As her 90-year-old husband, Laszlo, lies dying in a nearby bedroom, Emma Perlaky’s heart breaks.

“The emotion of him being sick and the realization there is no way out… When we had to realize there was no recovery from here on, that was really hard, really hard,” she said as tears welled up in her eyes.

“We used to think, ‘What will we do in the summer?’ Now, there is no tomorrow any more.”

Married for 45 years, 73-year-old Perlaky meets virtually all of Laszlo’s needs in their Thornhill home, from providing personal hygiene and cooking meals to monitoring his vital signs and getting him to medical appointments.

She has been offered help with things such as bathing assistance for Laszlo many times by the Central Community Care Access Centre (CCAC), which connects residents in most of York Region and south Simcoe County with the care they need at home and in the community.

But Perlaky wants to care for her husband herself, with occasional help from their grown sons, although she admits she may require more professional assistance as Laszlo rapidly deteriorates.

‘Taking care of him, I don’t think about it, I just do it.

That’s my job right now.’

She looks surprised when asked why she does it.

“You’re doing it for love. I don’t know any other reason,” she said.

Perlaky was nominated for a Heroes in the Home award by CCAC rapid response nurse Katrina CorpusRoque.

“I meet caregivers daily in my line of work and I have never met such an outstanding caregiver. Mrs. Perlaky has dedicated her life to her husband, going to great lengths to provide her husband the best care possible and keep him healthy,” she said in her nomination earlier this year.

And for this, I think the community and I are thankful for her excellent care.”

Laszlo was diagnosed with lung cancer last year, but responded well to four doses of radiation.

In January, he suffered a heart attack and was in hospital for five days. Just days after he returned home, he was re-admitted to hospital with pneumonia.

After being discharged a second time, a nurse came to the home to check his lungs.

Once Laszlo’s lungs were clear, Perlaky took over the nursing duties.

She has a blood pressure monitor and a unit to check her husband’s blood oxygen level at home and she keeps meticulous records of his medical condition.

By April, Laszlo had congestive heart failure and a rapid response nurse and a dietitian visited. A physiotherapist has also been treating him.

But there is not much more that can be done for Laszlo any more.

Although Perlaky insists she is physically strong, she lost her left breast to cancer five years ago. She also suffers from heart problems and diabetes.

It’s her “nerves” that bother her most as she deals with the emotional toll of watching her husband die.

She rarely leaves the house any more. But listening to music, doing artwork and gardening help.

Perlaky said she doesn’t resent dedicating all her time to her husband’s care.

“Why would I? He doesn’t want more than what he really needs.

Taking care of him, I don’t think about it, I just do it. That’s my job right now. Much harder to take care of myself. Obviously, I am somewhat second, but I know I have to take care of myself, so I can take care of him,” she said.

“I do it happily. All of my sadness basically is coming from when I’m not with him.”

While many would commend Perlaky for the loving care she gives her husband, another York family has struggled tremendously finding care for a much-loved elderly father, who has been diagnosed with Alzheimer’s disease and dementia and also suffers from the debilitating effects of gout.

“This side of the story needs to be told, too,” said Michelle, who did not want her full name published.

to hospital in February with gout, a complex form of arthritis, the family learned that Michelle’s father had legally granted power of attorney to Michelle rather than to her mother, with whom he has had a difficult marriage for almost 60 years.

While Michelle’s brothers accepted the situation when they realized she wasn’t looking to take advantage of their father, her mother and sister were very upset.

Michelle has also argued with her mother and sister because she insists her ailing and demanding father, who has taken to physically lashing out at caregivers, needs to be admitted to a long-term care facility, while they want him at home.

However, they may be changing their minds after attempts at weekend visits home have not gone well.

Since February, Michelle has struggled to cope with overseeing her father’s finances and health care amid long-standing troubling family dynamics.

“The personal issues make the situation so much harder,” she said.

“Alzheimer’s and dementia is a horrible disease for everybody. There are good days and bad days. There are good days (when her father is more lucid) and you have somebody in hospital and all they say is they want to go home and they’re crying and you know in your heart that you can’t let that person go because of safety reasons.”

Her father falls repeatedly, is sometimes incontinent and insists he is capable of driving even though he has lost his driver’s licence.

Navigating the system has been difficult for Michelle, who said she adores her father but has often found herself frustrated and overwhelmed.

Although professionals have been kind, she was suddenly plunged into a world filled with terms and policies with which she is unfamiliar.

Michelle also soon came to realize the under-funded system has a shortage of available provincial nursing home beds.

