GTB Gaming facilities have been closed since March 16th, due to COVID-19 mitigation. After almost three months of closure, Turtle Creek Casino and Hotel and Leelanau Sands Casino reopened at 8 am on Friday, May 29th. Both establishments were brimming with guests as lines extended well into the parking lots with eager visitors looking to break the monotony of quarantine and possibly win big.

Although these establishments are open, many safety protocols have been instituted to maintain public safety, including face masks mandatory for all guests and staff upon entry, limited capacity to support six foot social distancing, and around the clock persistent sanitation protocols. Staff were excited to be back to work and guests were thrilled to experience even the smallest return to normalcy.

GTB Government is still providing limited, yet essential, services during these difficult times. Beginning on page 12 you will find information on services still available during the established quarantine. I feel bad that you didn’t get to celebrate as we did upon graduation. On the last day of school, we would be with our friends, skipping class, taking pictures, going to parties, prom, the all-night party, and the day of your graduation, followed by all the open houses with your friends. Although things may not be the same, please know how very proud we are of all the graduates! June 21st is Father’s Day, and I hope your Father’s will have a fabulous day with your families. I enjoyed the precious time I had with my Dad and Mom. They raised us kids in a Christian home with a good upbringing and taught us ethical values for life, how to be respectful towards others, their homes, and their personal beliefs, but most of all, to be a helper. As the good Lord said in the golden rule, do unto others as you would want them to do unto you. Doing good is great, and God is always good all the time. Happy Father’s Day. May 27th marked GTB 40th Anniversary as a Federally Recognized Tribe! We had big plans for that day, but because of COVID-19, we had to cancel in the best interest of everyone’s health and safety. Our Annual Pow-Wow in August has also been canceled for the same precautionary reasons. We hope to celebrate at a later date, even if it is next year. We must do things differently until we get through this pandemic, but as Indigenous People, we have always been able to adjust.

On the GTB Government side, we are going into our 12th week of the shutdown, and from the Tribal Manager, Sonya Zotigh, we are still financially looking good and can weather the storm. The management team and Tribal manager have done a superb job in navigating us through this crisis—ChiMiigwetch to the Team for your tireless efforts.

GTB has received $13.2 million from the Federal Stimulus package, which has given us a lot of breathing room. A lot of credit is due to the hard work being done by the GTB management team. From day one, the team has kept track of all the expenditures spent (losses) during the shutdown, and they applied this to the Federal CARES Act. This is where received the $13.2 million with another $8 million yet to come.

Waabgonii-Ode’min Giizis / ( Blossom-Strawberr y Moon) The Federal CARES Act stands for (Coronavirus Aid, Relief, and Economic Security Act). These funds can be utilized for operation, maintenance, and debt services. These funds allow us to pay staff, pay overhead services, or any losses we may have incurred during this COVID-19 period. We are looking at another Tribal stimulus check for membership for $500.00 in the first or second week of June. We also received $1.5 million from the BIA CARES Act; this will assist in the expenses related to law enforcement, fire, and EMS. I would like to recognize GTB management team for their due diligence and vigilant watch over our finances so that we can give back to the membership. Chi-Miigwetch!!!

GTB ADMINISTRATION BUILDING SURVEY

Ahnee GTB Tribal Members & GTB Employees:

Through grants and long-term guaranteed loan financing, the Grand Traverse Band Government is evaluating & assessing developing a plan for a NEW Administration Building. There have been comprehensive studies completed on the oldest to newest buildings in Peshawbestown that have served us well but many are costing the Tribe a lot of money.

One of the main issues is that we have 17 buildings that require cleaning, maintenance, seasonal work, and capital expenditures.

Currently our costs per square foot to manage all of this plus our Friday, May 29th, both GTB Casinos had a gradual outlying county buildings is very high, the annual budget for space costs for several years ranges from $2.2 to $2.7 million.

