News Briefs Elk Grove Seeking Proposals By May 1 For Affordable Housing The city of Elk Grove is looking for someone to build affordable housing, and has $2 million in loans to get the ball rolling. City officials have posted a request for proposals for such projects, with proposals due by May 1.

Cost overruns aren’t surprising on massive projects, and Apple’s headquarters has widened in scope to include double the employees originally projected. 54-Story Tower To Begin Immediate Construction

By providing $2 million in loans, the city expects a builder to seek additional money from other government agencies, private investors or banks. Any project proposed must be ready for development and construction, rather than conceptual, according to the request for proposals.

A San Francisco developer’s plan to build a 54-story office and residential tower in the city’s South of Market neighborhood will cost about $375 million, according to a person familiar with details of the proposal. The building’s cost works out to $540 per square foot and includes $75 million for the site and approvals from the city.

The request does not specify the number of housing units to be built or a location, but does state the housing must be somewhere it can qualify for a 9 percent tax credit, typically a location near services, shopping and transit. There also are requirements for the project to have income restrictions at three different levels of affordability, all a percentage of the median income in the area.

Builder Jay Paul Co. plans to “immediately commence construction” of an 800-foot (244-meter) high rise near the site of the city’s new Transbay bus and rail terminal, the San Francisco-based real-estate firm said yesterday in a statement. The building will also be near an office tower planned by Boston Properties Inc. and Hines that’s set to be the city’s tallest.

Apple’s Billion Dollar Headquarters Project To Begin This Summer

$1.85 Million For Five Safety Projects

Construction work was originally slated to break ground in 2012. Now Apple expects to start initial demo work on the site in June. The reason for the delay? The company is attempting to pare down the cost. Apple is working with lead architect Foster + Partners to shave $1 billion off the current $5 billion price tag before work starts.And while the company has named its general contractors (DPR Construction and Skanska USA Building), it hasn’t flushed out all its subcontractors. Some of those subs will be submitting bids next month.

Five crossing zones along Caltrain tracks on the Peninsula are slated for infrastructure improvements as part of an effort to increase safety. The intersections — where the tracks cross Brewster Avenue in Redwood City, at Churchill and East Meadow avenues in Palo Alto, and at Rengstorff Avenue and Castro Street in Mountain View — will each have additional time added to their gate-down intervals, meaning cars will have to wait a little longer for trains to pass through. Additionally, traffic signals at the intersections will be extended to coordinate with the longer gate-down times.

These measures were studied by the California Public Utilities Commission, a state regulator, and deemed to be the best solutions to increasing safety at the sites, according to Caltrain spokeswoman Christine Dunn. The CPUC is expected to completely fund the $1.85 million safety improvement project. Caltrain anticipates starting construction on the intersection improvements this summer. $10 Million For New Construction Work Hancock College will receive an estimated $10 million bequest from the estate of the late Patricia Jean Boyd, a well-known piano teacher at the college who died last summer, according to Patricia Rice, an estate trustee. The bequest, which was left to the Allan Hancock College Foundation, the college’s fundraising arm, will go to support construction that will benefit the college music department. It is one of the largest donations ever for a community college in California, according an attorney for the estate. Hancock officials are unwilling to give specifics about how the college plans to use the bequest other than to say: “She was very, very explicit that the money had to go to building,” Rice said. Walnut Creek To Renovate Golf Course Clubhouse The Walnut Creek City Council has taken the first step toward cleaning up a building that has seen deferred maintenance for decades. The council allocated $353,000 for the design phase of remodeling. All of the money comes from revenue generated by the course itself, and none from the general fund. Continued on next page

The next step will be for the city to issue $5.8 million in revenue bonds to pay for the renovation. The loan would be paid back through user fees. The council will make its final decision on issuing the bonds in the next few months. If the council issues the bond this year then construction could begin in 2014. Walker Ridge Wind Project After a short break, developers of the Walker Ridge Wind Park are again moving forward with the project. AltaGas — a Calgary-based business — has filed a new plan with the US Bureau of Land Management in Ukiah to construct a wind park saddling Lake and Colusa counties on Walker Ridge. The plan includes 29 turbines, road improvements, cement pads for the turbines, a collector system, a substation and a transmission line from the turbines to the pre-existing PG&E transmission lines.

