TRIBAL COUNCIL VISITS BSSW

On Tuesday, April 16th from 11:00 am to 2:00 pm GTED hosted a meeting at the Bay Shore Steel Works (BSSW) for a Tribal Council briefing including lunch. Renovations, software, hardware,server upgrades, new machinery and other upgrades within the newly purchased facility was be highlighted. Presentations discussing financials, revenue projections, manpower, benefits, and culture were also discussed before Council members toured the facility wich provides armor to American warfighting vehichles.

I hope you enjoyed Easter with family and friends and were able to spend some time outdoors in the sunshine! As I think about the season change, I am reminded of how blessed we are to live in such abundant natural beauty all around us.

Happy Mother‘s Day to all the mothers, grandmothers, aunties, sisters and all women! You should be celebrated every day! We celebrate all life givers/women for everything you endure for your children/families.

Memorial Day is also coming up, so I would like to honor all the men and women in the U.S. military: past, present and future. I encourage you to take time to thank our service people and their families as they make great sacrifices fighting for our freedom—they definitely deserved to be honored. GTB government offices will be closed in observance on May 27.

Many nations were present for this meeting wich covered a wide variety of topics including Government Grants for Tribal funding, and maintaining Gov. Programs.

Many GTB GOV. Employees and Tribal Council were in attendance throughout the week. It was a great opportunity to share and learn from many like minded Tribes seeking - by Jared Sonderegger, Editor further self Governance.

NOTICE OF RIGHTS TO OBTAIN TRIBAL COURT LEDGER All persons with money judgments in the Tribal Court have a right to obtain a copy of their FullCourt Ledger. Money judgments in the Tribal Court may be from cases originating in the Tribal Court or from foreign court judgments. Money judgments may result in capture of Per Capita distributions. If you have any questions or a copy of your FullCourt Ledger, please contact the Tribal Court at 231-534-7050.

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction goes into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. If you are an employee of the Grand Traverse Band, you may be called to sit on a jury.

Be Safe AFTER

Listen to authorities for information and instructions.

Know your area’s type of flood risk.

Visit FEMA’s Flood Map Service Center at https://msc.fema.gov/ portal for information.

Depending on where you are, and the impact and the warning time of flooding, go to the safe location that you have identified.

Sign up for your community’s warning system. The Emergency Alert System (EAS) and National Oceanic and Atmospheric Administration (NOAA) Weather Radio also provide emergency alerts.

If told to evacuate, do so immediately. Never drive around barricades. Local responders use them to safely direct traffic out of flooded areas.

Be aware that snakes and other animals may be in your house. Wear heavy gloves and boots during clean up.

Listen to EAS, NOAA Weather Radio, or local alerting systems for current emergency information and instructions.

Avoid wading in floodwater, which can contain dangerous debris and be contaminated. Underground or downed power lines can also electrically charge the water.

If flash flooding is a risk in your location, monitor potential signs such as heavy rain.

Learn and practice evacuation routes, shelter plans, and flash flood response.

Gather supplies in case you have to leave immediately or if services are cut off. Keep in mind each person’s specific needs, including medication.

Don’t forget the needs of pets.

Obtain extra batteries and charging devices for phones and other critical equipment.

Obtain flood insurance. Homeowner’s policies do not cover flooding. Get flood coverage under the National Flood Insurance Program (NFIP).

Keep important documents in a waterproof container. Create password-protected digital copies.

Protect your property. Move valued items to higher levels. Declutter drains and gutters. Install check valves.

Consider a sump pump with a battery.

Do not walk, swim, or drive through flood waters. Turn Around. Don’t Drown.® Just six inches of fastmoving water can knock you down, and one foot of moving water can sweep your vehicle away.

Stay off of bridges over fast-moving water. Fast-moving water can wash bridges away without warning.

Avoid driving, except in emergencies.

Use a generator or other gasolinepowered machinery ONLY outdoors and away from windows.

Be aware of the risk of electrocution.

Do not touch electrical equipment if it is wet or if you are standing in water. If it is safe to do so, turn off the electricity to prevent electric shock.

If your vehicle is trapped in rapidly moving water, stay inside. If water is rising inside the vehicle, seek refuge on the roof.

If trapped in a building, go to its highest level. Do not climb into a closed attic. You may become trapped by rising floodwater. Go on the roof only if necessary. Signal for help.

My son Mason May is 17, a junior at West Senior High and plays hockey for the Titans. This year they made it to the Big North Conference in Grand Rapids. In January, Mason had a spontaneous pneumothorax (collapsed lung) and was in the hospital for 2 weeks. He finished the season after he was cleared to play, but after having lung surgery he is unsure whether he will play varsity hockey next year. If not, he plans to help coach his little sister's team instead.

