Seventeen-year-old James Peek - a funny, popular, athletic young man - confessed to his mom, late one evening 18 years ago, that he was tired of always feeling like he had to strive for perfection.

Four months later, the Richmond Hill teen killed himself by suicide. A letter told his close-knit family of the pressure he felt in school, relationships, life.

Before he ended his life, he had first completed his homework.

What kind of hidden pressure, what kind of inner incessant drive, made him push himself so hard, struggle so unbearably?

What stopped him from reaching out for help?

These are questions that plague his family and his younger sister, Michelle, in particular.

What burdens did he secretly carry, she wonders, and how many more of us, like James, yearn for space to be imperfect, to make mistakes and still feel worthy, to say "I need help" without shame or apology?

For 17 years after James’ death, the family held a golf tournament in his memory. At the James Peek Memorial Golf Tournament, James’ parents spoke openly about the pain they were feeling, about the need for mental health, about the need to reach out and help.

A popular ladies event is making its return to the Georgina Ice Palace this Saturday.

Stilettos & Sneakers Lifestyle Show for Women is a one-day event filled with vendors, displays and activities for women of all ages.

Started in 2009, the event welcomes hundreds of women through its doors each year.

Founder and organizer Jennifer Anderson ran the show for seven years, but took a year off in 2016 when she took over managing the Georgina Chamber of Commerce.

"The event never ended. It was just put on hold as I got established in my new position," Anderson says.

"Working for an organization that promotes business and shopping local, it only made sense to align the show with the Chamber to showcase what this community has to offer".

Despite the partnership, it was important to Anderson to keep the show’s flow exactly as it has always been.

This year’s event will not disappoint.

Close to 40 vendors will showcase everything from jewelry, to health and wellness, to gifts to professional advisers.

The popular purse auction and sale is back with more than 70 new and gently used purses up for grabs, with proceeds going to breast cancer screening at Southlake’s Integrated Screening Program.

As always, swag bags

are being handed out to the first 300 women, including a flower from Keswick Flowers and Gifts.

And ladies will have a chance to fill out a ballot for a chance to win one of five Coach wristlets, with a draw being held every hour.

"It’s a day that brings girlfriends together, gives moms a day of rest or introduces the new girl in town to all of the resources available to her in her own backyard," Anderson says.

The five-hour, free admission event runs in the upstairs hall and gym at the Georgina Ice Palace Saturday, Sept. 20 from 10 a.m. to 3 p.m., with the silent auction closing at 2:30 p.m.

Is it that cases are taking almost five times as long as they did in 2011?

That a Mississauga woman accidentally shot in the back by police while in her home still can’t find out who shot her?

That the public is regularly being kept in the dark about SIU investigations?

Or that police forces regularly don’t follow rules or don’t report incidents, without punishment including the recent case of a teenager who was beaten up by an off-duty cop and his brother?

What is the biggest issue with the current Special Investigation Unit model? Despite the ongoing debate, one thing most can agree on is that the current system is broken and in need of reform.

What form that will take is up to Ontario’s Attorney General, who has given little indication so far on which portions of Ontario Court of Appeal Judge Michael Tulloch’s review of the SIU - the provincial police watchdog that investigates when police kill someone, cause injury or are accused of sexual assault - should be instituted.

What we do know is the latest public comment has indicated the recommendations are under ’active consideration’ and new legislation involving portions of the report will be ready in the fall.

Metroland has interviewed three former SIU directors to find out what they believe are the most pressing issues facing the maligned body.

André Marin, director of the SIU between 1996 and 1998, wants the government to start assigning consequences to police departments who fail to report incidents, disobey guidelines or drag their heels when disclosing records. "(That means) jail, fines or both," he said, insisting that police departments, understand, above all, consequences.

He said change has already occurred in the face of Tulloch’s review, citing the Durham police chief’s most recent statement indicating the force will advise the SIU of incidents regardless from which force the officers derive something for which his police force was heavily criticized for failing to do in the case of then 19year-old Defonte Miller’s alleged assault at the hands of an off-duty Toronto police officer.

"To me this is a sign that change is imminent and it’s al-

ready started," said Marin. "(When you finally) see consequences (for failure to act) you will see a sea change in behaviour."

