On Friday, July 19th, the 32nd Michigan Indian Family Olympics took place at Central Michigan University’s Bennet Track & Field in Mt. Pleasant MI, hosted by the Saginaw Chippewa Tribe. It was a humid 96 degrees with the sun beating down all participants and staff continued to push through the thick air and heat giving their all in the variety of competitive events. The event was cut short however due to the exhausting temperatures. Some events such as 1 mile run and the tug-o-war were cancled until next year.

GTB came in 2nd place overall from all participating tribes. The over all scores can be viewed at http://www.sagchip.org/mifo/Event.

Time is flying and here we are another summer month has come and gone! Before we know it, the kids will be going back to school and the leaves will be changing colors. For some, that’s “hooray!” but for others it’s “ooooh noooo,” but either way it’s inevitable. I pray that all children/students have a safe and successful upcoming school year. Our families need to know their children are safe, protected, and treated with care and love. They are valuable to us and someday I hope we can have our own Tribal school that encompasses a holistic education environment.

GTB Pow Wow Gathering 3rd Saturday in August: Mark your calendars for August 17th and 18th! Look for the fliers coming out with more information.

Family Anishinaabemowin Camp: GTB Language Camp follows the Pow Wow on Monday, August 19th through Wednesday, August 21st on the Pow Wow grounds. Meals will be provided so please come out and enjoy learning, visiting, and craft making with the community.

Midwest Alliance of Sovereign Tribes (MAST): On July 18 19, MAST held the summer meeting at Saginaw Chippewa Indian Tribe’s, Soaring Eagle Casino and Resort. Councilor Wilson, Secretary Frankenberger, and I attended this meeting. Council is always honored to attend meetings such as this to discuss vitally important issues affecting Tribal nations. MAST meetings are held on a quarterly basis. Please see below for more information below from MAST website on origin and issues.

The Midwest Alliance of Sovereign Tribes, (MAST), founded in 1996, represents the 35 sovereign Tribal nations of Minnesota, Wisconsin, Iowa, and Michigan. Altogether, MAST represents nearly 134,000 American Indian people. MAST's mission is to "advance, protect, preserve, and enhance the mutual interests, treaty rights, sovereignty, and cultural way of life of the sovereign nations of the Midwest throughout the 21st century." The organization coordinates important public policy issues and initiatives at the state, regional and federal levels, promotes unity and cooperation among member Tribes and advocates for member Tribes. MAST is governed by a Board of Directors comprised of the Tribal Chairperson, Chief President, or Chief Executive of each member Tribe. Four officers are elected from among the Board of Directors; a President, Vice President, Secretary, and Treasurer.

Current MAST issues and activities include: ☛☛ Protecting Indian economic opportunity ☛☛Protecting Tribal sovereignty and self government. ☛☛Protecting the rights of individual Indians and member Tribes pursuant to treaties with the United States. ☛☛ Protecting Indian lands, including the rights to place lands into trust, and protecting Tribal environmental authorities. ☛☛ Improving education for Indian children and adults, both on and off the reservation. ☛☛ Improving the health and well being of Indian people in the Midwest. ☛☛ Protecting the cultural and religious resources and rights of all Indian people. ☛☛ Improving reservation infrastructure, including the provision of safe and affordable homes, clean water, sound utilities and good roads.

Michigan Indian Family Olympics: Michigan Family Olympics was held on July 19 in Mount Pleasant at the Central Michigan University Bennett Track and Field. It was a sweltering hot day however that did not deter GTB from a little friendly intertribal competition! Participants had plenty of water available to them along with snacks/lunch. Due to the extreme heat, the organizers concluded events at 1pm this year to help ensure safety. Medals/ awards will be mailed to participants and we will have to anxiously wait to see which Tribe has come away with the victory this year. ALL the participants are WINNERS in my book as YOU ALL endured the extreme weather to represent GTB and for that CHI MIIGWETCH to ALL THE PARTICIPANTS and to STRONGHEART STAFF for ALL YOU DO FOR THIS FUN EVENT! 2% Cycle: We are proud to announce for this 2% cycle, the Tribal Council voted to award 39 applicants of the 67 received, totaling $684,114.76 to local schools and organizations!