Although the government is focused on an aging-at-home strategy, home care supports are lacking.

by a personal care worker or limited financial help with medical equipment, she said.

The challenges will only increase with the aging population, Michelle said.

“This is going to be an epidemic, in my mind,” she said.

Michelle has felt intense pressure from the hospital to take her father home or find a facility for him to free up his hospital bed.

She was also repeatedly asked by hospital staff and a CCAC caseworker assigned to her father what plan the family had agreed on to address his long-term care needs.

Michelle had to admit her family had never talked about it, although it’s a discussion she plans to have with her own family about her future care.

Because no bed in a provincial long-term care facility was available, Michelle scrambled to find her father a bed in a private seniors’ home.

Although the home said it was able to care for seniors with some special needs, Michelle was soon told her father, who was assigned a second CCAC worker while in the home, could not be accommodated due to his behavioural problems.

His bill for 17 days in the facility came to $7,500.

Although Michelle was again told her father should be cared for at home, she insisted he be taken back to hospital, where he was assigned a third CCAC case worker.

Michelle is now trying to get her father placed in a provincial longterm care home, where his Canada Pension Plan and Old Age Security benefits will cover the expenses of a bed in a ward room.

The journey of getting her father care has left Michelle drained.

“For myself, the guilt is tremendous. Myself, I’m angry because I feel I have done a lot of this on my own,” she said.

“The system is there for you, but you have to figure it out and you have to listen and you have to read.

There is lots of help but it can be overwhelming.”

Two people escaped unharmed, but three family pets died after an early morning fire completely razed a Udora home to its foundation Sunday.

the blaze about an hour after firefighters arrived on scene to find the home completely engulfed in flames around 3:30 a.m. July 19.

Two people managed to get out of the burning building and call 9-1-1 after being alerted by a smoke alarm, Georgina Fire Chief Ron Jenkins said, stressing the importance of working alarms to provide early warning.

The cause of the fire remains undetermined, Jenkins added.

Let’s hope bylaw stays on back burner

‘Toy’ storage should not be made an issue for all residents

G

eorgina council sent a proposed bylaw that would allow town officials to sue members of the public for defamation back to the drawing board last week. Let’s hope it stays there.

Effectively, such a bylaw would permit members of council, local board members and municipal staff to sue citizens with tax dollars if they felt their reputations had been impugned. Critics of the concept quite rightly questioned this notion, its contradiction of democratic principles and its potential chilling effects on public discourse.

One could easily see how such a bylaw, no matter how well-intentioned, could lead to a series of strategic lawsuits against public participation (SLAPP) especially if someone on the town payroll was particularly sensitive to even legitimate criticisms of his or her performance. Such a situation would cost defendant and plaintiff alike and, either way, the taxpayer would come out the loser.

Certainly, Georgina residents remember when then-mayor Rob Grossi attempted to sue former leisure services director John McLean over critical comments levelled against the municipality’s chief magistrate over the ROC in a pair of letters to the editor. The suit was eventually dropped.

And while a review of the matter by municipal law expert George Rust-D’Eye failed to find wrongdoing on Grossi’s part, it was still a fiasco and the now former mayor was harshly criticized.

Grossi went on to lose the 2014 election.

Aurora has also gone down this road before. On the eve of the 2010 municipal election, thenmayor Phyllis Morris launched a town-backed $6-million defamation suit against three residents over critical comments made on a local blog. Although initially started with public funds, town support for the action was terminated shortly after the election, which Morris lost, although, by then, it had already cost about $55,000.

Just more than two years after it began, Morris discontinued her lawsuit without stating a reason.

In its decision to award costs to the defendants, the court found that Morris’ intention was to muzzle critics and described her action as a SLAPP. The idea of public officials suing taxpayers with their own money is by no means a phenomenon unique to York Region. The 2006 ruling in the case of Halton Hills v. Kerouac, where a defamation suit was launched against a citizen over comments made about a municipal employee, stated while public servants have the right to take such action to protect their reputations, a government does not. An excerpt of the proposed bylaw even contains wording similar to that found in the decision.

“It is in the public interest that the town be able to attract and retain competent persons of good repute as public servants,” the report said. “It is not likely to be able to do so if these persons may be subject to false, personal attacks without recourse.”

We don’t disagree with that sentiment. We’re not advocating a free-for-all assault on the reputations of our municipal officials.

Public servants should be free to carry out their duties without being unfairly maligned, but, by the same token, a bylaw that permits municipal officials to take legal action against the public with the inexhaustible resources of the corporation behind them at the sole discretion of the CAO goes too far and runs too much risk of being abused. What’s more, previous cases show heavy-handed tactics, such as town-funded defamation actions against taxpayers, do more harm to the reputation of the municipality and its employees than any letter or blog post ever could.

