The 21st annual Northern Michigan Small Farm Conference was held Saturday, January 25th at the Grand Traverse Resort and Spa. Tribal Council Secretary Tina Frankenberger and Agriculture and Food Sovereignty Department Manager William Derouin presented on the growth and recent expansion of the tribe’s agriculture and food sovereignty in the six county area. They explained what they had accomplished in the last year and the challenges they faced during the process. The event had a large turnout and was filled with lectures from local farmers, growers and hobbyists, giving them all a chance to network and learn from each others agriculture operations.

Aanii Boozhoo GTB Membership! Here we are in a new year and things are beginning to move fast again with February already at our door step. The winter weather has been beautiful so far; however, according to the Farmer’s Almanac, we were supposed to have a hard winter.

I’ve been told we are not in the clear just yet, so who do you believe?

Mild winter or hard winter? Hmm- maybe we should leave it up to Mr. Punxsutawney, the groundhog who will give us the estimate of winter.

The next eventful day is Ash Wednesday. Lent, in the Christian church, is a period of penitential preparation for Easter. In Western churches it begins on Ash Wednesday, six and a half weeks before Easter, and provides for a 40-day fast (Sundays are excluded), in imitation of Jesus Christ's fasting in the wilderness before he began his public ministry.

I Googled this information to be accurate, hope you don’t mind. Also, they call the day before Fat Tuesday. My good friend John Concannon would call me up to let me know he found some Paczki rolls ahead of time and where to go to get some. I sure will miss that call this year and his voice and the conversations we would have on basketball, and we could settle any world issue just like that. A good friend John, thank you for all the good times.

I decided to include some highlights from Tribal Manager, Sonya Zotigh, who provides a report to the Council every month. I am sharing this to give you an idea on what the Council has been working on through the year 2019 and into 2020.

GTB Government 2019 Annual Highlight From TMO Sonya Zotigh It has been a very successful year of accomplishments within the GTB Government. Through the hard work and efforts of the GTB Management, staff, and volunteers we have been able to assess, evaluate, and improve many of our fundamental Tribal Member services.

Below you will find some of the major highlights that the Council has generously approved supporting and definitively allowing us to manage to fulfillment: 1. Elders Emergency Services were doubled from $300, $400, and $500 to $600, $800, and $1,000 per year for elders residing in the six-county service area. These funds established in 2017, now assist the elders in emergency areas in their lives that may lack: prescription/ supplement costs, vehicle repairs, snow removal, and utilities.

2. Youth Services were doubled. These funds are for all GTB youth going to PK-12th for school supplies and clothing. The funding level of the program had not been evaluated in several years and as a result it was determined that the cost of living and providing essential school start-up costs are constantly rising.

3. Youth Enrichment program established. During evaluation of extracurricular activity expenses and programming for GTB youth, it was determined that many of the youth did not participate in summer activities provided by GTB and GTB parents were looking for assistance for students to attend activities to grow their knowledge and experience in areas not covered by GTB. This programming allows for music classes, athletic camps, cultural activities, etc.

Mk wa G i i z i s / ( Bear M o on) 4. Human services doubled. These funds are used for food and utility payments for eligible GTB members. The income levels, the payment levels, and the demand from GTB members were evaluated to the budget and we were able to double the budget amount and the income levels. This had not been reviewed in several years and the results were excellent to increase one of our most used programs for direct services.

5. Revenue Allocation Ordinance (RAO) Calculation: RAO is now calculated with ancillary EDC expenses paid after RAO (50-2510-15%'s are distributed) then losses are taken out of the 15% which is EDC. This has resulted in positive results in all percentages throughout GTB Government and EDC. This was accomplished through diligent efforts of Tribal Council and Management assessing our fiduciary responsibilities on behalf of GTB entities.

6. Natural Gas conversion: the conversion of housing in Peshawbestown from propane to natural gas was and excellent investment on behalf of the GTB members. It is intended that this will extend to our other counties and is being assessed now.

