Providing safe and fun Halloween events

GTB Government Departments held several “drive-through” Halloween events for families the week leading up to Halloween. The community was invited to receive pumpkins & goody bags at all GTB satellite offices. Costumes were encouraged, face masks and social distancing were required. As events such as these become the new norm, we must grow accustom to maintaining the spirit of the season while still being able to keep the community safe and Healthy.

It’s important for everyone to remain vigilant as we endure these increasing numbers each day. You can find updated information on Covid-19 located on page 18, provided by GTB Public Safety, obtained from the “COVID-19 Public Health: Frequently asked questions” courtesy of the Michigan Department of Health and Human Services (MDHHS).

Anishinaabemowin Program Morning Prayer Drawing The Grand Traverse Band of Ottawa & Chippewa Indians Anishinaabemowin Program will be having a month draw. All you have to do is say the Kizheb Namewaanhs (Morning Prayer) listed here in Anishinaabemowin. Please call 231-534-7252 and leave the prayer as a message on my office phone at anytime up until Monday November 30th. The Anishinaabemowin team will select the best recording.

Please make sure to say your name before you start your recording.

Three winners will be selected and each will be awarded a GTB sweatshirt hoodie.

Monthly prizes will be given from now till summer 2021 and the final grand prize will be a GTB Pendleton blanket.

Boozhoo! The leaves have changed colors, signifying that the seasons are changing, and winter will soon to be here. And Binaakwe giizis - October is almost at an end.

Here is an overview and list of the Tribal Council and EDC Board regularly scheduled meetings and/or work sessions: Tribal Council Work Session (TCWS) – Community Needs Assessment. This meeting was to review the community needs assessment survey, which will help better understand the needs of tribal members in 2020.

TCWS – COVID-19 Response Plan. This plan was voted on and passed at the Tribal Council Special Session 10/28/20.

TCWS – Annual Tribal Membership meeting planning.

This year the annual membership meeting will be a virtual meeting, using the Zoom platform. The time and day will 11/14/20 at 9:30 am via Zoom. Details will be on the website and through Nixle.

EDC Special Session – held on Tuesday, October 6th.

TCWS – GTB partnered with the League of Women Voters Leelanau County, The Leelanau Enterprise, and the Traverse Area Community Media to host a forum using Zoom. This work session involved the planning for this event. Invitees to this forum were candidates from the Leelanau County Board of Commissioner Districts 3 and 4 seats, Leelanau and Grand Traverse County Sheriffs, and the Michigan State House 101st district.

This event was held on October 18, 2020 from 3:00 pm to 4:00 pm. The participants included Lois Bahle and Ty Wessell, candidates for Leelanau County Board of Commissioners; Beth McGill, who is a candidate for the 101st Michigan State House; and Tom Bensley, who is a candidate for the Grand Traverse County Sheriff seat. The Honorable Chief Judge Ken Akini acted as the moderator for this forum. Miigwetch to the candidates who participated. And Miigwetch to Chief Judge Akini for being the moderator.

TCWS – Lands Claim Initiative. This work session was a review for Tribal Council and staff.

TCWS – Cares Act discussion and clarification.

TCWS – 2020 Consent Decree weekly briefing. This meeting is held once a week and covers the various topics and issues regarding the 2020 Consent Decree.

TCWS – Legal Department round table. This is a weekly meeting with the Tribal Council and the Legal

TCWS – Ewaaying Museum discussion. This covered operational matters for the museum.

TCWS – Dental care. An overview, discussion regarding dental services.

On October 16th, 2020, The United Tribes of Michigan meeting, was available through Zoom. The GTED LLC Board of Directors meeting was held on the same day.

TCWS – A meeting with OMB. TCWS – Hearth Act discussion.

TCWS – An intergovernmental agency agreement and GTB and County Sheriffs contract discussion.

TCWS – Governing Body and ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance of children in early childhood education programs.) work session for Head Start.

On October 24th the Fishpass project groundbreaking ceremony was held near the Union Street Dam site in Traverse City, Michigan. Miigwetch to JoAnne Cook, Tribal Councilor Tina Frankenberger, and Melissa Wiatrolik for performing a water ceremony. And Miigwetch to the Grand Traverse Band Community Drum: Fred Raphael, Tom Shomin, David Anderson, Bob Duty, Lakota Raphael, and Ryan Memberto. The purpose of Fishpass is to allow the passage of desirable fish up and down stream, bi-directional movement, and prohibit the travel of undesirable fish. We can provide a link on the GTB website, for a more technical and concise description of the project.

