Teichert Wins $30.5 Million Highway Project

The County of Sacramento Contract and Purchasing Services Division and the Citrus Heights Business Information Center present:

Teichert Construction is scheduled to start work in early May on another stoplight-to-interchange project on Highway 99 north of Sacramento. With a projected $30.5 million price tag, the interchange at 99 and Riego Road, a few miles north of the Sacramento/Sutter county line, is tentatively set to be completed by the end of 2014.

The funding breakdown for the project has $19.3 million coming from state Proposition 1B transportation money, $3.9 million in federal money and $7.9 million from Sutter County. Developers for Sutter Pointe, a planned community to be centered around the intersection, are paying much of the county’s share. Those developers have previously said the project wouldn’t proceed until market conditions were right, but the interchange was a vital infrastructure component as well. $1.25 Million In New School Projects In Chico Will Go Out To Bid The Chico Unified School District board of trustees have voted to undertake four construction projects, all considered matters of health and safety. The approved work includes the replacement of a kindergarten walkway canopy at Rosedale School that is buckling; all of the walkway canopies at Chico Junior High School that leak severely and suffer from dry rot; replacing a 36-year-old heating and air conditioning unit on the roof of the Chico High School library, and the removal and replacement of the floor and the bleachers in the Varley Gym on the Pleasant Valley High School campus.

Mike Weissenborn, CUSD director of facilities and construction, explained water had been seeping through the gym’s concrete foundation and damaged the flooring so severely that the regional basketball referee organization had ruled it too unsafe to permit league games in the facility. Will Jail Replace Tehama County Library? Tehama County leaders are considering bulldozing the county library to make room for a 64-bed jail expansion. The new plan was presented to Tehama County Supervisors last week as a way to ease pressure on the 36-year-old building that was last renovated in the 90s. The expansion would come without any costs to the county, because there is around $20 million available for the expansion through the SB 1022 construction grant. The Community Corrections Partnership is still working to complete the jail needs assessment study that’s required for the grant. They are already scouting new locations for the library. Menlo Park “Likes” Facebook Project Facebook has obtained Menlo Park’s permission to build a second campus west of Bayfront Expressway, near its headquarters on the other side of the road. “Congratulations,” Mayor Peter Ohtaki told Facebook officials last week when the city council voted to allow the social network company to proceed with its plans. “Where’s the ‘Like’ button?” Continued on next page

The council approved a package of land use entitlements and agreements related to the West Campus project and authorized rezoning the site so the building could exceed 35 feet and cover 55 percent of the property instead of a maximum of 50 percent. In addition, the council approved an environmental impact report and an official statement that says the development’s benefits would outweigh negative consequences such as increased traffic at some intersections and construction noise. The company intends to construct an exceptionally long 433,555-squarefoot building designed by renowned architect Frank Gehry that features a rooftop park. The 22-acre West Campus site is located at 312 and 313 Constitution Drive. With offices built above a surfacelevel parking lot, the complex will rise to 73 feet in some spots, though

most of it will be about 45 feet high, said Rachel Grossman, an associate city planner. $17 Million Allocated For New Building Project The Air Force has approved $17 million to rebuild the two-story 38,000-square-foot civil engineering building destroyed by fire on Jan. 21 at Beale Air Force Base. Construction is expected to start this fall and be finished by mid-2015. Construction Work In Pleasant Hill The Pleasant Hill Planning Commission has approved a development plan permit and conditional use permit for SyWest Development’s proposal to raze the dome movie theater and replace it with a two-story Dick’s Sporting Goods store. The company also plans to renovate the adjacent building that once housed

the Bally Total Fitness Gym. Construction could begin this summer. The planning commissioners restricted the height of the letters in “Dick’s” to a maximum of 6 feet on the sign facing Interstate 680 and 4 feet on the sign overlooking Buskirk Avenue and the Fair Oaks residential neighborhood. SyWest also must install a mural of the dome theater. Hillsdale Shopping Center Plans Major Renovations Hillsdale Shopping Center in San Mateo is planning a major renovation in the next few years, including a luxury cinema and outdoor dining. The mall, located at 60 31st Ave. in San Mateo, will renovate the North Block of the shopping center to revitalize an aging portion of the facility, according to a statement released by the mall. “Hillsdale Shopping Center plans to upgrade our facilities so that we can continue to offer the best amenities and the most vibrant shopping experience on the Mid-Peninsula,” Larry Ivich, Hillsdale Shopping Center General Manager, said in a statement. A number of new amenities are being considered in the preliminary plans, including improved pedestrian walkways with increased lighting and landscaping along 31st Avenue, a new dining area with open air seating, a luxury cinema, and additional 11,000 square feet of shopping space in a new pad along S. El Camino Real at 31st Avenue. Plans for the shopping center are still in the pre-application process, and all discussions with potential tenants are ongoing. The approvals process is expected to begin May


