The Grand Traverse Band Kitchi Minogining Tribal School Commencement Ceremony for the Class of 2019 was held Saturday June 8th 2019 at the Leelanau Sands Showroom. The event was Emceed by Tribal Councilor Mark Wilson with Commencement Speaker Tribal Council Secretary Tina Frankenberger. Tribal Chairman Thurlow “Sam” McClellan lead the Graduates to and from the stage before speaking, congratulating the new graduates for all their hard work. As I reflect upon the first half of 2019, we have made changes for the better, but we still have work ahead of us to get to where I’d like us to be. Six (6) months have passed and it sure has gone by fast! I would like to wish you all a happy and safe 2019 Cherry Festival, Heritage Day, and 4th of July. We may not all agree on the “celebration” of the Independence Day holiday; however, my wish is that you will enjoy time with family and friends by having a cookout or just doing what your family enjoys. I am a big advocate for families spending quality time together as I believe the stronger the family is, the stronger our communities are. GTB has a lot of fun activities for our tribal families that week so come out and enjoy!

Let’s have some fun together!

GTB 40-year Anniversary Celebration: We will celebrate 40 years as a federally recognized Tribal Nation on May 27, 2020!

A planning committee is being formed as we look forward to a community-wide celebration! We will have more information to follow in the coming months. Please contact Doris Winslow, Executive Assistant to the Tribal Manager, at 231.534.7965 if you have any ideas on how you would like us to celebrate this milestone and/or to be a part of the planning team.

Cannabis Referendum Vote: This vote passed by a majority even though it was only 20% of the total registered voters. Council has met with one of the business groups who presented on what they can do to help us get started in this new arena. Council will also be meeting with two different groups to get as much helpful information as possible as we navigate together as a Tribe through this new territory. I will report out additional information next month on this subject. It is the goal to move on this sooner rather than later.

Newly Hired CEO: We are very excited to announce that we have hired a new CEO! Miigwetch to the EDC employees for stepping up to the plate to keep business operating and for your patience as we worked to find the best qualified candidate for this vital position.

The new CEO brings fresh ideas and a new energy that will positively impact GTB. Governor Gretchen Whitmer: I attended a meeting with the Michigan Treaty Tribes of 1836 and 1842 on June 6th in Lansing with the Governor. It was reaffirmed the Governor’s commitment to solving the Enbridge problem up in the Straits of Mackinac. We stated our continued position which is to shut down pipeline 5. I am hoping this new Governor will be more open and honest with us than the previous Governor. I will continue to update you on this very important matter.

Indian Health Services: Did you know if you live outside the GTB six county service area and need medical, dental, and/or behavioral health services you may be eligible for services at a local Indian Health Service location? There are multiple locations throughout Michigan and the United States. GTB Health Service staff are working on a document that lists Indian Health Service locations within Michigan so tribal members can learn more. We will also be adding the IHS locations on the GTB website. The goal is to get as much information out to Tribal members as possible, so everyone can have access to affordable health care.

Cross Creek Property: There has been no development on this property for over 20 years and it has cost us a lot of tax dollars.

Recently, we have been contacted by a Developer who will put up his own money to help develop the Cross Creek property, that could potentially generate millions for GTB. It is my hope we can move forward with this opportunity. More information will come next month after we meet with the Developer on their proposed plan.

GT Resort Golf Academy: The revamping of the Academy would give GTB more exposure to the public locally, statewide, and nationwide, which in turn could increase revenue. It has come with resistance by people who refuse to or are afraid of change. I believe the Resort could be further ahead in some areas if we had workers who have a stake in the Tribe and this property. We have only a handful of Tribal members working for the Resort; it is my hope that we can change that to get more eyes and ears there in management positions. I am excited to report we have a new CEO who’s been on board a month. I am hopeful he can hit the ground running on this matter and all priority matters at the Resort, as the honeymoon is over. The Academy will be using the GT Resort logo on all its equipment, clothing, and commercials and we could even end up on the Golf channel. Traverse City is one of the golfing Meccas in the area and we have a lot of young natives who like to golf and could use the expertise in improving their game. Also, I would like to mention we had to refinance the Resort again, but the good news is we did not borrow or add on any more expense to this bill. When we came in, the mortgage was $46 million, three years later it is down to around $26 million. I want this to be debt free as it should have been long ago.