And there were the regularly scheduled Tribal Council Regular Session and Special Session monthly meetings for the month of October. We did schedule additional Tribal Council Special Sessions this month as well.

The COVID-19 pandemic is rapidly spreading through our State, which is of grave concern. Over the past few weeks and months Michigan has seen a surge in COVID-19 cases, and the state reports a positivity rate near 5 percent. Last week, Michigan’s chief health officer Dr. Joneigh Khaldun warned that the state could be beginning a second wave of the coronavirus as cases continue to rise. Daily case rates in Michigan have been over 1,000 in 10 days so far in October, with two days topping 2,000 cases – the highest daily infection rate ever so far during the pandemic. Although, the state did say the record high reported on Thursday, October 15th of 2,030 cases was attributed to a ‘system slowdown.’

The 7-day moving average for new cases in Michigan is now 1,670 – the highest ever.

To keep everyone safe, we would like to remind all GTB members and employees to follow safety guidelines and wear a mask if inside a GTB government building, an EDC facility, and/or any tribally owned facility. This is for the protection and safety of our employees and the entire community. It is critical that Tribal members and community members wear masks in public gatherings, abide by frequent hand-washing, and practice social

REQUEST FOR GTB ADMINISTRATION TRIBAL MEMBERSHIP BUILDING SURVEY COMMENT

Ahnee GTB Tribal Members & GTB Employees:

Through grants and long-term guaranteed loan financing, the Grand Traverse Band Government is evaluating & assessing developing a plan for a NEW Administration Building. There have been comprehensive studies completed on the oldest to newest buildings in Peshawbestown that have served us well but many are costing the Tribe a lot of money.

One of the main issues is that we have 17 buildings that require cleaning, maintenance, seasonal work, and capital expenditures.

Currently our costs per square foot to manage all of this plus our outlying county buildings is very high, the annual budget for space costs for several years ranges from $2.2 to $2.7 million.

We would appreciate hearing from GTB Tribal membership and employees through a survey of what you would envision for a NEW GTB Administration Building. Leadership and managers have been discussing this for several years and themselves envision how much more efficient a one-stop shop building/facility would be for providing services to the GTB Membership. A few of the major questions that have come up are: where the NEW Administration building would be located, exactly what services would be housed there, and how do we ensure it fits into our future growth and development.

GTB is applying for a grant through HUD’s ICDBG CARES program to prevent, prepare for, and respond to the Coronavirus disease 2019 (COVID-19) in the GTB sixcounty Service Area.

The GTB Tribal Health Clinic, Public Safety and Facilities Departments requires continuity of essential services to reduce imminent threats to health and safety. The unexpected surge of the COVID virus requires tribal health and emergency management preparedness and remains essential to ensure facilities maintain power to provide essential services to community members and critical workers to reduce the potential spread of the virus between patients and by staff.

GTB proposes to purchase generators for the Medicine Lodge, which houses the GTB Clinic, Emergency Operations Center (EOC), law enforcement, behavioral health services and fire department are critical. Generator support will not only provide back-up power aspect but also the ability to serve as an aid station for low level oxygen support and other critical emergency support requirements to save lives.

In addition, GTB proposes to purchase generators for the Benzie and Charlevoix satellite community centers and Strong Heart Center Civic Center, which are designated as emergency shelters and are essential to provide emergency shelter for the GTB Tribe’s six county service area community to effectively respond to COVID-19 and public health pandemics.

Lisa Leedy, GTED Director of Grants

This is a special time for me as September marked my one-year anniversary as CEO at GTED. As I look back on the last year, I see a tremendously growing team, and am thrilled to engage with the board of directors, and tribal council - we should all be very proud of the significant growth of revenue that we’ve achieved across our companies in FY 2020. I am especially proud and am very excited about the creation of training programs and many jobs for Tribal Members (26) and Veterans (6) in the last year! Job creation and growth is the mission, and GTED companies are working very hard to develop the Grand Traverse Science and Technology Innovation Center which will include new manufacturing and a training center.

This is a project that we are working with NMC and MIWORKS to create STEM, manufacturing and construction courses, and apprenticeships opportunities. Now, I eagerly look to this next year projected ahead of us in 2021 to prepare economic growth for the next Seven Generations of the Grand Traverse Band!

Leona is a member of the Oglala Sioux Tribe but was raised on the Coeur d’Alene Reservation in northern Idaho. She recently relocated to Michigan where she loves attending school sports with her family. She brings a wealth of experience with over 20 years combined time spent in Casino Operations and Human Resources. She is a graduate of Gonzaga University and has a Master’s Degree in Organizational Leadership.

