You hopped into your car in only jeans and a sweater despite the bitter cold temperatures outside.

Making the effort to bundle up seemed unnecessary since you were just popping out to grab some milk at the store. As you pull out of your garage, the blowing snow engulfs your car and makes visibility close to nil.

Suddenly the engine quits and you pull to the shoulder. Your efforts to restart the car produce nothing.

You check your cell phone, it’s dead and the closest home you see is at least a 15 minute walk which will feel like an eternity in running shoes and your nonwinterized wardrobe.

While the snow has yet to fly, CAA spokesperson Silvana Aceto wants drivers to think ahead.

“Drivers need to be prepared before an event happens,” she said. “Weather and unexpected situations can occur when you least expect them.”

Often, drivers get caught without the basic winter tools in their car, such as a snowbrush to clean off the windshield.

She recommends putting your winter junk in your trunk before the snow starts to fall because it is better to have it and not use it than need it and not have it.

Aceto and York Regional Police spokesperson Andy Pattenden compiled a list of items you should keep in your trunk over the winter months:

Snowbrush/ice scraper Visibility is key to safe winter driving. Be sure to have the tools you need to clear all the vehicle’s windows of snow and ice, even if the weather is bright and sunny when you’re leaving the house. Also, don’t forget to clean the roof of your vehicle to prevent blowing snow from blocking other drivers’ sight lines.

Windshield washer fluid Everyone has been caught without it at one point or another, but creeping up behind the truck in front of you so its tires kick up enough slush to clean your windshield isn’t exactly a safe option. Instead, keep a spare jug on hand.

Winter clothing and a blanket An extra pair of gloves, jacket, hat, scarf and footwear could help keep you warm in case you are waiting for a tow truck or have to walk to find help. You may not always be able to use the car’s heater to stay warm.

If you are stuck in a snowdrift or on ice and the wheels are spinning, simply spread the aid behind or in front of the tires (depending what direction you are driving), to give them some added grip. Endorsements are paper’s prerogative

Not enough people showed support for parade

N

ever before in a federal election have newspaper endorsements become so controversial.

Topping the list, unquestionably, was Postmedia CEO Paul Godfrey’s dramatic order to all 16 major Postmedia papers across Canada to support Stephen Harper.

Each paper was allowed to write its own editorial, but the conclusion was pre-ordained.

“Since God made babies, I think (endorsement editorials) were always made that way,” longtime Conservative Godfrey explained later, reacting to the uproar. “If anyone thinks otherwise, I think they were dreaming in technicolour.”

Really, Mr. Godfrey?

You might want to examine the policies of other newspaper chains that tell an entirely different bedtime story of the so-called “proprietor’s prerogative.”

No one can dispute the tradition of an individual publisher or owner calling the election shots for their local paper. Godfrey did that regularly when he was publisher of the Toronto Sun. But to dictate the choice across an entire chain – and nation. That is an entirely different tale.

Consider the previous owners of Postmedia papers, the venerable Southam family.

It went to great lengths to emphasize individual publishers in each city were responsible for all editorial content, including election endorsements. “It was even in my letter of engagement,” remembers veteran Southam publisher Clark Davey.

“It said what appeared in the (Vancouver) Sun rested on my conscience.”

The reason, of course, was selfevident. What was important or relevant to readers in Vancouver might not be so in Montreal, Ottawa or Windsor.

Owning a newspaper, in my view, is a privilege, not a right.

Nor is it the same as owning a pizzeria or car wash. Newspapers are an essential informing part of the democratic process and their first responsibility must be to the local readers they serve.

The old Thomson chain in Can-

ada, owned by the richest family in the land, had a similar practice of non-interference in local editorial issues.

South of the border, a similar tradition has existed for decades.

In the last presidential election, America was a patchwork quilt of competing newspaper endorsements.

The huge Gannett chain states that “diversity is strength.

By encouraging and expressing a mix of opinions, backgrounds, stories and ideas, Gannett improves results.”

An executive for the large Knight-Ridder chain put it more pithily. “We bought them (newspapers). But we don’t own them.”