2013 and construction is slated to begin in 2014. Another Santa Clara Development Approved The Mountain View City Council last week gave the green light to TMG Partners’ 385,000-square-foot campus at 625-685 Clyde Ave., which will be the new home for Samsung Information Systems America. SISA, which signed a lease agreement with TMG in September 2012, is an R&D subsidiary of Samsung Electronics Co. Ltd. Ken Dupee, a partner with TMG, said the council approval essentially clears the developer to pull building permits following some final housekeeping items. Groundbreaking is tentatively slated for this summer with occupance by the end of 2014. Devcon Construction is the general contractor on the $100 million project, and Studios Architecture is doing the design. The development will consist of two, six-story buildings along with two, six-story parking structures on the 8.9-acre site, which is currently occupied by four 1970s-era buildings totaling 117,918 square feet that will be torn down. The new office buildings will provide room for up to 1,200 workers. Roseville To Add Major Intersection Roundabout The Roseville City Council has allocated $2.8 million to build a roundabout at the intersection of Oak Street and Washington Boulevard, which is expected to be complete by fall 2014. Roseville already has 13 roundabouts, but this project is the first retrofit of a large, signalized intersection. The Oak Street Improvement Project is estimated to cost $2.8 million. This cost covers the $1.6 million roundabout, which is paid for by a federal grant, $515,000 for traffic signals

and Oak Street improvements for $700,000. The council also approved an additional $1.2 million for infrastructure work and the town square project. The town square is expected to be complete this summer.

and other improvements will begin next month at Beardsley Reservoir. Contractor bids are due March 26, and the selection of a construction contractor is tentatively scheduled for April 4.

Downtown revitalization plans also include bridge and bike trail improvements to be done in 2014 and 2015, and construction of the new Fire Station No. 1 on Oak and Lincoln streets in 2015.

The Stanislaus National Forest and the Tri-Dam Project of the Oakdale and South San Joaquin irrigation districts are overseeing the work. Work is scheduled to avoid heavy impact to most forest visitors during the 2013 recreation season, according to Forest Service planners.

Renovation Bids Sought The city of San Rafael plans to spend up to $650,000 to renovate the first floor of City Hall where the police department is located. The city’s public works director will be soliciting project bids from contractors. The City Council voted last week to replace worn floor tiles, old carpeting, restroom fixtures and old lockers as part of the renovation project. Parts of the second floor will also be renovated, such as replacing tiles in front of the City Council chambers. Home Construction Boom Continues U.S. builders started construction of homes in February at the second-fastest pace in more than four years, further evidence of a sustainable housing recovery. The Commerce Department reports builders broke ground on homes last month at a seasonally adjusted annual rate of 917,000. That’s up from 910,000 in January. The only time the rate has been faster since June 2008 was in December, when the pace reached 982,000. Building permits increased 4.6 percent to 946,000. That was also the most since June 2008, just a few months into the Great Recession. Work To Begin Next Month At Beardsley Reservoir Construction of a new campground

The work will consist of constructing accessible trails, a fishing platform and a wildlife viewing platform in the Day Use Area in the Beardsley Reservoir after-bay known as China Flat. Beardsley Campground renovations, including reconfigured and defined campsites and spurs, access to potable water, and a trail to the lake are also on tap. A rebuild and extension of the Beardsley boat launch by 250 feet will be completed. Replacement of courtesy docks with a new dock in the center of the ramp is also planned. A handicapped-accessible parking spur in the Beardsley Day Use Area and better access from the Day Use Area to the ramp and parking lot are among the upgrades. Construction of new restrooms and picnic sites to meet accessibility standards and building of an interpretive platform and trail are also planned. Construction of a new 19-space campground is slated adjacent to Beardsley Road off of Highway 108, with two of the spaces to be designated for small groups and spur lengths that accommodate trailers.

