To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines if inside a GTB government building, an EDC facility, and/or any tribally owned facility – as determined by those entities. This is for the protection and safety of our employees and the entire community. 2022 Tribal Council Meetings Aanii Boozhoo! Hello and greetings to Boopoogami-giizis (April), Niizhing mdaaswaak-shi-niizhtana-shi-niizh nsa-biboongad (2022). I hope everyone is enjoying the beginning of Spring 2022 – a good time to consider planting a garden and preparing for the upcoming summer months! Emkowaataagozijig IV “Sharing Their Knowledge IV” was a 2-day event held virtually on March 17th and 18th. Presenters included Brian Peltier, Barb Nolan, Dr. Rhonda Hopkins, Dr. Shirley Williams, Elizabeth Osawamick, Gertie Manitowabi, Martina Osawamick, Ninaatig Staats-Pangowish, Maryann Endawas, Theodore Flamand, Aarin Dokum, and GTB’s very own Raymond Shenosky Jr. Various aspects of our language and culture were the focus of this event. On April 22nd and 23rd the Spring Symposium will be a virtual event with details to soon follow. Boopoogami-giizis (April) Moment: Enactment of the Indian Civil Rights Act. The Indian Civil Rights Act of 1968, enacted on April 11, 1968, granted Native Americans most of the Bill of Rights protections for the first time, with five exceptions: we can hold elections by race as a requirement to vote and run; we can establish a religion; a jury is not required in civil trials; grand jury indictments not required for criminal matters; and court-appointed attorneys are not required in criminal matters. The Fair Housing Act is also found in Titles VIII through IX of the Civil Rights Act of 1968, and it prohibited discrimination in sale, rental, and financing of housing based on race, creed, and national origin. Aki-giizhigad is on Friday, April 22nd and the theme this year is “Invest In Our Planet.” Every year on April 22, Earth Day marks the anniversary of the birth of the modern environmental movement which began in 1970. One website for Earth Day 2022 is at https://www.earthday.org/earth-day-tips/ where it has 52 tips on how individuals and groups can help Ishkakamiikwe (Mother Earth). Past events GTB held, in partnership with local groups, included beach cleanups to pick up items washed ashore during fall and winter months. Ake-giizhigad is every day. If you have a moment please check out some activities that can help Turtle Island – no matter how large or small your effort is, it all adds up in protecting Ishkakam-ikwe! HOUSING US Dept of Treasury Program Offered by GTB HOUSING

April 30, 2022 Last Date Accepting NEW Applications HOMEOWNER ASSISTANCE FUND: To assist

income qualified Tribal Member Homeowners in the 6-County Service Area that have had a financial impact due to COVID-19 (under 150% area median income) This will assist with: Mortgage, arreareges, taxes, insurance, HOA fees, lot rent, utilities (gas, electric, water/sewer, internet) and more. Please visit www.gtbindians.org/housing_dept.asp or call Housing Department for more details on this program.

ARP Supplement Rental Assistance This a short-term supplemental Rental Assistance Program through the American Rescue Plan that provides rent subsidies for income qualified working families, Elders and disabled Tribal members. This is a tenant-based program where the tenant is subsidized not the rental unit. The family must find their own housing. This allows the family to select a rental unit that meets their needs and the program requirements. A. To be eligible for rental assistance, applicants must meet all of the below conditions: 1. Be an enrolled Tribal member of the Grand Traverse Band or have GTB enrolled dependents residing in the home;

NAHASDA Rental Subsidy Assistance *Please note the differences in the programs* Eligibility for Rental Subsidy Assistance A. To be eligible for rental assistance, applicants must meet all of the below conditions: 1. Be an enrolled Tribal member of the Grand Traverse Band; 2. Be eighteen (18) years of age or older; 3. Reside in one (1) of the following counties: Leelanau, Grand Traverse, Antrim, Charlevoix, Benzie, or Manistee; 4. Qualify as a low-income family, defined as a family whose income does not exceed 80% of the median income, as published annually by Office of Housing and Urban Development (HUD); 5. Live in a space that requires rental payment. For example; apartment, mobile home park, town house, etc. Rental assistance will not be offered for assistance with mortgage payments, lot rent (of participant owned/mortgaged home) or when renting an individual room; 6. Not be delinquent on their rent at the time assistance is offered;