Cannabis: Council has met with two different groups with the goal of learning as much as possible on this topic and we are also looking for attorneys who are experts in this field. Cannabis as a business venture is projected to sky rocket to $146.5 billion by 2025. It’s been said that mom and pop shops and local corner stores will take a backseat to the big dogs; only a matter of time before the big dog steps in as this business will be a do or die situation –– eat or be eaten. I will report additional information next month on this subject. We are moving slow, but the State is still not settled on what laws will govern this whole venture.

Newly Hired CEO: We are very excited to announce that we have hired a new CEO, Michael Schrader! Michael is starting his third week with us, so please help me welcome him aboard. He is in the process of evaluating GTB properties and can give the Council a better viewpoint when that is completed.

Grant Traverse Resort and Spa: I am excited to report we also have a newly hired General Manager, Matthew Bryant. Welcome aboard, Matthew! Change has come with resistance by people who refuse or are afraid of change. I still believe the Resort could be further ahead in some areas if we had workers who had a stake in the Tribe and the property. We have only a handful of Tribal members working for the Resort; it is my hope that we can change that to get more eyes and ears in management positions.

GTEC: We are still in search of a CEO for the LLC. Cross Creek Property: The newly hired CEO & General Manager are evaluating the Cross Creek property and will provide their review to Council soon. I will give an update on this next month.

Heritage Day 2019: We celebrated Heritage Day on July 2, 2019 as part of the 93rd Annual National Cherry Festival. I was requested for three interviews at the open space early that morning with 7&4, 9&10, and Fox 32. I am always willing to share when asked about GTB in hopes to improve understanding of who we are as a Tribe. Heritage Day included a little rain but that did not dampen our spirits at all. GTB has been a title sponsor for the last 28 years in activities such as the Classic Car Cruise, Entertainment Stage, and the Heritage Parade. We celebrated the day with the people of all nations and we were proud to share our culture, language, and spirit of our ancestors. I want to give a special Chi--Miigwetch to the people working behind the scenes to make this a big success: Tracy Kurtz, Sammie McClellan Dyal, Samantha TwoCrow, the Wiigwaasmin dancers, Denise Barrientoz, Justine Chester, Doris Winslow, Sonya Zotigh, and Leanne Alber. If I missed anyone please forgive me. Cherry Festival Wristbands: GTB sponsored 285 vouchers for wristbands that were provided to 275 GTB youth and 10 Elders from the Care Giver Program. Miigwetch to everyone involved in making this happen for the families! I am hoping GOOD TIMES WERE HAD BY ALL! Traverse City Film Fest: The dates for the Traverse City Film Festival are July 30 –– August 4, 2019. There are two Native American films to be shown: N. Scott Momaday: Words from A Bear and the short film, Fast Horse which will be shown prior to feature.

We will continue to be vigilant in protecting the best interest of our Nation in all areas, knowing the decisions we make today will impact future generations!

Welcome! Before you complete your application for a home here, please review our resident selection criteria.

The term "applicant(s)" under these criteria mean the person(s) that are over the age of 18 and will be occupying the apartment home. The term "occupant(s)" in these criteria means the person(s) that are under the age of 18 that will be occupying the apartment home.

These rents do not include utilities. Those would be the responsibility of the tenant.

No application or holding fees. Pet deposit will be $100 Proposed Eligibility Criteria: A total household income of $ $27,216 will be required for a 1-bedroom unit A total household income of $32,472 will be required for a 2-bedroom unit Background requirements for our Market Rentals are proposed to be: 1. No registered Sex Offenders 2. 7 year wait on Felonies with no additional offenses (acts of violence or drugs) 3. 2 year wait on Misdemeanors (acts of violence or drugs)

Occupancy Guidelines Lease signers must be at least 18 years of age.

Our properties allow up to the following number of occupants per unit. One bedroom units - three persons; Two bedroom units -five persons; Three bedroom units -seven persons.