Ryan came to Traverse City 7 years ago, bringing 20+ years of Hospitality and Sales and Marketing leadership experience. ANNOUNCEMENT

Grand Traverse Band Automotive Program

The Grand Traverse Band of Ottawa and Chippewa Indians now asserts Special Domestic Violence Criminal Jurisdiction as outlined in the 2013 Violence Against Women Act. This law recognizes tribes’ inherent power to exercise “special domestic violence criminal jurisdiction” (SDVCJ) over certain offenders, regardless of their Native or non-Native status. All individuals with sufficient ties to the Tribe who commit acts of domestic violence, dating violence, or who violate a protection order against a Tribal Member on Tribal Lands, may be subject to prosecution in Tribal Court. This jurisdiction went into effect on October 31, 2018.

The Tribe will provide non-Native defendants with due process protections equal to those in the outside states, such as the right to a jury trial, the right to an attorney, the right to a law trained judge, and the right to petition for a writ of habeas corpus in a court of the United States. Employees of the Grand Traverse Band and any adult living in Tribal housing may be called to sit on a jury for a trial under this law.

Strongheart staff came back to work on June 15, 2020 which was considered tribes soft opening. During that time Staff was able to accomplish 3 projects: 1) Moving strongheart equipment to comply with the CDC rules for safe distancing for our Members. We are preparing for our opening with a check in station at the front door; installed locks on the lobby doors; must check in at the window to enter the main area- Mii-gwetch to GTB Maintenance for the installation. This will stop any potential contamination of the larger area of our facility.

2) Disc Golf course - Cj (Charles) McGrath was the main person heading this project. The course is open for play. There are containers on the course for garbage and returnable bottles & cans. From the bottle return the money will go back into the improvement of the course.

3) Cj (Charles) McGrath and Ryan Shaw was able to disassemble the old playground set from the Strongheart. Reassemble it at the GTB Kewadin Park. With the help of the Kewadin community members and local business Kens Body Shop.

The Grand Traverse Band Kewadin Community is awesome? all worked together to do the following: 1) put the dock out for the kids to play on.

2) all pitched in Zhoonyah to buy the materials to build a raft assembled by the men of the community. And launched it by everyone.

3) Community made a financial donation to Milton Township Park to help fund the pickleball courts.

Which they played on them during the summer.

4) Strung out the buoys “swim area” to make a safe place for the children to swim.

5) Illinois Youth Church group helped with dismantling the gaga pit for a few reasons: make space to accommodate the playground from strongheart; free up area for more parking; reuse the wood for the new shed .

6) Financial assistance from the GTB Roads and Parks program helped purchase additional supplies to build a small shed & walk way for the park

7) Community dontions of labor and materials.

8) There is a returnable bottle/can container- refunds go towards park improvement items.

9) Recycle bins are in place and is encouraged to use to eliminate waste.

Chi-Miigwetch! (thank you) 24-hour Towing & Recovery - Ken’s Body Shop; Elk Rapids, MI Rich Rudiselthe use of his Kubota tractor for the construction of the playground. This project would not have been completed so quickly without it.

Katherine Stevens

George Yannott, Jr. GTB Tribal Elder Peshawbestown, MI 5/13/1954 – 10/07/2020

On October 09, 2020, Katherine Stevens, proud Anishinaabe and Elder of the Grand Traverse Band, passed away peacefully at age 66.

Kathy was born on May 31, 1954 in Traverse City, Michigan to George and Juanita (Ogemawkegedo) Stevens. A loving and devoted mother of two sons. While raising them she received her Associate Degree in Nursing from Clark College in 1987 and worked as a Registered Nurse for 25 years in several states. Even after retirement she continued to “care” as she had a passion for helping all living things. In 1996 she met Victor Martinez, and they shared nearly 25 years together as counterparts.

Kathy was preceded in death by her parents, her son Dakota, her brothers Gilbert and George, and her sister Beatrice. She is survived by her son Shane, grandchildren, her significant other Victor, several brothers, sisters, cousins, nephews, nieces, and a host of other members of the great Ogemaw Family.

GTB Elder Program Updates Dear Grand Traverse Band Elders, Hope your enjoying the summer sun and nice weather. Take time to enjoy the warm days and cool nights. The Grand Traverse Band Elders Program has prided itself on being ready to serve all GTB elders offering support and resources.