While the proprietors and publisher of the Toronto Star are involved in the Star’s election endorsements, Metroland Media, which includes The Georgina Advocate and more than 120 community papers, can all decide for themselves.

So, in the 2011 federal election, The Star supported Jack Layton’s NDP, while virtually all other Torstar papers endorsed Stephen Harper. In 2015, all the dailies came out for the Liberals under Justin Trudeau.

These aren’t dreams. They are black and white realities reflecting a long-held common tradition among North America’s major newspaper groups.

Godfrey, soon to be installed in the Canadian News Hall of Fame for his contribution to Canadian journalism, clearly has a different perspective.

Yet, the firestorm of criticism on social media, the rumours of discontent in Postmedia newsrooms and even a damning story in Britain’s Guardian newspaper all reflect a pervasive discontent.

Even more worrisome is the negative impact this affair is having on the newspaper industry in general. At a time when the relevance and impact of newspapers are under attack, this doesn’t help.

Ultimately, it is readers who matter most. And surely those in Postmedia communities deserved far, far better.

Nov. 8, I had the pleasure of walking in the Remembrance Day Parade.

I went not only as the president of the Kinette Club of Sutton, but as a free citizen of Canada.

I walked and thought of all the thousands of men and women who died so I could walk freely down the street.

I looked at the sun shining in the blue sky and thought of the fire and smoke and gunfire that took place many years ago.

I walked alongside my friends, cadets, police officers, firefighters, members of council and children who have no real idea what took place all those years ago.

We all walked to remember and honour the fallen.

And as I walked, I saw a man who took off his hat, placed it over his heart and watched as the entire parade walked by him.

Unfortunately, I have to say that I was saddened by a couple of things, including the lack of public support.

Even though there were some people standing along the road, there could have and should have been more.

And the worst of it all was those who chose to have conversations during the parade and the one woman who, as the parade marched by, chose to continue to do gardening.

You should be embarrassed.

Only one time a year does this parade pass by where you really should honour our soldiers, but you didn’t.

Shame on you.

Remembrance Day poem honours our soldiers Today is the day we remember, the people of which our thought’s linger.

The soldiers who came out to fight for us, many died, but our memories of them will never rest.

The soldiers who showed great bravery and saved many from slavery, so it’s my hypothesis, I think because of them we have democracy. They may have experienced terrible, but I hope they know they didn’t die in vain.

Some of them survived and some still thrive, they protect our country and help keep us safe and alive, and thus we owe them our gratitude, and God Bless.

That’s why on this Remembrance Day, and for always, we give our special thanks and prayers for all that they did and all that is still being done.

God bless you all and know that God holds you in his arms forever to rest.

orry to say so, but the cold weather is around the corner. While it brings the joy of running from home, to car, to office, to car and back to home, it also brings with it the increased risk of falling.

Serious injuries from falls happen more often than you may think.

According to the 2009 Ontario Trauma Registry Report of Major Injuries, unintentional falls account for 37.7% of all major injury hospitalizations and 44% of all major injury-related deaths.

Falling is the second highest causeofmajorinjurybehind automobile collisions.

For men and women the number of falls increases with advancing age.

So how much do ice and snow contribute to these statistics? According to the Canadian Institute for

Health Information’s 2013 and 2014 Injury and Trauma Hospitalization Quick Stats, 66.4% of winter activity-related injuries are due to falls on ice between 2013 and 2014, there were 1,625 women and 1,496 men who slipped on ice in Ontario and went to the hospital for their injuries.

What can you do about it? Wearing winter boots is a good start to prevent falls on snow. Their deep treads grab the snow and leverage snow’s properties of mechanical interlock, adhesiveness and cohesiveness. However, winter boots will not likely prevent you from falling on ice. In cases where a person slips and falls, I have hired engineers to perform slip tests, comparing the difference between the sole of a boot on ice and the sole of a running shoe on ice. There is very little difference.

For a person to walk without slipping, there must be friction between the bottom of the footwear and the walking surface. The less friction there is, the slipperier it is. Engineers call this measurement the coefficient of friction.

Normal walking requires a coefficient of friction of 0.25 to prevent slipping, while jogging, running or making a sharp turn while walking requires a coefficient of friction of approximately 0.4 to prevent a slip. Ice, when tested with rubber soles, typically has a coefficient of friction of approximately 0.15, which is very slippery, as every Canadian knows.