Ian Scott, the director from 2008 to 2013, said one of his top priorities involves a clear and concise definition of serious injury legislated in Ontario to avoid confusion.

"I remember arguing with police about that, they all have different ideas about what serious injury is," he said, explaining these differences often result in incidents going unreported, because they don’t necessarily fit with individual police force’s interpretations.

He added that Tulloch’s suggestions that SIU investigators add allegations of corruption, fraud and perjury to their remit is one of the most powerful points in the document.

tor between 1999 and 2002, during a time of great transition following the Adams review of 1998 conducted by former Justice George Adams. Tinsley said independence for the unit should be considered paramount.

Legislating a requirement for an annual report to be tabled, which until this past June had not been published in the previous two years, would go a long way in terms of forging the unit’s autonomy.

"It’s a hallmark of the independence of the unit," he said. "The director is not an officer of the legislature, but it provides a mechanism for accountability and transparency directly sourced from the unit to the legislature and community."

He agreed with Marin that punishment for police forces that don’t co-operate has long been a point of concern, adding that another body should be the ones to

dole out sanctions.

"It should be administered by a third party," Tinsley said.

None of the three men took issue with some of the SIU’s most hotly debated issues in the media, including the hiring of former police officers as investigators and the naming of subject officers who are never identified by name prior to charges being laid.

As long as there is a mix of civilians and former police investigators, any allegations of prejudice can be dealt with by the agency when they come up, said Tinsley.

Scott agreed, saying despite claims about the potential for bias, those with experience in criminal investigations are vital.

"If charges are laid, (those charges) can go to trial, you need investigators that can withstand the criminal trial process," he said, explaining few can handle the pressure better than former police.

As for the question of whether officers should be identified prior to charges being laid, Marin questioned the motivation behind these requests, as long as reports give appropriate "circumstances, findings and details."

"What’s in a name," he questioned. "People want to picket outside officer’s homes? It’s not a deal breaker."

Although still a mystery what will come out of the Tulloch review, one thing is for sure in Scott’s mind.

"If these recommendations are implemented (in their entirety)," he said. "Ontario will have the most independent, transparent and accountable oversight agency not only in Canada, but (likely) all jurisdictions in the world."

HEIDI RIEDNER hriedner@yrmg.com A redevelopment plan for the Jackson’s Point harbourfront was a "waste of taxpayer money," according to a number of residents who packed council chambers for the consultant’s final report Sept. 19.

"Why have we spent over $100,000 for a set of questions residents have been asking since April?" asked Cliff Williams, who is one of many residents critical of the town’s process after the sale of Bonnie Boats to MSR Lalu earlier this year.

"It’s $100,000 to get questions that were already out there."

The overall process, swapping public Bonnie Park lands for development and lack of a public boat launch were the three main reasons raised by numerous speakers who took to the lectern during a three-and-a-half-hour discussion of the recommendations put forward by The Planning Partnership.

The preferred option involving an exchange of current parkland to developers for undevelopable land along the channel to increase green space but with no public boat launch was rejected by council.

It voted unanimously in favour of continuing to explore all redevelopment options, including discussions with MSR of either a land exchange or acquisition, as well as exploring opportunities to include a boat launch, increased slips, fuel and pump out facilities.

"There has to be a boat launch" in the region’s only municipal harbour, Coun.

Frank Sebo said, adding some "tough decisions" may have to be made moving forward with some things "sacrificed" to make that happen.

That, however, is not an option for a number of reasons, including "emergency service delivery availability," the size of the launch required by YRP and the timing of trying to get their marina up and operating, recreation and culture director Robin McDougall said.

Lake access via public parkland was also a key issue for Paul Brady.

"Without public ownership of these access lands, the lake becomes inaccessible to the general public," he said, adding this council has the "dubious honour" of being the first council to "seriously entertain" giving up public right of way and lake access.

Province should heed Justice Tulloch Ontario’s police watchdog needs more teeth.

The Special Investigations Unit is a civilian agency that was established to maintain public confidence in Ontario’s police forces by providing independent investigations into serious injury, death or sexual assault allegation involving police.

The unit is intended to provide transparency and accountability.

Yet both seem to be lacking, raising questions about the efficacy of the provincial oversight unit.

The onus is on individual police forces to notify the unit if there is a serious injury, death or sexual assault allegation. The SIU cannot invoke their mandate until they are contacted by police. It’s a system built on selfreporting.

