I hope you and your family are doing well and staying warm this Winter. We certainly have had our fair share of snow and I think we can all agree that we look forward to Spring! I do want to thank everyone for your patience through all the stormy days that mother nature has given us and who says there is no climate change?

As a Tribe, we are approached by several business people wanting to partner in one way or another and it’s very important that we make smart decisions based on facts.

While there are a lot of ‘get rich quick’ proposals we must understand that rich people are rich because they are smart with their money. We as a Tribe should operate with a similar mindset and not be quick to spend money frivolously. We need to be smart with everything we do in investments and everyday business decisions.

EDC Staff Honor: We honor Mr. Jon Kubiak, an EDC longterm employee and attorney who walked on Wednesday, February 20, 2019. His dedication to GTB was nothing short of remarkable. We are in gratitude for his years of dedication and service as EDC Attorney. Our heartfelt condolences are extended to his family. We will continue to keep his family and the EDC Team in our prayers.

March & April is Sugar Bush time: We are excited to announce the revitalization of the Sugar Bush time within GTB community! We would like to honor this very special time when the trees start to run with sap and the process to create maple syrup and other sweet treats. We would like to bring back a tradition of harvesting local food while ensuring minimal disruption to the tree…to do in it a good way. We are excited as maple syrup/sugar and other natural treats are truly a gift from Spring! We look forward to sharing more information on this topic next month.

GTB 40-Year Anniversary Celebration: I am very proud to say that together we will celebrate 40 years as a federally recognized Tribal Nation on May 27, 2019! We are working on putting together a planning committee so this event will be spectacular! We are planning a community-wide celebration and we will have more information to follow on this exciting event! Please let us know if you have any ideas on how you would like us to celebrate this milestone.

Community Meetings: We are excited to announce that we are starting the community meetings back up starting in March! Tribal Council will be visiting each site on a designated date (please see below) from 4pm-7pm with light dinner available. All community meetings will be held in the Tribal community buildings unless otherwise noted. We look forward to seeing you all very soon!

The schedule is 4pm – 7pm and scheduled at the sites & dates below: Charlevoix—March 13 Benzie—April 10 Traverse City —May 8 (Possibly held at the Cherrybend Campus – will confirm in April newsletter) Peshawbestown —June 12 Antrim—July 24 – Kewadin Building Elders Open Forum & Advisory: Due to hazardous weather conditions, the February Elders Open Forum and Advisory meetings were cancelled. We apologize for any inconvenience this has caused and the next meetings will occur at their regularly scheduled dates/times for March. We thank you for understanding that GTB puts safety at the forefront of these decisions.

Herkner Property: Planning is happening slower than what I would like to see; however, we are reviewing plans that will clarify the direction we are heading with this property. We understand this has been a frustrating and confusing project.

We are looking at what the best options would be to best serve housing needs for Tribal members.

United Tribes of Michigan: Governor Gretchen Whitmer was invited to come and speak to the 12 Tribes of Michigan, which she accepted. She spoke of keeping us informed through our selected State Liaison Wenona Singel on any issue that may concern us. One of the items discussed included Tribal Veterans services and what they offer: emergency financial assistance, federal claims assistance, higher education, burial services, and on-the-job training, just to mention a few. I will be pursuing more information on this because GTB has several veterans in our Tribe. One more thing on the Tribes; open discussion included a Motion passed to adopt the United Tribes of Michigan opposition as English as the official language of Michigan.

Livestream capabilities: I wanted to provide an update on the Livestream for TC Chambers and satellite offices.

Communications & IT are in the process of conducting tests at each satellite office to ensure equipment & installation is running smoothly. We hope by this we are offering another option to increase the lines of communication to better serve our GTB membership. Miigwetch for your patience.

I would also like to mention something we are working on for the near future is a business snapshot so Membership can have insight on the state of affairs of the Tribe through a condensed one or two page report. The purpose of this document will be to inform and demonstrate transparency.

ANNOUNCEMENT

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction goes into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. If you are an employee of the Grand Traverse Band, you may be called to sit on a jury.

LAW ENFORCEMENT

PUBLIC SAFETY UPDATES - Submitted by Jolanda Murphy

With it being so cold outside, we must be ever vigil for fire.