A municipality has many better ways of countering what it sees as unfair criticisms.

A town-backed defamation suit should only be launched against a member of the public in the most extraordinary, clear-cut cases of libel and/or slander with council’s permission and as a last resort after all other options have been explored. It should not be a simple proposition with the (hopefully) unintended potential to suppress legitimate public debate.

Re: ‘Driveway ‘toy’ bylaw must change: resident,’ July 9.

Many years ago, small cottage communities sprang up around Lake Simcoe, offering Torontonians a summer residence where they could enjoy the beautiful sunsets with friends and family alike.

With steady progress (and urban sprawl), these quiet areas became residential hamlets, where individuals could live year round and commute to Toronto and other areas for employment.

The lot designations were somewhat larger than these days, with few fences and shrubbery, which allowed for access to the side and rear yards of said properties.

With the onslaught of subdivisions in the early 1980s, the lot sizes were reduced allowing for a greater concentration of homes to be built and the population of these areas to increase. This building explosion yielded new challenges for the once-small communities, resulting in property bylaws to be drafted.

Actually, when purchasing one of these new homes, the bylaws were outlined in the purchase agreements with the builders (which you had to sign),

regarding clothesline (yes) and leisure vehicles restrictions (three items max, restricted to rear yard and/or interior side yards, etc.).

This was a hotly contested issue even then, brought to a head with the operators of the short school buses who wanted to park such vehicles in their home driveways.

Bottom line: The close proximity of houses in the new subdivisions was not planned nor designed to accommodate recreational vehicles. Many of these residents resort to the dangerous practise of parking on streets or blocking the sidewalk to accommodate their trailers.

Perhaps utilizing your garage for its intended use (and not a storage or rec room) would allow these residents to have their “toys” readily available.

If you want to own such items, the storage should not be an issue for all residents of Georgina.

“Rock Around the Clock” Show Coming to Keswick Theatre

t’s good news time and that makes it fun to be a guest columnist.

On May 11, we opened the new Pefferlaw Ambulance/EMS Station, an up-to-date facility like the new one in Keswick. It will serve the community well for a long time.

Summer has finally arrived (hooray!) and I hope everyone gets out to enjoy everything that Georgina has to offer. Check the events listing on georgina.ca to see what is available, go to a beach, ride along Lake Drive or get out on the water.

Summer also brings on construction of many of our roads, so please be cautious around the workers. Old Homestead Road is being redone now from Warden Avenue to Station Road, a distance of 19 kilometres. This is expected to be completed by the end of August at a cost of $2 million.

I am pleased to say that the regional tax portion of the average assessed home went down by $17 and was a big help in keeping the combined Georgina tax increase at 1 per cent.

I sincerely thank the Georgina Advocate for giving council this great opportunity to communicate with our citizens and look forward to continuing to do this in the future.

The Snail that Transformed the Law

ne August evening in 1932, May Donoghue, a 30-year-old mother of four who lived just outside of Glasgow, went to a café with her friend.

May was treated to a “Scotsman ice cream float,” which is a mixture of ice cream and ginger beer.

After May drank some of her float, she noticed a decomposed snail had poured out of the ginger beer bottle. She became ill and was later diagnosed with gastroenteritis, attributed to the snail.

She sued the company that produced the beer and claimed £500 in damages.

The law, as it stood, was against her.

The beer company’s

lawyers relied on a wellestablished legal defense: May had no right to sue the beer company because she did not buy the bottle of beer directly from the manufacturer and therefore had no contract. They even had a case with similar facts to support them.

The court had recently held that the beer company was not responsible when a dead mouse was found in its beer bottle. To quote Mr. Bumble in Charles Dickens’ Oliver Twist, “If the law supposes that, then the law is an ass, an idiot!”

Undeterred, May’s lawyers took her case all the way to the highest court, the House of Lords, arguing what is now unquestioned: a company should be held legally responsible if, through its negligence, its product causes harm to any consumer, not just those with contracts.

After two days of argument, the House of Lords agreed that May had a right to sue the beer company for negligence, with or without a contract.

The court stated “the rule that you are to love your neighbour becomes in law, you must not injure your neighbour”. Who is your neighbour? Anyone you reasonably expect that may be injured by your negligence.

As intuitive as this outcome seems in retrospect, at the time it was groundbreaking.

Before Donoghue, a person’s ability to sue

for personal injuries was hampered by a rigid set of archaic legal rules that conspired to prevent injured people from receiving compensation.