Self-reporting is only effective if there are incentives to co-operate. Currently, if police don’t call in the unit, there are no real consequences. That concern was brought to the fore when neither Durham nor Toronto called SIU after an alleged assault by an off-duty Toronto officer in Durham. It was only months later SIU was notified by the complainant’s lawyer.

There can be no accountability if there is no reporting, and there is arguably insufficient motivation to report if there are no real penalties. The SIU becomes little more than a toothless watchdog if it cannot invoke its mandate.

Meanwhile, when the unit is called in, the public is only made aware of about a quarter of the investigations. The SIU isn’t required to report to the public and only does so as a matter of policy, citing lack of resources for its dearth of public notifications.

It’s difficult to claim transparency and build trust and confidence in policing if information is being withheld, regardless of the rationale. Justice needs to be seen to be done, and police forces must be held publicly accountable if there is to be any faith in the system. To do otherwise is to nullify the express purpose of the provincial unit and sow the seeds of doubt and suspicion.

These problems, and many more, are addressed in Justice Michael Tulloch’s review of the SIU. His report includes 129 recommendations to improve police oversight in Ontario. This includes a recommendation the law require the unit to report to the public on every investigation and more precise requirements regarding notifying SIU. Former SIU director Ian Scott says if Tulloch’s recommendations are implemented it would make the Ontario unit the most transparent and accountable in the world.

That’s a goal worth striving to achieve.

With the recommendations already on the table, we just need the political will to make our system truly accountable, transparent and independent.

• LETTERS & COMMENTARY • Questions remain about land swap Re: Land swap proposed under Jackson’s Point harbour redevelopment plan, Sept. 7.

Last April while walking my dog in Bonnie Park, I observed a drilling rig in the park, and since the park was under water due to the very wet spring, I assumed the township was installing some drainage system.

Later I was informed that the riggers had been contracted by MSR-Lalu to obtain soil samples from the property they had purchased from Bonnie Boats preparatory to developing the property. The township representative told me that the drilling had been done in Bonnie Park by mistake and that they had been instructed to cease collecting soil samples.

Notably, they did not drill anywhere else.

Fast forward to the open house in the Ramada on Aug. 30 where the recommended land swap at Bonnie Park was displayed. To my surprise, I noted that the recommended development was in the exact spot where I had seen the drill rigs in April.

It seems likely that most reasonable people would have difficulty buying the premise that the drillers just happened to be astonishingly lucky to have picked by mistake that particular spot to take soil samples for the future MSR-Lalu development.

A more cynical view might be that the $101,000 consultants’ dog and pony show was intended to fool the residents into thinking that their concerns had been addressed but in reality the land swap deal had already been done well before MSR-Lalu hired

Daycare not only option for parents Re: Daycare dilemma, Aug. 17 I am not sure why so many people assume that children should be in child care while both their parents are in the workforce full-time.

My husband and I have chosen a different option. I was able to stay home with my children while they were infants and toddlers. Grandparents helped with child care when it was needed.

Now that our children are all in school, I still choose to work only part-time so I can be home when they come

home from school. Although it makes finances challenging, we feel it is important to have lots of family time. All too soon they will be grown up.

I understand that many households are financially unable to choose this option.

Our government seems to assume every mother wants to work and is sacrificing her career to have children.

Perhaps more parents would rather sacrifice their careers, for a time, in order to have the option to raise and care for their children themselves. Does the government even consider that choice?

The answer from Nelson Costa, York Region’s manager of corridor control and safety: York Region transportation services reviews speed limits annually.

Speed limits revisions are evaluated using our council-approved speed limit policy, which is based on

principles established by the Transportation Association of Canada (TAC). The policy considers roadway elements and characteristics, roadside environment, number of access driveways, road geometry and pedestrian/cyclist exposure.

Application of the policy ensures that speed limits are set consistently across the regional road network.

Speed limit revisions are presented to council annually for endorsement. Public requests for a speed limit revision on a particular road section can be sent to traffic@york.ca

Hugh McKeown updated council Sept. 20 regarding preliminary discussions the organization has had with the town’s economic development department for a project that would not only build a "school of the future", but also "add to the town’s industrial tax base and put Georgina on the map in terms of education".

