The sunshine, birds chirping, and mild temps are welcome signs that Spring has arrived! It is a time of reawakening and new beginnings as Mother Nature blesses us with all the joys of Springtime! Everyone is welcome to join Natural Resources Department for the events happening for Sugar Bush time – a true gift of Spring!

Chi-Miigwetch to all of you for attending the Annual Membership Meeting at the newly renovated Governor’s Hall at the Grand Traverse Resort and Spa! It is our hope you enjoyed your time and the many activities offered throughout the weekend at the Anishinaabemowin Symposium and Round Dance! All events were a GREAT SUCCESS with almost 600 people in attendance! On behalf of Tribal Council, Chi-Miigwetch for your presence as a valued Tribal Member.

When we have a Tribal Member gathering, our Medicines are always represented out of honor and respect. Culture/ Language Department and Council Staff are aware of the significance of the Medicines and everything placed on the tables were to honor Tribal Members as a gift. We will not let the negative comments overshadow the good way things were done.

The Grand Traverse Band is a sovereign nation with a rich and long history. It provides Tribal member government funded services, and it supports business and community initiatives through its Economic Development Corporation (EDC).

ECONOMIC DEVELOPMENT CORPORATION

The Grand Traverse Band Federal Charter for the EDC Corporation was signed by the Assistant Secretary of the Interior for Indian Affairs, on October 23, 1998.

• 1988: Tribal Constitution was ratified.

• Tribal constitution ensures that our rights and sovereignty are guaranteed by treaty with the federal government, meaning that we are an independent and self-ruling government.

• 2000: Great Lakes Consent Decree Agreement.

• 2007: Inland Hunting Consent Decree Agreement.

• 6 Michigan counties served: Antrim, Benzie, Charlevoix, Grand Traverse, Leelanau and Manistee.

• The Grand Traverse Band has been an active participant in Tribal Self-Governance since Fiscal Year 1991.

A separate state-chartered LLC was created in 2003 to operate the Grand Traverse Resort & Spa as a stand-alone business that is subject to all local, state and federal taxes. The Grand Traverse Band purchased the Grand Traverse Resort & Spa on March 31, 2003. In the summer months, the resort adds an additional 250 employees for the seasonal positions.

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction goes into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. If you are an employee of the Grand Traverse Band, you may be called to sit on a jury.

Ernie then asked what is happening with the school building for sale at the corner of Cherry Bend Road and M-22. Chairman McClellan stated that we have not done anything. He stated there are people that are against purchasing and those that are for it. He stated there are a lot of benefits to purchasing the building. He stated it would be a service to GTB members living in Grand Traverse County and suggested that the building could be the new location of the Grand Traverse County satellite office. He discussed the size of the Traverse City satellite office and stated that the elders have outgrown the location and need more space.

Space cost was discussed. GTB Elder Leonard Corey asked who determines space cost. It was mentioned that space cost at the current Traverse City satellite office is $19 per square foot. Chairman McClellan stated he could provide more information at the next Elders open forum. Leonard asked if the cost per square foot covers all amenities and asked if a profit is being made with space cost. Tribal Manager Sonya Zotigh stated that Ron Anderson and Sandy Anderson have been looking at a space cost plan and added that the Traverse City 3 mile office costs us $100,000 per year. Councilor Wilson stated that space cost can be written into grant funds.

Treasurer Rohl discussed the document created in the past by Robert Kewaygoshkum; “Who is GTB.” It includes information such as the different entities the tribe owns and how much revenue the casinos generate. She stated that Council is working on updating this document. It will include information regarding the GTB LLC and its numbers. All numbers in the document are audited. Treausrer Rohl stated this will be available by the GTB Membership meeting on March 23.

GTB Elder Henry Lewis spoke next. He had a question regarding heat assistance. He was told he has already used up his elders emergency assistance money in the amount of $600 and asked if there is a different program he could call about assistance. Sonya Zotigh replied that there is other money available besides elders emergency assistance. She stated that human services assistance for utilities was doubled for elders. The amount increased from $400 to $800. For GTB non-elders, the amount increased from $200 to $400. Henry asked who he could call for more information. Treasurer Rohl replied he is welcome to call any Tribal Council member. She added that in the past, she was provided a booklet of all the services that are provided through GTB, also including information for outside human services aid like Father Fred. She would like to see this started again and given to the elders.

