Amidst all the doom and gloom, it is very easy to forget our blessings. We are living in a wonderful part of the world; in a town we all have chosen to make our home and in a residential estate that offers a lot. After 12 months of lockdown, it became a habit for many to turn negative, but there are many more who actually realised that it is astounding how much life can change, and we can still adapt and carry on living a very good life. Honesty, integrity, hard work, care, respect and love for all those around you, has once again proven to be the mainstay of survival. Importantly, during this time there has been a very real increase in cases of depression and related illnesses. If you or anyone close to you suffers, please get hold of professional help –

you are worth it! With summer now starting to lose its heat, the gardens will be entering a very beautiful phase, during which time a lot of care actually goes into ensuring that the next summer will be astounding. Over the next few months some guidance will be published on the care processes during winter and spring. Lastly, an old song: Please drive safely, slowly and carefully. A pet has been run over inside the estate and there were several near-misses involving children. With specific reference to children, it should be noted that there were some very worrying incidents where children from other estates were found roaming the streets of our estate, very late at night,

intoxicated and without the responsible resident being present. They were escorted out, with the matter referred to the Rules and Fines committee. Likewise, owners of dogs who go away for weekends or holidays, leaving their pets without proper care, have been the object of many complaints. No one wants to live next to a howling dog, keeping it up for endless hours during the night. Enjoy the many holidays during the next few weeks, drive safely and keep healthy! Kind Regards,

Brendan Olivier

estate manager AESTHETICS - SAFETY TIPS ON GAS:

• Ensure the cylinder valve is closed before removing the connecting hose or changing the gas cylinder.

Gas bottles must be installed inside a safety cage and a Certificate will be required. The gas installation must show on your house plans.

• Permanent air ventilation may be required for the safety of the occupants of rooms where gas appliances are installed. Check with the gas installer.

In the event of a gas leak, close all valves, open windows, and contact your gas installer or supplier. • Adhere to all warning signs fitted to the gas installation and cylinders. • When storing certain volumes of LP Gas on your premises, the local by-laws might require that you obtain a Flammable Liquid Permit (check with your gas supplier / Fire Department).

• It is advisable to install at least one dry powder fire extinguisher close to the LP Gas cylinder installation. • Do not make changes or additions to the gas installation. Only use a registered gas installer. • The installation is equipped with an emergency valve that must be accessible at all times should an emergency arise. • Ensure that the main isolation valve of the gas supply line is closed when the system is not in use for extended periods.

6

From the desk f the Estate Manager

• Empty cylinders must be kept closed and stored in a safe place away from extreme heat. • All gas installations and appliances should be checked for leaks and safe operation every 12 months. • LP Gas hoses used to connect cylinders must be replaced every 5 years or sooner if they show any cracks in the surface. Aesthetics – Plans division: • We refer to the E-Trumpeter of January 2021 Pages 6 & 7. Please read this article. Estate Management is in the process of gathering the latest approved plans and occupancy certificates which will be stored electronically with document warehouse. We hereby urge owners to submit their Approved Tshwane Plans that match the building with the Occupancy Certificate relevant to the plan.

7

Please understand the importance of bringing these documents to the HOA Office at the Clubhouse. Please do not take it for granted that the Estate Office could have your plans on file. This might not be the case. As mentioned, both these documents are required by the HOA for final transfer approval should you decide to sell your home and if the inspection thereof is successful. Inspections are done to ensure that the building matches the latest approved Tshwane plans with the relevant occupancy certificates for the sale/clearance transaction to be completed. This is applicable for full and sectional title homes. Also check with the Estate Office if the Estate Agent you are using is registered as this can cause a delay in the sales process. The registration document for Estate Agents is available on our website: www.the-wilds.co.za.

What is new on the Covid 19 Pandemic: As Easter is around the corner, there are rumours of a third wave - pending on the behaviour of people. We have in the interim limited several Events that would have happened under normal circumstances. Therefore, postponed most events. We are all aware of the regulations that we need to obey, and the proactive measures we must take to keep ourselves safe and healthy through the pandemic periods. Please stay safe.

security “NO PRE-CLEARANCE; CODE NO ENTRY’. The following SOP will be implemented at both main entrances from the 1st of May 2021. 1. A pre-clearance code is a PIN generated by a resident and sent, using the Glovisitor application, to a person coming to that stand number. 2. No visitor (casual or regular) will be allowed to enter The Estate without a pre-clearance code sent to him/her by the resident. 3. A visitor with a pre-clearance code will be allowed entrance at any of the two visitor lanes at gate one and two and can also use the Contractors gate at gate 1 that will be equipped with the bar facility.

Pre-clearance codes The Security Committee has approved that the existing Visitor Management System will be amended to the following access control method:

4. The visitor’s entry code, his driver’s licence and the vehicle licence will be scanned and he will be allowed entry by scanning the bar code. 5. If a visitor arrives without a pre-clearance code he will be diverted and requested to phone the owner to get the code. 6. To implement this procedure an additional guard will be posted outside at a point where visitors, without a pre-clearance code, can be diverted easily and the person with a pre-clearance code can be directed to the visitor’s or contractor’s lane. 7. All small deliveries, like Uber Eats, Checkers and other small deliveries will also need to have a preclearance code. In the interim the existing access procedure will be followed, but they must request

their regular clients to forward a pre-clearance code were possible. 8. The digital notice boards at the main gates will also indicate the words: “NO PRE-CLEARANCE CODE; NO ENTRY”. This will be implemented at the main gates from 1 April 2021, to make everyone aware of the new procedure. The main benefits are that there will be a markedly faster process to get into the estate, for pre-cleared or expected visitors. Secondly, the use of the VOIP calling system, which results in very poor voice quality, will now be avoided. Residents will still get notification when visitors arrive.

