Welcome to the 2025 IMPACT Gala. More than 56 years ago, Reverend Gil Lulay and a group of community volunteers joined together to form Transition Projects, believing that everyone deserves access to a safe, affordable home. Their legacy continues as our team also continues to work on the toughest challenge in our community — helping people transition from homelessness to housing. Despite uncertainty at the federal level, we are moving forward with an unwavering determination to support people in our community experiencing homelessness. As we join together tonight, we will witness inspiring stories from veterans who sacrificed so much to fight for our freedom — no matter our races, genders, or backgrounds. We believe that housing is a human right for all and housing our veterans is no exception.

Our Navigation Team is comprised of 9 multi-disciplinary outreach team members and conducts direct outreach to over 3,000 people experiencing homelessness each year. The team engages in client advocacy, problem-solving, needs assessments, resource sharing, crisis intervention and de-escalation, and system navigation assistance to people experiencing unsheltered homelessness across the metro area. The team goes to areas where high-impact camping exists and offers access to services including shelter, health support (medical, mental health, substance use), transportation assistance, identification and benefits assistance, and housing and rental assistance. This intensive work requires daily engagement that can take weeks. Last year the team facilitated 63 people into treatment/detox programs, 149 people into transitional housing, and 50 people into permanent housing.
Transition Projects began 56 years ago sheltering 20 men in a hotel in Old Town. Today, we are proud to serve as the largest shelter provider in Oregon. Each night, over 700 individuals, couples, and their pets access a safe place to rest at one of our eight shelters located across Portland. As unsheltered homelessness continues to rise in our city, we remain committed to providing quality, comprehensive shelter services. Shelter guests access case management, health & wellness providers, nutritious meals, housing support, income development and employment services, and much more.
Transition Projects believes in housing first - quality, reliable housing for those we serve is always the top priority. Stable housing provides a launching pad from which our participants can access a swath of other services to ensure long-term stability and housing retention. Transition Projects operates several housing programs, including one of the few transgender and non-binary permanent supportive housing programs in the region, and a housing program for young, single, Black mothers and their children. Each year, over 900 households access permanent housing with the support of our housing teams. We have also expanded our permanent supportive housing to specifically serve transgender, nonbinary, and BIPOC (Black, Indigenous, and People of Color) individuals.
Transition Projects supports individuals who have served in all branches of the military and their families, who are experiencing homelessness or are in imminent danger of homelessness, to help them find and keep safe, affordable housing throughout Portland’s metro area. Through Veterans Administration (VA) funding, which is the largest provided support for Veterans in the Pacific Northwest, Transition Projects’ Veterans Services team provides wraparound support including income development services to help veterans find meaningful employment, benefits, legal services access, health and wellness providers and more. Last year, over 700 households received support from our Veterans Services team.

People transitioning from homelessness into an apartment are starting over and need basic, yet essential items to make their apartment a home. Our Move-in Kits have been a part of housing people for 20 years. Helping people secure – and retain – permanent housing is our mission, and we do this by placing people into rental apartments across the Portland metro area, and by operating three apartment buildings.
Over the past year, we helped 900 people secure housing. But our work does not end there. We continue providing follow-up services critical to successful placements and ensuring that once housed, people stay housed.
Each Move-in Kit laundry basket contains these much needed items:
kitchen - plates, bowls, silverware, glasses, cups, pots and pans, cutting and paring knives, long handle spoons, spatulas, can opener, measuring cups and dish towels; cleaning supplies - sponges, broom, mop, dish soap, hand soap, all-purpose cleaner; bathroom items - bath and hand towels, washcloths, shower curtain and rings, toilet brush, bath mat; toiletries - shampoo, soap, toothpaste, toothbrush, deodorant, toilet paper, and bedroom items - pillow, sheets, blanket, coverlet.

Rick Gencarelli is the nicest (and coolest) chef in Portland! Owner and chef of Lardo and Grassa, he graduated from the Culinary Institute of America in New York, spent four years as sous chef at Todd English’s Olives, and then moved to San Francisco where he worked at both Rubicon and One Market restaurants. He crossed the continent once again to open Miramar Restaurant and Olives Restaurant in New York City. Later, Rick became the Chef at the Inn at Shelburne Farms, located on the non-profit environmental education center and working farm in Shelburne, Vermont. In 2009, Rick and his family moved to Portland where he opened Lardo as a food cart in September 2010. He now has five thriving brick-and-mortar Grassa restaurants and four Lardo locations including one in Las Vegas.