Any person over the age of 18, must qualify as a new resident and be placed on the lease. The addition of a Resident to the residential lease agreement that results in exceeding the Occupancy Guidelines will not be allowed.

Identification A copy of both the state issued ID(s) and social security card will be required upon application for residency.

Application for Residency An Application for Residency must be completed and maintained for each person over the age of 18.

Qualifying Standards • Rental History: Up to 36 months of rental history may be verified on present and previous residences. A positive record of prompt monthly payment, sufficient notice, with no damages is expected. For applicants who are homeowners, permission must be granted to verify payment history with bank or lending institution.

If there is an eviction or balance due to any apartment community or private owner reflective on the credit report, it must be at least 3 years old, and positive rental history must be established in the interim.

• Credit History: An unsatisfactory credit report can disqualify an applicant from renting an apartment home.

An unsatisfactory report is one which reflects past or current bad debts, late payments or unpaid bills, liens, judgments, foreclosures or bankruptcies. If the applicant is rejected for poor credit history the applicant may contact the reporting agency that provided the credit report. An applicant rejected for the unsatisfactory credit is encouraged to obtain a copy of the credit report from the agency and correct any erroneous information that may be on the report.

CAMPERS AND PARK VISITORS Attention: Campers/Park Visitors Hunting/Fishing/Gathering/Trapping Regulations Section 12

On Wednesday, July 24, at the West Bay Beach Hotel in Traverse City, the International Joint Commission, the Grand Traverse region’s key organizations and community members held an evening of discussion addressing water protection in Grand Traverse, Lake Michigan and the Great Lakes. It was a large gathering complete with a community open forum discussing current threats to the great lakes, such as the decrepid Pipeline 5 threat.

Chairman McClellan provided a welcome from the Grand Traverse Band of Ottawa and Chippewa Indians. Speaking to the great importance of water conservation, even anointing himself with a fresh glass of water in front of those in attendance. 12.01 Campgrounds. Tribal members shall follow MDNR general camping registration procedures, including payment of camping fees, and all other applicable rules and regulations when camping at a developed campsite within a State Park or State Forest campground.

12.02 Dispersed Camping State Land. Dispersed camping is permitted on State Forest Land at least ½ mile from a State Forest Campground or boundary of a State Park.

Permits are available at no cost from the Natural Resources Department or local MDNR Field Office.

EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

This program is for all elders living

The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you. Mn o o m i n G i i z i s / ( R I C E M O ON) GRAND TRAVERSE BAND OF OTTAWA AND CHIPPEWA INDIANS TITLE VI PART C CAREGIVER SUPPORT PROGRAM PROCEDURES Purpose: It will be the purpose of the Grand Traverse Band of Ottawa and Chippewa Indians Title VI Part C Caregiver Support Program to offer support services to all eligible Native American Caregivers, Grandparents or older relative residing in the service area as well as respite care when program funds are available.

The Caregiver Support Program provides a comprehensive referral and service system for caregivers. This is for families/ individuals who are caregivers to elders who are chronically ill or who has a life altering physical, mental or developmental disability, and for grandparents or older individuals who is the primary caregiver for a child or a relative of a child by blood, marriage, or adoption, or raising the child informally and who is 55 years of age or older and lives with the child. Services available include information about services, caregiver training, support groups, counseling, assistance to caregivers in gaining services, and respite services to compliment care provided by caregivers. This is not an exclusive list.

PROCEDURES: Eligibility 1. Priority; Caregivers who are older individual with the greatest social and economic need, Older individuals with the greatest economic need particularly of low-income individuals, Grandparent/Older individuals providing care to individuals with severe disabilities, including raising children/children with disabilities, and to Family caregivers who provide care to older individuals with the greatest social and economic needs.

2. Care Recipient (i.e., the person whom the caregiver is providing care) 55 years or older must reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service area and be a federally recognized tribal member.

3. Care Recipient under 18 must reside with the grandparent/ older individual in the Grand Traverse Band of Indians Tribal Services area.