Along with about 1,000 international students, the project could bring with it about 300+ jobs and shared use of facility spaces once completed.

Built in phases, the project - which is as an extension of the Canadian International School System in

Vietnam in partnership with the Toronto District School Board - would involve the construction of a major campus similar in size and quality of education as Upper Canada, St. Andrew’s and Pickering colleges, but a "little different" in terms of scope, McKeown said.

"Wayne Gretzky said he never went where the puck was, he went where he thought it was going to be.

Same applies to education," McKeown said, adding the intent is not to duplicate what we already have in terms of education, but developing a school of the future.

The scope of the project involves establishing a secondary school in the first phase, followed by an elementary school.

Plans include dormitories, guest houses, administration and maintenance buildings, as well as art, horticulture and technology centres, indoor and outdoor sports complexes, in-

exactly conducive to a quiet, learning space," he said.

Noting the "high financial threshold" that must be met with enrolment regulated by study permits issued under Global Affairs Canada, McKeown said between $80 million and $100 million would be generated annually from the campus once all phases were established.

About 300 jobs would be created in Georgina once the facility is established, on top of jobs related to construction, McKeown added.

He estimated about 10 per cent of the students could stay in local area homes under the $15,000 per home homestead fee.

To put the potential economic benefit in context, McKeown said the total expenditure in 2012 of the 111,171 international students studying at all levels of education in Ontario was $3.5 billion.

In, 2015, it was $5.7 billion from 443,248 students.

"That’s different than saying here’s the hoops you have to go through," he said, adding the organization would like to have a site chosen soon. "We’d certainly prefer not to wait until May." CIS would also prefer the campus not be located in an industrial park, with

the chosen property having the ability to be serviced sooner, rather than later.

Proximity to Toronto and the airport, a natural environment and a community conducive to learning are necessary prerequisites of the site.

They raised half a million that way and they are proud to have made a difference.

But something was bothering Michelle.

The pressure to be perfect was everywhere - in mainstream media, on the internet, scrolling through Facebook or Instagram, the steady stream of photoshopped images of happiness, the needy search for "likes."

Perfectionism is a silent epidemic, she says. It’s linked to everything from motherhood to masculinity.

It leads to silence, disengagement and isolation. It is a component of addiction, depression, anxiety. And it’s time, she says, to let it go.

Michelle was 16 at the time of the first James Peek Memorial Golf tournament.

Now, 33, she has completed a PhD dissertation about love and belonging and "what it means to exist alongside one another".

She has also created a short film, in honour of her brother, called F--- Perfect.

"This film is intensely personal for me; shame comes in many forms, and mine happens to stem from a struggle with perfectionism. Perfectionism is also, in some ways, part of what lay claim to my brother’s life. To me, perfectionism is death."

Creativity, on the other hand, is life - full of failure and risk and vulnerability, as well as hope, discovery and joy.

Michelle says shame is often what stops us from ac-

cessing our creative selves and from reaching out.

"It occurred to me, how beautiful it would be if there were more art and less shame in the world? And how might this contribute to mental well-being?"

The idea gave birth to a new initiative her family has embraced called Art Not Shame, co-founded with Liz Jackson and Jamie Ashforth.

Last year was the 17th year for the golf tournament, several big donors each gave $17,000. James was 17, his hockey number was 17.

It’s been a good, long run, the Peek siblings agree, and it has been part of their lives longer than it hasn’t been.

Each year James’ parents addressed the crowd, sharing their pain with others in a way that James could not, and in a way that offered comfort to others.

As successful as it was, it seemed an appropriate time to wrap it up - and replace it with this new initiative they hope will reach a wider demographic.

The first Art Not Shame workshop will be a pilot run through the CMHA-York and South Simcoe and will provide youth with artmaking workshops - vetted and supervised by mental health professionals - in schools and community health programs.

Artists-facilitators will lead participants through collaborative art-making and storytelling workshops in a supportive community.

YOUTH AT RISK Youth are among the highest risk populations for suicide, according to the Canadian Mental Health Association (CMHA).

It accounts for 24 per cent of all deaths among 15- to 24-year-olds in Canada.

Suicide is the second leading cause of death (after motor vehicle accidents) for Canadians between the ages of 10 and 24.