Mercedes May is 10 and a 4th grader at Long Lake Elementary. She plays on the U12 TC Lady North Stars travel team. They made it all the way to the MAHA State Championship and their League Championship this season.

She was asked to play in a spring tournament in Detroit the weekend of April 26th. I am super proud of both of them!

RECOGNITION FOR GREEN COMMITEE MEMBER Tribal Elder Sandy Bennet was formally recognized for her dedication and hardwork in establishing the M-22 Adopt a Highway program. This is an annual cleanup by volunteers and is headed by the Green Commitee. Sandy was awarded for her achievements at the Tribal Council regular session on April 17th. We appreciate all the work Sandy has done over the years!

Fellow Green Comitee member Mary Kelley presented the award wich was met with great support from Council.

ming for tribal members. In 2018 a survey of 200 member of the Grand Traverse Band community regarding Agriculture & Food Sovereignty Programming interests was conducted. The results of that survey, as well as ongoing efforts to promote agricultural programming by Tribal Council and community members lead to the formation of this new department. To establish this department, The Tribal Managers Office, with oversight and approval from the Tribal Council, established a sub-department within the Tribal Managers Office. In late March an experienced local farmer was hired to lead this agricultural initiative. The new Agriculture & Food Sovereignty Department Manager’s name is William Derouin. His office is located in the northwest corner of the Annex building. He is available to answer questions related to all things agriculture! As this new department gets established, they will be exploring the development of various sustainable agricultural systems that will best serve the GTB Community.

All GTB Members are encouraged to become involved . Help to establish agricultural programming that will best serve you and your family! Some areas of interest include: - Renovating all GTB Community Gardens to encourage community involvement - Establishing food production systems throughout the 6 county area to provide fresh, healthy food - Repairing existing GTB owned agricultural infrastructure (barns, equipment) for use in programming - A Small Farm Located North of the Strongheart Center - Ag. land south of Nish Nah Bah Rd planted to improve soil for future plantings - Maintaining P-town Apple Orchards for community benefit - Captive bison herd managed by GTB

The 2019 Wild Rice Summit was held on March 28th at the Turtle Creek Casino and Hotel. Attendees included GTB Tribal citizens, environmental staff from the Tribes in Michigan, Environmental Protection Agency, Michigan Department of Environmental Quality, and the GTB Natural Resources Department. Miigwetch to Tom Peters, GTB Tribal Elder, who gave the opening ceremony and remarks. The agenda included topics such as: The MI Wild Rice Initiative Chapter updates and next steps, Wild Rice Research Projects, and subcommittee breakout sessions. Tribal Councilor Tina Frankenberger was a tremendous help in putting this event together. Traditional Ricer, Dwayne Jarman, gave a wonderful presentation on his endeavors throughout his ricing journey.

NAFWS SUMMER YOUTH PRACTICUM

NAFWS Summer Youth Practicum is designed to provide Native American high school students an opportunity to gain hands-on experience in the field of natural resources, fish and wildlife and parks management. During the 5-day program, students will stay at a Pacific Northwest tribal community and will participate in field education, recreational outdoor activities, field trips, traditional methods of education, and classroom instruction.

This is tentative scheduled for August 6-10, 2018.

The Summer Youth Practicum is open to incoming 10th grade to 12th grade Native American high school students who are interested in the preservation, protection, and enhancement of Tribal Natural Resources. We will be accepting applications May 1, 2018.

On April 22nd, In recognition of Earth Day, the GTB Natural Resources Department hosted a Native Tree and Shrub Planting at the De Young Natural Area on Cherry Bend Rd. in Traverse City. Volunteers from GTB, the Leelanau Conservancy, the Conservation Resource Alliance, and student volunteers from Greenspire and the Child and Family Services Youth Core spent all day planting native trees and shrubs in the area. GTB NRD provided the equipment and set up fencing to protect the newly planted vegetation. Thank you to all that helped restore this beautiful area.

ELDERS OPEN FORUM Tuesday, April 9th, 2019 10:00 am- 12:00 pm, Traverse City Three Mile Office

Discussion began at approximately 10:00 a.m. Tribal Council members in attendance were Chairman McClellan, Vice Chair Vargo, Secretary Frankenberger, Councilor Napont, and Councilor Wilson (arrived at 11:00 a.m.)

GTB Elder Ernie Gablow asked if there is any word about the Cherry Bend Road school building for sale. Chairman McClellan replied that we have gone away from that for now. He stated he feels very strongly about our Grand Traverse County members- Elders included, and stated that Tribal Council is working on providing more housing for Grand Traverse County. He discussed membership numbers in the County and stated that there are 177 Elders in Grand Traverse County. Chairman McClellan stated he would love to see the tribe start our own tribal school where GTB youth can grow and learn in a safe environment.