4. Caregiver (i.e., the person providing care to the care recipient) must be an enrolled member of a federally recognized tribe and reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service Area. Also meet one of the following: • Caregivers are Native Americans who are 55 years and older, who provide care and support services to the care recipient that are 55 years and older who, for reason of illness or frailty; • Caregivers are Native Americans who are under 54 years and age, who provide care and support services to the care recipient who is 55 years and older, for reason of illness or frailty or to an individual with Alzheimer’s disease or a related disorder with neurological and organic brain dysfunction; or • Grandparents/Older individual (55) years or older, who are primary caregivers for and/or child or a relative of a child by blood, marriage, or adoption, or raising a child informally under 18 years of age and whom cannot function independently.

5. The Care Recipient 55 years or older must need assistance with at least two of the criteria of Activities of Daily Living (ADL’s) that includes eating, dressing, bathing, transferring, toileting, walking, shopping, doing laundry, managing money, taking medication, and require supervision due to Alzheimer’s or other Dementia.

6. The Care Recipient 55 years or older with two of the Activities of Daily Living cannot be a caregiver when being cared by a caregiver through the GTB Caregiver program.

This is due to prevent and eliminate stress upon the care

recipient and to prevent fraudulent activity.

7. Respite Care provides the caregiver with “time off” from their care giving duties where the caregiver chooses his/her own respite worker. Respite care range from a few hours a day to a week or more. The respite place and the length of time depends on the needs of the family and the available resources. Respite Service Agreement and Responsibilities and a conduct of a complete background will be required before services are rendered.

8. The Respite Provider must be age 18 or older.

9. Respite Providers/Caregivers are not considered employees of the Grand Traverse Band of Ottawa and Chippewa Indians but are temporary program participants receiving services.

10. Family members or other who show proof that Caregivers/ Respite Providers are not taking proper care of the Care receiver will be immediately terminated.

11. Elder Site Coordinator are ineligible to receive respite support for elders during working hours.

The Tribal Caregiver Support Program provides: 1. Respite Assistance 2. Opportunity for the Caregiver to access assistance services.

3. Caregiver Training 4. Caregiver and/or Grandparents/older individuals Support and Support Groups 5. Resource assistance information will be collected and provided to the Tribal Caregiver clients who are in the Tribal Programs service area.

6. Contracting for services from local health care agencies for: Caregiver training, forming caregiver support groups, and basic caregiver coping skills.

7. Background checks on Respite Providers; Caregivers/ Respite providers are responsible for submitting documents to conduct a background check.

The Tribal Caregiver Support Program does not provide: 1. Mediation for family conflicts. Tribal Caregiver Support Program is to remain impartial.

Elders Open Forum

Tuesday, July 9, 2019 10:00 a.m.-12:00 p.m.

Council Members in attendance: Chairman McClellan, Vice Chair Vargo, Treasurer Rohl, and Councilor Napont. Secretary Frankenberger was attending a conference. Councilor Wilson had requested PTO for 7/9/19.

Councilor Arroyo was absent.

Discussion began at approximately 10:20 a.m. GTB Elder Leonard Corey asked where the Community Meeting is held in Peshawbestown. The meeting will be held in Council Chambers on Tuesday, July 9 from 4-6 p.m.

Chairman McClellan briefly discussed the powwow that was held on Heritage Day. He stated it went very well and mentioned that there is a new festivities board with more younger people on it. Leonard stated he would like to see more young people involved on the committees GTB has. He discussed the generation gap in terms of technology, input, and influence, and stated the younger generation will be the one to make a difference. Chairman McClellan stated he is always encouraging GTB members to get an education and wants to uplift all members.

Treasurer Rohl stated that there are two openings on the Compensation Committee. She encouraged any interested Elders to send a letter to Leanne Alber. The vacancies will also be posted in the GTB Newsletter.

Leonard Corey stated he read in the GTB Newsletter that a new CEO was hired. Chairman McClellan confirmed that an EDC CEO was hired, and he will start on the 15th of July.