The company had gotten through initial hearings for the necessary permits from BLM, but halted the project in 2011 due to a combination of staff changes in the company and a need to rewrite the plan to cater to the quickly developing technologies. To transport large construction equipment and turbines on long trucks, the company will have to expand Walker Ridge Road and in a few cases remove sections of the hills adjacent to the road. The project is expected to employee 150 workers during construction. Whole Foods Will Build In San Jose Whole Foods has acknowledged plans to start construction on a 33,000-square-foot store at the corner of The Alameda and Stockton Avenue in San Jose in May, with a projected opening of summer 2014. Whole Foods first announced its intention to build on the site in 2005,

projecting a 2007 opening. All the buildings on the site were demolished in 2007, and the parcel has remained vacant. Additional change is coming to the three buildings between the Whole Foods site and the Arena Hotel on The Alameda. The building at 785 The Alameda houses the Three Marketeers, but the adjacent warehouse and International Hun-I-Nut Deli at 795 The Alameda are both empty. Three permits for the 1.037-acre site were filed with the San Jose planning department in late March. They are for both a planned development permit and zoning for transit-oriented, mixed-use residential on the site and a general plan amendment request to change it from mixed-use commercial to urban residential. With a projected $30.5 million price tag, the interchange at 99 and Riego Road, a few miles north of the Sacramento/Sutter county line, is tentatively set to be completed by the end of 2014. The funding breakdown for the project has $19.3 million coming from state Proposition 1B transportation money, $3.9 million in federal money and $7.9 million from Sutter County. Developers for Sutter Pointe, a planned community to be centered around the intersection, are paying much of the county’s share. Those developers have previously said the project wouldn’t proceed

until market conditions were right, but the interchange was a vital infrastructure component as well.

$1.25 Million In New School Projects In Chico Will Go Out To Bid

The Chico Unified School District board of trustees have voted to undertake four construction projects, all considered matters of health and safety. The approved work includes the replacement of a kindergarten walkway canopy at Rosedale School that is buckling; all of the walkway canopies at Chico Junior High School that leak severely and suffer from dry rot; replacing a 36-year-old heating and air conditioning unit on the roof of the Chico High School library, and the removal and replacement of the floor and the bleachers in the Varley Gym on the Pleasant Valley High School campus. Mike Weissenborn, CUSD director of facilities and construction, explained water had been seeping through the gym’s concrete foundation and damaged the flooring so severely that the regional basketball referee organization had ruled it too unsafe to permit league games in the facility. Will Jail Replace Tehama County Library? Tehama County leaders are considering bulldozing the county library to make room for a 64-bed jail expansion. The new plan was presented to Tehama County Supervisors last week as a way to ease pressure on the 36-year-old building that was last renovated in the 90s. The expansion would come without any costs to the county, because there is around $20 million available for the expansion through the SB 1022 construction grant. The Community Corrections Partnership is still working to complete the jail needs assessment study

Facebook has obtained Menlo Park’s permission to build a second campus west of Bayfront Expressway, near its headquarters on the other side of the road. “Congratulations,” Mayor Peter Ohtaki told Facebook officials last week when the city council voted to allow the social network company to proceed with its plans. “Where’s the ‘Like’ button?” The council approved a package of land use entitlements and agreements related to the West Campus project and authorized rezoning the site so the building could exceed 35 feet and cover 55 percent of the property instead of a maximum of 50 percent. In addition, the council approved an environmental impact report and an official statement that says the development’s benefits would outweigh negative consequences such as increased traffic at some intersections and construction noise. The company intends to construct an exceptionally long 433,555-squarefoot building designed by renowned architect Frank Gehry that features a rooftop park. The 22-acre West Campus site is located at 312 and 313 Constitution Drive. With offices built above a surfacelevel parking lot, the complex will rise to 73 feet in some spots, though most of it will be about 45 feet high, said Rachel Grossman, an associate city planner.