Ernie then asked about the Herkner Road housing project in Grand Traverse County. Secretary Frankenberger stated that they are doing tours of the property right now. She stated that members can come see the inside of the apartments and tour the site, but the utilities are not hooked up yet. There have been some issues with the township regarding gas, water, and sewer. Chairman McClellan discussed the delays with the Herkner Road site and replied that was an issue with the township and discussed the purchasing of permits. If we do not receive the permits right away, even though we paid for them, we have to work with the township and have to wait. Councilor Napont discussed further, stating that the GTB LLC has the contract for this project. They are supposedly doing all they can. Councilor Napont stated that this is all we know at this time and will continue to push it. Chairman McClellan added that this project was started before this current Tribal Council came on.

GTB Elder Wally Hall expressed a concern about housing. He stated that there are several empty homes in Peshawbestown. We are paying insurance and utilities on empty homes that are sitting vacant. He stated that some houses have been vacant for over a year and asked why we need new housing when we have these empty houses. Councilor Napont stated that we have houses that aren’t being turned over quickly enough.

He discussed incidents of individuals living in 3-bedroom homes. Councilor Napont encouraged Elders to empower Council and let them know how they can best accommodate the Elders’ housing needs.

The issues with housing that have been brought up several times, particularly at the Membership Meeting, were discussed. Vice Chair Vargo stated that Tribal Council has a meeting next week with Housing staff to go over those issues brought up at the membership meeting. She stated they hope to give more information at the next Elders open forum meeting.

GTB Elder Florine Yannott discussed housing issues. She stated that she does not have a bathroom sink, and still does not have linoleum flooring down. She discussed the slow timeline with the Herkner Road development. Chairman McClellan stated that part of the problem is the fact that there are employees in high-level positions that need to seriously look at what they are doing. He stated he hopes we can move people around, if necessary, and get the right people to fill the positions. GTB Elder Wally Hall stated that he moved out of Elders housing and moved back in, and the problems are still existing. The lights don’t work, and he stated that was a problem 6 or 7 years ago. Secretary Frankenberger restated that Council is having a meeting to discuss housing issues with Housing staff soon and added that GTB members will see changes coming.

She spoke about not being able to share everything that is going on due to confidentiality.

Florine spoke again and discussed the Cherry Bend Road building. She asked why we are being approved by non-members to buy buildings and businesses. She asked how many times Grand Traverse Resort and Spa has been refinanced. Chairman McClellan stated that the GTRS should be debtfree and spoke to the importance of getting the right management staff in. He stated the GTRS would have been paid off in 2007 or 2008 if we had stuck to the original plan. Vice Chair Vargo discussed the GTRS being refinanced two years ago. Chairman McClellan added that this current Tribal Council is working through a lot of problems that they did not create.

We are trying to build back up, but it takes time and these issues will not be fixed overnight. He stated that he hopes GTB members will see an increase in their June Per Capita payments.

It was asked whether we make money off the Grand Traverse Resort and Spa. Vice Chair Vargo stated that we did last year, and Chairman McClellan added that the last two years have been good years. He discussed the different events that could be held in Governor’s Hall at the Resort and stated that it can be profitable if managed correctly.

GTB Elder Florine Yannott spoke again to discuss the state of some of the buildings in Peshawbestown. She stated that the siding is coming off the Med Lodge building. She stated we should take care of the buildings we already have before we build anything new.

Leelanau Sands Casino was discussed. Florine stated there is nothing structurally wrong with the casino, but that plumbing needs to be worked

on. She restated the importance of taking care of buildings we already have. Chairman McClellan discussed LSC. He said it has been losing money and we have not addressed it. He stated we can’t operate LSC like it is being operated right now and added that he would never close LSC, but would be in favor of downgrading it.

GTB Elder Wally Hall asked why we do not fix what we have before we get involved with new projects. Chairman McClellan stated we can do both at the same time and added that Tribal Council’s goal is to represent membership and provide the best possible services. Wally stated that Council needs to go to the Elders complex and look around and see what all needs to be done. Chairman McClellan spoke again on the importance of putting the right people in high-level/management jobs who will be conscious of their responsibility to GTB members.

GTB Elder Ernie Gablow discussed a request he has previously brought to Tribal Council, regarding the forming of a small group of Elders to help address and work on some of the issues that are being brought up.

He would like there to be an Elders Advisory board to the Tribal Council, separate from the currently existing Elders Advisory Board. Ernie stated he was told Council would get back to him regarding this request and others, and he stated he has not heard anything in 6 months. He elaborated further on his request and suggested that a group of 2 or 3 Elders could work with Housing, for example, and then come back and work on a solution. “We’re working on it” shouldn’t be the only answer given. Ernie suggested this group of Elders could visit the GTB satellite offices and bring comments back to Tribal Council. Councilor Napont stated he is not opposed to this suggestion, and that it is up to Tribal Council if they would like to attend or be involved. Councilor Wilson added that he feels as though Council could fit more into their work week and could set aside more time for Work Sessions for Housing issues and other issues.