As I walked around, I could see and hear there was a sense of relief from the staff and patrons. They were saying it’s good to be back to work and appreciated the continuation of their benefits. There is a lot to be thankful for without having to look very far. During this time, we will monitor and evaluate every day to ensure everyone is prepared with safety measures in place to protect the staff and our patron’s. Please keep in mind that this is new territory, but we are doing everything we can to keep everyone safe and healthy, we will get through this together.

Here’s a little more information on our casinos. The Leelanau Sands Casino has approximately 53 Tribal Members employed, Turtle Creek Casino has about 150 Tribal Members, and The Grand Traverse Resort has approximately 15 Tribal Members employed. Next month I’ll try and get the exact number of GTB Tribal members employed at our enterprises.

The Grand Traverse Band Casinos do not fall under state regulation. We are regulated by our own Gaming Commission and federal laws. Additionally, we are Federally recognized by the United States Government and a Sovereign Nation governed by our own rules and regulations. There are 12 Tribal Nations in Michigan with 23 Tribal Casino’s operating in the State of Michigan. When we shut down on March 16th, we did this voluntarily and working in conjunction with Governor Whitmer’s Executive Order. I must say the Governor is doing an excellent job for the people of Michigan. We will continue, as much as possible, to work with the Governor and still maintain our sovereignty as a Tribal Nation.

Although this summer will be undoubtedly different, I hope it will be a good one filled with all the simple pleasures in life. Please remember to be safe by practicing social distancing because even though restrictions are starting to loosen up, please remember we are in the middle of a pandemic. I admit it does feel good to get out a little, but please don’t forget to wear your mask, gloves, social distance, and wash your hands often. We are incredibly fortunate our Tribe has no COVID-19 cases, and I hope this will continue through the summer.

Kathryn (Katy) is from Grand Rapids, Michigan and is a member of the Grand Traverse Band of Ottawa and Chippewa Indians.

Her grandparents are Robert & Diane Lewis, she is the niece to Jodi Lewis, Scott Lewis, Kathleen Maples and Tiffany Lewis.

She attended Michigan State University and received a Bachelor of Arts in political science with a minor in Environmental Science and Sustainability. Cheering her on throughout her law school journey was her dog, Meeko, who found his forever home with Kathryn during her first year of law school. Kathryn took many opportunities to work and intern during law school, completing two semesters of the Indian Law Clinic, interning with Elder Law of Michigan, and interning with the Morongo Band of Mission Indians in California. Kathryn also served as the MSU Chapter NALSA Treasurer and participated in the NNALSA Moot Court Competition. She intends to sit for the Michigan bar exam and practice in the Great Lakes state. After graduation she will move to Ann Arbor, Michigan, where she intends to work as an attorney.

Dear Tribal members & GTB employees, due to increased potential of exposure to the COVID-19 virus, and the need to maintain appropriate social distancing and preventative measures to avoid community spread, Tribal Council approved an extended temporary government closure, through to June 12, 2020.

PLEASE UNDERSTAND THAT GOVERNMENT OPERATIONS HAS NOT BEEN CLOSED—BUT WORKING ONSITE HAS. We have staff that are working from home and only essential services staff working onsite. GTB Government’s budget is based on federal, state, and tribal funding and services continued to be provided.

We are collaborating with Department Managers and our Emergency Management team to develop our reopening for business plan. We have a re-open plan laid out for all staff for the limited opening on 6/15/2020.

Be assured that emergency services will continue to be provided and emergency contact numbers will be listed everywhere possible and shared should any questions or concerns arise from the GTB membership.

I thank all our onsite essential staff that are meeting the immediate health and safety needs of the GTB membership.

The Clinic is continuing to see patients through appointments only. The Elder’s program is continuing to provide luncheons. If you have questions for the Health or Elder’s departments, please contact Dawn Shenoskey at 231-313-8609 (Elders) or Soumit Pendharkar 231-631-2978 (health).

Food orders are still being processed for eligible Tribal members through the Human Services Offices.