Choosing Between Skid Steers Understand how these machines With the legislative and economic uncertainties influencing the construction industry, it’s no secret that construction business owners have struggled to keep their companies profitable. Versatility and job diversification have become the goal of many contractors. According to Jamie Wright, product manager of Terex Construction Americas, contractors’ go-to tools during these times are the ones that help them perform their jobs more efficiently. Because of this, many have come to rely on the smaller equipment in their fleets, particularly skid steer loaders and compact track loaders, as these machines are designed for versatility and ease of use. Increasing Versatility Skid steer loaders and compact track loaders are valuable tools for contractors because of their ability to maneuver in tight places and to use a variety of attachments. Wright says, “A skid steer loader or compact track loader coupled with a variety of attachments can totally revolutionize a construction business, enabling them to bid on more projects and to work in all weather and ground conditions. Because skid steer loaders and

compact track loaders can utilize the same attachments—buckets, dozer blades, mulchers, augers, trenchers, levelers, box rakes, snow blowers, etc.—and perform in many of the same applications— construction, landscaping, rental, forestry and agricultural—the type of surface you will be working on significantly impacts the productivity and cycle times of the loader.” Savvy owners and operators have learned to determine when it makes sense to use a compact track loader or a skid steer loader. Experience has taught them that to improve profitability, it is important to match the right task to the loader. Applications in certain ground conditions, such as hard surfaces like concrete or rock, can be done at a reduced cost when using a skid steer loader. Putting compact track loaders into applications like demolition and road building can cost a customer up to 25-percent more per hour than a skid steer loader because of excessive track wear in these operating environments. “It is generally acknowledged that skid steer loaders perform best on firmer ground conditions, such as rock, asphalt and concrete as well as in developed areas,” says Wright. “Skid steer loaders are designed to travel quickly and to

complete tight spin turns in spacerestricted areas.” Compact track loaders are built to handle slopes and wet, soft, snowy, sensitive and muddy ground conditions, such as those found in undeveloped areas. These loaders distribute the machine’s weight evenly over the length and width of the tracks, allowing them to traverse uneven terrain more efficiently. Increasing Productivity Contractors have many utilization opportunities with these smaller loaders. Main applications for skid steer and compact track loaders continue to be tasks related to loading, picking and carrying, back dragging and material-removal jobs. Wright says, “Compact loaders are also hard to beat for grading work, as well as for working on and around existing landscapes, because of their low ground pressure. These loaders are also extremely stable on slopes or uneven ground and have excellent traction in many types of ground conditions.” Because these types of loaders are built to work in extreme temperatures, they enable owners and operators to remain productive yearround.


s And Compact Track Loaders perform to make the right choice Increasing Capabilities According to Wright, the trend for skid steers and compact track loaders in the last decade has been the increasing popularity of larger units with more capacity, faster speeds and longer, wider wheelbases. Owners and operators demand production, higher bucket capacities and improved lifting capabilities because these capabilities are directly related to how much they can get done in a day. A loader’s abilities to lift higher and reach farther are some of the key changes in the past five to seven years, adds Wright. To compensate for additional reach and lift capacities, wheelbases on loaders have also increased. A longer wheelbase helps to give the operator a more stable platform when lifting weight to full height. Increasing Asset Utilization Whether a construction business is using a skid steer loader, a compact track loader or both, equipment management is the key to success. The basics are always important for getting the most out of any piece of equipment. “Proper maintenance, as outlined by the manufacturer’s recommended guidelines,” Wright

says, “will significantly extend the life and increase the productivity of skid steer loaders and compact track loaders. As contractors opt to

do more with their compact equipment fleets, performing routine maintenance can save them a lot of money.”