CORONA VIRUS: WE ARE AT LEVEL 1

Coronavirus Covid-19 Impact

Rule changes and additions: The rules were changed in line with the lockdown regulations issued by government on 1 March and thereafter. These changes are temporary and will change as the levels and ministerial rules are changed. You will be kept informed at all times.

In essence the basic wise rules are still: • Stay at home. • Only go out to purchase essential goods (food, medicine) or to go to hospital or a funeral or to fill up. • Wear a mask when going out. • Do keep the social distance of at least 1.5 meter. • Sanitise, very often.

15

Coronavirus Covid-19 Impact Effects on the HOA Depending on the level and length of restrictions, members will be informed of any changes to the AGM or any SGM if so required. The board members are all fully conversant with the developments relating to the lockdown and do take the required steps where necessary. Estate management are working mostly from office, but do operate from home at times, where they are fully online and involved with all things happening inside (and outside) the estate. Their personal telephone numbers have been communicated to members.

16

There will always be someone at the office during business hours.

Effects on BC`s The trustees of the body corporates are now allowed to meet but can also do their business on a virtual platform.

Employees: What is the situation. All employees are now back in service. Those who can work from home should do so.

Lockdown Levels We are at level 1 now, with changes to a higher level for Easter seemingly imminent.

THE

NEWSDESK

The Park in The Wilds

Market Day

Access to the facilities and the related procedures.

The park has been cleaned up by a volunteer group and this has given us back a beautiful area inside our estate to walk, take the dogs etc. It will be expanded in terms of use in the near future, but no construction will be allowed there.

The clubhouse facilities are now open for use by residents and their visitors. It is still subject to the DMA regulations, as gazetted from time to time.

Speeding

Herman Schuld and his team are now back onsite and are going a step further with their marketing. Every alternate Wednesday evening, they will be doing a Roadhouse food market.

The fact that, as mentioned above, a pet has been killed in a road incident inside the estate, has once again underlined the need for residents to adhere to the rules and regulations. To put it very clearly: The HOA is fully mandated to issue fines for speeding in the estate and will not hesitate to do so. Do we have to experience a tragedy before we will adhere to the rules?

This will be based on a TakeAway model where food, such as hamburgers and chips, curries, pancakes and others will be offered by the various food specialists. Covid-19 puts sense into the drivein model?

The normal precautions of wearing masks, sanitising regularly, keeping social distance and not going anywhere if not critical, stays in place. All of these steps were taken with the health and wellbeing of our residents at heart. It is trusted that the situation will improve soon and that facilities will be available to residents. It is hoped that all will abide by these restrictions and that all will be able to enjoy the clubhouse facilities whist keeping the required minimum social distance. All the prevailing Covid-19 measures will stay in place in the estate.

THE

COMMITTEES

News from the various committees are as follows: Clubhouse: Chaired by Mr Gilbert Muller

Security: Chaired by Genl (ret) Ben Groenewald

After plans were made for an Easter event, the same were cancelled in view of the national request to not plan or partake in any mass events that could lead to a “super-spreader” event. Let`s hope that vaccination picks up speed and that we have a winter event, as well as a day of street braais in the winter months!

With effect from the 1st of April the no code – no entry rule for visitors will be implemented. It will become mandatory from 1 May 2021. This will resolve a lot of familiar issues, including the long visitor ques and the struggling to hear the calls being made. Only persons who are invited will be allowed to enter the estate.

Finances: Chaired by Mr Alex Philippou The financial statements as well as the budget has been signed off and will be presented to owners at the AGM.

The electrified security fence around Trumpeter`s Loop is now being installed and will add to your safety. The team hopes to have it completed by end-April. Further extension of the electrical fence is under consideration.

NEWS

Committees at Work (cont.)

Rules & Fines: Chaired by Mr Danie Schoeman Strict adherence to procedure is both a protection to the estate and the owners. It does lead to frustration for those wanting to see swift justice, with “justice delayed is justice denied” placed in contrast to the “audi alterem partem” principle applied correctly. Whenever a fine is issued by this committee, it is done so after due consideration of all of the aspects involved and healthy debate. It stays of cardinal importance to a leading estate that the Memorandum of Incorporation as well as the Rules and Regulations are enforced, to the benefit of the group that approved those documents. Aesthetics: Chaired by Mr Christo Myburgh The request to bring you plans up to date has been made many times over the past year and more. The new Spatial Planning and Land Use Management Act requires a SPLUMA certificate. A SPLUMA certificate is issued by your local Municipality and it certifies that any improvements and additions that were done to the property have

been approved in accordance with local bylaws. https://www.customcontested.co.za/wp-content/ uploads/2015/08/SPLUMA-Act-Booklet.pdf. This Act is already in place, but the regulations are not. When the regulations come into effect, the current procedures will become more complex. Gardening: Chaired by Mr Rupert Oberholster Last month it was stated that this committee is busy with some very good plans. Those are now very close to bearing fruit. Watch this space – or the environment close to you. Some new trees have already been planted with many more to come. Remember that April is one of the most beautiful months of the year!!