We understand that this time may be very disheartening for many and fears could be great, if you need behavioral health assistance, please contact Arlene Kashata to make an appointment for a teleconference with behavioral health staff.

We strongly encourage everyone to sign-up for NIXLE, you can do this via the webpage or reaching out to staff to assist you in signing-up. Our webpage has essential information on it regarding contact numbers for all GTB government services, as well as announcements from local, state, and federal Resources.

Management staff and I are steadily working to manage government programs, services, and finances.

This includes working with federal agencies to secure finances from the recently approved federal stimulus funding for Tribal governments. As we present information to the Council of any potential resources available to our Tribe, we will inform you as well.

MEMORIAL DAY 2020

GTB 40th YEAR ANNIVERSARY

On May 27, 1980, the Grand Traverse Band of Ottawa and Chippewa Indians became the first tribe in Michigan to be recognized by the U.S. government as a sovereign nation.

May 27th of this year marked GTB’s 40th anniversary of reaffirmed sovereignty.

In light of the unprecedented circumstances that our world, nation, and Tribe face with COVID-19, it is in the best interest of ALL to postpone the 40-year celebration that was planned for Memorial Day weekend. We will be looking at later date opportunities.

GTB NOW ACCEPTING DONATED FACE MASKS Ahnee! GTB government will accept homemade and ‘other’ facemasks donated to the Tribe by allowing drop-offs at the Administration building @ 2605 Northwest Bayshore Drive, Peshawbestown. There is a large brown mail box in the small atrium of the Admin building where donations of masks, in secured clear plastic bags can be dropped off. The masks will be quarantined for 7 days before distributed on a first-come, first-serve basis.

Please be aware that masks provided by the GTB government are not “medical grade” masks and should be treated like cloth masks. Masks that are not cloth should be treated as disposable and not reused.

Grand Traverse Band Elders Program Services while GTB is closed due to the Coronavirus Outbreak Elders Emergency Services – During this time Elder’s may submit “Elders Emergency” Request for the following requests: Food, Utility Assistance and Reimbursements. Unfortunately, non-essential requests cannot be processed. Please contact your Coordinator for assistance. To eliminate the face to face contact, you can send a photo of your request to your elder’s coordinator cell phone or email address.

Seniors Farmers Market Application – It’s almost that time for the Seniors Farmers Market – Due to the outbreak of the coronavirus the funding agency is looking at all possibility to implement the program under the current situation. We are starting the application process and they are available at all Elders offices. If you would like, an application can be email to you. The program requirement is still income based and to be eligible all members of the household must be reported and income for each member.

Caregiver Program - April 1st, marks the beginning of the fiscal year. This means new application will be required for the fiscal year. If you are caring for an elder, or someone is caring for you, that meets the eligibility for the program. If you are a grandparent caring for your grandchild (ren) you are eligible.

Applications are available at the office and can be emailed to you.

• To-date, the GTB Health Department has performed thirteen (13) COVID-19 tests. The thirteen tests all had negative results. There are no test results pending. The GTB Health Department currently has 411 COVID-19 tests on hand. This includes 320 rapid result tests for its Abbott ID NOW analyzer.

• Please note, testing is available to all eligible patients at this time at the GTB Health Department. If you are unable to drive to the Medicine Lodge or are too far away, arrangements can be made for testing at a satellite location. Additionally, home visits will be considered on a case-by-case, as­needed basis. Testing remains critical to protecting the GTB community from the spread of COVID-19 within the community. • A new study by the Centers for Disease Control and Prevention (CDC) compared vaccination rates for children 5 months or younger. Responding to the pandemic has led to a decline in immunization rates. The study showed that only 49.7% of children in that age group were current on vaccinations, compared to roughly two-thirds of children before the COVID-19 pandemic. It is vital that parents and guardians catch up on their children's vaccinations so they have protection from outbreaks of vaccine preventable diseases. This is especially important now as restrictions are

being eased and there is more movement in communities.

