On January 17th, the Grand Traverse Band allocated 2 % of its video gaming revenue to local units of government in the 6 county area. The total amount for this 2nd half of 2018 cycle was $873,420.23. Since the beginning of the 2% allocations in 1994, these allocations have totaled to $38,752,961.81 in donations to the local area.

Happy Valentine’s Day to all of you handsome, gorgeous, intelligent, and humorous Natives! May you have a joy-filled month filled with smiles, laughter, and love with your family and friends. I hope you are enjoying 2019 by staying warm this blustery winter in these frigid temperatures! Please stay safe and remember to check on family/Elders and pets that may need a little extra help. Mother Nature is powerful, and we certainly respect her beauty and power here in Northern Michigan by knowing when to stay off the roads.

In the best interest of safety, we have made the decision to close Government offices a few times this winter with the goal of keeping everyone safe. We understand that the decision to close may disrupt services at times, however safety will always be at the forefront of our decisions, so we thank you in advance for your understanding.

Federal Government Shutdown: There is much to be said about the recent federal government shutdown that made history for being the longest shutdown in U.S. history. Although it has come to an end for the time being, I am not confident it will remain that way based on the unstable Administration. I am disgusted by the behavior in Washington and I pray that our leaders will work together for the common good of all. I would like to thank our Tribal Manager, CFO, and Department Managers for working proactively to create a plan providing options for Council to decide our best course of action. We are still not out of the woods according to President Trump, he is still threatening to shut down the government.

Here’s our stance as a federally recognized Tribe: Generations ago, tribes negotiated treaties with the United States Government guaranteeing funds for services. Our treaty rights and trust funding are not based on welfare, on reparation, or based on “help them poor Indians out”, it was based on and pursuant to the treaties and the millions of acres we ceded in exchange for the services from the United States Government. GTB expect, as other tribes and countries who have negotiated with the federal government, to fulfill its treaty and trust responsibility and this should be mandatory not discretionary.

2nd Half 2018 2% Allocation: GTB hosted the 2nd Half 2018 2% Media Event at The Grand Traverse Resort and Spa on January 17, 2019. It was a proud moment for GTB to welcome the recipients to the Grand Traverse Resort and to hear how their respective organizations will be positively impacted because of the generous support from GTB. For this 2% cycle, the Tribal Council awarded 61 applicants totaling $873,420,23 impacting approximately fifteen counties/townships. There is a wide array of worthy organizations that include services for Veterans, homeless shelters/street outreach services, food pantries, parks/nature trails, and many women and family organizations to name just a few. Since 1994, GTB has allocated a total of $38,752,961.81 via the 2% allocations which has created several positive changes in our communities.

We look forward to the next cycle as we are hopeful that our contributions will increase as we move ahead. We all should be very proud to be able to help our neighbors in need. A full list of recipients can be found on the GTB website.

Bay Shore Steel Works (BSSW) Acquisition: GTB is continuously pursuing our need to diversify our businesses

BSSW is a process engineering, fabricating, machining, and finishing services company located in Charlevoix. The BSSW has contracts of 5 yrs. and 3 yrs. with the U.S. Department of Defense and the Israel Nation. The BSSW Company is making steel parts for the military Sherman tanks. When I was in Army, we were trained on these tanks, so I feel proud to still be a part of the contributions to the U.S. Military. I hope all of you are proud as well, so please take a bow as you are also helping the U.S. Military and the Israel Military in defending our Nations against the enemy.

Tribal School: I would like to see GTB expand our current school to one day be a fully functioning Tribal School in all aspects with expanded programs to offer students the best possible education. Please understand I am not minimizing our current school, Kitchi Minogining Tribal School, however we should always be thinking about how we can improve in all areas. The Kitchi Minogining Tribal School has made positive changes including a recently formed partnership with Suttons Bay Virtual School which provides an increase in opportunities for the students. I am pleased to see this partnership and hopeful our students will utilize the services offered to maximize their education. I would like to point out that the potential purchase of the Cherrybend campus could easily fit this expansion need.