GTB Elder Betty Gibbs stated there is no Native artwork in the Grand Traverse Resort & Spa and asked what Tribal Council will do to fix this. Chairman McClellan stated that we need more GTB members in management positions at GTRS. Leonard Corey added that at one time, GTB members tried to put their work in the gift shops and were charged a lot of money to sell their work.

Leonard suggested getting these members involved with the effort to increase Native artwork and representation at the Resort.

Councilor Napont acknowledged this has been an ongoing problem at GTRS. He stated that at one time, management at GTRS was mandated to show Council how many GTB members were employed at the Resort. Betty stated there are things within GTB that are wrong and need to be addressed. Chairman McClellan stated that Council recognizes the problems within the Tribe; a big problem is nepotism.

Leonard spoke again and thanked Tribal Council for providing services such as per cap and Elders support services and stated he does not want to lose these. He stated he is concerned about what transpires in the future and about the elections. Councilor Napont stated these meetings are good for communication and he hears what the Elders are saying. He stated Tribal Council is doing their best to make sure management staff is in place to maximize services and resources.

GTB Elder Pat Putney discussed policies. She stated there are so many policies and procedures in place, and some of them have not gone through Tribal Council for approval. She discussed an incident where certain Elders wanted to attend a rummage sale. They were told the buses/vehicles couldn’t be used because this event was not on the calendar. She stated that Elders have always had permission to go and do different activities. Pat asked how Elders coordinators can get ahold of everyone quickly when decisions are made. Treasurer Rohl stated that the Nixle notification system helps. Chairman McClellan stated the Tribe has grown and we haven’t kept up with that growth in terms of personnel.

GTB Elder Pat Castaneda discussed issues with the maintenance department. Tribal Manager Sonya Zotigh stated we have 2 vacancies in that department right now. Pat stated their maintenance person in Charlevoix went on vacation for two weeks. Part of his job is to cut grass at the Elders housing and during those two weeks the grass was not cut. She asked who took care of garbage, cleaning the offices, and other maintenance duties while the maintenance employee was on vacation.

Chairman McClellan stated all vacation and time off is approved by supervisors, and it is up to the supervisor to make sure there is coverage.

Pat went on to discuss housing issues. She stated the person living next door to them who recently moved out never cut their grass. Pat also mentioned there are junked cars in that yard,

and the garage door is open. She asked whether Housing comes around to check on these areas. Chairman McClellan stated it is in the rules and regulations that you can’t have broken down vehicles sitting on your property. Pat then discussed dogs. She stated it’s in the rules and regulations that dogs are supposed to be licensed and medicated. Not everyone abides by this. Dogs are supposed to be leashed and are oftentimes not leashed. Pat stated there are a lot of things going on that Housing doesn’t know about. She stated she has taken it upon herself to cut her neighbor’s lawn. Vice Chair Vargo stated they can ask Sonya to look into this. Sonya stated she has emailed Ron Anderson and Nicki Basch regarding this.

Pat discussed the police cross-deputization. She discussed an incident where she had to call the police; Charlevoix police said they were short on cops and couldn’t respond. Tribal Police had to drive from Peshawbestown to Charlevoix. Pat asked what happened to the cross-deputization. Chairman McClellan stated we do have the cross-deputization and added that Tribal Council will look into this and get an answer. Treasurer Rohl stated we also have cross-deputization with Michigan state police.

GTB Elder Wally Hall spoke next. He stated he brought up housing concerns several months ago and has not seen any results or follow up. One of the issues he discussed was the handicap buttons not opening the doors. Betty had also mentioned that sometimes the handicap doors at the Medicine Lodge do not work.

Councilor Napont stated Tribal Council had a meeting recently with Housing staff to discuss these and other issues. The list of issues to be discussed was very long. Councilor Napont assured Wally that these issues are being addressed and added this is not something that can be fixed overnight.

Betty Gibbs spoke again to ask if she and others could get updates at future Elders open forum meetings to the questions and comments that are brought up. Chairman McClellan suggested that Council could look at the issues and questions that are brought up from month to month and say whether or not they have been addressed. Leonard Corey stated that any response would be noticeable and appreciated. Treasurer Rohl stated that managers need to set policies in place and adhere to a schedule.