This can be a very stressful time for individuals and families so besides quality family time -- try to take some quiet time for yourself, exercise times are important, inside or outside, to reduce stress while respecting safe distancing (walking is very easy and important for your physical well-being ) , staying in contact with families and friends by phone or technology, good time to read those books you always wanted, work on beading or sewing your new pow-wow regalia for the summer, and being kind and helpful with your fellow neighbors and relatives. It is amazing how good it makes us feel when we help someone else- that Indian circle comes around. A smile and a wave goes a long way.

Currently, our department is operating on a necessity, based minimal crew due to our Tribal government closure.

Human Services: Currently, we are still accepting FY 20 applications for the Human Services Program for LIHEAP and RAO energy and food assistance. This application determines Tribal members’ eligibility for the food purchase orders that went to Tribal households to assist with the current Coronavirus situation. This extra funding for qualified applicants was approved by Tribal Council to assist families with food during these challenging times. The approved amounts were for families of 1-2 @ $50, 3-5 @ $100 and over 6 @ $150. This application is available online at the GTB website under Forms and can be scanned back into our offices, mailed in or dropped off at the Tribal Administration office in Peshawbestown if you have not done so since October 1st. The Peshawbestown food pantry is currently closed until further notice to adhere to the current CDC safety guidelines for Coronavirus and the Governor’s mandate to remain at home and be safe.

Anishinaabemowin/Anishinaabewin (language and culture) Anishinaabemowin and Culture are a vital part of who we are as Anishinaabek. This is our identity and the two cannot be separated. Our Culture and Language have been oral teachings that have been brought down from generations past. It is of utmost importance today that revive Anishinaabemowin and our traditional ways for our Nation/Tribe and our next generations.

We will be offering online Anishinaabemowin classes Monday-Friday from 11:00am12pm, please joins us by following the link, https://78236669.myownmeeting.net/login Classes will begin Monday, April 6, 2020!!

Intergenerational Anishinaabemowin classes are instructed weekly for individuals, as well as families.

These classes are offered in Peshawbestown (Monday @ 5:30pm), Kewadin (Tuesday @ 6pm) and Traverse City (Wednesday @ 5:30pm). Monthly elder Anishinaabemowin classes are offered in Benzie, Charlevoix, Traverse City, Kewadin (spring/summer) and Peshawbestown. Anishinaabemowin is taught TuesdayThursday for the students in the Benodjenh HeadStart/ Early HeadStart programs. Seasonal Anishinaabemowin Symposiums are offered to provide an immersion experience through teachings and hands-on projects.

We will not be hosting a Spring Anishinaabemowin Symposium this year. The Annual Family Language Camp is tentatively still planned for August 12-14, 2020 and Peshawbestown Powwow August 15 & 16, 2020.

Eyaawing Museum Our Museum and Cultural Center was created by the Grand Traverse Band of Ottawa and Chippewa Indians to establish, gather, interpret, and maintain a record of the history of the Grand Traverse Band of Anishinaabek.

We have great respect for the circle of life, honor for our families, and the telling of our true heritage. It is our hope and belief that this museum will promote the Tribe’s belief that the culture, language and spirit of the Grand Traverse Band shall be recognized, perpetuated, communicated, supported, and shared with the people of all nations.

We are working on strengthening our community involvement at the Eyaawing Museum and Cultural Center. We have been working with other Anishinaabe Museums to learn how we can improve Eyaawing and establish relationships for rotating exhibits. Things have been tentatively put on hold, but we will continue to work to take Eyaawing in a new direction and incorporate more Culture/Anishinaabemowin programming into the Eyaawing Cultural Center for our community members.

GRAND TRAVERSE BAND, WELL AND SEPTIC PROGRAM – INFO FOR THE APPLICANT Public Law 86-121, through the Indian Health Service, allows the Grand Traverse Band to assist members of federally recognized native tribes in obtaining a potable drinking water supply and a safe means of disposing of waste water for their home use, provided that funds are available and that the homes meet basic standard of living requirements (well insulated, have electricity, indoor plumbing, etc.).