Potential Cherrybend Campus/Property: As I have said before, I would like to see GTB purchase the Cherrybend property to offer the current Three Mile office a substantial increase in space for offices and services to Tribal Members and the Grand Traverse County members. One option could be for the Three Mile office to move into Cherrybend campus and convert the existing Three Mile office into a medical clinic to increase accessibility to other counties for needed medical care. There are several options we could do based on the needs of the Tribal Members so please feel to share your ideas!

Here’s a short list of the advantages for the potential new campus that Cherrybend could offer: increased office space/ increase space for services, medical clinic, parties, funerals, space for trading post, Pow Wow’s, tournaments, sports clinics in basketball, volleyball, baseball, soccer, sports traveling teams and movie night just to mention a few. As mentioned, our Tribal School could enlarge both academically and athletically for our students. My hope is that the Council will vote to acquire the Cherry Bend property because the possibilities are endless with the Three Mile office being one of the most visited sites in our tribal service area. It is my hope that we can move forward with this exciting opportunity that will immediately benefit our tribal community. I truly believe the Cherrybend campus could fulfill immediate needs we have in several areas.

Voting Rights: It has been brought to my attention that Tribal Members living outside the service area would like to vote in GTB general elections. I am aware there are strong opinions on this subject on both sides and I believe it deserves a fair discussion.

2019 GTB Membership Meeting: We invite you to join us on March 23, 2019 in the newly renovated Governor’s Hall at Grand Traverse Resort for the GTB Membership Meeting! We are looking forward to this memorable event that will be an informative and enjoyable time together filled with food, presentations, prizes, and fellowship! Planning is also underway for a Spring Language Symposium to run simultaneously at the GTRS on March 22, 2019 – March 23, 2019, followed by a Round Dance on Saturday! Tribal Members may reserve a room at Grand Traverse Resort at the rate of $40.00 per night on Friday (3.22.19) & Saturday (3.23.19) exclusive to the event/weekend. Please make sure you mention GTB Membership Meeting to get the discounted rate. We look forward to seeing you all!

GTB 40-Year Anniversary Celebration: I am very proud to say that together we will celebrate 40 years as a federally recognized Tribal Nation on May 27, 2019! We are planning a community-wide celebration and we will have more information to follow on this exciting event! Please let us know if you have any ideas on how you would like us to celebrate this milestone.

Cross Creek Property: We have a developer who will put up his

own money to help develop the Cross-Creek property, that could potentially make us millions. It is my hope we can move forward with this opportunity. More information to follow.

Grand Traverse Resort Golf Academy: We are working on a plan to hire three individuals to revamp the Academy and give it more exposure to the public locally, statewide and nationwide. The Academy will be using the GT Resort logo on all its equipment, clothing and commercials. There is a possibility of GT Resort even ending up on the Golf Channel! Traverse City is considered a golfing mecca in the area, selected by Golf Magazine as one of the top six golf destinations in the country. There is a ton of unleashed possibilities we have at GTRS to revive our Academy and thus boom business! We also have a lot of young Natives who like to golf and/or interested in picking up the game. If we were to partner and revamp the Academy, everyone interested could benefit from the expertise of these potential partners. More information to follow.

As we look forward to 2019, I truly believe our best year is yet to come and we are grateful to our Tribal Members, community at large and look forward to continuing positive changes!

GTB’s PURCHASE OF BSSW

On Jan. 14th, The Grand Traverse Band of Ottawa and Chippewa Indians commercial investment group GTED (Grand Traverse Economic Development) has purchased an existing business in Charlevoix Mi, with a presence in federal contracting. GTB now owns Bay Shore Steel Works, a company responsible for providing armor plating for military vehicles protecting our war fighters over seas.

GTED currently owns Grand Traverse Engineering & Construction.

Thomas Wilbur, the CEO of GTED had stated they are also in the process of forming an information technology firm, a development company and a land holding company. All these business ventures will focus on federal contracting in an effort to create more wealth for the tribe through these non-gaming ventures.

GTED CEO Thomas Wilbur released the following media release concerning the purchase.“The Board of Directors of Grand Traverse Economic Development (GTED), the commercial investment entity of the Grand Traverse Band of Ottawa and Chippewa Indians, is pleased to announce the planned purchase of Bay Shore Steel Works (BSSW) into our family of companies. GTED’s family of businesses currently consist of Grand Traverse Engineering & Construction (GTEC) as well as pending formation of an IT firm, a development company, and a land holding company.