Like The Professor and Sherman from those old cartoon reruns, we fire up the ‘way back’ machine for a contractor’s question. A couple of contractors who’ve reached their ‘boiling point’ on bids need a short answer, and a long one. A General discovers they can play, but not get in the ‘pool’ alone… Q: You helped me get my license way back when and I have been the Responsible Managing Officer (RMO) for many, many years. As I get closer to retiring, I am becoming less involved in the day-to-day operations of the company. I am ready to pass the RMO torch to one of my employees and have him be the new qualifying individual. I still have ownership in the company so my question is if I remove myself as the RMO, how does that affect my interest in the company? I won’t be fully retired for another year or two. A: It’s great to hear from you again. Changing the Qualifier on the license does not affect the ownership structure of the company. You can even remain as an Officer on the license. Go ahead and pass the torch and of course contact us if you’d like help with the process! Q: My company has a “C-20” (HVAC) license and we do energy upgrades on homes. Part of this work sometimes involves replacing the boilers. Recently another contractor told me I couldn’t do the boiler work unless we held a “C-4” Boiler classification. Can you tell me if that’s correct? A: A “C-20” HVAC contractor can replace boilers as long as it’s part of a

heating system. They can not do just boiler replacement alone.

Q: I am a “C-35” Plastering contractor and I’m losing work to another contractor in the area who is a “C4”Drywall contractor. He is bidding on and signing contracts for drywall and plaster jobs and then subbing out the plastering to another “C-35” contractor. Can a drywall contractor sign a contract for Plaster license work? A: It all depends on the project. In some cases the CSLB has determined that a specialty contractor can sign contracts involving trades outside of their specialty, and subcontract the work to a properly licensed contractor if the work to be done is incidental and supplemental to the work being performed within their specialty trade. In this case, if the plastering work is necessary in order to complete the drywall project then it is acceptable to take the job and then sub out the plaster part of the project. However, if the drywall and plasterwork are two distinct jobs which can be performed separately (such as drywall inside a residential home and plaster outside of the

A: Although building a pool involves two or more unrelated trades, a General Building contractor cannot build a pool since it’s not a structure. You can however take the contract for the pool if you hire a “C-53” Swimming Pool contractor to perform the work. A General Building contractor can also build a pool if it is part of an overall building project, such as a new home or a large renovation project. Roof Housekeeping A messy job site can be an unsafe job site and it hurts our reputation as professional roofers. Pour housekeeping presents hazards to workers, the general public, and to the building. Slip, trip, falls and puncture wounds are only a few of the injuries which can be caused by a messy site. Trash can clog up roof drains during a severe rain storm and cause flooding or even a roof collapse to the building. Trash and debris can also blow off the roof and cause personal injuries or property damage. A solvent soaked rag can cause a fire if not properly disposed of in a container. Store materials and equipment at least six feet from any roof edge and away from any entry or exit ways and public foot traffic. All flammable liquids, rags, etc. should be stored in approved safety cans. Tools and equipment should be put

away after use and debris from the roofing work should be disposed of at regular intervals. If the roof is less than 20 feet high, trash and debris can be tossed off if a guardrail system is in place. A safer way and one which is required on roofs higher than twenty feet high is to use a trash chute. A guardrail system is still required around and behind the chute to prevent falls and a chain should be used across the opening to the trash chute when it is not being used. The chute should be secured to the building and extend into a trash container. A 2X4 piece of lumber can be attached to the roof in front of the chute opening to provide a stop for the wheelbarrow making it easier to tip and dump a load of debris. Remember not to over load wheel barrows. Use a heavy duty dump cart or power equipment with trailers for larger loads.

Specific Project Requirements: • Insurance — The District has elected to implement an Owner Controlled Insurance Program (OCIP) provided by the Statewide Educational Wrap Up Insurance Program Joint Powers Authority (SEWUP) on this Project. Subcontractors must meet minimum insurance requirements as noted in specifications. • DVBE — There is a participation goal for disabled veteran business enterprises (DVBE) of at least 3 percent of the overall contract amount. • Bonding — 100% payment and performance bonds in the amount of the subcontract price may be required. Bond premium will be reimbursed by Broward Builders, Inc up to 1.5%. • LCP — This project is subject to a Labor Compliance Program and requires payment of state prevailing wages. • Attachment G — Please note the Phasing/Milestone/Liquidated Damages Schedule.