2. Be eighteen (18) years of age or older;

B. The applicant is eligible to receive up to $250.00 per month for rental assistance.

3. Reside in one (1) of the following counties: Leelanau, Grand Traverse, Antrim, Charlevoix, Benzie, or Manistee;

C. Rental assistance may be provided for a maximum of six months in a two-year period.

4. Qualify as a low income family, defined as a family whose income does not exceed 80% of the median income, as published annually by Office of Housing and Urban Development (HUD);

D. Applicants who receive benefits and become ineligible due to receiving the maximum six months of benefits are eligible to reapply two (2) years after date of initial application.

5. Live in a space that requires rental payment;

E. An applicant may not receive rental assistance while receiving the benefit of any other form of housing subsidy for the same dwelling unit. (with the exception of the ARP supplemental assistance)

6. Not receiving assistance through the Emergency Rental Assistance Funds through the US Department of Treasury program; B. The applicant is eligible to receive up to $250.00 per month for rental assistance. C. Rental assistance may be provided for a maximum of six months.

F. Applicants that owe monies to the Grand Traverse Band Housing Department are not eligible for Rental Subsidy Assistance until the balance is paid in full.

D. Applicants must be received no later than 9/30/2022.

NEW GRAND TRAVERSE/ANTRIM ELDERS COORDINATOR Welcome Joyce Wilson as one of the elders Co-coordinators for Antrim/Gr. Traverse Co. She started this new position January 28, she joins Sharon Edgington as the team for Elders Co-coordinator. Joyce transferred over from the 477 program. Joyce has been out in the elder community delivering elders meals, delivering the Bingo games and introducing herself to the elders getting to know them and letting them know her and having fun. Joyce has worked for GTB for 29 years, Joyce worked in the Education Department as Education director till she retired. But she missed working for the tribe and all of her co-workers, so she came back out of retirement. Joyce is the daughter of Jim and Delora Bird Wilson, she grew up Kewadin with her 7 brothers and 4 sisters. Joyce is the mother of three children, grandmother of 3 grandchildren and 5 great grandchildren. Joyce’s pastime is going to church with her great grandchildren, playing bingo and spending time with her family.

Every month we'd like to spotlight an Elder for each site be in the spotlight. Now is your chance to shine! GTB NEWS 6

Lives journey lead them in different directions as young adults. They drifted apart for nearly 40 years. Thoughts of adventures and conversations they enjoyed during their summer freedom of years ago held in their minds. Each of them would reminisce about the fond memories they held of those earlier years they had spent together. Curiosity gets the better ofTim as he drives through the town he used to vacation at in the summers with his family as a youth. He stops by the local Post Office to inquire about his friend of years gone by. After a few obstacles, he obtains her phone number. There is no answer. He leaves a message, hoping for a call back. Miraculously they reconnect and talk for hours on the phone. He makes plans to come for a visit. They explore the majestic areas of Northern Michigan together as they rekindle their friendship during the summer. Their friendship grew stronger than ever. He was not going to let her slip away again. Tim proposed to Carol. With a gorgeous diamond ring on her finger, they set up a September wedding. He states that she has made him a "complete person" as he taps his heart with his hand. The admiration they share for each other is evident in their actions as they speak. They are feeling blessed to share their lives together. This is Sharon Edgington, who lives in Grand Traverse County and works for The Grand Traverse Band of Ottawa and Chippewa Indians as Elders Coordinator for Antrim/Grand Traverse Counties. She has worked for the tribe since 1999 starting in the Nutrition Program as the Director and has worked in various positions for the tribe since then. Sharon likes to do road trips with her family and friends and enjoys reading and just getting down and playing with the grandkids and great-grands too! She jokes with all the elders and is an asset to the Elder’s program as she genuinely loves and cares for every one of them! Her parents were Cletus and Helena (Smith) Antoine(ba). She grew up in Onekama, in Manistee county. She loved visiting her uncle’s family in Kewadin – Lucius and Mandy Antoine(ba). Sharon has three children, eight grand-daughters and one grandson; and eight great-grandsons and one great-granddaughter. How ‘bout that, eh?