Fire is our friend, but it can also be dangerous. Do not plug space heaters into power strips. They are not designed for the power that they draw. If you must use them, then plug them directly into the wall. Also make sure they are the newer kind that have tip over protection. This way if they are knocked over by accident, they will automatically shut off and avoid a fire.

Do not place them near draperies and bedding so they do not accidentally catch on fire.

In addition to space heaters, you must take care if you have wood burners or fireplaces. Make sure you get your chimney inspected annually and only burn good hard wood. Woods like pine will put a combustible material in your chimney and will over time catch fire. When cleaning out your wood burning units, put the ash in a metal can and put it directly outside. Placing it in plastic or putting it to close to the house outside can bring you lots of trouble if there is a hot ember in the ash. Many houses have caught fire from the ash being placed to close to the house outside.

A word of caution. I have noticed many people walking. While this is good for health reasons, please use caution. I have seen on very snowy days people walking with dark clothing on. It becomes very hard to see you and the chance for an accident to happen increases. If you walk, please wear bright or reflective clothing if walking at night, near night or in bad weather.

Your fire department conducts fire inspections on all public buildings. These inspections are to keep everyone safe. In the past, inspection items that were identified, were not being fixed.

You will be given up to 30 days to come into compliance with the violations noted. You are subject to a fine if the violations are not corrected per GTBC 2 and NFPA 1.

Recently there were alarms sounding in the Elders Housing.

Please if you hear an alarm going off, call 911 to report it. Calling the fire station can delay any response, especially if called after hours. If you’re in doubt as to what to do, Call 911.

4-H TRACTOR SAFETY PROGRAM For 14 and 15 Year Old Youth Who:

Teens can

improve their chances of employment this summer by completing a tractor safety training course!

Successful completion of a tractor operation safety course is required for all youth under the age of 16 who perform farm jobs classified as hazardous, under the U.S. Department of Labor’s Hazardous Occupation Order.

To become certified, participants must attend all five course sessions, pass a written test and a tractor driving test.

MSU Extension will host this training for 14 & 15 Year Old Youth. Youth must be age 14 by June 1st, 2019.

Space is limited! (16—19 Year olds are encouraged to participate, but priority is given to 14-15 year olds). Class curriculum follows the National Safe Tractor and Operational Machinery Program.

Wednesdays, April 3, 10, 17, 24 from 6-8:30 p.m. A written and driving test will be given on Saturday, May 4th from 8:30 a.m. to 2:30 p.m.

EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. This program is for all elders living within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category and amounts: • 55-64 years $600 • 65-70 years $800 • 71-older $1000 The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you. LOW AND NO-COST COLORECTAL CANCER SCREENING FOR UNINSURED AMERICAN INDIAN MEN AND WOMEN The Michigan Colorectal Cancer Early Detection Program provides colorectal cancer screening services to American Indian men and women in the Lower Peninsula of Michigan who meet the age and income criteria outlined below: • Aged 50-64 years • Low income (<= 250% of the Federal Poverty Level) • Who currently have no symptoms of having colorectal cancer • Who are underinsured or uninsured o Eligible clients who might have high out-of-pocket costs for colorectal cancer screening may be eligible for MCRCEDP. o Clients who are currently not insured by the Healthy Michigan Plan (HMP) are eligible for the MCRCEDP. Screening Tests Offered • Colonoscopy for Average and Increased-risk clients • Fecal Immunochemical Test (FIT) - an at home stool test option for Average-risk clients What Test will I be Offered • Average-Risk Clients will be screened by colonoscopy or may choose an at-home stool test (FIT). o Clients with a positive FIT will be referred for a follow-up colonoscopy. o Average-risk clients with a positive (+) FIT result obtained from outside the program, may be eligible for program services. Contact an agency for additional details • Increased-Risk Clients will be screened by colonoscopy.

Anni, my name is John Paul McFadden, and I am currently providing services to tribal members once provided by Nicole Krumrie as the newly hired BH Clinical Social Worker.. It is my absolute pleasure to serve those members of the Grand Traverse Band currently with Severe Mental Health Illness, Co-occurring Conditions and elders with dementia. My skillset includes ten years’ experience working within the social services as a Bachelor of Social Work, and subsequently as a Master of Social Work. I previously worked with members of our community experiencing homelessness, many with Substance Use Disorder(s) and in the Protective Services. I look forward to becoming more familiar with each member of Grand Traverse Band.