Potential Cherrybend Campus: As I have said before, I would like to see GTB purchase the Cherrybend property to offer the current 3 Mile office a substantial increase in space for offices and services to Tribal members and the Grand Traverse County members. My intentions are to meet with the Grand Traverse County tribal members in the next few months to go over the approach and the opportunities this acquisition could have.

Tribal School: I would like to see GTB expand our Tribal school to one day be a fully functioning Tribal school in all aspects with expanded programs to offer students the best possible education for

our communities and Tribe.

GTEC: We have an annual meeting coming up this month and I will give you more information next month. The CEO has been removed along with two board members; more information will follow.

Some of our management has become stagnant and complacent in dealing with the effectiveness of managing and marketing our properties and the government which cannot continue to happen.

We are addressing the stagnancy and also looking at gathering a team of experts and advisors with specialized fields of expertise that can give us advice for partnerships, business investment, diversification and long-term planning. The areas of needed expertise are Housing, Fiber Optics, Cannabis, Cross Creek Property, and the Golfing Academy, to name a few.

Community Meeting: The next community meeting is scheduled for July 9 in Peshawbestown from 4pm-6pm. I hope to see lots of people come out and join us for open discussions on things that matter most to you. As usual, we will have a light dinner provided along with five (5) raffle drawings - hope to see you there! We will continue to be vigilant in protecting the best interest of our Nation in all areas knowing the decisions we make today will impact future generations!

I want you to remember that when I write these articles, I believe in being open, honest, fair, and equal even when it’s the good, the bad and the ugly. The bible says the thief steals in the nighttime, not during the day when everybody can see him.

Welcome! Before you complete your application for a home here, please review our resident selection criteria.

The term "applicant(s)" under these criteria mean the person(s) that are over the age of 18 and will be occupying the apartment home. The term "occupant(s)" in these criteria means the person(s) that are under the age of 18 that will be occupying the apartment home.

These rents do not include utilities. Those would be the responsibility of the tenant.

No application or holding fees. Pet deposit will be $100 Proposed Eligibility Criteria: A total household income of $ $27,216 will be required for a 1-bedroom unit A total household income of $32,472 will be required for a 2-bedroom unit Background requirements for our Market Rentals are proposed to be: 1. No registered Sex Offenders 2. 7 year wait on Felonies with no additional offenses (acts of violence or drugs) 3. 2 year wait on Misdemeanors (acts of violence or drugs)

Occupancy Guidelines Lease signers must be at least 18 years of age.

Our properties allow up to the following number of occupants per unit. One bedroom units - three persons; Two bedroom units -five persons; Three bedroom units -seven persons.

Any person over the age of 18, must qualify as a new resident and be placed on the lease. The addition of a Resident to the residential lease agreement that results in exceeding the Occupancy Guidelines will not be allowed.

Identification A copy of both the state issued ID(s) and social security card will be required upon application for residency.

Application for Residency An Application for Residency must be completed and maintained for each person over the age of 18.

Qualifying Standards • Rental History: Up to 36 months of rental history may be verified on present and previous residences. A positive record of prompt monthly payment, sufficient notice, with no damages is expected. For applicants who are homeowners, permission must be granted to verify payment history with bank or lending institution.

If there is an eviction or balance due to any apartment community or private owner reflective on the credit report, it must be at least 3 years old, and positive rental history must be established in the interim.

• Credit History: An unsatisfactory credit report can disqualify an applicant from renting an apartment home.

An unsatisfactory report is one which reflects past or current bad debts, late payments or unpaid bills, liens, judgments, foreclosures or bankruptcies. If the applicant is rejected for poor credit history the applicant may contact the reporting agency that provided the credit report. An applicant rejected for the unsatisfactory credit is encouraged to obtain a copy of the credit report from the agency and correct any erroneous information that may be on the report.