Subcontracting:

Alternative public works projects c For most of my working life in the construction field, I have been familiar with only one kind of subcontracting. It was simple: We put a fixed price on our work and hoped our bid would be the lowest. If we bid low, we received a subcontract from a general contractor to perform a specific scope of the work based on the plans and specifications. If a discrepancy in the plans occurred or if we received a new direction from the owner, architect or engineer, we dutifully priced and submitted a change order request, which the general contractor almost always cheerfully marked up as his contract allowed and then encouraged the owner to grant this. In other words, the subcontractors and general contractor worked as a team on one side of the equation, with the owner and designers on the other side. But now, modern subcontracting has shifted the subcontracting landscape dramatically. For major subcontracts in private works, the old sealed bidding method has been replaced by negotiated subcontracts, in which major subs start projects early and provide constructability and budget input long before the project begins.

These subcontracts redefine value because of the additional assistance subs can provide, which saves time and money on projects. Changes to Public Works The biggest subcontracting changes have been reserved for public works. And despite intentions to have those changes mirror the successful private model, they have not produced the same kind of fruit for subcontractors. Instead, the adoption of new alternative public works procurement methods has often strained the standard relationships between subs, general contractors and owners. The rise of design-build and GC/CM (general contractor/ construction manager also known as Construction Manager At-Risk) public works methods have changed the original model to be nearly unrecognizable. GC/CM Method Much has been written about the subcontract community’s concerns with GC/CM con-

change the role of subcontractors tracting. Subcontractors say that GC/CM moves the general contractor too far to the owner’s side of the equation, leaving the subs without a strong advocate. With no contractual influence over other subcontractors, subs often complain that GC/CM projects are not well coordinated, with the major subs left to be their own general contractors. Integrated Project Delivery The integrated project delivery (IPD) and performance contracting methods have established modern subcontracting models that will change subcontracting permanently. Successful IPD depends on full transparency, and all parties (including the owner) must recognize their respective risks in the project. To promote teamwork and avoid conflict, IPD

establishes that the whole team must earn project rewards based on superior planning, cooperation and execution. IPD seems wellsuited for technically complicated projects, such as hospital projects with high design and coordination risks. IPD appears to work well in its infancy, but it will be interesting to see how public owners adapt to IPD since they generally need to know precise costs for funding purposes, and IPD cannot always precisely provide this cost information. The Road Ahead When negotiation and design-build began to rise in the 1980s, those of us who were young in the construction industry witnessed some of the first real changes. The new contracting methods will continue to evolve, and the generations to follow will need to adapt to these changes, making the new paradigms more easily understood, fair and user-friendly. Sacramento Working Hard To Build Arena And Keep The Kings

The Sacramento City Council voted 7-2 to approve the term sheet for a new Entertainment and Sports Complex at the Downtown Plaza Mall. With its approval, the city moves forward on a financing plan that will hopefully compete and defeat a proposal from a Seattle-based investor group that would relocated the city’s NBA franchise.

“Sacramento once against had its back against the wall and once again we’ve beaten the odds,” said Mayor Johnson. “This is bigger than basketball. Tonight’s vote is a win for jobs and our economy, a win for taxpayers, and a win in terms of a fair public-private partnership with a dream team investor group consisting of Ron Burkle, Mark Mastrov, and Vivek Ranadivé.”

Plaza Site. The preliminary cost estimates provided by the Investor Group are just over $500 million.

Through the agreement, the investor group who hope to acquire the Sacramento Kings, agree to play all home games in Sacramento at the new ESC for a 35 year period. The investor group will be responsible for pre-development, construction, and operation of the ESC. They have also agreed to pay for all capital repairs and cost overruns on the facility. A key provision of the proposal is ensuring no net impact to the general fund, which will be achieved by generating approximately $9.66 million

According to the City, the ESC will provide 4,100 jobs and account for roughly $7 billion in economic activity. The term sheet provides a detailed framework for how the City will develop the $447 million facility at the Downtown Plaza site in conjunction with the investor group. The City will contribute $258 million to the project, primarily via city parking assets. An additional $189 million in private dollars will come from the investor group. In addition, the City has committed to working with the investment group to secure the necessary entitlements to allow for the potential development of up to 1.5 million square feet of office, retail, housing and hotel uses around the ESC on the Downtown

in new revenues primarily from a 5% ticket surcharge on ESC events, revenues from the parking, and other sources created by the development of the ESC. The proposal honors the Mayor and Council’s core tenets including preventing any new taxes and ensuring protection on the general fund. As part of the agreement the City will issue new bonds to retire the existing Kings loan, provided the City receives adequate security/collateral from the Kings for the loan. The City has also made commitments to explore future arts opportunities in the City and the redevelopment of land in Natomas.