Sites with completed applications that are accessible for soil evaluations shall receive the highest priority for service during the current year. Applications received late in the year, especially for those sites that require mound-type septic systems, may not allow sufficient time for service during the current construction season. Approval of a site by the Band will be determined on a case-by-case basis and will depend on the amount of funds available.

APPLICANT RESPONSIBILITIES (Checklist must be completed, or application will be returned to the Applicant)  The homeowner must provide proof of his or her legal right to reside on the site (e.g., a copy of a lease, deed or current tax statement).

Attach a copy to this completed application and return it to the tribal representative.  If the site to be served is on taxable land, the homeowner is responsible for purchasing the well andseptic permit from the county health department. Costs of the permits will be reimbursed only after the facilities have been installed.  Prior to a visit by a representative of the GTBWSP, the homeowner must stake the property corners and the proposed location of their home if it is not yet on site. If the home location is moved after the soil evaluation has been completed, a new soil evaluation may be required, possibly delaying service until the next construction season.  The homeowner must provide a legible map, or a copy of a plat book or Michigan Gazetteer.  The homeowner must insure the home is in sound condition with fully operable plumbing (including provisions against freezing in the winter, i.e. mobile homes must be skirted), and has 230 V. electrical power.  If community water and/or sewer services are to be installed, the service lines will be terminated 5 feet from the home. The homeowner will be responsible for the tie-in to the interior plumbing.  Upon completion of construction, the homeowner will be responsible for the care and maintenance of their individual facilities.

Waabgonii-Ode’min Giizis / ( Blossom-Strawberr y Moon) Public Safety Department Services Available During COVID-19 Although GTB Tribal Government Offices are temporarily closed March 17 to June 15th, 2020, the Public Safety Department are here to provide essential services during this difficult time.

Fire Department: The mission of the Grand Traverse Band Fire Rescue Department is to: Respond to critical emergencies on the GTB Reservation. GTB Fire/Rescue Department is still here to serve the community in the midst of the health emergency. With concerns of COVID-19 we are taking extra precautions. We will still be responding to every 911 call but this means we are going to go above and beyond. Don’t be surprised if we respond with all sorts of extra protection gear! This is for our protection and yours! Even if there is no suspected infection we are still going to greet you with our masks and goggles.

GTB Fire/Rescue Department has temporarily unfortunately stopped some of our services. These services will resume as soon as the health emergency is lifted: • Home inspections • CPR/First Aid classes • Smoke Alarm installation (we will still deliver an alarm and leave it outside if you need a new one) • Station tours • Public education programs GTB Fire/Rescue Department understand that this is a tough time for all, especially children. If your child is having a birthday, the fire department would like to be a part of it. We will respond with lights and sirens to your house and use our public address system to play happy birthday. Please call the fire station at 231-534-7666 to set up a time.

Tribal Police Department: The Tribal Police Department is available and can be reached by calling 231-534-7777 or 9-1-1- for emergencies. During this Stay Home, Stay Safe Executive Order 2020-21 from Governor Whitmer and GTB Government Temporary Closure, Tribal Police will determine what calls can be handled by way of phone and what calls will be handled in person (example: In progress emergencies vs. a stolen bike type of complaints).

Although our services remain the same as they always have, our method of delivery has become more thought out and risk oriented. Given the very limited amount of Personal Protection Equipment that we do have, every request for service needs to be prioritized for risk of infection, exposure, and most certainly safety of all involved.

Even though public access to the police department is temporarily closed, police services continue. PBT services are temporarily on hold. For emergencies call 9-1-1. For nonemergencies call 231-534-7777 and listen to the prompts to speak with the on-duty officer.