On wet ice, for example, testing I had performed showed that winter boots

and running shoes both produced a coefficient of friction of 0.08. So on ice, its like you only have 8 cents worth of traction and you need 25 cents to take a step.

For those who are older, for whom the risk of falling is greaterandtheconsequence of falling is more severe, consideration should be given to purchasing ice cleats that fit over shoes or boots. They cost approximately $30 or less.

Property owners and business owners should take care to get rid of ice where people walk. Not only is there a moral obligation to care for those who enter your properties, but the Occupier’s Liability Act imposes a duty on property owners to take reasonable steps to keep your property reasonably safe.

Here is a secret I learned from reading municipal winter maintenance guidelines and training documents: while salt can be used to melt ice away, it is far more effective when used to prevent ice from forming in the first place. Consider this, 1 cm of ice covering 1 km of roadway weighs 65 tonnes and requires 16 tonnes of salt to melt it. That’s 3 full truckloads to salt 1 km of roadway. Compare that to the 130 kg of salt that it would take to prevent the ice from bonding to the pavement, allowing it to be ploughed off. That’s a ratio of more than 100:1.

It’s more than 100 times more effective to prevent ice from forming than to melt it and it is more cost effective, too. And significantly less expensive than a lawsuit.

Metroland Media We’ve all heard the same baloney – and usually from a well-meaning older relative.

“I’ve been driving 50 years and have never needed winter tires...”

And so it would start, along with the wag of a finger and stern visage: “If people would just slow down and leave enough distance, they wouldn’t need to waste money on more tires.”

“It’s about driving for the conditions…”

Talk about stating the obvious.

What he’s really saying is, “I’m in total control of my ride at all times, and the rest of you morons can’t be bothered.”

I have yet to meet a driver who can command the elements, predict within inches where their vehicle will halt on black ice, and somehow prophesy the actions of other motorists.

But maybe “Uncle Bob” is that guy.

In reality, most of these wisenheimers have been rolling the dice for decades. And it’s a matter of time before they eat their words.

No doubt I’ll receive a few emails from those who take offense, but I’ve yet to hear a convincing argument against buying a set of winter tires – other than “I spend winters in Florida.”

Safe cold weather driving is all about traction and, like it or not, you get far less of it with allseason tires when the temps drop below seven degrees Celsius.

At this point, their rubber begins to harden, whereas the specialized compounds in winter tires

remain flexible well past minus-30, delivering up to 50 percent more traction.

I had a chat with Carolyn Goard, communications manager for the Rubber Association of Canada, who confirmed that it’s not just the tread – which is nonetheless more effective – but the tire’s elasticity that allows it to splay and grip the surface, enabling you to stop more quickly.

“All-season tires are a compromise,” she adds.

“Winter tires are superior and will outperform them – even on bare asphalt.”

The Traffic Injury Research Foundation backs this up, citing 30 per cent shorter stopping distances at temperatures just below freezing.

Of course, Ontarians can’t count on dry pavement – even downtowners who insist it never snows south of the 401.

So tread patterns do matter, and winter tires have noticeably wider, more aggressive grooves, along with efficient channels to drain water and eject snow. And don’t forget about the sipes – those deep slits in the tread that improve its flexibility and help it cut through water and slush.

Putting it all together, winter tires provide better traction in the snow at minus 40 degrees Celsius than all-seasons at plus four.

Which could easily make the difference between stopping safely and crashing. And who hasn’t had some jackass cut in front, and then slam on the brakes?

Any savings from pooh-poohing winter tires will quickly evaporate once your insurer jacks up rates over the next several years.

Popping tires on and off today’s oversized alloy wheels can be pricey, not to mention hard on the rubber.

Instead, I’d suggest buying a set of smaller steel rims. Tires for 16-inch steelies are far less expensive than for 17- or 18-inch alloys, and they’re less prone to salt damage. Just be sure to get the correct substitute (with same outside diameter) or your speedometer will be off.