7. Tribal Council is aware that we have been spending from the government operations investment budget since 2014, mostly for wages and associated costs. The common practice is to budget within the 25% RAO Government budget. The lease invasive manner to decrease spending from the government ops budget was decidedly through not filling vacancies and determining the demand and need of those positions, of which there were 28. This is an on-going evaluation. In FY 2019 the ‘soft’ close for Government Ops $77,500 that was allocated for infrastructure at the Pow-Wow grounds.

8. Food pantries were established in the 3 satellite offices.

GTB has had one food pantry ran successfully for many years in Peshawbestown. It was determined that outreach programming is very important to the membership and food pantries have been established in Grand Traverse, Charlevoix, and Benzie counties.

9. Herkner market rent apartments opened. There are 16, 1-2-bedroom apartments that are now filled with GTB member renters.

The GTB Fiber project has opened at Herkner and the renters are utilizing this service. More housing is being planned here.

10. Changes in the GTB Government Office of Management and Budget (OMB), AKA the Accounting department, have been far reaching. Through extensive meetings with staff and evaluation of the job requirements for the office staff it was determined that GTB Government had outgrown the organizational limits and through a reorg of the department there are recognizable efficiencies with improved flow of work and member services and customer services &employee trainings.

11. The GTB Membership Office has been proactive in meeting with the Tribal Council to bring attention to many long-term membership issues that are lingering at the Bureau of Indian Affairs, some over 20 years.

The Council directed the legal department to prepare correspondence with the BIA to inquire about the status of these matters, phone correspondence has been occurring and BIA is actively aware of GTB’s concerns.

12. Auto payment plan for GTB members. The GTB Auto program has successfully implemented payment plans for GTB members with the Accounting office to help expedite the auto repair services. Parts and labor could now be charged through agreements with a GTB member over a period of time versus requiring full payments upfront.

13. After many years, and in consultation with the Tribal Council and Natural Resources Committee, GTB beach in Peshawbestown construction has taken place. The final steps in the construction will be completed the Spring of 2020 and the beach will have a naming contest and opened to the membership just in time for Summer fun.

14. Under the Facilities department a new program was added as an unmet need within GTB Government: Parks and Streets. This program is paid by the Lands and Roads department to cover expenses for areas such as public land area maintenance, public sidewalks, and recreational land area maintenance.

15. The GTB Fishermen now have a functional fish processing building. The building allows for the fishermen to process their fish for commercial purposes.

16. The Tribal Council approved by motion in 2016 for due diligence to be completed for Financial advisors and investment managers. The due diligence was completed via Request for Proposal throughout

the Nation and sent to money and wealth managers/advisors for an opportunity to respond. It was determined that a change was necessary, and PNC Wealth Managers are now the Financial Mangers, Investors, and Advisors for GTB. Most importantly we will be able to see GTB investments daily or as often as necessary to ensure the very best return possible for our Tribe and membership.

17. Housing has worked with several departments to provide two new affordable homes in Antrim County for low income members. The ground breaking for these homes will take place in the Spring of 2020.

18. New department established: The Agriculture and Food Sovereignty department. The mission and focus of this department are to create a learning environment for Tribal members in community gardening experiences, create a self-sustaining system for programming through grants and collaboration, and paramount is the department would be community driven.

19. Cultural department has been separated from the Elder’s department to provide them with the individual recognition and importance that both programs need. The Culture department has grown exponentially in collaboration with other departments and have literally created amazing opportunities for the GTB membership to learn the language and culture. This has been accomplished through language symposiums, GTB Membership meeting round dance, GTB annual pow-wow, State Indian day pow-wow, Veteran’s pow-wow, and many youth and community focused classes to learn a cultural craft and share the language.

20. The Transportation program has been established with a manager under the Health department to provide the attention and important organization it needs without adding it to an already busy department like PRC. We look forward to the growth and development plans of this program in collaboration with state and local agencies and funding opportunities, possibly growing into GTB Uber.