GTB SPORTS

GTB Tribal Member Ashley MacDermaid plays Roller Derby, a female dominated sport that has made a big resurgence in the last 15 years or so.

July Community Education Join us and make a beautiful succulent arrangement

Ashley lives in Flint, Michigan and have skated with Flint Roller Derby for 5 years and Team Michigan for 2 years. She has just been accepted to play for Team “Indigenous”. This is a team made up of 25 Native American women from all over the US and Canada.

Ashley and Team Indigenous will be traveling to Las Vegas in July to compete against skaters representing Japanese Americans, Jewish Americans, Canadians, and the Philippines.

Ashley is very excited for the opportunity and is looking forward to representing GTB at the July Competition.

If interested in joining a Roller Derby team there are several skaters from GTB that skate for the Traverse City “Toxic Cherries” and other northern michigan teams.

Grand Traverse Band of Ottawa and Chippewa Indians Peshawbestown Small Farm Planning During the 2019 growing season we will be breaking ground and sowing sacred seeds for the first time in the north field of Eagle Valley; north of the Strongheart center (satellite image shown). Our goal is to provide a healthy and diverse selection of both indigenous cultivars and a wonderful selection of popular produce options to the GTB community. With so many strong agricultural resources, the Grand Traverse Band stands to be a leader in sustainable agricultural production and land use programming. By investing the resources in our community to help members grow their own food, help GTB outlets (restaurants, our elders facilities, catering events) access healthy GTB grown produce, and help the wider community better appreciate our agricultural and sustainable land use heritage as Anishinaabe.

Peshawbestown Small Farm North of Strongheart Center

A collaborative effort between many GTB Departments will see the installation of agricultural facilities north of the strongheart center. It is understood that GTB members enjoy hunting north of the Strongheart Center and these agricultural developments will be sure to take into account the concerns of our hunting community. Working with the GTB Natural Resource Department we will be exploring ground cover options that may help to improve the deer habitat north of the farming operation. Any hunters with concerns, questions, or suggestions should please contact the Agricultural & Food Sovereignty Department. The “GTB Peshawbestown Small Farm” will be name of this farming operation until a more appropriate anishinaabemowin name is selected for this shared cultural activity.

Included in the P-town Small Farm Plan for 2019, baring all facilities (well, electric, storage) are able to be established, will be a you-pick style planting. The community you-pick will allow GTB members to have access to unique varieties of select traditional crops. Additional plantings will allow for GTB grown produce to begin start providing produce to the GTB Food Pantry, delivered fresh to departments, vending GTB grown produce through our various food service industry outlets, and much more. The future is bright for the GTB members wishing to connect to a strong heritage of responsible, thoughtful land management. Those interested in becoming involved are encouraged to! Please share your ideas for the development of agricultural resources for the community. Beginning by offering fresh produce in 2019 we are continuing to explore agricultural developments that will best serve all of our members.

These agricultural efforts would not be possible without the action of GTB members/voters and the GTB Council. The community has pulled together and determined that the extensive agricultural resources on tribal lands and knowledge amongst our community is worth investing in. The Human Resource Department is actively engaged in finding qualified candidates that are eligible to apply for 477 to assist with the development of the farming operation. Activities will include farm stand management, crop management, harvesting, food processing, delivering food to various outlets, and building farm infrustructure (fencing, irrigation, pruning trees, and building storage facilities.

On Monday, July 29, Sundance Institute’s Indigenous Program will present an evening of Indigenous Short Films at the Wealthy Theater (1130 Wealthy Street S.E.) in Grand Rapids. The program, which will take place from 6 to 8:30 p.m. (doors open at 5:30 p.m.) is free and open to the public.

Local filmmaker and Sundance Institute Indigenous Program alumnus Shane McSauby (Grand Traverse Band of Ottawa and Chippewa Indians) will be premiering his latest work alongside the 2019 Sundance Film Festival shorts from the Native Forum. The screening will be followed by a Q&A moderated by Bird Runningwater, director, Sundance Institute’s Indigenous Program.