All firms are primarily devoted to federal and state contracting.

BSSW is based in Charlevoix, Michigan and is a full-service component manufacturer and finisher with the capability to process components from raw plate to painted weldment or assembly. Capacity includes all steel and

BSSW, along with other GTED subsidiaries, will actively engage in the SBA’s Tribal Section 8 (a) disadvantaged set-aside business development program including the Department of Defense and their 5% Indian Incentive Procurement Rebate Program, the federal HUBZone program, the state’s Disadvantaged Business Enterprise (DBE) and the Minority Business Enterprise (MBE) programs.

GTED is the tribe’s non-gaming economic development entity and formed to create wealth for the tribe and diversify the tribe’s revenue streams. The addition of BSSW is a major step towards achieving these goals.

While performing the duties of this job, the employee is regularly required to stand. The employee frequently is required to use hands to fingers in handling, grasping, or feeling objects, tools, or controls for an extended period of time. The employee must be able to occasionally work above the shoulder height and frequently have neck flexion and extension. The employee must occasionally lift, push, and pull up to 50 pounds.

ANNOUNCEMENT

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction goes into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. If you are an employee of the Grand Traverse Band, you may be called to sit on a jury.

ELDERS OPEN FORUM Tuesday, Jan. 8th 2019 10:00 am- 12:00 pm, Traverse City Three Mile Office

Discussion began at approximately 10:15 a.m. Tribal Council members in attendance were Chairman McClellan, Vice Chair Vargo (arrived at 11:00 a.m.), Secretary Frankenberger, Treasurer Rohl, and Councilor Napont.

The first Elder to speak was Sandra Waukazoo. She thanked Tribal Council for the Pendleton blanket she received as a gift at the Elders Christmas party.

GTB Elder Ernie Gablow spoke next. He asked Council for information about BSSW, stating he heard funds have been appropriated. Chairman McClellan replied that the money has been appropriated, but it is still in process. BSSW is a steel company that builds parts for military tanks. He spoke to the importance of getting in line with our implementation plan and diversifying, so we are not only getting revenue from gaming enterprises. Treasurer Rohl added that when Tribal Council adopted the LLC, the main focus was to diversify and to focus on getting into federal contracting. This is our first attempt at doing that.

GTB Elder Leonard Corey spoke next. He asked if there are any businesses the LLC implemented that are still running. He then asked if the tribe is still affiliated with Harpo’s coffee house.

Treasurer Rohl replied that we are not still affiliated, because that was a lease building. In response to Leonard’s other question, Treasurer Rohl stated that the LLC started RCA. Ernie Gablow spoke again to state that he did not hear anything about the purchasing of BSSW until he read it in the paper.

Tribal members are supposed to have a say in situations like this. Chairman McClellan said that is ideal, but in this case there was non-disclosure and it could not be discussed in public.

Leonard Corey spoke again to ask whether the LLC is a separate entity from the tribe. Chairman McClellan replied that Tribal Council are the owners/operators of the LLC. The LLC has a board that they answer to. Chairman McClellan stated that we need experts in the related fields on our side when we go into new ventures. Leonard then asked who on Tribal Council sits on the LLC board. Treasurer Rohl replied that she and Councilor Wilson sit on the LLC board.

The Herkner Road housing project was discussed. Chairman McClellan discussed the status of completion of the project and stated that it is important to hold people accountable.

We have to take the “nice gloves” off and make sure work is getting done; the Herkner Road project should have been completed long ago. Treasurer Rohl added to discussion and stated that originally, we wanted to add our own water and sewer at Herkner Road. That ended up being too expensive, so the decision was made to look into Garfield Township for those services. Permits were needed. We have received the permit for water and are waiting on the one for sanitary/sewer.

Chairman McClellan stated that the Herkner Road site will have four buildings with four apartments in each, for a total of 16 apartments. He stated they hope to know more on the status of this project later this month. Leonard Corey stated that many GTB members are builders or have worked as builders in the past. He suggested they could go in and give a second opinion and look over things, when doing housing projects such as the Herkner Road development. This could provide a type of checks and balances system. GTB Elder Bonnie Inman stated that when she worked in the Housing Department in the past, it was a requirement to hire tribal members. It was also a requirement to have a plan, to be bonded, and to have a time limit for completion of the work.