21. Due diligence is being completed to determine the feasibility of establishing a Peshawbestown area grocery store. We are finalizing financial disclosures and agreements with Save a lot. This exploration, we hope will provide a new exciting destination for our Peshawbestown residents. We will soon be moving forward with a Dollar general feasibility for Peshawbestown as well. The success of either of these could gauge opportunities in our other counties as well.

22. The Beaver Island clean-up effort has brought back many good reports of a long-term concern on GTB property. We can restore the sense of pride and responsibility with the property.

23. 2020 Consent Decree Negotiations will (hopefully) be resolved and agreed to by CORA by August 8, 2020. I cannot say much more right now because of a Confidential Agreement letter we agreed to.

TRIBAL MEMBERS MUST UPDATE DOCUMENTATION TO RECEIVE MINOR TRUST DISTRIBUTIONS

In 2019 the Tribal Manager solicited, reviewed, and presented to the Council nearly a dozen proposals by financial institutions to serve as GTB’s investment manager. While the process was underway, Huntington Bank notified GTB that it would be decommissioning its platform and implementing a new system of administering trusts. Facing a steep increase in fees, GTB expanded the request for services and performed extensive research and consultation. Based on its diligence, the Tribal Council selected PNC to take over as investment manager and Findley to serve as recordkeeper of the minor trusts. We are very excited about this relationship and the benefits it will provide to tribal members!

The transition is currently in full swing and we are working to minimize disruption. Huntington will mail December 31 account statements and thereafter will no longer service minor trusts accounts. Miigwetch to Huntington and to Stifel Nicolaus for their service and their dedication to a smooth transition. Beginning in January 2020, Findley will service minor trusts, including the processing of applications, distributions, and loans.

To avoid distribution delays and to ensure trust monies are securely transferred, Findley will need the following before it disburses any distributions from a minor trust account—even if the information was previously submitted to Huntington: All minor trust beneficiaries who are entitled to a distribution in 2020 will need to provide proof of a bank account for direct deposit before receiving their next distribution from PNC/Findley.

• Members who previously received a distribution must: o Submit to Findley a Direct Deposit Authorization Form (available from OMB) o Provide a photocopy of a government issued photo ID (Driver’s License, Tribal ID, Passport, or other photo identification) o Provide proof of their personal bank account in the form of either a voided check or a bank account verification letter. The name on the photo ID must match the name of the bank account holder.

• If your distribution is due in January or February of 2020, contact OMB to obtain a temporary Direct Deposit Authorization Form. A similar form will be mailed with an updated address and bar code after the Findley call center is activated in February. For future beneficiaries, distribution forms will be mailed 60 to 90 days prior to their 19th birthday.

• Newly eligible members—those who are anticipating their first distribution—will need to provide all of the documentation above, plus a trust distribution form.

Findley will accept a completed Huntington distribution form until Findley forms are mailed.

Finally, a call center will be active starting in February to answer tribal member questions and provide account and process-related information. Members with a minor trust will receive mail in January containing a phone number. Until the call center goes live, please contact Maxx Jacko at (231) 534-7622 for questions related to distributions and Eric Placer at (231) 534-7079 for questions related to minor trust loans.

GTB ADMINISTRATION BUILDING SURVEY

Ahnee GTB Tribal Members & GTB Employees:

Through grants and long-term guaranteed loan financing, the Grand Traverse Band Government is evaluating & assessing developing a plan for a NEW Administration Building. There have been comprehensive studies completed on the oldest to newest buildings in Peshawbestown that have served us well but many are costing the Tribe a lot of money.

One of the main issues is that we have 17 buildings that require cleaning, maintenance, seasonal work, and capital expenditures.

Currently our costs per square foot to manage all of this plus our outlying county buildings is very high, the annual budget for space costs for several years ranges from $2.2 to $2.7 million.

Money judgments in the Tribal Court may be from cases originating in the Tribal Court or from foreign court judgments. Money judgments may result in capture of Per Capita distributions. Request for Great Lakes fishing history from GTB members !

