Welcome back to all our residents after the December festive season. We trust that you had a wonderful time with the family, and are well rested and all geared up for 2021.

COVID-19: We are all well aware of the implications of COVID-19 on businesses and our day-to-day activities. We wish to thank our residents for their cooperation with the regulations at the Clubhouse, Management Centre and all areas on the estate where you are in contact with other people.

CGM and AGM: COVID-19 resulted that we could not have a CGM or AGM as planned in March 2020. The Companies Tribunal allowed an extension to Silver Lakes HOA to facilitate the CGM and AGM. With further restrictions announced, we are still not able to hold a CGM or AGM in person as we used to in the past and the Companies Tribunal again approved the extension of the CGM and AGM to latest 10 January 2022. The


NEWS FROM THE CEO (CONT.) Board has decided to consider alternatives to a meeting in person and a date for the CGM and AGM will soon be announced. MOI, Rules and Architectural and Construction Rules: We wish to thank our members for the valuable input to the proposed changes to the MOI, Rules and Architectural and Construction Rules. Projects: Please find an update on recent projects you may have noted on the estate: Pool area: A new deck was completed and sun loungers purchased to make the pool area an attractive area to come and relax. Screens have also been installed at the kitchen windows to ensure more privacy. Pedestrian gates: The old fence was removed and a new fence erected at the Solomon Mahlangu gate. The pedestrian entrance looks much better than we had in the past and also includes more secure access control systems.

Speed control cameras: The hand-held speed control cameras from Truvelo Falcon HR Radar were received and speed control has started on the estate. An article is also included in this newsletter to once again explain why we are allowed to do so. Kindly familarise yourself with the content thereof and share with your family and visitors.

Erosion control: The erosion control along the embankment of the dam in Phase 3 is complete with a job well done. It could not have come at a better time following the floods of 10 January 2021. Pathways: Work has started for the crossing on the 14th. The additional 82m of the cart path and remedial work is in progress. The pathways including all snags should soon be completed and has been a huge improvement around the golf course. Upgrade of security systems: We are busy with a project to improve the backup power supply along the fences to further improve our security on the estate. Members will soon see the appointed contractors working along certain sections of the fence. Playpark and outside gym: The board has approved the installation of a new modern playpark to replace the existing playpark. In addition, the board has also approved the installation of an outdoor gym facility to be used by all residents.

NEWS FROM THE CEO (CONT.) Work will commence soonest and we look forward to this new, fresh look on the estate. Stormwater damage: Various damage was caused to infrastructure during the flood which took place on Sunday, 10 January 2021. More than 120mm rain was recorded overnight. While some damage may be covered partly or in full by our insurance, the major cost is not covered and the cost will be covered by our reserves and our members advised accordingly. We wish to highlight the following cases: Wall on the N4 – The gate was opened at the horseshoe as per procedure, but the water was just too much and went around the sides, causing two sections of the wall to collapse with the pressure. We have additional security in place and the section is screened off and electric fencing installed while the approval process for the repairs is being finalised. Gate at Six Fountains – Part of the fence was washed away. The area is secure with additional guards being deployed. The electricity has been reinstated and work needs to be completed on the gate.

Wooden bridge in the dam on the 9th – the bridge was upgraded last year to ensure that it can withstand a normal flood. It appears that two joint factors contributed to the bridge being lifted and flung to the side: (1) the massive amount of reeds that were lifted

Storm Water Damage On Sunday the 10 January the Estate experienced a huge storm, 120 mm of rain fell in a short period of time and considerable damage was caused to the Estate due to the heavy rains. The Operations team has erected shade netting and Security has erected the electric fence above this area to keep the animals and residents safe in the Game reserve while The Home Owner Association is attending to the repairs to the wall. In phase One considerable damage was also done to the fence between Six Fountains and Silver Lakes due to the huge amounts of water and this caused the fence to collapse. Security is currently manning the gate while the Home Owners Association is attending to the repairs. Rain Storms can occasionally result in infrastructure damage but the In the Game Reserve the two retaining walls fell over due to the vast amounts of water.

SPEEDING ON THE Estate In December 2020, a new Speed Monitoring System was introduced to the Estate. We have noted an increase in speeding on the estate with three related accidents reported in the past year. A number of cats have been knocked down by speeding vehicles (alleged) as well as at least two buck. In a recent incident, which occurred around midnight, a resident had an accident in a 30km/h zone, taking out a tree, street light and writing off his car. There has also been an outcry by members in person and on social media, asking that management addresses the problem as there is a concern that a child may fall victim as a result of this reckless behaviour.

Speeding on the estate was recently evaluated by ‘SpeedSentry’ over a period of one week in the section from Solomon Mahlangu Gate to Gleneagles Drive which is a 40km/h section with the following results: • 526 vehicles passed the unit at 20-29km/h • 5 133 vehicles passed the unit at 30-39km/h • 10 345 vehicles passed the unit at 40-45km/h (85%) • The maximum speed recorded was 70km/h • 64% of all drivers were speeding in the recorded area.