GTB Elder Rickie Skeba stated management staff should have a list of things that need to be done. She suggested hiring more staff. Treasurer Rohl stated she has suggested forming a work group or youth group to help with the work load in certain areas.

She added that we are lacking in the housing situation and that the Tribal Manager is working diligently to provide additional housing. She added we are making progress on the beach property for GTB members.

Chairman McClellan mentioned he has signed the documents for the cross-deputization agreement in Charlevoix.

Discussion ended at approximately 12:00 p.m. Chairman McClellan stated he would try to provide answers at the next Elders open forum.

Plant Give-Away A Major Success The 2019 Agriculture and Food Sovereignty Department Vegetable Plant Give-Away was a major success! At 4 locations on 2 days in June, more than $2,000 worth of organically grown, heirloom vegetable plants were distributed to GTB members and employees. This is our way of incentivizing community members growing healthy food. The solution to true “food sovereignty” for GTB will involve a combination of larger scale food production efforts and production by individuals. We will look for ways to best to empower GTB members who can grow healthy food for their families. A big megwetch to those who participated! We look forward to many years of helping community members

partake in healthy outdoor activities such as growing gitigaanens (vegetables).

Those interested in learning about farming, orchard management, irrigation, sustainable land management and other related topics are encouraged to apply. & Helping With The 2019 Pow Wow The 2019 growing season has been full of advancement and investing in the infrastructure of the new Peshawbestown Small Farm. With the support of the GTB community pouring in from various departments, council, and the general community, the farming operation is well under way. In July the 1st deliveries of GTB grown produce was delivered to the Turtle Creek restaurant outlets Bourbons 72 and Seasons Buffet. The Agriculture & Food Sovereignty Department saw this as a high impact way to showcase out produce. Zucchini, squash, basil, kale, okra, peppers, and flowers for bouquets and many other crops constitute the produce made available to the Turtle Creek culinary staff.

At the 2019 Pow Wow, the Ag Dept will be unveiling its new logo. We will also be passing out tasty treats as prizes for trivia questions related to traditional Anishnaabe agriculture. With a very long history of cultivating, there are so many great bits of knowledge to share related to traditional growing techniques. We will be hosting brief tours of the farm operation throughout Saturday of the Pow Wow. Also, look for the Ag. Dept produce that is being considered as a prize for the “cake walk” that will take place during the 2019 GTB Health Fair, on the Friday of the Pow Wow weekend. With so many great agricultural resources at its fingertips, the GTB community stands to greatly benefit from the development of their agricultural resources. From a 200+ acre dairy farm in Charlevoix, to the 6-8 acres of viable apple orchard in Peshawbestown, to the other myriad agricultural lands throughout the 6 county service area, GTB has “low hanging fruit” of agricultural resources that can be utilized to benefit the tribal community. We are working hard to identify those resources and begin recruiting members of the GTB community to become involved with their development.

PUBLIC SAFETY UPDATES - Submitted by Jolanda Murphy

TIPS TO AVOID EXTREME HEAT July and August are the months when extreme heat can occur. To find ways to stay cool and safe in the hot weather, see the tips below.

TIPS for staying cool in hot temperatures 1.Drink plenty of water, even before you become thirsty to stay hydrated.

2.Seek shade and cool areas to reduce heat exhaustion.

3.Wear light colored and light weight clothing to reduce body temperatures.

4.Do not exercise in hot weather to reduce heat exhaustion and heat stroke or otherheat related illnesses.

5.Eat small meals to reduce your body digesting heavy meals during warm temps.

6.Check on family and pets during high heat to ensure they are in a cool location withplenty of water and food.

7.If you must be outside on hot days, seek shade, take frequent rests and drink plentyof water to stay hydrated.

8.Keep air conditioning inside home at reasonable temps to reduce chances of “brownouts” which may occur when the electrical grid is overtaxed, and electricity is shutoff.

9.Avoid asphalt and concrete areas as they retain heat during the day leading toincreased heat released at night, creating higher temperatures “urban heat islandeffect”.