In conjunction with the 40th anniversary of Judge Fox's historic decision (declaring that fishing rights in the Great Lakes were reserved by the Tribes that signed the Treaty of 1836) and the Grand Traverse Band's October, 1979 intervention in the "United States v. Michigan" litigation, we are gathering information from GTB members about their families'

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction went into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. Employees of the Grand Traverse Band and any adult living in Tribal housing may be called to sit on a jury for a trial under this law.

programming for the Elder Support Services (formerly Elder Emergency). An elder requesting for funds not used from October 2018 to August 30, 2020 will need to place their request in before September 30, 2020. Funds will not be carried over to the following year to FY2021 (i.e., October 1, 2020 through September 30, 2021). Please plan accordingly.

EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category • 55-64 years • 65-70 years • 71-older

This program is for all elders living

and amounts: $600 $800 $1000

The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

Mk wa G i i z i s / ( Bear M o on) GRAND TRAVERSE BAND OF OTTAWA AND CHIPPEWA INDIANS TITLE VI PART C CAREGIVER SUPPORT PROGRAM PROCEDURES Purpose: It will be the purpose of the Grand Traverse Band of Ottawa and Chippewa Indians Title VI Part C Caregiver Support Program to offer support services to all eligible Native American Caregivers, Grandparents or older relative residing in the service area as well as respite care when program funds are available.

The Caregiver Support Program provides a comprehensive referral and service system for caregivers. This is for families/ individuals who are caregivers to elders who are chronically ill or who has a life altering physical, mental or developmental disability, and for grandparents or older individuals who is the primary caregiver for a child or a relative of a child by blood, marriage, or adoption, or raising the child informally and who is 55 years of age or older and lives with the child. Services available include information about services, caregiver training, support groups, counseling, assistance to caregivers in gaining services, and respite services to compliment care provided by caregivers. This is not an exclusive list.

PROCEDURES: Eligibility 1. Priority; Caregivers who are older individual with the greatest social and economic need, Older individuals with the greatest economic need particularly of low-income individuals, Grandparent/Older individuals providing care to individuals with severe disabilities, including raising children/children with disabilities, and to Family caregivers who provide care to older individuals with the greatest social and economic needs.

2. Care Recipient (i.e., the person whom the caregiver is providing care) 55 years or older must reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service area and be a federally recognized tribal member.

3. Care Recipient under 18 must reside with the grandparent/ older individual in the Grand Traverse Band of Indians Tribal Services area.

4. Caregiver (i.e., the person providing care to the care recipient) must be an enrolled member of a federally recognized tribe and reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service Area. Also meet one of the following: • Caregivers are Native Americans who are 55 years and older, who provide care and support services to the care recipient that are 55 years and older who, for reason of illness or frailty; • Caregivers are Native Americans who are under 54 years and age, who provide care and support services to the care recipient who is 55 years and older, for reason of illness or frailty or to an individual with Alzheimer’s disease or a related disorder with neurological and organic brain dysfunction; or • Grandparents/Older individual (55) years or older, who are primary caregivers for and/or child or a relative of a child by blood, marriage, or adoption, or raising a child informally under 18 years of age and whom cannot function independently.

5. The Care Recipient 55 years or older must need assistance with at least two of the criteria of Activities of Daily Living (ADL’s) that includes eating, dressing, bathing, transferring, toileting, walking, shopping, doing laundry, managing money, taking medication, and require supervision due to Alzheimer’s or other Dementia.

6. The Care Recipient 55 years or older with two of the Activities of Daily Living cannot be a caregiver when being cared by a caregiver through the GTB Caregiver program.

This is due to prevent and eliminate stress upon the care

recipient and to prevent fraudulent activity.

7. Respite Care provides the caregiver with “time off” from their care giving duties where the caregiver chooses his/her own respite worker. Respite care range from a few hours a day to a week or more. The respite place and the length of time depends on the needs of the family and the available resources. Respite Service Agreement and Responsibilities and a conduct of a complete background will be required before services are rendered.