Some motorists cheap out by installing winter tires on just the two drive wheels. Which would be fine if you didn’t need all four to safely turn and stop.

On a FWD vehicle, the added traction in front – and not in rear – will cause oversteer. On a reardriver, the opposite occurs as the back wheels push the less grippy front wheels through a corner and not around it.

Indeed, winter tires are a no-brainer, but tire pressure monitoring systems (TPMS) can be a hassle. Some use data from the ABS system, some are direct and use sensors on either the valve stem or inside the wheel. For the latter two, you’ll need sensors installed on the new rims or face a warning light all winter.

Winter tires became mandatory in Quebec in 2008, and a follow-up study three years later saw a five percent drop in accident injuries. That may not sound like much, but keep in mind that roughly 95 percent of drivers in la belle province were already using them.

In Ontario, only 56 percent of motorists are doing the same, and rather than government using the stick for compliance, insurance companies are offering a carrot via small premium discounts (typically 2-5 percent) for vehicles shod in winter tires.

“Wait a sec,” you say. “I have all-wheel-drive, ABS brakes, traction control, stability control, torque vectoring and other techy stuff to help keep my vehicle from becoming a twisted wreck.”

All useless without grip.

Kind of like Uncle Bob’s advice.

Children becoming less involved in Remembrance Day, veteran says

Participation is becoming less and less from schoolaged children, when it comes to Remembrance Day programs, according to poppy chair for the Royal Canadian Legion branch 356.

“It bothers me a little bit. But as long as we’ve got (Hockey Night in Canada pundit) Don Cherry and the kids all watch him. He’s always got something to say,” quipped Dan Clark, a former member of the air force who has been a legion member since 1962.

Despite the lack of apparent interest from a younger generation, roughly 500 people attended the Sutton wreath laying ceremony on the weekend. There were notably few young people in the crowd, but a number participated as a Queen’s York Ranger.

Among those in the crowd was Melissa Beaudrow, whose “poppa” laid a wreath in honour of the Korean vets.

“I just think you can’t thank these veterans enough for what they’ve done. So why not thank them?” Beaudrow said of why she annually attends the ceremony.

This year, she brought her dog, Floyd, who wore his own poppy on his collar.

Among the dignitaries who attended and laid wreaths were York-Simcoe MP Peter Van Loan, York-Simcoe MPP Julia Munro, Georgina Mayor Margaret Quirk and Chippewas of Georgina Island Chief Donna Big Canoe.

“There’s not a community that has not lost at least one son,” Capt. Rev. G.E. Bailey said during the hourlong ceremony.

“They gave their todays for all our tomorrows,” he said.

Project Name: GoldLight OPA Reference Number: FIT-F9LD35S Project Location: 7130 Old Homestead Road, Part of Lot 8 and Part of W1/2 Lot 9, Concession 5, Georgina Dated at the Town of Georgina this 12 day of November, 2015 GoldLight LP was issued a Renewable Energy Approval on September 11, 2013 in respect of the GoldLight project. The approval was subsequently amended on November 12, 2014 to accommodate the final design layout for the project. Information with respect to the decision on this project can be viewed on the Environmental Registry by searching 012-2982.

GoldLight LP is proposing to make additional changes to the project and the project itself is subject to the provisions of the Environmental Protection Act (Act) Part V.0.1 and Ontario Regulation 359/09 (Regulation). This notice must be distributed in accordance with section 32.2 of the Regulation. This notice is being distributed to make the public aware of a proposed change to the project.

Project Description and Proposed Changes: Pursuant to the Act and Regulation, the project in respect of which the Renewable Energy Approval (REA) was issued, is a Class 3 Solar Facility. An application has been made to the Ministry of the Environment and Climate Change (MOECC) to change the project and alter the terms and conditions of the existing Renewable Energy Approval. The proposed changes consist of an administrative change to the municipal address of the facility (due to an updated land survey), and a slight shift in the location of the main substation transformer. The final design layout for GoldLight maintains all components of the facility within the original boundaries of the project location in the original REA application. The revised NSR concludes that the project can be operated in compliance with the MOECC’s noise criteria.

If approved with these changes, the facility would have a total nameplate capacity of 10 MW. The project location, taking the change into account, is described in the map below.