GTB Elder Gloria Ptak stated that Elders emergency seems to be very slow in getting people their money and purchase orders. Sonya Zotigh stated this should be moving quicker now. Purchase orders for tribal members who were married to non-tribal members were getting rejected, but this issue has been clarified and resolved. She added that accounting has been a smoother process. Chairman McClellan added that these issues are being worked on. Treasurer Rohl discussed issues with the accounting software.

Leonard Corey spoke again to ask Council what their takeaway was from the recent meeting with Michigan Governor Gretchen Whitmer. Chairman McClellan stated that she talked about her commitment to tribes. He is looking forward to the fact that we will be more informed on issues that concern tribal governments under this new governor. Treasurer Rohl stated she believes Governor Whitmer is more willing to work with tribes than previous administrations. She then discussed Governor Whitmer’s gas tax.

GTB Elder Anna Harwood asked what is being done with the new busses that were purchased last summer. They are sitting in a parking lot right now and are not being currently driven. Benzie’s bus is broken down. Leonard Corey added that there are no seats or railing in front of one of the busses. He suggested that the tribe could provide a class for GTB members to get their CDL license. A CDL is required to drive the busses. Sonya Zotigh stated that there are plans for resolving the issues with the busses; she had not talked about this with Tribal Council yet.

GTB Elder Betty Gibbs discussed due process. She asked what the longest due process case it took to resolve was. Betty stated she has had a due process ongoing since December 6, 2018. She then stated the last time she did a due process nobody notified her. Tribal Court has given her no answers. Sonya Zotigh stated that there is a meeting with Tribal Council and Tribal Court next week where this issue can be discussed.

Leonard Corey discussed the tax-exempt policy. Treasurer Rohl stated that this issue has been resolved and the resolution is that if a GTB member is married to a non-tribal member, they would be eligible to receive 100% tax exemption.

GTB Elder Sandra Waukazoo discussed problems with the GTB Flag. Chairman McClellan said that maintenance handles flag protocol; Treasurer Rohl asked Sonya if she would contact Sandy Anderson/maintenance department regarding this and suggested sending out a notice urging GTB employees to follow flag protocol.

GTB Elder Sharon Edgington stated she attended a concert last Saturday night and had to four rows back in the balcony. She stated she doesn’t think elders should have to sit so far back in the balcony, and discussed the fact that she couldn’t see the show. She stated elders should get the first two rows of the balcony if they have to be in the balcony at all. Ernie added that he was in the second row on the risers and could also not see very well.

Chairman McClellan announced the annual GTB Membership Meeting will be taking place Saturday, March 23, 2019.

GRAND TRAVERSE BAND TORNADO SHELTERS OPEN FOR 2019 SPRING AND SUMMER SEASON Each tornado shelter will be unlocked from April 1st to October 1st for the spring and summer months. GTB Fire Department will lock the shelters each year for the winter season.

There are three (3) storm shelters located on the reservation. The first unit is located behind the Elder’s complex, the second unit is located near the cul-de-sac in front of the Elder’s complex on Ki-Dah-Keh and the third unit is located on Peshawbestown Road near the Natural Resources weather monitoring station.

We also have one unit located near the playground equipment at the Charlevoix Satellite Office, one unit located near the Pow-Wow grounds at the Benzie Satellite Office and one unit located near the playground area at the Antrim location.

The shelters were designed and installed for the safety and protection of the residents without basements in their homes for sheltering during a tornado event. Each shelter will hold approximately 24 people. That number may be reduced, depending on pets and items carried.

Definitions on what a WATCH or WARNING is: When a tornado watch is announced, it means that weather conditions are where severe storms could produce a tornado. At this time you should have the previously prepared kit accessible, remain alert for approaching storms. Watch the sky and stay tuned to NOAA Weather Radio, commercial radio, or television for information. All Tribal Commercial Buildings received a NOAA Weather Radio.

When a tornado warning is announced, it means that a tornado has been sited or has been indicated by weather radar. At this time you should take your emergency kit and immediately seek shelter.

Each household should have an emergency kit readily located within their home that they could take with them to the designated shelter area. The kit should be stocked with a flashlight (batteries left out), non-perishable food (for you and your pets), a radio (batteries left out), minor medical kit, and enough fresh drinking water for all family members and pets.