Listed below is some program information that we want you to be aware of. If you have any questions regarding any GTB programs or services that you are seeking, please feel free to reach out to our elder’s coordinator to assist you. If you are trying to contact staff during the Covid-19 epidemic, we want to be sure that each of you have the staff contact information. Also, we want to inform you that some staff are working from home and have limited hours in the office. So, please use the phone directory below and when contacting staff be sure to leave a message including your name and contact information. Elders Emergency Elders emergency requests are still available for you to use.

Your request will need to be submitted by Sept 4th to ensure that you DO NOT lose any funds that are available. Staff can assist you with your request over the phone, you do not have to come into the office.

Farmers Market Coupons: If you were in the program last year, and your household size or income has not changed you are certified to receive Farmers Market Coupons this year. If you have not contact by staff by now, please call them to arrange to get your coupons. Remember If your household or income has changed – a new application will be required.

Care Provider /Grandparent Care Giver Program: Care providers caring for an elder 55 and older, Care Providers 55 and older that are caring for someone or Care Provider Grandparents caring for grandchildren are eligible to receive support through the care giver program. Please contact your Elders Site Coordinator Home Delivery Meals: The Elders staff have been delivering meals to elders each Monday for Four Days. Meal deliveries will more than likely continue through the end of the fiscal year of Sept 30th or longer depending on Covid- 19 epidemic. GRAND TRAVERSE BAND OF OTTAWA AND CHIPPEWA INDIANS TITLE VI PART C CAREGIVER SUPPORT PROGRAM PROCEDURES Purpose: It will be the purpose of the Grand Traverse Band of Ottawa and Chippewa Indians Title VI Part C Caregiver Support Program to offer support services to all eligible Native American Caregivers, Grandparents or older relative residing in the service area as well as respite care when program funds are available.

The Caregiver Support Program provides a comprehensive referral and service system for caregivers. This is for families/ individuals who are caregivers to elders who are chronically ill or who has a life altering physical, mental or developmental disability, and for grandparents or older individuals who is the primary caregiver for a child or a relative of a child by blood, marriage, or adoption, or raising the child informally and who is 55 years of age or older and lives with the child. Services available include information about services, caregiver training, support groups, counseling, assistance to caregivers in gaining services, and respite services to compliment care provided by caregivers. This is not an exclusive list.

PROCEDURES: Eligibility 1. Priority; Caregivers who are older individual with the greatest social and economic need, Older individuals with the greatest economic need particularly of low-income individuals, Grandparent/Older individuals providing care to individuals with severe disabilities, including raising children/children with disabilities, and to Family caregivers who provide care to older individuals with the greatest social and economic needs.

2. Care Recipient (i.e., the person whom the caregiver is providing care) 55 years or older must reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service area and be a federally recognized tribal member.

3. Care Recipient under 18 must reside with the grandparent/ older individual in the Grand Traverse Band of Indians Tribal Services area.

4. Caregiver (i.e., the person providing care to the care recipient) must be an enrolled member of a federally recognized tribe and reside within the Grand Traverse Band of Ottawa and Chippewa Indians Tribal Service Area. Also meet one of the following: • Caregivers are Native Americans who are 55 years and older, who provide care and support services to the care recipient that are 55 years and older who, for reason of illness or frailty: i.e., program provides assistant to providers that care or elders that are “Frail” functionally impaired due to cognitive or other impairment. This provision is put in place to prevent financial abuse of the elder or caregiver where care givers are legitimately providing care and not just living or accompanying their elder relative or friend free of charge; • Caregivers are providers who are 55 years and older, who provide care and support services to the care recipient that are Native American’s 55 years and older who, for reason of illness or frailty: i.e., program provides assistant to providers that care or elders that are “Frail” functionally impaired due to cognitive or other impairment. provision is put in place to prevent financial abuse of the elder or caregiver where care givers are legitimately providing care and not just living or accompanying their elder relative or friend free of charge; or • Grandparents/Older individual (55) years or older, who are primary caregivers for and/or child or a relative of a child by blood, marriage, or adoption, or raising a child informally under 18 years of age and whom cannot function independently. The sole primary care provider is the person responsible for the child/ren health, education, and lives with child/ren. This provision is put in place to prevent financial abuse of the grandparent /older individual where the grandparent / older individual care giver is legitimately providing care and not just living or accompanying their relative.

5. The Care Recipient 55 years or older must need assistance with at least two of the criteria of Activities of Daily Living (ADL’s) that includes eating, dressing, bathing, transferring, toileting, walking, shopping, doing laundry, managing money, taking medication, and require supervision due to Alzheimer’s or other Dementia.