Documents for Public Inspection: GoldLight LP has been required to update the supporting documents that are required to form part of the application or which must be otherwise submitted to the Ministry of the Environment and Climate Change and made available to the public (entitled Modifications Document for GoldLight). A copy of the supporting documents will be made available for public inspection during the week of November 9, 2015 on the project website at www.goldlightsolar.com.

The Aurora/Newmarket chapter’s goal is to promote literacy and encourage young writers and is part of a national organization. The local club, comprised of about 250 women, is both a service and a social club. As one of its mandates is education, the club provides awards of $9,000 annually to students in York Region.

Councillors opt for salary increase Ward councillors will get a salary increase, with a third of it remaining taxfree, next year.

Georgina councillors Naomi Davison, Dan Fellini, Dave Neeson, Frank Sebo and Dave Harding will receive $25,547, plus a cost of living adjustment in 2016 after passage of a new remuneration bylaw this week.

Mayor Margaret Quirk was the lone no vote after a staff report was tabled last month comparing salary levels in Georgina with neighbouring municipalities in an effort to draft a new and more reflective bylaw, as well as modernize reimbursable expenses on the books since 1994.

The report indicated Georgina’s ward councillor salaries of $22,552 was 88 per cent of the average salary for elected offi-

cials in York Region and neighbouring municipalities.

In an effort to make it easier for the public to understand what elected officials are paid, the province and a growing number of cities have dropped what some call the tax-free “perk”.

In addition, the Canadian Taxpayers Federation has published recommendations, including a clear distinction being made between pay that is provided as compensation for the responsibilities of the job (salary) and accountable allowances in performance of the job (expenses), complete with public disclosure.

Salaries for elected officials in Markham, Richmond Hill and Vaughan are fully taxed.

Georgina council voted to maintain the current one-third tax-free allowance, which falls in line with Aurora, King, Newmarket and Whitchurch-Stouffville.

Art centre and gallery will stay on High Street for at least 1 year

The Georgina Art Centre & Gallery is back in business on its current turf on High Street and won’t be moving to The Link, at least for the next year, despite the fact it was envisioned as the original core tenant in 2011 for the town’s $4 million community hub project on Dalton Road.

“It didn’t make sense to move them over

this year,” recreation and culture manager Phil Rose-Donahoe told council after a staff report was tabled at council last week addressing ongoing talks hammering out a service and licence agreement between the town and the gallery, as well as the latter’s relocation to The Link.

more than the roughly $220,000 paid to date to keep the gallery operating at its current location.

That includes the $90,000 grant from the town under the current budget, a $61,000 roof repair for the High Street building and an additional $66,000 loan from the town to cover gallery salaries and expenses to the end of the year.

But the yet to be finalized broad-stroke agreement brokered last week will allow the gallery to apply for grant funding with town oversight and a year of “assessment” through key performance indicators to determine the best course moving forward, added RoseDonahoe.

An MPAC review of property tax exemptions will also be factored in to the final decision.

Generally speaking, municipal buildings used for municipal purposes are tax exempt.

Tenants that are non-profit organizations may qualify for exemptions under the Assessment Act, but that is determined by MPAC.

If, however, the gallery was no longer exempt, it could be on the hook for an additional $16,000 in property taxes.

That amount the gallery simply doesn’t have, said McLean.

“We don’t have it. That’s the cold, hard reality.”

As for other outstanding issues at the High Street building, McLean said they can all be addressed through capital grant requests.

“Our intent is to minimize the capital costs on an ongoing basis. We have $213,000 in additional retrofits in the building itself.

We have a considerable interest in the building from a capital standpoint, as well.”

But that didn’t alleviate one of Mayor Margaret Quirk’s biggest concerns of throwing all the town’s eggs into one gallery funding basket.

“If the art gallery is not successful in obtaining its grant funding, where do we go from there?” she asked.

“We need to have a fall-back position.”

A retired police officer who was working for the force in a part-time capacity has been charged with sexual assault and interference on a young girl.

Police arrested and charged Georgina’s Donald Clark, 65.

The investigation into Clark began after police received a complaint from a young child on Oct. 30, 2015.