Donoghue created a new general right for injured people to seek justice, and the case continues to serve as a foundational precedent in the field of personal injury law.

Donoghue also demonstrates how lawyers who are prepared to take difficult cases to trial can make a positive difference for society as a whole.

May was fortunate to have found a group of principled lawyers like that. After all, May could not afford to pay legal fees, and even swore an affidavit stating, “I am very poor. I am not worth five pounds in all the world.”

Shadid); •expanding access to compensation for good Samaritans (Pelletier v.

Child ‘benefit’ has me seeing red

W

ell, if this isn’t a political maneuver reeking of desperation, I don’t know what is.

Prime Minister Stephen Harper’s expanded Universal Child Care Benefit has me — and I’m willing to bet thousands of other mature Canadian taxpayers — seeing red in more ways than one.

Yes, it’s wonderful to give young families $1,040 — based on a family with two children under six — of their own money. Many of them struggle with the day-to-day high costs of living and can, no doubt, use this one-time, bribery-laden economic infusion.

For some, it can mean buying pricey sporting equipment, paying for that too-expensive camp excursion, sending Joe Average and his family on a once out-of-reach weekend getaway or padding skimpy savings accounts.

It doesn’t even matter if you are wealthy and don’t need an extra $1,040. You’re getting it anyway. “X” marks the spot or so Harper hopes.

But, once again, a very large (voting) segment of society has been completely overlooked, shunned and excluded from this federal cash pot.

What about the rest of us, Mr. Prime Minister?

What about the many families like mine — the Sandwich Generation — that are faced with huge daily challenges and stresses as we care for our aging or ailing parents and our college and university-aged children.

What about the many senior citizens in this country, many of whom could really use $1,040 in their sagging bank accounts as they see their savings dwindle due to a lacklustre economy your government has arguably had a major hand in creating?

What about them, huh?

Ontario students pay the highest university tuition fees in the country, maybe the world, and face massive debt loads after graduation.

Many of these same young people can’t find jobs after forking over tens of thousands of dollars to earn an education in hopes for a better life.

What about them, Mr. Harper?

What about all the 50-something parents, like me, who have had to put savings plans on hold — during these last crucial incomeearning years before retirement — to help

2 charged in 2014 double stabbing Two East Gwillimbury residents have been charged in connection with a double stabbing in Newmarket.

Investigators with the York Regional Police homicide unit charged 32-year-old Mahyar Dadollahi-Sarab with first-degree murder and attempted murder and 29-year-old Mariam Rahbary Boroumand with accessory after the fact to murder.

The charges are in connection with a murder that occurred in Newmarket on Feb. 12, 2014 when police responded to reports that two people had been stabbed near Davis and Huron Heights drives.

Ronidy Rosenborough, 65, of Newmarket died. The other victim survived.

A recent York Region study indicates its senior citizen population will explode over the next 20 years and, yet, the federal Conservatives have chosen to ignore this growing, aging community and, instead, give $3 billion of our own tax dollars just to young families.

“Our Conservative government is continuing to make life easier for hard-working families,” spouts York-Simcoe MP Peter Van Loan’s boastful, yet scripted, news release.

What about my hard-working family, Mr. Van Loan? Don’t I work hard enough for ya?

Just because my children are over 18 does not mean I don’t have to help support them for the next four years or so until they find careers and can stand on their own two feet.

Many young people are forced to return home after graduation, saddled with $50,000 in debt, because there are very few lucrative jobs out there. And many older citizens are now living with their 50-something children, as well, because they can’t afford to stay in their own homes or because their health or well-being won’t allow it.

My mother lives with me now, and my children will likely return home to the nest, as well, over the next few years.

Wouldn’t we, and our burgeoning grocery bills and shrinking living space, benefit from $1,040? You bet your post-secondary tuition fees we would.

This child-care benefit scheme is just one more blatant attempt to bribe Canadians with our own money a few months before the federal election.

I’m thinking Liberal Leader Justin Trudeau’s hair is looking better and better every day. And Stephen Harper definitely needs a trim. was arrested by South Simcoe Police and charged by YRP for first-degree murder and attempted murder in connection with the incident.

Police continued to investigate due to the belief there were additional suspects.

Investigators located and arrested two suspects from East Gwillimbury July 15 and the 2006 black Infinity police believed was used to flee the scene has been seized.

Both parties will appear before the Ontario Court of Justice in Newmarket July 21 and Jansen will appear Sept. 14.