6. The Care Recipient 55 years or older with two of the Activities of Daily Living cannot be a caregiver when being cared by a caregiver through the GTB Caregiver program. This is due to prevent and eliminate stress upon the care recipient and to prevent fraudulent activity. The care recipient maybe a caregiver temporarily because the program is for the care provider.

7. Respite Care provides the caregiver with “time off” from their care giving duties where the caregiver chooses his/her own respite worker. Respite care range from a few hours a day to a week or more. The respite place and the length of time depends on the needs of the family and the available resources. Respite Service Agreement and Responsibilities and a conduct of a complete background will be required before services are rendered.

8. The Respite Provider must be age 18 or older.

9. Respite Providers/Caregivers are not considered employees of the Grand Traverse Band of Ottawa and Chippewa Indians but are temporary program participants receiving services.

10. Family members or other who show proof that Caregivers/ Respite Providers are not taking proper care of the Care receiver will be immediately terminated.

11. Elder Site Coordinator are ineligible to receive respite support for elders during working hours.

12. The Caregiver application will be processed followed with an approval or not eligible letter. Once application is approved and processed all support service requests will be mailed out or picked up by the care provider.

The Tribal Caregiver Support Program provides: 1. Respite Assistance 2. Opportunity for the Caregiver to access assistance services.

This program is available to those who make up to 500% of the poverty and eligibility guidelines. 14th POSITIVE CASE IDENTIFIED, OUTREACH SITE CLOSURES • The GTB Health Department has identified the first positive case related to the funeral service held on October 20th at Martinson Funeral Home, attended by an infectious individual. If you attended the funeral service held on October 20th at the Martinson Funeral Home in Suttons Bay, please monitor yourself for symptoms of COVID-19 (cough, shortness of breath, loss of taste/smell, fever, muscle aches, sore throat, fatigue, headache, runny nose/congestion, vomiting, diarrhea). Please consider testing with or without symptoms at S to 7 days after October 20th and 14 days after October 20th • The GTB Health Department identified its fourteenth (14th) positive COVID-19 case today. The local health department for Leelanau County was notified as the county of residence. The positive individual was symptomatic and instructed to isolate at home. The local health department will complete a full case investigation. If you’ve been identified as a close contact (someone who was within 6 feet of an infected person for a cumulative of 15 minutes or more over a 24 hour period starting from 2 days before illness onset or 2 days prior to test specimen collection until the patient is isolated) during the course of the case investigation, please expect to receive a call or text from the local health department or the Michigan Department of Health and Human Services. It is critically important you respond to the call or text in order to protect the community from further spread. The 14th case represents the 5th positive case in 6 days since the last case.

As we near November, it is amazing that 2020 is almost at its end. Our topic for this month is depression. For many, trying to keep up the appearance that “everything is fine” takes immense effort and pretending things are normal can be even more exhausting than the depression itself.

Not wanting to be a burden or feeling a need to hide your pain are just two reasons someone might spend their energies trying to keep others thinking everything is okay, which increases the mental and physical exhaustion we already feel when suffering from depression. Focusing on a balanced approach of deciding where best to spend your energy plus “giving yourself permission” to ask for help allows you to use your energy in other areas.

Suffering from depression is a real illness and if others see you as “fine,” they may not be aware of your need for support and understanding. This may cause a person suffering from depression to sink deeper with the added effort of pretending everything is okay. So, reach out to someone who is your support or call our office and share how you are feeling! You are not alone!

While we might want people to see that we are okay, it is important to remember that depression is not a weakness or a flaw, it is an illness where we need support and help. For example, having a friend or family member give us support at home can help us put our energies into the treatment we need. Just like diabetes or high blood pressure, depression is a disease that needs support and treatment. Remember: “Healing doesn’t mean the damage never existed. COVID-19 Public Health Frequently Asked Questions Updated 10/28/20 What is COVID-19?

COVID-19 is caused by a new respiratory virus. In December 2019, the virus began circulating in humans.

It is important to take action because: - There is no approved vaccine or medication to treat COVID-19 patients.

- Isolation and quarantine efforts seem to have reduced new COVID-19 transmission in other countries.

- Reported illnesses have ranged from mild symptoms to severe illness and death.

I have COVID-19 and have been isolating. When is it safe for me to leave home?

Stay in isolation until you meet all the criteria below: - It has been ten days since your positive test result or ten days since you began showing symptoms.* - You have been fever-free for 24 hours without taking fever-reducing medication.