Depending on where you are, and the impact and the warning time of flooding, go to the safe location that you have identified.

Sign up for your community’s warning system. The Emergency Alert System (EAS) and National Oceanic and Atmospheric Administration (NOAA) Weather Radio also provide emergency alerts.

If told to evacuate, do so immediately. Never drive around barricades. Local responders use them to safely direct traffic out of flooded areas.

Be aware that snakes and other animals may be in your house. Wear heavy gloves and boots during clean up.

Listen to EAS, NOAA Weather Radio, or local alerting systems for current emergency information and instructions.

Avoid wading in floodwater, which can contain dangerous debris and be contaminated. Underground or downed power lines can also electrically charge the water.

If flash flooding is a risk in your location, monitor potential signs such as heavy rain.

Learn and practice evacuation routes, shelter plans, and flash flood response.

Gather supplies in case you have to leave immediately or if services are cut off. Keep in mind each person’s specific needs, including medication.

Don’t forget the needs of pets.

Obtain extra batteries and charging devices for phones and other critical equipment.

Obtain flood insurance. Homeowner’s policies do not cover flooding. Get flood coverage under the National Flood Insurance Program (NFIP).

Keep important documents in a waterproof container. Create password-protected digital copies.

Protect your property. Move valued items to higher levels. Declutter drains and gutters. Install check valves.

Consider a sump pump with a battery.

GTED closed the deal on BSSW on January 11th. We received an additional $7.4 million dollar contract from General Dynamics Land Systems (GDLS) on January 22nd, and we posted 6 new positions on January 31st. By any metrics this is exceptional news and clearly demonstrates the new direction of the LLC (GTED) leaving behind coffee shops and water companies for federal contracting particularly in the defense sector.

THE NEW GTB AGRICULTURE DEPARTMENT MANAGER

As a farmer at the prominent local farm and bakery, 9 Bean Rows, I had been promoting the tread in local food production and distribution for several years in our area.

The opportunity to build a new GTB department focused on agricultural sustainability within the tribe is very exciting and a culmination of my careers experience. The focus of the newly formed GTB Agriculture Department is to promote the production and distribution of agricultural crops within the tribal community. Over the coming months we will be gauging

community interest in agricultural activity, and determining the most viable agricultural programing to see established.

This department will be focused on creating an economically viable agricultural program, while also incorporating tribal members in traditional agricultural practices and agricultural education. All input from community members is appreciated as we remain open minded to all the great agricultural possibilities in our future. To our productive growing seasons to come!

Department Conducted several Maple sap boilings

during the month of March at their new Sugarbush facility.

This process took several hours depending on how much sap they harvested.

GTB Staff was available for any public questions on the operation, as all were welcomed to learn the process behind Maple syrup.

Come check out the Tribal Sugarbush located in the green building (sugar shack) below the NRD offices at 3505 N. Putnam Road.

WATER WALKERS

On March 6th the Water Walkers, Nacy Gallardo, Sarah Jo Shomin, and Cody Bigjohn Jr., made their way through Traverse City and were greeted at the 3 Mile Office. Their journey began in Mackinaw City and ends in Lansing. Along the way they meet locals and explain their message of protecting our waters and shutting down Line 5. On March 7th, Mary Kelley hosted the walkers where they met and spoke with Fife Lake’s Village President, Dave McGough, and Township Supervisor, Linda Forwerck. I met with them and listened as they explained the importance of keeping the Great Lakes protected and keeping our local water sources protected as well. We say Miigwetch to the Water Walkers for raising awareness to protect our water!

GTB ANNUAL MEMBERSHIP MEETING The Annual GTB Membership meeting was held on Saturday, March 23rd. Chairman McClellan welcomed everyone after the opening ceremony, giving his State of the Tribe Address, assuring his continuation of open candidness and transparency of GTB operations with the membership. Tribal Citizens and guests were treated to a breakfast buffet while listening to presentations and reports from GTB GOV. /GTED/EDC/LLC/ and GTRS.

In between each presentation, cash prizes were raffled and rewarded to attending members. This was followed

by Open Forum, which gave the Membership a chance to identify any concerns they had with current Government and Gaming operations and share them with Tribal Council, who was all in attendance. Open Forum was recorded and will be placed on the GTB website. Minutes will also be available and transcribed in next months publication of the GTB Newsletter with responses.