Proposed indemnification bylaw a starting point, input welcome, mayor says

Georgina’s mayor reiterated this week that a proposed indemnification bylaw tabled at last week’s council meeting was only a starting point for discussion and public input is welcome.

“Nothing’s been passed,” said Mayor Margaret Quirk Tuesday regarding a staff report outlining a potential policy not only setting up an internal review process regarding legal claims filed against public officials, but allowing them to initiate defamation suits using the public purse to do it.

“We want the public to be engaged in this issue. If we didn’t, we wouldn’t have had the discussions we did in open session like we did,” Quirk said, adding she hopes people read the report, draft bylaw and Q&A on the town website and provide their input.

“We need the public to make comment, but informed public comment, not based on what someone else tells you. Find out,” Quirk said, adding social media is great, but the swift reaction it often entails isn’t necessarily an informed one.

“This is a huge issue and it’s complicated.

I think we are trying to be very open, transparent and accountable and saying this is something that we are looking at.”

Twenty-three of 25 municipalities used for comparison for Georgina’s draft bylaw have indemnification policies, which town clerk John Espinosa described as “common practice” for municipalities to cover gaps in

coverage under general liability insurance policies and collective agreements.

Such gaps could include covering any former or current council member, manager, staff, committee or board member charged under certain acts or administrative tribunals.

That said, none of the 23 policies surveyed include a defamation component.

And that is a major bone of contention for some citizens, who described the proposed bylaw as public enemy No. 1 to democracy and free speech.

Lawyer Mark Donald said Georgina’s proposed bylaw as written would be “open to legal challenge” and is “outdated, misguided and against Canadian law”, which already has avenues to address defamation.

Defamation claims against public officials are mostly covered under the town’s liability insurance, but it does not cover the costs when public officials initiate claims against a third party for either libel (printed material) or slander (spoken word).

The complicated issue of defining, and defending, what is fair public comment and what is deemed harmful or damaging to the reputation of the town and its public officials is one of the reasons council asked staff to further review the matter and separate the indemnification and defamation portions of the draft bylaw.

“In the past, without a defined policy, you didn’t know what the process was to make a determination for defamation or if there

was a need or a desire or valid reason to go ahead with a defamation lawsuit because it was all behind closed doors,” Quirk said.

“At least this way, if something were to be reviewed, you would at least know the process had been gone through. Right now there is no process.”

“A defined policy actually allows for greater transparency because you would know how a decision was reached,” added Espinosa.

However, if someone were to ask her opinion today, Quirk would say she’s still learning all the variables and trying to sort out all the viable options, but that the issue warrants a discussion without even taking into consideration an almost entirely separate area dealing with social media.

An issue raised by Ward 1 Councillor Naomi Davison last week, alluding to some of the “awful and atrocious” things some people say via social media.

But Quirk also added the municipality was treading new ground.

“At this point, I don’t know if we want to be the second municipality in Ontario to have something like this,” referring to the City of Toronto as being the only entity to have a defamation policy — a policy with extensive checks and balances involving identified procedural steps, an integrity commissioner, executive review committee, external review and internal resolution process, to name a few.

That is why further information was

requested from staff to address issues raised by councillors last week regarding matters such as reimbursement limits, council and not the CAO as gatekeeper to the process, whether Georgina needs a formalized policy or should deal with it on a case-by-case basis, and how other municipalities address the issue without a policy in place, Quirk added.

“I didn’t think the bylaw as it was drafted was going to sail through and that was going to be the final word on it,” Espinosa said. “I expected there was going to be scrutiny of it and that was exactly what happened. My goal was just to get a framework started, so if council wanted to entertain this and look at it as a viable option, we had somewhere to start.”

Quirk said while she understands some people’s reservations over anything resembling treading defamation waters again — referring to the very public outcry over a defamation lawsuit on the public dime against a former town director of leisure services that was subsequently dropped — she added the process of review being undertaken now is a worthwhile exercise.

“This is about trying to get a procedure in place instead of trying to develop it at the time an issue may come up,” she said. “And if this doesn’t pass as a policy, that’s fine.

We’ll have done the research and that is an important thing for us to do as a corporation to assist our staff and board and committee members with this type of issue.”

PROPOSED INDEMNIFICATION POLICY Questions and Answers On July 14, staff presented a report that recommended adopting policies to address indemnification in connection with legal matters, including defamation actions. To assist with further clarification on the proposed report and what it could mean, the following Questions and Answers have been prepared.

Does Georgina have a current Indemnification Policy? Do other municipalities have Indemnification Policies?

No, Georgina does not currently have one, but they are common. A Georgina staff survey found that out of 25 municipalities surveyed, 22 had Indemnification Policies.