Good News! The Heritage Library is open to the public again. Come celebrate its reopening and the renewal of Ziigwan-Spring with the GTB Heritage Library. Our librarian, Francis Carew, will host a series of events this month to honor new beginnings. Music Lessons: Tuesdays, Wednesdays, Thursdays, and Fridays 3-5 PM Guitar, Bass, Piano, and Voice lessons by appointment only-Sign up for a weekly 30-minute time slot. They can destroy lives, homes, animals and buildings. • Have a NOAA weather radio to remain informed and listed to local alerting systems • Sign up for notifications. • Have a family communication plan

Each household should have an emergency kit readily located within their home that they could take with them to the designated shelter area. The kit should be stocked with a flashlight (batteries left out), non-perishable food (for you and your pets), a radio (batteries left out), minor medical kit, and enough fresh drinking water for all family members and pets.

• Tornado Watch: Be Prepared! Tornadoes are possible in and near the watch area. Review and discuss your emergency plans and check supplies and your safe room. Be ready to act quickly if a warning is issued or you suspect a tornado is approaching. Acting early helps to save lives! Watches are issued by the Storm Prediction Center for counties where tornadoes may occur. The watch area is typically large, covering numerous counties or even states. • Tornado Warning: Take Action! A tornado has been sighted or indicated by weather radar. There is imminent danger to life and property. Move to an interior room on the lowest floor of a sturdy building. Avoid windows. If in a mobile home, a vehicle, or outdoors, move to the closest substantial shelter and protect yourself from flying debris. Warnings are issued by your local forecast office. Warnings typically encompass a much smaller area (around the size of a city or small county) that may be impacted by a tornado identified by a forecaster on radar or by a trained spotter/law enforcement who is watching the storm. Do you have a person in your life who may be a hoarder? Hoarding is a condition where a person has persistent difficulty discarding personal possessions. The large amount of possessions fill the home and prevent the normal use of the space. Living space becomes cluttered. It may be unusable. Hoarding brings distress and emotional health concerns.

FIREFIGHTER’S JOHN AND ANDERSON Since October Probationary Firefighter’s John and Anderson have gone through intensive firefighter training. Each year, the National Weather Service in Gaylord presents Weather Spotter Classes across northern Michigan. The presentations are free, open to the public, and usually last about 1 1/2 hours. There is no need to pre-register for the classes. The training provides details on things such as tornado development, thunderstorm hazards, severe weather safety, things that may fool you, and how to make a complete report to the National Weather Service.

2015 was the costliest severe weather season ever recorded across northern Michigan. Tens of millions of dollars in damage occurred when severe thunderstorms raced across parts of the area in August with 100 mph winds and softball size hail. Clean up from these powerful thunderstorms took nearly two years, lasting until 2017. Spotters played a pivotal role in helping the National Weather Service warn for these dangerous storms.

Updates From Health Administrator: Soumit Pendharkar • The GTB Health Department has administered 5,155 doses as of March 17, 2022. -60% of GTB Tribal members in the 6-county service area age 12 and over have received at least 1 shot; -82% of GTB Elders in the 6-county service area have received at least 1 shot; -19% of GTB Tribal members in the 6-county service age 5-11 have received at least 1 shot; We continue to offer vaccinations through clinics on Tuesdays and Wednesdays, as well as through individual appointments. Please call the COVID-19 Vaccination Line (231-534-7475) if you would like to schedule a vaccination or for any questions. • For optimal protection against COVID-19 and future variants, the GTB Health Department strongly encourages GTB community members to remain up-to-date with their COVID-19 vaccinations. Up-to-date means a person has received all recommended doses in their primary series COVID-19 vaccine, and a booster dose when eligible. You are up-to-date when you have followed the current recommendations below. The recommendations will be different depending on your age, your health status, and when you first got vaccinated. If you are moderately or severely immunocompromised, please read the specific COVID-19 vaccine primary series and booster recommendations for you.