8. The Respite Provider must be age 18 or older.

9. Respite Providers/Caregivers are not considered employees of the Grand Traverse Band of Ottawa and Chippewa Indians but are temporary program participants receiving services.

10. Family members or other who show proof that Caregivers/ Respite Providers are not taking proper care of the Care receiver will be immediately terminated.

11. Elder Site Coordinator are ineligible to receive respite support for elders during working hours.

The Tribal Caregiver Support Program provides: 1. Respite Assistance 2. Opportunity for the Caregiver to access assistance services.

3. Caregiver Training 4. Caregiver and/or Grandparents/older individuals Support and Support Groups 5. Resource assistance information will be collected and provided to the Tribal Caregiver clients who are in the Tribal Programs service area.

6. Contracting for services from local health care agencies for: Caregiver training, forming caregiver support groups, and basic caregiver coping skills.

7. Background checks on Respite Providers; Caregivers/ Respite providers are responsible for submitting documents to conduct a background check.

The Tribal Caregiver Support Program does not provide: 1. Mediation for family conflicts. Tribal Caregiver Support Program is to remain impartial.

Elders Open Forum

Pat Castaneda spoke again to discuss broken down cars on GTB land. There is a car that is sitting up on jacks that is still there. Pat asked how often inspections are done. Housing department manager Nicki Basch was in attendance and stated that car was supposed to be towed. Pat asked what will be done with broken-down cars sitting in front yards. Nicki Basch stated if the car is tagged and has insurance, it is okay to be there.

GTB Elder Leonard Corey asked how we are coming in the marijuana business. Secretary Frankenberger stated Council has looked at this but needs to decide as a group how to proceed and if they want to take a risk on getting involved. She stated there are a lot of factors in play and we need to look at how this could affect gaming. It is very complicated for tribes to get into the marijuana business. She added we have hired a legal expert to find out the risks and benefits. Treasurer Rohl stated it is still being considered.

The proud parents of Grand Traverse Band member, Devon Pitawanakwat, of Kewadin, Mi, has some wonderful news to share!!

Devon is currently a senior at Elk Rapids High School; he is an allaround athlete. Devon plays a school sport every season, football, basketball, track, soccer and baseball. Devon’s passion though is football! Devon has been nominated to all conference and awarded defensive player of the year for two years in a row.

During his senior year of football, Devon was observed by the head coach of Columbia University while playing at Thirlby Field. Devon was then offered a full ride scholarship to play football for the Columbia Lions of New York. On National Signing Day for colleges, February 5th, Devon will be signing his Letter of Intent to attend Columbia University and join their football team. Devon is extremely honored for this exceptional opportunity and welcomes all family, friends, and tribal community members to support him on this day.

Devon’s parents are Dale Pitawanakwat and Misty Callaway. He is the second oldest of their 7 children. Devon is also the grandson of Marty Shananaquet, Darlene Pitawanakwat, Sharon Wasageshik,

and Jerry Callaway/Gilbert Stevens. Devon has many proud family members from Wikwemikong Ontario on down through Michigan including relatives out in Arizona. Devon has lived in Kewadin Michigan all his life on the Antrim County tribal property. He is a very smart, strong, caring, devoted, and humble young man who loves showing his Native pride. Devon has been drug/alcohol and tobacco free by his choice his whole life and his parents are very proud of him for that choice. He is a great student and carries a 3.5 gpa or higher.

Devon enjoys hiking, camping, eating Big Macs, working for coaches doing odd jobs, driving his Jeep, spending time with Juni watching sunsets, ordering clothes and gear online, and of course, playing Xbox.

There is so much to say about Devon, and words cannot express how proud he has made his family. He is such a wonderful example to his siblings and many little cousins! Devon deserves all the best that is to come his way. Way to go Dev!! We love you!!