Cryderman Sideroad will be closed until mid-August due to culvert rehabilitation work between Highway 48 and Lasher Lane. A detour route using Baldwin Road is in place and signage has been posted directing traffic through this area.

When does an Indemnification Policy typically apply?

Starting on July 27, The Queensway North between Church Street and Old Homestead Road will be restricted to one lane (200 meters on each side) due to culvert rehabilitation work. The estimated completion for this work and lane restriction is Summer 2016.

It sounds like the Town is trying to prevent free speech?

In the coming weeks, lane restrictions and a road closure will be occurring on Richmond Park Drive between Glendower Crescent and Spring Water Drive due to the installation of a sanitary sewer main to service the single family dwellings to be constructed along Richmond Park Drive.

When a Council, Board/Committee or Staff member are named in an action against them, as a result of acts or decisions they made in their official capacity, but the Town’s insurance policy does not provide coverage.

Absolutely not. Free speech is guaranteed under Canadian laws.

In addition, robust political criticism is necessary in a vibrant democracy. Trends see public comment increasing, especially with the growth of social media. Shannon Westlake had her shot, but fell short at the Pan Am Games.

The Keswick resident finished 18th in the qualification round during the women’s 50-metre rifle three positions event, held at the Toronto International Trap and Skeet Club in Innisfil Saturday. Only the top eight shooters qualified for the finals.

“It was a good experience and I enjoyed it,” she said. “I’m glad we were able to host and have a facility to use. But I always have higher expectations for myself. It wasn’t a great day for me but it’s another competition under my belt.”

Teammate and Waterloo resident Sharon Bowes finished 14th. Bowes, a four-time Olympian, expected a better result.

“My goal was to make finals; obviously I’m a little disappointed,” she said. “My silver lining is that this is actually the best match I’ve shot in about 18 months.”

Bowes finished with a score of 565, while Westlake earned a total of 561. Cuban Eglys De La Cruz placed first (584) in qualification, tying a Pan Am record. El Salvador’s Ana Ramirez finished second (581) and Venezuela’s Diliana Mendez sits third (573).

This was also an Olympic qualifier, so neither Canadian woman earned a berth at the 2016 games in Rio. Westlake, 29, is the top-ranked Canadian woman in the 50m three position. She first learned to use a rifle while in the Queen’s York Rangers 2799 cadet corps in Aurora.

This Westlake’s first Pan Am Games. She hopes to use the experience to improve and earn a spot at the 2020 Olympics.

“The next four years will be focused toward that,” she said. “I was just not focused on the process of the shot. I’ll be working on my mental game in the coming months.

Some days I beat them, some days they beat me. Today was one of those days where they beat me.”

A 54-year-old man from Innisfil was charged with careless operation of a vessel after two boats collided in Cook’s Bay last month.

A 55-year-old Toronto woman transport-

ed to hospital in critical condition was later released.

The woman was one of two occupants thrown from a boat after a collision east of the Holland River just before 4:30 p.m. Sunday, June 21.

Three people from Innisfil, who were on the other boat involved in the collision, suffered minor injuries.

How senior travellers ace airport security checkpoints (NC) July and August are by far the busiest months of the year in Canadian airports with more than 10 million travellers going through security screening. The peak starts in the last days of June and continues all the way to Labour Day. If you’re a senior, the CanadianAir Transport SecurityAuthority (CATSA) has tips that can help you navigate busy security checkpoints this summer.

Tip 1: The biggest hold-up at the checkpoint is caused by containers of liquids, gels and aerosols that exceed the

Tip 2: There’s an exception to Tip#1.

Millard was always first to volunteer

A

nyone looking for volunteers never had to look further than the raised hand of M. Paul Millard.

When his sons, Jim and Mark, were boys, he was cubmaster with the 2nd Newmarket Cubs and later volunteered with the 1st Newmarket Scouts under the leadership of Jim Nuttall, who was named Ontario Senior of the Year in 2012 for his six decades of community service.

Nothing unusual about that, parents often get involved with their kids’ activities.

But Millard’s community spirit didn’t end there.

In addition to being an active member of the Upper Canada Chordsmen a cappella chorus, he volunteered on the Elman W. Campbell Museum board, the Friends of the Museum, the Newmarket Historical Society and Heritage Newmarket.

“He was always taking on jobs.

So, when he was with the Chordsmen, he wasn’t just there, he was the money guy, he was the treasurer,” Jim said, adding his father was honoured with awards from the town and the province for his volunteerism.