The CMHA suggests this high risk may be linked to the challenging times of change during adolescence, when youth transition to adulthood and feel pressure to succeed.

At the same time, teens may lack the life experience to know that difficult situations will not last forever, and stigma, guilt or shame makes them reluctant to discuss their struggles or seek the help they need.

"It tastes like stuffing," said Lori Woodyatt, chairperson of East Gwillimbury tourism committee. "It’s really delicious."

Sage butter is one of several farm-fresh items people can buy for their Thanksgiving dinner during the Farm to Fork tour in East Gwillimbury. It will be available at the Sharon Temple, the first stop of the tour.

Other stops include Thompson Potato Farm, AE Breeding Farm and Natural Meats, Rose Family Farm, Brooks Farm, Sharon Mushroom Farm, Queensville Country Store/King Cole Duck Farm and Vince’s Market.

"We’re going to have taste testing pretty much at every single stop," said Madyson Taylor, tourism co-ordinator at the East Gwillimbury Chamber of Commerce.

People will also learn about local farms and the history of Thanksgiving.

"At each stop we are going to have a small educational component," said Taylor, adding there will also be some childfriendly activities.

A big thank you from the bees and the Lions PHYLLIS BAINES The Keswick and District Lions Club have been busy as bees since April trying to "help save the bees".

With the generous support

of Keswick Garden Centre, Silver Lakes Golf and Conference Centre, Keswick "Staples", and Queensville Farm Supply, we distributed over 750 packets of wildflower seeds, samples of

honey, and save-the-bees information. We were also assisted by the grade two classes and the "Eco-Clubs" of the elementary schools in Keswick. A big shout-out as well to our "Easter Bun-

nies", Lily and Tierny.

Thanks to everyone, our community has seen Timothy, alfalfa, clover, asters, nasturtiums, and poppies sprouting up in ditches, fields, and flower beds ev-

BRINKMANSHIP AGAIN! Brinkmanship is defined as the art or practice of pushing a dangerous situation or confrontation to the limit of safety, especially to force a desired outcome.

Many feel that we are again entering into a period of time when this dangerous practice of brinkmanship is being exercised. Last week at the UN General Assembly, North Korea used such statements as “a strike against the U.S. Mainland is inevitable”, especially since President Trump referred to Kim as “Rocket Man”; and in turn, Korea’s UN representative referred to President Trump as a “mentally deranged person full of megalomania and complacency”. The President in turn called out Kim Kjong Un of North Korea as “a madman who doesn’t mind starving or killing his people, and he will be tested like never before!”

The above rhetoric is very upsetting to the general public, and many feel could escalate into a serious world-wide confrontation.

People who study God’s Word – the Bible – know that God is in control. He has a solution for man’s mismanagement of this earth and it involves Divine interference.

DONOVAN, Robert Shawn It is with deep sadness that the family of Robert Shawn Donovan announce his sudden and unexpected passing after a brief illness on Monday, September 25, 2017 at the age of 48.

Beloved husband of Melinda, Rob will be forever missed by his sons Patrick (16) and Matthew (14). Cherished son to Don and Penny Donovan and sonin-law to Berndt (Mary) Schwarze.

Dearly missed by brothers Ian and Jeff (Andrea) Donovan, and brother-in-law Attila (Sivan) Schwarze. Rob had many joys in his life but none was more important than his family. He enjoyed his vacations and retreats and many of these came to be much anticipated family traditions. He was an active member of his church, serving in many ways. He found both inner peace and understanding of the world around him through his faith. Rob was a kind man whose gentle smile and laugh will never be forgotten. He was a scientist both by profession and by heart and had a strong commitment to his work. He expressed gratitude for the ability to work among some of the world’s top scientists. These included his early days on University Avenue in Toronto and more recently at Sciex, in Concord. Rob grew up in Thunder Bay where he attended elementary and secondary school. His senior high school year at the Ontario Science Centre was a particular highlight and he was chosen as class valedictorian. Rob attended The University of Waterloo for his undergraduate and graduate engineering degrees, before settling and raising his family in Newmarket.

Visitation with family will take place at Keswick Presbyterian Church (23449 Woodbine Avenue, Keswick on Sunday, October 1, 2017 at 1 p.m. with funeral at 2 p.m. and fellowship to follow, in the Hall.