Councilor Napont spoke to explain. When we hired RCA to do this project, it was a non-bid process. He stated that he does not believe they had experience with such a large-scale project.

Discussion took place regarding how best to hold our own businesses accountable.

Councilor Napont discussed the gas station near Turtle Creek.

Gas at our gas station was more expensive than across the street at another gas station. Councilor Napont stated we should work to provide the lowest gas prices.

Treasurer Rohl stated that as a tribal leader, she believes we are in this position because our leaders have failed us. The RAO mandates that we are supposed to have a business plan and cost projections; we do not always do this. Chairman McClellan stated that any business should be for the benefit of GTB membership as a whole. Bonnie Inman stated that it is written in the original RAO documents that nothing can be done without the voice of the people. We have ignored this. She stated that this is not what Tribal Council promised. Chairman McClellan stated that his opinion is that we can provide the businesses that are going to help in diversification. Treasurer Rohl stated that the purpose of the LLC is to create wealth for the tribe.

Leonard Corey spoke again to ask what Tribal Council will do to make sure we don’t keep getting into these situations. He stated that he sees a lot of good things happening right now but is concerned for the future. Treasurer Rohl stated that she strongly promotes Tribal Council sitting down as a group to discuss this.

Chairman McClellan stated that they need to look at what they can do. When he looks at a business, he always considers how it will affect all GTB members.

GTB Elder Jim Petoskey spoke next. He stated the biggest problem he has seen throughout the years is regarding work ethic. He suggested that the tribe could develop a program where people can learn job skills, work ethic, and other skills. He discussed a national after school program that was developed in Minneapolis where students could get help in tutoring, learn how to balance a checkbook, and receive information about community service. He stated that this program was investigated and proved successful. Councilor Napont stated that in theory this program sounds good, but implementation may be a problem.

Vice Chair Vargo suggested that a job shadow or internship program could be created for high school students. This could get them interested in working for the tribe. She stated that Tribal Council as leaders need to push the Michigan Indian tuition waiver. She stated they need to provide these services up front instead of waiting for members to come and ask for them.

We need to start motivating GTB members and pushing these resources.

Leonard Corey spoke again to ask about the car topic he had seen previously in the GTB newsletter. Chairman McClellan stated that he would like to see GTB get involved in a tribal car dealership. He stated that Tribal Council looked into this in the past, around 2000. It was proposed but nothing was ever carried forward. Ideally GTB members would be able to come and buy a car for a discounted rate compared with other dealerships. He stated that it does not necessarily have to be a new car; there are a lot of quality used cars out there. Buying a car from the GTB dealership would be cheaper than buying from another area dealership. Leonard asked if this would just be for GTB members. Chairman McClellan replied that only tribal members would get the discount, but anyone would be welcome to buy a car from the GTB dealership. He stated this is an idea of his he would like to see happen.

Leonard then asked when the Tribal Council meetings will be available to view on the livestream software. Communications intern James Sullivan stated that it is almost ready, they just have to do a few tests. They are having issues with bandwidth due to high resolution of the video. He stated that this is being worked on and they need to do additional training.

Leonard discussed the gas station near Turtle Creek. He stated that there is no convenience, nothing to purchase on the counter, and the merchandise in the store is laid out poorly.

Treasurer Rohl stated that there is a consulting group that evaluates convenience stores and gas stations and suggested

we could benefit from that. We need to do all we possibly can to make the gas station successful.

Doris Winslow spoke at this time to let the elders know the annual GTB Membership meeting will take place on March 23, 2019. The staff meeting will take place on April 5, 2019.

GTB Elder Rickie Skeba stated that she liked the elders Christmas party at Strongheart in 2017. She stated that Strongheart felt warmer and cozier. She also mentioned that the food got cold this year at the party. The community Christmas party was held immediately following the elders party and Rickie stated that it did not feel like the elders party. She likes the elders party separate from the family/community party.

At this time, Treasurer Rohl asked the elders in attendance what they thought of the elders Christmas party held on December 12. Doris Winslow stated that several comments were received regarding the following: the party lasted too long, food was not out long enough, children were running around unsupervised, and door prizes should have been given out at the end of the elder’s party, rather than at the end of the community party.