Chairman McClellan spoke to the services that some other Tribes receive and stated that not all tribes have a Per Capita like GTB does. He urged the Elders to keep in mind that some other tribes are able to provide more services because their members do not receive Per Capita.

Florine Yannott discussed grant writers. Secretary Frankenberger stated that a re-org of that department was just done. We put out RFP’s for grant writers, who would only write grants and not work on anything else. They would not be on staff every day and would get paid based on the grants they write. Chairman McClellan added that department managers are spending too much time on grants, which takes away from how much time they have to work on providing services. Secretary Frankenberger added that her mother lives at the Elders complex and she sees all the issues that need to be fixed. Secretary Frankenberger stated she appreciates the Elders bringing these issues up.

Councilor Wilson spoke in support of Wally’s suggestion to schedule a meeting with Council, the Tribal Manager, and Housing department manager to walk through the Elders complex. Vice Chair Vargo added this is something Council could schedule. Wally spoke up to add that the handicap buttons to open doors do not work and the lights do not work. These have not been working for many years. Chairman McClellan mentioned the upcoming meeting with Housing staff again and stated that Council will see what they can do to resolve these ongoing issues after that meeting.

Councilor Wilson made an announcement that GTB has purchased Bay Shore Steel Works, and the CEO’s and General Managers would like to invite Elders and all GTB members to come and tour the site at a later date; there is no date set yet. He added that there will be some jobs opening up and they are looking for GTB members to apply. Wally Hall asked if there is a brochure to read; Councilor Wilson replied affirmatively and said he will get that info to Wally. GTB Elder Jim Petoskey stated that a welder who works in the area is retiring in approximately 5 years and is interested in having GTB members come and learn the welding trade from him. He added that there is a relevant video on the GTB LLC website that everyone can watch.

Wally Hall spoke again to share his appreciation for a concern of his that was resolved. At a previous meeting he had brought up the treatment and handling of GTB tribal flags. He recently saw that the flags were folded properly and wanted to thank those responsible for showing more respect for the tribal flags.

Chairman McClellan spoke to some changes he believes need to be made at the Grand Traverse Resort and Spa and Turtle Creek Casino. He stated there is no artwork or anything to indicate that the properties are owned

by Native Americans. He stated that this needs to change.

A family caregiver is defined as an adult family member, or another individual who is an informal provider of in home and community care to an older individual or to an individual with Alzheimer’s disease or a related disorder with neurological and organic brain dysfunction. The family Caregiver Support program provides services for caregivers, not the elder.

WHO IS ELIGIBLE FOR FAMILY CAREGIVER SUPPORT SERVICES? • Informal, unpaid family caregivers of older adults.

• Grandparents and relatives’ caregivers, age 55 and older, who are the primary caregivers of a child not more than 18 years old because the biological or adoptive parents are unable or unwilling to serve as the primary caregiver of the child. They must be related to the child by blood, marriage, or adoption and live with the child.

The OAA requires that the Family Caregiver Support Program give priority to: • Caregivers who are older individuals with the greatest social need • Older individuals with the greatest economic need, particularly low-income individuals • Older individuals providing care to individuals with severe disabilities, including children with severe disabilities CAREGIVER SUPPORT SERVICES Specific program services required include the following • Information to caregivers about available services; • Assistance to caregivers in gaining access to the services; • Individual counseling, organization of support groups, and caregiver training to assist the caregivers in the areas of health, nutrition, and financial literacy, and in making decisions and solving problems relating to their care giving roles, • Respite care to enable caregivers to be temporarily relieved from their care giving responsibilities; and • Supplemental services, on a limited basis, to complement the care provided by caregivers.

Grand Traverse Band of Ottawa and Chippewa Indians Elders Program – Elders Emergency Services 2019 Aanii Grand Traverse Band Tribal Elders: EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. This program is for all elders living within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category and amounts: • 55-64 years $600 • 65-70 years $800 • 71-older $1000 The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you. First American in Space...

On May 5, 1961, Navy Commander Alan Bartlett Shepard Jr. was launched into space aboard the Freedom 7 space capsule, the first American astronaut to travel into space. Shepard piloted the Mercury-Redstone 3 mission. He named his spacecraft, Mercury Spacecraft 7, Freedom 7. It was launched atop a Redstone rocket.

According to Gene Kranz in his book Failure Is Not an Option, "When reporters asked Shepard what he thought about as he sat atop the Redstone rocket, waiting for liftoff, he had replied,” “The fact that every part of this ship was built by the lowest bidder.” Despite his thoughts, Shepard’s 15 minute mission into space was a success!