10.Recognize the signs of Heat Stroke and Heat Exhaustion and what to do.

FEMA Fact Sheet article: Heat kills by pushing the human body beyond its limits. In extreme heat and high humidity, evaporation is slowed, and the body must work extra hard to maintain a normal temperature. Most heat disorders occur because the victim has been overexposed to heat or has over-exercised for his or her age and physical condition. Older adults, young children, and those who are sick or overweight are more likely to succumb to extreme heat.

Conditions that can induce heat-related illnesses include stagnant atmospheric conditions and poor air quality.

Consequently, people living in urban areas may be at greater risk from the effects of a prolonged heat wave than those living in rural areas. Also, asphalt and concrete store heat longer and gradually release heat at night, which can produce higher nighttime temperatures known as the “urban heat island effect.”

Know Your Risk and What to Do Contact your local emergency management office to learn about community emergency plans and what you should include in yours.

Emergency Preparedness – August 2019 2 of 4| P a g e Inquire about emergency plans and procedures at your child’s school, at your workplace and at any institution where a member of your family is resident or receives care on a regular basis.

Make a family disaster plan that includes out-of-town contacts and locations to reunite if you become separated. Be sure everyone knows home, work and cell phone numbers, and how to call 9-1-1.

Assemble a 3-day disaster supplies kit with food, water, medical supplies, battery-powered radio and NOAA Weather Radio All Hazards, batteries, flashlights, and other items. If you have space and you are concerned about situations that might require lengthy shelter, consider storing food and water supplies for up to a month.

Gather important documents such as birth and marriage certificates, social security cards, passports, wills, deeds, and financial and insurance records. Store them in a fire- and water-safe location or safe deposit box.

Before Extreme Heat Cover windows that receive morning or afternoon sun with drapes, shades, awnings, or louvers. (Outdoor awnings or louvers can reduce the heat that enters a home by up to 80 percent.) Install temporary window reflectors between windows and drapes, such as aluminum foil-covered cardboard, to reflect heat back outside.

Weather-strip doors and sills to keep cool air in. Keep storm windows up all year.

During Extreme Heat Stay indoors as much as possible and limit exposure to the sun.

Stay on the lowest floor if air conditioning is not available.

Consider spending the warmest part of the day in public buildings such as libraries, movie theaters, shopping malls, and other community facilities.

Avoid strenuous work during the warmest part of the day. Use a buddy system when working in extreme heat and take frequent breaks.

Dress in loose-fitting, lightweight, and light-colored clothes that cover as much skin as possible.

Protect face and head by wearing a wide-brimmed hat.

Eat well-balanced, light, and regular meals. Avoid using salt tablets

unless directed to do so by a physician.

Emergency Preparedness – August 2019 3 of 4| P a g e Drink plenty of water. Persons who have epilepsy or heart, kidney, or liver disease, are on fluid-restricted diets, or have a problem with fluid retention should consult a doctor before increasing liquid intake.

Limit intake of alcoholic beverages.

Check on family, friends, and neighbors who do not have air conditioning and who spend their time alone.

Never leave children or pets alone in closed vehicles.

Know the Terms Heat Cramps – Muscular pains and spasms due to heavy exertion. Heat cramps are often the first signal that the body is having trouble with the heat.

Heat Exhaustion – Typically occurs when people exercise heavily or work in a hot, humid place where body fluids are lost through heavy sweating. Blood flow to the skin increases, causing blood flow to decrease to the vital organs. This results in a form of mild shock. If not treated, the victim’s condition will worsen. Body temperature will keep rising and the victim may suffer heat stroke.

Heat Stroke (also Sun Stroke) – A life-threatening condition. The victim’s temperature control system, which produces sweating to cool the body, stops working. The body temperature can rise so high that brain damage and death may result if the body is not cooled quickly.

Signals of Heat Emergencies Heat exhaustion: Cool, moist, pale, or flushed skin; heavy sweating; headache; nausea or vomiting; dizziness; and exhaustion. Body temperature will be near normal.

