from the bulb a few days before planting, but keep the papery husk on each individual clove.

Place cloves 2 to 4 inches apart and 2 inches deep, in their upright position (the wide root side facing down and pointed end facing up).

Plant in rows spaced 10 to 14 inches apart.

Program Requirements The ARPA General Welfare Assistance program may be used to cover expenses incurred between March 3, 2021 and April 30, 2022 related to housing, utilities, food, sanitation, medical (including transportation to medical visits), general welfare items, or to supplement loss of household income due to COVID-19 related circumstances. Lung cancer is the leading cause of cancer deaths in Michigan. Fortunately, lung cancer screening can catch cancer before symptoms even start.