The films that will be screened include: Fainting Spells, directed and screenwritten by Sky Hopinka (Ho-Chunk/Pechanga Band of Luiseño). Told through recollections of youth, learning, lore, and departure, this is an imagined myth for the Indian Pipe Plant, used by the HoChunk to revive those who have fainted.

Shinaab, Part II, directed and screenwritten by Lyle Corbine Jr. (Bad River Band of the Lake Superior Tribe of Chippewa Indians). A look at Ojibwe ideas surrounding the death process, as a young man strives to honor his late father.

FAST HORSE, directed and screenwritten by Alexandra Lazarowich (Cree). The Blackfoot bareback horse-racing tradition returns in the astonishingly dangerous Indian Relay. Siksika horseman Allison Red Crow struggles with secondhand horses and a new jockey on his way to challenge the best riders in the Blackfoot Confederacy.

M i n n i G i i z i s / ( B E R RY MO O N) GRAND TRAVERSE BAND OF OTTAWA AND CHIPPEWA INDIANS TITLE VI PART C CAREGIVER SUPPORT PROGRAM PROCEDURES Purpose: It will be the purpose of the Grand Traverse Band of Ottawa and Chippewa Indians Title VI Part C Caregiver Support Program to offer support services to all eligible Native American Caregivers, Grandparents or older relative residing in the service area as well as respite care when program funds are available.

The Caregiver Support Program provides a comprehensive referral and service system for caregivers. This is for families/ individuals who are caregivers to elders who are chronically ill or who has a life altering physical, mental or developmental disability, and for grandparents or older individuals who is the primary caregiver for a child or a relative of a child by blood, marriage, or adoption, or raising the child informally and who is 55 years of age or older and lives with the child. Services available include information about services, caregiver training, support groups, counseling, assistance to caregivers in gaining services, and respite services to compliment care provided by caregivers. This is not an exclusive list.

PROCEDURES: Eligibility 1. Priority; Caregivers who are older individual with the greatest social and economic need, Older individuals with the greatest economic need particularly of low-income individuals, Grandparent/Older individuals providing care to individuals with severe disabilities, including raising children/children with disabilities, and to Family caregivers who provide care to older individuals with the greatest social and economic needs.

2. Care Recipient (i.e., the person whom the caregiver is providing care) 55 years or older must reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service area and be a federally recognized tribal member.

3. Care Recipient under 18 must reside with the grandparent/ older individual in the Grand Traverse Band of Indians Tribal Services area.

4. Caregiver (i.e., the person providing care to the care recipient) must be an enrolled member of a federally recognized tribe and reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service Area. Also meet one of the following: • Caregivers are Native Americans who are 55 years and older, who provide care and support services to the care recipient that are 55 years and older who, for reason of illness or frailty; • Caregivers are Native Americans who are under 54 years and age, who provide care and support services to the care recipient who is 55 years and older, for reason of illness or frailty or to an individual with Alzheimer’s disease or a related disorder with neurological and organic brain dysfunction; or • Grandparents/Older individual (55) years or older, who are primary caregivers for and/or child or a relative of a child by blood, marriage, or adoption, or raising a child informally under 18 years of age and whom cannot function independently.

5. The Care Recipient 55 years or older must need assistance with at least two of the criteria of Activities of Daily Living (ADL’s) that includes eating, dressing, bathing, transferring, toileting, walking, shopping, doing laundry, managing money, taking medication, and require supervision due to Alzheimer’s or other Dementia.

6. The Care Recipient 55 years or older with two of the Activities of Daily Living cannot be a caregiver when being cared by a caregiver through the GTB Caregiver program.

This is due to prevent and eliminate stress upon the care

recipient and to prevent fraudulent activity.

7. Respite Care provides the caregiver with “time off” from their care giving duties where the caregiver chooses his/her own respite worker. Respite care range from a few hours a day to a week or more. The respite place and the length of time depends on the needs of the family and the available resources. Respite Service Agreement and Responsibilities and a conduct of a complete background will be required before services are rendered.