Like The Professor and Sherman from those old cartoon reruns, we fire up the ‘way back’ machine for a contractor’s question. A couple of contractors who’ve reached their ‘boiling point’ on bids need a short answer, and a long one. A General discovers they can play, but not get in the ‘pool’ alone… Q: You helped me get my license way back when and I have been the Responsible Managing Officer (RMO) for many, many years. As I get closer to retiring, I am becoming less involved in the day-to-day operations of the company. I am ready to pass the RMO torch to one of my employees and have him be the new qualifying individual. I still have ownership in the company so my question is if I remove myself as the RMO, how does that affect my interest in the company? I won’t be fully retired for another year or two. A: It’s great to hear from you again. Changing the Qualifier on the license does not affect the ownership structure of the company. You can even remain as an Officer on the license. Go ahead and pass the torch and of course contact us if you’d like help with the process! Q: My company has a “C-20” (HVAC) license and we do energy upgrades on homes. Part of this work sometimes involves replacing the boilers. Recently another contractor told me I couldn’t do the boiler work unless we held a “C-4” Boiler classification. Can you tell me if that’s correct? A: A “C-20” HVAC contractor can replace boilers as long as it’s part of a

heating system. They can not do just boiler replacement alone.

Q: I am a “C-35” Plastering contractor and I’m losing work to another contractor in the area who is a “C4”Drywall contractor. He is bidding on and signing contracts for drywall and plaster jobs and then subbing out the plastering to another “C-35” contractor. Can a drywall contractor sign a contract for Plaster license work? A: It all depends on the project. In some cases the CSLB has determined that a specialty contractor can sign contracts involving trades outside of their specialty, and subcontract the work to a properly licensed contractor if the work to be done is incidental and supplemental to the work being performed within their specialty trade. Grounding & Bonding The noncurrent-carrying metal parts of portable and/or plug-connected equipment shall be grounded. Portable tools and appliances protected by an approved system of double insulation or its equivalent need not be grounded. Where such an approved system is employed, the equipment shall be distinctively marked. Exposed noncurrent-carrying metal parts of fixed electrical equipment, including motors, generators. frames and tracks of electrically operated cranes, electrically driven machinery, etc., shall be grounded. Extension cords used with portable electric tools and appliances shall be of the approved threewire type. All temporary wiring shall be effectively grounded

in accordance with the National Electrical Code. Temporary lights shall be equipped with guards to prevent accidental contact with the bulb; however, guards are not required when the construction of the reflector is such that the bulb is deeply recessed. Temporary lights shall be equipped with heavy-duty electric cords with connections and insulation maintained in safe condition. Temporary lights shall not be suspended by their electric cords unless cords and lights are designed for this means of suspension. Splices shall have insulation equal to that of the cable. Cords shall be kept clear of working spaces and walkways or other locations in which they are readily exposed to damage. Portable electric lighting used in moist and/or other hazardous locations (For Example: drums, tanks, and vessels) shall be operated at a maximum of 12 volts.

GENERAL DESCRIPTION OF WORK The University is seeking a contractor for stucco repair, reveal, replacement and elastomeric acrylic overlay with fully embedded mesh. Work also includes repair of window sill end dams. The lathing and plastering subcontractor shall have specific experience with this type of stucco work. The applicator of the textured elastomeric system shall provide written acceptances as an applicator by the system manufacturer. Work consists of selective removal and replacement of cement plaster, control joints, trim and flashing. This work includes all horizontal joints and all joint transitions, selected vertical joint repairs, replacement of all interior window sill end-dams, and removal and replacement of parapet caps. All cracks over 1/32 inch shall be routed and repaired, leaving all cement plaster surfaces level. Work to include cleaning and wet sandblasting the entire exterior and cleaning and caulking all joints. Finish with re-coating entire exterior with a textured elastomeric finish system, including embedded mesh. A portion of the work will be performed “off-hours”. Contractor shall provide enclosed scaffold.