SPEEDING ON THE ESTATE (CONT.) A similar test was done in Guinea Fowl Street in Phase 3 which is a 30km/h section with the following results: • 346 vehicles passed the unit at 20-29km/h • 1 819 vehicles passed the unit at 30-39km/h • 2 374 vehicles passed the unit at 40-49km/h • The maximum speed recorded was 60km/h • 92% of all drivers were speeding in Phase 3! We wish to advise all residents that the board approved the purchase of a Truvello handheld radar device, which will be used to monitor speeding on the estate. The device is calibrated and will be calibrated again every six months as required. In addition, a total of 15 Security staff have been trained and certified to use the device. Residents are advised that we will be implementing speed control on the estate with immediate effect. The purpose of the action is to address the residents who are non-compliant with the rules. The Supreme Court of Appeal handed down judgement on the appeal in the matter of the Mount Edgecombe Country Club Estate Management Association II (RF) NPC v Singh & Others (323/2018)

[2019} ZASCA 30 (28 March 2019). The judgement enables homeowners associations to regulate the conduct of members through a system of rules and reaffirms that the relationship between a homeowners association and its members is founded in contract. That having been said, homeowners associations must still ensure that their particular rules are lawful, and satisfactorily regulate conduct, including but not limited to, conduct on their internal road networks. Rule 4.38 states that “The speed limit is restricted to a maximum of 40 kilometres per hour in Gleneagles Drive and 30 kilometres per hour in every other area of the Estate including in the nature reserve and near designated children’s play areas. Strict enforcement will apply”. Provision is currently made for a penalty of R250 for a person who contravenes the rule and this escalates to R500, then R750 for repeat transgressors. No warnings will be issued. The City of Tshwane has also committed to assist with speed control within the estate. The speed control will be done randomly by the local authority, with fines being issued as provided in the Road Traffic Act.

MARSHMALLOW

and Chocolate

BRAAIBROODJIE Valentine’s Day is around the corner. Have you planned something special for your loved ones?

Jan Braai’s delicious Marshmallow and Chocolate Braaibroodjie is bound to hit the sweet spot. Give it a try and send photos of your Valentine’s Day celebrations to wilma@blackmarblemedia.co.za – you could be featured in the next edition.


Braaing marshmallows on skewers over some gentle heat is nothing new. I believe it’s vital to the braai development of the youth that they do this often, as it teaches them all the fundamentals on how to braai the more tricky items, like – case in point – braaibroodjies, and things like chicken. Gentle heat and turn often. You need the insides cooked before the outside is burnt. So, we know braaied marshmallows are a winner. And I have championed the chocolate braaibroodjie as a dessert of connoisseurs for a few years now. It logically follows that the Marshmallow and Chocolate Braaibroodjie not only works, but works very well. It’s a relatively easy braaibroodjie to braai because both marshmallow and chocolate are quite happy to melt quickly, so you’re quite likely to have the insides melted by the time the outsides are golden brown. And the bonus: constructing them is very straightforward as well when the crowd is baying for something sweet after a great meal.

WHAT YOU NEED: 12 bread slices butter 1 packet (150 g) marshmallows 2 slabs (100 g each) chocolate of your choice (chopped roughly)

1. Cut the marshmallows in half and roughly chop the chocolate. 2. Build the braaibroodjies: Spread butter on one side of each slice of bread (these sides will be outward-facing in the assembled braaibroodjie). Pack half these slices butteredside down and layer with marshmallow and chocolate. Close the braaibroodjies with the remaining bread slices, buttered sides facing upwards. 3. ‘Braaibroodjies is draaibroodjies’. Braaibroodjies should be turned often and are braaied in a closed, hinged grid. If you don’t have one, buy one – preferably with adjustable heights to compress each unit perfectly. You want medium-paced, gentle heat and the grid should be relatively high. Your aim is for the chocolate melted and the marshmallows puffed and melted by the time the outsides are golden brown. Slightly opening and closing your hinged grid a few times after the first few turns of the braai process helps the braaibroodjies not to get stuck to the grid. 4. Once done, slice each braaibroodjie in half. Generally, I believe that the correct way to slice braaibroodjies is diagonally and the correct time to serve is immediately.

FLOOD A lot of damage was done to the golf course when we had heavy rain on 10 January and repairs have been an ongoing process. It took us about 8 days to repair and it is with the help of the pro shop staff, outside staff and Matkovich group that made it possible for the golf course to reopen on the 18th. The bridge on hole #9 has been washed away and we are looking at different ways of replacing the bridge. The wooden bridge in the dam will be removed in due course. We have a four seater golf cart that will serve as a shuttle to help players with transport from the tee box to the green.

HOLLOWTINING The hollowtining went very well and we managed to complete the process on Saturday 17th January. The greens will reopen on Saturday the 23rd January and hopefully we have a full recovery soon. Thank you for your patience and hope you had a bit of fun on the temporary greens.

Silver Lakes Club championships will be held for the Ladies, Men’s C and U/13 divisions on the 6th & 7th of March and for Men A, B and Juniors U/19 A divisions on the 13th & 14th of March. These dates have been diarized but are all COVID-19 dependent. More information on the entries will be shared from next week.


CAPTAIN’S DAY

Due to the COVID–19 regulations on social gatherings, the Captain’s day is provisionally moved to 30th of October 2021. The Captain’s report will be done in February and will be shared with all members electronically.

CLUB CHAMPS

Due to not having the Captain’s day, all knock out games have to be completed by end of February so as to enable us to crown the 2020 Knockout Champions. The 2021 Knockout entries will open mid-February 2021.

With all the leagues starting now we wish all out Captains and players the best of luck but remember to have fun while playing.

We have 3 employees that are “ball-divers”. You have probably seen a figure wading through the dams and waterways and wondered what they were doing. All the golf balls that you hit into the dams on the golf course are dived out by 3 “ball divers”. They are collected, washed and used to re-stock the pro shop with 2nd-hand balls.

The pro shop offers services such as regripping and shaft gluing. There are also new putter grips that might help with your stroke. Don’t forget to pop in at the pro shop to come and say hi to the boys. Please note that the debit order run going through now is only for the affiliation fee of R650.00 as our financial year