Doris Winslow stated that for any elders who did not attend the party, their gifts will be distributed soon. Tanya Raphael is in charge of distribution.

GTB Elder Anna Harwood spoke up to mention the elders rummage sale this Friday (1/11) and Saturday (1/12) at the building at the corner of M-22 and Cherry Bend road.

EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. This program is for all elders living within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category and amounts: • 55-64 years $600 • 65-70 years $800 • 71-older $1000 The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

GTB RESPONSE TO FEDERAL GOVERNMENT SHUTDOWN

On Jan 18th Senator Peters Representative, Eric Keller, met with GTB Management and council to discuss the impact of the shutdown within sovereign governments. After 35 days of the Federal Government being shutdown, temporary negotiations are underway. Currently the President and Congress have reached a short-term deal to end the partial government shutdown and support a short-term spending bill. This agreement will keep the federal Government reopened until February 15th, and longer, if they negotiate and agree on a 2019 appropriation. GTB has been working vigorously on completing its drawdowns for all of its federally funded programs.

This was the longest U.S. Government shutdown in U.S. history. The estimated cost of this shutdown is thought to be projected around $11 billon. This is far beyond President Trumps recommended $5.7 billion in federal funds for funding a U.S. Mexico border wall. President Trump has insinuated that if Congress fails to reach an agreement by February 15, the Fed. Government may be shutdown once again. The President has also pitched the idea of declaring a national emergency to utilize funding through the Department of Defense to construct the border wall.

It is incomprehensible that the richest democracy in the world is now embraced in a mutually destructive legislative partisan dispute over a Wall that imposes health, welfare, and safety costs on its citizens, and puts its citizens at unnecessary risk by creating multiple perilous unsafe conditions, economic losses to the real economy, diminishment of value added services, and indeterminate future negative consequences by voluntarily closing vital and necessary governmental services. We all fail as citizens of this great country over whether a Wall is erected when all citizens are held hostage to partisan rancor.

Representative government should not be mutually assured destruction. All people want homeland security.

A major part of that homeland security is a functioning economy, government, and safety conditions which should be all governments' priority. The shutdown diminishes this priority; compromise by the principals is necessary for this Wall standoff.

The GTB Tribal Government is a priority provider of services to its members in a wide array of areas. However, Tribal, State, and Federal Governments, in our federalist system of governance, are mutually interdependent in providing health, welfare, and safety services to our citizens based on payments in taxes, and in the case of Tribes,

Below is the press release from the Grand Traverse Band addressing the Fed. Gov. Shutdown, distributed Jan. 23rd.

The deal was and is--- land for the Federal Government in exchange for services to the Tribes. The federal shutdown is a breach of this historic contract. But more than a breach of the historical bargain, the federal shutdown has real present life threatening consequences to our Tribal members, who disproportionately and by necessity depend on Tribal operated programs for medical assistance, food, housing, policing and fire protection, conservation management, and educational services that are stopped or delayed as a direct result of the federal shutdown.

People will die because of the shutdown. The Tribe operates lifesaving, life enhancing services in conjunction with, and dependent on, the Federal Government budget.

Those vital services are slowly being discontinued and will eventually stop completely the longer the shutdown continues. Citizens’ lives are now more perilous because of the lack of services that are dependent on the federal budget. We urge an end to the federal shutdown.

Unlike previous federal shutdowns which provided more notice to Tribal and Federal Governments, the sudden Trump decision to shut down the Federal Government provided insufficient time for both the Federal and Tribal Governments to prepare accommodation measures in anticipation of the shutdown. Thus, as a result, our Tribal citizens are suffering additional loss and risk which will only grow in severity the longer this needless shutdown continues.

A victim is often unaware of frostbite because frozen tissue is numb.

Hypothermia often occurs at very cold temperatures, but can occur at cool temperatures (above 40°F), if a person is wet (from rain, sweat or cold water) and becomes chilled.

Signs & Symptoms — Redness or pain in any skin area may be the first sign of frostbite.

Other signs include: — a white or grayish-yellow skin area — skin that feels unusually firm or waxy — numbness