Update on Lifelong Learning (LLL) As of November, the LLL sub department has combined two programs youth services and youth intervention staff as one program with the current staff as LLL Youth Intervention. The goal is to have one program that service educational programming, youth program and family program from ages zero through seventeen. With this offers an opportunity for the Tribal Youth Enrichment Program (TYEP) for GTB minor from age 0 through 17 years old residing within six county service area. This program is to offer a unique approach to meet the youth needs to access funds to assist with the cost of their choice. Youth’s parent/guardian may request funding for a variety of purposes that may include but are not limited to cultural, educational, sport and summer camp fees, music and dance lessons, class trips, or other appropriate need. The desire outcome is to give the youth the opportunity to a participate in activities that will enhance and support selfdevelopment. In addition, encouraging healthy involvement of acceptable healthy activities. The funds available for each youth until September 30, 2020 is set by age group. The funds may be split between one or more requests.

Do you play any sports or other extracurricular activities?

I’ve played volleyball from 6th-10th grade, middle school basketball and my senior year, soccer from 8th-12th grade. I am a part of student council and I help with middle school volleyball and scoreboard/book for their games. I was a Rotary Youth Exchange Student and I went to Brazil for the school year 2018-19.

What grade are you in?

What is your favorite season? My favorite season is winter because it starts off with Thanksgiving break and then there’s Christmas/New Year’s break. I also love to ski, snowboard, snowmobile, dog sled, and go sledding.

What is your favorite food? Feijão Tropeiro rice, beans, sausage, bacon, and fried eggs (Brazilian)

How do you like to spend your time outside of school? Mostly, I go to basketball practice which I’ve noticed I’ve really liked. Outside of school I just do other small-town things like driving around, going to different cities, eating at a restaurant or getting ice cream, swimming, and driving around some more.

What cultural traditions do you participate in (or are interested in learning about)?

I’m a jingle dress dancer and learning to make my own regalia.

What is the last movie you watched? Frozen 2 What are your goals after high school? After high school I am going to do a Rotary Youth Exchange gap year. My plans for college are still undecided but I either want to be a Portuguese, Spanish, or History teacher. Maybe be a doctor and a humanitarian aid worker abroad.

If you could travel anywhere in the world, where would you go and why? If I could travel anywhere in the world, I would go to Greece. It would be a nice getaway from the cold and every picture I’ve seen of Greece looks so beautiful and the water looks inviting.

It would be a relaxing but exciting vacation because in new cities I love to explore.

What is one achievement that you are proud of? My biggest achievement so far is that I’m most proud of is being a foreign exchange student in Brazil. I learned to speak Portuguese, made new friends at a new school, and learned about their culture. Traveling in the Amazon was one of the best experiences I’ve had, I met an indigenous tribe and it was interesting seeing their cultural presentations and that they’re still thriving as a community. I’m a role model to my younger cousins, nieces, and nephews. Showing them to go explore, to never stay in one spot and you can do whatever you put your mind to…even if you’re the first one to do it!

Life Long Learning would like to congratulate Arleena Boomer Antoine, spirit name WaabanaKwe Dook, on being crowned National Cherry Festival Princess for Courtade Elementary School.

Arleena is a 1st Grader and 6 years old. She is the daughter of Angeline Antoine Boomer and Scott Boomer.

Her duties as princess will include taking part in the Cherry Festival parades, helping to build her school’s float, and representing her school, and GTB, just to name a few. Clean up pet waste to help water quality.

With Northern Michigan in the grips of winter few people are thinking about pet waste.

This time of year, mother nature does a good job of covering up where Fido does his business in the yard or on a walk.

Eventually winter comes to an end and all of Fido’s piles start to be exposed, break down, and eventually run into local water bodies.

Along with contributing to E. coli levels in lakes, streams, and wetlands, pet waste can also contain Cryptosporidium, Giardia, and Salmonella, along with various other worms and parasites.

Waste can also increase the nutrient load on a water body can deplete dissolved oxygen and cause harmful algae blooms.