Millard, who died at the age of 85 on Sept. 4, 2012, came by his interest in history honestly, having belonged to one of Newmarket’s most renowned families.

His great-great-great-great grandfather was Timothy Millard, who moved to Newmarket in 1792,

Millard’s son Jim said.

“He was not a (United) Empire Loyalist because by the time he got here, he’s a Quaker. He was forcibly emigrated from Pennsylvania,” he said.

“He came and got his 200 acres (granted by the government to Loyalists) for services rendered during the American Revolution.

There is some indication he probably fought on both sides, which really wasn’t that unusual.”

‘He had some interesting hobbies.

He was a rock hound.

He would go digging for rocks.’

Several streets in Newmarket’s core are named after the Millard family, including Millard Avenue, which was originally the lane leading from Yonge Street to the family farm, Timothy Street and John Street.

Jim and his brother grew up in a home at 100 Roxborough Rd., which had served as bachelor officers’ quarters during the Second World War. Millard himself grew up on a family farm in the Cooksville area of Mississauga.

He married his wife, Joyce, in 1951 and a few years later, the couple headed off on an adventure.

“They were ahead of the curve in a lot of respects,” Jim said of his parents.

“They liked travelling. They both quit their jobs and they went

hitchhiking across Europe for six months in 1954 or something like that.”

The couple settled in Winnipeg before moving to Newmarket in 1963 when Millard was hired as the credit manager of the Office Specialty Manufacturing Company.

After he was laid off in the mid1970s, Millard joined his wife as a real estate agent for about five years before becoming a professional baker, first running a franchise called Bakerman and later opening his own bakery called the Breadman in the Quaker Hill Plaza at Yonge and William Roe Boulevard.

“We did breads and pies. A lot of what we did, like butter tarts and that, was the family recipes,” Jim said.

Millard retired and the bakery closed in 1990.

In addition to volunteering, he liked to keep busy with other pursuits.

“He had some interesting hobbies. He was a rock hound.

He would go digging for rocks. It could be like semi-precious stones or whatever,” Jim said.

“We would go up north and we camped. That is what we did when my parents went on holidays. We went camping and for the two weeks or whatever, we collected rocks.”

Millard was also casted and painted model soldiers and liked cooking.

Rick was the fun loving and slightly crazy uncle to: Christopher Cooke (Rebecca) and their children Eliora, Timothy, Sammy, and Leslie Cooke Morris (Jason) and their children Jillian and Tyler, Russell Cooke, Darrell Cooke, Jennifer Westwood (Ron) and their children Justin, Rene, Rebecca, and Jessica Lucas and her daughter Ava, Carlene Marshall and Gord Marshall. Councils defend reduced summer workloads

D

epending in which York Region municipality you live, it may be difficult to catch your council in action over the next while.

Many municipal governments have reduced schedules during the mid-summer months of July and August, often reducing the number of committee of the whole and regular council meetings on their plates when compared to other times of the year.

Elected officials often insist the breaks make sense, given the number of staff and residents on vacation at the time — though critics sometimes relate fewer sitting days in a council chamber to a lack of productivity.

However, it appears every local jurisdiction sets different standards. The City of Markham and regional council, for example, will not meet again until September.

“We delegate a lot to senior management on the issues, so once we set our budget, the projects … proceed on,” regional chairman and CEO Wayne Emmerson said.

“Residents get pretty upset when we have meetings in the summer because they’re not able to attend. But I can call members of council in at any time, if there’s a need.

I won’t bring them in unnecessarily … we won’t bring stuff (forward) just to say we put it through in the summertime. If there was a major tender … union negotiations or any other major issues, we’d bring them in. I’ve sat at the table for 17 years and I (cannot) recall ever having to come in the summertime.”

Emmerson does plan to discuss with

staff whether there’s a need for mid-summer meetings, prior to council’s adoption of the 2016 schedule.

Newmarket Regional Councillor John Taylor said formal council meetings only represent about 25 per cent of the schedules for most mayors and regional councillors.

So, elected officials and staff are still working diligently, even if they’re not debating policy and passing bylaws in public.

“There are pluses and minuses to both,” Taylor said of a reduced meeting schedule.

“Work doesn’t stop; it still has to get done.

No one’s lounging about. Just because we’re having a reduced schedule for council meetings and committee of the whole does not mean we’re not working.”

In Newmarket, politicians will gather three times — there is one regular council meeting, plus “special” committee and council dates planned.

Taylor said councillors also attend planning and sub-committee meetings and deal with several constituency matters.

Aurora and Newmarket’s joint council committee, which oversees Central York Fire Services, also meets mid-summer, and municipal staff often use the time to shift focus on to large planning or infrastructure projects, rather than preparing reports and documents for council meetings.