8. The Respite Provider must be age 18 or older.

9. Respite Providers/Caregivers are not considered employees of the Grand Traverse Band of Ottawa and Chippewa Indians but are temporary program participants receiving services.

10. Family members or other who show proof that Caregivers/ Respite Providers are not taking proper care of the Care receiver will be immediately terminated.

11. Elder Site Coordinator are ineligible to receive respite support for elders during working hours.

The Tribal Caregiver Support Program provides: 1. Respite Assistance 2. Opportunity for the Caregiver to access assistance services.

3. Caregiver Training 4. Caregiver and/or Grandparents/older individuals Support and Support Groups 5. Resource assistance information will be collected and provided to the Tribal Caregiver clients who are in the Tribal Programs service area.

6. Contracting for services from local health care agencies for: Caregiver training, forming caregiver support groups, and basic caregiver coping skills.

7. Background checks on Respite Providers; Caregivers/ Respite providers are responsible for submitting documents to conduct a background check.

The Tribal Caregiver Support Program does not provide: 1. Mediation for family conflicts. Tribal Caregiver Support Program is to remain impartial.

GTB Tribal Police Department Captains update on Sex Offender Registration and Notification Act I often get questions, and requests about finding out whom and where are sex offenders on our Grand Traverse Band Tribal Land, as well as the region. So, before I answer how to find them, which happens to be very easy, this is why Sex offenders must register, I think a little background on SORNA (Sex Offender Registration and Notification Act) might help folks understand more.

The Adam Walsh Act emerged from Congress following the passage of separate bills in the House and Senate (H.R. 3132 and S. 1086 respectively). The Act is also known as the Sex Offender Registration and Notification Act (SORNA), the majority of the provisions of which were enacted as 42 U.S.C. §16911 et seq. The act’s provisions fall into four categories: a revised sex offender registration system, child and sex related amendments to federal criminal and procedure, child protective grant programs, and other initiatives designed to prevent and punish sex offenders and those who victimize children.

The sex offender registration provisions replace the Jacob Wetterling Act provisions with a statutory scheme under which states are required to modify their registration systems in accordance with federal requirements at the risk of losing 10% of their Byrne program law enforcement assistance funds.

The act seeks to close gaps in the prior system, provide more information on a wider range of offenders, and make the information more readily available to the public and law enforcement officials.

In the area of federal criminal law and procedure, the act enlarges the kidnapping statute, increases the number of federal capital offenses, enhances the mandatory minimum terms of imprisonment and other penalties that attend various federal sex offenses, establishes a civil commitment procedure for federal sex offenders, authorizes random searches as a condition for sex offender probation and supervised release, outlaws internet date drug trafficking, permits the victims of state crimes to participate in related federal habeas corpus proceedings, and eliminates the statute of limitations for certain sex offenses and crimes committed against children.

The Adam Walsh Child Protection and Safety Act is a federal statute that was signed into law by U.S. President George W. Bush on July 27, 2006. The Walsh Act organizes sex offenders into three tiers according to the crime committed, and mandates that Tier 3 offenders (the most serious tier) update their whereabouts every three months with lifetime registration requirements. Tier 2 offenders must update their whereabouts every six months with 25 years of registration, and Tier 1 offenders must update their whereabouts every year with 15 years of registration. Failure to register and update information is a felony under the law.

States are required to publicly disclose information of Tier 2 and Tier 3 offenders, at minimum. It also contains civil commitment provisions for sexually dangerous people.

The Act also creates a national sex offender registry and instructs each state and territory to apply identical criteria for posting offender data on the internet (i.e., offender’s name, address, date of birth, place of employment, photograph, etc.). The Act was named after Adam Walsh, an American boy who was abducted from a Florida shopping mall and later found murdered.

As of April 2014, the Justice Department reports that 17 states, three territories and 63 tribes had substantially implemented requirements of the Adam Walsh Act. (Wikipedia).