Heat stroke: Hot, red skin; changes in consciousness; rapid, weak pulse; and rapid, shallow breathing. Body temperature can be very high-as high as 105 degrees F. If the person was sweating from heavy work or exercise, skin may be wet; otherwise, it will feel dry.

Treatment of Heat Emergencies Heat cramps: Get the person to a cooler place and have him or her rest in a comfortable position. Lightly stretch the affected muscle and replenish fluids. Give a half glass of cool water every 15 minutes. Do not give liquids with alcohol or caffeine in them, as they can make conditions worse.

Heat exhaustion: Get the person to a cooler place and have him or her rest in a comfortable position. Remove or loosen tight clothing and apply cool, wet cloths, such as towels or sheets. If the person is conscious, give cool water to drink. Make sure the person drinks slowly. Give a half glass of cool water every 15 minutes. Do not give liquids that contain alcohol or caffeine. Watch carefully for changes in his/her condition.

Emergency Preparedness – August 2019 4 of 4| P a g e Heat stroke: Heat stroke is a life-threatening situation. Help is needed fast. Call 9-1-1 or your local emergency number. Move the person to a cooler place. Quickly cool the body. Immerse victim in a cool bath or wrap wet sheets around the body and fan it. Watch for signals of breathing problems. Keep the person lying down and continue to cool the body any way you can. If the victim refuses water or is vomiting or if there are changes in the level of consciousness, do not give anything to eat or drink.

Dangerous Extreme Heat Myth! The Facts: If someone is suffering from heat stroke, it is enough to give them water and get them to a cool place. Heat stroke is a severe medical emergency that requires immediate medical attention. Symptoms could include high body temperature (105+); hot, red, dry skin; rapid, weak pulse; and rapid shallow breathing. Victim will probably not sweat unless victim was sweating from recent strenuous activity. If you think someone is suffering from heat stroke, call 9-1-1 or emergency medical services, or get the victim to a hospital immediately. Delay can be fatal.

ALDEN SUMMER CAMP

As another summer comes Camp Alden opened and welcomed campers. There were plenty of activities for the campers ranging from, a trip to compete in the Family Olympics, the Whittaker Cup, talent shows, and a trip to Mackinac Island!

Many GTB Gov. Departments had volunteers to assist in teaching the GTB youth about nature preservation, health care and traditional art just to name a few. HERITAGE DAY

The National Cherry Festival held the Heritage Day Pow Wow Dance at the Festival Open Space in Traverse City on July 2nd.

As always this was presented by the Grand Traverse Band of Ottawa and Chippewa Indians. It was a humid and cloudy day this year. There was an abundance of beautiful and colorful regalia on display for Cherry fest on lookers from across the country. The heritage Day Pow Wow helps spread insight on Native American culture and celebration, as attendees can see the fluid Native spirit through traditional dance, dress and music.

Visitors were welcome to take part in the festivities having opportunities to dance and view exhibits from GTB Gov. Departments. Vendors were on site featuring hand made Native American crafts.

GTB Genealogy Project First and foremost, I would like to announce a retraction in June’s newsletter with regard to our Membership Office. If a tribal member submits any documentation, the membership staff will update all related membership files with that document. If any tribal member would like their quantum recalculated, each member is required to submit their own formal request to the membership office.

I am happy to announce that I will start meeting with tribal members to create family trees. GTB ELDERS, I would love to meet with you to document your stories and family trees first.

Please call and make an appointment. It would be great to have you see our new exhibit at the Eyaawing Museum; however, I am more than willing to come to your home or nearest satellite office if travel is not possible. I also hope to record our meeting so that we preserve our stories for future generations. Please start gathering your pictures and historic paperwork. Expressive Culture Series Groups and Tours Fall is an amazing time to tour the museum, especially for students!

Please recall that as of June Eyaawing’s hours have changed! The museum is now open Tuesday through Saturday from 10:00 am to 4:00 pm. Stop in to see exhibits including a 25 ft voyager canoe, projectile points from the early archaic to late woodland periods, basketry, quill art and more!