- Other symptoms have improved (including cough or shortness of breath). *People with conditions that weaken their immune system might need to stay home longer than 10 days. Talk to your healthcare provider for more information.

What are the symptoms of COVID-19?

Symptoms may appear in 2-14 days after exposure to the virus. Common symptoms are: Fever or chills Cough Shortness of breath or difficulty breathing Fatigue Muscle or body aches Headache New loss of taste or smell Sore throat Congestion or runny nose Nausea or vomiting Diarrhea If you develop emergency warning signs for COVID-19, get medical attention immediately.

Should I get tested if I don’t have symptoms of COVID-19?

Are some people at greater risk for getting the virus?

COVID-19 is a new disease and there is limited information regarding risk factors for severe disease. Based on currently available information and clinical expertise, older adults and people of any age who have serious underlying medical conditions might be at higher risk for severe illness from COVID-19.

Is there a correlation of deaths by blood type?

There have been two small research studies done into the correlation between blood type and COVID-19 severity which may indicate that blood type is a factor in the course of disease.

How does COVID-19 spread?

The addition of these generators will support the Grand Traverse Band, which has 4,191 enrolled members, with 1,929 residing in the service areas of Antrim, Benzie, Charlevoix, Grand Traverse, Leelanau and Manistee counties.

The COVID-19 pandemic has had significant impact in Michigan and GTB. GTB government continues to provide services and participates with local health departments, community partners, and the Michigan Department of Health and Human Services on preventative measures to limit exposure to coronavirus.

The GTB Clinic at the Medicine Lodge generator support is critical to support health response and oxygen support for patients, provide aid station for patients in need, provide nebulizer treatments, retain full access to health information to continue provision of care, and provide diagnostic, point-of-care testing. The Benzie Office and Strongheart Civic Center are identified as Red Cross Shelters and the generators will support the community during power outages.

The Grand Traverse Band’s rural location has seen an increase of weather-related emergencies, often resulting in lengthy power outages. Generators will provide back-up power to assist vulnerable populations of families and homeless persons during the COVID-19 pandemic and used in the event of a natural disaster or community emergency. The addition of generators to the tribal facilities will be critical to allow these critical services to continue to provide services for our community.

The Project activities and updated community shelter capabilities will be posted on the GTB Emergency Management website (http://www.gtbindians.org/ems.asp), in the GTB Tribal Newsletter, and electronic notices will be sent immediately upon award so community members will be notified of available housing alternatives in the preparation, prevention and response to the COVID-19 pandemic.

Several GTB Tribal departments have been instrumental in planning this endeavor including Tribal Administration, Health Department, Emergency Management, Office of Management and Budget, Office of Program Development and Evaluation, Facilities Management and the Tribal Architect. All these departments and individuals provided input in the program design, and the proposed plan represents the consensus for the common good of the Grand Traverse Band. All parties will continue to be involved in the Project through the design, construction, and implementation phases of the Project. The Project will be completed over a twelve-month period.

We appreciate the ICDBG CARES Grant award number 20BV2625480 to provide generators to the tribal facilities. The Generator Project will enhance assistance to community members in crisis in the preparation, prevention, and response to the COVID-19 pandemic to protect its vulnerable population and critical assets to preserve life and safety.

FishPass project virtual ground-breaking ceremony The FishPass virtual ground breaking ceremony was held on World Fish Migration Day, Saturday Oct. 24th.

The virtual event was broadcast via live-stream on the official FishPass Facebook page allowing the public to safely attend during COVID-19. The “in person” ceremony was held near the Union Street Dam in Traverse City.

Environmental Services Personnel conduct field surveys during Covid-19 During the past few months Environmental Services employees have conducted fieldwork relating to the Clean Water Section 106 and 319 Programs. These programs assure that the ground and surface waters are clean by using surface water quality monitoring, using trends and analysis to detect problem areas, wetland protection and restoration, and education.

Water Quality Sampling The spring/summer field season started at the end of May with collecting spring water quality samples. Samples are taken from ten locations across the Six County Service Area. These sample locations are: Leland River, Victoria Creek, Mebert Creek, Crystal River, Betsie River, Boardman River, Mitchell Creek, Elk River, Clam River, and Torch River. Sampling takes place once in spring, summer, and fall. Data is entered into the EPA’s Water Quality Exchange (WQX) where it is stored with previous uploaded data. The WQX allows researchers, government employees, even the general public the ability to download water quality data from across the country.