Now how do we find out who they are? Well its as simple as going to the Michigan State Police Sex Offender Registry (SOR) found on their website www.michigan.gov/msp , they will ask for various search criteria to help them narrow down the area your seeking to locate sex offenders. A very simple process to access information.

FIRE / RESCUE The Fire department received a gift from the Michigan Fire Marshalls Office of Carbon Monoxide Detectors. We started in Charlevoix and then went to Benzie door to door. The response to this has been wonderful. We are currently halfway thru Peshawbestown. We will be finishing up in the next few days. Please if you need them, they are FREE! The Fire Department has for sale a utility body from our old rescue truck for sale. It has compartmentation and a water tank. It also has a pump that does not work. Maybe a crafty person could make it work. It will fit on a Ford Chassis and a Chevy chassis. If you are interested stop by the fire sept. and take a look at it, it is in the yard so you can view it at your pleasure.

We would like to also have you look around your property.

Have the woods or grasses approached your house and getting tall. To help protect your home, it is advisable to remove this for about 15 feet from your house. This way if a wildfire comes in your direction you have a little buffer to help protect your home. If you need help removing those trees or tall grasses, contact the fire department at 231-534-7161 and will get you on a list to help clear those items. Thant goes for the entire 6 county service area.

The fire department is looking for volunteers who are dedicated to helping others. Plus you get a stipend for doing so. If you would like to learn more about it, call 231-534-7666 and speak with a fire professional on how you can become a firefighter.

With the good weather, we were able to go out and test our skills at drafting and pumping. On this beautiful day, we were in the Marina, sucking bay water out and pumping right back in. We were also testing a new piece of equipment. This is called a Blitzfire monitor. This allows us to set it up on a large fire and leave it, freeing up a fire fighter to do other tasks.

This worked really well. We will be out more in this good weather. If you see us, feel free to stop and ask questions.

We are Veterans Inspiring Veterans (VIV), a project oriented, informal ad hoc group of combat veterans. We are working with and supporting other veteran centric groups in this effort. Together we will help veterans reengage with their families and the community.

Veterans Inspirational Art Show Call to Veteran Artists Deadline July 1, 2019 What: VETERANS INSPIRING VETERANS are calling veteran artists for a top-notch art exhibition and sale. This is an opportunity for veterans to showcase their best artwork in any medium. The exhibition is intended to encourage and support veterans to reengage with the community.

The show producers are strictly volunteering and take no money. We are giving back to the community, by supporting those who have sacrificed so much for our country. This is a benefit show by veterans for veterans.

English was necessary to understand the business transactions of the White world and to obtain work.

Michigan Indians have always had a strong concern for the education of their children. Historically, Indian parents have realized since the early 19th century that education was a necessity if their children were to survive while competing and intermingling with the dominant society.

The 1836 Treaty at Washington between the United States and the Ottawa and Chippewa included provisions for Indian education in what would later become the State of Michigan. The fourth article of the 1836 Treaty states: Five thousand dollars per annum, for the purpose of education, teachers, schoolhouses, and books in their own language, to be continued twenty years, and as long thereafter as Congress may appropriate for the object.

Obviously, this article would not have been part of the ratified treaty if Michigan Indians had not had a keen interest in the education of their children. The 1836 Treaty was the major land cession treaty in the “old Northwest” that conveyed Indian lands to the federal government, and this conveyance eventually led to statehood for Michigan in 1837.

In the following years, Indian education was the responsibility of the Indian Department (B.I.A.) of the federal government. The educational responsibility for Indians in Michigan was entrusted to missionaries in the state. The missionaries envisioned their primary goal as one of religious salvation. By forcing Indian children to abandon their cultural tenets and beliefs, the mission schools were accomplishing their primary goal of assimilation. Mission schools were funded by the Indian Department (B.I.A.), and in 1853 the Indian Department became dissatisfied with the missionaries’ control of Indian education. The Indian Department perceived education as the tool of assimilation, while the missionaries viewed education as the opportunity to spread the word of God. The split between the missionaries and the Indian Bureau was increased by the fact that the Indian Department demanded that the Indian language be eliminated in schools. The missionaries often utilized the native language to convey religious ideals. The Indian Department further sought to remove Indian education from the hands of the missionaries because the Indians of the state complained that Indian children were not being educated, and some of the tribal monies for education, allotted by the Treaty of 1836 (Washington) were being used to educate White children.