Over this same weekend the Cultural Department hosted the Winter Language Symposium and GTB Round dance at the resort . This gave the attending Tribal Citizens a most welcomed weekend of cultural exposure.

A family caregiver is defined as an adult family member, or another individual who is an informal provider of in home and community care to an older individual or to an individual with Alzheimer’s disease or a related disorder with neurological and organic brain dysfunction. The family Caregiver Support program provides services for caregivers, not the elder.

WHO IS ELIGIBLE FOR FAMILY CAREGIVER SUPPORT SERVICES? • Informal, unpaid family caregivers of older adults.

• Grandparents and relatives’ caregivers, age 55 and older, who are the primary caregivers of a child not more than 18 years old because the biological or adoptive parents are unable or unwilling to serve as the primary caregiver of the child. They must be related to the child by blood, marriage, or adoption and live with the child.

The OAA requires that the Family Caregiver Support Program give priority to: • Caregivers who are older individuals with the greatest social need • Older individuals with the greatest economic need, particularly low-income individuals • Older individuals providing care to individuals with severe disabilities, including children with severe disabilities CAREGIVER SUPPORT SERVICES Specific program services required include the following • Information to caregivers about available services; • Assistance to caregivers in gaining access to the services; • Individual counseling, organization of support groups, and caregiver training to assist the caregivers in the areas of health, nutrition, and financial literacy, and in making decisions and solving problems relating to their care giving roles, • Respite care to enable caregivers to be temporarily relieved from their care giving responsibilities; and • Supplemental services, on a limited basis, to complement the care provided by caregivers.

LOW AND NO-COST COLORECTAL CANCER SCREENING FOR UNINSURED AMERICAN INDIAN MEN AND WOMEN The Michigan Colorectal Cancer Early Detection Program provides colorectal cancer screening services to American Indian men and women in the Lower Peninsula of Michigan who meet the age and income criteria outlined below: • Aged 50-64 years • Low income (<= 250% of the Federal Poverty Level) • Who currently have no symptoms of having colorectal cancer • Who are underinsured or uninsured o Eligible clients who might have high out-of-pocket costs for colorectal cancer screening may be eligible for MCRCEDP. o Clients who are currently not insured by the Healthy Michigan Plan (HMP) are eligible for the MCRCEDP. Screening Tests Offered • Colonoscopy for Average and Increased-risk clients • Fecal Immunochemical Test (FIT) - an at home stool test option for Average-risk clients What Test will I be Offered • Average-Risk Clients will be screened by colonoscopy or may choose an at-home stool test (FIT). o Clients with a positive FIT will be referred for a follow-up colonoscopy. o Average-risk clients with a positive (+) FIT result obtained from outside the program, may be eligible for program services. Contact an agency for additional details • Increased-Risk Clients will be screened by colonoscopy.

Grand Traverse Band of Ottawa and Chippewa Indians Elders Program – Elders Emergency Services 2019 Aanii Grand Traverse Band Tribal Elders: EXCITING NEWS! Tribal Council has approved an increase dollar amount available to each elder the “Elders Emergency Service Component” for FY19. This program is for all elders living within the six-county service area and there are no income requirement.

The funding for this service are categorized on your age ranging from $600 to $1000.

Age Category and amounts: • 55-64 years $600 • 65-70 years $800 • 71-older $1000 The Elders Emergency Service program is to assist elder’s and is not limited to any situation.

Examples: Food, Heating, cooling, snow removal @ $25/per trip and lawn care up to $25 per cut, appliance purchase, clothing, even reimbursement for payments that you incurred This program can be used in conjunction with LIHEAP and/or HUMAN SERVICES. Each Elder is required to complete an application. In order for the application to be processed in a timely manner, it is important that the directions for this program be followed and completed properly.

Procedures for program are as follows: • Application must be filled out completely, signed and dated by the applicant.

• Supporting documentation must be submitted with application • Assistance request must be for primary residence.

• Utility vendors that give a lock in rate must be documented by the vendor • Reimbursement- Is allowed -show proof of payment. o Can’t reimburse when paid by another GTB program or Agency • No income guidelines and is open to all elders living in the service area This is an exciting service made available again for you and we are pleased to service you.