• Here at the GTB Family Health Clinic we offer a number of treatments for COVID-19 including Evusheld, which is indicated for pre-exposure prophylaxis against COVID-19. What this means is that Evusheld is given before an individual might be exposed to COVID-19 and is meant to prevent infection and progression to severe illness. Evusheld is a monoclonal antibody treatment indicated for patients who are considered moderately to severely immunocompromised. It is given as two injections and patients are monitored for an hour following treatment. In addition to COVID-19 vaccination, Evusheld is another way that we can protect the GTB community. Other treatments we currently stock include the oral antiviral (Paxlovid) and monoclonal antibody treatments (REGEN-COV, Sotrovimab, Beptelovimab). If you have questions about COVID-19 treatment options available at the GTB Health Department, please contact the clinic at 231-534-7200 and request to speak to a medical provider.

Vaccination is still the best tool we have to moderate the impact of COVID-19. Vaccines continue to protect us from severe disease. Booster doses have been further shown to strengthen and broaden protection against Omicron and other variants. Everyone should get vaccinated and get your booster dose, as soon as you are eligible.

• The Centers for Disease Control and Prevention (CDC) announced revised masking guidance for communities where hospitals are not under high strain of COVID-19 cases. Under the new guidance, residents in counties that are considered to be low to medium risk can go indoors without masks. The CDC recommends continued mask use in communities where serious cases of COVID-19 are straining the health system and for anyone who needs a higher level of protection for themselves or their family. Currently, all GTB service areas are in medium or low risk. To determine the COVID-19 community level, the CDC looks at new COVID-19 admissions per 100,000 population in the past 7 days, the percent of staffed inpatient beds occupied by

The elk herd in Michigan is located in the tip of the mitt of the northern lower peninsula region. They reside in small groups scattered among private and public land. In the past, some Tribal hunters have been fortunate to harvest Elk near a road for an easier haul out, while others have gotten elk and needed a group of friends and family to drag it out. Every hunt is different. Plan on the elk weighing over 400 lbs.

Getting Ready for Spring!

The 2022 Sugar Shack was a big success. Through March the GTB Sugar Bush was hosted at the Natural Resource Department Office property. Groups of GTB Youth Services, Suttons Bay Public School groups, and GTB citizens stopped in to celebrate the beginning of the sugar bush season. Tribal Elder Jerry Luskey put down asemaa (tobacco) and said a prayer to commence the sugar bush season in a good way. With the cold weather carrying well into mid-March, the sap really did not begin to flow until the temperature was regularly above freezing during the day. By early April the GTB Natural Resource Department and Agriculture & Food Sovereignty Department have worked down this year’s maple sap to syrup, sugar, and soon candied nuts! These products will be used in Agriculture & Food Sovereignty Department programming. Some of these products will be offered to tribal citizens at events like the Pow Wow, GTB Health Fair, and the Fair and Feast. We are also considering selling these products at Eagletown gas station and Turtle Creek gas station.

As we prepare for another productive growing season here at GTB, we are checking our seed stores, ordering seed, preparing planting schedules and much more for this season. A 30’x 96’ hoop house is planned for construction in July of this season. This hoop house will allow us to start our own vegetables early, as well as begin early production starting in 2023. We are planning on having veggie plants to offer the GTB community this spring starting in May. In years past the Agriculture & Food Sovereignty Dept as offered plats to community members to help incentivize people growing their own food at home. To support GTB citizens growing their own vegetables, the Agriculture Food Sovereignty Department will be hosting vegetable plant giveaways in mid-May. The vegetables that will be offered include tomato, cucumber, brussel sprouts, summer squash, zucchini, and kale. The plants will be offered the weeks of May 16th and the week of May 23rd. Stay tuned to the May Newsletter for the final date and time. If you are interested in receiving vegetable plants for your home garden, please contact the GTB Natural Resource Department for more details and to get on a list of vegetable recipients. The long-term goal of tribal food sovereignty is possible through both communal production and food production at home. In this way supporting tribal citizens growing food at home is a priority.