In 1855, the Ottawa and Chippewa Indians of the State of Michigan signed the treaty at Detroit with the federal government.

This treaty, like the Treaty of 1836 at Washington, had an article included that pertained to education.

In 1886, the Indian Department declared the day school concept a failure. The officials of the Department stated that Indians were not civilized or being assimilated, and for these reasons the day schools were closed. The Indian people of Michigan had considered the day school concept a success and protested vigorously, but to no avail.

The Indian Department urged Indian children to attend public schools. In public schools, Indian children were ridiculed and made to feel inferior to White children. Indians parents withdrew their children from school, and with this move the Indian Department was forced to establish another system for Indian education. This new system was the Manual Labor Training School.

Three manual labor schools were opened in Michigan between 1888 and 1893. The best known school was the Mount Pleasant School in Isabella County. These labor schools were to provide technical training to Indian youth throughout the state. They were boarding schools, and placed great hardships on Indian children.

Although these training schools were established for education purposes for Indian youth, the primary drive of the Indian Department was the acculturation of Indians into White society.

The manual labor schools forced strict codes of discipline and regimentation on the Indian children, both of which were foreign concepts to children. Lewis Meriam, in The Problems of Indian Administration, which was published in 1928 by the Brookings Institute severely critized [sic] the mode of operation and impact of the Manual Labor Training School.

In 1934 the Mount Pleasant Indian School was closed. Its closing marked the end of federal assistance to educate Indian populations in the State of Michigan. The federal role in Indian education was to be taken over by the State of Michigan in exchange for the conveyance of the Mount Pleasant Indian School lands to the state.

In a letter dated May 28, 1934, Governor William A. Comstock acknowledged acceptance of the “Indian School” property and the responsibility for Indian education. The letter was addressed to the Hon. Harold L. Ickes, Secretary of the Interior, and the text of that letter is as follows: In accordance with an Act of Congress, approved by the President on February 19, 1934, granting certain property to the State of Michigan the property known and designated as the “Mount Pleasant Indian School,’ located at Mount Pleasant, Michigan.

As Governor of the State, in accepting this grant, I acknowledge the condition that the State of Michigan will receive and care for the in state institutions Indians resident within the state on entire equality with person of other races and without cost to the federal government.

A copy of Governor Comstock’s letter is attached.

The acceptance of the responsibility for Indian education by the State of Michigan is clearly indicated by Governor Comstock’s reply to Secretary Ickes. It is important to note that the late Governor’s message identifies “State institutions,” and does not categorize these institutions as public schools or institutions of higher education (state colleges and universities).

In light of the recent debate of P.A. 174 and state appropriations for tuition waivers for resident Native Americans at state colleges and universities, the 1934 letter confirms the responsibility of Article 2 – First. EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

This program is for all elders living

and amounts: $600 $800 $1000

The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you. Genealogy Project

members who have been working on their family trees for many years.

Over the past month, I’ve been doing my genealogy training through The National Genealogical Society and am eager to start using what I’ve learned toward my grant objectives. I’ve also been dabbling in different software and will hopefully purchase one soon.

One of the main objectives of my grant is to preserve our family trees and documentation for our future generations. I will eventually be meeting with tribal members, beginning with our Elders, one on one and help the tribal member fill out a pedigree chart (family tree) and find and use any kind of supporting documentation to go along with the family trees.

What is the difference between Genealogy Project and the Membership?

Membership Office

Any documents added in one member’s file does not automatically transfer to kinfolk’s membership file. Example, when Jane Doe updates her blood quantum with a missing birth certificate, her brother’s file won’t automatically get updated. Her brother would have to submit same certificate to his file.