Here are some steps you can take to ensure your pet’s waste doesn’t contribute to poor water quality: • If you walk your dog carry bags with you to clean up after your dog does his or her business.

Many stores carry eco-friendly bags for cleaning up after pets.

• Dispose of waste in the trash.

• Remind others to clean up after their pets.

An unsatisfactory report is one which reflects past or current bad debts, late payments or unpaid bills, liens, judgments, foreclosures or bankruptcies. If the applicant is rejected for poor credit history the applicant may contact the reporting agency that provided the credit report. An applicant rejected for the unsatisfactory credit is encouraged to obtain a copy of the credit report from the agency and correct any erroneous information that may be on the report.

RE: EXCITING NEW CHANGES TO THE HEALTH DEPARTMENT IN 2020 Dear GTB Tribal Members, As a new year is upon us, I would like to take some time to first briefly introduce myself and then explain some of the changes occurring in the health program.

I started as the new health administrator in August 2019. I have 18+ years of health care leadership experience, including Indian Tribes, large and small nationally recognized health care systems, and private medical groups. I have achieved strong results through-out my career, most recently including a scheduling optimization project at an oncology infusion center that won national recognition.

As the new health administrator, I am looking to leverage my strong results-oriented background to reinvigorate the health program, providing the very best healthcare possible for GTB tribal members. feel the fundamental problem has been a steady erosion of our patient base over the past five years for numerous reasons.

This negative trend is reflected in our headquarters user population count, which is a count of patients served by the Grand Traverse Band Health Department. The headquarters user population count reflected 1,671 patients in FY'lS and decreased to a 10-year low of 1,202 patients for FY'l9. The headquarters user population number looms large in the Indian Health Service and is an important factor in the direction of resources. No other Michigan tribe experienced a loss in headquarters user population of this magnitude over the 5-year time period and that lone distinction underscores the urgent nature of the problem at hand.

With little time to waste, we have already taken several strong steps we feel will help to reverse the negative headquarters user population trends observed over the last five years. Some of these measures include:

In-house billing will support greater revenue generation, re­establish an important knowledge area in operations, and led to the creation of a new Medical Biller/ Coder job opportunity for the GTB community.

The changes noted above represent only some of the exciting new directions for the health department. We have additional measures underway and are enthusiastic to share them at the upcoming membership meeting.

By pursing strong measures and innovative new directions, we hope to provide a strong enough value for GTB tribal members to rediscover the health department and return as patients. The Health Department’s future is bright, and we look forward to delivering significant improvements over the coming year to benefit the GTB tribal membership.

☛ Revising the organization chart to make the organization more effective and taking steps to increase the quality of services. A revision to the organization chart was put into effect in 2019. It included the creation of transportation supervisor, CHR supervisor, Assistant Health Administrator positions. Additionally, we created a new Medical Biller/Coder position, fully staffed transportation positions, and are filling CHR positions to further support services and outreach to benefit GTB tribal membership. We are emphasizing the development of policies and procedures and providing excellent customer service consistently. We are also looking at ways to provide better service from our PRC program, including in-house claims processing to streamline payments. Finally, we are in the process of implementing several enhancements to increase the quality of services including a public health record and an imaging package to capture, manage, and integrate different kinds of paper documents and images into the patient’s electronic health record.

Currently, we are receiving applications for a Family Nurse Practitioner position that will provide direct services to patients at outreach locations for all ages. In addition to the provision of direct services, this provider will also be primarily responsible for the administration of our Special Diabetes Program for Indians (SDPI) grant. The hire of the nurse practitioner is an important first step towards the goal of providing Monday through Friday clinical services at all our locations. including Peshawbestown.

The Behavioral Health Prevention Program will be assisting participants with regalia construction, powwow protocols, and Cultural Teachings for eligible Tribal youth. Youth participants must be 8-24 years of age and enrolled in MSPI GEN-I to attend these classes. Please, bring a dish to pass and come enjoy this opportunity to learn to make moccasins with each other. *Gas cards available to assist with transportation cost*