Conservation Services: Game Wardens are available and on patrol. They can be reached by phone. Game Warden Robert Duty 231-3422578, and Lakota Raphael 231-866-0503. Our Wardens have moved to a similar response method of risk oriented delivery. Our Wardens too, are very limited in PPE. Tribal Victim Services: The GTB Tribal Victim Assistance (TVA) Program services are available and can be accessed through phone by calling the TVA Director: 231-534-7525 or cell: 231-866-0544.

The TVA program services has been created to provide support and assistance to victims of all types of crime, whether charges have been filed or not. The TVA program provides services to any federally recognized tribal member living within the six county service area, as well as to any

person who has had a crime committed against them on tribal lands. Please contact the TVA Director for specific services available.

Sex Offender Registry and Notification Act (SORNA) Services: The Sex Offender Registration and Notification Act is Title I of the Adam Walsh Child Protection and Safety Act of 2006.

SORNA outlines mandatory minimum standards for sex offender registration and notification for all U.S. Jurisdictions, including states, Federally Recognized Tribes, and U.S. Territories. The purpose of this act is to help protect the public from sex offenders and offenders against children.

Emergency Management: GTB Emergency Management Office is participating with our tribal health department, local health departments, community partners, Michigan Department of Health and Human Services and Michigan State Police Emergency Management Homeland Security Division (EMHSD) on community mitigation measures on COVID-19. The GTB health department, emergency management office, Tribal Managers Office, communications, human services, and other tribal departments are participating in daily conference calls with local, state and national partners to address COVID-19. Coordination on personal protection equipment for our health department and first responders continues so essential services can continue. The state, local, and federal agencies are coordinating statewide readiness and communication related to COVID-19. Updates from Michigan Department of Health and Human Services (MDHHS), CDC, and Governor Whitmer’s Office, are shared and posted to the GTB website. GTB emergency management will continue to coordinate response activities.

My name is Michael Godfrey. I am the new Community Police Officer with the GTB Tribal Police. I came from a small town in Ogemaw County called West Branch. I attended Kirtland Regional Police Academy in 2014. I started my career with the Ogemaw County Sheriff’s Office. After that I have worked with the West Branch City Police for the past 5 years. I am excited to begin my career with the Tribal Police and look forward to meeting members of the community through public relation events and neighborhood watch meetings.

Diabetes Sick Day Care Plan

Having a plan can help you feel prepared and in control of your health. A plan can help you and other family members know how to help if you do become ill; for example, how to manage your diabetes at home and when to call your doctor.

Gather your supplies • Phone numbers of your doctor, emergency contact, pharmacy, and insurance provider • List of medications and doses • Extra refills on prescriptions and supplies. Always have enough insulin for at least 2 weeks • Have both non-sugary and sugary fluids on hand, such as water and broth (non-sugary), apple juice or regular sodas (sugary) to use during illness • Simple carbs like glucose tablets, regular soda, honey, jam, Jell-O, hard candies or popsicles to help keep your blood sugar up if you are too ill to eat Steps to take when you are feeling sick • Always take your diabetes medicine unless your healthcare provider tells you not to.

Even if you are unable to eat your usual meals, you need to take your insulin or diabetes pills.

• Check your blood sugar more often - 4 times per day for mild illnesses (like a cold) or every 3 to 4 hours for more severe illnesses (like the flu).

• Drink plenty of water or sugar-free fluids. Drink at least 1 large glass of fluids every hour while you are awake to prevent dehydration. If you’re having trouble keeping water down, have small sips every 15 minutes or so throughout the day.

• Being sick can make it hard to eat, so having simple carbs handy like regular soda, Jell-O, or popsicles will help keep your blood glucose up if you are at risk for lows.

• If you are unable to eat solid food, switch back and forth between sugar-free drinks (diet soda, seltzer water, tea) one hour and liquids that contain sugar (juice, regular soda) for the other hour. Broth is good, too.

• If low blood sugar, eat 15 grams of simple carbs and re-check blood sugar in 15 minutes to make sure levels are rising.

If your health care provider recommends that you go to the hospital, remember to bring your insulin and glucometer.