Clark was an officer between 1974 and 2006. Since 2007, he has been a part-time employee, acting as a fleet assistant, ferrying cars from one place to another.

His contract has been terminated.

Investigators are now looking for other victims.

Clark was before Newmarket court Wednesday.

Wil Felgendreher was always true to his word

rom the moment Janet Laing set eyes on Wil Felgendreher, she knew he was a good soul.

Laing was moving into a new apartment in Aurora with the hope of starting a new life. Little did she know, her Prince Charming lived right there in the building.

“Are you a renter?” a deep voice asked while she loaded her belongings into the elevator of her new building.

When she looked up, her gaze was met by what she describes as the most striking blue eyes that seemed to see past her flesh, right to her soul.

“I fell in love with him right then and there,” she said.

Felgendreher was the superintendent of the building and after he had come and gone from her apartment doing repairs, she finally mustered up the courage to ask him to accompany her for a drink at Orchid Thai.

It was like this father of two and grandfather of one had put a spell on her.

“I totally lost my identity with him and loved him like I have never loved before,” she said. “He was a rough and tough guy on the outside, but a marshmallow on the inside.”

He worked at The Victorian condominium building for years and before that he was employed at Magna, Flextronics, Jubb Utility,

Cobblestone Retirement Lodge and K.P. Bronze.

He was known for his honesty and always remained true to his word, especially if it meant helping others.

at the condo building. He would run errands on his bike for those who weren’t mobile in the building and he didn’t think twice about befriending a homeless woman.

“He also loved Aurora,” Laing said. “He was very interested in local history and never missed the chance to go to local events.”

The love-struck couple in their 50s were like inseparable teenagers — they went shopping together, frequented the farmers market, concerts in the park and looked forward to wearing matching T-shirts and joining Canada Day festivities in town.

She described him as a man with a great sense of humour and admits he was a little rebellious at times.

“He was a little bit of a ladies man,” she laughed. “He was definitely a family man and was a great cook.”

Their story reads like a romantic movie script — boy meets girl and they fall madly in love until a plot twist brought an abrupt end to the fairytale.

Just after an enjoyable Easter dinner with family, the couple retired to bed. She awoke the next morning to find him lifeless in their bed.

Without even a hint that he was ill, he died of a massive coronary.

The pair was hoping to be the first couple to be wed at Aurora Town Hall, but his unexpected death derailed the happily ever after.

“I miss him and even though we only had three years together, I’m glad we had that,” she said. “I take comfort in knowing that of the lives he touched in Aurora, those people have a good memory of him.”

Dear brother of Davina (Richard), Jan (Maria), Mia (Toon) and the late Ani and Jet, and also many nieces and nephews. Peter was an avid golfer, long time Newmarket entrepreneur, and devoted husband, father and volunteer. He successfully ran his sign and decal business, Maco Ad, for more than 30 years, and a was a long time volunteer with the Easter Seals Walk-a-Thon. After retiring to Cobourg, Ontario he continued his contribution to the community by driving for the local Community Care Services. In keeping with Peter’s wishes, there will be no funeral services, but a celebration of life in the spring. In lieu of flowers donations to Southlake Regional Health Centre would be greatly appreciated.

Opportunity The Region is inviting responses from groups/organizations to this RFP. This RFP is intended to evaluate viable options in the development and delivery of the Social Purpose Space located on the ground floor of the Richmond Hill Hub. The Hub is a new model for our Community and Health Services Department and will house mixed income rental apartments, youth services, corporate offices and the social purpose/enterprise space.

The Region will evaluate options for developing the space and will consider submissions that demonstrate innovation, financial sustainability, viability, positive community/social benefit and connectedness and integration to the existing Richmond Hill community. The Region encourages applications from all interested stakeholders.

The Request for Proposals (RFP) documents are available for download from the Region’s Bids & Tenders website at http://bids.york.ca for no charge. All Proponents must log into their account and register for the RFP before they can download the RFP documents.

There is no cost to set up an account in the Region’s Bids and Tenders System.

The RFP documents will be available on or after November 12th, 2015 at 11:00 am. All Addenda will be issued on the Bids & Tenders website.