And since many residents vacation out of town, municipal governments usually shy away from making major decisions during the summer.

“We continue to meet internally with staff,” Taylor said. “There’s still a fairly robust

work week. It’s not ideal to hold meetings where you have a major decision that impacts an area or townwide. The public likes to know they can be a part of it and they’ll receive proper notification. It allows you to make sure the meetings are taking place at a time when they’re most accessible to the public. It allows us to clear some of the backlog, catch up on some of the bigger files, do some strategic work ... and move some issues along that are more residentfocused.”

East Gwillimbury and King council members will meet the more often in July and August, when compared to some of their neighbouring municipalities. They’ll each hold four meetings (two committee of the whole and two council). Georgina, Aurora and Whitchurch-Stouffville will host three council meetings and Richmond Hill runs two (one committee, one regular council).

Meanwhile, Vaughan held two (special council and committee meetings) July 16.

“We’ve got a lot going; we have a lot of growth and need to be on top of things,” East Gwillimbury Mayor Virginia Hackson said. “People need to take holidays and we’re well aware some staff may not be there at particular times. We’re building a team, too, so it sometimes gives people an opportunity to step up. If the department head isn’t there, we’re assured the assistant will be available to answer questions. It also allows our residents who are on holidays to find us. We’re able to do it in the summer, as opposed to putting it off until the fall. To be honest, we’re paid for 12 months of the year.”

Since East Gwillimbury only has five council members and a fairly small town staff contingent, it’s relatively easy to coordinate holiday schedules around meeting dates, she said.

King Mayor Steve Pellegrini believes his municipality has found a good balance, which gives staff time off but assures residents with urgent issues do not have to wait two months to be addressed by council.

For Aurora Mayor Geoff Dawe, decreasing the number of meetings held is mostly about logistics.

“We’ll wait to see, as we get closer to the second meeting in August, whether we need it; if we apply ourselves and ask the questions we should of staff before we come to the meeting and come prepared to debate the issue, I would think two meetings would be good enough,” he said, of his town’s midsummer council schedule.

“It’s about being as efficient as possible.

We all want to take some vacation, most want to in the summer. You need to make sure you’ve got people around to generate the reports and carry out the actions. Much of what comes to council in the summer is routine; we receive reports for information for acts later in the year. It’s setting the deck for the fall.”

In the region’s case, there are often heavier meeting agendas during other parts of the year, to balance out council’s absence in July and August, Dawe said.

“We meet fewer times, but for longer,” he said. “We have longer meetings at the region than we do at local council.”

Solar power facility at Bare Oaks ‘paves way for others’

arge-scale solar power appears to be coming to East Gwillimbury and Bare Oaks Family Naturist Park is blazing the trail.

In partnership with Georgina Green Energy Co-operative, Bare Oaks plans to construct a 10,000-square-foot facility above its existing swimming pool.

“Solar is a critical component for the funding of a large recreation centre,” Bare Oaks owner Stephane Deschenes said, adding he plans to have gym equipment in the facility, as well.

“I have wanted to do this since I bought the park,” he said.

Being environmentally friendly and caring for the Earth are concepts that resonate with naturists. He pointed to the electrical vehicle charger at the park as another measure Bare Oaks has taken to shrink its ecological footprint.

While Deschenes has wanted to create this facility for a long time, the Town of East Gwillimbury has not made a blanket resolution in support of solar and without such a resolution, projects of this magnitude aren’t possible, Doug Leitch from Georgina Green Energy said.

When Leitch went to council two years ago to get blanket support, he was turned

down. At the time, he was told emergency services didn’t have clear procedures to fight fires on such large-scale solar projects.

However, when Deschenes and Leitch came before council again last month, they were able to secure a blanket support resolution because emergency services had worked out its concerns.

“This paves the way for other projects,” Leitch said.

The Feed-in Tariff (FIT) program was introduced in Ontario in 2009 and advocated for the development of renewable energy technology, with the aim of attracting investments and creating new clean energy jobs within the province.

The FIT program allows for the use of wind, waterpower, biomass and biogas, solar photovoltaic power and landfill gases. It represents the first feed-in tariff program in North America.

While the Bare Oaks project is still in the preliminary stages, Leitch said panels on the new facility should provide 130 kilowatts.

Using solar to help finance the new building is makes it affordable, Deschenes said.

Leitch hopes more projects like this can sprout up, otherwise we might need another peaker plant in the area and nobody wants that.

They hope to break ground on the project in 2016.
